All
in
favor
aye,
the
agenda
is
amended
and
we'll
now
move
on
to
our
next
order
of
business,
which
is
Proclamation.
So
we
have
two
to
be
presented
one
by
councilwoman
gross.
H
Today,
we're
celebrating
The
Life
and
Legacy
of
councilman
and
Senator
Jim
Furlow,
who
was
a
district
7
resident
and
represented
district
7
and
represented
us
at
the
state
senate
as
well,
and
in
a
few
days,
would
have
been
his
birthday
and
so
we're
lucky
to
be
joined.
Thank.
You
Lisa
appreciate
you
coming
in.
E
H
H
H
All
right,
so
this
is
a
proclamation
again
celebrating
The
Life
and
Legacy
of
Jim
furlough,
whereas
Jim
Furler
was
born,
May
19
1951
in
Rome
New
York.
He
moved
to
Pittsburgh
shortly
after
high
school
and
immediately
became
an
active
supporter
of
the
anti-war
and
civil
rights
movements,
whereas
Mr
Furlow
served
as
a
member
of
Pittsburgh
city
council
representing
the
Seventh
District
for
15
years,
from
1988
to
2003
and
as
president
from
1994
to
1998.
H
You
say
we
left
out
a
lot
I
think
presidential
Pittsburgh
would
have
been
in
there
too
yeah,
whereas
Mr
Furla
was
passionate
about
the
issues
affecting
the
people
of
Cuba
working
tirelessly
to
end
the
U.S
embargo,
removing
Cuba
from
the
list
of
state
sponsors
of
terrorism
advocating
for
Cuba's
sovereignty
and
for
over
30
years,
serving
as
the
co-founding
member
and
president
of
the
Pittsburgh
montanzas
sister
cities.
Partnership,
whereas
Mr
Furlow
passed
away
on
May
15
2022
at
the
age
of
70.
H
and
whereas
Mr
furla's
birthday
will
be
celebrated
with
Friends
Community
and
many
supporters
on
May
19
2023
at
the
promise
Center
of
Homewood
and
now
therefore
be
it
resolved
that
the
Council
of
the
city
of
Pittsburgh
does
hereby
declare
Friday
May
19
2023
to
be
Jim
furlough
day
in
the
city
of
Pittsburgh.
Give.
J
So
why
don't
you
raise
your
hand
for
folks
who
are
on
board
and
some
folks
from
single
pair,
as
well
as
Nate
from
the
promise
Center
just
very,
very
grateful
for
city
council
to
recognize
the
work
that
Senator
Furlow
has
done
for
the
City
of
Pittsburgh
and
for
all
citizens,
as
well
as
all
the
work
that
he's
done,
trying
to
deal
with
the
issues
of
Cuba
regarding
putting
them
on
the
terrorist
list
and
and
and
eliminating
the
blockade.
But
thank
you
very
much
for
the
recognition.
E
I
can't
tell
you
how
many
times
we
were
in
this
chamber
30
years
ago,
Gene
ricardi
was
here:
Chris
Smith,
who
remembers
Chris,
Smith
and
Chris
Smith
was
the
first
one
I
when
I
walked
into
the
cat
to
the
chambers.
I
said
to
Jim
Furlow.
He
said
you
know.
Are
you
a
constituent?
What
do
you
want
me
to
do
for
you,
I
said
I
want
you
to
end
the
blockade
of
Cuba
and
he
started
laughing.
He
took
me
in
his
room
and
he
introduced
me
said:
I
can't
do
this.
E
I
could
never
get
it
through,
but
he
introduced
me
to
Chris
and
Chris
said
I'll.
Do
it
I'll?
Do
it
sure
and
Chris
died
the
day
before
it
was
introduced
in
Council
and
Gene
McCarty
stepped
up
then,
and
he
said
okay
I'll
do
it.
You
have
no
idea
on
the
day
that
you
he
supported
our
sister
city,
the
Post-Gazette
and
all
the
newspapers
left
that
little
box
where
they
report
what
you
do.
E
They
left
it
they
empty,
because
the
because
Gazette
said
there
will
never
be
a
pro
Cuba
motion
that
will
will
ever
print
in
this
paper.
You
have
no
idea
how
Progressive
we
were,
how
we
pioneered
this
work,
that
people
to
people,
diplomacy
and
this
chamber
is
to
be
so
you
guys
are
so
awesome.
This
city
is
so
awesome
in
recognizing
humanity
is
our
homeland
and
standing
by
Building
Bridges.
E
So
on
behalf
of
Jim
and
I
for
30
years,
we
didn't
always
get
along,
but
we
always
did
what
we
had
to
do,
because
you
all
know
Jimmy
could
be
cranky
and
I
shared
my
birthday.
My
birthday
is
also
May
19th,
but
this
year
cube
is
on
the
state
sponsor
of
terrorism
list
which
puts
it
in
the
same
classification
as
North,
Korea
and
Iran,
which
is
absolutely
ridiculous.
E
Trump
put
it
there
and
I'm
so
proud
of
this
city
for
saying
you
know
we're
better
than
that
and
we're
going
to
help
Biden
and
we're
going
to
take
it
off.
Thank
you
so
much
for
everything
you
do
and
continue
to
do,
and
please
join
us
at
the
promise
Center
on
May
19th
we're
having
a
birthday
party
for
Jim
furlough
and
for
his
love
of
Cuba,
but
a
lot
of
different
people
are
going
to
be
there
and
we
hope
you
are
too.
Thank
you
so
much.
E
H
D
K
My
name
is
Ed
gristar
I'm,
one
of
the
co-founders,
along
with
Sandy
Fox
of
the
Western
PA
Coalition
for
single-payer
health
care
and
Mr
Furlow
throughout
his
history.
This
goes
back
I'm
a
lot
older
than
most
people
in
here
about
the
mid
1970s
when
he
brought
in
Congressman
Ron
delams
to
the
University
of
Pittsburgh.
To
talk
about
his
plan
for
National
Health
Care,
we
need
a
National
Health,
Service
and
Jim
has
been
a
long
time
for
the
medical
committee
for
human
rights.
K
He
has
a
whole
history
of
fighting
for
justice
not
only
for
Cuba
and
for
world
peace
and
for
workers,
but
also
for
Health
Care
Justice
and
our
organization.
Jim
was
one
of
the
steering
committee
members
for
over
a
decade,
helped
us
plan
numerous
meetings
in
this
venue
and
in
the
city
county
building.
We
had
rallies,
picket
lines,
demonstrations
and
the
issue
today
is
still
before
us
and
when
the
young
lady
here
talked
about
the
the
poverty,
one
of
the
best
ways
to
eliminate
poverty
is
to
seriously
is
to
enact
Medicare
for
all.
K
We
have
medical
debt,
hundreds
of
millions
of
dollars
of
medical
debt,
making
UPMC
pay
a
few
dollars
in
taxes,
isn't
going
to
change
the
functioning
of
our
health
care
System.
We
need
to
have
a
Single
Payer,
not-for-profit
Health
Care
system,
which
is
our
only
solution,
and
it's
your
obligation
to
work
to
ensure
that
that
happens,
because
you
cannot
ignore
it
today.
Time
Magazine
has
a
story.
70
percent
of
the
American
people
are
fed
up
with
the
health
care
System.
K
This
goes
on
and
on
so
rather
than
shoveling,
our
tax
money
into
an
inefficient
corporate
driven
system
follow
the
lead
of
Jim
Furla.
Follow
the
lead
of
doing
what
is
right,
not
only
for
poor
people,
not
only
for
minorities,
not
only
for
women,
but
for
everybody,
because
we're
all
facing
this
crisis
today,
and
we
welcome
your
your
honoring
deferlo.
K
You
should
be
proud
of
that
and
I'm
proud
of
you
and
I'm
proud
of
Jim
for
helping
us
and
please
join
us
on
Friday
to
continue
his
legacy
and
I
would
like
to
end
it
with
a
quote:
I:
don't
have
it
verbatim
from
Bertolt
brecht,
noted,
author
and
poet
where
he
said
there
are.
There
are
people
who
struggle
for
one
day
and
they
are
great
people.
There
are
people
who
struggle
for
a
year
and
they
should
be
honored,
but
the
people
who
struggle
for
their
whole
life
or
the
indispensable
ones
and
that's
Jim
Furler.
L
Good
morning
everybody,
my
name
is
Michael
drojan
I'm,
a
member
of
the
sister
city,
matanzas
Pittsburgh,
sister
city
coordination
and
I
would
like
to
thank
the
city
council
for
passing
this
resolution.
L
L
L
The
people
streaming
to
our
border
are
people
who
are
suffering
from
the
sanctions
and
the
Embargo
which
has
been
imposed
on
Cuba.
It
is
insufferable-
and
it
is
really
not
in
our
interest,
and
it
is
not
in
the
interest
of
the
people
of
Cuba.
They
are
the
people
who
are
suffering.
It
is
not
the
leaders
of
the
countries
who
are
have
these
sanctions
imposed
upon
them,
who
suffer.
L
It
is
the
ordinary
people
and
it
makes
the
economy
scream
as
some
of
the
authors
of
this
embargo
wanted
it
to
do,
and
we
have
to
bring
it
to
an
end
and
thank
you
for
your
our
small
effort
through
this
proclamation
to
advance
that
cause.
Thank
you.
M
Is
reminding
me,
I
should
mention
something
that
Mr
Furlow
is
involved
in
I'll,
be
here
all
day,
but
I
I
would
be
remissed.
I
may
be
a
bit
selfish,
but
I
would
be
remiss
without
the
opportunity
to
step
in
front
of
this
body
and
say
a
good
word
on
behalf
of
Jimmy
furlough.
It
was
truly
an
honor
to
work
with
him.
He
was
my
first
council
person
when
my
wife
and
I
moved
here.
M
Probably
one
of
the
greatest
decisions
of
our
life
coming
to
Pittsburgh.
It's
been
an
honor
to
work
with
Jim
furlough
and
my
current
councilwoman
I'm
so
happy
that
you
were
able
to
put
this
forward.
I
went
to
matanzas,
that's
how
I
got
invited.
Thank
you.
So
much
Lisa
truly
changed
our
life.
It
was
weeks
after
9
11.,
my
wife
and
I
went
there
and
had
just
the
best
experience
and
thank
Jimmy
for
that
and
for
the
opportunity
to
work
with
him
on
such
fun.
M
Projects
is
saving
the
businesses
of
fifth
Forbes,
where
he
could
and
a
lot
of
work
and
preservation
that
I
was
blessed
to
do
was
a
result
of
his
his
taking
a
stand
in
Oakland
early
on
his
career.
But
ultimately,
the
the
work
that
I
consider.
Some
of
the
best
opportunity
I've
had
was
to
work
in
the
community
of
larva
and
with
the
citizens
of
Larimer
and
could
not
have
had
that
opportunity
without
Jimmy's
leadership,
and
thanks
for
this
opportunity
really
appreciate
it.
And
thank
you.
Jimmy.
N
A
A
And
Three
Rivers
adoption
Council
does
tremendous
work,
but
it's
always
something
that
bothers
me.
Everybody
knows
that
the
foster
care
system
is
something
that
concerns
me,
but
what
I
love
about
Three
Rivers
adoption
council
is
that
they
always
are
looking
for
permanent
homes
and
so
and
very
successful
in
a
lot
of
ways.
So,
and
thank
you
for
your
work.
A
Three
Rivers
works
with
the
public
and
private
agencies
to
implement
Cooperative,
cost-effective
programs
to
meet
the
placement,
post-placement
and
mental
health
needs
of
Children
and
Families,
so
that
no
child
will
have
to
face
life
without
permanency
and
whereas
Three
Rivers
adoption
Council
serves
more
than
two
thousand
children
and
four
thousand
families
annually.
Most
of
the
children
served
have
experienced.
Multiple
moves
in
the
foster
care
system
and
high
percentages
have
been
victims
of
abuse
and
neglect.
A
O
Good
morning
to
councilwale
Mikhail
Smith,
and
to
my
special
councilman,
Bruce
Krauss,
and
to
all
members
of
council
that
are
here
today,
truly
Three
Rivers
adoption
Council
now
doing
business
as
track
Services
for
Families
thanks
city
council,
for
this
recognition
not
only
of
track
but
of
national
adoption
month,
National
Foster
Care
month,
and
one
of
the
things
that
we
know
is
that
we
have
far
too
many
kids
who
are
still
in
the
system
who
still
need
permanent
homes.
O
And
so
our
goal
is
to
make
sure
we
educate
the
community
on
the
need
for
foster
families,
particularly
for
children
who,
with
special
needs.
We
don't
do
a
lot
of
babies,
we
do
special
needs,
and
so
for
us,
that's
children.
Eight
and
up
that's
sibling
groups.
That's
children
of
color
because
of
the
disproportionality
of
over-representation
of
black
children,
of
color
black
children,
particularly
in
the
child
welfare
system,
and
then
those
with
the
regular
special
needs
that
we
all
know
about
mental
illness,
intellectual
disabilities.
O
All
of
those
all
Encompass,
the
federal
definition
of
what
special
needs
is,
and
so
that
is
what
we
are
here.
It's
where
we've
created
for
most
of
us
at
track,
we've
been
here
a
long
time,
and
so
we
don't
see
it
as
a
job.
We
see
this
part
is
our
mission
of
being
able
to
help
the
most
vulnerable
among
us
and
that's
the
children
with
no
voice,
and
so
we
have
to
be
their
voice
as
we
are
looking
for
for
families
for
them.
O
So
if
you
know
people
who
you
think
might
be
a
great
fit,
let
us
know
lead
them
to
us.
If
you
think
people,
maybe
they
won't
be
a
great
fit
leave
them
to
us,
because
our
goal
is
to
weed
people
in
to
help
our
children
versus
to
weak
them
out
of
the
system,
so
our
children
need
you
and
so
in
recognition
again
of
May
being
foster
care
month.
We
truly
appreciate
what
council
was
doing
for
us
today.
O
One
of
the
things
that
I
promise
I'll
be
quiet
is
that
we've
all
just
come
out
of
covet
and
we're
now
you
know
I,
don't
have
a
mask
on
for
the
first
time
in
years,
we're
all
trying
to
become
or
what
our
new
normal
is,
and
while
we
certainly
appreciate
all
the
First
Responders,
all
the
nurses,
everyone
that
worked
throughout
that
difficult
time.
What
people
don't
know
and
I
would
like
to
be
able
to
observe
that
recognition
today.
Is
our
agency
never
closed,
not
one
day
that
we
close
during
the
pandemic?
O
We
had
to
operate
24
hours
a
day
like
we
always
did,
because
we
needed
to
make
sure
children
were
safe.
We
need
to
make
sure
we
still
got
families
and
we
went
to
make
sure
that
the
trauma
that
our
kids
were
experiencing.
We
were
trying
to
be
able
to
end
it.
So
while
we
didn't
get
that
same
National
recognition,
I
applaud
my
staff,
because
we
were
there
every
day
every
day.
So
again,
thank
you.
So
much
for
the
recognition
and
I
appreciate
all
of
you.
Q
Morning,
thank
you
so
much
council
president
for
this
opportunity.
In
recognition
of
National
Foster
Care
month,
we
are
super
excited
on
Friday
May
19th
from
12
to
3
as
Saint
Mary's
on
the
mount,
we
will
have
a
pinwheel
representation
of
the
children
that
are
currently
in
care.
This
pinwheel
presentation
display
will
be
up
for
one
week,
but
it
represents
the
1064
youth
that
are
currently
in
foster
care
in
Allegheny
County.
Q
We
have
work
to
do,
and
visuals
are
always
a
great
way
to
see
how
you
can
help
how
you
can
help
us
spread
the
word
how
you
can
help
be
that
voice
for
the
voiceless.
So
again.
Thank
you.
We
hope
that
you
can
stop
by
take
a
picture
share
it
on
your
social
media
with
your
friends
and
family,
so
we
can
get
more
families
in
to
help
these
children.
Thank
you
so
much.
Thank
you.

Good
morning,
everyone,

That's
it.
Thank
you
all
for
your
Collective

your
individual
work.
We
appreciate
everything
you
do.
I
just
hope
that
we
can
get
more
kids
placed
permanently.
It's
a
terrible
thing
to
I
mentioned
before.
I
have
a
very
close
family
member
who
came
into
our
lives
later
in
life.
It
went
through
a
very
difficult
situation
in
foster
care,
so
I
appreciate
the
need
to
get
kids
and
and
not
only
permanent
homes,
but
good
homes

join
you

According
to
the
Pennsylvania
Constitution,
the
purpose

It

the

Fraud

Abuse.
Michael
Lamb
should
have
attended
our
meeting
to
explain
why
the
waste
Fraud
and
Abuse
continues.
Waste
of
thousands
of
dollars
per
month
is
occurring
with
Bonaire
School
fraud
was
perpetrated
with
the
claim
of
community
support
for
the
sale
of
the
building
to
a
developer.
Y
Here's
the
situation,
one
an
excellent
school,
was
closed.
Two
of
the
building
has
become
a
threat
and
detrimental
harm.
Three.
It
should
be
condemned

four,
it
must
be
torn
down.

This
was

touched
the

His
uncompromising
dedication
to
a
sworn

to
provide
for
the
safety
of
the
citizens
of
Pittsburgh
was
truly
exceptional
and
one
that
should
be
emulated
by
every
firefighter.
He
loves,
sharing
his
knowledge
of
firefighting
and
all
its
many
aspects
to
make
a
firefighter
safer,
smarter
and
more
efficient
on
the
fire
grounds.
Mike
knew
most
of
the

on
the
entire
Pittsburgh

was
always
approachable
regardless
of

If
he

he
would
stop
what
he
was
doing
to
answer
it.
He
worked
tirelessly,

also
energetically
his

career.
In
pursuit
of
more
knowledge,
his
legacy
will
serve
our
citizens
and

for
years
to
come.

Please
address
the

state
your

and
neighborhood
for
the

good
morning,
Miss
Brown.
Z
Good
morning
my
name
is
Javon.
At
Brown,
I
live
at
715,
Mercer
Street,
that's
in
Katy
wherever's
tires
to
all
the
mothers
I
hope
your
mother's
days
was
as
beautiful
as
mines.
I
have
my
little
one,
my
youngest
one,
unique
that's
when
my
husband
delivered
she's
a
little
off
I
told
him.
I
said
when
he's
grabbed
her.
Z
He
squeezed
her
brain
too
tight,
but
she
sometimes
forgets
about
Mother's
Day,
but
I
had
sent
a
message
that
if
she
didn't
give
me
a
present,
then
she
knows
what's
going
to
happen
because
I
walked
the
kids
to
school
in
the
morning
because
she's
a
cake
decorating.
She
has
to
be
to
work
at
five
in
the
morning.
So
it's
me
76
years
old,
walking
to
school
and
I,
don't
appreciate
it,
but
they're.
My
babies,
I
have
to
I
wanted
to
say
that
also,
my
daughter
took
me
to
a
Jamaican
restaurant.
Z
It's
20,
238
Crafton
Ingram
shopping
center
and
it
was
the
Mother's
Day.
It
was
beautiful.
The
food
was
delicious
they're
just
recently
theirs.
That's
the
reason
why
I'm
trying
to
tell
you
about
them?
I
have
the
phone
number
here.
If
you
can
see
it,
if
you
wanted
to
call
the
food
is
delicious
now
also
I
wanted
to
change
the
subject.
Now
it
felt
the
ladies
that
you
had
it
there
for
adoption,
as
as
seven
I
was
taken
from
my
mother,
we
all
was
my
mother
went
to
the
hospital
to
have
a
baby.
Z
There
was
eight
of
us,
they
took
us
and
they
split
us
up.
Okay,
you
have
them
put
you
in
a
foster
home,
but
one
thing
I
wish
them.
Ladies,
had
stayed
to
listen,
you
put
the
children
in
the
foster
home,
they
may
be
mistreated
when
they
come.
The
Foster
mother
is
sitting
here,
while
the
social
worker
is
asking
and
she's
saying.
Do
you
like
it
here
and
the
Foster
mother
answers?
Z
I
I,
as
a
child,
know
that
a
lot
of
times
things
are
hidden.
It's
the
same
way
with
here.
Some
of
the
things
that
you
do.
The
people
that
are
watching
I
mean
that
are
on
the
screen.
Don't
see
it,
how
do
you
get
up
and
you're
talking
amongst
each
other?
You
may
even
be
on
the
cell
phone
go
over
in
the
corner.
That's
not
the
way
you
run
a
a
a
a
a
meeting.
Z
If
you
go
to
the
County
Council,
which
I
give
praise
and
honor
they
start
at
five,
they
may
have
20
to
30
people
that
they're
giving
proclamations
to
you
know
what
they
do.
They
do
the
talking
the
console
person
they
get
that
paper
and
they're
gone,
not
a
half
an
hour.
Every
prep
someone
can
speak
a
half
an
hour
because
you
came
with
a
proclamation.
That's
not
right!.
