A
A
A
C
Some
Aesir
project,
it's
a
landslide
in
the
Perryville
North
neighborhood,
just
north
of
Riverview
Park.
It's
a
an
active
slide
where
one
house
was
taken
over
by
the
slide
last
year.
The
city
has
gone
in
and
raised
another
house
right
next
to
it.
The
road
is
in
danger
of
collapsing.
That's
why
there's
the
need
for
the
retaining
wall?
Currently
the
low
bidder
merely
and
merely
has
put
together
a
plan
to
remediate
the
slide
and
take
care
of
this
area,
and
it's
just
north
of
the
Riverview
Park
area.
Uh-Huh.
C
A
So
we
really
want
you
to
stick
to
your
participation,
which
I
reviewed
this
with
Chuck
and
I'm.
Looking
at
the
numbers
here
in
it-
and
it
looks
pretty
pretty
great
for
me:
okay,
so
I'm
actually
just
gonna.
We
all
of
the
commissioners
have
actually
reviewed
these
plans
prior
to
this
meeting.
So
that
way
we
can
kind
of
keep
it
keep
it
moving.
I
am
going
to
ask
if
there's
any
questions
any.
If
any
commissioners
want
to
have
any
questions
right
now,
unmute
yourself
and
let
me
know.
E
A
C
A
C
Hey
this
is
Bob
me
calcio
again,
Henderson
street
wall,
100
V
wall,
Anderson
Street.
Let
me
back
up
goes
up
to
the
fine
View
neighborhood.
The
wall
is
needed
to
support
the
sidewalk.
The
sidewalk
is
currently
closed
due
to
the
wall
collapsing
in
about
2017
or
2018
and
the
purposes
again
just
to
put
a
wall
in
and
a
lot,
the
people
be
able
to
walk
and
up
up
and
down
the
street
on
the
sidewalk
in
a
safe
manner.
Okay,.
A
A
G
A
H
A
H
Well,
this
project
is
a
little
bit
different
than
other
projects,
in
least
in
my
opinion.
Here
there
were
some
opportunities
typically
for
minority
participation.
One
is
is
railing
on
this
project.
Here
the
city
is
actually
providing
the
railing,
so
that
eliminated
any
opportunity
to
subcontract
the
railing
or
the
supply
of
the
railing
out.
The
other
issue.
That's
a
little
bit
different
than
other
retaining
walls,
usually
on
a
typical
retaining
wall
project
in
a
city
you
have
precast
lagging.
You
also
have
steel
beams.
Those
are
usually
opportunities
that
can
be
supplied
by
minority
suppliers.
H
This
type
of
wall
is
a
just
a
large
case
on
which
is
drilled
into
the
earth,
which
is
work,
that's
performed
by
Maria
D.
It's
filled
up
with
concrete,
which
we
are
trying
to
to
find
other
minority
suppliers
to
supply
the
concrete.
But
right
now
the
only
opportunities
that
we
had
for
subcontract
or
supply
was
the
rebar
which
we
supplied
or
subbed
out
duty
bar
and
also
the
traffic
control.
H
The
definition
on
the
project
that
there's
brick
the
existing
wall
is
pretty
much
failed,
were
there's
very
limited
amount
of
demolition
work
that
has
to
be
done
on
the
job
and
hauling
on
would
been
another
opportunity.
However,
that's
another
activity
that
is
performed
by
Meranti.
We
have
our
own
trucks,
our
own
waste
areas.
That's
work
that
we
control
by
ourselves.
I
J
Sorry,
commissioner,
calmly
I
have
a
question
with
regard
to
a
solicitation
that
was
put
out
by
Meranti
on
patty
Burke.
It
looks
like
put
a
solicitation
out
a
second
solicitation
in
mid-april
and
in
that
solicitation
for
dbe's
it
indicated
trucking
fuel,
concrete,
lumber,
steel,
beams,
rebar
pipe.
So
was
there
a
second
or
a
third
solicitation
sent
out
when
corrected
work?
That
was
available
because
what
you
just
said
contradicts
what
was
sent
out
to
CBE's
participation.
H
J
But
that
solicitation
also
included
some
things
that
you
said
this
particular
project
would
not
have
such
as
the
steel
beams
rebar,
because
the
way
that
the
materials
for
this
were
going
to
be
provided
that
your
company
could
do
all
of
those
things
so
I'm
just
wondering
if
something
else
was
sent
out
as
to
what
a
DBE
could
actually
do
on
this
particular
project.
Well,.
K
G
A
Okay,
all
right
that
Lucia
that
motion
or
this
plan
does
not
new
forward.
Here's.
My
suggestion
to
you
come
back
next
month.
Try
to
do
a
little
better.
You
had
there.
There
has
to
be
a
way
to
get
more
participation.
Like
I,
said
in
the
history
of
me
being
on
this
commission,
which
is
eight
years
I've,
never
seen
a
construction
project
come
and
come.
They
couldn't
get
at
least
10
percent.
L
I'm
sure
this
is
an
der
I'm.
The
acting
director
of
the
department
city
planning,
Christopher,
Corbin
who's,
the
project
manager
in
City,
Planning
and
then
janae
for
me,
Holdings
I,
believe,
are
also
both
on.
If
we
have
any
questions,
this
is
for
a
visioning
work
to
lead
into
a
neighborhood
planning
process
in
the
East
Hills
and
Lincoln
living
two
neighborhoods.
We
had
four
bids
went
through
and
interviewed
two
selected
E
holdings.
L
A
E
M
N
Richard,
okay,
perfect
you're!
Sorry
about
that!
Yes,
so
that
for
this
one
we
have
the
hazardous
material
Bateman
of
a
contract.
We
went
with
phase
one
development
and
they
met
their
numbers.
Utilizing
voyage
roll-off
services
for
the
MV
component,
eighteen
percent
and
amend
facility
services
at
seven
percent.
A
Okay,
that
motion
passes
all
right.
The
next,
the
next
one's
a
little
bit
a
little
bit
more
complicated
I
actually
spoke
with
Kim
Detrick
about
I,
had
to
speak
to
him
about
something
outside
outside
of
this
that
we
we
we
touched
on
this,
and
he
did
he
gave
me
a
you
know
like
an
explanation
of
why
this
is
what
it
is
Regina
I'm
going
to.
Let
you
explain
it
to
the
commissioners
or.
N
Absolutely
so
for
this,
although
it
is
grass-cutting,
it
is
it's
a
maintenance
service
that
we're
looking
to
use
for
the
vacant,
lots
in
middle
hill
and
so
we're
utilizing
water
staff
for
solutions.
However,
it's
really
just
only
going
to
be
an
acting
currently
because
of
the
quarantine
and
everything
we're
even
going
to
start
at
a
later
date
that
we
anticipate
it
will
be
less
cut
that
we
probably
anticipated
it
initially
for
the
contract.
N
But
it's
really
just
going
to
be
two
gentlemen
who
will
be
just
maintaining
the
grass,
the
small
amount
of
grass
that
or
that
is
growing
on
this
vacant
lot
until
I,
believe,
October
and
other
than
that.
We
tried
to
utilize
other
means
of
trying
to
subcontract
some
of
the
work
out
whether
it
was
seeing
if
they
could
utilize
a
fuel
supply
company
or
something
like
that.
But
it
really
was
just
note
kind
of
room
honestly
to
utilize
anyone
else
only
because
the
fact
that
it's
just
going
to
be
them
them
too.
N
N
Okay
but
yeah,
unfortunately,
it
was
just
that
I,
don't
think
that
it,
the
the
project
so
kind
of
narrow
in
regards
to
what
we
really
needed
them
for.
We
found
it
hard
to
find
any
other
honestly,
any
other
opportunity
to
subcontract
it
out.
So
that's
why
we
approaching
this
one
business
does
not
meet
the
numbers
just.
M
E
N
F
Now
this
is
commissioners
hall,
so
your
professional
services
contract
set
for
three
years
so
or
these
are,
should
we
expect
these
numbers
to
stay
the
same
as
they
are?
As
of
now
understanding
where
we
are
yellow
phase,
but
the
MWBE
zero
percent?
Are
we
talking
like
three
years
of
this
or
are
we
possibly
looking
at
numbers
changing.
M
M
A
A
Parts
and
the
food
perks-
there's
not
there's
not
room
to
give
anything
to
anybody
else.
It's
just
it
could
be
like
your
son's
breast
cutting
business
or
your
scale.
So
this
is
a
work
order,
performance,
contract
and
they're,
just
estimating
that
over
the
course
of
the
three
years
that
it
could
acute,
there's
there's
a
lot
of
lots.
Don't
get
me
wrong,
so
there's
a
lot
of
work
for
these
guys,
but
it's
it's
a
small
landscaping
company.
That's
doing
the
work
and
my
explaining
that
correctly
Brandon.
M
M
M
M
J
And
is
just
I
would
just
like
to
say
I
think
at
this
point
in
time
with
with
copa90
know
what
we're
dealing
with.
You
probably
are
going
to
see
some
minority
companies
that
could
possibly
have
done
but
of
being
hit
economically
because
of
what's
going
on,
and
they
did
not
have
opportunity
to
bid
on
this.
I
just
wanted.
I
think
that
this
probably
could
have
been
a
contract
with
a
minority
company
could
have
done
because
of
things
that
they're
facing
now
they're
not
able
to
bid
so
yeah.
M
I
could
appreciate
that
it
is
unfortunate
that
you
know
it
is
this
hit
so
hard,
especially
if
you're
all
our
mom-and-pop
businesses,
our
hands,
are
kind
of
tied
as
a
federally
funded
agency
as
to
what
we
can
and
can't
do?
Who
this
company
here
was
the
was
the
lowest
responsive,
responsible
offer
or
a
bitter,
and
we
kind
of
we
don't
really
have
any
kind
of
wiggle
room.
We
do.
M
A
Don't
know
what
are
your
thoughts?
I
mean
I'm
inclined
to
have
to
approve
it.
I
know
that
it
looks
the
way
that
it
looks
is
not
great
I
feel
like
like
Brandon
said
in
the
future.
It
could,
if
we
could
hold
them
accountable
for
where
their
parts
and
where
they
buy
the
you
know,
parts
for
the
riding
mowers
and
that
kind
of
thing
I.
F
Mean
I
myself:
does
this
Commission
at
all?
I
would
like
to
see
that
either
tabled
I
would
be
probably
would
not
approve
this
one.
If
we
vote
I
understand
where
we
are
with
the
Co
bid,
however,
if
there
were
opportunities
at
a
later
time
to
small
mom
and
pops,
I
would
least
feel
better
about
that
opposed
to
for
me
moving
forward
at
this
moment.
What.
M
We
did
is,
we
did
receive
seven
bids
and
they
just
happen
to
be
the
lowest
responsive
responsible.
It
I
don't
mean
it
was
I.
Think
we
have
one
two
three
four
oops
yeah.
We
didn't
receive
seven
bids,
I,
just
I.
Just
you
know
we're
trying
to
take
it
now,
because
we're
afraid
that
you
know
we're
gonna
start
getting
three
one.
One
calls
about
the
grass
being
overgrown
and.
M
F
B
P
M
A
N
A
A
All
right
now,
here's
what
here's,
what
I've
been
told
about
this?
This
isn't
looking
great,
but
this
is
mobile
transportation
services.
Commissioners,
all
of
you
keep
in
mind
that
this
is
a
professional
services
and
then
I
will
let
them
just
you
know,
talk
about
it
and
what
their
efforts
were.
But
it's
not
it's
not
the
same
as
the
other
architects.
So
go
ahead.
B
A
A
G
E
K
Q
Sorry,
so
this
is
Bill
Hill
door
from
Canino
building
company.
We
are
going
to
be
constructing
for
Continental
real
estate,
a
parking
garage
on
the
North
Shore,
which
will
be
directly
across
from
the
red
garage.
Now
it
is
one
in
a
ongoing
project
for
that
parcel
of
land.
We
are
building
a
six-story,
435
spot
parking
garage.
We
are
out
to
bid
right
now
and
we
are
trying
to
engage,
get
as
much
de
participación
as
we
can
on
our
project.
Q
We
fully
intend
to
come
back
to
the
Commission
and
present
our
findings.
Once
we
have
our
bids,
we
have
been
reaching
out
to
different
organizations
trying
to
recruit
as
much
DB
as
possible.
We've
used
the
DG
s
website
worked
through
the
Bluebook
trying
to
entice
DBE
as
well,
and
this
project
is
scheduled
to
start
around
August.
1St
is
our
goal
so
after
our
bids
are
received
here
in
the
next
two
weeks,
we
plan
on
coming
back
to
the
Commission
and
giving
you
our
findings
and
how
we
can
get
VB
involved
in
a
latest
project.
Q
A
That's
Chuck's
really
kind
of
responsibility:
there's
a
large
list
spreadsheet
with
the
Emmys
and
WBE
s.
If
you
can
get
more
specific
of,
what's
being
in
different
things
that
aren't
self
performed
in
art
and
do
not
have
to
be
Union
and
union
I
guess
we
do
have
some
minority
or
women
owned
businesses
that
have
the
Union,
so
just
it
with
charter
can
help
you
out.
The
career
would
be
another
suggestion
you
advertise
in
the
courier.
A
Suggestion
and
listen.
We
really
appreciate
you
coming
ahead
of
time
and
talking
to
us
about.
That's
really
really
makes
us
feel
valued
because
you
we
don't
always-
and
we
all
volunteer
to
do
this,
so
this
is
making
our
time
worth
it,
and
we
appreciate
it
and
we're
happy
to
have
the
sports
and
exhibition
authority
back
bill.
P
E
I
just
want
to
say
one
thing
before
we
kind
of
get
more
into
the
details
of
it,
so
thank
you,
Bill
and
Riccardi
for
reaching
out
to
Riverside
as
well.
I.
Think
our
hurdle
iRiver
sad
with
the
small
business
owners
and
the
contractors
that
are
connected
to
our
network
is
this
project
that
Oakland
for
people
that
are
non-union.
Q
E
E
Q
A
P
Q
Q
A
L
Q
A
O
B
A
A
G
G
A
A
P
A
I
I
I
Danny
Lewis
was
a
Councilwoman
in
our
Huff
neighborhood
and
Fanny
Lewis.
Her
greatest
accomplishment
was
all
was
doing
the
same
thing
that
you
all
are
doing
questioning
the
contract
trying
to
understand
what
is
the
participation
going
to
be?
How
do
we
get
more
people
of
color
and
minorities
on
the
contract
and
how
do
we
just
get
people
in
general,
the
Cleveland
residents,
to
work
and
because
of
that,
both
the
Councilwoman
and
at
the
time,
our
current
mayor,
who
is
the
longest-serving
mayor
for
the
city
of
Cleveland,
Mayor,
Frank,
G
Jackson?
He
was
accounts.
I
The
council
president,
so
at
that
time
both
the
mayor,
councilman,
Jackson
and
Councilwoman
Lewis,
worked
together
to
implement
this
ordinance,
the
Cleveland
resident
climate
law
and
fast
forward.
So
we've
had
success
on
the
ordinance
and
it
basically
states
that
for
contracts
beginning
at
$100,000
and
above
20%
of
the
total
worker
hours
will
be
comprised
of
Cleveland
residents
and
of
that
20
percent,
4
percent
will
be
comprised
of
low-income
individuals.
I
To
some
extent
we
want
the
city
of
Cleveland
won
several
injunction
injunctions
related
to
the
ordinance,
but
on
but
last
year
a
state
of
Ohio
ended
our
Cleveland
resident
pointment
law,
and
the
mayor
has
been
at
the
point
at
the
point
where
we're
trying
to
figure
out
what's
next,
what
do
we
do?
How
do
we
still
have
Cleveland
residents
work
on
these
particular
contracts
on
and
I
should
say.
D
I
The
Hill
District
and
Sports
Complex,
and
how
did
you
all
manage
all
of
that?
How
do
you
still
get
people
to
work
and
that's
really
how
we
met?
But
my
my
role
today
was
really
just
to
find
out
about
your
position
on
to
find
how
you're
evaluating
your
contracts,
because
again,
we
no
longer
have
this
ordinance
in
place,
but
we
know
that
we
still
want
to
keep
get
and
keep
cleaners
working.
I
The
last
thing
I'll
say
is
that
here
in
Cleveland
we
have
to
intern.
We
have
to
review
committees
set
up
in
place.
One
is
our
consultant
review
committee
or
CRC,
and
that
particular
committee
is
made
up
of
internal
leaders
who
get
together
and
review
professional
service
contracts,
so
consultant
review
committee,
our
CRC
and
then
a
contracts
are
over
$50,000.
That's
when
those
particular
contracts
are
voted
on
through
our
Board
of
Control,
and
that
is
a
public
meeting
that
again
as
well.
It
sounds
like
it
may
be
similar
to
what
you
all
are
doing
as
well.
I
O
O
We
we
are
working,
never
on
the
workforce
board
here
in
Pittsburgh
previously
ran
the
one
in
Milwaukee
working
on
many
major
sports
complexes.
Another
large
development
and
Milwaukee's
board
uses
the
40%
participation
and
we've
met
that
every
time
and
now
working
with
so
my
colleagues
at
this
table,
and
otherwise
we
are
poised
to
do
the
same
in
the
hill.
My
colleague,
Tracy
Commissioner
Lewis,
is
working
on
that
together
and
others.
So
I
think
we
have
a
lot
of
time
now,
but
I
can
talk
to
about
the
workforce.
O
P
O
O
K
I
jumped
off
the
call,
because
I
have
technical
difficulties
with
my
tab.
It
just
died
on
me
so
I'm
on
my
cell
phone
now
in
the
zoone
call,
because
I
wanted
to
give
dr.
burrows
a
proper
introduction,
because
she
has
been
a
mentor
to
me
since
I
joined
the
city
in
2015
when
we
brought
in
b2t
now
they
were
one
of
the
first
cities
that
had
it
so
I
had
an
opportunity
to
kind
of
converse
with
them
about
our
process
and
what
we
were
doing
and
Melissa
I
know.
K
You
mentioned
about
the
the
National
League
of
Cities.
We
were.
We
were
both
on
the
panel
for
that,
thanks
to
the
Toya
and
your
and
your
team
there
in
Cleveland
half
me
on
that
panel
of
Pittsburgh
in
in
2016
and
scheduled
the
meeting
with
Councilman
LaBelle
to
talk
about
the
differences
between
the
cset
and
the
city
of
Cleveland's,
family
Lewis,
city
ordinance,
and
so
there
is
the
differences
between
there.
But
I
think
that
we
were
kind
of
successful
in
some
of
the
things
we're
doing
and
I
don't
know.
K
I
O
K
Dr.
burrows
we've
been
trying
to
do
this
for
the
last
couple
of
months
having
the
ERC
Cleveland
City
exchange,
and
this
is
an
opportunity
for
us
to
be
able
to
to
share
best
practices
back
and
forth
of.
What's
going
on
and
also
to
know
some
of
the
challenges
ahead.
And
what
we're
trying
to
do
here
in
Pittsburgh.
