understood

process
works,
and
you

gets
answers
to
all
the
typical
questions
that
we
have
so
I'm
gonna.

director
for
administration
and
licensing,
and
also
the
licensed
officer
as
directed
by
the
ordinance
of
the
city
code.
I
lead
a
group
of
12
and
we
mainly
focus
on
all
the
issuance
for
our
licenses
and
permits.
We
also
process
all
the
payments
that
come
through
the
office
as
well
as
Technology,
Accounts,
Payable
payroll
and
things
like
that.

One
of
them
is
general
contractor
registration.
We
have
power
engineers
or
also
stationary
engineers,
signed
contractor,
license
warm
air
hearing
contractor
license
or
HVAC
an
electrical
contractor
license
each
one
of
them
have
specific
requirements
that
are
set
by
the
ordinance
so
a
lot
of
times.
People
don't
understand
that
this
requirements
that
literally
set
by
the
ordinance.
This
is
not
something
that
the
department
actually
sets
we're
here
to
enforce
what
the
ordinance
requires
for
each
one
of
them.

So
if
you
look
at
a
general
contractor
license
they're
issuing
under
Chapter
751
for
the
city
code
that
these
are
required
for
everyone.
That's
wanting
to
work
in
the
city
pool
permits,
especially
for
commercial
permits,
the
residential
in
the
residential
area.
There
is
a
small
exception.
If
you
do
carry
a
PA
contractor
license,
you
can
pull
permits
for
residential
without
acquiring
a
license
for
the
city.
Also,
you
can
pull
permits
for
residential
feeis,
your
permanent
home.

So
if
you're
working
on
your
own
home,
you
don't
need
to
put
a
license,
and
it's
also
very
specific
on
me
on
in
the
ordinance
and
the
ordinance
is
actually
a
public
document,
so
you
can
find
that
online
as
well.
For
some
contractors,
this
is
also
ruled
by
chapter
749
of
the
city
code
stated
own
person
firm
or
corporation,
show,
engaging
business
of
building,
archer
and
repairing
maintaining
ground
signs,
wall
signs,
protecting
signs
through
signs,
post
signs
or
any
kind
of
science
of
that
matter.

people
call
us
to
tell

ask

the

of

matter,

type

you
actually
putting

specific

our
code
and

wants

put
a
permanent
first
time

to
require
a
license,

we

a
maintenance
license

the
actual
sign

you

renewing
a
yearly
basis.

HVAC
contractor
these
are
each
issue
under
Chapter,
7,
41
of
the
city
code
and
required
for
all
HVAC
contractors
wanted
to
act,
engage
advertise
otherwise
represent
HVAC
contractors
in
the
city
of
Pittsburgh.
This
is
a
good
one
to
be
very
cautious
about
a
lot
of
people
call
us
because
they
want
to
do
business
with
the
city.
They
don't
necessarily
have
a
permit
at
the
time,
but
they
want
to
advertise
the
newspaper
they
want
to
put
signs
out.
They
need
to
be
licensed
with
the
city.

If
there
are
in
the
city
limits
now,
if
you're
doing
business
outside
of
the
city,
then
you
don't
need
to
follow
this
rule.
Okay,
electrical
contractor
license
are
also
issued
on
a
chapter
seven
for
seven
of
the
city
code
requiring
electrical
same
thing.
Acting
engaging
advertising
otherwise,
representing
to
the
electrical
contractor,
needs
to
obtain
a
city
license.
Okay,
the
power
stationary
engineer
license
is
issued
on
this
chapter.
Seven,
forty
five
of
the
city
code
required
all
persons
seeking
to
control,
operate,
pipes,
boilers,
stationary
engines
or
any
other
containers.

Tanks,
vessels
under
pressure
of
water,
liquid
gas
or
steam
needs
to
have
a
license
as
well.
We
have
a
large
pool
of
license
holders
for
stationary
license
in
the
city
and
the
majority
of
them
maintain
some
sort
of
commercial
building.
This
has
been
something
that
we
have
enforced
over
the
years.
They
also
require
specific,
continued
education
to
maintain
your
license,
and
we
be
communicating
very
closely
with
the
unions
to
make
sure
that
they
are
meeting
those
requirements,
and
this
information
is
also
in
our
website.

One
thing
that
I
want
to
make
clear
and
I
want
to
make
sure
that
we
all
walk
out
of
here.
Understanding
very,
very
clear
is
the
difference
between
a
renewal
application
and
a
new
application.
Our
code
specifies
what's
required
to
issue
a
license,
but
not
not
necessarily
it's
clearly
a
state
when
it's
a
new
license
versus
one.
So
we
know
maybe
want
to
make
sure
it's
a
department
that
we
can
enforce
this
accurately.

What
I'm
saying
is,
if
you
apply
for
a
license
20
years
ago,
and
you
never
came
back
to
renew
it
and
you
come
after
20
years.
That's
not
a
new
every
norm,
that's
a
new
license,
so
we
want
to
make
sure
that
we
make
that
clear.
So
for
us,
Department,
renewal
applications
are
all
tray
licenses
do
expire
twelve
months
from
the
time
of
issuance
last
June
of
2016.
We
just
the
ordinance
change
to
365
days
so
for
if
you
get
a
license
in
June,
then
they
expire
in
June.

In
the
past
they
had
a
specific
day
or
expiration
when
everybody's
fired
April
30th.
So
if
you
got
a
license
in
December,
you
still
expire
in
April
30th.
So,
council
worked
on
the
ordinance
to
make
sure
that
everybody
gets
a
12
month
worth
of
their
license.
So
now
there
are
expiring,
12
months
or
365
days.
Oh
active
licenses
may
be
renewed
without
submitting
a
new
application
materials
which
in
this
case,
will
be
copy
of
your
test
or
your
experience.
That
is
not
necessarily
required
during
a
renewal
process.

If
there
be
no
application
is
submitted
to
the
license
officer
no
later
than
60
days
from
the
expiration
date.
So
this
means
that
if
you
expire
April
30th,
but
you
came
here
sometime
in
May,
you
can
still
renew
it
without
a
problem.
Now,
if
you
come
to
us
60
days
after
your
expression
day,
you'll
be
considering
your
application.
Okay
for
power
engineers
contractors
only
there
is
a
specific
part
of
the
ordinance
that
allows
the
renewal
without
retesting.
If
the
applicant
provides
8
hours
for
every
year,
the
day
lapse.

So
the
stationary
engineers
are
the
only
ones
that
if
you
get
a
license-
and
you
didn't
renew
for
3
years-
but
you
have
your
continuing
education
and
you
can
prove
that
you
can
still
Reno
without
retesting.
Okay,
now
all
we
know
application
for
tray
licenses.
There
are
somewhere
after
30
days
from
the
expiration,
they
are
subject
to
a
late
fee
and
this
coming
straight
from
the
ordinance,
the
ordinance
to
give
you
a
gap.
If
you
are
expiration,
that
is
April
30th
and
you
came
May
15,
you
can
still
Reno
without
the
late
fee.

In
fact
now
for
new
applications.
There
are
three
types
of
scenarios
that
we
normally
see,
which
is
either
you
never
hold
it
up
licensed
from
the
city
ever
for
that
type
of
trade
and
you're
applying
for
any
home
license
order.
They
submitted
the
Marino
application
for
60
days
more
than
60
days
from
the
expiration
date,
which
be
considering
the
application
as
well
or
any
corporation
of
business
entity,
then
changed
names
or
management
different
contractor.
This
is
so
very,
very
important
a
lot
of
times
as
a
business
managers.

We
change
our
employees
very
frequently
and
a
lot
of
times.
We
don't
actually
follow
with
the
rules
of
the
ordinance.
So
if
Joe
is
our
contractor
for
the
past
15
years,
and
now
we
hire
someone
new
that
person
needs
to
apply
for
a
new
application.
The
business
should
not
be
running
on
the
person
who
left
I
wanted
to
make
sure
that
you
guys
have
some
sort
of
visual
of
where
we
are
and
we
have
growth
drastically
in
the
past
two
years.

So
if
you
see
or
hear
a
lot
about
us,
it's
because
we
really
want
to
make
sure
that
we
are
doing
what
we
need
to
do
to
keep
our
community
safe.
Okay,
so
we're
doing
a
lot
of
put
a
lot
of
this
type
of
events.
We're
also
trying
to
put
the
information
on
the
website,
we're
sending
mailings
out,
put
it
in
and
on
our
Facebook
page
to
try
to
make
sure
that
we
open
those
channels
of
communication
and
people
understand
and
expectations
for
the
license
system.

so
requirements
based
on
license
type
like
I,
said
before
the
ordinance
is
very
specific
on
what
each
one
of
them
are
require
and
we're
just
going
to
go
through
it
very
briefly.
To
give
you
an
idea.
What
that
is
for
HVAC
contractor
the
International
Code
Council
certificate
of
pennsylvania,
standard
master,
mechanical
contractor
and
we
included
there.
The
number
of
the
test
icc
is
very
specific
with
each
city
and
has
assigned
tests
for
each
city,
and
it
has
an
a
code.
So
people
make
sure
that
when
they
select
the
test,
they
select
the
correct
one.

An
international
called
cancer
certificate
is
a
prerequisite
for
the
license.
So
this
is
something
that
you
have
to
have
to
even
start
the
application
process:
okay,
before
adding
the
identification
or
photo
ID
for
state
or
federal
issued.
This
is
because
the
ordinance
required
that
we
verify
that
all
the
license
holders
are
18
or
older
and
I
understand
that
a
lot
of
times
you
come
to
the
counter
and
why
they
asking
me
for
this,
then
I'm
more,
you
know
older
than
18,
but
we
had
to
make
sure
that
these
documents
can
speak
for
themselves.

So
if
someone
will
open
up
that
file
by
only
looking
at
information,
we'll
know
that
this
person
is
18
or
older,
okay,
everything
so
at
least
four
years
of
experience
for
contractors
a
lot
of
times.
They
ask
you
know
what
type
of
variants
you
want.
So
if
you
work
for
a
company,
the
company
can
write
a
letter.
If
you
work
for
yourself,
then
you
can
provide
copies
of
your
tax
return.
All
we
want
is
to
make
sure
that
we
have
a
way
to
verify
that
you
had
those
years
in
city.
Tax
ID
from
the
city.

Finance
department
is
one
of
the
things
that
we
are
enforcing
lately
a
lot.
It's
always
been
in
the
ordinance.
It's
always
been
there.
This
is
not
a
new,
a
new
thing,
but
now
we
do
require
to
have
that
confirmation
with
the
application
so
to
make
sure
that
you
have
a
value
tax
ID
at
this
time.
We're
not
asking
that
you
accountants
of
today,
but
you
do
have
to
have
some
sort
of
premium
fun
or
something
worked
out
with
the
finance
department.
So
they
can
give
you
that
letter
and
we
can
issue
the
license.

Okay,
most
able
to
read
and
speak
English,
complete
hvac,
license
application
and
when
I
say
completed
a
lot
of
people
get
used
to
just
signing
their
names.
Their
address
put
a
check
on
it
and
send
it
over.
We
will
send
it
back.
That's
that's
not
going
to
be
enough
information
for
us
to
look
for
you
in
a
system
to
make
sure
that
you
are
the
right
person
in
post,
starting
from
a
check
to
the
right
account.

So
we
need
a
completed
application,
a
certificate
of
insurance
list
in
the
city
of
Pittsburgh
as
a
certificate
holder,
its
key
a
lot
of
times.
We
get
insurance
faxed
to
us
with
no
name
no
license
number
on
them
and
they're,
not
they're,
not
listing
the
city
as
a
city
holder.
So
that
can
cause
an
issue
with
your
license.

You
may
have
everything
in
it,
but
if
that's
not
part
of
your
application,
we
won't
be
able
to
process
that
okay,
so
just
make
sure
that
when
you
talk
to
your
insurance
agency
that
they
understand
that
this
portion
needs
to
be
completed
and
your
insurance
okay
and
of
course
they
check
a
money
order
for
your
for
your
fee,
which,
oh,
oh
I,
always
said
to
check
on
the
website
for
the
fee
schedule.
We
haven't
changed
the
fees
in
three
years,
but
if
we
do,
it
will
be,
there
will
be
in
our
website.

electrical
contractor
licenses,

requires
the
ICC
test.
This
is
again
a
prerequisite.
So
if
you
don't
have
that
test,
we
can't
start
a
process

thing
with

ID.

need

and

and
then

attending

wiring
from
a
school
and
at
least
two
years
of
experience
or

years

for

in

will

their

renew

license
without
retesting

they
continue
taking

least
eight
hours
of

yearly

engineers,
you
will

can

renew
with
our
problem
now
they

different

renew
application

later

days

expiration

avoid
late
fees,

ordinance

give
you
some

freelance.

late

late,
we
should
be

issue
your
license
with

problem.

you
pass
that
stage

you
send
it
over
30
days,
but

include

late
fee

back

way

we
have

hold

your

then,
when
you

come

the
counter
and
try

pull
a
permit,
then
we
can
find
you
okay.
So
it's
important
for
you
to
make
sure
that
the
information
you
put
in
there
is
your
best
contact
information.

current
application
fees
schedule
again.
For
some
reason,
people
tend
to
guess:
what's
the
fee,
I
have
really
bad
memory,
so
I
really
don't
don't
believe
this
that's
a
good
way
to
go,
but
we
get
checks,
they're

dollar
short
or
50
cent
short
or
five
dollars
more
or
so.
It
just
tells
me
that
someone
tried
to
remember
what
was
that

tax
ID,

a
valid
tax

mean
with
is
that
if
you
have
a
letter
from
the
finance
department
that
is
15
years
old,

gonna
have

gonna,
ask
you
to
go
back
to
the
finance
department
and
confirm
them
that
is
valid.
But
if
you
have
a
letter
from
last
year,
that's
fine,
that's
valid
for
us.
Okay,
now
the
finance
department
it
is
for
forcing,
on
their
end,
the
taxes
as
well.

So
a
lot
of
times
when
a
contractor
has
a
big
balanced
spending.
They
refuse
to
give
you
the
letter,
because
that
means
that
you
know
what
you
won't
be
able
to
get
a
license.
We
try
to
work
on
that
I
again.
I
I
do
take
contractors
that
have
payment
plans
for
the
finance
department.
I
asked
the
finance
department
issue
that
letter
saying:
yes,
they
have
an
account
with
us.
They
are
in
a
payment
plan
and
that's
good
for
us.
I
do
want
our
contractors
to
be
out
there
working
I,
don't
want
them
to
lose.

You
know
their
ability
to
work,
but
just
be
cautious
that
you
at
least
need
to
have
some
sort
of
payment
arrangement
with
with
the
finance
department,
okay,
certificate
of
insurance
when
require
its
police,
the
city
of
Pittsburgh,
that's
additional
insurer
for
general
contractor
or
certify
certificate
holder
for
electrical
and
HVAC
again.
I
think
this
is
honestly.
The
80%
of
our
applications
have
an
issue
with
this.

It's
because
you
know
the
person
don't
know
what
that
looks
like
they
don't
know
what
certificate
holder
looks
like
or
their
company
they're
working
with,
or
it's
not
familiar
with
what
the
city
requires.
Okay,
so
we
have
actually
communicated.
We
took
the
top
five
insurance
companies
that
we
usually
see
coming
through,
send
them
letters
to
them.
Saying
if
you
have,
you
know,
contractors
that
work
with
the
city.
This
is
what
we
require
from
you
to
try
to
facilitate
that
with
the
contractors,
and
it
has
worked.

I
and
100%
understand
that
we
have
a
lot
going
on
in
our
minds,
and
this
can
happen,
but
because
we
don't
have
currently
an
online
system,
they
can.
You
know,
make
this
a
lot
easier,
we're
still
attracting
some
paper,
and
now
it
takes
the
process
to
correct
that
it
takes
a
lot
longer
than
we
wanted
to.
So
I
really
want
you
guys
to
make
sure
that
that
check
is
correct.
