In
in
this
hybrid
forum,
who
wants
to
address
Land,
Bank
board,
you'll
be
giving
three
minutes
and
you'll
be
giving
time
for
the
public
to
address
us
before
and
after
the
meeting
is
there
anyone
online
that
wishes
to
address
us.
E
Hey
chairman,
we
do
appear
to
have
a
couple
of
public
commenters,
though
they've
just
come
into
the
room.
I'm
gonna,
I'm
gonna
check
in
with
I
see
Billy
Vaughn
Billy.
If,
if
you're
already
interested
to
give
give
comment.
E
Yes,
yes,
sorry
for
that
delayed
entry.
There,
no
problem
I,
also
see
John
Evans
just
wanted
to
double
check
if
you're
good
or
if
you'd
like
to
speak.
E
Okay,
well,
maybe,
while
John
appears
to
be
having
some
technical
issues,
I
see
Nina
Hagen
Nina
might
just
be
here
to
observe
from
the
Pittsburgh
Post-Gazette,
but
Nina
were
you
interested
in
public
comment.
G
I'll
see
if
I
have
any
questions
and
I'll
wait
till
the
end
of
the
meeting.
Okay.
E
Great,
thank
you.
I
see
a
Thomas
Mulholland.
E
Thanks
for
joining
us,
Candace
is
with
Ura
finance
and
okay
that
all
right
chairman,
you
may
proceed.
We've
we've
exhausted
our
list
of
speakers.
It.
A
Brings
you
to
my
report.
The
first
thing
is
the
approval
of
the
February
2023
minutes.
I
need
a
motion
to
approve
the
minutes.
It's
a
motion
to
approve
in
a
second
second,
all
those
in
favor.
So
far
by
saying,
aye,
aye
aye
opposed
his
name.
Thank
you
very
much.
That
also
brings
us
to
the
Financial
reports.
You've
had
the
Financial
reports
emailed
out
to
you
is
is
so,
is
that
something
you
want
to
cover
or
just
I
just
go
into
it
as
a
motion.
E
A
A
E
All
right-
and
this
is
hello,
Sally
stadelman
manager
of
the
Pittsburgh
Land
Bank-
we
are
going
to
have
our
assistant
manager.
Emily
walk
us
through.
We've
got
five
pending
property
sales,
and
we
have
a
couple
of
quick
updates
for
the
board
how
those
are
moving
along.
B
Thank
you,
Sally.
Our
first
update
is
on
the
sale
of
six
Boggs
Avenue
in
the
Mount
Washington
neighborhood
land
bank
and
Ura
staff
have
received
the
following
documents
from
the
buyer:
the
Mount
Washington
Community
Development
Corporation,
and
we
are
working
to
enter
a
sales
agreement
and
schedule
a
closing
for
this
property
to
return
back
to
productive
use.
B
Our
next
update
is
our
flowers,
Avenue
properties
and
the
Hazelwood
Neighborhood
Land
Bank
staff
have
completed
public
signage
to
be
posted
at
the
property
pursuant
to
our
policies
and
procedures
for
disposition,
and
the
next
step
is
posting.
This
public
notice,
once
our
interested
buyer
Hazelwood
initiative
Incorporated,
is
ready
to
proceed.
B
We
will
work
with
the
urban
Academy,
the
Larimer
consensus
group
and
other
interested
parties
to
schedule
this
public
hearing
after
this
public
hearing.
This
disposition
will
require
an
additional
vote
from
our
board
of
directors
to
proceed
and
I'll
pause
for
any
questions
from
our
board
of
directors
and
any
additional
comments
from
our
manager.
E
Emily,
if
you
want
to
skip
to
the
next
slide,
so
we
can
have
that
nice
step
by
step
of
our
process
there.
Thank
you.
C
E
Yeah,
so
we
didn't
have
any
comment
from
the
petitioners
and-
and
we
don't
require
it
at
this
point,
but
we
did
receive
one
letter
that
we
we
shared
out
with
the
board
in
your
drive
and
that
and
and
that
person
had
a
you
know,
had
a
a
few
different
concerns.
You
know
I
think
they
were
interested
in
seeing
housing
built
on
the
property,
and
so
we
will
be.
E
All
right
can
we
answer
any
other
questions
about
the
objection
process.
E
I
know
I'm
really
excited
to.
This
will
be
our
our
first
time,
utilizing
our
objection
process
I'm,
really
looking
forward
to
testing
out
testing
it
out,
engaging
with
the
community
having
an
opportunity
to
talk
about
what
the
land
bank
can
do
and
alarmer
and
Beyond
and
we'd
really
love.
You
know,
maybe
we'll
we'll
follow
up
with
you
all
later
to
get
to
sign
some
of
you
up
to
come
and
attend
our
meeting
with
us,
but
we'd.
E
Certainly
love
for
board
members
to
join
join
us
at
this
community
meeting
in
in
laramer
in
the
coming
weeks.
D
E
All
right
that
brings
us
to
we
had
a
quick
update
for
the
board
around
our
engagement
with
our
community
development
corporations.
E
So,
as
we
all
know,
the
land
bank
has
been
designated
to
take
over
the
Pittsburgh
Property
Reserve
process,
and
so
what
that
looks
like
now
is
that
we've
been
engaging
with
our
cdc's,
providing
them
with
resources
to
make
educated
decisions
on
what
they'd
like
to
request
in
our
city
Treasurer
sales.
E
So
we
have
successfully
submitted,
on
behalf
behalf
of
our
cdc's
28
properties,
for
the
April,
2023,
Treasurer,
sale
and
41
properties
in
the
June
2023
Treasurer
sale,
and
we
are
eminently
getting
ready
to
communicate
with
our
cdcs
about
the
September
and
October
sales,
whose
deadlines
are
coming
up
in
the
next
two
to
three
months.
E
So
what
we've
been
able
to
do
is
provide
cdc's
with
a
map
of
text
delinquent
properties,
so
that
it's
much
easier
to
parse
through
the
data
rather
than
just
the
18
000
line
spreadsheet.
That
would
be
shared
out
in
the
past,
and
we've
also
been
able
to
increase
the
runway.
That
cdc's
have
to
evaluate
the
available
properties.
E
E
And,
of
course,
we
also
expect
to
be
the
entity
that
acquires
and
helps
to
dispose
of
the
properties
that
the
cdcs
have
requested
in
the
2021
and
2022
sales
as
well,
and
just
to
give
everyone
an
idea
of
it
takes
the
city
about
a
year
to
process
properties
sold
at
that
treasure
sale
and
bring
them
into
the
three
taxing
body
inventory
and
have
the
the
treasure
sale
deed
certified
by
the
courts.
So
any
property
submitted
take
take
about
a
year
before
this
land
bank
can
then
request
them
from
the
city.
E
Okay
and
then
we
can
jump
to
the
next
slide.
E
We
also
wanted
to
provide
the
board
and
the
public
an
update
on
our
Pittsburgh
Property
Reserve
donation
agreement
with
the
city
of
Pittsburgh
so
recall.
Last
year,
the
land
bank
board
of
directors
approved
a
fifty
thousand
dollar
donation
to
the
city
of
Pittsburgh,
which
we
pay
to
a
contracted,
Law
Firm,
who
is
completing
Quiet,
Title
Services
for
properties
that
had
previously
been
requested
by
Community
Development
corporations
in
the
prior
property
Reserve
process,
and
this
was
that
protected
process
that
would
allow
cdcs
to
acquire
property
post-treasure
sale
without
having
to
go
through
a
bidding
process.
E
So
in
order
to
help
move
these
along
we've
contracted
with
that
law
firm,
and
this
is
an
update
of
where
those
properties
are
I.
Just
heard
from
the
hilltop
Alliance
that
they've
closed
on
the
majority
of
their
properties.
Last
week
and
they've
already
got
one
under
sales
agreement,
and
we
will
be
receiving
an
update
here
soon
from
the
finance
department
confirming
what
other
sales
have
been
able
to
move
forward.
E
But,
of
course,
if
any
of
our
groups
are
watching,
if
they're
in
that
green
column
of
ready
for
sale,
they,
those
properties
are
already
ready
to
be
sold
and
then
the
yellow
or
excuse
me.
The
orange
column,
are
coming
through
the
the
final
steps
of
that
quiet
title
process
and
will
also
be
ready
for
sale
as
well.
And
then
the
contracted
firm
grb
law
is
working
through
the
additional
Parcels
listed
in
those
blue
columns.
E
Good,
okay,
great,
it's
certainly
been
helpful
to
see
you
know
this
is
going
to
be
a
really
nice
way
to
compare
and
contrast
the
city's
Quiet
Title
process
versus
the
land.
Banks
expedited,
Quiet
Title
process.
E
A
E
All
right,
so
we
have
a
a
request
of
approval
to
enter
into
a
contract
today
before
the
board.
So
the
land
bank
issued
a
request
for
proposals
for
quiet
title
services.
E
This
is
a
rolling
RFP,
so
it
is
currently
open.
So
if
any
law
firms
out
there
are
listening,
we
are
still
accepting
applications
and
we
have
several
interested
parties
that
we
expect
to
respond
in
the
coming
weeks.
E
So
we
hope
to
bring
a
few
firms
under
contract
overall
to
do
this
work
as
there's
you
know,
no
shortage
of
quiet
title
work
to
be
completed,
but
we
were
very
excited
to
see
that
grb
law
who
is
currently
assisting
us
with
that
donation
agreement
has
applied,
and
so
we'd
like
to
enter
into
a
contract
for
for
services
to
do
quiet
title.
E
E
So
can
I
I
hope
members
had
a
chance
to
to
take
a
peek
at
their
submission.
Are
there
any
additional
questions
that
I
can
answer
regarding
this
proposed
contract.
A
It
is
approved
right
that
takes
us
now,
I
believe
to
legislate,
updates.
E
All
right
a
couple
of
quick
updates
concerning
the
tri-party
cooperation
agreement.
This
was
an
agreement
between
the
city
of
Pittsburgh,
the
land
bank
and
the
urban
Redevelopment
Authority
that
was
originally
approved
in
2017.
E
An
amendment
was
introduced
before
Council
to
define
a
standard
transfer
process
for
the
land
bank
to
request
property
from
the
city
of
Pittsburgh's
inventory.
You
can
see
that
process
laid
out
in
our
one
pager
here
on
the
screen,
and
so
we
don't
have
any
updates
here.
We
briefed
Council
in
December.
We've
got
a
lot
of
positive
feedback
and
some
questions
and
we're
simply
waiting
on
this
public
hearing
to
be
scheduled
so
that
we
can
hold
that
hearing
and
hopefully
bring
this
back
to
the
city
council.
E
Okay
and
then
a
quick
update
on
our
state
legislation
so
we've.
This
is
our
second
round
of
having
our
amendments
to
the
municipal
claims
and
tax
lien
law
before
the
State,
House
and
Senate.
So
Senator
Fontana
has
introduced
this
new
bill
and
it's
referred
to
the
Senate
Urban
Affairs
and
Housing
committee
and
the
bill
is
being
circulated
in
the
state
house
as
well.
G
Sally
yeah
I
had
a
question
actually
so
I
understand
that
this
amendment
that
was
filed
last
year
is
is
quite
important
in
in
facilitating
the
transfer
of
city
property
to
the
land
bank
and
that
it's
been
sitting
sitting
in
city
council
for
a
long
time.
G
Reverend
Burgess
is:
is
there
any
plan
to
bring
that
forward
for
a
hearing
and
and
have
you
nudged
anyone
else
on
Council
to
bring
that
forward?
Yes,.
G
Okay,
is
there
a
timeline
for
when
we
can
expect
a
hearing
or
a
vote
on
that.
A
A
F
All
right,
this
is
so
hard
because
it's
a
question
but
a
comment
so
because
I
kind
of
I'm
just
wondering
what
are
these
properties
for
the
CDC
coming
from
the
property
reserve
of
the
properties
that
are
that
already
went
through
a
treasure
sale
or
are
they
coming
through?
The
treasure
cell
and
they'll
be
pulled?
F
F
So
where
does
that
come
in
where's
the
play
for
individuals
who
want
to
purchase
property
because
you
know
28
properties
for
April
41
for
June?
It's
like
we're
just
giving
cdc's
more
properties
to
put
and
Reserve
in
their
90
of
the
problem
of
where
these
properties
are
sitting
vacant.
So
is
there
anything
or
any
conversation
about
individuals
wanting
to
purchase
property
through
the
land
bank
and
getting
support?
D
A
My
comments,
if
you
would,
if
you
would
text
Sally
your
phone
number,
you
can
have
an
offline
because
we
don't
really
respond
in
the
public
comment.
But
yeah
I
will
have
a
much
longer
conversation
with
you
and
explain
our
thinking.
F
Because
what
because
what
we
don't
want
to
happen
is
people
to
see
the
pattern
and
just
form
a
whole
bunch
of
cdc's
and
or
non-profit
organizations,
because
that's
what
that's
what's
happening
now
so
you'll
just
get
community
members,
foreman,
cdcs
and
non-profits
and
then
we'll
just
have
a
bigger
issue.
But
okay.
A
You
talk
this.
If
you
saw
your
number
saw,
you
I
want
you
to
reach
out
to
to
Billy
and
explain
to
her
a
little
bit
about
how
what
we're
doing
and
why
we're
doing
and
how
individual
landowners,
individual
people
can
buy
property.
Okay,.
A
All
right
other
questions
that
question.
Sorry
other
comments
is
anybody
else
that
wants
to
address
this
land
bank
board,
seeing
none
I'll
entertain
a
motion
to
adjourn
the
meeting
their
second,
all
those
in
favor
by
saying
hi,
hi.
