I
would
like
to
remind
all

that
the

that

are
limited
to

Okay,
you're,
not
the
first
person
who
too
quickly
tries
to
prompt
someone
when
they
haven't
had
the
opportunity
to
complete
the

Six.
It
overrides
you
when
you're
trying
to
do
the

for.
D
D
They've
chosen
to
squander
the
building,
though,
and
the
residents
back
at
that
time
when
it
was
built,
did
not
approve
of
anything
but
a
school
to
exist
there.
As
a
matter
of
fact,
it
was
said
that
states
they
went
against
the
idea
of
an
extra

being
added
these

taxpayers,

the

to
the

for
the
peace,
safety
and

His
uncompromising

his
sworn

to

the

was
truly
exceptional
and
one
that

He

He

his

F
F
Opposition
to
making
the
curfew
enforceable,
it
is
an
economic
challenge
that
we
are
facing
in
society
today
that
has
been
directly
leading
to
surviving.
It
is
a
known
fact:
foreign
poverty.
F
There,
indeed
will
be
violent.
Many
Studies
have
proven
this
to
be
true,
but
we
must
employ
different
measures
to
help
families
where
it
really
counts
grade
school
implementation.
I've
spoken
about
this
several
times
on
city
council.
So,
if
you're
looking
to
do
something
quickly,
something
new
something
Innovative
reinvent
the
trade
schools,
okay,
little
young
people
who
are
prone
to
criminal
acts.
Indeed
opportunities.
F
They
do
Outreach
to
make
them
aware
of
these
of
trade
schools
and
give
them
vouchers.
If
you
will
to
attend
some
of
these
schools
and
get
them
at
the
right
path
to
success
once
completing
some
of
these
schools
and
to
implement
them
back
into
the
schools
that
we
want
to
occupied,
such
as
Knoxville
Middle
School,
that
was
shrouded
in
the
training
there's
a
woodworking
shop
inside
of
that
whole
room,
dormant.
F
But
I'm
afraid
that
what
you'll
do
by
implementing
this
10
pm
curfew,
it
supports
our
children
to
flee
from
the
police
that
they
already
fared.
But
we
already
know
what
happens
when
children
and
poor
adults
leave
from
the
police.
It
can
likely
be
shot
in
their
baskets
and
that's
the
last
thing
that
we
need
to
increase
the
probability
that
our
children
will
be
shot
in
their
backs.
F
Get
in
my
school,
not
over
Medicaid
will
need
children,
but
like
a
topical
drugs,
but
there's
mines
are
still
growing
and
then
they
age
out
of
coal
and
then
their
their
minds
are
already
messed
up,
because
you
feel
that
they
won't
sit
still
in
school
and
it's
just
announcing
some
children
don't
fit
well
in
school
study.
They
need
something
more
rarest
of
a
different
style
of
teaching.
They
don't
need
to
be
labeled
as
an
attention
deficit
disorder
because
they
won't
sit
still
in
school.

My

Brown
I
live
at
715,
Mercer
Street,
that's
up
in
the
Hill
district,
now
I
protest,
because
at
10
I
mean
that
150
or
before
that
Mr
Krause
got
up
from
the
table
a
while
they're
talking
on
this
television
screen
he's
talking
to
miss
strasberger,
then
he
leaves
there
and
goes
over
here.
Talk
to
these
three
people
here
with
the
lawyer
that
you
have
that's
supposed
to
tell
him
to
stop
it.
He
also
was
over
there.
G
You
know
something
yes
or
the
answer
Reckless
when
you
come
to
breaking
the
law,
and
these
are
laws
that
you
wrote.
I
didn't
write
these
laws,
I've
been
coming
here
for
20
years
and
I've
been
studying
watching
these
different
ones
of
you
that
don't
should
not
have
been
elected,
but
you
were
and
me
myself,
I
fought
myself
because
remember:
Mr
Cross
when
Burgess
said
that
him
and
Lavelle
should
be
president
of
council,
because
they
were
black,
didn't
I,
come
and
say
we
ain't
picking
you
by
car
or
a
race.
G
I
said
we're
picking
you
for
what
you've
been
through
and
I.
Think
that
Mr
Krause
should
be
the
president,
because
I
know
he
suffered
a
lot,
but
then,
once
you
became
President
when
you
asked
me
to
find
you
a
lover
and
I
didn't
yeah
put
your
head
down,
put
it
no
put
your
hand
up
and
let
everybody
know
you
asked
me
to
find
you
a
penis
I,
don't
know
whether
it's
black
or
white
Miss.
G
Matt,
it
is
I've,
come
here
to
city
council
I
come
here,
I
didn't
ask
him
anything
about
finding
him
anything.
Oh
I
asked
him
to.
Please
treat
us
as
we
are
human
beings,
because
if
you're
talking
about
Jerry
Jackson
I
said
I
knew
the
man
and
I
asked
you,
we
they
hired
you,
they
knew.
You
were
gay
and
and
alcoholics
that
you
said
and
I
asked
him.
I
said:
how
can
you
not
think
about
this
man
and
you
told
Tim
Stevens
to
shut
up?
G
It's
been
a
whole
half
an
hour
and
they
were
talking
about
the
dead
man
that
the
police
had
killed,
that
the
sergeant
I
mean
that
the
Guardians
here,
okay,
so
I'm
not
allowed
to
say
anything
that
he's
asked
me
to
do,
and
so
he
can
go
in
the
back
room
or
he
can
go
out
there
in
5-10.
That's
where
he
asked
me.
Ask
me
questions,
but
I
can't
say
it
and
you
got
the
black
man
and
say
all
right
enough,
but
he
asked
me
I
didn't
ask
him
about
nothing.

H
Thank
you
so
I'm
going
to
defer
to
our
homelessness
committee
chair
a
bit,
but
members
will
notice
that
I
did
bring
an
amendment
with
me
today
and
I've
talked
about
it
before
we've
talked
about
it
in
the
committee.
We
did
send
it
to
members
and
it's
a
not
very
big
change.
It's.
What
we've
been
intending
to
do
now
for
a
number
of
weeks
is
to
just
add
a
few
things
that
we
know
that
we
want
to
work
on
that
maybe
weren't
in
our
first
draft
from
the
summer.
H
So
as
the
work
of
the
committee
has
evolved
and
as
we've
had
discussions
with
the
administration,
I
think
we're
really
all
in
line
with
realizing
that
the
the
Gap
in
our
social
safety
net
in
the
city
is
in
the
transitional
housing.
Different
people
are
using
different
vocabulary:
I'm
using
the
vocabulary
of
transitional
housing.
H
Sometimes
people
are
saying
kind
of
at
real
housing
like
permanent
housing,
but
with
24-hour
a
day,
Supportive
Services,
and
so
that
that's
what
we're,
what
we
we
don't
have
when
we
have
people
just
intense
and
just
we're
just
in
overnight,
shelters
that
we
realize
we
don't
have
enough
of.
We
didn't
have
that
in
the
first
draft,
so
we're
basically
just
kind
of
inserting
that
and
then
realizing
that
there's
been.
H
There
are
real
opportunities
to
maybe
purchase
existing
buildings
that
could
accommodate
these
kinds
of
transitional
housing
or
that
there
may
be
other
agencies
that
we
can
partner
with
that
that
have
the
ownership.
So
it's
basically
just
making
those
changes,
so
it
whatever
is
the
will
of
the
committee
if
we
want
to
amend
and
wait
or
if
we
want
to
amend
and
and
take
a
vote
today
and
kind
of
get
this
section
of
our
work
moving
I'm
open
to
to
discussion.
I
Thank
you.
Thank
you.
Mr,
chair,
I,
want
to
thank
you.
Councilwoman
gross
I
could
see
the
Amendments
that
you
made
and
they
conformed
that
what
we're
trying
to
achieve,
as
you
always
are
so
diligent
with
legislation.
Thank
you
for
jumping
in
and
making
that
change.
I
also
want
to
thank
the
committee
that
we've
been
working
very
hard
on
some
solutions.
I
Some
recommendations,
and
you
know
we
hope
to
have
those
you
know
not
too
distant
future
and
I
also
want
to
thank
you,
councilman
gross,
to
convince
me
that
we
need
we
don't
we
don't
need
to
hold
on
to
this
bill.
I've
been
going
back
and
forth
thinking.
Oh,
we
gotta
have
something
done
by
the
time.
This
is
up
again,
but
okay.
So
thank
you
for
that.
This
is
no
longer
hanging
over
our
head.
We
will
take
our
time
and
you
know,
come
up
with
our
final
product,
but
without
you
know,
prolonging
this
bill.
K
J
J
J
That
councilwoman
gross
has
has
has
drafted
here
and
said
and
I
think
councilman
coghill
for
his
leadership.
We
truly
need
transitional
housing.
We
also
need
emergency
emergency
shelter,
space
to
be
able
to
accommodate
those
who,
especially
in
cold
weather,
are
unhoused
but
I.
I
I
truly
think
that
the
next
the
next
sort
of
area
in
our
Target
should
be
should
be
transitional
housing
and
so
I'm
glad
that
this
bill
now
incorporates
that
and
I'm
happy
to
support
the
amendment.
K
Wilson,
thank
you
Mr
chair,
so
you
know
I
appreciate
the
time
that
the
you
know
you
brought
us
together
and,
and
we
chatted
about
and
explored
different
options
and
brought
in
some
some
professionals
to
to
kind
of
guide
the
conversation
and
I
appreciate
the
the
Amendments
looking
forward
to
The
Next
Step,
which
would
be
you
know
what
this
bill
lays
out
in
terms
of
what's
directed
in
here,
and
you
know,
we
all
know
I
think
we
all
know
that
we
can't
do
this
alone.
K
I
think
that's
going
to
be
for
other
conversations
with
the
county
and
what
currently
exists
and
and
how
they
support
or
fund
transitional
housing
and
how
the
city
can
be
a
bigger
partner
in
that
I.
K
Think
we've
seen
many
times
where
you
know
the
city
is
the
face
of
what's
happening
outside
and
we
continually,
you
know,
are
confronted
in
community
meetings
by
constituents
that
reach
out
to
us,
and
you
know
for
I
mean
even
currently
you
know
the
the
Allegheny
county
is
is
the
place
that
receives
funding
for
to
solve
issues
related
to
homelessness.
K
But
you
know:
what's
what
we're
talking
about
here
is
is
just
more
than
shelter
and
there's
also
other
components
that
go
along.
You
know
in
terms
of
whether
there's
mental
health
support
on
site
and
those
are
important
steps
that
you
know
have
to
be
available,
I
think
oftentimes.
We
look
at
people
that
are
outside
and
you
wonder
well
why
can't
you
just
bring
them
inside
most
of
the
times?
K
It's
just
not
the
resources
available,
even
if
they
you
did
bring
them
inside,
because
others
that
are
there.
Maybe
may
not
want
to
be
there
if,
if
there
is
some
sort
of
unsafe
situation,
if
someone's
not
doesn't
have
the
right,
Health
Care
in
place.
So
with
that
said,
I'm
appreciative
of
this
conversation
and
looking
forward
to
the
next
steps
thanks.

enter
into
an
agreement
or
agreements
with
rip
medical
debt
to
purchase
and
discharge
eligible
Health
Care
debt
owed
by
pittsburghers,
as
approved
in
the
city
of
Pittsburgh's
American
Rescue
plan
at
a
cost
not
to
exceed
one
million
dollars.
A.
K
Thank
you,
Mr,
chair
members
should
have
seen
in
their
inbox
and
also
was
just
shortly
sent
out
previous
to
the
meeting
and
they'll
also
in
hand.
There
is
an
amendment
that
I'd
like
to
make
to
the
bill.
I'll
make
the
motion
in
a
second
first
I'd
like
to
explain
the
Amendments.
What
this
does
it
neutralizes
the
bill
and
just
removes
you
know,
removes
the
name
of
rip
medical
and
just
states
that
it
will
be
a
vendor
that
would
be
chosen
by
the
procurement
Office
of
the
procurement
process.
K
Speaking
with
working
with
the
administration,
the
law
department
and
also
the
procurement
office,
there
is
there's
too
much
at
was
too
much
at
stake
here
to
relieve
medical
debt
for
individuals
in
Pittsburgh
for
anything
to
get
in
the
way
of
this
being
done.
The
correct
way.
K
So
with
that,
you
know
we
are
looking
for
an
RFQ
process,
looking
forward
to
the
RFQ
process
that
the
procurement
office
would
take
upon
themselves
to
to
do
and
looking
forward
to
the
to
the
work
that
can
be
done
by
that
vendor
and
the
the
other
part
of
the
Amendments
that
you'll
see
have
to
do
with
individuals
that
could
receive
medical
debt
relief.
Previously,
we
had
individuals
could
receive
that
four
times
the
poverty
rate
and
we're
reducing
that
to
three
times
the
poverty
rate.
K
Poverty
rate
based
on
recommendations
from
our
lawn
department
and
with
arpa
guidelines,
so
I
think
what's
happened
here
is
as
arpa
spending
has
taken
place
and
more
guidelines
have
come
out
and
it's
more
clear
as
to
how
we
can
keep
the
health
of
our
city
if,
for
some
reason
there
is
some
sort
of
challenge
in
the
future,
so
I
think
that
I
think
those
are
two
important
amendments
that
or
there
are
several
amendments
here,
but
those
are
the
two
subjects
that
that
they
that
they
they
cover
and
and
I'd
like
to
make
the
motion.
K
N
C
N
Solicitor
for
City
Council,
so
thanks
Dan,
the
there
are
a
few
times
in
the
in
the
years
that
have
been
here
that
we
have
entered
into
sole
source
agreements.
One
of
them
I
recall,
was
the
responsible,
Hospitality
Institute.
Another
one
was
with
citizens.
Police
review
board
wish
to
engage
in
a
a.
H
N
I
C
It
could
very
well
be
that
there's
only
one
person
that
responds
to
it
or
one
entity
that
responds
to
it,
in
which
case
a
process
then
will
have
been
done
to
determine
that
that's
a
sole
source
so
that
you
know
there's
usually
a
either
a
process
and
or
some
kind
of
legal
status.
That
makes
someone
a
sole
source.
C
So
in
this
particular
case,
it's
not
like
a
patent
or
a
copyright
in
which
I'm,
the
only
holder
or
I
have
an
exclusive
license
to
do
something
and
I'm
the
only
one
that
you
can
do
business
with,
which
is
typically
what
one
means
by
Soul
Source.
Although
that
whole
thing
has
been
redone
recently
to
make
it
a
little
bit
more
flexible.
N
So
Mr
chair
permit
interrogatory
so
councilman
that
you
know
this
better
than
I
do.
Are
they
the
only
people
that
do
do
this
I'm
just
curious?
If
we
actually
do
have
to
do
this
or
that
we
can
actually
enter
into
Soul
source
with
rip
medical
debt?
We
have
done
that
in
the
past.
It's
rare,
but
we
have
done
it.
K
Yeah,
so
that's
quite
different
I
mean,
although
I'm
not
the
expert
on
difference
between
the
RFQ
and
RFP.
You
know
this
would
would
put
out
the
you
know.
Who
is
qualified
to
do
this
type
of
work?
Okay,
so
for
us,
so
you
know
and
for
the
city
for
the
citizens
of
Pittsburgh.
K
So
this
you
know
it's
clearly
out
here
what
we're
seeking
and
so
what
would
happen
was
the
RFQ
process
would
take
place
and
the
procurement
office
would
come
back
and
we
would
see
a
bill
that
would
you
know,
be
the
agreement
bill.
That
would
you.
M
K
N
M
N
I
shouldn't
probably
say
that,
because
something
might
change
in
that
whole
process,
but
I
do
want
the
councilman
to
be
able
to
have
his
process
by
which
we
can
he
can
find
out.
Who
actually
does
qualify
to
do
this
kind
of
work,
so
I
will
not
stand
in
the
way
of
that
at
all,
and
I
will
support
the
amendment.
A
M
B
N
A
C
A
J
J
This
for
four
weeks,
which
is
right
up
against
the
deadline
for
Action
by
Council,
there's
been
a
lot
of
work
behind
the
scenes
that
we
as
Council,
have
undertaken
with
Community
organizations
and
stakeholders
in
Oakland,
and
the
intention
is
to
bring
everyone
together
for
a
robust
discussion
to,
if
not
make
amendments
or
get
on
the
same
page,
which
is
the
Hope
in
some
areas
here,
similar
to
the
the
way
that
we
were
able
to
come
together
on
the
actual
open
plan
that
there
is
very
clear
justification
or
rationale
for
the
decisions
and
the
Amendments
that
we're
making
here.
J
So
that's
the
intention
and
I
look
forward
to
this
robust
discussion,
which
is
yet
to
be
scheduled
and
then
further
action
within
the
next
four
weeks.
N
Add
anything
I
do
thanks.
Mr
chair
so
primarily
I
wanted
to
recognize
the
work
of
councilwoman
strasberger
in
assisting
we
three
to
navigate.
You
know
a
very
complicated.
You
know
complex
situation,
I
had
I
know
the
councilwoman
is
scheduling.
A
series
of
meetings
with
stakeholders
that
were
happy
to
be
a
part
of
and
will
be
attending
I
was
sharing
with
the
councilwoman
earlier
that
I
had
Bob
and
I
had
meetings
with
Oak
Cliff.
Yesterday
there
was
a
great
representation
of
constituencies
from
Oak
Cliff.
N
We
met
I'm,
probably
a
better
part
of
two
hours
to
discuss
their
their
concerns
as
soon
as
I
get
that
together
in
my
head
and
collect
it.
I'll
share
with
you
what
the
the
thoughts
are,
so
the
changes
they
were
petitioning
I
think
were
were
reasonable
and
and
something
that
we
could
actually
accomplish
and
and
Elena.
Don't
please
don't
call
tomorrow
and
and
and
say
you
know
that
we've
agreed
to
do
this.
You
know
I'd
love,
you
know,
and
but
we're
working
here
on
it
so
I
promise,
and
but
it's
all
good.
N
It's
been
a
collective
effort
between
all
of
us
and
I
know
we're
going
to
come
to
it
and
I
know.
Perhaps
maybe
some
might
be
a
little
bit
nervous
that
we're
cutting
it
close,
but
that's
kind
of
what
we
do
here
traditionally,
but
we
are.
We
are
all
committed
to
accomplishing
this
by
the
deadline
but
having
given
it
its
thorough
process
which
it
deserves.
A
A
M
J
A
J
K
L
That
it
would
be
nice
to
see
something
about
youth
programs
also
being
prioritized,
in
addition
to
just
it
being
City
of
Pittsburgh
residents,
but
specifically
for
youth
sports
and
I.
Understand
that
there's
an
overlap
with
18
year
olds
and
teams
that
have,
but
that
seems
like
something
to
be
figured
out
in
the
wording.
Thank
you.
A
Any
further
discussion
on
motion
hold,
if
not
all
those
in
favor
of
a
one
week
hold
say
aye
aye
any
oppose
the
bill
will
be
held
one
week
that
does
exhaust
our
agenda.
For
today
we
do
have
some
meeting
announcements
next
week.
Council
will
hold
our
regular
and
standing
committee
meetings
on
Tuesday,
January
24th
and
Wednesday
January
25th
at
10
A.M
speaker
registration
will
close
at
9am
the
day
of
the
meeting
to
register
to
speak
at
these
meetings
and
hearings.
Please
fill
out
the
sign
up
form
on
the
council
meeting
webpage.
A
L
Yeah
I
do
just
briefly
want
to
that.
The
organization
pittsburghers
for
public
transit
will
be
reaching
out
to
everyone
on
Council
soon,
with
hopes
to
just
sort
of
give
us
all
a
briefing
on
the
situation
of
Transit.
You
know
transit
services.
L
Well,
there
are
lots
of
problems
with
our
Transit
service
right
now
and
they
would
like
to
help
council
members
understand
exactly
what's
going
on
and
exactly
what
our
Transit
Riders
are
experiencing.
So
when
you
get
that
I,
don't
know
if
they've
sent
it
out
yet
or
not,
but
when
you
get
when
you
get
that
invite
I
really
really
encourage
each
member
to
sit
down
and
listen
to
what
they
have
to
say.
Thanks.
M
I,
just
on
a
personal
level,
I
want
to
offer
my
condolences
and
I'll
do
a
moment
of
silence
next
week
for
him,
but
Sam
palumbini,
who
was
the
past
president
of
Sheridan
Community
Council
for
years
for
decades
he
was
my
campaign
chairperson.
He
ran
the
athletic
association
for
Sharon
and
did
all
the
cleanups.
You
know
participated
in
everything.
There
was
90
years
old
and
was
still
volunteering
for
the
community
and
he
passed
away
yesterday
at
the
age
of
92..
So
we
offered
my
condolences
to
him
to
his
family
and
say
what
a
loss.
M
This
is
for
the
Sheridan
community
and
actually
the
region,
because
he's
done
a
lot
all
over
the
area,
but
I
my
condolences
to
the
palumbini
family.
Thank
you.
