first
suggestion
and
ask
you
to
consider
would
be
confirmation
of
applications
received
other
than
just
one
single
entity,
perhaps
a
suggestion
that
organizations
like
ours
who
do
large
submissions
at
time
technology
sometimes
doesn't
cooperate,
but
my
suggestion
would
be
to
have
a
third
party
or
perhaps
two
separate
entities
confirming
submissions
for
the
applications,
whether
they're,
electronic
or
hard
copy,
or
both.
My
other
suggestion
would
be
to
suggest
more
turnaround
time,
especially
for
some
organizations
like
ours
who
do
perhaps

property
submissions
at
a
time,
instead
of
maybe
five
business
days
more
time.

prepare

more
comprehensive
application
and

surprise
would
be
to
shorten
the
application.

example,
there's,

guys

four
different
places
to
list

address
on
the
current
application

that

the

group
uptown
partners
first
off
I,
want
to
thank
you
all
for
the
great
work
you
have
done
with
getting
the
land
bank
off
the
ground
and
the
acquisition,
the
first
property
and
working
with
CUNY
groups
to
start
acquiring
properties,
the
August,
treasurer
sale
in
beginning
discussions
about
modernizing
the
property
reserve.
But
I
would
like
to
really
encourage
you
to
start
working
to
scale
in
doing
work
in
earnest.

feel
like
we're
at
a
crossroads
at
this
city,
where
there
is
still
significant
amount
of
blight
in
tackling
a
property
that
a
land
bank
can't
acquire
at
scale.
Your
time
seems
to
be
running
out
with
a
rapid
rise
in
market
interest
and
speculation,
and
if
the
land
bank
doesn't
act
quickly,
we
could
lose
this
point
in
time.
This
opportunity
to
acquire
lots
of
properties
that
can
be
used
to
build
communities
and
for
affordable
housing.

reiterate
what
other

The
urgency
and
the
need.

been
anxious
to
find
ways
that
we
can
work
more
robustly
with
the
lam
bank
as
a
tool
to
hopefully
get
a
hold
of
property
quicker
than
the
land
reserve
process,
because
two
to
three
years
is
just
I
mean
in
two
or
three
years.
We
may
not
have
property
that
we
can
work
with,
because
as
more
and
more
people
or
speculating
and
buying
up
property,
it
just
really
makes
it
difficult.

think
it
may
be
worked
when
Pittsburgh
was
a
weaker
market,
but
as
we
get
hotter,
it's
really
gonna
create
a
more
and
more
of
a
problem
and
we're
gonna
lose
a
lot
of
affordability.

we
feel
like
the
time
is
now
we
need.

also
wanted
to
come.

also
want

come
to
encourage
the
city
to
dedicate
more
resources
to
this.

needs
to
be
a
priority.

really
step

it

The
director
of
policy
for
the
Pittsburgh
community
reinvestment
group
I,
am
also
a
Morningside
resident.
Thank
you
all
for
the
work
that
you
have
done
getting
Land
Bank
legislation
through
to
the
point
we
are
today,
as
you
heard
today
about
finally
transacting
land.
It's
really
great
to
see
this
from
an
organizational
perspective.
Then,
as
an
individual
piece,
ERG
has
been
working
on
this
issue
of
land
recycling
for
over
two
decades.
Now
we
were
one
of
the
ones
who
pushed
for
the
vacant
property
reserve.
I
We
jointly
manage
it
with
the
city,
and
you
know,
as
such,
we
get
to
see
firsthand
what's
happening
when
properties
go
through
this
in
a
right
way
and
when
they
get
bought
out
from
underneath
our
members
in
the
wrong
way,
and
so
from
that
perspective,
I
think,
what's
really
important
for
us
is
again
to
reiterate
the
need,
I
think
for
this
to
be
something
that
is
more
resourced
going
forward.
We
have
a
tremendous
need
to
take
more
properties
at
scale.
I
Lots
of
work
has
been
done
about
how
many
of
those
that
we
have
we
have
them.
We
have
at
least
one
member
now
who
has
chosen
if
the
different,
if
there
is
a
liability
of
$40,000
or
less
on
a
property,
for
example,
in
their
neighborhood,
to
not
even
use
the
property
reserve,
because
they
feel
that
that
barrier
is
low
enough
to
someone
by
it
out
from
underneath
them.

In
addition
to
that,
we
look
forward
to
discussions
about,
as
the
property
reserve
becomes
more
of
a
function
of
the
land
bank,
ways
that
that
happens
in
ways
that
community
groups
can
participate
in
that
and
how
a
community
needs
and
gentrification
minification
can
be
dealt
with
through
the
land
bank
process
versus
the
treasurer's
sale.
Our
members,
those
who
practition
and
land
recycling
who
come
to
the
table
that
we
facilitate
on
behalf
of
the
city
with
the
property
reserve,
have
a
wealth
of
experience,
both
good
and
bad,
about
what
works.

And
what
doesn't
we
look
forward
to
that
discussion?

heard
about
the
timelines.
I
would
say
that
what
we've
been
hearing
here
in
terms
of
two
to
three
years,
for
example,
is
actually
sort
of
quote
unquote,
best-case
scenario.
Sometimes
it
takes
six
to
seven
years
to
get
a
property
through
that
reserve
right
now,
which
I'm
sure
we
can
appreciate
in
the
world
we
live
today.
That's
really
not
the
best
way
to
approach
things
if
it
ever
really
was
so.

insurance

various
levels

the

organization

on
that
from
last
month
is

the
RFP
is
in
fact

bank

thousand
dollars
and
we
have
the
chart

account.
So
you
can
just
see
another
way
how
the
budget
breaks
down,
but
really
turning
to
the
accounts,
payable,
accounts,
receivable
and
expenditures.
So
in
February
the
month
of
February,
we
actually
didn't
have
any
financial
activity,
so
most
of
that
got
pushed
into
March.

monthly,
an
update
on
anticipated
expenditures
for
next
month
and
as
we've
seen
as
activity
and
capacity
has
increased
more
expenditures
month
over
month.

instead
of
averaging
$5,000,

twenty

thirty
thousand
dollars
a
month
and
expenditures.

as
there
may
be
cash
on
hand
at
current,
we
know
that
as
activities
increase,

inventory

subsequent

has
maintenance
obligations,

bank

step
further

its
policies
and
procedures

articulated
a
higher
standard

itself

the
inventory
that
it

So
both
the

UI
already
has
an
arrangement
with
a
housing
authority
starting
this
year,
where
it
actually
is
maintaining
some
of
the
Housing
Authority's
land.
So
this
is
a
partnership
and
actually
leads
to
efficiencies
both
for
public
agencies
as
well
as
the
service
providers
there
are.
There
are
different
bundles,
but
they're
cut
their
existing
contracts,
allow
for
the
flexibility
of
the
portfolio
to
grow
and
shrink
so
that
capacity
made
the
sort
of
due
diligence
was
done,
that
that
capacity
is
already
there
to
add
them
to
those
contracts.

that's
interesting
is
that
the
land
tends
to
be
concentrated
right.
The
you
are
a
land
and
the
house
of
three
land
and
the
land
that
we
may
acquire
because
most
of
its
city
lands
not
all

it,

it
tends

be
concentrated
in
certain
neighborhoods
in
certain
places.
So
when
the
iorry
is
cutting
its
its
portfolio
on
a
particular
street,
there's
a
high

likelihood.
You
know
that
in
the
future
there
is
either
housing
authority
or
there
is
City
or
their
land
bank
land
real
close
to
it.

people
who've

comments
at
the
public
comment
section
wanted

a
website
so
that
they
can
quickly
scroll

the

that
people

be
able

Unfortunately,
the
Senate
did
pass
along
to
bills
in
the
interim
here
one
was
a
bill
that
amends
the
tax
code
and
creates
a
pensive
up,
Pennsylvania
Housing,
Tax
Credit
through
P

FA,
and
certainly
that's
to
give
incentive
to
private
investments
a
great
new
and
preserve
existing,
affordable
rental
housing.
That
bill
has
went
to
from
the
committee
to
the
Senate
Appropriations
Committee.
Just
bounced
over.
There
was
a
second
bill.
Also
that's
been
around
a
long
time.

establishes
the
abandoned
property
tax,
sale
act
and
it
provides
a
process
for
removing
or
transferring
abandoned
buildings
within
a
municipality.
The
issue
a
lot
of
times
just
lieutenant
was
in
there.
They
leave,
they
leave
property
in
there.
How
long
does
it
take
to
dispose
of
that
property?
And
it's
this
discussions
been
going
on
since
I've
been
in
the
Senate
trying
to
get
a
balance
for
that
to
respect
the
tenants
and
their
property
left
there
and
how
long
it
should
be
so
we're
still
at
it
we're
still
trying
to
find
a
happy
medium
there.

But
again
it
did
get
passed
through
the
the
Senate
Housing
and
Urban
Committee,
which
I'm
on.
But
now
it's
referred
to,
the
Senate
Appropriations
Committee
limits
sure
why?
But
there
are
some
bills
that
are
concerning
what
we
do
up
there,
they're
just
not
making
it
to
the
governor's
desk
at
this
point
in
time.
So
I
just
want
to
relay
that.

idea
in

all

that
kind

agencies

think
is

We
tend

somewhat
approachable
right,

it
may

public
want
to
engage
us
right,

think
we're
very
interested
engaging
with
the
public
and
that's
number
one
number
two
I
think
that
they
can
certainly
sub
meetings
with
us
individually,
but
I
think
the
third
thing
tool
we
have
is
the
ability
to
hold
public
meetings
that
are
just
listening
sessions.

policy

organizing

that
if
it's
an
issue

needs
extended
community
conversation,

meeting
