announce
publicly
a
couple
of
things.
First
of
all,
I

acknowledge
the
letter
of
diamante
walker
resigning
from
the
board
I
dated
february
19th.

was
appointed
by
mayor
peduto.
We
appreciate
her
service,
her
leadership,
her
compassion
and
her
her
just
zeal
for
the
work
as
a
board
member.
We
will
come
back
and
talk
to
her
about
her.
In
a
minute.
There
is
a
new
cooperation
agreement.
We
just
got
it
mailed
out.
There
was
a
little
delay,
but
we've
mailed
it
out
not
just
to
the
executive
committee,
but
to
all
the
members.
The
ura
has
drafted
this
new
agreement.

of
that
is
sort
of
paperwork
and
to
make
this
announcement
that
we
actually
made
I'm
blessed
to
have
sarah
fontana
with
me
and
the
mayor
to
make
this
announcement
at
a
press
conference
this
week
announcing
diamani
walker
as
the
deputy
executive
director
of
this
new
ra
she's
already
that
she
will
now
also
assume
the
position
of
the
executive
director
of
the
pittsburgh
land
bank
and
the
cooperation
agreement.
Stipulates
to
that
congratulations.
She
has
accepted
the
congratulations
to
amani
walker.

will
allow
the
executive
level
accountability
to
the
pittsburgh
land
bank
and
also
now
will
dovetail.
She
will
be
responsible
over
the
ura
for
providing
low-income
housing
to
home
ownership.
Low-Income
housing,
affordable
housing,
home
ownership
in
african-american
communities
and
she
will
have
the
full
now
tools
at
her
disposal
to
pursue
that
agenda
and
second
of
all,
we
will
hire
a
full-time
plb
manager.

am

just
so
excited
it's
taken
us
years
to
get
here,
but
I
think,
with
diamante
and
with
the
new
manager.

on
all
cylinders

think
you'll
see
houses
being
transferred
from
the
land
bank
to
new
home
ownership
shortly

in
the
next
few
months,

excited
about
how
this
will
work

role

excited
we
are
to
have
you
in
that

honor

serving
with

plb

bank
board
member,
and
so
I
know

fervor

board's
commitment

affordable
housing
into
a
land
recycling
strategy
in
our
city
that
is
equitable,
transparent
and
beneficial
to
our
community
partners,
neighborhoods
and
residents.

I'm
not
going

say
a
whole
lot

thank

your
again
for

vote
of
confidence.

greg
miller,
so
on
behalf
of
the
executive
committee,
I
was
asked
to
serve
as
the
the
principal
interviewer
for
the
the
the
the
selection
of
a
new
plb
manager,
and
so
we
interviewed
quite
a
few
candidates,
very
strong
candidates
who
came
forward,
but
I
think
that
greg
was
able
to
distinguish
himself
himself
as
somebody
who
understands
land
recycling.
He
is
from
the
pittsburgh
region,
the
southwest
southwestern
pennsylvania
region,
so
he
knows
our
communities
and
our
neighborhoods
and
he
brings
with
him
an
urban
design
background.

He
brings
with
him
some
technical
ability
around
zoning
and
I
really
think
that
his
construction
background
will
also
lend
itself
to
this
board
so
that
we
can
mobilize
very
quickly
greg.
You
know,
I
think
the
few
board
members
had
an
opportunity
to
sit
with
him.
He
is,
he
is
a
stellar
talent
and
I
think,
he's
going
to
make
a
very
strong
plb
manager
he's
already
sent
me
quite
a
few
emails
about
his
passion
he's
been
researching
avenues
of
hope,
looking
at
the
phdc
and
the
new
owned
pgh
initiative.

although
he's
not
officially
started,
he
will
join
us
april.

she
has
been
instrumental
in
getting
us
this
far.

to
manage

directly

under

my
leadership
and
I'll
be
pulling
from
across
the
ura
to
make
sure
that
we
create
a
model
that
doesn't
replicate
some
of
the
pain
points
within
the
city
and
the
ura's
functions
right
now.

recycling
functions
and
to
really
solve
these.
These
big
issues
that
are
facing
our
neighborhoods
and
communities
and
so
again,
here's
another
slide
that
was
prepared
so
that
you
can
have
some
visibility
into
the
cross-functional
support
that
will
now,
for
you
know,
support
the
plb.

cooperative
agreement,
you
are
getting
access
to
the
full
bench
of
knowledge
available,
not
only
at
the
ura
but
also
with
the
city
staff,
so
lindsey
powell
who's
done
exemplary
work
working
with
the
land
bank

policy
standpoint,
brandon
jones
in
our
city
of
pittsburgh,
department
of
finance
and
then
maria
bradley,
who
is
the
chief
of
staff
for
you,
councilman
burgess.

think,
and

the
land
bank
we
talked
about
that
on
this
week
and
so
wednesday.

I

plays

it

for
those
who

watching
remotely.

We
have
you
know
we
have
the
housing
opportunity
fund,
which
is
really
focused
on
ensuring
that
we're
preserving
affordable
rental
and
that
we
are
creating
new,
affordable
rental
units.
We
do
have
some
home
ownership
tools
within
the
hof
that
are
designed
to
ensure
that
low
to
moderate
income
families
and
that
cdc's
have
the
tools
that
are
necessary
to
build
for
sale,
housing
development,
but
we've
identified
a
gap
in
the
market,
and
what
we
know
is
that
you
know
folks
need
in
pittsburgh.

We
don't
have
a
battery
of
tools
in
the
public
sector
right
now
to
fully
do
that,
so
as
as
sort
of
one
of
the
seminal
offerings
under
own
pgh,
the
ura
is
going
to
issue
a
22
million
dollar
bond
designed
to
equip
pittsburgh
residents
to
to
acquire
and
rehab
homes,
and
so
we
will
provide
second
deferred
mortgages
and
tandem
with
first
mortgages
to
allow
folks
to
acquire
properties
within
neighborhoods
and
then
to
convert
those
properties
into
direct
home
ownership
opportunities
for
families.
And
so
we
are
the
board.
The
ura's
board
authorized
the
bond
yesterday.

We
are
now
sort
of
in
the
program
development
phase
and
so
that
programmatic
development
will
focus
on
a
few
key
things:
one
creating
more
affordable
housing
ownership
opportunities
for
the
average
pittsburgher,
making
sure
that
those
tools
are
equitable
and
that
they're
deployed
through
a
fair
housing
lens
so
that
we
can
do
a
couple
of
things.
Give
homeowners
access
to
high
opportunity
neighborhoods,
but
something
else
that's
very
important,
which
is
to
put
residents
that
are
living
in
communities
right
now
that
are
facing
displacement,
giving
them
an
ownership
stake
in
the
neighborhood
that
they
are
in.

Again,
it's
going
to
work
in
tandem
with
the
plb
and
with
and
with
the
phdc,
and
the
plb's
role
here,
I
think
is
to
be
is:
will
allow
us
to
take
publicly
owned
land
and
transfer
it
very
quickly
to
families
that
are
looking
to
build
home
ownership
and
to
make
that
easier
and
getting
access
to
side
yards.
I
mean
that's
something:
that's
very
challenging
for
a
homeowner
right
now
they
have
a
side
yard.
Next
to
them.
You
have
to
wait
5
10
15
years
to
take
ownership.

We
want
to
limit
that
path,
and
the
other
thing
is
that
we
really,
I
think
the
plb's
role
here
is
to
move
quickly
because
we
lose
so
many
assets
in
the
city.
We
lose
them
to
speculation,
we
lose
them
to
profiteering
and
we
have
community
groups
that
are
working
very
hard
to
try
to
preserve
assets.
But
by
the
time
the
title
is
cleared.
The
asset
is
no
longer
valuable
and
now
we're
looking
at
a
demolition
when
it
could
have
been
a
home
ownership
opportunity.

I
think
you
know
we
are
now
you
know
having
reimagined
the
lion
bank
and
reimagined,
the
ura
and
reimagining.
You
know
the
city
in
some
ways
in
terms
of
financing,
we
are
really,
I
think,
in
position
to
strike
quickly
and
to
really
be
a
blessing
to
the
city
and
in
particularly
to
low
and
more
income
communities,
traditional
african-american
communities.
I
do
not
want
to
go
past
this
moment,
though,
without
saying
something
about
julie.
We
are
been
really.

have
been
impressed
by
your
work
for
many
many
years
and
are
working
together.
You've
always
and
are
always
one
of
the
most
astute
and
articulate
people
that
I've
met
about
the
ura
role,
development
role
and
your
ability
to
be
extraordinarily
clear
in
community
meetings.

one
thing:
I
really
like
that:
you're
able
to
do
is
you're
able
to
take
these
sort
of
very
technical
concepts
and
processes
and
translate
them
in
digestible,
understandable
language
to
community
groups.

knack
for
it,

excited

of
the
things
I

told

as
we
made
this
change,

wanted
you

continue
to
be
an
access
to
the
land
bank.

really

me

talent

gift
is

diamante

really
great
job
talking

our
staffing
changes
and
our
new
staff
coming
on
just
wanted
to
give
some
numbers
to
the
plb
manager.
So
we
got
ura
got
over
20
candidates
that
applied
for
the
plb
manager
position.

ended
up
interviewing
six
of
those
candidates
and
greg
actually
went
through
four
different
interviews
before
he
was
selected
so
very
serio.
You
know
you
already
took
this
process
very
seriously
and
came
up
with
a
really
top-tier
candidate,
so
we're
very
excited
to
have
him.
One
thing
that
I'm
going
to
be
working
on
over
the
next
month,
or
so
until
greg
gets
started,
is
an
onboarding
plan
for
him
and
then
a
work
plan
for
the
plb
to
take
us
through
the
rest
of
the
year.

legislation
together

consultation

the

ura
folks

pushback

legislation.

gotten
calls
in
this
past
week
from
other
legislators
around
the
county,
who
want
to
be
part
of
it
actually,
which
I
think
is
a
good
thing,
because
that
just
gives
us
more
strength
than

pushing
it
forward
in
harrisburg.

it
looks
like
we're
going
to
expand
to
all
allegheny
county,
not
just
the
city
of
pittsburgh,
to
be
included.

think
that's
a
good
thing.
We're
venting
it
with
other
groups
out
there
to
make
sure
everyone's
aware,
it's
very
transparent
and
we're
very
out
in
front
with
it.

everyone
if
anyone,
has
any
suggestions
or
concerns

issues
we're
going
to
try
to
take
care
of
that
before
we
actually
introduce
it.
It
looks
like
it's
going
to
be
introduced
by
myself
in
the
senate
side,
but
also
we
we
may
have
it
introduced
on
the
house
side
too,
and
trying
to
expedite
and
make
things
whichever
one
does
faster.

never
worry
about
kids
being
in

church,
because,
if
kids
are
in
the
church,
that
means
their
life

church
and
there's
future

I

and

see
sometimes
daniel
kids
getting
online-
never
bothers
me.

think
it's
a
wonderful
example
of
the
future
and
that
the
future
of
our
city
is
bright.
