move

asked

lovely

long

it

acquire

city
parcel?
She

how
shiny
the
ring
was,
and
she
said

if
you
go
home
tonight

lucky
with
your
wife.
You'll
have
the
baby
sooner.

telling
me
at
least
nine
months.
It's
three
years
now,
Hazelwood
initiative
bought
three
old
properties
on
flowers
near
Gladstone
school,
where
we
wanted
to
redevelop
the
whole
area
in
the
three
years
that
it
took
they
got
so
much
worse.
We
had
to
tear
them
down
we're
trying
to
get
vacant
Lots
next
to
these
properties,
so
we
can
build
new.

way
more
expensive
than
had
we
been
able
to
repair
them,
but
we're
doing
that
anyway
and
I
have
tried
and
tried
to
figure
out
how
to
get
them
through
in
a
timely
fashion,
because
our
funding
is
not
going
to
wait.
Federal
Home
Loan
Bank
funding,
which
is
the
key
to
making
these
work,
will
not
wait
three
years
and
so
people
and
working
in
Goodwill
recognizing
that
the
problems
persist
with
the
land
bank
method.

two
of
these
three
vacant
properties
into
the
Ura
process,

with
the
Ura
staffing
issues,
I

confidence.

have
none
that
we
will
be
able
to
get
them
by
next
march

we

half
a
million
dollars
of
funding

the
city
can't

resources
into

deals
with
affordable
housing

it
puts
properties
back
on
the
tax
rolls
it
makes
money

a
resident

the
north
side.
As
many

you
know,
pcrg
is
a
membership-based
organization
with
around
60
Community
Development
corporations,
neighborhood
groups
and
other
place
focused
non-profits
throughout
Pittsburgh
and
Allegheny
County,
and
our
mission
is
to
work
towards
economic,
Justice
and
Equitable
resources
to
revitalize
the
Pittsburgh
region.

We
focus
our
efforts
on
low
to
moderate
income
communities
and
improving
their
quality
of
life
through
improved
access
to
Capital,
Equitable
transportation
choices
as
well
as
land
repurposing.
I
As
you
heard
earlier
from
some
of
our
members
and
and
hopefully
later,
a
lot
of
our
members
are,
all
of
them
are
dealing
with
the
negative
impacts
of
vacant
properties
every
day
and
quite
frankly,
the
city's
inability
to
maintain
its
parcels
and
recycle
properties
at
the
necessary
scale
perpetuates
the
worst
injustices
of
systemic
racism.

Our
members
are
calling
for
the
land
bank
to
utilize
all
land
recycling
instruments
currently
available,
including
the
treasurer
sale
and
Sheriff's
sale.
While
the
passage
of
the
mechtel
amendment
is,
is
important
and
will
make
things
smoother
and
easier
and
quicker,
and
our
Coalition
will
continue
to
support
its
passage.
The
land
bank
can't
continue
to
use
the
mechal
amendment
as
an
excuse
to
not
proceed
with
its
Mission
other
local
and
Regional
land.
Banks
are
moving
right
along
congruently.

land
bank
needs
to
prioritize
its
outside
relationships
and
come
to
an
agreement
with
all
applicable
tax
and
body
authorities,
including
Allegheny
County
and
the
Pittsburgh
School
District.
Further.
A
lot
of
our
members
have
also
asked
for
clarification
on
the
most
distressed
council
districts
and
if
the
legislative
mandate
audit
has
occurred
within
the
last
three
years
to
identify
those
districts
and
if
so,
to
share
the
report
publicly
pcrg
calls
on
the
city
and
the
land
bank
to
utilize
all
powers
to
recycle
property,
and
we
stand
with
you
and
cooperation.

forth

effort.
Unfortunately,
everything
that
we
do
is
coming
from
out
of
our
pockets
and
we're
not
getting
any
any
type
of
support
from
the
local
government,
and
we
wanted
to
purchase
a
lot
here
and
every
time
we
took
steps
to
do
everything
to
write
in
proper
way.

explained
to
us,
we
couldn't
get
any
type
of
any
type
of
traction.

was
always
some
type
of
changes
in

the

procedure
almost
as
if
it

being
improvised,
but
we're
doing

part

blight

vacant
properties
every

as
we

know,
vacant
structures

empty
Parcels
present
significant
Public
Safety
risks.

Hill
district

with
gentrification

changes

basically

we're

to
talk

giving
Community
groups
direct
funding
and
direct
agency

direct
path
to
reclaiming,
especially
this
already
city-owned
assets

we

the
treasure
sale.

just
briefly,
I
wanted
to
reiterate
the
land
bank's
guiding
principles
and
operational
goals.
Our
land
bank
is
here
to
support
and
increase
the
supply
of
quality,
affordable
housing
and
to
reduce
the
spread
and
levels
of
urban
blight
in
the
city
of
Pittsburgh
right.
So
to
accomplish
that,
we've
got
operational
goals
to
streamline
the
property
recycling
process.

know
addressing
what
our
commenters
brought
to
us
here
today
in
in
order
to
do
that,
we
need
to
improve
coordination
between
the
agencies
that
handle
that
vacant
and
new
nuisance
property
and
greatly
enhance
the
number
of
properties
overall,
that
we're
moving
through
our
current
systems
and
and,
most
importantly,
improve
that
end
user
experience
right.
We
we
don't
want
in
Mr
Bay's
terms,
it
should
not
feel
almost
EV
as
if
it
was
being
improvised
right.
We
want
to
a
very
transparent
process.

And
so
and
I've,
and
just
you
know
again
to
to
reiterate
the
land
bank's
role
here.
Our
land
bank
is
not
here
to
reinvent
the
wheel
or
create
something
new.
We
do
have
a
land
recycling
system.
We
just
want
it
to
work
better
and
we
want
to
give
it
more
tools
to
be
more
efficient
and
more
transparent.

The
city
of
Pittsburgh
and
the
Ura
will
continue
to
have
roles
within
this
system,
but
the
land
bank
will
offer
the
opportunity
to
dispose
of
property
in
a
different
way,
so
the
Ura
will
will
still
maintain
their
role
of
disposing
assembling
land,
focusing
on
multi-unit,
residential
and
Commercial
and
large-scale
scale
development.

So
the
land
bank,
currently
for
the
first
time,
we've
got
two
and
a
half
staff.

have
myself
the
land
bank
manager,
Emily
the
assistant
manager,
and
we
have
our
part-time
support
staff.
The
land
bank
is
also
supported
by
the
Ura.
We
are
embedded
within
the
ura's
transactions
team,
which
provides
us
the
expertise
that
we
need
to
manage
this
disposition
process.

So
there's
five
key
roles:
there
we've
got
to
work
with
their
inventory
manager,
the
transaction
support,
specialist,
the
properties,
inquiries,
analyst,
the
gis
and
data
analyst
and
their
real
estate
coordinator
and,
of
course,
the
assistant
director
of
Real
Estate.
We
also
receive
support
from
their
legal
team,
HR
and
accounting.

All
right
so
diving
into
our
our
work
plan
for
2023
there's
two
major
buckets.
The
first
thing
that
we're
focusing
on
is
unlocking
the
city's
acquisition
process.
Our
goal
is
to
bring
50
properties
into
the
land
bank's
inventory.
Of
course,
we
hope
to
dispose
of
all
50
properties
as
efficiently
and
and
transparently
as
possible.

We've
got
to
collaborate
with
our
city,
Partners
really
focus
on
improving
our
data
management
practices,
So,
currently,
the
city,
the
Ura
and
the
land
bank
and
the
finance
department
all
use
e-properties
plus
this
can
be
a
powerful
tool
to
improve
communication
and
management
of
our
inventory
and
I.

We've
got
some
numbers
here
on
the
slide.
I
want
to
call
your
attention
to
there's
a
cost
of
blight
report
from
2018
that
estimates
we
have
something
around
23
000
vacant
properties
in
the
city
of
Pittsburgh,
a
very
rough
estimate
that
we've
made
looking
at
the
city's
inventory,
taking
out
property
that
the
city
owns
outright
like
a
park
or
a
DPW
facilities,
building
and
property.
That's
been
earmarked
or
officially
designated,
as
Greenway
leaves
an
estimated
number
of
around
8
000
potential
properties
that
would
be
appropriate
for
disposition.

You
know
back
to
the
community,
so
just
a
you
know
a
general
ballpark
of
what
of
what
we're
looking
at
and
then
the
land
bank's
plan
which
we'll
get
into
these
numbers
a
little
more
as
we
go
through
the
budget
is
we're
estimating,
overall,
that
we
could
make
an
impact
of
disposing
of
659
properties.

So
I
just
wanted
to
frame
that
communication
and
collaboration
around
our
tri-party
agreement
process.
So
this
is
legislation
currently
before
city
council.
It's
an
amendment
to
the
existing
agreement
that
will
outline
how
property
is
going
to
move
from
the
city
to
the
P,
the
land
bank's
inventory.
So
we
have
so.
We
submit
a
concurrence
memo
to
the
city
to
finance
and
City
Planning,
requesting
the
transference
of
property.
They
review
that
approve
it.
It
goes
before
city
council
for
approval
as
well,
and
then
we
initiate
a
transfer.

Another
very
important
goal
of
2023
is
to
implement
the
Pittsburgh
Property
Reserve
2.0.
So
this
is
a
an
existing
prior
system
that
allowed
that
gives
our
community
development
corporations
the
ability
to
acquire
property.
So
it
was
currently,
it
was
previously
managed
by
the
city
and
the
land
bank
will
be
working
to
take
over
this
process
and
disposition.
In
2023,
we
plan
to
focus
on
the
properties
in
the
city's
remaining
inventory
and
we
have
around
150
properties
that
are
in
our
transition
process,
where
the
Ura
has
been
supporting
continuing
to
move
that
property
through
the
system.

So
we
that's,
that's
you
know
Step
One
is
we
want
to
really
focus
on
making
sure
that
those
properties
are.
We
have
a
plan
to
to
dispose
of
them
and
we
will
be
working
very
closely
with
our
Community
Development
Corporation
Partners,
to
make
sure
that
system
is
built
in
a
way
that
that
works
well.
For
the
end
user.

And
I
should
mention
there
too,
that
we've
we've
begun
conversations.
The
land
bank
attended
the
last
vacant
property
working
group
to
talk
about
that
property
Reserve
process.

You
know
and
share
our
commitment
that
we
we
want
to
see
that
that
broad
online,
all
right.
Finally,
another
important
tenant
of
our
goals
for
2023
is
we
want
to
implement
a
pilot
stabilization
program.

So
a
major
Gap
in
our
current
land
recycling
system
is
that
while
property
is
moving
through
the
title
clearance
process,
that
property
is
deteriorating
and
so
what
it
might
cost
to
rehab
that
property
at
the
start
of
the
sales
process
versus
the
condition
of
the
property
and
the
cost
to
rehab
at
the
end
is,
is
adding
significant,
significant
cost
to
rehabbing
property
and
bringing
it
back
online.

So
we
are
looking
to
build
a
system
that
creates
Early
Access
so
that
we
can
seal
the
envelope
of
a
residential
structure
and
that
property
is
then,
and
then
we
keep
the
rehab
costs
down,
because
the
structure
is
not
deteriorating.
While
we
clear
title
so,
we've
got
lots
of
work
to
do
to
dig
into
the
details,
to
figure
out
how
to
do
that
most
effectively
and
we're
really
looking
forward
to
working
with
Partners
like
phdc
and
Rising
tides,
to
figure
out
how
we
build
that
system,
make
it
effective
and
leverage
the
resources
of
our
partners.

work
plan

is
building
the
agreements

procedures
necessary

access
the
County
Sheriff's
sale,
the
it's
important
for
the
land
bank
to

access

Sheriff's

it's

efficient
way
of
foreclosing
Municipal
claims
and
tax
liens.
So
this
is
going
to
cut
down
the
time
that
it
takes
to
clear
title
significantly.

This
also
gives
the
land
bank
priority
bid
this.
This
does
not
currently
exist
in
our
foreclosure
system.
There
is
no
way
at
the
time
of
the
tax
foreclosure
to
unless
you're
outbidding
someone
else
that
wants
the
property
to
acquire
it,
so
that
priority
bid
is
going
to
be
really
important
for
Key
properties
that
are
important
to
communities
important
to
developments
and
we're
looking
to
model
this
access
off
of
the
rights
that
Philadelphia
already
enjoys
in
their
tax
foreclosure
process.

So
a
one
tenet
of
one
step
to
accessing
the
Sheriff's
sale
is
to
reintroduce
the
miktol
amendment
that
we've
been
discussing
at
this
table
over
the
last
year.
So
we
with
the
help
and
support
of
our
Ura
partners
and,
of
course,
the
support
of
the
mayor's
office.
This
will
be
reintroduced
and
our
partners
at
the
state
of
course,
will
be
reintroduced
in
January.

We
will
be
re-engaging,
our
partners
at
the
city,
the
school
district
and
the
county
to
renegotiate
the
three
taxing
bodies
agreement,
and
why
that's
important
is
you
know,
technically
speaking,
the
land
bank
could
make
a
bid
at
the
sheriff
sale
currently,
but
we
would
have
to
pay
the
upset
price
at
the
time
of
of
being
awarded
the
bid,
and
so
it's
simply
cost
prohibitive.
It's
not
a
tool
that
makes
sense
to
use
right
now
and
that's
why
it's
really
important
that
we
re-engage
our
partners
and
establish
a
new
three
taxing
bodies.

helps
also

inform

we

about
our
2023
budget.

really
important

emphasize
in
our
work
plan

these
budgets
is
2023
is
a
year

implementation,

year

learning,

want

be
nimble.

respond

needs

Community
Partners,
and
it's
always
possible
that
you
know
these
funds
and
numbers
will
adjust

you

right
need

we

really
learn

test
out

systems
figuring
out

works,

for
our
partners.

baked

cost

rough
estimate
of
how
much
additional
funding

we
could
preserve
if
we
were
able
to
change
that
number
is
around
900
000

then
put
into
additional
title
clearance

disposition.

2023
budget.
We
expect
to
start
the
year
with
about
473
thousand
dollars
of
existing
funds.
We
are
estimating
the
release
of
our
arpa
funding
in
June

2023,
so
we've
built
our
budget
around
that.
We
expect
it
to
take
about
four
to
six
months,
to
negotiate
a
contract
to
release
that
funding.

course,
that
timeline
is
is
going
to
affect
how
we
operate
in
2023,
another
highlight
of
the
budget,
our
Ura
Cooperative
cooperation,
agreement
for
services
and
Facilities.

If
you
recall
that
you
know

staff

are
supported
by
every
day,
that
really
provide
that
expertise
to
help
the
land
bank
move
along
and
become
functional,
that's
are
an
important
cost,
but
we've
also
made
a
set
aside
for
potential
Consulting
work

dollars

the
rough
estimate

cost

parcel
to
move
through
this
system
is

Sheriff's
sale
requires

dollar
deposit
to
use
that
process,
and
then

also

probably

some
additional
legal
fees
there
as

clearance,

think
once
what

found

this
budget

bank
as
a
tool

applying

expedited

so
that
changes

calculation

what
we're
putting
into
title
