part

filming

happens

north
side

outcome,

was
acutely
aware
of
films
being

movies
being
filmed
in

area

of
the

was

a

part

bridges

onto

scene

to
immediately
correct
that

want
to

bridge

structural
repairs

it

of
the
members
signing

co-sponsors

late

week

too
late
for
us
to
to
pivot
and
adjust
this
little
council,
so
it
is
a
a
bill
that
will
create
a
fund
at
the
state
level
that
can
be
awarded
to
local
counties
to
help
residents
fix
their
homes
right.
I
Just
you
know,
at
the
most
basic
level,
for
weatherization,
for
accessibility
or
habitability
and
to
use
federal
funds
to
use
state
funds
into
this
trust
fund
that
will
be
created
at
the
state
so
that
people
can
stay
in
their
homes.
It
is
widely
supported
across
the
commonwealth.
I
I
think
it
is
uniquely
positioned
to
be
helpful
here
in
pittsburgh,
where
some
70
of
our
housing
stock
is
close
to
or
over
100
years
old,
and
we
have
so
many
residents
and
so
much
of
our
housing
stock,
which
is
the
desperate
need
of
exactly
these
kinds
of
repairs.
So
I
really
appreciate
every
one
on
council
supporting
their
role
of
council.

bill

fentanyl
strips

not
known
as
accessories,
so
it

save

supportive

things

we've
been
talking

be

making
changes
to
public
comment,
we're
working
with

law
department
and
the
creation
of
the
new
rules.

really
more
so
clarification
of
existing
rules
than
anything
else
and
I'm
just
gonna.

a
duty
to
inform
people
clarify
if
you
will
about
what's
against
the
rules
of
council.
Now.
First,
I'm
going
to
say
when
it
comes
to
public
comment.
I
think
everybody
here
respects
and
appreciates
anyone
who's
willing
to
take
the
time
and
energy
to
come
down
here
and
redress
their
grievances
with
their
government.

That
is
appreciated.
We
take
notes.
We
listen.
There
have
been
many
a
great
insight
from
public
comment.
That
said,
it's
always
been
the
case
that
it's
against
the
rules
to
use
public
comment
to
harass,
defame
or
espouse
dangerous
information
or
or
hate
speech.
These
are
not
things
that
are
protected
because
a
word
is
in
the
dictionary
doesn't
mean
that
it's
not
profanity.

So
with
that
in
mind,
if
we
open
the
door
to
allowing
people
to
speak
on
racism,
sexism,
colorism
sizeism,
then
we
open
the
door
for
anybody
to
come
in
and
speak
those
things,
and
so
it's
important
that
we
close
that
door
and
just
give
the
public
fair
warning
that
harassment
and
defamatory
and
dangerous
speech
is
not
protected
speech
for
public
comment.
The
point
of
the
public
comment
is
for
deliberative
purposes,
so
that
we
can
do
the
people's
work
about
bills
that
are
before
us
or
that
might
be
before
us.

So
it
is
also
not
an
appropriate
place
to
solicit
the
government
for
a
private
contract
or
for
private
payment.
There's
a
process
for
that,
and
so
moving
forward,
we're
going
to
enforce
these
rules
for
the
betterment
of
a
civil
society
for
all
of
us
to
make
sure
that
this
is
a
pittsburgh
for
all
and
that's
all
I've
got
to
say
about
it
today.

body

understand
what
we
mean

referencing
the
rules

They
are
the
guidelines
by
which
the
governing
body
governs
itself.

governing

is
proper

say

not
sure,

the

chairing
the
meeting

the
ultimate
arbiter
of
how
that
meeting

ultimately
hold

responsibility
and
the
consequences
of
how
that
meeting

run.

while
we
don't
compensate
our
chairs

other
council
member,
there
are
municipalities
who
do
that
because
of
that
extra
work
and
that
extra
responsibility,
but
that's
not.

rules
there's
a
series
of
things

can
be
done,
and
you
know
a
lot
of
this
is
in
robert's
rules
of
order,
chapter
20,
section
61-
if
if
the
public
is
interested
in
doing
some
of
their
own
research,

point

this
is
to
get
the
people's
work
done
to
deliberate
on
matters
that
are
before
council
again
of
concern
is
very
general
and
open
so
for
regular
meetings
when
people
come
and
speak
of
things
of
general
concern,
that's
not
going

change,

comes
to
special
meeting
or
at
the
standing
committee
meetings,
where
we
have
an
agenda

we

to

I
do
believe
that
there
was
a
couple
meetings,

not
councilman-
and
I
probably
asked
councilman
burgess

chair
that-
but
he
has
been
very
busy-
I
think,
with
a
lot
of
things,
so
councilman
krause,
if
you
and
he
could
work
that
out.

would
appreciate
that
because
I
know
he's
really
busy
with
the
wilkinsburg
project,
which
I'd
also
like
to
receive
an
update
for
city
council
on
the
status
of
that
and
is
there
anything
from
members.

I
just
wanted
to
mention
for
the
record
how
distressed
some
of
the
residents
in
my
district
are
about
being
a
folk
southern
settlement
that
we
passed
today.
Finally,
again,
we
were
receiving
emails
to
delay
today's
vote,
and
I
just
wanted
to
remind
the
citizens
that
these
bills
had
been
delayed
many
times
there
was
extensive
legal
proceedings
and
that
we
really
need
the
state
to
hear
from
residents.

We
are
you
know
there
are
many
ways
that
the
state
preempts
us
and
orders
us
to
do
things
that
we
would
rather
not
do,
and
this
is
one
of
them,
it's
certainly
from
my
residence,
but
I
would
like
to
just
say
that
this
is
the
kind
of
thing.
If
you
will
indulge
me,
I
want
to
read
just
a
couple
of
sentences
and
some
lines
from
some
of
the
emails
that
I've
received.
I
One
resident
said
a
vote
to
facilitate
the
quadrupling
rail
traffic
rail
traffic
through
our
dense
urban
corridor,
simultaneously,
enabling
double
stack
loads
with
sharply
reduced
stability
for
the
increase,
both
the
frequency
of
rail
accidents
and
the
severity
of
the
consequences.
These
are
the
things
that
are
deeply
concerning
to
citizens.
I
have
emails
talking
about
how
much
that
increased
tonnage
increases
air
pollution.
I
I
have
emails
saying
that
federal
regulations
allow
these
rail
freight
to
carry
items
like
liquid
methane
through
the
heart
of
our
city,
extremely
dangerous
loads.
We
know
from
the
recent
incident
and
harmer
within
the
last
week
that
the
tracks
are
not
always
in
the
shape
they
should
be.
The
safety
crossings
are
not
always
what
they
should
be
right
in
harmer.
It
was
a
train
that
struck
a
a
construction
vehicle
that
was
in
the
train,
right-of-way.
I
At
first,
we
were
told
that
no
crude
oil
had
spilled
into
our
waterways
and
now
we've
received
and
was
24
hours
in
news,
update
that
from
the
epa
that
3,
000
gallons
of
sweet
food
actually
did
release
into
the
allegheny
river
upstream
from
our
water
intake.
In
fact,
so
it
is
distressing,
and
I
just
wanted
to
be
sure
that
we
had
here
in
our
record
just
some
of
the
comments
that
we're
hearing
from
citizens
we've
heard
them
at
public
meetings.
Councilman
wilson
hosted
a
public
meeting
on
the
north
side.
I
I've
heard
it
many
times
previously
in
public
meetings
in
my
own
district
and
it's
incredibly
frustrating
and
it's
it's
frightening
for
for
the
residents
that
we
represent,
and
I
just
wanted
to
be
sure
that
we
recorded
that
in
this
discussion.

wanted

comment
on
chief
schubert's
retirement.
I
first
want
to
congratulate
him
on
a
stellar
career
with
the
pittsburgh
police
force.
I
know
how
much
it
means
to
him.
I've
known
scott,
since
he
was
a
kid
I
mean
we
grew
up
together
and
we
always
had
the
right
temperament.
You
know
I
feel
he
was
doing
so
many
good
things
for
the
pittsburgh
police
force.

being
said,
I
will
say
that
the
steering
committee
I
found
their
report
to
be
irresponsible
and
destabilizing
to
this
department
at
a
time
when
that's
the
last
thing
that
we
need
many
many
issues
that
will
be
facing
this
police
department,
I
felt
that
chief
schubert
understood
them
and
knew
how
to
deal
with
them
and
knew
what
to
expect
so.
But
most
of
all,
I
just
really
wanted
to
congratulate
scott
on
his
career.

also
acknowledge
chief
schubert
and

work
that
he

done

city

we
have

proclamation
we're
going
to
do
together
as
a
council
and
we're

to
have
an
event
for
him,
a
farewell
appreciation,
luncheon
or
party
that
will
all

opportunity

say

lot
to
him
and
about
him,
and
but
I
do
think
that
this
is
a
time
when
the
city
of
pittsburgh
needs
to
make
sure
that
we're
stable,
there's
a
lot
going
on,
as
we
just
saw
what
happened
this
weekend
with
an
18
month
old
baby,
shot
in
downtown
pittsburgh
sitting
in
a
vehicle.

all
talking
a
lot
about
what
we
need
to
do
in
terms
of
you
know:
violence
reduction,
we're
all
talking
about
putting
more
money
into
this
program
and
more
money
into
that
program,
and
we've
put
a
lot
of
money
into
a
lot
of
programs
over
the
years
and
we've
had
a
lot
of
social
services
in
in
over
the
years,
and
I
am
not
seeing
that
that
reduction,
I'm
seeing
what
I'm
seeing
is
an
increase.
What
I'm?

What
I
fear
is
that
the
summer
is
coming
and
we're
going
to
see
even
more,
and
so
I
think
that
we
are
we're
all
going
to
have
a
conversation.
We
do
have
a
meeting
scheduled
with
city
council
and
the
mayor's
office.

There's
no
time
for
politics,
it's
time
for
us
to
all
come
together
and
figure
out
what
the
solutions
are,
and
it's
far
beyond
that
time,
but
I
will
say
that
we're
going
to
meet
with
some
of
the
shooters
on
the
25th,
I'm
not
going
to
talk
about
where
it's
going
to
be
and
we'll
talk
about
it
after
we'll
talk
about
what
happens
after
and
what
our
steps
next
steps
are.

But
I
do
think
that
we
need
to
hear
from
the
kids
we've
been
saying
this
sister
mary
from
save
a
life
today,
pittsburgh
works
with
our
youth
and
a
lot
of
the
shooters
all
the
time
every
day
and
cornell
jones
every
day
out
there
in
the
community
every
day.
So
we
know
there's
people
that
work
with
the
youth,
and
we
know
that
there
are
people
that
are
delivering
and
we
know
there's
people
that
talk
about
it.

So
we've
got
to
figure
out
who
the
difference
between
them
all
and
start
really
empowering
those
that
are
actually
making
a
difference
and
doing
great
things
to
help
reduce
violence
in
the
city
of
pittsburgh.
But
my
thoughts
and
prayers
go
out
to
this
family,
but
we
have
to
do
a
lot
more
and
I
think
that
what
we're
going
to
do
is
have
this
start.

With
this
meeting
for
city,
council
and
sister
mary
actually
has
some
things
outlined
that
she's
going
to
do,
but
working
with
the
shooters
is
one
thing:
we're
also
going
to
work
with
the
families,
and
so
I
think
that's
you
know,
because
for
we
can
work
with
people
and
they
mention
this
all
the
time
we
keep
kids
early
in
the
morning
until
late
at
night,
if
we're
not
working
with
their
families,
we're
sending
them
home
a
lot
of
times
to
some
of
the
same
dysfunction
that
they
left
in
the
morning
and
fear,
and
so
I
think
that
it's
incumbent
upon
us
to
work
with
everyone
and
to
try
to
do
the
best
we
can.

But
I
think
it's
also
very
important
that
allegheny
county
does
a
needs
assessment
of
the
city
of
pittsburgh
and
to
help
us
with
with
the
idea
of
helping
us
to
reduce
violence.
A
So
with
that
said,
I
am
going
to
say
a
lot
more
about
chief
schubert
when
the
time
comes
and
I
want.
But
I
want
to
thank
him
for
the
service
to
the
city
of
pittsburgh.
Every
day
for
33
years,
he
put
his
life
on
the
line
for
the
city
of
pittsburgh
and
he
deserved
some
recognition
in
some
respect
on
the
way
out.
So
