A
Good
morning
and
welcome
to
pittsburgh's
city
council
regular
meeting
for
tuesday
march
29
2022,
we
asked
the
clerk.
If
she
would
please
call
the
roll.
C
A
Thank
you
very
much,
and
and
now
we
will,
if
you
would
stand
and
face
the
flag
for
our
pledge
of
allegiance,
followed
by
a
moment
of
silence.
A
Lord
made
the
city
amen,
all
right,
you
may
be
so
you
may
be
seated.
Our
next
motion
is
a
motion.
Is
there
amendment
for
the
agenda,
madam
clerk?
A
No,
so
that,
but
that
is
not
a
motion
to
that's
on
the
agenda.
There
is
no
there's
no
need,
for.
There
is
no
new
emotion,
so
there
is
no
motion.
There
is
no
need
for
a
motion
to
amend.
Now
we
have
proclamations.
I
think
we
have
two
to
be
read
into
the
record.
B
Councilman
o'connor
presents
bill.
Number
225
now,
therefore
be
resolved
that
the
council
of
the
city
of
pittsburgh
does
hereby
recognize
and
commend
mike
dunleavy
for
his
44
years
of
dedication,
steadfast
support
and
commitment
to
the
electrical
industry,
the
ibew
local
number,
five
in
the
pittsburgh
community.
We
had
further
resolved
that
the
council
of
the
city
of
pittsburgh
does
hereby
declare
saturday
march
26
2022
to
be
mike
dunleavy
day
in
the
city
of
pittsburgh
and
council.
C
A
To
approve
in
a
second
right
I'll
be
moved
in.
Second,
all
those
in
favor
certified
by
saying
aye
opposes
nay,
the
proclamations
are
as
ordered.
Okay,
our
next
order
of
business
is
public
comment.
I
would
like
to
remind
everyone:
the
rules
of
council
state.
The
comments
are
literally
limited
to
matters
of
concern.
Official
action
or
deliberation
which
are
or
may
be
before,
council
profanity
will
not
be
permitted
in
any
language
that
we
know
of,
and
so
we
have
three
registered
speakers.
E
Dr
ronaldon
miller,
beltsover
and
germantown
zachary,
thackerville
oklahoma
and
porbandar
india,
global
intelligence,
society,
u.s
national
candidate,
the
presidency,
2024
global
intelligence,
society.org
asian
intelligence
month
march
2022
sponsored
by
the
gis.
E
The
native
american
intelligence
is
connected
to
this
because
the
reds
here
descended
mainly
anthropologically
from
asians
red
native
american
intelligence
example:
dakota
sue,
floyd,
kanji,
duta,
redcrow,
westermann,
u.s,
american
singer
and
actor.
He
was
on
the
x-files
for
a
while.
E
Redness
is
similar
to
blackness,
in
my
view,
a
cognitive
cultural
template
for
influencing
public
policy
like
riverfront
development
concern
of
council,
evident
from
the
22
march
2022
proclamation
sponsored
by
ms
gross
district
7
for
the
riverlife
corporation
location
district,
one,
mr
wilson,
which
partners
with
rivers,
casino
location,
district
six,
mr
lavelle,
if
I
read
the
maps
correctly,
why?
Because,
according
to
river
life's
web
page
quote,
pittsburgh
story
is
told
through
its
riverfronts,
I
just
think
that's
a
bloody
lie.
E
The
cathedral
of
learning
is
near
a
riverfront,
so
a
correlate
concern
of
council
is
the
normalization
of
pittsburgh's
riverfront
casino
life
as
positive
culture.
Ms
gross
zoomed,
in
a
personal
story
of
riverfront
inspiration.
She
wasn't
here
for
the
proclamation
which
he
sponsored
miss
miss
gross.
Mr
lavelle,
mr
wilson
and
the
rest
of
the
council
appear
to
want
pittsburgh
to
be
another:
macau,
china
or
goa,
and
india.
E
Maybe
the
red
intelligence
or
the
chick
saw
in
oklahoma,
who
created
the
windstar
world
casino.
The
u.s
largest
can
help,
but
miss
gross
must
know,
but
left
out.
I
think
consistent
with
the
half
this
and
half
that
approach
of
democratic
party
ideology
that
denormalization
into
negative
culture
comes
with
casino
life.
E
Is
it
possible
to
have
sex
drug
gambling,
addictive
stanley,
kowalski
waterfront
axe
here?
No
red
blood
in
pittsburgh,
river,
riverfront,
water,
no
jack
reacher
stories?
E
Ms
gross,
must
zap
up
and
the
rest
of
you
to
tell
the
stories
of
a
a
male
x
ex
xy
sex
addict
who
got
aids
a
woman
who
lost
all
of
her
salary.
A
So
before
calling
this
next
speaker,
I
will
say
this
publicly
for
public
comment
and
for
those
online
and
those
who
are
listening.
Council
is
going
to
very
seriously
be
considering
a
change
to
public
public
expression.
Public
expression
is
supposed
to
be
on
legislative.
A
A
If
it's
not
legislative,
there
is
really
no
reason
for
you
to
comment,
and
so
I'm
giving
you
this
advance
warning
now
that
we
will
be
moving
as
a
council
to
limit
public
comment
to
those
things
that
are
only
in
legislative
in
nature,
and
if
there
is
no
legislative
concern,
there
is
really
no
concern
for
public
comment.
The
next
public,
the
next
registered
speaker
is
catherine
koreshi.
A
F
You
so
much
I'm
so
happy
to
be
here.
I
speak
today
in
honor
of
my
friend,
kate
weiland,
who
is
retiring
from
the
city
of
pittsburgh.
After
42
years
of
faithful
service,
I
met
kate
in
1998.
F
I
had
just
come
up
to
work
in
mayor
tom
murphy's
budget
office
and
I
didn't
have
a
clue,
but
she
did.
She
knew
everybody.
She
knew
where
everything
was,
and
she
was
so
calm
and
cool
and
had
everything
together.
So
I
closely
followed
her
and
modeled
her
and
what
I
learned
was
respect,
and
she
we
of
course
worked
with
the
mayor
with
city
council,
with
all
the
budget
people
and
with
the
directors
all
of
these
people
who
had
earned
respect
via
their
accomplishments
and
position
and,
of
course
she
gave
it
to
them.
F
However,
we
also
worked
with
myriad
internal
and
external
clients,
all
the
men
and
women
in
city
hall
and
all
the
taxpayers
and
kate
showed
the
exact
same
respect
to
those
people
as
well.
When
a
citizen
calls
city
hall,
when
they
call
government,
it's
an
issue,
that's
extremely
important
to
them
and
kate
gave
that
respect
to
them.
F
I
I
recall
once
our
our
boss,
dr
miller,
a
phd
came
in
and
he
had
something
important
that
he
needed
her
to
do
and
she
was
like
just
one
minute,
I'm
on
the
phone
with
mrs
slobobneck,
and
that
was
how
she
she
treated
all
of
us.
She
also
what
I
also
learned
from
her
was
respect
for
oneself
that
she
never
in
a
mean
or
vain
way,
but
always
she's,
always
commanded
respect
for
herself,
and
I
have
many
times
in
my
career
in
a
difficult
situation.
F
I
have
stopped
and
calmed
down
and
kind
of
channeled
my
inner
kate,
weiland
and
thought.
Let's
move
forward
in
this
situation
with
austin's
authenticity
and
respect,
and
one
final,
more
global
comment,
but
very
much
about
kate
is
the
value
of
city,
government
and
city
employees.
I
think
we
all
hear
all
the
time
snide
comments
about
being
a
city
worker.
F
F
Of
course,
it's
our
elected
officials,
our
big
big
ideas
and
big
visions,
but
behind
all
those
people
are
the
white
collar
workers,
the
office
workers
who
literally
hold
it
all
together,
and
I
don't
think,
get
the
attention
or
the
credit
that
they
deserve
when
you
think
about
paying
bills
and
letting
contracts
and
data
entry.
Turning
on
the
lights,
all
those
things,
that's
the
the
wonderful
back
office
workers,
it
is
a
honorable
profession
and
kate-
has
has
brought
great
honor
to
it.
F
I
wish
her
well
in
her
retirement,
and
I
thank
her
for
her
service
for
her
inspiration
to
me
and
for
her
friendship.
A
G
I
wonder
if
we
ourselves
are
helping
to
support
a
war
in
ukraine
by
buying
gas
right
here
in
our
city
that
you
govern
and
regulate
just
to
leave
that
with
you,
as
as
the
national
government.
Leadership
under
biden
is
currently
pulling
the
plug
on
a
lot
of
russian.
Even
the
liquor,
the
liquor
control
board
has
and
state
liquor
stores
have
removed,
russian-owned
and
produced
liquor
from
their
stores
and
shelves,
and
I
just
wanted
to
make
that
a
noted
point,
and
you
heard
it
here.
G
G
G
We're
excited
to
talk
about
the
legislation
that
is
being
drafted
on
our
behalf
with
the
pittsburgh
commission
on
human
relations,
and
I
thank
you,
wish
you
all:
a
wonderful,
peaceful,
harmonious
balance
day,
peace,
light
and
love
and
lucky
allah,
kaitlyn.
A
D
In
other
words,
it's
nothing
original
and
therefore
it
would
serve
the
purpose
of
getting
ed
and
I
into
a
meeting
with
the
proper
staff
people
so
that
ten
of
the
ideas
that
are
sitting
in
my
file
waiting
for
attention
that
could
produce
possibly
millions
of
dollars.
They
could
then
be
used
to
solve
problems.
D
So
therefore,
I
am
stuck
so
to
speak
with
the
the
normal
delays,
which
I
call
to
our
wonderful
mayor's
attention,
and
I
thank
you
for
the
meeting
the
brief
meeting
that
we
had-
and
this
is
part
of
the
problem.
This
is
the
third
time
setback
months
are
passing
and
therefore
nothing's
happening,
because
this
has
to
be
signed.
D
In
order
for
me
to
proceed,
it
doesn't
come
easily
the
ideas
to
that.
You
have
already
seen
nbro
management,
budget
revenue
opportunities
act
of
2003.
H
Hello
this
morning,
ladies
and
gentlemen,
ladies
and
gentlemen,
my
name
is:
will
tate
and
I'm
here
on
behalf
of
the
homeless.
H
Well,
you
know
the
shelter
the
men's
shelter
on
smithfield
had
closed
early
this
year
and,
as
you
can
see,
the
weather
we
had
out
there
the
day
before
yesterday
and
yesterday,
how
cold
it
was,
and
right
now,
I'm
one
of
the
homeless,
because
I'm
trying
to
get
my
birth
certificate,
my
identification
correct.
I
have
my
social
security
card
and
I
need
a
place
to
stay
and
a
lot
of
people
are
homeless
that
are
homeless.
Right
now
are
not
just
homeless
because
they
don't
want
to
have
jobs
or
they
don't
want
to
work.
H
I
have
a
job
pending
in
the
meal
and
I
have
to
get
my
birth
certificate
corrected
and
I
need
help
with
it
and
there's
a
lot
of
people
right
now
that
need
birth
certificates
and
identification,
and
it's
not
as
simple
as
it
might
seem,
and
and
and
also
with
the
homeless,
there's
a
lot
of
neglect
with
the
people
who
are
running
the
shelters
by
letting
people
stand
out.
You
know
a
lot
of
the
things
around
here.
H
Like
thank
goodness
for
the
libraries,
because
they
a
lot
of
times
sort
of
they're
housing,
the
homeless,
you
know
by
being
open
open
and
their
security
is
second
to
none
and
they're.
Doing
everything
right
and
the
homeless
doesn't
have
anywhere
to
go
during
the
day.
So
they
go
to
the
libraries
and
different
places
to
try
to
seek
some
type
of.
H
I
guess
just
just
to
be
just
to
have
somewhere
to
go,
and
I
just
think
the
homeless
here
in
pittsburgh
are
really
neglected
and,
like
I
said,
the
libraries
on
a
lot
of
days
will
close
up
at
five
o'clock
and
and
even
when
the
homeless,
shelter
was
open.
It
doesn't
open
until
seven
and
these
people
would
stand
out
in
the
snow,
getting
snowed
on
and
rained
on
and
freezing,
and
nobody
would
let
them
in
the
homeless
shelter.
They
would
stand
there
until
seven
o'clock,
that's
two
hours.
H
They
would
stand
out
in
the
freezing
cold
and
I'm
just
saying
we
need
more
structure
to
our
homeless
people
and
the
regular
people
in
pittsburgh.
You
can't
let
these
people
just
wander
around.
There's
a
lot
of
homeless
people
there's
this
in
need
of
outreach
programs
and
a
substance
abuse.
Okay.
They
need
outreach
programs,
there's
a
lot
of
homeless
people
that
should
be
in
places
like
woodsville
and
western
psych,
because
they're
not
able
to
do
for
themselves
and
they
need
help.
H
I
My
name
is
yvonne,
f
brown
and
I
live
in
the
hill
district
up
at
kaylee
will
ervis.
Now
mr
burgess
said
james
is
going
to
change
how
we
were
able
to
speak,
but
I
want
to
let
you
know
that
you
may
cause
problems.
I
want
to
bring
something.
That
is
not
it's
not
going
to
be
legislated
here,
but
my
grandbaby
year
nine-year-old
went
to
school.
Please
come
on
now!
Mr
williams.
I
Mr
see
you
you
do
this
all
the
time
and
when
I
say
something
then
I'm
wrong,
but
I
got
three
minutes
to
try
to
save
lives.
That's
what
I'm
trying
to
do.
My
granddaughter
goes
to
school.
I
gave
her
some
pistachios
to
eat
she
ate
them.
She
sat
behind
a
young
girl
that
is
allergic
to
peanuts.
I
She
started
her
nose
started
running
she
couldn't
breathe.
They
had
to
move
her
up
in
the
front
of
their
class
because
my
granddaughter's
in
the
back,
but
had
to
move
her
because
she
could
have
died.
My
granddaughter
who's,
nine
years
old,
said
grandma
man.
I
could
have
killed
her
because
I
ate
the
nuts
and
didn't
know
that
she's
allergic,
I'm
saying
to
all
the
parents
any
that
sending
your
children
school,
don't
give
them
peanuts
because
you
don't
know
who's
allergic
to
that
little
girl
could
have
died.
I
I
gave
my
granddaughters
the
peanuts
see
you
know
you're
so
busy
telling
us
what
we
can't
say.
There
was
another
time
here.
The
lady
came.
We
were
real
full,
she
came
a
white
lady
came
and
she
was
looking
forward.
She
didn't
have
the
agenda,
so
I
gave
her
one.
She
looked.
She
said:
oh,
oh,
it's
not!
On
the
gender,
I
can't
say
nothing.
I
Okay,
when
I
seen
mr
gilmore
the
next
morning,
I
said
you
know
something
that
meeting
he
said.
Miss
brown,
miss
brown.
We
did
call
we
cancelled
it.
It
could
have
been
something
that
we
could
have
lost
because
you're
saying
we
can
only
speak
about
what
this
legislates
on.
That's
wrong.
It's
wrong.
We
should
be
able
to
speak
on
what
we
want.
I'm
trying
to
help
the
city.
I
have
a
reason
to
try
to
stop
the
deaths.
I
Stop
the
killing,
stop
the
abuse,
stop
the
discrimination,
stop
the
race
base
hate,
stop
the
race
discrimination
like
mr
burgess,
because
of
my
dark
conception.
He
likes
to
light
complected
or
white
women,
he'll
fight
for
them,
and
I
can't
speak
because
he
says
that
I
have
no
right
to
question
mrs
gross.
When
she
comes
in
late
and
speaking
when
I'm
speaking,
I
have
three
of
them
talking
while
I'm
talking,
but
I
and
when
I
say
something,
I'm
wrong,
you
got
burgers
talking,
co-hill
and
gross
three
of
them.
I
A
If
see?
No
other
speakers,
we
will
now
move
on
to
the
presentation
of
papers.

A
We
are
partners-
and
we
are
always
here
to
serve.
I
want
to.
I
tend
to
use
this
time
a
little
bit
to
share
things,
at
least
from
my
perspective,
you
you
you
by
on
news
and
social
media,
and
those
of
you
who
are
watching
the
oscars
saw
a
sad
event.
A
I
saw
that
event
and
understood
it
immediately,
because
I
saw
a
lot
of
myself.
I
grew
up
in
a
neighborhood
where
violence
was
regular.
I
grew
up
in
a
time
in
a
place
where
one
had
to
fight
weekly
to
survive
after
that
exposure
to
that
level
of
violence.
A
That
violent
motion
is
the
same
thought
process
that
goes
into
a
young
man,
killing
another
young
man
and
so
been
praying
about
this.
Really,
since
that
moment,
that
that
was
a
teachable
moment
for
me-
and
hopefully
for
all
of
us
that
certainly
we
get
angry
and
there
are
there
that
anger
is
natural
and
normal
right.
A
A
We
should
have
a
healthy
respect
for
each
other
and
love
each
other,
because
the
creator,
no
matter
what
we
think
of
each
other.
The
creator
loves
us
all
and
has
created
us
as
brothers
and
sisters,
and
I
think
that
moment
really
should
be
a
teachable
moment
to
all
of
us.
Hopefully
not
just
me
that
violence
in
all
of
his
forms,
for
whatever
it's
really
no
matter
how
noble
the
cause
violence
in
its
all
of
its
forms,
is
always
wrong.
