the
land
bank
board.
My
name
is
Jeff
Martin
I'm,
the
program
coordinator
from
hilltop
Alliance,
which
represents
11
South
Pittsburg
hilltop
neighborhoods,
including
many
with
high
concentrations
of
low-income
residents
and
tax
delinquent
vacant
properties.
Our
work
includes
in
Allentown
neighborhood,
where
we
have
worked
with
the
URA
and
the
Mount
Washington
CDC
to
acquire
60-plus
properties
and
bring
them
back
on
to
the
tax
rolls
of
these
31
or
former
vacant
tax.
Delinquent
properties
that
make
up
the
bulk
of
our
affordable
housing
tax
credit
program,
application
that
we
just
submitted
last
month.

If
funded,
this
will
result
in
29
new
construction,
single
family
homes
on
previously
vacant
lots.
In
addition,
we
have
20
rehabs
for
resale,
including
12,
with
the
Pittsburgh
Housing
Development
Corporation,
two
that
were
already
completed
as
sold
and
six
that
are
not
owned.
Yet
another
12-hour
development
sites
slated
for
future
development
and
all
of
these
properties
are
within
a
five
by
eight
block
area
in
Allentown.

Today
we
ask
that
the
city
properly
staff
have
fund
the
land
bank
in
the
near
future
and
that
we
emphasize
that
the
land
bank
must
become
fully
functional
before
the
property
reserve
is
phased
out.
Otherwise
our
momentum
and
our
story
will
be
stopped
in
its
tracks
because
of
our
work
in
Allentown.
We
have
requested
from
our
other
member
organizations,
including
the
care
community,
calcium
and
Knoxville
Citizens
Council,
to
help
them
with
affordable
housing
strategies.

The
land
bank
is
not
a
disaster,
as
it
was
previously
stated
over
the
last
five
years,
but
a
classic
example
of
failure
to
launch.
So
we
would
like
to
work
with
you
all
so
that
we
can
change
the
story
and
make
an
impact
in
the
affordable
housing
crisis
in
this
city.

prepared
remarks:
grounded
has
been
working
for
over
12
years
with
residents
across
pitts
the
Pittsburgh
region
to
reclaim
vacant
and
neglected
land,
especially
working
with
underserved
communities
experiencing
high
rates
of
vacancy
and
abandonment,
even
within
the
city's
boundaries.
Some
of
these
neighborhoods
have
a
staggering
30
percent
or
higher
vacancy
rate.
The
abundance
of
vacant
properties,
whether
structures
or
land,
affects
the
social,
environmental
and
economic
health
of
a
community.
We
know
that
the
quality
and
condition
of
one's
environment
is
has
a
direct
impact
on
life's
outcomes.

It's
the
people
in
these
communities
that
I've
referenced
that
are
stuck
with
the
burden
of
neglected
properties,
and
it's
the
people
in
these
communities
that
bear
the
toll
on
their
health
happiness,
community
cohesion
and
access
to
quality
green
space.
If
you
were
to
Google

Monticello
Street,
you
would
see
a
large
plume
of
wild
green
greenery,
believe
it
or
not.
Behind
that
greenery
is
a
home
which
has
stood
abandoned
and
unmaintained
for
years.
Shrubs
took
over
not
only
the
house,
but
the
adjacent
sidewalk
and
yard,
forcing
Walker's
to
walk
in
the
streets.

Not
only
is
this
an
inconvenience
at
the
safety
hazard
on
multiple
fronts:
pedestrians
have
to
walk
in
the
road
rodents
and
pests,
see
the
space
as
an
optimal
nesting
area,
and
the
space
could
also
potentially
be
used
as
an
opportunity
to
hide
a
list
of
activities.
This
is
not
an
anomaly.
There
is
a
70
19,
Ellis
Street
on
every
block
and
sometimes
the
entire
block
in
our
partner
communities.

In
the
case
of
70
19,
Monticello,
Homewood,
Community,
Care,
stewards
and
grounded
staff
were
able
to
work
together
and
address
the
problem,
weeding
raking
mowing
removing
tires
resulting
in
a
bus
size,
pile
of
debris.
This
is
an
example
of
the
kind
of
vacant
properties
the
Pittsburgh
land
make
is
strategically
positioned
to
address.
Currently,
there
are
not
enough
resources
for
city
crews
to
turn
to
the
issue,
thus
creating
inequities
in
the
quality
of
service.
This
is
an
environmental
injustice.

There
is
an
enormous
gap
here
being
filled
by
community
organizations,
nonprofits
CDC's
and
residents
to
ensure
that
basic
services
are
being
met
in
their
community.
However,
this
is
the
role
and
function
of
our
local
government.
Over
the
course
of
12
years,
we've
witnessed
firsthand
how
quality
and
condition
of
vacant
land
affects
people.
We
have
the
tools
to
start
fixing
this
issue
of
vacant
abandoned
properties,
but
as
of
now,
it
seems
like
we're
actively
choosing
not
to.

the
meantime,
residents
in
high
vacancy
neighborhoods
continue
to
face
higher
rates
of
depression,
weaker
health
outcomes,
property
damage
from
fires
and
flooding
and
declining
values.
To
this
end,
we
act
ask
of
the
lamp
bank
be
fully
funded
without
delay.
We
ask
that
the
full
stats
put
in
place
to
an
essential
operations
for
the
land
bank,
and
we
ask
that
the
land
bank
works
towards
the
full
acceptance
of
the
property
reserve
process
recommendations.

about
the
DeLand,
Bank
use
and
a
blight
that
we
are
experiencing
in
Larmour
alarmers
community,
that
has
many
vacant
parcels
and
many
abandoned
buildings.
We're
working
in
Larmour
to
do
redevelopment
based
on
the
hood
choice
program.
So
we
are
making
a
substantial
gain,
but
our
premise
here
being
here
today,
is
to
get
a
better
understanding
of
how
the
land
bank
works.

Some
of
our
land
and
parcels
are
currently
in
the
Land
Bank
and
we're
working
to
try
to
get
them
out,
but
it
seems
to
be
very
time
consuming
and
I
understand
his
staff
is
that
a
minimum
and
things
aren't
working
the
way
they
were
designed
to
work.
But
we
want
to
be
able
to
sit
down
and
effectively
learn
the
process
of
how
land
is
being
placed
in
Land
Bank.
How
and
why
and
how
to
effectively
get
it
out
without
using
much
time
now
in
regards
to
the
neighborhood
immune
system.

a
healthy
neighborhood
include
a
place
where
wear
makes
economic
and
emotional
sense
for
people
to
invest
their
time,
money
and

energy

a
place
where
neighbor
successfully
manage
neighborhood
related
issues

facilitate
that
change
in
Larmour
and
we're
looking
forward

sit
down
and
again
finding
out
how
we
can
effectively
remove
things

land
base

that
they
can
be
built
upon,
so
that
our
residents
can
live

happily

those
properties

as
transparent
as

we
are
working
and
advocating
on
their

of
all
the
departments

frankly,
different
government
entities

it
is
absolutely
imperative

that

we

make
this
land
recycling
process

complete

equitable

good
geographic
representation

living
without
legacy

weeks

pretty
chaotic.

changed

budget

principally
because
the
URA
is
in
the
process
of
moving
from
one
building

theirs

this
