A
A
Welcome
to
the
April
2023
eroc
meeting,
my
name
is
Chuck
Durham
I'm,
the
business
diversity
manager.
Here
for
the
city,
we
have
five
RFP
plans
to
review
in
10
itq
contracts,
if
you're
not
up.
If
you're,
if
you're
plan
is
not
up
on
the
docket,
please
mute
yourself.
Can
everybody
mute
yourself?
Accept
the
Commissioners?
The
Commissioners
can
stay
unmuted,
but
everybody
else.
Please,
please
mute
yourself.
A
Commission,
chair
Conley
is
home
sick
with
covet,
so
Dr
Hall
and
I
are
going
to
be
doing
the
meeting
together
jointly.
So
we
would
like
to
start
off
if
Dr
Hall.
If
you
can
ask
for
approval
of
February
minutes,
please
I
mean
March
minutes.
That's
a
misprint.
B
B
A
B
Okay
right
there,
that's
good!
Thank
you!
Okay,
so
we
really
just
want
to
it's
all
about
the
good
faith
effort
and
looking
at
the
percentages,
Myers,
the
veterans
and
the
lgbtqia
amount.
B
E
Based
on
the
email
that
I
had
got
it,
it
seemed
that
you
know
they
had
sent
out
requests.
You
know
to
see
if
anybody
was
interested
in
participating.
I
can't
speak
directly
for
what
you
know
which
companies
they
had
solicited
to
the.
C
C
A
G
Thanks
Chuck
good
afternoon,
Commissioners
Anna
and
myself
are
joining
you
all
today,
so
the
first
one
is
for
our
professional
Environmental
Services
contract,
it's
in
the
amount
of
460
000.
G
dollars,
and
we
actually
have
two
primes
on
this
project,
the
first
being
Cosmos
technology.
They
are
in
MBE
certified
firm
and
the
second
is
PSI,
our
professional,
our
Intertech
Professional
Service
Industries,
it's
the
second
prime
on
the
project,
and
we
have
three
certified
mbes
on
the
project
along
with
three
certified
wbes
as
well.
It's
our
five-year
contract
that
they
have
with
us.
C
G
No,
we
have
reached
out
to
them
just
but
within
the
scope
of
services.
No,
those
are
numbers
that
currently
the
Housing
Authority
does
not
track,
but
they
have
been
reached
out
to
and
so
we're
hoping
to
have
that
partnership
soon.
B
So
that
hearing
no
questions
from
Commissioners
can
we
get
a
motion
to
approve.
A
G
Yes,
so
Meyer
dusel,
they
are
a
certified
wbe
firm
again.
This
is
a
five-year
contract
in
the
amount
of
six
hundred
and
two
thousand
six
eighteen.
Ninety
five,
so
we
do
have
the
mbes
that
will
be
on
the
project,
are
Tyler
Collier,
Associates
and
Cameron
Professional
Services
as
well.
D
D
I
make
a
proof
I
make
a
motion
to
approve
this
Financial
audition
service
bed.
D
A
Thank
you.
Commissioners
plan
passes
we'll
move
on
to
another
Housing
Authority
plan.
This
one
is
2304.
This
is
the
society
erosion
abatement.
There
are
two
primes
on
this
contract.
One
of
the
primes
is
an
MBE,
that's
Tri-State
properties,
Rivers
properties.
There
are
no
Subs
on
this
contract.
There
are
two
primes
on
here
at
the
One
problems
at
50
percent,
Ronaldo
and
I
did
reach
out
to
some
wbes
on
this,
and
we
just
couldn't
find
anybody.
A
G
Yeah
I
think
Chuck
basically
captured
everything.
We've
worked
with
both
companies
in
the
past,
and
so
you
know
we'll
still
continue
that
effort,
even
at
you
know,
even
afterwards,
just
to
still
continue
to
see
if
we
can
pull
any
wbes
as
the
project
continues
and
if
so
they're
coming
back
to
to
the
eorc
and
letting
you
all
know.
But
right
now
we
just
have
those
two
primes
on
it
with
try.
Reverse
beam,
the
MBE
on
the
project.
F
A
question
for
Chuck
and
I:
don't
know
why
I
haven't
thought
of
this
before,
but
when
you
have
a
circumstance
like
this,
where
you're
meeting
the
goals
on
one
side
of
the
coin
is,
does
it
make
more
sense,
just
from
a
record-keeping
perspective
to
still
have
the
zero
percent
in
the
other
categories,
or
could
they
ask
for
a
waiver?
Do
you
do
actual
waivers?
Is
that
something
we.
A
Couldn't
do
a
waiver
for
this,
commissioner,
because
of
the
amount
of
the
money
won
and
it
wasn't
a
sole
source.
However,
we
still
keep
those
zeros
on
there
because,
like
Ronaldo
said
we're
gonna
try
to
add
wbes
during
the
contract.
It's
a
five-year
contract
50
is
really
great,
but
we
are
going
to
try
to
add
some
wbes
as
the
contract
goes
along
can.
A
The
waiver
is,
you
have
to
be
a
sole
source.
Is
one
there's
one,
two
three
four
five
there's
four
or
five
categories
for
a
waiver:
okay,
do
it
has
to
be
legal
sole
source
emergency
is
one
in
proprietary
like
an
I.T
like
an
I.T
contract,
gotcha,
okay,.
B
Any
other
questions,
commissioners
Ronaldo.
It
is
a
five
year
program
and
as
you
mentioned,
you
will
continue
to
work
on
the
wbe.
Then
we,
the
Commissioners,
would
like
to
know
progress,
Within,
These
Years,
but
now
and
as
the
years
go
on.
Please
absolutely
thank
you.
Having
said
that,
Commissioners
can
we
get
a
motion
to
approve.
B
A
We
have
the
next
one
is
23
0405.
This
is
a
city
contract.
This
is
the
Oliver
Bath
House
construction,
it's
the
electrical
part
of
it
and
we
have
Josh
I.
Think
Josh
is
on
the
line.
B
So
again
moving
forward-
and
this
does
look
good,
but
just
we're
really
want
to
put
an
emphasis
on
inviting
the
lgbtqia
community
into
some
of
these
plans,
even
if
the
conversation
just
begins
with
them.
So
if
you
all
can
keep
that
in
mind,
but
hearing
no
questions
from
the
commissioners.
C
F
B
A
B
H
Thank
you,
commissioner,
Hall
good
afternoon
Commissioners.
Thank
you
all
for
joining
so
today,
I'll
give
an
update
on,
can
itq
work
orders
starting
with
the
first
one
here
they
are
all
Domi
plans.
Domi
work
orders
so
the
first
one
here,
River
Riverview,
Avenue,
Landslide,
geotechnical,
evaluation
for
slide,
S3,
alternative
report
and
number
12.
This
is
the
same
thing
Landslide
for
Landslide,
but
this
is
for
S4
alternative
report.
The
Prime
on
both
of
them
are
awk
Consulting,
the
both
of
them
add
up
to
about
74
000.
H
So
it's
about
37
000
for
99
each
there.
The
prime
itself
is
an
MBE
and
there
are
two
subconscious
on
each
one
of
them.
One
of
them
is
a
wbe
here,
CAG
engineering
and
there's
a
veteran
owned
business
executive.
Solutions.
Associates,
though
this
is
the
the
breakup
here,
the
amount
allocated
to
CAG
engineering
is
2650
and
the
veteran
owned
amount
is
2500
and
that's
the
same
allocation
for
the
second
one
here.
The
S4
alternative.
H
Moving
on
number
three
here
is
load
rating
analysis
of
non
ndis
Bridges.
This
the
project
cost
here
is
about
20
000,
so
I
won't
get
into
the
details.
The
third
one
is
the
fourth
one,
rather
is
cmci
Andover
Terrace
Landslide.
The
Prime
here
is
Sai
Consulting
and
the
project
cost
here
is
ninety.
Eight
thousand
four
sixty
seven.
H
The
next
here
is
CX
CSX
Service
South
Side
survey.
The
prime
here
is
Larson
Design
Group,
and
this
one
again
is
less
than
50
000..
H
Moving
on
to
the
next
load
rating
analysis
of
non-nbis
bridges,
the
prime
here
is
Sai
Consulting
and
the
total
project
cost
is
again
less
than
50
000..
The
next
here
is
Forbes
and
Braddock
signal
upgrades.
The
prime
here
is
trans
Associates
engineering
Consultants,
it's
a
wbe
and
they
also
have
a
subconsultant
Whiteman
report.
I,
don't
want
to
butcher
the
name
and
Associates
the
project
cost
here
is
69
925.
H
The
next
here
is
inspection
of
non-nbis
Bridges.
The
project
cost
here
is
about
forty
thousand
and
the
prime
is
Tri-State
design
and
development,
which
is
a
minority
owned
business.
H
The
prime
is
Acom
Technical
Services,
and
they
have
they
have
one
W,
two
wbes
monologue
and
Patrick
and
MTR,
and
there
are
two
two
other
non-mwbes
also
on
the
plan.
The
total
project
cost
here
is.
H
It's
over
five
thousand,
eight
hundred
and
four
thousand
and
WB
is
the
amount
allocation
here
is
50
000
for
monologue,
Patrick
is
52
000
and
for
the
mwbes
the
amount
allocated
is
forty,
nine
thousand
four,
fifty
nine
and
hundred
thousand
around
hundred
thousand
here
last,
but
not
the
least
here-
is
Andover
Terrace
retaining
wall.
This
is
a
supplemental
plan.
There
was
a
plan
in
2022,
which
was
that
plan
basically
focused
on
excavation
survey,
and
there
were
three
mwbs
on
it.
H
This
one
focuses
more
on
design
and
the
prime
here
is
dapolonia.
The
project
cost
here
is
96
545.
H
So
they're
into
the
the
design,
the
grading
plan-
storm
water
management
Etc.
So
that's
it
from
me.
A
H
H
This
so
on
this
particular
this
is
the
dapolonia
is,
is
not
an
mwbe
and
they
don't
have
any
subconsultant
on
this
supplemental
plan
in
2022
they
had
this
Andover
Terrace
slide
remediation,
where
they
had
three
mwbes
Urban
Terrain,
Terra
testing
and
Geo
techniques.
H
But
for
this
one,
because
this
is
more
professional
design,
they
are
doing
all
the
work
on
this.
The
Apollonia
is
the
prime.
A
I'll,
let
I'll
say
a
few
comments
and
I'll
have
Dr
Hall
say
a
few
comments
we
for
for
our
office
of
business
adversity.
We
have
started
the
process
of
interviewing
for
our
next
commissioner,
commissioner,
Siegel
I
sent
your
person
an
email
and
hoping
he
gets
back
to
us
and
puts
his
application
into
the
volunteer
page
of
the
city.
She,
by
the
way,
oh
I'm,
sorry
she
puts
her
volunteer
page
to
the
city.
A
We
have
three
other
people
that
we
already
have
on
the
list.
Okay,
so
she'll
be
number
four
on
the
list
that
we're
we're
starting
to
do
that
process.
Also
Commissioners
through
our
bylaws
right.
We
might
be
able
to
get
another
commissioner,
okay,
because
I
I
don't
want
to
be
stuck
during
the
summer
for
a
quorum,
because
when
you,
some
of
you
guys,
take
vacations
and
things
of
that
nature,
so
I'm.
Looking
into
that.
Also
we're
we're
really
good
on
our
percentages,
we're
still
above
average
on
everything
except
the
lgbtq
Plus.
A
Everybody
else
is
above
average,
so
which
is
great.
We
have
to
find
a
way
to
help
that
category
well,
Posner
and
I
have
both
reached
out
to
the
National
and
the
local
to
get
databases
of
businesses.
We've
been
passing
them
on
to
our
project
managers
in
our
in
the
city,
but
we
have
to
pass
them
on
to
the
project
managers
in
our
sister
agencies.
A
C
I
have
a
question,
and
it's
just
that
you
know
there's
four,
as
you
know,
getting
the
LGB,
tqa
plus
I
I
can't
say
it
right
exactly,
but
as
far
as
getting
those
contractors
I
mean
I
guess
the
confusion
that
I
have
is
that
since
I've
been
a
commissioner
about
six
months
or
so
now,
I
would
say,
75
of
the
MBA
or
WB
contractors
are
not
actually
certified,
MBA
or
WB
contractors,
because
you
know
I've
been
hearing
it
like
the
process
is
so
difficult,
and
you
know
this
and
that
you
know
so
I
don't
understand
if
we're
trying
so
hard
to
get
this
other
group
in
as
contractors.
A
C
Did
we
not
have
a
discussion
a
couple
months
back
where
we
awarded
a
contract
and
I
made
a
think
about
the
fact
that
you
know
it
was
said?
Well
this
this
contractor
is
not
certified,
but
they're
going
through
the
process
and
I
said
yeah
we're
trying
to
encourage
them
and
I
said
well.
Why,
if
we're
warning
them
five-year
corn
track
right
now,
why
would
they?
C
A
Just
the
question
and
you
have
a
valid
question
there-
the
answer
is
really
easy.
You
do
not
have
to
be
a
prime
to
be
certified.
We
were
pushing
our
primes
to
get
certified
to
boost
our
numbers.
You
do
not
have
to
be
a
prime.
Do
not
have
to
be
have
your
certification
to
be
the
prime
contractor.
You
don't
have
to
have
your
certification
to
be
the
subcontract.
A
D
A
D
A
A
A
Those
are,
there
are
some
people
from
the
public
that
are
sitting
in
our
meeting
today.
Okay,
okay,
approved
by
up
the
hall
Chief
Williams
their
their
reporters,
just
want
to
listen
in
on
our
meeting
and
see
how
they
go.
A
A
I
Angela
you
can
go
first,
thank
you,
I
was
going,
my
name
is
Angela.
Williams
and
I
am
interested
in
learning
about
what
the
commission
does
and
how
the
meetings
flow,
and
so
I
asked
permission
to
sit
in
here
today,
and
here
I
am
thank
you
for
allowing
me
to
listen
in.
F
J
And
my
name
is
Onley
Herring
I'm
a
reporter
at
wesa
radio
I
just
am
attending
as
a
member
of
the
public,
given
that
these
meetings
are
open
to
the
public
and
just
wanted
to
learn
what
what
you
all
do.
B
Well,
thank
you
all
for
attending
appreciate
you
introducing
yourself
and
sitting
in
with
us,
and
hopefully
we
our
past
may
cross
again.
Thank
you
for
today
Commissioners
anything
else.
