A
C
A
Okay,
so
we
are
expecting
other
members
to
join,
so
we
can
open
with
a
public
comment
session
if
there
are
any
members
of
the
public
who
would
wish
to
speak
during
this
session.
The
public
comment:
please
use
the
raise
hand
function
at
the
bottom
webinar
controls
menu
once
acknowledge.
Please
begin
with
your
name
address
or
neighborhood
or
your
organization
affiliation.
Each
public
speaker
will
have
three
minutes
to
address
the
board.
B
B
To
see
if
we've
got
any
people
raising
their
hand,
this
is
Sally
stableman
manager
of
the
Pittsburgh
Land
Bank,
I
I,
see
it
looks
like
we
might
have
three
or
four
folks.
E
D
Hello,
hi,
I'm,
Billy,
Vaughn
and
I
am
an
educator
and
educator
here
in
the
city
of
Pittsburgh
I'm
attending
the
land
bank
board
meeting
to
voice
my
support.
Continued
support
for
residents
purchasing
property
through
the
land
bank.
This
includes
residents
who
are
interested
in
owner
occupancy
or
doing
their
own
rehabs
for
rentals
or
even
investment
properties.
Supporting
Community
ownership
does
not
take
away
the
need
of
development
from
cdcs
and
organizations.
It
adds
to
it.
D
Development
from
all
sectors
are
needed
for
our
city
to
get
these
properties
back
on
a
tax
roll
cdcs
may
have
the
the
capital,
but
there
is
still
a
capacity
constraint
with
the
huge
amount
of
vacant
properties
the
city
has.
We
need
a
more
transparent
system
from
the
finance
department
that
allows
the
data
to
be
managed
better.
D
B
B
Oh
right
red
are
you
with
us.
B
F
You
hear
me
I'm
a
half
century
professor,
at
Carnegie,
Mellon
in
robotics
I,
have
farmed
800
acres
out
in
Somerset
for
30
years,
and
a
quarter
Century
Ura
helped
me
to
establish
the
national
robotics
engineering
center
in
Lawrenceville
back
in
the
day
when
Lawrenceville
was
down
and
up
and
I'm
here
today,
hoping
that
you
might
consider
my
great
interest
in
a
derelict
garage,
that's
adjacent
to
your
wonderful
Larimer,
School
Cornerstone
Village
project.
F
So
this
is
on
an
alley
and
it's
the
the
building
is
one
where
I
purchased
it
from
a
person
a
month
ago
to
learn
later
that
it
is
two
Deeds
splitting
it
down
the
middle
and
you
own,
the
other
half
that
I
would.
Oh
all
the
things
I
mentioned
before
the
university
robotics,
the
farm
six
months
from
now,
I
won't
be
doing
any
of
them.
I
hope
that
my
life
is
centered
in
this
garage
that
I
would
bring
back
to
utilization
for
great
projects.
F
I
love
to
restore
antique
trucks,
fine
woodworking,
I'm,
quite
a
machinist,
and
you
can't
do
that
stuff
in
an
office
that
there
are
it's
a
condemnation
sign
on
your
side
of
the
building,
that
it
has
no
doors,
no
ceiling,
no
roof.
Some
of
the
block
needs
work,
I,
do
it
all,
and
so
that's
red
Whitaker.
Thank
you
for
your
consideration.
B
B
A
B
B
G
G
A
All
right
so
over
to
the
Chairman's
report,
which
there's
a
motion
to
approve
the
July
minutes
or
or.
H
C
A
In
the
opposed,
okay
moving
right
along
the
August
2023
financial
and
approval
of
the
August
monthly
expenditures,
we've
receive
these
and
have
had
a
chance
to
review.
Those.
Also
looking
for
a
motion
to
accept
the
August
financial
report
and
approve
the
monthly
expenditures.
E
B
And
I'm
going
to
ask,
we
could
skip
to
our
first
action
item
just
to
maintain
Forum
here
this
our
approvals
through
and
then
we'll
hop
back.
G
Right
is
there
a
motion
to
approve
the
proposed
blood?
Oh
we've
skipped
okay,.
G
B
Just
I'll
put
out
a
couple
highlights
here,
so
the
with
this
new
proposed
budget,
our
our
current
estimate
of
properties
that
we
believe
that
we
can
process
here
at
the
land
bank
is
around
148
and
that'll
continue
to
fluctuate,
as
we
really
flush
out
these
projects,
but
we're
just
so
thrilled
and
excited
to
be
funded
and
hopefully
close
to
bringing
this
funding
in.
So
we
can
get
some
work
started.
Thank.
G
B
Roundabout
way,
this
was
brought
into
the
inventory
of
a
sister
Affiliates,
the
Pittsburgh
Housing
Development
Corporation.
However,
we
feel
that
the
land
bank
is
the
more
appropriate
entity
to
take
this
property
on.
We
don't
pay
property
taxes
to
hold
this
and
we
have
the
ability
to
quiet
time
so.
B
Started,
which
is
why
we've
got
it
on
the
agenda
today
to
ask
the
board
to
approve
the
acquisition,
so
we
can
start
that
six
to
nine
month,
quiet,
Kettle
process.
G
B
G
B
If
we
want
to
skip,
we
can
do
it
now
we
can
skip
back.
We
just
had
a
quick
slide
here
under
staff
updates
just
to
put
up
a
final
period
here
on
on
some
sales
that
was
closed
out
in
August,
we
were
so
thrilled
to
get
to
sell
a
243
matter
to
the
Urban
Academy
and
three
additional
Parcels
to
Hazelwood
Initiative
for
the
development
of
three
affordable
for
sale,
housing
events
that
will
be
built
up
on
those
on
those
great
reception,
and
now
we
can
go
too.
B
Okay-
and
that
brings
us
to
legislative
updates,
so
I'm
I'm
excited
to
say
that
I
think
both
of
these.
This
may
be
the
last
meeting
where
we're
sharing
updates
on
these
two,
the
tri-party
cooperation
agreement,
the
amendment
that
was
the
Forest
City
Council,
was
passed.
Finally,
at
the
end
of
July,
we
are
working
on
finalizing
that
language
with
the
urban
Redevelopment.
B
In
the
city
of
Pittsburgh,
so
that
that
amendment
can
be
circulated
for
Signature,
we
do
hope
to
see
that
finalized
in
the
coming
weeks
and
then
our
second
update
is
the
State
legislation,
the
municipal
claims
and
tax
lien
law.
There
were
amendments
before
the
state
that
made
their
their
way
through
the
legislature
and
were
signed
by
Governor
Shapiro,
so
that
waiting
period
has
ended
and
those
mental
amendments
are
now
in
effect.
B
So
that
would
be
the
last
time
for
now
you'll
be
hearing
about
our
McDowell
updates,
and
that
concludes
my
legislative
updates.
All.
G
B
We
do
have
two
public
speakers
here
with
us
today:
Mr
Errol
Reynolds
would
like
to
come
join
us
at
the
table
here
for
for
three
minutes
before
public
comment.
C
Right
now,
as
a
Cultural,
District
you'll
just
disappear.
One
of
the
fits
that
one
of
the
first
places
that
had
the
original
conference
is,
we
can
Define
itself.
We
don't
have
one
now
what
we
see.
What
we're
looking
at
is
kind
of
bring
back
that
approximity
back
to
the
hill,
we're
looking
at
on
our
main
drag.
C
We
can
place
houses
on
it,
there's
no
room
Revenue
Trader,
and
what
we
want
to
do
with
the
remaining
that
that's
Lots
is
to
start
an
epidemic
of
people
coming
back
and
taking
these
lands
and
making
it
more
viable
use
that
haberdasher's
hardware
stores,
shoe
stores
grocery
stores
around
the
club
stores
a
whole
lot
of
things.
It
was
just
beginning
to
catch
on
now,
so
we'll
be.
What
we've
done
is
we've
kind
of
a
little
power
up
there
and
we
got
a
lot
of
people
that
we
have
on
our
side.
C
What
we
want
to
do
is
to
make
it
available
to
the
community
we're
not
trying
to
do
this
for
ourselves,
because
we're
trying
to
make
a
profit
and
think
what
we
want
to
do
is
bring
back
the
original
Court
from
the
district
and
its
entities
back
to
the
original
Hill,
and
we
have
an
opportunity
to
do
that.
I
had
Vision
on
that
one
corner
across
the
street
from
there.
C
Tourist
attraction
in
the
backyard
we
have
Jasper
and
the
Sculpture
Park,
where
we
have
artists
come
in
and
they
put
the
sculptures
in
the
piano
area.
We
can
play
music
if
you
like,
and
the
fact
that
those
three
months
what
we
want
to
do
is
build
a
four-story
builder.
We
all
may
have
the
drawings
of
it
comes
in
that
dollar
value
at
1.5
million,
not.
G
G
First
of
all,
whether
there's
a
there's,
multiple
entities
that
have
ownership,
the
other
two
are
city
of
our
city,
yeah
I,
understand
it,
and
so
that's.
The
first
thing
is
the
process.
There
are
three
entities
you
provide
these
properties
from
once
you
are
a
ones
the
city.
What's
a
land
page
Sally
will
determine
which
of
those
three
inmates
makes
the
most
sense.
G
It
depends
on
your
project
and
funding
streams
so
that
there
are
some
cases
that
you
want
to
be
afraid
of
property
first
to
buy
from
them.
There's
some
cases
that
you
want
to
buy
directly
City.
There
are
some
cases
where
you
want
to
retired
and
in
some
cases
depend
on
their
the
property.
You
want
to
buy
it
for
myself
you're
in
the
right
place.
Sally
will
personally
help
you
figure
this
out.
Okay,
is
there?
Is
there
any
other
speakers?
Of
course.
E
H
Hi
Sally,
it's
it's
not
a
it
wasn't.
A
public
comment.
I
had
just
noticed
that
when
we
were
reviewing
the
minutes
to
be
approved,
I
thought
that
July's
meeting
was
canceled,
so
I
was
I,
I
did
I.
I
was
just
a
little
confused
as
as
to
why
there
would
have
been.
We
were
approving
minutes
when,
in
fact,
I
I
don't
think
that
we
had
a
meeting.
B
B
To
have
one
other
public
speaker,
I,
see
Billy
Bond
has
her
hand
up
again
Billy
the
floor
is
yours.
E
No
I'm,
sorry
I,
didn't
I
already
spit.
That
was
a
I
think
it
stayed
up
from
the
first
time.
I
apologize.
Okay,.
