our
common
council.

opportunity
for
celebration.
It
was
just
last
week
we
were
here
for
our
award
ceremony
where
I
was
reminded
of
the
outstanding
service
provided
by
the
men
and
women
of
the
Police
Bureau
every
single
day.

Today
we
have
another
opportunity
for
celebration:
the
promotion
and
appointment
of
new
organizational
leaders,
our
effort
at
transforming
the
Pittsburgh
Bureau
of
Police,
of
trying
to
restore
the
pride
in
making
making
us
as
a
Police
Bureau.
The
proud
organization
we
so
desperately
want
to
be
is,
at
its
essence
of
leadership,
transformation.
We're
in
tempting
to
instill
a
model
of
dispersed
leadership
where
everyone
within
the
organization
views
themselves
as
a
leader.
They
recognize
it
as
a
leader.

They
have
an
ethical
responsibility
for
service
for
service
to
the
community,
those
promoted
leaders,
our
new
candidates,
will
also
have
the
responsibility
for
the
future
welfare
of
the
organization.
Those
are
those
are
the
dual
responsibilities
that
these
men
and
women
are
taking
on,
as
they
take
the
next
step
forward
in
their
promoted
career.
So
I,
thank

of
the
number
of
numbers

promotions
we
have
here
today
we're
going
to
change
and
change
our
sequence.

bringing

starting

sergeant

you

sergeant's
will
come
up
as
a
group.

take
the
oath
of
office.

badge,

you
will
step
forward
from
the
podium
and
will
have
your
family
members
come
forward
and
conduct
the
pinning
ceremony

the

has
an
opportunity

an
exciting
opportunity
for
me
as
I
watch
this
organization
grow
and
develop
as
near
as
I
can
tell
it's
been
at
least
20
years,
since
this
organization
has
seen
the
amount
of
promotional
opportunity
that
we
are
enjoying
at
this
moment
and
when
you
have
those
opportunity
of
opportunities
for
promotion,
it's
also
stressful
time,
and
it
will
be
up
to
up
to
the
leadership
you
see
before
you,
the
leadership
you
see
in
the
room
to
help
guide
the
organization
through
this
sea
of
change.

going

I
echo
what
the
chief
has
said.
This
is
a
time
in
the
Pittsburgh
Bureau
police
when,
because
of
the
circumstances
of
retirement
and
length
of
service
of
some
of
the
command
staff,
we're
having
an
opportunity
to
see
the
future
of
the
Pittsburgh
bureau
police
be
formed
right
in
front
of
us.
This
is
probably
one
of
the
largest
promotion
ceremonies,
I've
attended
being
here
almost
a
year
and
each
and
every
one
of
these
new
supervisors
or
or
promoted
supervisors.

I've
worked
with
in
my
past
year
and
they've
all
been
promoted,
based
on
merit.
The
future
of
the
organization
I
can
tell
you
I'm
very
proud
of
each
and
every
one
of
them
and
the
I
feel
very
good
about
the
direction
that
the
Police
Bureau
is
is
moving
without
further
ado,
let
me
introduce
the
mayor
of
the
city,
Pittsburgh
LuAnn,
Peduto,.

We
then
sought
out
to
find
what
I
call
our
Eliot
Ness
the
person
who
had
had
Public
Safety
somebody
who
would
put
integrity
above
everything
else.
We
found
that
director
and
Steve
buchardt.
We
then
took
three
months
and
created
a
community
process,
one
that
not
only
went
neighborhood
by
neighborhood
zone
by
zone
in
order
to
ask
the
people
of
Pittsburgh.
What
are
you
looking
for
in
your
police
chief,
but
also
went
to
the
rank
and
file
the
Police
Bureau
and
said
what
will
it
take
to
in
order
to
restore
the
morale?
E
And
we
found
that
person
in
chief
McClay
today
we
finish
out
the
final
parts
of
a
new
administration,
the
newest
administration,
for
a
Pittsburgh
Police
Bureau?
That
has
every
opportunity
to
be
the
model
for
the
rest
of
this
country.
In
urban
policing.
There
are
veterans,
there
are
people
who
have
worked
their
way
up.
There
are
young
they're
old.
There
are
those
that
were
born
and
raised
in
the
city
of
Pittsburgh
and
we'll
live
here,
and
their
children
live
here
for
the
rest
of
their
lives.

There
are
those
that
came
here
simply
to
be
a
Pittsburgh
police
officer.
There
are
those
that
are
generational,
whose
fathers
and
mothers
served
and
wore
the
same,
uniform
and
those
that
knew
from
the
time
that
they
were
eight,
that
they
were
born
to
be
a
police
officer
and
wanted
to
wear
the
uniform
of
Pittsburgh
Bureau
of
police.

The
12
people
will
be
promoting
today
all
earned
this
by
merit,
and
it
sends
a
signal
to
every
officer
in
the
bureau
that
there
is
a
place
for
you.
If
you
want
the
responsibility
to
work.
Your
way
up
that
ladder
by
doing
what
is
right
into
the
community
that
those
officers
who
do
what's
right
will
be
rewarded.

We
have
a
dual
track
to
do:
to
restore
the
integrity,
the
morale
to
the
rank
and
file,
to
show
that
good
leadership
is
rewarded
with
good
leaders
and,
at
the
same
time
be
able
to
show
to
the
public
that
we're
willing
to
work
with
you,
so
that
the
integrity
and
the
public
safety
of
everyone
is
held
with
respect
and
honor.
That's
what
we're
doing
here
today.

been

journey.
It's
been
a
lot
of
work,
but
the
heavy
work
is
still
ahead
of
us
to
the
families
that
are
here
to
see
your
loved
one
earn.
This
promotion

want

area.

part

the
bureau

you

the

make
sure

each
of
the
officers
gets

feel
like?

repeating
right
now-
it's
humbling

humbling
to
recognize
that
I
have
a
responsibility
to
be
a
good
enough
leader
to
deserve
to
lead
such
men
and
women
and
I
put
out
to
my
Chiefs
to
my
commanders.
Likewise,
the
responsive
responsibility.

are
trying
times
in
American
policing,
but
they're
also
exciting
times
of
opportunity.
We
as
a
pollutant
profession,
must
recognize
our
responsibility
to
develop,
to
grow,
to
become
more
professional,
to
be
willing
to
hold
ourselves
accountable
to
our
core
values
of
accountability,
integrity
and
respect.
So
