we
had
a
committee
meeting.
It
was
not
an
executive
session,
but
we
did
have
a
committee
meeting
today
and
we're
earnestly
working
together
to
facilitate
the
land
bank's
progress.

Good

board
members,
I
have
a
very
brief
report
from
the
executive
director
perspective
and
then
I'm
gonna
ask
greg
miller
to
weigh
in
on
a
few
of
these
items
because
he's
been
working
diligently
to
operationalize
the
plb.
The
first
item,
which
is
pretty
exciting,
is
the
onboarding
of
a
pulse
fellow,
are
entering
into
an
at
the
application
phase
to
bring
on
a
post
fellow
for
the
plb.

The
goal
here
is
to
work
with
this
post
fellow
to
support
the
day-to-day
operations
in
the
overall
work
plan
of
the
plb.
So
we
are
adding
some
additional
capacity
here.
We
did
submit
the
application
on
may
7th
and
they
are
slated
to
be
selected
in
july
with
a
start
date
of
september,
and
so
what's
nice
about
the
utilization
of
a
post.
Fellow
is
that's
about
35
service
hours
per
week.

They
get
wednesday
wednesday
afternoons
off
to
work
on
their
pulse,
fellowship
professional
development,
but
the
rest
of
that
time
will
be
dedicated
to
working
with
greg
miller
as
the
plb's
manager
and
to
they
will
use
this
as
a
capstone
project
and
the
objectives
will
mutually
satisfy
the
plb
work
plan.
So
this
is
a
wonderful
opportunity
to
bring
some
additional
capacity
and
to
cultivate
talent
here
in
the
region
in
hopes
of
keeping
them
here
in
pittsburgh.

So
the
just
for
you
know
to
give
the
board
some
some
indication
of
cost
it's
about
eight
twenty
thousand
dollars
to
bring
on
a
pulse
fellow.
The
ura
will
earmark
dollars
within
its
budget
to
cover
half
the
cost,
with
the
plb
covering
the
remaining
costs,
and
this
is
contemplated
in
your
cooperative
agreement
with
the
ura.
So
you
do
not
need
to
do
a
vote
but
wanted
to
be
fully
transparent
about
the
onboarding
of
of
new
talent
to
support
the
plb.

Are
there
any

little
bit
about
the
pr
pittsburgh
property
reserves?
So
the
pittsburgh
property
reserve
has
been
in
existence
for
a
little
over
20
years
and
it's
been
a
very
effective
tool
in
helping
community
groups
and
cdc's
reclaim
properties
in
their
neighborhood
and
bring
them
back
to
productive
use,
and
so
the
the
goal
here
is
to
look
at
ways
and
strategies
to
to
improve
the
property
reserve.

Now
that
we
have
a
land
bank
that
is
starting
to
become
functional,
so
there
are
numerous
properties
in
the
property
reserve
that
we
believe
will
be
excellent
candidates
for
pob,
because
we
can
help
to
resolve
title
issues
and
other
property
constraints
to
expedite
handing
these
properties
over
to
the
community
groups
that
have
had
claim
on
them
for
sometimes
many
years,
and
so
we
are
going
to
work
closely
with
the
city
to
identify
these
properties.

are
also
working
with
the
cdc's
and
the
neighborhoods
to
understand
what
the
priorities
are
and
which
properties
are
ready
to
be
pulled
from
that
property
reserve,
but
might
require
a
little
bit
more
capacity
and
technical
assistance
in
order
to
pull
them
out.

we
know
that
neighborhood
groups
are
losing
properties
because
the
property
reserve
process
has
taken
so
long
and
it's
been,
you
know
under
resourced
as
well
as
understaffed,
and
so
we
think
that,
with
this
new
capacity
that
we've
built
at

ura
by
way
of
the
land
bank,
that
we
can
be
a
helpful
partner
in
doing
that.

been
doing
in
your

literally
riding
around
and
getting
familiarized

neighborhoods

properties
are
so

bit

your
site
visits.

an
update.
Basically,
you
know
in
my
plan
moving
forward,
I
visited
several
properties
that
you
know
are:
are
either
in
the
ura's
portfolio
or
in
the
property
reserves
portfolio
on
may
4th
to
really
think
about.

know
these
are
great
candidates
for
the
plb,
for
a
number
of
reasons,
just
because
you
know
they're
they're
in
areas
throughout
the
neighborhoods
that
we've
identified
that
have
expressed
interest
in
really
moving
vacant
property
and
improving
sort
of
the
overall
quality
and
of
these
neighborhoods.
But
but
more
importantly,
I
think,
for
my
site
visits.
I
really
needed
to
get
a
better
sense
of
just
kind
of
this
on
the
ground
empirical
data
of
what
is
the
neighborhood
context?
How
are
people
circulating
in
and
around
these
these
properties?

So
you
know,
gathering
that
sort
of
information
helps
me
come
back
to
the
drawing
board
and
working
with
different
community
stakeholders
and
cdcs
and
and
really
with
the
city,
to
help
inform
our
decision
making
and
how
we
can,
how
we,
how
we
can
be
better
advocates,
for
you,
know,
recycling
this
land
more
efficiently
and
so
again,
like
diamante
mentioned,
you
know
very
on
the
ground,
love
to
to
get
a
great
sense
of
how
the
neighborhoods
are
working.
But
I
plan
to
do
these
over
the
coming
months.

really
just
you
know,
experience
these
firsthand
these
these
properties
in
these
neighborhoods
firsthand
and
how
we
can
inform
our
decision,
making.

as

said,
he

an
on-the-ground
approach
to
do
some
empirical
analysis

to
really
understand
from
the
community's
lens.

know
what
the
priorities
are
and

where
it
makes
sense
to
start.
We

couple

updates
on
specific
properties
that
are
of
interest
to
the
land
bank
right
now,
so
greg
I'll
provide
an
update
on
six
box
avenue.
I'm
particularly
excited
about
this
one.

this
is
like

This
is
an
exciting
update
because
we've,
I
visited
the
property
with
a
few
clean
up
contractors
evaluated
the
work,
that's
needed.
You
know
this.
This
picture
right
here
is
kind
of
a
snapshot
of
the
condition
that
we're
looking
at
the
bones
of
the
building.
Are
you
know
it's
it's
it's
a
great
building,
it's
in
it's
in
really
nice
shape.
You
know,
there's
not
much
structural
work.
That
needs
to
be
done.

it
could
be
a
nice
ground
floor,
non-residential
community
facility
space
with
with
residential
opportunities
on
the
upper
floors,
but
the
the
land
bank
has
received
estimates
for
the
cleanup
work
and
we'll
begin
evaluating
the
next
steps
and,
in
terms
of
you,
know,
selecting
a
contractor
to
really
advance
the
cleanup
work
and
get
this
property
ready
to
be
viewed
by
by
interested
parties
and
so
to
that
end,
we'll
be
closely
working
with
councilwoman,
kell
smith
and
community
stakeholders,
so
that
we
can
have
a
better
informed
decision
about.

little
bit
more
information

how
this
came
about
to
be
a
priority
and
why
the
land
bank
staff
is
doing
that
extent
of
work
that
you
know
really.
We

sort
of
anticipate
an
end
user
doing
that,

that
part.
Would
that
be
something
that
the
board
would
expect
to
see
staff
doing
for
all
properties,
because
that
seems
like
something
that
would
be
not
really
feasible
in
your
work
plan
to
do
the
work
of
what
a
developer
would
do
and
the
land
bank
really
isn't
a
developer.

About
that,
so
so
I
I
think
that
for
clarification's
sake,
I
think
that
and
julie.
Please
weigh
in
here,
because
I
I'm
not
as
close
to
the
day-to-day
of
how
this
this
one
particularly
came
about.
So
one
of
the
things
that
we've
talked
to
the
board
about
are
low-hanging
fruit
opportunities
to
bring
properties
back
to
productive
use.
Councilwoman
kale
smith
identified
this
as
a
potential
one
to
look
at
in
her
district
for
the
ura,
and
so
the
ura
went
out
and
ura
staff,
along
with
greg
miller,
went
out
and
looked
at
it.

It
has
a
tangled
title
issue,
which
means
the
you.
The
land
bank
would
need
to
fundamentally
use
its
mechanism
to
clear
title
and
clear
liens,
but
the
ura
would
be
you
know
working
to
do
the
actual
cleanup.
So
it's
it's.
So
it's
a
it's
a
partnership
in
that
respect
that
it's
the
the
work
of
the
ura,
but
the
plb
could
be
used
in
order
to
ease
the
burden
of
property
transfer
and
so
the
simultaneous
work
of
trying
to
find
an
end
user
who
would
be
interested
in
the
property
as
well
as
trying
again
we
need.

this
is
one
of
the
demo
opportunities
that
have
come
up
to
help
us
figure
out
how
to
create
that
process
that
the
board
would
fully
inform,
but
we
we've
got,
we've
got
to
figure
out
how
how
to
do
it
in
order
to
begin
to
to
create
the
model
for
this
to
be
effective,
and
so
the
property
reserve
is
the
one
part
of
this.
The
other
part
of
this
is
how
do
you,
when
you
have
non-performing
property,
particularly
around
around
a
community
corridor?

and
clarify

The
reason
we
are
getting
involved
in
the
clean
out
is
so.
This
property
has
been
broken
into
and
ransacked
and
there's
like
broken
glass
on
the
floor,
there's
toppled
over
filing
cabinets
and
it's
actually
very
hard
to
get
through
the
building.

we,
the
ura,
is
the
current
owner
of
the
property
recently
acquired
it
from
the
city,
we'd
like
to
get
just
the
junk
cleaned
out,
we're
not
going
to
be
doing
like
any
selective
demo,
we're
just
going
to
be
clearing
out
the
trash
that
was
left
behind
so
that
people
can
can
go
in
and
make
adequate
assessments
of
what
they
can
do
with
the
property.

you're

it's
not
a
normal
thing.
We
could
do,
but
I
don't
think
it's
it's
safe
or
appropriate
to
show
this
building
to
potential
end
users
with
broken
glass
on
the
floor.

we're
a
start

work

the
ura,
I'm
concerned
about
that,
so
you
know
there
are
a
lot
of
properties
across
the
city
that
you
know
if
the
land
bank
staff
did
this
for
all
of
them,
we'd
never
get

work
of
the
land
bank
in
terms
of
actually
figuring
out
the
you
know
the
process
with
the
property
reserve
and
transferring
the
properties
doing
all
the
mechanisms
of
figuring
out
how
to
fund
the
land
bank.

I
find
this
not
that
it's
not
good
work
to
do,
but
I
find
it
concerning
that.
You
know
maybe
this
sort
of
demarcation
between
if
it's
the
ura
staff,
that's
assisting
to
clean
out
a
property.
Then
let's
be
very
specific
about
that,
and
it's
not
the
land
bank
stuff.
That's
doing
that.
That
would
be
helpful
and.

of
what

the
manager
of
the
land
bank?

how
is

spending

time
so
that
the
land
bank
is
actually
receiving
the
services

we've

told

strategy

to
be
his
scope
of
work
and
he's
not
starting
to
do
the
work
of
the
ura.

think,
that's
a
great
point
and
I
and
I
think
the
line
of
demarcation
is
very
important.

think

other
thing
to
note
is
that
this
is
actually
within
what,
within
the
work
plan
that
was
proposed
to
the
board
that
the
board
signed
off
on
so
identifying
ura
properties
that
would
become
demonstration
cases
for
the
plb.

is
why
greg
is
involved,
because
this
is
one
of
the
properties
that
was
in
the
work
plan
to
say
what
are
the
low-hanging
fruit
opportunities
where
the
plb
could
engage
and
we
at
the
same
time
had
to
secure.

community
interest
as
well
as
council
interest,
and
so
all
of
those
three
things
were
done.
You
know,
but
it's
a
ura
owned
property
that
is
envisioned
in
that
first
50
property
capture.
So
that
is
why
greg
is
involved.

can
staff

staff
perspective

maybe
re-clarify

properties
and
the
kinds

properties

we

looking
at

order

do.
So
I
think
we
can
transition
on
to
the
next
property,
which
is
actually
it's
something
that
the
land
bank
has
been
talking
about
for
quite
some
time,
which
is

actual
property
that
the
land
bank
owns
and
it
is
our
core
priority
and
our
core
focus
is
to
fix
and
mend
this
first.

the
first
wave
of
this
is
the
very
first
transaction
that
we've
engaged
on.

think
it

back
in
2018,
it's
been
an
ongoing
issue,
so
this
is
the
priority,
and
this
is
where
the
bulk
of
the
time
has
been
spent
to
the
po
we're
working
closely
with
outside
council
to
quiet
the
title
greg.

mentioned,
I've
been
in
contact
with
the
the
the
the
party
that
has
been
interested
in
this
property
for
a
number
of
years,
and
I
actually
have
a
meeting
set
up
next
week
to
continue
those
conversations
with
them
and
really
just
walk
them
through
kind
of
where
the
land
bank
is
with
with
our
process
and
in
terms
of
quieting
the
outstanding
issues
with
the
with
the
property
you
know,
and
then
what
those
next
steps
after
we
actually
get
the
the
property
quieted.

very
minor
intergovernmental
update.
We've
been
working
very
closely
with
the
three
taxing
bodies
over

past
few
months
to
try
to
gain
consensus
about
the
next
steps
to
recycle
land
more
efficiently.
We
know
that
in
order
to
have
a
functional
land
bank,
you
need
to
be
cooperative
and
in
good
standing
by
way
of
relationship
with
the
three
taxing
bodies.

So
we've
had
a
very
helpful
discussions
with
the
school
board
with
the
county
and
we,
you
know
currently
actively
work
with
the
city,
so
we
senator
fontana
will
actually
provide
some
updates
later
in
the
meeting
to
talk
about
mkdl
and
some
of
the
progress
that's
been
made
here.
So
that

we

lien
law
that
were
been
dealing
with
the
bill
was
set
up
to

drafted

some
changes,

agreed

by
the
ura
and

city,
and
mostly,
I
should
say
mostly
the
school
board
school
district
last
week
that
so
the
drafting
lawyers
are
going
to
to
get
with
that
next
week
and
try
to
the
goal
here
is
to
to
get
it
written
and
get
it
on
the
books
as
far
as
asking
for
co-sponsorships
and
getting
it
scheduled
for
a
committee
meeting,
so
we
can
move
it
along.

may
end
up
being
some.
You
know
pushback,
and
there
always
is
at
the
last
minute,
I'm
not
sure
where
the
the
school
district,
if
they'll
do
that,
I'm
not
sure
that,
in
all
honesty,
there's
anything
more,

think
it's
time
to

move
forward.

do
have
some
sponsors
privacy
center
class
to
senator
lindsey
williams,
those
of
us
and
myself.

represent
partisan

the
city

pittsburgh,
there
actually
is
even
a
a
republican
on
a
center
mensch
is
on
the
bill.
We
will
try
to
get
more
co-sponsors
on
it,
hopefully
bipartisan,
because
this
is
something
that
can
you
know,
obviously
affect
a
lot
of
other
municipalities
throughout
the
state,
so
we're
gonna
have
to
sell
it
and
we'll
do
that
as
we
move
forward,
but
we
have
to
get
it
written
and
get
get
it.

You
know
out
there,
so
people
can
read
it
and
see
it.
So
hopefully
that
will
happen
in
the
next
week
or
so
we're
not
due
back
the
senate,
that
is
to
the
24th
and
then,
after
that,
there's
a
weak
break
because
of
memorial
day,
and
then
the
marathon
budget
negotiations
will
take
place
in
the
in
the
month
of
june.
So
in
the
meantime,
we're
hoping
to
to
move
this
this
bill
along.

was
also
asked
about
house
bill
610.

This
this
bill
is
the
one
that
grants
land
banks,
the
same
protections
presently
given
to
redevelopment
authorities
when
they
are
dealing
with
environmental
compromised
properties
like
gas
stations,
dry
cleaners,
jump
yards.
Landfills,
those
type
of
things
land
banks-
would
no
longer
have
to
worry
that
they
have
to
take
on
the
liabilities
of
enforcement
from
the
dp.

This
particular
bill,
as
I
mentioned,
is
a
hospital,
but
it's
located
in
urban
affairs,
housing
and
open
affairs
committee,
and
it's
sitting
there
at
the
moment.
So
again
it's
about
pushing
them
through.
I
wish
I
had
the
authority
to
schedule
these
things
but
being
in
the
minority
up
there,
it's
difficult
to
move
some
of
our
legislation
along,
but
so
we
have
to
keep
keep
pushing
so
we'll
do
that
and
if
we
need
some
help
from
you
guys
I'll,
let
you
know.

new
business-

that
is,
there
has
been
a
need
for
us
to
ongoingly,
fundraise
and
and
create
a
fundraising
process
so
that
we're
not
looking
for
resources
haphazardly.

Some
of
those
I
believe
resources
must
come
from
the
city
and
so,
and
so
we
need
to
do
that
so
that
over
the
next
five
to
ten
years,
we
have-
and
I
think
that's
that
that's
going
to
be
important-
we
find
a
steady
and
as
if
we
looked
at
other
land
banks
and
talked
to
other
land
banks,
most
of
them
have
have
figured
out
that
they're
successful
and
in
fact,
when
we
had
the
consultant
come
talk
to
us
and
had
our
almost
our
initial
retreat.

beginning

having
to
have
a
dignity,
a
dedicated
stream
of
re
of
revenue
right
that
there
needs
to
be
a
dev,
a
a
designated
stream,
and
so
I
want
to
begin
this
process
by

staff

having
a
fundraising
committee
now
I
need
to
have
before
I
ask
the
motion
for
it
I
need
to
well.

need
to
have
some
some
sense
of
it.

imani
would
this
be
this
fundraising
committee.
In
your
mind,
does

this
only
board
members?

thought
is
that
I

would

would
recommend
doing
initially
like
an
initiation
of
board
members
as
fundraising
as
the
fundraising
committee,
the
core
committee,
to
put
together,
you
know,
sort
of
a
general
framework
and
then
I
think,
for
full
transparency
and
for
optimal
engagement.
We
bring
some
other
folks
that
that
you
know
have
some
some
understanding
or
some
knowledge
around
this
area
to
the
table
and
make
sure
that
we
have
some
level
of
community
community
representation
there
as
well.
I
think
that
could
be
very
impactful
and
very
effective.

a

participant,

just
so
other
members

want

ask

participate,
and
so
we
just
can't
have,

four
of
us,

there

members

absolutely

others

think
that's
a
good
start,
and
at
least
we
can
begin

do
the
city
stuff

looking

city
resources

been
brought
to
our
attention.

there
is
no

public

do
want

say
something
at
the
end
of
the
meeting
if
there
is
no
other
conversation
from
any
other
members,
and
so,
as
all
of
you
know,
the
city
of
pittsburgh
has
received
money
from
the
federal
government
that
we
will
get
into
installments
as
part
of
our
recovery
one
this
year,
one
next
year
and
councilman
lavelle
and
I
are
absolutely
in
agreement,
and
we
will.

We
have
voiced
this
to
the
administration
voices
to
council
that
one
of
the
most
effective
things
that
we
can
do
with
these
resources
is
to
put
them
into
transformational,
brick
and
mortar
projects
right
where
people
can
see
and
feel
the
weight
of
the
city
right
where,
although
important
staff
is
important,
people
don't
see
that
they
don't
feel
that
as
much.
But
when
you
put
new
housing
new
businesses,
new
infrastructure
into
a
community,
they
see
it
experience
when
you
tear
down.

know-
and
this
is
something-
and
I
talked
about
this
in
in
when
we
first
started
doing
the
land
bank
and
even
in
my
my
campaign
number
one.
The
number
one
call
I
get
in
my
office
is
not
violence,
even
though
I
represent
the
poorest
area
in
the
city
is
not
violence,
it's
not
even
employment.
You
would
think
it
was,
it
would
be,
you
know,
crime
or
employment.
It's
not.
The
number
one
call
I
get
every
year
is
on
blight.
A
It's
on.
You
know,
overgrown
bushes
and
vacant.
Lots,
it's
the
number
one
call
we
get
and
the
thing
I've
imagined
residents
and
I
do
want
to
challenge
the
land
bait
to
think
about
it.
Imagine
take
any
block
in
our
city
pick
one
and
imagine.
If
every
single
parcel
was
properly
taken
care
of
you
know,
there
was
abandoned
houses,
they
were
either
torn
down
or
boarded
up,
and
especially
in
our
poor
communities.

Imagine
how
that
would
impact
their
quality
of
life
if
every
single
partial
on
the
block
they
lived
with,
was
somehow
maintained,
and
although
that
is
not
the
short-term
goal
of
the
land
bank,
I
do
think
it
is
the
long-term
goal
of
the
land
bank
in
partnering,
with
the
city,
in
partnership
with
the
ura,
not
just
to
build
these
kind
of
big
things,
but
to
on
the
day-to-day
level,
making
sure
that
every
resident
in
their
community
in
their
neighborhood
have
a
high
quality
of
life,
and
I
think
we
can
be
indispensable
to
