A
B
A
C
C
A
Okay,
so
we
do
not
have
a
quorum
as
of
yet
so
we
will.
We
are
expecting
to
have
one
so
we'll
just
continue,
and
hopefully
councilman
Lavelle
will
be
on
board
before
we
get
through
those
items.
So
we'll
now
open
for
public
comment.
If
there
are
anyone
or
any
in
the
public
waiting
to
comment,
please
raise
your
use.
The
raise
hand
function
in
the
bottom,
webinar
control
menus
again
with
your
name
address
or
neighborhood,
or
your
organization
affiliation,
and
please
you
have
the
three
minutes
to
address
the
board.
A
All
right,
we
will
have
to
postpone
the
review
of
the
approval
of
minutes
until
we
do
have
a
quorum,
but
we
can
hear
the
financial
we
can
review
the
financials
we
just
can't
vote
on
them.
Is
that
correct.
A
All
right,
we
did
not
vote
to
approve
all
right,
so
please
I'm
going
to
turn
it
over
to
you
Emily
to
let
you
handle
this.
B
Thank
you
Dr
Bay,
so
we
have
four
slides
with
the
financials
I'll
briefly
scroll
through
each
of
them
can
pause
for
questions
and,
like
our
vice
chair
said,
we
will
not
be
voting
without
a
forum,
but
we
can
certainly
review.
The
slides
here
is
our
balance
sheet.
C
All
right
good
afternoon,
this
is
Sally
stableman
manager
of
the
Pittsburgh
Land
Bank
start
off.
I
am
so
pleased
to
inform
the
board
that
the
Pittsburgh
Lamborghini
has
sold
its
very
first
property.
We
closed
on
six
Boggs
Avenue
on
May
30th.
The
property
was
sold
to
the
Mount
Washington
CDC
and
will
be
renovated
to
house
The
ecumenical
food.
C
We
are
working
to
schedule,
a
closing
on
243
Meadow,
located
in
Larimer
for
a
campus
expansion
of
the
urban
Academy,
and
we
have
three
Parcels
pending
a
purchase
and
sales
agreement
in
Hazelwood
on
flowers,.
A
A
C
A
Okay,
now
approval
of
the
main
board
meetings
board
minute
meetings
motion
to
approve
thank.
D
A
All
in
favor
all
right,
hi,
any
opposed,
abstentions
or
Corrections
all
right,
seeing
none
that
that
is
approved.
We'll
move
on
to
the
acceptance
of
the
financial
report
that
report
I
didn't
see
when
we
got
Quorum.
Do
you
want
to
review
it?
Reverend
Burgess,
no
I
do
know,
I've
seen
it.
Okay,
all
right!
So
we'll
take
a
motion
to
accept.
A
A
Okay,
we
have.
We
have
approved
those
We've
approved
the
treasurer's
report
financial
report.
Thank
you
for
that.
A
C
Thank
you
Vice
chair,
so
we
have
some
quick
updates
on
our
legislation
before
city
council.
This
amendment
to
the
tri-party
agreement,
which
is
an
existing
agreement
between
the
Ura,
the
city
of
Pittsburgh
and.
B
C
To
receive
property
from
the
city,
our
we
have
an
update,
which
is
that
a
post
agenda
has
been
scheduled
on
this
legislation
for
June
13th.
It
will
be
held
at
2,
30
PM
in
Council
chamber.
C
B
A
C
Well
so
there
were,
there
was
a
post
agenda
and
a
public
hearing
that
were
called
for
Oneness
bill
was
at
the
council
table
last
June
in
June
of
2022,
and
so
this
is
the
scheduling
of
that.
The
first
of
the
two
public
meetings
that
we're
called
for.
A
Right,
no
I
I
get
that,
but
without
this
agreement,
what
is
the?
What
what
what's
the
hold
up
right
now?
What
problem
does
this
solve?
I
understand,
I'm,
just
saying
for
the
clarity
for
the
public.
Can
you
explain
what
problem
this
solves?
Yeah.
C
So
I
think
you
know
we
it's
important
for
for
Ura
the
city,
the
community
at
large.
We
all
want
to
be
on
the
same
page,
you
know
and
Rowing
together
and
so
making
sure
we
have
a
process
that
is
written
down
and
is
officially
agreed
upon
by
all
parties
so
that
we're
moving
processes,
the
property
in
the
same
way,
every
time
just
make
sure
that
you
know
where
we,
you
know
we're
agreeing
on
one
thing
and
then
moving
forward,
and
so
we
have
a
tried
and
true
process.
E
Understanding,
my
understanding
is
that
we
go
about
this
a
roundabout
way
right
now,
I
mean
we
could
require
property
through
the
Ura
or
we
could
acquire
an
individual
property.
If
you
know
you
know,
a
council
member
will
put
that
up
his
legislation
at
the
table
to
direct
the
finance
department,
but
there's
no
way
that
the
that
the
land
bank
can
request.
You
know
City
Planning
the
finance
department
to
work
together.
E
You
know
on
the
properties
that
they
would
like
to
to
pick
a
clear
title
and
sell
an
affordable
price
to
you
know
to
the
people,
so
I
mean
right
now.
We're
we're
there's
a
lot
of
red
tape
and
there's
a
way
to
cut
the
red
tape,
and
you
know
I
mean
I,
don't
think
the
public
wants
a
future
where
we're
just
you
know
we're
just
gonna
route,
this
roundabout
way,
so
that
you
know
land
ends
up
at
the
land
bank.
C
Yeah
yeah
I
think
that's
that's
spot
on
councilman,
Wilson
and
routing
property
through
the
Ura
does
add
many
additional
steps
and
prevents
The
Landing
from
using
on
Quiet
Title
Powers,
which
is
one
of
the
benefits
that
we
bring
to
the
table
to
help
make
sure
we're
we're
moving
property
as
as
efficiently
as
possible.
E
It's
also
not
an
equitable
process
for
us
just
to
you
know
as
individual
council
members
or
you
know
what
I'm
not
sure
what
process
the
Ura
would
use
to
request
property
for
the
land
bank,
but
I
just
think
you
know
we
can
build
that
Equitable
process
here.
That's
why
we're
all
on
this
board
together
and
that's
why
we've
chosen
this?
You
know
this
path
for
we've
chosen
this
path,
for
you
know
scoring
I'm.
E
C
Yeah,
that's
yes
exactly
right
and
gives
gives
cdc's
individuals
opportunities
to
submit
an
application
and
at
the
beginning
and
request
The
Landing
process
and
fill
that
property
to
them.
That
that's
certainly
the
the
way
that
it's
designed
in
our
policies
and
procedures
and
the
the
way
that
we
hope
to
Implement
our
sales
process.
A
E
C
C
The
only
way
that
this
Landing
can
be
functional
is
that
we
are
a
good
partner
and
collaborating
with
yeah
other
City
entities
and
and
the
community
at
Large
and
we're
we're
paddling
together
if
somebody's
paddling,
harder
or
too
slow
or
not
at
all,
we're
going
in
circles.
E
Yeah
the
great
thing
about
this
is
that
the
finance
department,
the
administration,
because
it
I
mean
the
legislation
came
over
from
OMB
the
Ura
and
this
board
is
all
in
favor.
We're
just
waiting
on
Council
to
to
get
this
done
so
I'm
on
Council.
So,
looking
forward
to
voting
for
this,
when
it
comes
to
the
table.
B
Thank
you,
councilman.
Thank
you,
Vice,
chair
to
Aid.
In
the
explanation
of
this,
we
put
together
a
few
slides
of
each
of
the
steps
for
the
land
bank
to
request
property
from
the
city.
These
are
the
same
steps
that
the
Ura
adheres
to.
We
can
spend
as
much
or
as
little
time
on
these
as
we
would
like
at
today's
meeting,
and
our
manager
will
take
us
through
them
very
briefly.
B
C
So
this
this
amended
before
Council,
so
the
the
process
that
the
land
bank
would
follow
to
request
property.
We
would
submit
a
concurrence
memo
to
the
Department
of
State
planning
and
finance,
requesting
approval
of
the
list
that
we
hope
to
have
transferred
to
the
land
bank
if
City,
Planning
and
the
Department
of
Finance
review
and
approve
those
property
transfer,
requests.
C
C
C
C
If
Council
approves
that
property
transfer
request,
that
legislation
is
then
summoned
by
the
mayor
and
then
the
city
would
then
execute
a
deed
and
transfer
that
property
to
the
Pittsburgh
land
bank
and,
of
course,
the
mayor
also
signs
all
Deeds
for
property
training.
So
that's
the
that's
a
brief
summary
of.
C
C
So
these
amendments
help
to
make
the
share
sale
process
more
efficient
for
the
Pittsburgh
amendment
to
use
to
apply
property
and
of
course,
the
land
bank
has
a
priority
bid
share
of
sale,
something
that
does
not
exist
at
the
treasurer's
sale.
But
we're
happy
to
report
back
that
the
state
senate
has
finally
approved
approved.
Finally,
our
mctal
amendments
and
in
the
house
that
sister
legislation
is
has
returned
for
a
second
committee
vote.
C
So
really
happy
on
that
movement
and,
of
course,
want
to
thank
David
Geiger
for
all
of
his
help
and
assistance
on
this
legislation
can
I
answer
any
questions
regarding
our
mictal
amendments.
C
A
C
One
public
public
commenter:
we
have
Tom
Mulholland
from
the
Allegheny
Land
Trust.
D
Great,
thank
you.
So
my
name
is
Tom
Mulholland
I'm
with
the
Allegheny
Land
Trust.
We
are
a
nationally
accredited
non-profit,
that's
protected
more
than
2
000
Acres
of
green
space
in
the
region
and
that's
in
order
to
preserve
our
Region's,
unique
Scenic
character,
biodiversity,
water
quality
also
to
provide
outdoor
recreation
opportunities.
D
D
We've
spoken
with
the
staff
at
the
Pittsburgh
land
bank
and
identified
a
small
handful
of
prospective
projects
that
we
might
be
able
to
work
together
on.
Should
this
amendment
be
passed.
These
projects
include
the
Kincaid
Street
community
garden
and
Hillcrest.
D
Garfield,
as
well
as
the
old
Allegheny
community
garden
in
the
Central
north
side
on
Kincaid
Street
is
a
community
garden.
That's
been
around
since
2014..
It's
currently
managed
by
the
Bloomfield
Garfield
Corporation
and
is
part
of
the
larger
Garfield
Greening
Zone
planning.
The
Hillcrest
screen
is
also
part
of
that
plan.
It's
a
1.5
acre
Community
Green
Space
that
connects
important
pedestrian
infrastructure
and
provides
valuable,
passive
outdoor
recreation
opportunities
in
that
neighborhood.
D
Lastly,
old
Allegheny
community
garden,
it's
a
community
garden-
that's
been
around
and
in
continuous
operation
since
1982..
So
it's
a
really
unique
and
important
and
beautiful
place
in
the
neighborhood.
D
Collectively,
there's
been
a
ton
of
investment
by
community
members,
and
you
know
the
the
broader
Community
into
these
Green
Space
sites,
and
we
want
to
work
with
the
land
bank
to
protect
these
properties,
protect
those
Investments
that
have
gone
into
these
projects,
and
you
know
position
them
with
that
long-term
guarantee
of
access
to
those
sites
so
that
further
investments
in
that
green
infrastructure
can
be
made.
Thank
you.
That's
that's
my
comment.
