properties
conference
hosted
by
the
center
for
Community
progress.

center
for
Community
progress
is
a
national
leading
resource
for
communities
in
urban,
suburban
and
Rural
environments
to
best
address
vacant,
abandon
and
deteriorate
properties
for
revitalization
reminder
for
board
meetings
to
please
stay
for
the
Post
meeting
conference
and
one
of
our
own
former
mayor
staffers
is
still
integral
member
of
that
organization.
All

team
members

bank

our
operations
and
we
wanted

introduce
them

the
public

work

scenes
that
we
don't
necessarily
see
at
our
monthly
public
meetings
and
a
lot
of
this
work
overlaps
with
our
team
members
from
our
affiliate,

I'd
like
to
introduce
is
sushila
nemani
Steiner,
the
ura's
deputy
executive
director
in
her
role
at
the
Ura
sushila,
focuses
on
supporting
and
providing
valuable
oversight
to
the
agency's
development,

functions

Affiliates.

Sushila
has
a
Bachelor
of
Arts
from
Mercyhurst
University
in
Erie
Pennsylvania
and
returned
to
the
city
of
Pittsburgh
to
pursue
a
masters
of
public
administration
from
the
University
of
Pittsburgh's,
Graduate
School
of
Public
and
international
Affairs.
As
a
Pittsburgh
native
sushila
now
lives
in
Squirrel
Hill
with
her
family
sushila
is
joining
our
meeting

lifelong
pittsburgher
and
worked
her
way
through
Duquesne

University's
School
of
Law
Shannon
has
unique
experience
in
all
three
branches
of
the
Pittsburgh
government
and
has
served
under
four
mayor
administrations.
During
her
last
two
years
at
Duquesne,
she

employed
in

city

Pittsburgh
controller's
office
and
later
became
the
assistant
solicitor
and
the
city's
Law
Department.

bank

understanding

how

land
bank
fits

urban
Redevelopment
as
an
affiliate
and
how
we
share
a
number
of
key
staff
and
Personnel
that
forward
the
land
bank's
operations.

been
at
the

manager

has
made
this
transition
really
smooth

bank
is
now
embedded
within
the
transactions
team
at

Ura,

I
are
working
under
ml.

the
transactions
team

structure
that

give

an

board

key
components

this
agreement
is
that
the
city

client

the
land
bank
is
providing
a
payment
in
the
form
of
a
donation
agreement
and

City
real
estate
and
law
departments.

properties,
some
had
title
commitments.
Some
did
not,
and
so
the
city's
idea
of
the
push
that
forward
was
to
get
them
in
groups
of
properties

more
or
less
ready

they've
decided

split

batches.

transfer

amendments
to
the
tri-party
cooperation
agreement
allow
the
land
bank,

Ura

the
City
of
Pittsburgh

engage

transfers

real
property.
Without
amendments
to
this
agreement,
the
land
bank
is
unable
to
access
city-owned
land
and
therefore
these
amendments
are
imperative
to
the
land
bank's
mission,
to
not
only
return
unproductive
property
but
to
address
the
city
of
Pittsburgh's
inventory,
of
distressed
property.

our

have
partnered
with

Ura
disposition
team,
there's
a
project
manager
that
was
assigned
to
the
urban
Academy,
who

currently

interested
buyer

parcel,
but
they
they
have
other
Parcels
that
are
Ura
owned,
that
are
going
through
the
Ura
disposition
process,
and
so
we've
partnered
with
that
project
manager
and
we're
going
to
be
working
alongside
of
them,
to
determine
to
determine
the
most
appropriate
timeline
for
disposition
of
this
parcel.
So
that's
playing
out
and
in
discussion,
and
we
will
have
updates
for
the
board
at
Future
meetings.

house

not
been
in
session
so
Senate
Bill
811
has

seen

movement,
though
we
are
optimistic
that
when
the
house
comes
back
the
session
at
the
end
of
this
month
that
we
will
see
movement
of
the
bill
and,
hopefully
final
passage
into
law,
and
while
the
Senate
was
in
session
since
the
last
time
this
board
convened
neither
of
the
two
house
bills
that
are
currently
sitting
in
the
Senate
Appropriations
Committee
were
reporting.

I'm
going
to
start
us
off
with
a
brief
summary
of
the
conference,
the
Pittsburgh
land
bank
was
able
to
send
a
delegation
of
staff
and
board
members
to
attend
the
2022
reclaiming
vacant
properties
conference
in
Chicago
Illinois.
This
three-day
conference
gathered
non-profits
government
organizations
and
Community
Development
professionals
to
discuss
best
practices
in
the
revitalization
of
vacant
and
deteriorating
lots
and
structures.
This
conference
was
centered
around
the
theme
responding
to
crisis,
building,
Equitable
and
resilient
future.

The
conference
began
with
a
warm
welcome
from
Chicago's
mayor
Lori
Lightfoot
and
was
preceded
by
a
renowned
historian,
scholar
and
activist
Dr
ibram
X
Kendy.
The
Pittsburgh
land
bank
was
able
to
connect
with
like-minded
organizations
network
with
other
land
Banks
and
connect
with
Partners
in
and
around
the
Pittsburgh
region.

Yeah
this
was
the
session.
This
was
a
session
that
really
stood
out
to
me.
The
Detroit
Land
Bank
did
an
overview
of
their
side.
Lot
Sale
program,
the
Detroit
Land
Bank,
sells
acquires
and
sells
around
200
to
300
Parcels
a
month
and
they
proactively
Market
those
Parcels
to
adjacent
Property,
Owners
proactively,
but
also
after
they've
cleared
title.

They
give
that
lot.
180
days
the
owners
on
the
adjacent
Property
Owners
180
days
and
from
there
it
graduates
into
the
neighborhood
lot
program.
Where
then,
anyone
within
a
few
blocks
is
able
to
purchase
the
property
with
a
a
a
plan
for
future
use.
So
maybe
you're
going
to
do
a
community
garden,
something
like
that
or
just
want
to
maintain
a
lot
you
can
put
into
to
purchase
that
as
well.
The
price
goes
from
100
to
250
dollars.

also
got
to
meet
with
the
executive
director
and
Chief
Financial
Officer
at
a
breakfast,
where
we
learned
that
they
have
over
the
Detroit
Land
Bank
has
over
150
employees
and
40
just
dedicated
to
Legal
processes
alone.
So
I
thought
that
was
very
inspirational,
really
I.
Think
we're
lucky
that
we
don't
have
that.
Like
quite
at
that
scale,
but
thought
that
the
the
parameters
of
the
program
were
very
good.

One
of
the
things
when
we
had
the
breakfast
one
of
the
things
that
struck
me
and
I'm
not
sure
this.
When,
when
we'll
have
this
conversation,
but
I
think
this
conversation
as
a
city
we
have
to
have
in
Detroit,
they
give
no
preference
to
anyone
who
buys
the
land
they,
but
whoever
the
highest.
They
have
a.
They
have
a
auction
process
and
whoever
is
the
highest
bidder
at
the
end
of
the
auction
by
five
o'clock
that
day
gets
that
property
period.

Although
the
majority
of
their
land
does
go
to
low-income
buyers,
it
doesn't
have
to
one
of
the
things
I
think
we're
going
to
have
to
really
come
to
grips
with.
Is
that
in
essence,
some
of
the
people
who
advocated
for
the
land
bank's
existence
in
the
beginning
really
were
interested
parties
parties
that
really
saw
it
as
a
vehicle
to
help
community-based
organizations,
and
we
do
want
to
help
community-based
organizations
right.

the
hills
too
far
gone
but
too
far
along
on
their
choice
process,
but
places
like
that
where
the
land
bank
can
go
and
hold
property
for
development
for
that
in
use
and
we're
just
gonna
have
to
have
that
conversation
about

priority

terms
of
land
and
to
who-
and
we
have
that
written
in
our
Charter
but
I-
think
that's
going
to
be
a
continued
conversation
because
the
the
more
land
you
want,
because
it's
attention,
there's
always
gonna.

tension

them

have
the
resources
to
claim
the
property
at
that
time,

really
holding
them

fast

Detroit
side
and

thoughtful

who
becomes
the
ultimate
owner
and
what's
the
ultimate
purpose
of
that
property.
