From YouTube: Equal Opportunity Review Commission Meeting - 8/19/20
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Hello,
everybody
we're
going
to
welcome
you
to
the
equal
opportunity
review.
A
Hello:
everyone
welcome
to
the
equal
opportunity,
review
commission
meeting
august
19
2020.
A
I
want
to
welcome
everybody.
We
have.
We
have
five
plans
to
review,
hope
everybody's
doing
well.
At
this
point,
I'm
gonna
turn
it
over
to
our
commission
chair
connolly
to
start
the
meeting.
C
Okay,
I'm
wanna
bring
this
meeting
to
order
for
the
first
order
on
the
agenda
we
would
like.
I
would
like
a
motion
to
approve
the
minutes
from
july.
C
C
A
Yes,
this
is
what
this
housing
authority
is
for.
Manchester
redevelopment,
it's
100
mwbe,
the
the
prime
on
here
is
a
as
a
certified
a
certified
mbe
and
they
have
ten
percent
wb
on
on
this
plan.
So
this
is
one
hundred
percent.
F
A
Is
the
sewer
and
catch
space
and
maintenance
authority
white?
The
nbe
participation
on
here
is
2.
The
wbe
participation
on
here
is
25,
the
total
is
27,
which
is
really
good
and
they
have
a
a
number
of
wbe
companies
on
this
they're
spreading
the
wealth
around
pretty
good.
I'm
gonna
bring
in
brandon
to
explain
a
little
bit
more
on
that
one
brandon.
G
Yes,
thanks
for
having
me,
I
hope
you
all
are
doing
well
today.
Yeah
this.
This
contract
is
for
the
task
order
based
just
maintenance
for
cleaning
out
the
catch
basins.
We
did
do
a
lot
of
work
trying
to
get
firms
to
join
with
us.
We
did
have
a
lot
more
success
with
wbe
firms
and
mbe
firms
through
the
procurement
process.
The
scope
was
narrowed.
I
think
typically
something
like
this.
We
can
have
opportunity
for
like
a
flagging,
firm
to
come
in
and
flag
off
the
area.
G
However,
there
were
a
lot
of
questions
that
were
asked
and
answered,
and
then
the
authority
has
decided
that
we
will
supply
the
flagmen,
not
not
the
vendor,
so
that
opportunity
was
gone.
So
we
did
our
our
best.
We've
got
a
lot
of
mbe
for
our
wbe
firms
on
here.
I
worked
with
this
vendor.
They
they
reached
out
a
lot.
I
believe
our
their
outreach
is
included
in
here
as
well
as
ours,
and
I
think
we
have.
G
Nine
nine
minority
firms
on
this
contract.
D
A
Okay,
number:
three:
it's
the
legal
services
for
various
practice
areas.
This
is
the
same
kind
that
we
we
passed
last
year
or
the
year
before
in
the
housing
authority,
with
a
it's
a
task
order,
contract
with
the
manure
I
mean
with
the
contractors
when
they're
selected,
we'll
meet
the
eighteen
and
seven
we
passed
one
of
these
last,
I
think
either
last
year
or
the
year
before
problem
authority,
and
it
went
really
really
well.
So
I'm
gonna
turn
this
back
over
to
brandon
for
number
three
brandon
yeah.
G
So
this
is
we
we
have
to
go
out
for
this
every
three
years
for
legal
services:
supplemental
legal
services
for
the
housing
authority.
In
addition
to
our
legal
department,
there
are
12
different
categories
like
real
estate
development,
equal
opportunity
claims,
employment
issues,
pensions,
the
only
firm
on
here
that
didn't
have
a
mbe
or
wbe.
G
G
B
B
To
number
four:
I'm.
C
Going
to
let
brandon
talk
about
this
but
chuck,
and
I
talked
about
it
at
length
yesterday-
there's
there's
I'll,
let
brandon
explain,
but
there
there's
a
reason
why
it's
not
showing
the
participation
now
and
it
made
sense
to
me,
but
I'm
gonna.
Let
let
brandon
explain
it
to
my
fellow
commissioners
here
and
then
you
guys
can
decide.
G
G
G
The
reason
we
had
to
go
out
for
this
is
the
authority
and
I
believe,
the
city's
in
the
same
boat
we're
having
a
very
large
struggle,
just
getting
plumbers
to
be
part
of
our
staff,
so
our
work
orders
are
piling
up
and
the
majority
of
the
work
orders
are
like
clogged,
toilets
or
sinks
or
very
minor
things
that
just
take
time
for
guys
to
come
out
and
and
snake
drains
and
that
sort
of
thing
so
to
try
to
get
through
the
work
orders
we
put
out
this
ifb
for
plumbing
services,
but
it's
more
akin
to
like
a
temporary
staffing
thing.
G
So
what
we
asked
for.
We
asked
for
these
these
firms
to
supply
us
a
plumber
that
would
it
would
work
for
them
or
work
for
us,
but
still
be
employed
by
them.
So
they'd
be
part
of
our
workforce.
They
would
get
the
work
orders
from
the
housing
authority.
We
guaranteed
them
eight
hours
that
they
would
show
up
and
they'd
have
a
full
day
of
work,
so
basically
they're
giving
us
plumbers
to
do
our
work,
they're
not
supplying
any
materials
whatsoever.
G
G
There's,
no
major
work
done
under
this
contract.
There's
going
to
be
no
digging
involved,
that's
all
stuff!
That's
going
to
be
procured
separately
on
an
as
needed
basis.
This
is
just
this
is
just
up
to
three
guys
showing
up
to
do
work
for
us,
largely
because
we
couldn't
find
plumbers
that
blatantly
don't
want
to
come
into
the
city
and
work
and
live
in
the
city.
G
This
is
our
work
around
I'll,
be
more
than
happy
to
ask
any
questions.
We
did
advertise
this
in
the
post-gazette
for
four
weeks
and
the
courier
for
four
weeks
I
went
through
and
personally
emailed
all
the
firms
that
came
up
on
the
pa
ucp
to
try
to
get
the
bids
kim.
My
director
did,
I
believe
he
did
two
virtual
how
to
do
business
trainings,
where
he
tried
to
find
vendors.
G
C
Okay,
let
me
ask
you,
I
do
have
a
question,
so
it
says
the
primes
are
pittsburgh,
property,
maintenance
and
dennis
and
sun
inc.
Now,
if
these
are,
if
this
is
a
it's,
I
know
when
you
say,
contract
over
contract
term
is
five
years
that
doesn't
mean
that
there.
This
is
a
per
incident.
G
Yeah,
so
we
we
committed
to
try
to
get
vendors
to
actually
submit.
We,
we
told
them
that
that
we
would
guarantee
eight
hours
of
work
when
we
had
requested
a
to
show
up,
so
they
have
a
full
day
so
they're
not
showing
up
for
like
30
minutes
of
snake
in
a
drain
and
then
going
home
and
trying
to
figure
it
out
we
committed
to
having
so
right
now.
G
The
goal
is
it's:
it's
actually,
not
it's
a
five-year
term,
but
it's
a
it's
a
it's
a
yearly
renewal,
hopefully,
because
we
can
find
plumbers
that
we
don't
need
to
use
this
contract.
J
G
As
of
right
now,
the
intent
is
to
get
one
plumber
from
property,
pittsburgh,
property
maintenance
and
one
plumber
from
d
dennis.
So
it's
just
it's
just
two
guys
we're
doing
up
to
two
million
dollars,
because
two
million
dollars
was
three
plumbers
for
five
years.
So
I
don't
necessarily
know
if
we're
gonna
hit
that
mark.
I
really
hope
we
don't
hit
that
mark,
but
we
just
kind
of
always
try
to
to
go
out
for
the
most
we
can.
C
C
My
question
really
is:
is
if
there,
if
there
was
a
plumber,
a
company
that
became
a
minority
or
women-owned
plumbing
company,
would
they
have
the
opportu
and
they
signed
on
to
your
website
and
got
onto
your
bidders
list?
Would
they
have
an
opportunity
to
pick
up
any
of
this
business
or
these
two
companies
locked
in
for
the
for
the
contract.
G
Well,
so
the
way
our
our
procurement
rules
are
is
that,
since
they
are
the
winners,
they
would
they
would
have
won
this
contract,
so
we
won't.
We
don't.
I
think
that
I
know
some
other
government
agencies
can
have
like
an
open-ended
procurement
where
companies
just
keep
applying
and
you
qualify.
G
We
don't
we
don't
have
that
luxury
with
with
the
the
hud
rules.
So
these
are
the
winners.
Those
are
the
ones
that
won.
C
Okay,
the
commissioners
did,
you
have,
did
you
all
have
a
chance
to
look
at
the
good
faith
effort
that
was
submitted
by
the
housing
authority.
G
E
No,
I
didn't
see
that
I
just
had
a
really
good
candidate
for
this
contract.
So
that's
why
I
was
hoping
that
the
procurement
was
open-ended.
It's
one
of
our
graduates
coming
out
of
our
bisford
business
development
program.
His
name
is
brandon
leslie,
but
he
would
he
would
kind
of
be
a
ideal
candidate.
I
guess.
G
G
I
mean,
if
he's
looking
for
work,
though
I
know
we're
always
hiring
if
he's
trying
to
just
get
on
as
a
plumber
I'll
be
more
than
happy.
If
you
have
his
resume
to
give
it
to
our
hr
department,
unless
he's
trying
to
start
his
own
business.
E
G
I
would
still
encourage
him
to
register
because
we
we
have
plumbing
projects
all
the
time
like
I
said
things
like
if
we
need
a
store
dug
out
and
replace
or
a
septic
or
anything,
that's
not
part
of
this
contract,
so
that
would
actually
be
published
as
its
own
procurement.
G
C
Yeah
and
james,
I
know
that
juan
was
involved.
Juan
garrett
is
james's
boss.
I
know
that
he
and
kim
dietrich
did
these
did
this
together.
So
I,
if
you
wanted
to
reach
out
to
juan
and
see
you
know
where,
where
he
he
could
possibly
where
you
guys
could
possibly
partner
up
with
kim
and
get
this
guy
in
with
the
housing
authority.
That
could
definitely
be
done
outside
of
this
contract.
H
G
So
if
he
was
if
he
was
registered
on
the
paucp
to
do
work
in
our
beginning
or
westmoreland
and
butler
county,
I
tried
to
keep
it
close
because
they
didn't
want
to
travel
too
far.
If
they
come
up
in
that
search,
he
would
have
gotten
an
email
from
me.
G
Yeah,
I
would,
I
would
recommend
he
gets,
he
gets
registered
it
might.
It
would
be
too
late
for
this
one
for
this
specific
contract,
but
you
know
we
have
plumbing
work
and
we're
the
largest
landlord
in
the
city
of
pittsburgh,
so
we
have
tons
of
properties
where
something
needs
addressed,
and
you
know
our
plumbers
are
overworked,
so
we
tend
to
go
out
for
more
and
more
plumbing
repair.
Yeah.
That's.
C
G
Probably
for
the
first
year,
largely
due
to
the
lock
down
two,
we
also
couldn't
get
into
units
to
fix
unless
it
was
an
emergency.
G
So
for
this
first,
this
first
year
we're
probably
going
to
use,
like
I
said,
one
plumber
from
the
dentist
and
one
plumber
from
pm
pretty
much
every
day
for
for
pretty
close
to
the
first
year.
Ideally,
you
know
it'll
slide
downwards
and
less
and
less
and
less
because
we'll
finally
get
like
staff,
you
know
so.
C
Do
these
companies
have
a
diverse
workforce
that
you
know
of
I
mean
we
don't
always
take
that
into
consideration,
but
since
this
is
kind
of
thin.
G
Yeah
you're
gonna
have
to
bear
with
me
here.
While
I
look
up,
we
do
ask
that
they
include
a
let's
see
if
I
can
find
it.
I
G
Well,
we
we
accept
any
any
any
reputable
third
party
certification,
whether
it's
pucp
or
we
bank,
or
or
whatever.
We
we
accept
it
through
the
efforts
of
the
authority.
G
It's
just
not
there.
It's
not
like.
We
can
find
like
a
minority
plumbing
parts
supplier
because
they
they
are
not
supposed
to
supply
parts,
we're
supplying
all
the
parts.
As
far
as
our
yeah.
I
I
G
Right,
that's
when
I
tried
to
I
tried
to
include
so
I
emailed
like
I
said
I
had
email
communication
with
everybody.
I
could
find
on
the
pa
ucp
website
that
that
was
registered
under
plumbing,
I
communicated
with
the
african
american
chamber
of
commerce
to
try
to
get
this
ifb
out
on
the
street
he
advertised
in
the
post-gazette
we
advertised
in
the
pittsburgh
courier
for
for
four
weeks.
I
A
D
Various
industries
where
we
just
didn't
have
a
lot
of
minority
or
women
businesses
to
pull
from.
I
would
like
to
know.
I
guess
that
what
part
of
the
process,
obviously
they
did
their
due
diligence,
I
will
go
ahead
and
throw
in
that
there
is
a
hispanic
chamber
out
there
too,
off
the
top.
A
lot
of
these
commissioners
heads.
I
think
that
the
disconnect
is
coming
where
we
do
know
a
ton
of
these
companies
that
our
women
are
business
owned.
D
Maybe
you
know,
as
us,
the
commissioners
and
knowing
the
the
process,
we
can
alert
our
these
company
owners
that
they
need
to
do
their
steps
on
their
own,
their
processes
so
that
they
can
be
considered
in
the
first
place.
But
you
know
just
knowing
I'm
sure
each
one
of
the
one
of
us
having
a
bunch
of
businesses
just
kind
of
rolling
around
that
we
know
about
how
can
we
close
that
gap
from
missing
this
one
step
so
that
they
would
be
considered
in
a
timely
fashion
prior
to
having
you
know,
no
actual
participation.
J
C
Notified
for
every
single
thing,
that's
coming
out
the
bid,
but
then
with
the
housing
authority.
What
he's
explaining
and
describing
is
that
he
actually
went,
and
you
know
published
it
in
the
post-gazette
and
published
it
in
the
courier,
and
I
mean
I
know
that
zero
and
zero
is
is
kind
of
startling
for
us,
especially
from
coming
from
the
housing
authority,
because
they
do
such
an
amazing
job.
You
know
all
the
time.
C
So
if
that's,
why
I
wanted
brandon
to
have
this
opportunity
to
explain
this
unique
situation,
and
you
know
it's
up
to
you
guys
how
which
way
you
want
to
want
to
vote.
You
know
I
heard.
C
G
C
G
Mean
we
don't
if
it's
an
emergency
we've
sent
our
plumbers
in
with
full
ppe
to
go
and
take
care
of
emergencies.
However,
some
of
the
non-emergency
stuff
like
if
there's
like
a
like
a
somebody's
drain,
is
slowly
like
draining
down
that
that's
kind
of,
unfortunately
with
with
cove,
but
it
just
has
been
lower
on
the
priority
scale,
and
this
is
to
try
to
help
clean
that
up.
G
Yeah,
ideally,
ideally
we
don't.
We
don't
necessarily
need
them
for
all
five
years,
because
we're
able
to
actually
hire
staff
and
replace
them,
but
worst
case
scenario.
This
is
five
years
and
I
did
pull
up
so
pittsburgh.
Property
maintenance,
part
of
our
bid
packages.
Is
we
ask
that
they
include
their
firm
demographics?
G
They
have
four
employees
that
they've
listed.
Two
are
white
and
two
are
african-american
and
then
d
dennis
plumbing
has
listed.
G
G
J
C
K
A
To
the
city
of
pittsburgh:
yes,
this
is
number
five.
This
is
from
public
works.
This
is
for
the
homewood,
the
professional
design
service
for
the
homewood
park.
Infrastructure
upgrades
the
prime
on
this
one
has
applied
for
their
mve
certification.
A
They
haven't
gotten
it
yet,
due
to
the
the
cobit
situation,
we
have
mbe
at
two
percent
wbe
at
four
point:
four
percent.
They
also
have
a
veteran's
business
on
here
for
five
percent.
Now,
when
they
get
their
certification,
this
will
turn
into
a
100
project,
so
we're
just
waiting
for
them
to
get
their
certification.
A
So
we'll
we'll
talk
to
this
is
andrea.
Is
going
to
present
this
to
us,
andrea.
L
Hi
hi
everyone,
my
name
is
andrea
ketzel,
I'm
the
landscape,
architect
in
dpw
and
I'll,
be
the
project
manager
for
the
homewood
park
project.
I
just
wanted
to
give
a
little
bit
of
background
on
this
project.
I
was
went
through
an
extensive
interview
process.
We
included
members
of
the
community,
the
homewood
community
as
part
of
that
process,
interviewing
consultants
and
also
selecting
the
consultant
for
this
project.
L
We
agreed
unanimously
unanimously
on
studio
zodi
and,
unfortunately,
sarah
wasn't
able
to
make
it
she's
the
principal
and
owner
of
studio
zodia.
Who
is
our
prime
consultant
for
the
project,
but
she
did
prepare
a
statement
for
today
and
if
you
wouldn't
mind,
I'd
like
to
read
that
to
you
all,
because
I
think
it
explains
a
little
bit
of
why
our
percentages
look
low,
but
they're
they're,
actually,
not
so.
L
Sarah
said,
I
believe,
undoubtedly,
that
the
commissioning
of
the
studio
zodie
team
for
the
homewood
heart
park
project
is
aligned
with
the
goals
of
eorc
to
support
minority
and
women
business
enterprises
piozodi.
The
prime
consultant
is
a
100
black
woman,
woman-owned
firm
with
just
.02
of
licensed
landscape
architects
in
the
country
identifying
as
black
women.
I
am
grateful
for
the
impact
that
projects
like
this
present,
not
only
for
the
project's
community
and
stakeholders,
but
also
for
our
industry.
L
L
So,
as
chuck
said,
they
have
not
been
certified
yet,
but
they
are
100
percent
black
woman-owned
firm
and
if
you
have
any
questions
about
the
process,
please
just
let
me
know
well.
H
H
Because
of
covet,
so
that
would
be
my
only
statement.
C
That
wasn't
mentioned
and
chuck,
and
I
discussed
that
yesterday
this
this
minority
women-owned
business
applied
for
it
and
it.
B
C
She
she
applied
for
it
like
six
to
eight
months
ago,
and
it's
been
delayed
because
of
kovid,
so
certainly
shouldn't
be
penalized
for
that.
For
that
you
know,
situation.
E
And
chuck,
I
might
be
reiterating
you
know
all
the
information
that
we
just
went
over
so
when
studio
zodi
becomes
certified,
this
project
will
be
100
and
be
correct.
Okay,
okay,
all
right!
Thank
you
for
that
joe.
C
A
I
I'd
like
to
make
one
more
correction:
it
would
be
a
hundred
percent
with
the
veterans
so
for
us,
it'll
be
95
james,
but
the
five
percent
veterans
are
dealing
perfect,
perfect.
I
A
A
H
A
Okay,
guys
we're
gonna
move
on
to
a
quick
items
for
the
commission.
The
first
one
is
the
the
itq
work
orders
that
ponzi
is
going
to
update
you
on
you
guys
on
right
now.
K
Yeah
so
hello,
commissioners,
hello,
everyone.
I
just
wanted
to
give
a
quick
update
on
the
work
order.
So,
as
you
know
so
far,
there
have
been
76
itq
plans
that
have
been
approved
approved
since
the
beginning
of
the
year,
and
we
have
around
nine
work,
orders
that
have
been
issued
so
we'll
be
tracking
them
in
the
in
this
format.
We
have
a
work
order
that
comes
in
and
at
our
end,
that's
how
we
are
tracking
it.
So
I'm
going
to
just
quickly
run
through
these.
K
There
are
nine
of
them,
and
then
I
then
we
needed
to
see
clarification
on
a
few
items.
So
here
the
first
one
is
the
nine
mile
run
wetland
monitoring,
so
the
location
here
would
be
frick
park,
the
watershed
at
frick
park
and
the
prime
here
is
civil
and
environmental
consultants
they
are
in
serving-
and
this
is
their
address.
They
don't
have
any
sub
consultants
on
this
project
and
their
work
activity
primarily
would
involve
monitoring
the
wetland
and
then
basically
preparing
reports
for
three
years.
20
from
2020
to
2022..
K
The
project
would
be
a
cost,
would
be
29
000
dollars
and
it's
gonna.
It's.
It
started
already
it
started
in
may,
and
this
is
going
to
be
for
three
years.
So
so
we
have
nine
such
projects
and
what
I
needed
clarification
on
was
like.
There
are
some
projects
like
we
have
the
district,
seven
city
farms
where
they're.
Basically,
so
you
see,
there
are
like
two
consultants
here
grounded
and
there
is
grow
pittsburgh,
but
these
sub
consultants
that
are
mentioned
here
they
don't
appear
on
the
the
original
approved
plan.
A
So
so
what
we
want
to
try
to
do
next
meeting
guys
is
get
jennifer
ozinger
in
here
on
the
meeting
to
explain
to
us
how
these
crimes
are
getting
different
subs
than
the
ones
that
were
agreed
to
in
the
beginning
of
these
at
the
itq
yeah.
This
is
process.
A
C
Well,
but
here's
here's,
here's
something
we
can
do
to
hold
their
feet
to
the
fire,
the
the
prime
that
we
approved
because
they
had
subs
that
were
approved
and
they,
if
they
didn't
use
them,
then
we
can.
We
can
push
that
those
primes
don't
they're.
They
don't
get
considered
for
the
next
projects.
That's
how
this
was
supposed.
This
is
that's
how
it
was
explained
to
us
and
that's
how
it's
supposed
to
work.
C
A
We
do
have
teeth.
This
follows
into
our
next
little
segment
that
I
want
to
talk
about.
Is
the
city
codes
177a?
I
want
you
guys
to
take
a
look
at
it,
because
there
is
a
compliance
component
in
there.
There
are
four
or
five
different
measures
that
we
can
take,
that
we
can
use
to
either
prevent
this
or
to
have
sanctions
or
to
have
some
type
of
relief.
A
It's
177
city
code,
please
look
at
it
and
and
we'll
go
we'll
try
to
dive
into
it
next
week.
It
has
a
plastic
that
is
1777
a.
B
B
C
Yeah
but
I
know
what
you
are.
A
A
A
C
C
J
Specifically,
everyone
should
probably
focus
on
section
177,
a
.010
which
deals
with
sanctions,
zero,
one,
zero,
yep
and
then
point
zero.
Eight
also
deals
with
the
compliance
review
process.
C
J
C
Okay,
so
I'm
gonna
ask
all
commissioners
to
familiarize
yourself
with
the
with
the
sections
and
the.
C
We're
gonna
make
sure
that
we
have
jennifer
in
front
of
us
to
review
these
discrepancies
yeah.
This
is
like
you
know.
I
said
in
the
begin
when
we
first
started
talking
about
this.
This
is
what
I
was
afraid
of,
so
we
really
have
to
kind
of
nip
it
in
the
butt,
because
we
don't
want
to
want
this
moving
forward
becoming
a
habit.
F
Yeah
absolutely
yeah.
I
I
hate
to
try
to
bring
chuck
into
this.
If
we
can't
hear
what
he's
saying
but
chuck
have
you
had
any
communication
with
jennifer
about
what
is
going
on
with
these
contracts
like
has
she
acknowledged
that
this
is
a
thing
that
has
happened?
Do
they
know
that
this
is
a
thing?
That's
happened
like
do
you
know
anything
about
what
is
going
on?
K
It
in
the
chat
so
far
no
we
haven't
been
able
to
communicate.
Did
you
hear
me.
