Description
On this episode of CityTalk, John interviews Richard Butler from the Department of Human Resources, John Tokarski from the Department of Public Safety, and Sihan Mao from the Department of Innovation & Performance.
A
B
Is
a
fun
question,
so
the
basically
I
do
wear
two
hats
for
the
city
of
Pittsburgh
and
we
look
at
the
well-being
and
the
wellness
of
the
employees.
That's
the
total
package
of
the
employee,
mind
body,
heart
soul,
along
with
that
comes
education,
professional
development,
and
so
we
really
mixed
the
two
talent,
development,
training,
development,
professional
development
with
the
well-being,
because
we
would
like
to
really
grow
the
whole
employee.
So.
B
Mental
wellness
as
well,
yes,
okay,
great
question
so
I'm
on
the
wellness
side
of
things.
I
specifically
managed
our
team
of
wellness
gurus,
who
basically
are
like
wellness
coaches,
as
well
as
our
wellness
platform,
our
wellness
platform.
It's
just
this
robust
online
program
where
you
can,
where
the
employees
can
get
what
we
call
mojo
points
for
going
to
the
primary
care
doctor,
maybe
going
to
the
gym,
seeing
our
nutritionist
I,
don't
know.
B
If
everyone
knows
this,
but
to
say
get
Pittsburgh,
we
have
our
own
dietician
and
over
200,
our
employees
have
lost
over
2,000
pounds
and
over
two
years,
just
working
with
his
team.
We
have
various
online
worked
out.
Programs
called
burn
along
that
are
all
of
these.
Things
are
free
to
the
employees,
so
that's
the
wellness
side
as
well
as
just
making
sure
that
we
don't
preventive
care.
It's
really
important
that
our
employees
are
able
to
perform
their
jobs,
and
our
wellness
initiatives
actually
go
beyond
employees.
B
Other
hat
is
the
other
fun
hat,
that
is
our
training
and
development
for
all
employees.
Some
of
our
trainings
here
at
the
city
of
Pittsburgh
are
mandatory,
based
on
maybe
fair,
hiring
or
discrimination.
Other
things,
it's
just
growing
the
employee
with
what
we
call
power,
skills,
power
skills
or
what
you
used
to
call
soft
skills,
but
we're
gonna
make
that
a
little
stronger
and
call
it
power
skills,
and
so
maybe
it's
communicating.
Maybe
it's
getting
some
leadership
skills
supervisory
skills,
but
we
also
train
employees
to
our
policies
in
our
legislation.
Right.
A
B
Right,
we
give
them
a
chain
of
command
as
necessary
in
our
workshops,
one
of
the
things
to
prevent
employees,
sometimes
from
making
the
complaint
right
or
wrong
is
that
they
don't
know
what
their
chain
of
command
is,
and
so
we
try
to
make
sure
that
we
communicate
with
them.
That
HR
will
help
you
get
through
those
steps.
We
also
have
lunch
and
learns
so
we
have
what
we
call
City
Fit
City
fit
as
part
of
our
wellness
platform.
B
So
we
do
a
lot
of
mindful
workshops
and
even
financial
wellness
workshops,
and
then
we
have
CD
you
see
to.
You
is
more
of
our
educational
presently
educational
platform.
Presently
we
have
what
is
called
the
Leadership
Academy
and
with
the
Leadership
Academy
we
are
presently
at
first
Tuesday
and
third
Tuesday
of
each
month.
We
actually
sit
and
watch
a
TED
talk
on
some
type
of
leadership
and
from
that
we
I
help
facilitate
a
conversation
around
that
it's
been
very
populated,
pretty
cool,
you've.
A
B
B
My
masters
is
an
organization,
organizational
leadership
and
I
tie
those
two
in
as
I
like
to
say
and
you've
heard
me
say
this
before
I
don't
come
to
a
job,
I
get
to
be
in
a
City,
County,
Building
and
I
get
to
be
me
using
my
years
of
experience
in
both
running
organizations
as
well
as
I'm,
a
part-time
professor,
and
so
the
leadership
part
comes
out,
I
teach
in
the
school
of
organizational
leadership
and
it
was
real
easy
to
go.
What
can
we
do
for
the
employees,
how
about
a
Leadership
Academy?
A
B
You
know
I,
as
a
young
person,
I
had
what
could
have
possibly
been
a
learning
disability
and
so
I
couldn't
not
speak
very
clearly,
and
people
actually
could
not
understand
me
and,
as
I
pursued
life,
I
decided
to
go
to
school
for
communications,
mass-media
matter
of
fact,
radio
on
television
and
during
that
time,
I
was
able
to
really
hone
in
on
my
picking
speaking
properly
because
that's
very
self,
conscious
of
not
being
able
to
speak
at
all,
and
so
my
voice
and
diction
classes
and
all
those
various
communication
classes
really
helped
me.
We.
A
B
B
B
Know
because
we
do
the
fun
stuff
in
my
area
with
the
employees
and
employees
always
look
forward
to
seeing
us.
We
are
front-facing
not
only
just
in
HR,
but
because
the
gurus
and
myself
go
out
into
the
field
and
visit
the
fire
stations,
the
police
stations,
CAD
amis,
and
so
it's
a.
We
are
bringing
them
like
Christmas
every
day.
So
they
like
to
see
us,
we
like
to
see
them
grow
I,
found
that
our
employees
really
like
to
learn
our
lunch
and
learns
are
always
very
populated.
B
To
bureaucrats
yeah
that
better,
you
know
when
I
got
here,
people
would
say:
well,
why
would
you
work
for
municipality
and
that's
just
the
that's?
That's
a
fixed
mindset.
First
is
I,
come
from
a
place
of
growth
mindset
and
I
believe
that
the
employees
want
to
grow
as
soon
as
we
help
give
them
the
direction
on
how
to
do
it
and
they
do
they
in
a
I
tell
people
all
the
time
we
have
people
from
crossing
guards
to
attorneys
to
engineers
production
crew.
B
B
A
career
in
city
government,
but
with
a
wink
and
a
nod,
I
mean
gonna,
say
HR
even
more
I
was
blown
away
by
the
many
functions
of
HR,
because
I've
never
worked
in
HR
before
and
even
the
fact
that
I
met
Robert,
Morris
and
there's
a
degree
in
HR.
I
really
didn't
understand
why
you
needed
a
degree
in
HR,
but
absolutely
a
really
proud
of
the
people
that
I
work
with
in
HR,
because
they
they
have
earned
their
certifications
their
degrees
and
they
really
are
passionate
about
serving
the
employees.
Well,.
C

D
Berg
home
helped
me
through
my
struggle,
especially
when
I
needed
a
place
to
stay
at
night
when
he
needed
to
find
a
meal
during
the
day
or
during
the
night.
When
I
got
my
when
I
finally
got
my
place,
big
Berg
help
me
find
pantries
during
the
day
when
I
needed
to
do
my
laundry
I
was
able
to
use
big
Berg
in
the
map
to
do
laundry
downtown
big,
Berg,
extremely
beneficial
I
highly
encourage
anybody
who's
going
through
a
hard
time
to
use
it
want.
F
A
F
Very
broad,
the
Department
of
Public
Safety
is
more
than
what
most
citizens
realize
it
is.
It
covers
various
bureaus
most
lists.
Familiar
are
the
police,
but
also
encompasses
the
Fire
EMS
Animal
Care
and
Control
Park
Rangers
special
events,
it
even
oversees
Homeland
Security
and
emergency
management,
so.
F
My
titles
safer
together,
Pittsburgh
coordinator,
and
what
that
really
entices
entails,
is
going
out
into
the
communities
and
talking
to
the
various
populations.
It
could
be
neighborhood
groups,
it
could
just
be
neighbors
in
the
streets,
it
could
be:
churches,
schools,
nonprofit
organizations
explaining
and
informing
and
educating
them
what
the
various
bureaus
do
and
giving
them
the
opportunity
to
get
educated
in
person
by
having
the
bureau's
come
in
their
various
divisions.
For
instance,
the
police
have
a
variety
of
divisions.
They
don't
realize.
F
There's
SWAT
motorcycle
k9
once
that
people
don't
realize
until
they
see
it
on
the
news,
so
we
give
them
the
opportunity
to
come
out,
and
this
is
real
important,
especially
for
children,
children,
youth,
because
that's
usually
where
the
relationships
begin
with
Public
Safety
officials.
So
once
we
can
get
children
and
youth
comfortable
and
familiar
with
who
these
people
are
and
what
they
do,
the
better
chance
they
are
to
accepting
and
realizing
them,
and
also
open
up
career
opportunities
and.
F
Public
Safety
lots
of
times
it's
just
some
of
misinformation.
They
don't
realize,
what's
supposed
to
do,
how
to
do
it
a
lot
of
times
it's
just
starting
them
out
off
on
the
right
foot.
Helping
them
explain
if
they
have
an
issue
make
sure
if
it's
a
long
going
issue,
so
you
file
their
file
their
complaint
with
3-1-1,
so
they
can
track
it.
3
1
1,
the
non-emergency
non-emergency
service
center
number
or
if
it's
an
emergency
immediately
9-1-1,
and
we,
if
they
don't
do
that,
then
we
don't
realize
there's
an
issue.
F
A
E
F
The
people
I
work
with
in
various
neighborhoods
they're,
all
so
different.
They
all
care
about
the
neighborhood.
They
all
want
to
make
their
neighborhood
better,
which
collectively
makes
Pittsburgh
a
better
place
to
live
in
a
safer
place
to
live,
there's
always
challenges,
but
it
is
challenges
in
every
job
and,
like
I,
said,
I
often
find
those
challenges
to
be
rewarding,
because
you
can
usually
make
friends
and
make
and
get
buy-in
as
how
the
process
works.
It's
just
a
matter
of
having
patience,
helping
to
identify
resources
and
making
sure
you
follow
up
and.
F
We
offer
wonderful
opportunities
twice
a
year.
We
have
the
Citizens
Police
Academy,
which
is
a
15
week
course
in
which
they
got
to
experience
all
the
aspects
of
what
cadets
go
through
in
the
police
academy.
So
we've
talked
about
the
basics
of
the
history
of
policing
and
the
city
police.
We
go
over
criminal
law
and
then
they're
exposing
it
to
interact
with
all
the
various
divisions
of
the
bureau
for
youth
high
school
youth
grades
9
through
12.
F
We
offer
the
same
type
of
situation,
but
it's
much
shorter
ten
weeks,
because
the
youth
and
high
schools
are
involved
with
the
regular
class
schedule,
extracurricular
activities
like,
for
instance,
last
night,
we
kicked
off
our
current
student
police
academy
and
we
had
42
students
registered
from
across
the
city
in
the
county,
representing
25,
different
high
schools,
and
it
was
just
a
wonderful
turnout,
a
lot
of
these
shooter
them.
They
don't
know
they
don't
know
each
other.
F
They
don't
know
each
other's
cultures,
so
you
get
kids
from
same
neighborhoods,
I
mean
the
extraordinaire
not
realizing
who
they
are
and
at
the
same
time
you
have
youth
from
suburban
private,
parochial
school,
meaning
kids
from
public
schools,
and
it's
it's
a
great
mix
and
the
officers
engage
them
really.
Well,
you
know
one
of
the
things
we've
talked
with
the
students
about,
but
when
you're
completed
this
ten
weeks,
you're,
not
only
that's
gonna
police
officers
as
people
but
they're
gonna
have
to
know
you
as
people
as
well
and.
A
F
A
F
D
F
It
was
drugs,
it
was.
What
we
did
is
would
go
into
communities
that
had
been
identified
as
being
in
distress,
but
there
savable
and
what
we
do
is
we
go
in
there
with
grants
from
the
federal
government
of
Justice
Department,
and
we
would
supplant
the
crime
with
opportunities
for
economic
development,
education,
programming,
beautification
in
the
neighborhoods,
but
at
the
same
time
we
go
in
and
weed
out
the
bad
players
and
the
bad
players
we
really
doing
in
massive
distribution
of
drugs
of
guns,
weapons
and
gangs.
A
F
F
F
F
I
I
don't
look
as
a
job
I,
look
at
it
as
a
great
opportunity
to
serve
people
be
able
to
serve
my
neighbors
or
other
people
in
Pittsburgh.
So
I
don't
take
my
job
lightly.
I.
Take
it
very
seriously
and
while
there's
work
in
two
ways,
I
can
improve
my
service
to
the
people
as
well
as
improve
the
service
of
Public
Safety.
F
F
F
Just
like
we
do
with
everything
people
tend
to
see
the
media
publicizing
those
bad
apples,
whether
it's
a
government,
employee,
a
police
officer
lawyer
or
a
doctor,
there's
always
some
people,
but
the
most
part
most
of
people.
I
work
with
in
this
city,
and
especially
the
public
safety,
are
hard-working,
dedicated
people
who
I
often
look
at
and
see
how
they
sacrifice,
sometimes
their
own
personal
time,
in
order
to
balance
out
their
families.
What's
going
on
in
their
life
in
their
service
to
the
people
in
the
city,
so
you'd
recommend.
E
F
Oh
absolutely
because,
over
the
years,
Public
Safety
has
gone
from
being
a
simple
prompt,
put
off
the
fire
arrest.
The
guy
is
it's
not
like
that.
It's
much
more
helping
people
helping
people
immediately
at
the
scene,
helping
people
with
resources
and
sometimes
just
simply
taking
young
people
under
their
wing
and
giving
them
some
mentoring.
Ships
from
direction
like
I
said,
if
not
to
come
actually
an
employee
in
public
safety,
but
to
police
games
in
their
future
and
what
they
could
do
with
it.
Quinn
to,
and
also
to
keep
on
the
right.
Road
does.
F
F
Things
for
dogs
and
animals.
We
have
these
officers
who
work
every
year
on
the
kids
and
cops
camp
cops
in
his
camp,
which
is
a
three
different
weeks
during
a
summer
or
a
week-long
camp
for
children
no
charge
and
they
get
to
engage
and
interact
with
police
officers
on
a
way
they
went.
You
know
what
else
is
interesting
is
people
don't
realize
is
part
of
the
Police
Bureau?
Is
our
school
crossing
guards?
Oh
I.
F
The
school
crossing
guards
are
usually
the
very
first
person
that
a
child
will
engage
on
a
positive
note
right,
you
still
having
to
think
of
a
child's
ten
years
old.
Something
happens
at
home.
It's
a
fire,
it's
a
heart
attack.
Maybe
it's
an
arrest
of
a
parent
or
a
family
member.
It's
negative,
but
school
crossing
guard
should
always
have
friendly
face
and
make
sure
they
get
to
school.
Okay
and
so
they're.
Also
a
very
important
part
of
the
bureau
and.
F
Drivers
or
the
crazy
drivers
were
the
fact
that
there's
only
so
much
I
can
do,
though
they
can
contact
the
police
if
something
really
really
outlandish
happens,
but
it's
still
it's
putting
themselves
out
there
in
the
public.
Just
like
our
officers,
it's
the
service
of
other
people,
possibly
offering
their
life.
So.

Hello,
my
name

my

all

That's
why
I
am
signing
up
for
fun
to
my
future
by
simply
depositing
one
dollar
or
more.
Every
month,
parents
are
encouraged
to
save
money
to
help
make
their
child's
dreams
after
high
school
come
true.
Just
about
any
savings
vehicle
is
eligible.
I'm
starting
a
PA

savings
plan
for
my
son.

Enrolling

You

that's
eight

A
A
H
The
data
comes
from
lots
of
software
system,
we're
using
like
the
coming
Tronics
and
killer
system
and
also
like
for,
like
other
departments,
we
use
a
lot
of
like
software
system
and
our
data
analyst
job
is
to
gather
this
data
and
clean
them
and
provide
the
data
to
other
departments
and
the
managers
to
analyze
their
business
in
processes.
How.
H
A
H
A
H
Know
that's
a
good
question.
I
mean
like
so
it's
really
important
for
us,
especially
the
data
analysts,
to
go
into
the
field
to
talk
to
the
people
who
are
actually
doing
the
work,
especially
like
for
the
data
from
doming
Department
of
mobility
and
infrastructure.
Like
there's
a
lot
of
like
procedures
and
rules,
we
don't
understand
and
data
like
the
data
we
have
like
they
have
some
like
fewer
numbers
that
are
confusing.
We
have
to
go
to
their
department
and
talk
to
them
so.
H
Yeah
sort
of
I'm
trying
to
be
like
yeah
and
like
for
a
paho
crew
like
for
people
that
are
like
filling
the
potholes.
We
have
to
go
with
them
to
like
see
their
work
and
to
see
what
what
like
obstacle.
They
have
like
what
the
data
can
help
them.
So
it's
really
important
to
link
the
data
to
the
work
we're
doing
so.
It's
really
important
for
us
to
know
what
happened
that.
A
H
H
For
the
for
the
crew
to
clack,
oh
this
trash
and
the
problem
they
have
is
like,
so
they
don't
have
that
much
space
on
their
truck
to
like
clack
those
trash.
So
sometimes
they
just
go
along
the
street
and
I
pick
clock
the
trash
where
they
are
right.
So
sometimes
they
don't
really
need
this,
like
smart,
trashcan
and
intelligence
from
the
website.
So
it's
our
job
to
link
this
capacity.
The
smart,
trashcan
Pro
provide
us
and
also
their
request,
an
ease
in
the
real
life.
H
H
H

A

E
A
H
E
A
H
I'm
really
like
honestly,
I'm,
not
cuz,
I
love
the
work.
I
am
doing
right
now
and
it's
already
awesome
to
spend
a
year
here.
I
mean
everybody
in
the
city
is
great
and
we
have
like
cutting-edge
technology
that
I
can
use
into
to
practice
in
the
city
services,
but
I
mean
that
that's
life,
so
I
really
welcome
and
certainty
in
my
life
and.
A
H
H
A
H
Yeah,
that's
right,
I
really
love
sports,
but
you
know
the
parents
back
in
China
and
they
the
amorous
s,
study
other
than
anything.
So
I
got
credit
criticized
in
high
school
and
primary
school
and
college,
because
I
played
a
lot
of
soccer
and
but
I
I
think
this
is
a
really
important
part
of
life
and
I
really
appreciate
the
kind
of
the
sporting
culture
here
in
America,
like
everybody
in
in
high
school
or
college,
everybody
is
crazy
about
sports.
So
it's
really
a
great
atmosphere.
