From YouTube: Equal Opportunity Review Commission Meeting - 7/20/23
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
B
Sure,
thanks
Chuck.
Are
we
anticipating
another
commissioner,
though,
because
yes,.
A
We
are,
we
have
two
more
commissions
or
both
the
jobhead
commissioner
Cornett
and
commissioner
Ivan
yeah
I
was
supposed
to
jump
into
okay.
C
Yes,
now
we
have,
we
have
five
commissioner
Jenna
Kramer
just
joined
great
awesome.
Awesome.
A
B
Right
well,
then,
welcome
everybody
to
the
July
meeting
of
the
URC.
We
will
start
off
with
entertaining
a
motion
to
approve
our
June
meeting
minutes.
A
Aye,
thank
you
Commissioners.
Okay,
we'll
start
we
have.
We
have
seven
projects
to
review
today,
the
first
four
Housing
Authority,
we'll
start
with
the
first
one
who
positive
people
put
that
analysis
up.
That's
for
Legal
Services.
A
The
numbers
are
good,
I'll
turn
it
back
over
to
you,
commissioner.
Push
it.
B
Okay,
just
because
we
have
a
couple
of
new
Commissioners
and
for
anybody
who
might
be
watching
at
home,
we
will
start
off
with
presentations
of
each
of
the
plans
by
the
official
that's
connected
to
the
contract.
B
Ideally,
what
we're
looking
for
is
more
about
how
they
met
the
goals
and
if
they
did
not
what
the
good
faith
effort
around
the
attempt
to
meet
the
goals
was
after
that
we
will
have
questions
from
any
of
the
Commissioners
who
might
wants
more
insight
into
that
process.
If
there
are
primes
or
subprimes
on
the
call,
they
are
welcome
to
jump
in
and
answer
questions
too,
and
when
we're
done
with
all
the
the
questions,
then
I
will
entertain
a
motion
to
approve
the
plan.
B
So
we
have
Pros
here
for
most
of
these,
so
I,
don't
know
whether
it's
Ronaldo
or
or
Kim
that'll
be
doing
the
the
presentation
here.
But
if
you
could
start
off
with
this,
this
plan,
we'd
really
appreciate
it.
E
Good
afternoon,
Commissioners
thanks
for
having
us,
so
the
first
plan
that
we
have
is
for
our
legal
services
for
various
practice
areas.
It's
an
8
million
two
hundred
thousand
dollar
contract
and
it
is
for
five
years.
We
do
have
three
primes
on
the
project
and
we
also
have
two
mbes
and
two
wbes
on
it,
as
well,
with
the
percentage
of
36
percent
or
that's
two
million
952
000
for
the
MBE
and
14
or
1
million
one
hundred
and
forty
eight
thousand
for
the
wbe
on
the
projects.
E
F
D
I
have
one
question
this
commissionable:
throw
up?
Are
there
Ronald?
Do
you
have
any
minority
law
firms
in
your
database?
That's
local.
E
I
would
have
to
get
back
to
you
and
kind
of
dig
in
to
see.
If
we
do,
I
could
take
a
look
at
the
Outreach
I
know
we
have.
I
would
have
to
take
a
look
and
get
back
to
you
on
that.
D
The
reason
I
asked
because
I
mean
I,
know
four
law
firms
off
the
top
of
my
head.
I
was
just
wondering
why
they're
no
locals
at
all.
You
know
in
terms
of
minority
law
firms
that
would
be
very
helpful
for
to
boost
their
practice
and-
and
these
guys
and
ladies,
are
very
competent,
so
I'll
just
be
interested
in
knowing
that
whether
or
not
you
guys
have
any
any
minorities
in
your
any
local
minorities
in
your
database.
F
If
I
could
interrupt,
commissioner
I
I
do
believe
that
some
of
the
law
firms
that
we
reached
out
to
did
not
specialize
in
some
of
the
fields
that
we
have
here.
I
know,
for
example,
one
of
our
some
of
the
ones
that
do
the
the
Freeman's
hearings
and
things
like
that.
That's
on
a
separate-
and
they
do
not
specialize
in
this,
but
we
do
have
some
minority
law
firms.
F
A
Okay,
that
wasn't
passes
will
move
to.
230702
is
another
Housing
Authority
contract
and
the
Prime
on
this
one
is
a
certified
mde
and
they
do
have
a
subcontractor
in
the
subcontractor
on
it.
Also.
I
E
Our
investment
advisor
Services
again,
it's
another
professional
service
contract
that
we
do
have
so
it
has
a
very
specific
scope
of
service.
It
is
a
five-year
contract
in
the
amount
of
a
hundred
and
twenty
four
thousand
five
hundred
dollars
emerging
Financial
Services.
They
are
a
certified
MBE,
along
with
their
bringing
on
a
loop
capital
markets,
which
is
another
certified
MBE.
So
we
have
for
MBE
participation
and
97.2
percent
totaling
120
785
dollars.
D
B
I'm
just
curious
because
we
know
that
Professional
Services
are
notoriously
difficult
to
break
up
what
what
is
the
three
percent
that
is
not
included
in
here.
E
Yes,
sorry
about
that,
so
yeah!
So
just
the
way,
because
of
the
way
that
the
contract
is
managed,
the
full
because
of
the
way
our
goals
are
set
up
at
18
for
MBE
and
seven
percent
for
wbe.
E
B
So
is
that
the
the
subs
that
are
listed
here-
the
local
markets?
Yes,
okay,
okay
and
presumably
there-
this
isn't
the
type
of
thing
that
can
be
broken
out
in
any
way
that.
E
Is
correct,
yeah,
it's
a
very
specific
services
that
the
requesting
department
is
asking
for.
D
A
A
B
Sure
Ronaldo
do
you
want
to
add
anything
to
that
yeah.
E
E
So
this
particular
scope
of
services
will
primarily
be
working
with
our
HR
Director
it
they
do
not
have
any
MBE
or
wbe
participation.
However,
the
prime
or
the
principal
Beverly
Moultrie
is
an
African-American
woman
who
will
be
spearheading
the
project
and
leading
it.
So
again,
they
had
a
very
specific
Services.
The
length
of
the
contract
is
about
six
months
six
months
for
a
hundred
and
forty
four
thousand.
E
They
are
actually
they
have
multiple
locations,
but
this
specific
location
where
Beverly
her
office,
her
physical
office,
is,
is
located
in
Tennessee.
E
There
are
other
bids,
but
this
was
also
an
RFP
that
we
put
out
as
well.
So
there
was
like
a
complete
evaluation
process
that
went
along
with
that.
B
Okay
Commissioners
sounds
like
one
of
these
types
of
Professional
Services
contracts
that
you
know
difficult
to
divide
up
and
the
winning
bid
is
the
winning
bid.
So
is
there
a
motion
to
approve
before.
D
We
make
that
a
motion
to
to
approve
I
would
like
to
recommend
to
the
Housing
Authority
that
just
looking
at
the
history
of
the
Housing
Authority,
they
do
a
lot
of
Contracting
outside
of
the
city
and
I'm
just
concerned
I'm
not
just
with
this
particular
synopsis,
but
they
are
I'm
just
not
sure
whether
or
not
they
are
as
aggressive
as
they
could
be
to
bring
local
dollars
into
the
city,
because
their
budget
is
huge.
D
The
city
is
doing
a
much
better
job,
so
I
just
really
encourage
them
to
really
you
know
to
to
to
do
more
with
those
kind
of
dollars
leaving
the
city
of
Pittsburgh.
It
bothers
me
so
just
a
note
for
the
record.
F
I'm,
sorry
to
bother
you
sorry,
Ronaldo's
doing
a
great
job
and
I
would
I
would
really
like
to
implement
to
suggest
that,
as
you
know,
we
go
out
into
the
communities
we
put
these
in
all
the
papers.
We
send
them
to.
You
know
yourself,
commissioner
balthrop
we
send
them
to
the
city,
we
put
them
in
the
Post-Gazette
The
Courier
the
business
times.
F
We
are
actively
trying
to
get
as
many
minority
companies
within
the
city
to
bid
on
our
projects,
but
they
also,
we
cannot
restrict
any
of
our
contracts
to
the
location
of
the
city
of
Pittsburgh.
So
when
we
put
these
out
there
again,
we
try
very
diligently
to
make
sure
that
mbewbe
firms
within
the
city
of
Pittsburgh
do
get
that.
F
One
of
the
things
that
I'm
trying
to
do
again
with
our
board
of
directors
is,
we
are
going
to
have
a
meeting
and
I
would
like
to
when
I
find
out
when
the
meeting
is
I
would
love
to
for
you
guys
to
try
to
attend.
But
one
of
the
things
that
we're
trying
to
do
is
figure
out
a
way
that
would
encourage
and
even
help
us
to
get
minority
and
the
the
people
that
lived
in
this
city
to
to
bid
on
the
contracts.
Because,
as.
F
Of
the
things
I
always
tell
all
of
our
minority
and
women
are,
businesses
is,
if
you
don't
take
the
time
to
bid
on
the
contract,
I
I,
there's
nothing
else.
I
can
really
do
so.
You
have
to
take
the
time
to
put
that
in
there
and
if
we
don't
receive
those
again,
these
are
evaluated
throughout
you
know
from
from
The
Authority,
so
we
can't
put
a
jurisdiction
or
a
location
to
say
if
you're,
not
within
that
jurisdiction,
you
can't
bid
on
that
project.
That
would
then
really
put
us
into
a
bind.
G
G
Why
is
that
different
and
again,
just
if
you
can
just
repeat
who
else
you
know
or
were
there
other
folks
that
applied
for
this
I'm,
just
struggling
that
it's
you
know
not
not
only
that
it's
not
local,
but
it's
not
minority
or
women
owned
Sarah
can
I
add.
G
J
I
think
I
I
feel
uncomfortable
about
seconding
it,
but
I
think
for
that
question
specifically
because
it
is
an
RFP.
Does
your
evaluation
process
internally
look
different
in
any
way
with
the
submissions
that
you
do
receive
or
does
it
impact
you
know
decisions
is
it
you
felt
like
this
was
definitely
the
highest
qualified
team
and
group
to
move
forward,
but
it
is
hard
because
it's
still
a
significant
amount
of
money
over
a
short
period
of
time
and
that
we
don't
have
any
percentages
on
this.
E
Okay,
so
yes,
we
did
receive
three.
Actually,
we
did
receive
three
proposals
for
the
specific
RFP
that
we
did
have
and
it
does
go
through
for
rfps.
It
does
go
through
an
evaluation
process,
so
there
was
an
evaluation
team
where
they
had
to
look
at
various
criteria
and
again
this
is
a
very
specific
scope
of
services
that
was
being
required
from
our
HR
department.
F
So
if
I
could
interject
again
again,
I
think
Ronaldo's
doing
a
great
job
and
I
hate
to
step
on
her,
but
in
the
RFP
process.
So
we
received
bids
and
proposals
from
certain
vendors.
We
then
select
three
individuals
from
the
authority
to
evaluate
those
proposals
and
it's
based
on
the
methodology
criteria,
their
MBE
wbe
and
all
those
things
are
scored
in
points.
F
So
once
all
of
those
the
three
come
back
to
us,
we
then
do
a
master
log
and
if
there's
any
discrepancies,
for
example,
if
someone
gave
five
points
for
methodology
and
there
was
20
20
points
and
someone
else
gave
10
or
you
know
20,
then
we
would
get
that
group
together
and
come
up
with
why
each
of
them
gave
that
particular
score.
F
The
fees
on
this
particular
or
the
fees
of
rfps
are
never
seen
by
the
people
evaluating
that,
because
we
don't
want
that
to
sway
them,
because
if
someone
says
oh
I'll
do
it
for
144
000
and
then
they
get.
You
know
someone
else's
two
hundred
thousand
well,
then,
of
course,
someone's
gonna
say:
oh
I
want
to
give
it
to
the
lowest
person,
so
the
fees
are
evaluated
by
our
Chief
Financial
Officer,
someone
that
he
designates
so
once
all
that
information
is
then
compiled,
then
we
meet
with
the
requesting
department
and
go
over
all
of
that.
F
F
So
that
is
why
we
are
going
out,
and
it's
so
specific
that
we
need
them
to
look
at
every
job.
That's
there
to
say:
are
we
paying
them?
The
rate
that
we
need?
Is
there
something
we
could
do
to
retain
and
keep
these
people
here?
So
I
think
that
that
part
would
be
very
difficult
to
get
a
minority
firm
up
to
speed
with
them
and
then
be
able
to
compile
all
of
that
and
get
it
back
to
us
in
six
months,
but
they
did
meet
all
of
our
our
criteria.
F
As
for
the
other
firms
that,
were
there,
I,
don't
believe
any
of
the
other
firms
were
minority
owned
firms
or
women
owned,
but
I
think
Ronaldo
could
answer
that
I
think
if
I'm
not
mistaken,
but
so
that
is
why
we
were
coming
trying
to
get
this
one
through
I
hope
that
answered
your
question.
D
And
you
know
my
concern
also.
Is
that
I
understand
you?
You
do
a
very
good
job
in
terms
of
sticking
to
the
rules
and
regulations
and
I
understand
that
I
understand
that
you're
a
legal
boundaries
to
follow
also,
but
even
though
a
lot
of
these
Professional
Services
are
have
a
level
of
specificity,
I
still
think
there
could
be
something
done
when
you're
putting
these
rfps
together
to
let
these
minority
companies
such
as
mine,
know
what
the
situation
is.
D
It's
been
my
experience
just
to
and
I'm
not
saying
you
do
this,
but
they
go
through
the
good
face,
good
faith
effort,
it's
just
emotion,
so
that
they
can
get
it
approved
by
you,
but
I
think
we
can
do
more
in
terms
of
our
due
diligence
if
you
would
really
especially
on
these
jobs
with
that
type
of
specificity,
reach
out
to
the
commercial
to
the
minority
community
and
see
if
they
will
give
you
some
input
within
your
scope.
I
know
what
you're
going
to
say.
D
We
got
legal
boundaries,
I
understand
that,
but
I
still
think
that
you
guys
got
enough
100
years
worth
of
Education
in
that
department
to
be
creative
enough,
since
we
want
to
see
all
these
zeros
every
time
we
review
these
contracts.
F
F
As
you
know,
commissioner
balthrop
we
have,
we
have
Ronaldo,
has
contacted
you
on
several
occasions
with
rfps
and
ifps
that
are
going
out,
and
we've
also
had
the
individuals
that
you
sent
to
us
sign
up,
for
you
know
to
get
the
emails
that
when
we
push
these
out
there-
and
we
also
have
again
pre-bid
meetings
and
things
of
that
nature,
to
try
and
make
sure
we
even
list
the
pre-bid
meetings
on
the
website
sending
out
emails
to
say,
hey
these
people
were
at
the
meeting.
F
You
may
not
be
able
to
be
the
prime,
but
you
could
certainly
contact
them
to
try
and
at
least
be
part
of
the
sub.
So
it
is
something
that
we,
you
know
we
are
actively
and
and
always
trying
to
improve,
to
get
the
mbewb
and
local
companies
to
bid
on
these
and
to
even
contact
them.
We
we
put
in
our
Professional
Services,
rfps
and
ifps
that
the
prime
has
to
contact
10,
10,
subs,
mbes
and
wbes
certified,
but
I
also
try
and
tell
people
don't
wait
for
them
to
call
you
call
them.
F
I
I
have
an
opportunity
here.
So
let
me
try
and
help
you
to
meet
our
goals
and
that's
one
of
the
things
I
always
tell
them.
Let's
try,
you
know,
don't
put
the
onus
on
the
prime
as
the
sub.
If
you
can
do
this,
you
should
contact
them
as
well
and
say
because
then,
if
I
get,
if
I
get
information
that
the
sub
contacted
them
and
they
were
able
to
do
something,
and
then
this
person
says
well,
I
contacted
everybody
and
nobody
did
that.
F
D
F
E
I,
just
also
want
to
add
that
whenever
we
do
have
our
pre-bid
meetings
like
we
try
to
start
as
early
in
the
process
as
as
possible,
so
part
of
the
Outreach
efforts
of
making
sure
utilizing
the
paucp
website
in
other
areas
to
make
sure
that
certain
businesses
do
fit
within
the
scope
of
services
that
we
are
requesting,
but
especially
when
we
do
have
our
pre-bid
meetings
asking
if
there's
any
mbes
or
wbes
or
other
dbe
businesses
that
are
part
of
our
pre-bit
meeting
and
asking
them
to
identify
themselves
and
then
also
listening
them
on
our
pre-bid
sign-in
sheet
as
well.
E
In
case
someone
was
unable
to
attend
the
meeting,
but
hey
they
could
take
a
look
to
see
what
these
MBE
or
wbe
firms
are
as
well,
and
we've
also
recently
started
adding
and
seeing
if
any
businesses
are
section
three
as
well.
So
just
trying
to
do
our
due
diligence
but
trying
to
think
of
every
step
of
the
process
to
make
sure
that
we're
hitting
those
areas
of
make
of
of
doing
this
much
Outreach
as
possible
for
MBE
and
wbe
participation.
B
B
You
know
this
is
one
probably
that
didn't
have
you
know
it's
not
a
super
big
contract
and
it's
a
professional
service.
It
probably
didn't
have
a
lot
of
space
to
divide
up
for
for
Subs.
B
But
you
know,
all
of
the
comments
being
made
are
are
relevant
to
all
of
the
the
contracts
that
that
would
come
before
us.
So
we
do
still
have
a
a
motion
on
the
table.
I,
don't
I,
don't
know
if
something
I'll.
J
Make
a
second
thank
you
for
thank
you
for
the
added
information
and
feedback,
it's
very
helpful,
and
we
appreciate
all
the
work
that
you
guys
do
before.
Bringing
all
of
this
to
the
commission
so,
but
make
a
second.
G
And
let
me
just
say
that
I'm
I'm
going
to
support
this
in
part,
because
what
I'm
hearing
is
that
you
know
this
is
a
really
important
service
for
employees
and
I.
Don't
want
to
hold
it
up.
It
sounds
like
it's.
You
know
it's
pretty
critical
at
work
and
I'm
glad
to
hear
a
minority
woman
will
be
leading
the
work,
even
if
she's,
not
the
owner,.
B
Yes,
thank
you
for
that,
commissioner
Siegel.
Okay,
all
in
favor.
H
A
Okay,
thank
you.
Commissioners.
The
project
passes
we'll
go
now
to
2307.04.
This
is
a
construction
project,
Housing
Authority.
Again
it's
for
store
and
K
catch-basing
maintenance.
Yes,
for
a
million
dollars,
and
as
of
today,
we
haven't
heard
anything
from
the
prime
or
participation.
B
Okay,
so
Ronaldo,
if
you
would
specifically
address
the
lack
of
participation
here
and
how
there
was
a
good
faith
effort
that
was
either
complied
or
not
complied
with,
that
would
be
really
helpful.
E
Sure
so
I
do
want
to
make
a
correction.
This
actually
is
a
five-year
contract
with
Robinson
Pipe
Cleaning,
as
C
Prime.
They
did
demonstrate
their
good
faith
efforts,
which
was
included
in
the
plan
that
was
submitted
by
the
fact
that
they
did
reach
out
to
10
certified
mbes
and
10
certified
wbes.
E
In
addition,
I
have
reached
out
to
the
prime
Chris
who's
the
point
of
contact
on
this
particular
contract,
and
he
did
provide
me.
He
said
that
he
only
received
two
responses
which
he
did
send
back
to
me
just
as
documentation,
so
they
did
reach
out,
but
he
only
received
responses
back
from
two
people,
and
so
he
he
has
identified
that
he
would
work
with
a
wbe
certified
company
I
believe
there
are
five
traffic
control
services.
E
However,
he
is
unable
to
determine
the
usage
of
work
until
he
hears
back
from
hacp,
because
a
lot
of
what
he
will
be
doing
will
depend
on
the
direction
of
hacp.
So
he
was,
he
was
telling
me
like.
It
was
hard
for
him
to
identify
or
say
of
when
exactly
he
would
need
those
Services
until
he
actually
needs
them.
If
that
makes
sense,
but.
F
F
So
what
will
happen
is
if
we
have,
for
example,
today
we're
supposed
to
have
a
rainstorm
if,
after
tonight,
in
the
middle
of
the
rainstorm,
the
pipes
get
the
sewers
get
clogged
or
something
of
that
nature,
and
we
need
to
have
them
come
out
and
clean
that
that
is
what
that
this
is
how
that
works.
So
it's
not
something
that
they
can
schedule
every
day.
F
This
is
a
task
order
based
where,
if
the
services
are
needed,
they're
going
to
have
to
then
come
in
look
at
that
service
and
say:
okay,
I'm
in
a
main
street,
so
I'm
going
to
need
to
have
a
flagger
or
someone
here
to
be
able
to
utilize
them.
So
that's
why
this
this
is
why
that's
pretty
pretty
hard
to
give
them
the
total
amount,
but
I
can
assure
you
that
when
we
do
get
with,
if
this
does
pass
and
the
contract
is
done,
we
will
monitor
when
and
how
much
they
are
being
utilized.
F
Even
though
it's
a
million
dollars,
it's
not
guaranteed
because
it's
a
task
order
based.
So
it
would
be
again
if
tonight
the
sewers
back
up
in
four
or
five
of
our
communities,
then
they
would
get
a
task
order
to
go.
Tell
us
how
much
it's
going
to
cost
for
each
one
of
those
communities
to
be
evacuated.
F
A
I
I
want
to
also
say
Commissioners.
If
you
can
hear
me,
I
spent
the
prime
by
opposite
of
a
list
of
possible
whether
they
could
reach
out
to
on
this
project.
A
Said
the
prime
several
conspiracies
of
company
that
I
thought
would
fit
the
score
for
the
project,
but
I
didn't
hear
back
from
them.
Yet,
okay,.
D
Awesome
Mr
chairwoman
I
am
this:
was
a
contract
that
Disturbed
me
the
most
I
understood
that
the
compensation
I
understood
that,
but
this
contract
Disturbed
me
the
most.
This
is
where
you
saw
my
frustration
because
that
there
I
think
this
contract
needs
more
work
and
I
think
that
they
need
to
to
reach
out
to
more
minorities,
because
this
is
no
minority
participation
and
it's
a
large
contract.
D
So
I
truly
think
this
contract
needs
more
work
before
they
will
should
have
should
have
been
done
prior
to
coming
to
the
commission.
I
looked
over
all
of
the
paperwork
regarding
this
230704.
This
one
really
jumped
off
the
page,
so
I
even
called
Chuck
about
it
and
asked
him,
and
he
it
didn't,
have
a
response
that
could
justify
the
numbers
either.
B
I
tend
to
agree
conditioner,
especially
how?
How
is
it
and
I
know
we
see
these
from
time
to
time
with
the
the
task
order
it?
How?
How
are
the
the
contracts
with
the
prime,
the
subprimes
written
than
like?
Is
there?
Is
there
just
no
amount,
there's
no
scope
of
work,
I
mean
there.
There
must
be
something
put
into
those
contracts
that
would
allow
it
to
be
monetized
in
some
way.
F
So
I
think
one
of
the
things
that
we
would
probably
have
to
sit
down
and
do
is
when
we
do
a
contract,
we
do
not.
The
Housing
Authority
does
not
do
a
contract
with
the
sub.
The
sub
has
a
contract
with
the
prime.
We
then
have
a
contract
with
the
prime,
but
we
monitor
the
amount
that
the
sub
is
getting
on
a
quarterly
basis
and
that's
where
he
could.
F
F
So
that's
where
that
you
know
that
comes
into
play
again,
one
of
the
things
I'd
love
to
sit
down,
and
we
could
try
and
figure
this
out
as
to
how
we
can
we
don't
want
the
sub
to
say
you're
going
to
get
18
of
the
contract,
because
the
the
prime
doesn't
is
not
guaranteed
the
million
dollars.
The
million
dollars
is
what
we
are
going
to
the
board
to
say:
we
won't
overspend
this
in
the
five
years.
So
I
think
you
had
two
good
questions,
one
seeing
if
they
can
work
outside
the
box,
I
mean
we're.
F
We
certainly
would
like
to
see
that
information
come
back
to
him
and
to
us
and
just
as
the
flaggers
I
think,
that's
what
Ronaldo
you
said
he
was
trying
to
utilize
flaggers,
so
maybe
sitting
down
with
him
looking
and
seeing
if
there's
something
outside
the
box
other
than
the
flaggers
I
mean
they
still.
E
Correct
he's
not
on
this
call.
B
G
B
F
I
think
that
if
you,
if
you
would
allow
it
I'm,
not
sure
if
I
can,
if
I
can
suggest
this,
but
I
think
that
we
could
certainly
sit
down
with
the
vendor
work
with
him
and
bring
this
back
next
month,
I
would
I
would
certainly
go
back.
We
could
also
involve
you
know
some
of
the
Commissioners
to
see
if
they
have
ideas
on
how
we
could
get
these
to
meet,
how
they
could
get
the
people
to
meet
the
goals.
F
We
would
certainly
like
to
work
on
that
to
get
it
passed,
so
I'm,
not
sure
if
you
can
table
or
if
you
would
have
to
just
I,
can't
make
that
suggestion,
but
we
would
certainly
work
diligently
with
him
to
come
back
to
you
next
month
to
at
least
show
that
hey
we
did
this
we're
trying
to
do
this.
This
is
what
we've
come
up
with,
and
here's
how
we
can
do
that.
A
Thank
you,
Commissioners
director,
District,
we'll
take
this
till
next
month.
Okay,.
F
F
And
Chuck
I
will
get
with
Miss
Colvin,
we'll
sit
down,
we'll
come
up
with
a
plan
we'll
meet
with
the
vendor,
we'll
get
you
guys
involved
in
that,
and
then
we
will
come
back
to
the
table
next
month
with
this
yeah
I
appreciate
you
all.
Thank
you
very
much
and
again,
I
love,
I
love.
The
fact
that
you
guys
asked
questions.
F
A
A
The
next
project,
guys,
okay,
we're
going
to
the
city
now
we're
done
with
housing,
we're
going
with
City
the
first
one
up
is
23.07.05..
It's
the
Homewood
field
project
contact
manager,
the
Prime
on
this
is
Cosmos
technology
they're
from
Pittsburgh.
By
the
way,
I
didn't
put
it
on
you,
sorry
they
are
certified
in
the
E
and
they
have
a
veteran
business
on
here
with
them
for
5.56
percent.
So
the
total
of
this
one
is
100
percent
participation.
B
Okay,
Miss
ketzel
DPW
tell
us
a
little
bit
about
this
project
and
how
you
got
to
the
participation
that
you
have
here.
K
First,
so
this
is
it's:
it's
saying
that
it's
for
contract
manager,
it's
actually
construction
manager,
so
we
recently
put
the
Homewood
Park
project
out
to
bid
and
because
it's
such
a
large
project,
we
are
using
a
third
party
to
manage
the
construction
on
behalf
of
the
city,
and
so
we
put
out
a
separate
RFP
for
construction
management.
K
Excuse
me
and
received
a
handful
of
full
of
proposals,
but
not
only
did
Cosmos
exceed
the
mwdbe
requirements,
they're
also
very
qualified
to
handle
the
work,
so
we're
excited
to
work
with
them.
B
D
A
Thank
you,
Commissioners.
The
project
passes
we'll
move
to
the
next
one.
We're
gonna
go
to
230707
we're
not
going
to
do
23.
706
I'll,
explain
that
to
you
guys
at
the
end
of
the
meeting,
why
we're
not
doing
that?
Okay,
this
contract
is
also
for
the
plumbing
part
of
their
homework
field
projects.
A
This
is
really
good
guys,
because
both
the
prime
and
CSK
supplies
the
MBE
on
your
or
right
from
Homewood
they're
right
around
both
on
Kelly
Street
right
around
the
street,
from
where
the
the
feeling
is
so
I
really
like
this
one.
This
is
great
commissioner.
Cushman.
B
Okay,
love
to
see
it
Miss
ketzel
again.
Obviously
this
looks
great,
but
if
you
could
give
us
a
little
bit
of
background
on
the
participation.
K
Sure
so
again,
this
is
associated
with
the
Homewood
Park
project
and
we
had
sorry
one
second.
K
I'm
sorry,
so
this
is
associated
with
the
Homewood
Park
project.
We
had
four
separate
crimes
for
the
project.
The
GC.
K
Electrical
and
plumbing
so
far
we're
only
awarding
the
plumbing
and
we
have
to
to
technically
award
to
the
lowest
responsible
bidder
and
because
they
are
meeting
our
requirements
here
and
came
in
at
low
bid.
That's
how
we
selected
this
Plumbing
contract,
but
I
will
give
a
lot
of
credit
to
Chuck
and
commissioner
balser
app
for
coming
and
attending
our
bid
meetings
to
ensure
that
the
bidders
heard
how
important
it
was
to
have
local
and
minority
companies
represented
on
this
project.
B
Okay
questions,
commissioners.
D
I
had
the
pleasure
of
attending
all
the
pre-bid
meetings
and
all
of
the
even
the
bid
opening,
and
they
made
just
a
a
tremendous
effort
to
reach
out
to
minorities
on
this
particular
project
and
I'm,
more
than
satisfied
with
the
two
that
they
selected
and
they're
local
and
they
have
a
large
voice
and
a
large
input
into
the
community.
So
I
was
pleased
that
they
that
they
were
awarded
to
be
it
employment.
K
B
You
yeah
feel
really
good
about
this.
Everybody
should
feel
really
good
about
this.
Is
there
a
motion
to
approve.
A
H
All
right,
hey
everyone,
Joshua
lamondi!
You
know
my
name
for
the
last
two
years
ago,
whenever
I
was
working
with
you
all
I'm
here
with
the
project
manager,
John
Decker
he's
going
to
speak
more
to
the
nature
of
the
work
and
I'm
just
here
to
filling
any
kind
of
procurement
cracks
that
you
guys
might
need
to
have
information
on
that.
I
Jump
okay,
so
this
project
is
for
repair
of
concrete
and
Public
Safety
facilities,
particularly
the
bays
and
the
basements.
What
happens
is
road?
Salt
washing
of
the
vehicles
tends
the
deteriorating
the
concrete
and
the
structural
steel
compromising
in
some
cases,
the
Integrity
of
the
of
the
Bay
Florida,
with
the
largest
of
the
trucks
at
around
70
000
pounds,
it's
incumbent
upon
us
to
repair
those
as
best
we
can
several
years
that
this
hasn't
been
done.
I
So
is
spun
out
of
an
assessment
of
13
Public
Safety
stations
last
year
by
H.F,
wins
Johnstown
and
the
work
will
involve
fixing
cracks.
In
some
cases,
structural
reinforcement,
removing
the
laminated
concrete
patching
that
back
in
and
then
eventually
coating
the
floor
with
a
water
and
salt
group.
Epoxy
it'll
need
some
update
and
maybe
within
five
to
seven
years,
but
this
will
prevent
continuing
damage.
H
D
We
have
a
very
limited
amount
of
lgbtq
participation,
so
I
recommended
this
company
that
I
thought
was
qualified
and
they
did
a
tremendous
job
at
the
airport
and
I
was
wondering
whether
you
had
an
opportunity
to
reach
out
to
them,
which
would
enhance
your
lgbtq
numbers.
Yes,.
A
I
reach
out
to
all
of
the
ltdq
numbers
in
your
stable
commissioner,
Belfort
and
others
from
the
business
Alliance.
Yes,
we
reached
out
to
all
of
them
for
every
contract
we
put
out
I'll
make
sure
that
they
get
a
list
of
everything
we
do.
K
I
Yeah
one
thing
that
may
impact
participation
on
something
like
this
is
the
job
has
a
lot
of
scale,
but
it
doesn't
have
a
lot
of
so
it's
pretty
much
straight
concrete
work.
We
don't
have
those
different
layers
of
mechanical
electrical
Plumbing
right
and
those
kind
of
things.
Roofing.
H
D
B
That's
helpful
information
for
us
other
questions.
Commissioners,.
B
Chuck,
just
kind
of
as
as
an
aside
to
commissioner
balthrop's
Point
you
doing
this
Outreach
to
the
LGBT.
Businesses
is
great
and
I'm
glad
to
hear
that
that's
happening
is
the
message
starting
to
get.
You
know
through
to
primes
that
this
is
something
that
they
need
to
seek
participation
on,
because
I
I,
just
still
don't
get
a
sense
that
anybody
is
yes
really
making
that
yes,.
A
Josh
invites
me
to
all
the
previous
meetings
that
he
has
and
we
invite
all
the
lgbtq
plus
businesses
that
we
have
to
come
to
those
pre-bedrooms.
We
have
had
a
several
come
to
a
few
pre-bid
meetings,
but
we
do
reach
out
to
all
of
them
to
let
them
know,
there's
not
that
many
commissioners
I
mean
that
are
certified
through
the
three
business
alliances
remember
they
have.
They
still
have
to
be
certified
through
we
with
the
Three
Rivers
business
alliances,
our
certifying
body
for
the
lgbtq
plus
community
business
Community.
A
Yes,
we
reach
out
to
the
business
Alliance
and
those
businesses
on
all
our
contracts,
because
I'm
searching
for
improvement
on
those
numbers
too
I'm
trying
very
very
hard
with
that
business.
Community.
A
D
Very
good
I
have
to
excuse
me:
I
have
a
homegoing
service,
I'm
gonna
have
to
rush
to,
but
you
have
my
supporter
in
this
particular
project.
I
have
to
excuse
myself
if
that's,
okay,
okay,
thank
you,
commissioner.
B
Okay,
then,
is
there
a
motion
most.
B
A
A
The
next
thing
I
want
to
talk
about
commissioners
before
I.
Let
you
go
the
reason.
Oh
first
I
got
a
positive
through
the
itqs
I'm.
Sorry
go
ahead
and
pause.
C
So
good
afternoon,
Commissioners,
thank
you
all
for
taking
the
time
to
join
today.
So
there
are
three
most
recent
itq
work
orders.
All
three
of
them
are
from
Department
of
mobility
and
infrastructure.
The
first
one
here
is
project
management,
assistance
for
the
North,
Avenue
signals
and
Safety
project.
The
prime
here
is
CDR
Maguire.
They
have
one
subconsultant
wbe
on
it.
The
total
project
cost
is
85,
546
and
4677
will
be
allocated
to
the
wbe.
C
The
second
one
here
is
inspection
of
non-nbis
bridges.
The
prime
here
is
an
mde.
It
is
Tri-State
design
and
development,
and
the
project
cost
is
72
351..
The
last
one
here
is
Davis
Avenue
Bridge
construction
management
and
construction
inspection.
The
prime
here
is
Michael
Baker
International.
The
subconsultant
here
is
mde
Cosmos
Technologies,
the
project
cost
is
159
721
and
the
subconsultant
is
going
to
receive
71
094..
That's
it
from
me.
Thank
you.
A
A
A
B
Chuck
I
know
you
don't
have
a
Crystal
Ball,
but.
B
Do
you
anticipate
that
they
will
meet
the
goals
because
I
think
it's
hard
for
us
to
have
a
conversation
about
plans
that
don't
meet
the
goals
via
email?
Well,.
A
What
I'll
do
commission
recruitment
if
they
don't
meet
the
goals
or
come
very,
very
close
I
will
not
send
it
to
you?
Okay,
if
they
don't
they
don't
butt
up
against
the
goals
or
go
over
I
will
not
send
it
to
you
to
vote
on,
because
this
is
the
big
project
I've
been
working
on
this
project
for
a
long
time.
There's
homework
projects
in
a
bug
in
my
a
bud
for
a
while
for
me.
So
yes,
if
they
don't
come
close
to
the
goals
or
exceed
the
goals,
I
will
not
put
it
before
me.
A
A
Okay
sounds
good
and
there's
one
other
thing:
I
wanted
to
talk
to
you
guys
about,
and
this
this
is.
The
this
thing
is
very
important
to
me.
You
know
when
I
send
you
that
first
email
at
the
beginning
of
the
month
to
let
you
know
that
there's
an
ERC
meeting,
you
guys
get
it.
The
first
I
said
the
first
day
of
each
month
to
let
you
know
when
the
meeting
is
right.
I
would
greatly
appreciate
it
greatly
appreciated
at
that
time.
A
G
A
I
A
To
single
I
will
make
sure
the
bottom
of
the
email,
okay,
yeah
yeah,
thank
you
and
also
I'm
open
to
have
in
October
a
in-person
meeting,
because
I
I
want
to
do
I,
don't
want
to
do
our
celebration
party
for
the
holidays.
It's
too
much
other
stuff
going
on.
I
want
to
do
it
in
October
this
year.
A
Okay!
So
that's
going
to
be
the
the
October
meeting.
I
want
to
like
to
do
it
in
person.
So
we
can,
you
know,
have
a
little
festive
here
and
we'll
take
care
of
it.
City
will
take
care
of
that
part
of
it,
and
hopefully
we
can
do
that
in
October.
A
C
For
chairing
the
meeting,
of
course,
thank.
A
You,
commissioner,
thank
you
again.
Commissioners
I
appreciate
your
time
have
a
great
day
and
I'll
be
talking
to
you
soon.
