Obviously
the
people
that
are
here
are
tend
to
be
the
more
timely
of
our
membership.

future

that
we
would
like

address
as

as
we
have
previously
discussed
either
proxy
voting
or
email
voting
around
issues
where
we
do
need
to
move

quickly

so
that
we're
not
spending
a
lot
of
time
either
waiting
for
a
forum
or
in
the
case
of
last
month,
postponing
for
a
month
to
actually
achieve
quorum.
So
those
are
some
administrative
items
that
we'll
need
to
discuss.

meetings,
the

asked

but

is
in
the
bylaws

we

I
just
wanted
to
see
if
there
was,
if
anybody
had
any

strong
feelings
on
that

back
to
it

start
thinking
about
it
over
the
next

work

front

collective

the
meetings
are
two
hours
long,
and
this
is
in

important
work,

encourage

board

staff

reassess

needs

two-hour
meeting,

we
somehow
structure
the
meeting
in
a
way
where
folks,
who
are
busy
know
that
they're
going
to
be
on
a
call
and
they're
going
to
be
able
to
do
the
voting
agenda
agenda
first
participate
in
any.

post-discussion.

think
a
two-hour
meeting,
it's
maybe
a
little
bit
laborious
for
folks
and
that
could
be
weakening
engagement.

are
just
my
thoughts.

reaching
out

people

out

if
they're,
if
they're
interested
in
continuing,
especially
if
you
know
can.

also
point
to
that
section

anybody

committee
but
feel
obligated
to
take

revisiting
the
time
to

lot

changed

pandemic

decline

participation
has

been
over

pandemic

Housing
who's
here

answer
any

so
the
action
housing
is
seeking
the
support
of
the
housing
opportunity
fund,
along
with
the
hounds
heinz
endowment
wagner
foundation,
allegheny
county
department
of
economic
development
and
phfa
to
fund
their
kobit
19
homeowners
assistance
pilot
program.

This
mortgage,
as
this
assistance
program,
would
allow
for
up
to
thirty
five
thousand
dollars
in
mortgage
assistance
per
household,
which
is
substantially
more
assistance
currently
offered
through
the
hos
hsp
program
through
hofs
hsp
program.
We
currently
offer
up
to
six
thousand
dollars
in
mortgage
assistance
program,
so
that
is
the
main
difference
is
the
amount
of
assistance
that
a
homeowner
can
receive
through
action.

Housing's
pilot
program,
if
hof
were
to
fund
action,
housing's
full
request
of
50
000
that
would
assist
approximately
10
households
so
hypothetically,
if
each
household,
each
household
could
be
eligible
for
up
to
a
five
thousand
dollar
hr
of
grant
and
up
to
thirty
thousand
dollars
and
hof,
and
I'm
sorry
and
action
housing
assistance
so
that
they
could
receive
the
total
assistance
amount
of
thirty
five
thousand.

if
the
advisory
board
would
like
to
support
this
pilot
program,
action,
housing
has
agreed
to
administer
hof
funds
in
accordance
with
the
current
housing
stabilization
program,
guidelines
and
hof
legislation.
This
is
an
ongoing
development

two
representatives

housing,

and

the

to

any

the
advisory
board
may

Regarding
this
pilot
program,
we
are
recommending
that
the
fifty
thousand
dollars
come
from
the
hlf
demonstration
dollar
line
item
to
fund
this
program
as
well.

This
is

action
housing.
The
purpose
of
this
program
is,
is
we
have
you
know
we're
anticipating
the
housing
assistance
fund
program
which
will
be
funded
through
the
american
rescue
plan
through
phfa
that
will
be
launching
sometime
in
the
spring.
The
purpose
of
this
program
is
to
offer
a
hammock,
but
specifically
targeting
those
communities
that
are
often
most
left
behind
by
housing,
homeowner
assistance
programs
in
terms
of
housing
stabilization.

used
data
that
we
were
able
to
take
from
the
rental
assistance
program
that
action
is
currently
administering,
along
with
the
cmu
create
lab
to
target
communities
where
there
are
high
levels
of
at-risk
minority
homeownership
to
kind
of
start
with
the
application
of
this
program
in
those
communities
and
then
potentially
expand
beyond
that
based
upon
the
success
of
the
program.
So
this
is
basically
an
innovative
approach
to
try
to
use
data-driven
metrics
in
order
to
assist
in
stabilizing
minority
homeownership
as
a
result
of
the
covered
crisis.

the
larger
statewide
program
to
come
into
play,
and
also
just
to
help
those
who
are
at
immediate
risk
of
displacement
and
homelessness,
due
to
foreclosure,
tax
delinquency
and
utility
issues,.

We

already

lot

money,

funding
would

are
recommending
that
this
come
from
the
demonstration
dollars.
It
is
separate
from
the
housing
stabilization
program.
It
it's
a
standalone
program
that
action
housing
would
be
administering,
so
we
recommend
it
coming
from
the
demonstration
dollars.
Additionally,
all
of
the
housing
stabilization
funds
have
been
allocated
at
this
time,
so
there
is
no
funds
that
we
could
allocate
towards
this
specific
pilot
program
from
hsp
in
terms
of
how
the
homeowners
are
are
selected,
I'll,
defer
to
kyle
or
dan
on
how
that
selection
or
application
process
works.

we

be
working
with
front
lines:
community
partners,
operation,
better
block
and
kingsley
association
in
the
city,
as
well
as
civically
in
wilkinsburg
and
penn
hills
will
be
working
with
us
on
this
program.

application
process

will
require
satisfaction
of
different
criteria
connected
to
proof
of
homeownership
hardship
as
a
result
of
the
covid
financial.

of
the
coveted
crisis,
delinquency
in
rent
risk
of
homelessness,
etc.

really
be
mimicking
kind
of
the
requirements
that
we
have
for
the
emergency
rental
assistance
program,
but
applied
to
a
homeowner
lens
with
specifically.
This
is
looking
at
that
covered
hardship
piece
as
a
way
to
hammock
the
rather
substantial
program
that
will
be
launched
in
the
mid
to
late
spring
by
phfa.

is
just
meant
to
be
kind
of
a
a
way
to
hammock
that

we
can
get
there,
but
also
try
some
innovative
approaches
to
see

utilize

apply

the
larger
program
that
will

emergency

denied

rental
assistance.

assistance
fund
program
will
not
be
launching
until
the
spring.

are
people
who

in
desperate
need
today
and
when
I

word
handmaking,

doing
to
get
us
from
today
to
when
that
program
launches,

needs
to
be
something
to
assist
people
to
fill
that
gap.
Additionally,
this
funding
is
going
to
be
leveraging
the
phfa
funding
for
phfa
to
buy
into
this
proposal
that
we
put
out
there.
They
wanted
to
see
a
local
investment
and
see
that
the
local
authorities
also
did
have
faith
in
this
program
and
wanted
to
be
a
part
of
this
program
so
kind
of
both.

seeing
an
increase
in
home
buying,
which
is
great.
We
have
252
first-time
homebuyers
in
the
city
since
the
program
has
opened,
we've
committed
72
percent
of
our
funding,
and
we
expect
this
just
to
continue
to
slowly
increase
throughout
the
months.

do
have
enough
funding
to
last
us
the
next
12
months
until
we
get
the
allocation
for
2022,
but
this
program
is
healthy
and
we
do
expect
it
to
continue
trending
upward
in
the
coming
months
and
again,
we
have
121,
first-time
home
buyers

are
falling
between
that
51
and
80
percent
ami
level,
which
is
great
to
see
for
our
homeowner
assistance
program.

funding
we

committed,
but
actually

hundred
percent

our
funding
is
committed
when
we
take
into
account
those
who

our
wait

have
about
130
people

are
on
our
wait
list
that
we

currently

program

closed,
but
we

hoping
to
open
up
the
program
again
next
year,

we
do
have
324
households
that
have
been
served

process

being
served
through
this
program.

gap
program

tuesday

november
23rd,
and
so
approximately
4.5
million
dollars
is
being
put
out
in
this
rfp
and
that
4.5
million
dollars
is
the
2021
hof
rental
gap
allocation.

we
hadn't
been
taking
many
projects
other
than
the
nine
percent
deals
that
were
funded
with
nine
percent
loan
housing
tax
credit
deals
that
were
funded
with
the
2020
allocation,
with
the
intention
that
we'd
be
putting
out
an
rfp
for
smaller
scale,
community
driven
development
or
four
percent
li-tech
projects
with
that
2021
money,
so
that
rfp
is
live.

proposals

and
then
also
on
the
ura's
bid

which

technologies

that's
where
we'll
actually

fielding,

rfp
is
going
to
be
running

a
rolling

program

fully
subscribed
and
we
have

shut
down

rfp,

expect

advisory
board
would

to
see
some
projects

the

month
or
two

as
developers
who've
been

the

The
nine
percent
low
income
housing
tax,
credit
pre-application,
is
something
that

ura
does
annually
asking
for
projects
that
are
planning

about
their
project
to
the
ura,
so
that
we

kind
of
forecast
what
our
budgeting
and
gap
financing
needs

to
be
involved
in
these
projects

to

a
head
start
on

we're

the
2022
hof
annual
allocation
plan,
was
approved

city
council
last
month,

to
keep
everyone
informed

move

through,

we
should
be
expecting.

those
funds
to
come
over
and
be
start
getting
used
sometime
in
the
spring
