ownership
report
in
march
of
2020
and
the
report
and
talked
about
pittsburgh's
changing
dynamics
of
increased
fears
of
gentrification
and
displacement.

petitions
filed
within
the
coming

Initiating
these
cases
below
is
a
timeline
for
the
quiet
title
process
as
a
reminder
as
to
what
order
these
events
occur
and
how
time
consuming
this
process

be
next
slide.

tri-party
cooperation
agreement
amendments,
so
this
document
articulates
a
process
for
transferring
properties
between
the
land
bank,
the
urban
redevelopment
authority
and
the
city
of
pittsburgh.

directors
will
be
informed
about
this
process
as
it
progresses,
and
we
look
forward
to
working
together
for
the
disposition
of
this
property
for
the
second
property.
Six
boggs
avenue
in
the
mount
washington,
neighborhood,
plb
and
ura
shared
staff
are
pursuing
a
limited
request
for
information
for
our
several
existing
applicants.

Through
the
support
staff,
we've
found
our
staff
accountant,
which
is
billed
to
the
plb
for
one
to
four
hours
a
week
of
these
services.
When
we've
added
these
services
up,
we
have
found
that
annually
it
will
cost
the
land
bank
around
nine
thousand
dollars
a
year
to
leverage
the
ura's
financial
accounting
services.

just
to
confirm
what
I,
when
I
just
heard
this
apparent,
it
will
actually
cost
two
thousand
dollars
less
in
your
estimate.
You
have
the
accounting
services
done
by
the
ura
plus
the
staff
of
the
land
bank
actually
prefers
to
continue
their
relationship.

senior
advisor
at
the
urban
redevelopment
authority
and,
as
part
of
that
role,
I
monitor
intergovernmental
affairs,
legislative
advocacy
and
other
intergovernmental
matters.
I'm
here
today
to
provide
an
update
on
behalf
of
senator
fontana,
who
could
not
make
the
meeting
today
on
some
of
the
land
banks
legislative
priorities.

Those
legislative
priorities
include
senate
bill
811,
which
are
amendments
to
mcdoll
senate
bill
439,
which
is
reauthorizing.
The
county
demolition
fund
house
bill
1791,
a
vacant
property
registration
and
assessment
act
house
bill
2209,
which
allows
for
land
bank
boards
to
achieve
quorum,
virtually
house
bill
2210,
which
adds
land
banks
to
the
list
of
entities
to
be
considered
as
eligible
for
conservatorship
and
senate
bill
797,
which
amends
the
neighborhood
improvement
district
act
to
simplify
the
mid
process
and
allow
second
class
counties
to
participate
in
the
creation
of
mids.

Unfortunately,
all
bills
are
currently
sitting
and
waiting
to
be
scheduled
for
a
floor
vote.
There
are
only
nine
days
of
session
scheduled
this
fall
in
both
the
house
and
senate.
So
it's
hard
to
really
predict
if
any
of
these
will
get
a
vote.
However,
we
plan
to
push
for
a
vote
on
all
of
these
bills
when
the
legislature
returns
in
the
fall,
especially
senator
fontana's
senate
bill
811,
which
includes
our
amendments
to
the
miktal
legislation,
and
we
would
really
really
like
to
see
that
pass
before
the
end
of
october.

know
that
the
senator
put
a
lot
of
effort
into
advancing
the
legislation
as
far
as
it
has,
and
we
really
thank
him
and
his
staff
for
their
efforts.
We
know
that
advancing
this
type
of
legislation
is
not
always
easy,
but
we
appreciate
the
efforts
we
are
encouraged
by
how
far
it
has
made
it
in
the
process,
and
we
hope,
by
the
end
of
the
year,
to
have
passage
of
at
least
senate
bill
811,
if
not
other
priorities
listed.

votes

get

and

functional

look

stumbling

not

legislation

transfer
land

ura

the
plb
is
there,
but
the
ability
to
transfer
it
from

city
to
the
plb
is
a
sticking
point
in
the
city
of
a
second
class,
with
sheriff's
sale,
with
not
being
able
to
utilize
a
share
sale
in
the
same
way
to
clear
title
judicially
adds
an
additional
six
to
eight
months.
Now
there
are
other
things
probates
that
have
to
be
opened
that
take
additional
time.

down

tell
you
this
as
someone
who's
run,
land
banks,
who's
been
a
land
transaction
lawyer
now
for
20
plus
years
and
who've.
Seen
these
things
on
multiple
stages,
I

point

we
just
haven't
transacted
property
you're
closer
now
than
you've
ever
been,
and
the
efforts
in
the
last
nine
months
have
brought
you
right
to
the

up

bank

you

need.

initially

committee

held
for
three
weeks
and
when
it
came
back
up
for
a
vote
after
three
weeks,
it

time
held

post
agenda.

waiting
here

that
post
agenda
will
be
scheduled.

believe
that
the
legislation
is
also
the
standing
committee
is
director
of
finance,
so
it's
not
ura
or
land
bank
offered
legislation,
so
we
really
are
waiting

hear

council
and
from
the
city.

think,
as
mentioned
earlier

we
would
like
to
present
jointly
to
council
on

details

that
legislation,

the
