Great,

I
would

everyone
that

Official

let

Here's
the
situation,

an

Two,
the

has
become
a

Three.
It
should
be
condemned

sold

the
city
for

four.
It

five

Reflection
by
battalion
chief
Douglas,
praskovich
retired
deputy
chief
Mike
Mullen,
touched
the
lives
of
many
people.
His
uncompromising
dedication
to
his
sworn
duty
to
provide
for
the
safety
of
the
citizens
of
Pittsburgh
was
truly
exceptional
and
one
that
should
be
emulated
by
every
firefighter.
E
If
you
had
a
question,
he
would
stop
what
he
was
doing
to
answer
it.
He
worked
tirelessly
but
also
energetically
his
entire
career.
In
pursuit
of
more
knowledge,
his
legacy
will
serve
our
citizens
and
firefighters
for
years
to
come.

past

Yeah
hello,
thank
you
for
having
me
on
today
and
by
the
way,
happy
New
Year,
because
it's
my
first
time
speaking
here
at
the
beginning
of
the
year
last
time,
I
spoke
was
in
October.
Some
of
the
things
I
spoke
about,
don't
seem
to
be
happening,
but
that's
that's.
Fine.
I
have
a
couple
of
things.
I
want
to
talk
about
today.
Number
one
I
I
realized
that
the
city
has
a
violence
problem
now
I
know
you
guys
have
come
up
with
some
solutions.
I
have
a
couple
ideas
that
I
want
to
run
past.
H
You
first
of
all,
I
believe
you
need
to
get
in
touch
with
the
FBI
getting
in
touch
with
the
National
Guard
gang
task
force,
County,
Sheriffs
and
everybody
needs
to
get
together,
form
up
a
task
force
and
sweep
these.
These
neighborhoods
get
the
guns,
the
drugs
and
everything
out
of
the
city.
Neighborhoods
Also
I
suggest
that
you
have
that
property
up
in
Highland
Drive
VA.
How
come
it's?
H
Not
it's
one
of
the
buildings,
that's
not
being
retrofitted
for
a
temporary
juvenile
housing
for
like
the
Schumann,
Center
kind
of
thing,
and
you
need
to
work
with
the
county
on
that.
You
and
County
have
worked
together
for
the
situation.
Downtown
I
I
applaud
you
for
that
and
I'm
glad
that
you've
done
that
as
well.
You
need
to
fight
the
violence
problem
in
the
city,
because,
if
it
doesn't,
if
you
don't
nip
it
in
the
butt,
it's
going
to
continue
to
happen.
Number
two
I
am
a
community
producer
for
bctv
I.
H
Don't
know
if
you're
aware
pctv
at
one
time
used
to
have
your
meetings
on
there
years
ago
and
I
know
you
guys
have
your
own
little
TV
network
here.
Pctv
is
in
a
Dire
Straits
right
now
and
I'm
asking
for
the
city
to
do
something
to
try
to
help
them.
They
are
probably
about
220
000
in
a
hole.
30
percent
of
their
income
from
cable
subscriptions
has
declined
and
now
being
that
that's
happening,
they
want
to
filter
things
down
to
having
us
really.
H
Producers
pay
extra
fees
that
we
don't
have
for
our
shows
on
the
program
or
on
the
network.
I
mean
I'm,
sorry
and
so
I
suggest
and
I
would
like
to
know.
If
city
council
can
put
something
together
to
try
to
help
PC
TV,
because
by
having
Community
television,
it
helps
to
get
kids
off
the
street.
They
have
a
program
where
they
have
teens
come
learn
how
to
put
a
TV
program
on.
There
are
a
lot
of
community
producers
that
do
a
lot
of
things.
H
Churches
put
Community
preaching
and
bible
study
stuff
on
the
network.
If
you
watch
it
some
and
and
whatnot
so
I'm,
suggesting
that
you
do
that
as
well,
you
guys
have
a
great
day
and
I'll
be
back
sometime
soon.
Thank
you.

legislative

Kelsey

for
reaching
out

me
for

and
for
listening
to
my
opinion,
I
believe
that
the
concerns
that
I'm
expressing
are
those
that
I've
seen
echoed
with
other
business
owners
in
the
downtown
area.

on
the
types
of
situations
that
they're
encountering
in

They've
expressed
to
me
similar
concerns
that
the
business
owners
have.
They
are
confused
and
stressed,
and
they
feel
like
they
have
a
lack
of
resources
to
help
them.
I

the

of

and
Thomas
dying
in
the
line

and
getting

in
the
line
of
duty.
Our
fears
are
police
officers
and
their
families
have
whether
City
County,
Trooper
or
anything
in
between.
For
this
reason,
it
is
important
that
we
focus
on
what
we
can
do.
J
J
J
J
J
As
we
know,
it
can
literally
be
the
difference
of
life
or
death.
Their
presence
is
essential,
especially
in
these
desperate
times.
Their
presence
is
also
preventative.
Knowing
your
backyard
can
save
lives
to
those
council
members
who
thought
that
the
equine
the
horse
officers
art
should
no
longer
serve
I.
Give
you
this
situation
in
the
midst
of
a
protest,
Rally
or
Riot
gone
awry.
J
An
equine
officer
can
gather
people
or
separate
people
in
a
way
that
no
car,
no
bike,
no
motorcycle,
not
even
a
SWAT
Cruiser
can
horses
height,
allows
them
literally
to
Corral
people
together,
gather
people
together
and
secure
them
in
a
way
that
other
methods
cannot
equine
officers
can
even
calm
people
down.
Maybe
we
should
have
one
here
and
animals.
Forgive
me,
and
animals
effect
on
human
behavior,
especially
horses,
has
been
researched
and
often
used
to
rehabilitate
juveniles,
other
offenders
and,
in
addition
to
utilizing
them
for
people
with
Autism
and
addiction
issues.
J
K
Thank
you,
Devin
McLean,
longtime,
Pittsburgh
resident
I
missed
you
guys
last
month
last
time,
I
was
here,
ladies
and
gentlemen,
I'm
told
to
clergy
here
that
I
was
23
years
old
until
I
heard.
One
of
my
white
bosses
tell
me
that
Pittsburgh
was
a
southern
city
that
floated
North.
You
know
they
left.
So
here
we
are
about
the
homeless,
shelter
you
built
it
150
feet
away
from
the
county
jail
talking
about.
K
Let's
take
the
stigma
out
of
being
homeless
or
unhoused
right
and
about
this
police
reform
and
the
the
the
the
guys,
the
police
officer,
don't
need
no
350
flashlight
on
this
three
thousand
dollar
rifle
all
right.
The
residents
ain't
allowed
to
own
rifles
pick
one.
You
can't
sweep
the
kids
off
the
street
because
I
know
who
you're
talking
about
and
then
say:
hey,
let's
teach
them
how
to
make
a
cable
TV
show
yeah.
What
are
you
going
to
do
next?
K
K
Do
youth
need
more
options,
you're
wondering
why
there's
so
much
violence
in
the
city,
Injustice
Strife
your
mouth,
to
Poverty,
that
you
very
well
create
yourself
and
the
stigma
that
you
make
yourself
all
right.
There's!
No!
There's
no
justice
for
for
the
for
the
for
the
cogs
for
for
the
people
that
that
that
that
that
guard
your
windows
and
make
your
food,
because
the
people
like
us
can
go
to
jail
at
any
given
minute
based
on
a
lie,
and
we
need
to
fix
that.
We
can't
just.
K
K
K
E
L
L
L
So
how
could
one
even
be
surprised
that
that's
what
they
put
out
into
the
community?
We
must
retrain
police
officers
to
protect
and
serve.
We
must
remind
them
that
protecting
and
serving
is
what
your
job
is
meant
to
do
and
when
you
need
a
mental
health
experts
to
step
in
you
know,
a
lot
of
this
stuff
happens
before
people
lose
their
their
coal.
If
you
will
and
decide
to
do
something
wrong,
so
the
VA
needs
to
amp
up
their
services
to
their
veterans

N
N
Listening
to
the
news,
I
heard
them
talking
about
the
earthquake
and
what
the
people
are
going
through.
When
I
lived
in
California
I
experienced,
I
lived,
I
lived
through
the
earthquake,
it
was
0.5
in
the
building
and
everything
the
trees
shaking
I'm
falling
down.
Now
in
the
house
where
we
live
first,
it
was
a
sunny
day
and
the
birds
were
chirping
and
everything.
But
then
it
got
quiet
I
mean
you
couldn't
hear
a
birdie
was
so
quiet,
but
I
could
hear
something.
N
Rumbling,
I
couldn't
figure
out
what
this
rambling
one
and
it
was
the
ground.
It
was
rumbling,
rumbling
rumbling
and
then,
when
it
started
the
house
shaking
and
everything
the
trees
was
in
the
bedroom
and
she
screamed.
She
was
like
Mommy,
Mommy
or
anything.
I
could
do
I
say
come
on
trees
and
pray.
We
stood
in
the
in
the
bed
well
in
the
foundation
but
away
from
the
windows
and
was
able
to
calmed
down
and
that's
when
she
screamed
where's
Tony.
N
My
son
was
outside,
so
we
go
to
run
to
go,
see
what
he
was
doing
and
it
started
again,
but
that
was
the
the
land
is
settling
back
down,
but
it
felt
like
another
earthquake,
but
when
we
did
go
down,
we
found
Tony
with
the
boys
and
they
have
been
playing
football.
They
didn't
even
know
they
had
been
in
the
earthquake.
He
was
saying
they
might,
they
was
tackling
each
other.
N
Now.
I
also
wanted
to
bring
up
that
I
hear
people
keep
coming
down
and
trying
to
say
that
we
need
to
have
the
police
this
curfew
or
have
the
police
chasing
our
children.
Please
don't
do
that
again.
Do
you
know
you
remember
when
the
12
year
old
boy
I
think
it
might
have
been
the
keys
Port,
but
he
was
out
and
he
was
running,
the
cops
fell,
the
other
cop
thought
he
had
shot
him
and
he
shot
and
killed
the
12
year
old.
You
remember
that
this
is
what's
going
to
happen
to
our
kids.
N
Now
they
will
run,
but
not
only
when
she
talks
about
Miss,
Miss
McCollum
there's
a
lot
of
times
when
I
hear
you
talking.
My
heart
hurts
for
you.
I
cannot
feel
your
lot.
Your
pain,
but
I
do
feel
your
loss.
If
you
had
such
a
husband
that
fought
for
the
community
I
know
how
it
is
when
you
lose
someone
when
you
talk
about
these
police
I
want
you
to
understand,
they
don't
just
have
to
shoot
them
and
kill
them
the
way
they
left
my
son
begging
for
his
life.
He
was
saying
here
one
lung.
N
He
was
saying
man
and
I
call
them
dogs.
Five
white
dogs
walked
out.
While
my
son
was
begging
for
his
life
blood
coming
out
his
head,
even
the
policeman
writes
about
it
and
there
was
a
dog
that
was
there.
That
was
protecting
him.
They
made
him
put
the
dog
away.
Do
you
realize
my
son
when
he
was
dying,
there
was
a
dog
that
was
saying
if
they
come
up
here,
I
got
him,
that's
why
they
put
the
dog
away.
He
would
have
tore
that
man
up.

Committee

Public

Bill
number
1160
resolution
authorizing
the
Department
of
Public
Safety
in
the
office
of
community
health
and
safety
to
develop
a
Crisis
Support
Program
for
Frontline
retail
and
Food
Service
workers
in
the
city
of
Pittsburgh.
O
O
And
councilwoman
gross
is
this
the
one?
This
is
the
one
that
that
you
have
and
I
just
want
to
know.
If
could
you
give
a
brief
because
we
had
talked-
and
you
mentioned,
that
there's
not
an
actual
position
being
funded,
because
people
were
calling
me
saying
that
they
didn't
understand
why
we
were
funding
a
position
when
there
already
was
something
in
place
that
actually
Tony,
Moreno's,
wife,
Patty
I,
don't
know
her
name
created
for
the
police
department.
O
R
Good
I'm
glad
to
hear
that
Madam
president
sure,
so
this
bill
just
calls
on
the
office
of
community
health
and
safety
to
develop
a
program
that
could
be
done
with
existing
employees.
That
could
be
just
an
expansion
of
trainings
that
we
know
that
there
is
already
an
expertise
in
right.
We
know
that
the
Department
of
Public
Safety
already
does
Narcan
trainings.
We
know
that
they
do
stop
the
bleed
trainings.
R
We
know
that
they
do
de-escalation
trainings,
but
I
I
feel
that
we've
missed
an
entire
section
of
our
residents
that
are
actually
exposed
to
these
situations
in
great
numbers
and
that's
our
Frontline
retail
and
service
workers,
and
so
we're
hoping
that
we
can
can
expand
the
work
that
we
already
know
how
to
do
with
the
supplies,
basically,
that
we
already
have
and
it's
in
a
way
just
making
sure
we're
shifting
our
attention.
So
there's
nothing
in
the
bill
that
reads
that
there's
a
position
created,
there's
no
budgetary
impact
that
our
budget
office
has
identified.
R
There
was
some
discussion
last
week
at
the
table
in
response
to
council
members
questions
and
some
thoughts
from
the
director
of
the
office
of
health
and
safety
about
how
she,
you
know,
anticipated
or
or
even
suggested,
that
the
project
might
go,
but
this
is
still
to
be
developed
and
so
there's
nothing
that
creates
a
position
or
I.
Don't
think
it
replaces
the
work
that
the
bill
you
sent
me
does,
which
I
think
was
also
really
helpful,
and
so
I
didn't
know
that
the
history
of
that
bill.
R
So
thank
you
for
that
and
I
do
think.
That
was
really
valuable
work
that
was
targeted
really
at
our
internal
trainings
internal
to
just
city
employees,
and
so
this
is
kind
of
an
extension
and
I'll
note
that
a
lot
of
members,
including
myself,
have
seen
these
trainings
I.
You
know
I
got
trained
on
Narcan
at
the
the
fire
Ops,
which
is
a
fantastic
program
that
we've
done.
R
It
has
done
over
a
few
years
and
I
think
historically,
we've
been
reaching
out
through.
You
know
great
organizations
like
our
neighborhood
groups
or
our
Public
Safety
groups,
and
we
just
need
to
really
shift
the
attention
to
where
we're
having
more
of
the
incidents
happen.
So
I'm
really
excited
about
this.
O
Thank
you,
councilwoman
and
I
just
want
to
say
that
initially
I
didn't
realize
it
was
your
legislation.
So
thank
you
for
putting
this
through,
but
I
did
want
to
say
that
I
got
so
many
text,
messages
and
phone
calls
and
then,
after
sharing
that
link
with
you
in
the
previous
book
it
it
added
a
lot
of
clarity
that
this
is
expanding,
that
option
or
opportunity
for
for
people
to
have
that
training
and
so
I.
Think,
as
you
just
mentioned,
it's
not
a
position.

that
moves
us
on
to
motions

and
I
would
like
to
go
back
to
a
bill.
1212
and
I
like
to
make
a
motion
to
reconsider,
and
this
is
for
something
in

I
want
to
take
out
emotion,
I'm,

I
just
want

Bill,
1212
and
I
want
to
remove
or
exclude
315
Fairview
Avenue
from
this
agenda.
O
O
I
want
to
delete
for
introduction.
Yeah,
yes
and
I'll.
Tell
you
why
it's
because
somebody
wants
it
for
one
program,
one
project:
the
community
wants
it
for
something
different,
so
I
wouldn't
have
a
chance
to
have
them
both
sit
down
and
talk.
I
don't
want
to
have
to
go
through
the
whole
process.
Again,
if
that's
what
the
community
decides,
they
want
to
do
so
with
that
said,
I
want
to
just
motion
to
to
amend
it
and
to
exclude
that
property
315
Fairview
Avenue
and
we
have
the
motion.
We
have
a
second.
O
Okay,
that's
it
and
then
any
further

all

any
opposed.

the

those
interviews
are
for.
D
O
They're
pretty
pretty
important,
pretty
significant
to
some
of
us
and
to
our

so
those
interviews
will

at

Thank
you.
Thank
you.
Anything
else
remembers
I
just
want
to
say
very
quickly
that
we
are
still
working
on
and
I
anticipate
mayor,
Gainey
and
I,
making
the
announcements
for
the
committee.
It's
really
difficult,
because
we
can't
have
all
nine
members
on
the
committee,
but
there
are
specific
areas
that
we
need
to
have.
O
People
want
and
there's
also
people
on
our
side
of
the
hall
that
we
need
to
have
on
the
committee,
and
so
we're
trying
to
put
the
committee
together,
but
I
do
think
that
there's
going
to
be
a
public,
Pro
I
know
there's
going
to
be
a
public
process,
but
we're
also
going
to
try
to
come
up
with
a
process
to
help
all
the
members
be
involved
in
some
capacity,
because
I
know
you
all
care
a

but
with
that

we'll

Next
