A
I'm
capital
budget
manager,
Dave
Hutchinson,
and
this
is
a
tutorial
for
the
city's
new
budgeting
website,
called
balancing
act
as
part
of
the
capital
budget
process.
We
hold
two
public
meetings
in
June,
so
for
those
of
you
who
either
don't
know
about
them
or
are
unable
to
attend
this
tool
provides
greater
transparency
and
more
understanding
of
the
City
of
Pittsburgh's
budgets.
We
feel
it's
easier
to
participate
in
the
budget
conversation
when
the
public
knows
the
specifics.
This
tool
brings
the
specifics
to
you.
A
While
the
website
will
not
replace
the
public
meetings,
it
does
provide
another
tool
by
which
the
public
can
learn
about
the
city's
budgets.
Additionally,
the
website
provides
valuable
feedback
and
preferences
from
taxpayers.
There
are
three
tools:
they
are
tax
receipt,
operating,
budget
simulation
and
capital
budget
simulation.
Once
you
click
Submit
on
the
capital
budget
simulation,
the
proposed
budgets
are
recorded
and
sent
to
the
Office
of
Management
and
Budget.
We
then
tag
responses
by
project
apartment
council,
district
and
policy
initiative
and
then
share
them
with
project
managers,
departments,
council,
district
offices
in
the
mayor's
office.
A
We
analyze
the
data
summarizing
and
visualizing
it
where
appropriate,
and
look
for
trends
that
can
help
us
set
policy
in
the
future.
We
also
include
it,
along
with
in
person,
meeting
data
in
the
executive
summary
in
the
2019
capital
budget,
DVD
questions
or
comments.
