From YouTube: Land Bank Board of Directors Meeting - 1/11/19
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
A
C
A
C
C
A
A
We'll
move
into
that
so
immediate
priorities,
even
one
that's
not
mentioned
the
chair
will
entertain
a
motion
to
adjust
the
starting
time
for
our
meetings.
One
o'clock
is
obviously
challenging
for
a
Friday
for
the
folks
on
this
board.
So
if
we'd
like
to
investigate
some
potential
other
times,
maybe
1:30
or
Friday
morning
and
let's
open
that
to
discussion,
I,
don't.
D
C
C
A
B
A
If
the
space
is
available
and
what
kind
of
problems
it
presents
to
the
roof
or
the
space,
that's
all
right.
So
additionally,
priorities
include:
negotiating
and
executing
an
inter
governmental,
cooperative
cooperation
agreement
with
the
county
and
the
school
board,
reforming
the
property
reserve
and
sort
of
fine-tuning
our
relationship
with
city
city
law
and
just
taking
properties
through
using
243
meadow
Street.
As
that
sort
of
case
study
test
case,
any
conversation
or
discussion
around
these
priorities,
I.
A
B
So
the
what
you
have
in
front
of
you
is
a
memo
from
me
as
staff
to
the
land
bank
and
in
so
far
as
I,
understand
earth
and
proposing
that
my
priorities
and
therefore
work
plan
is
there's
the
immediate
priorities
in
terms
of
immediacy,
both
in
terms
of
timing,
the
ones
that
would
be
worked
on
quickly
or
most
immediately,
but
also
because
those
are
foundational
agreements
or
work
items
that
are
necessary
to
then
facilitate
the
rest
of
the
work
that
the
lam
bank
would
be
going
through
in
2019.
B
Then
there
are
other
significant
work
items
and
in
no
priority
order,
just
in
terms
of
carrying
out
the
strategic
plan
and
the
pilot
years
of
activities
that
this
board
has
decided
on.
These
are
the
sort
of
next
set
of
items
that
would
need
to
be
carried
out
in
some
way
and
in
some
order
they
are
not
prioritized
short
of
the
immediate
and
then
overarching
priorities,
and
then
you
also
have
a
set
of
contemplated
goals
to
have
completed
by
the
end
of
2019.
B
A
C
C
A
B
A
Right
so
within
there
it's
sort
of
making
sure
that
we
have
the
staff
to
do
that.
So
if
these
are
the
priorities,
the
personnel
planning
for
this-
and
so
we've
talked
about
drafting
a
job
description
for
the
full
time
staff,
including
Bethany.
You
have
in
your
packet
two
copies
of
drafts
of
those
job
descriptions.
B
So
at
the
December
board
meeting
the
board
had
directed
and
requested
that
they,
my
job
description,
not
be
finalized,
but
as
it
transitions
to
full-time
work,
certainly
still
as
a
ura
employee,
but
essentially
full-time
starting
January,
1
2019
on
the
lam
bank,
that
my
job
description
be
updated
to
reflect
that
those
activities
are
directly
dedicated
to
the
land
bank
and
then
also
as
part
of
the
expanded
MOA.
With
the
ura.
B
There
was
a
staffing
plan
that
this
board
adopted
in
July
of
2018,
which
included
a
second
full-time
staff
person,
potentially
bringing
on
a
half
of
a
person
late
last
year
and
another
half
early
this
year.
But
given
the
nature
of
what
the
work
plan
was
and
where
we
were
waiting
until
beginning
of
this
year,
to
really
look
at
what
the
roles
were,
that
we
needed
in
a
staff
person
and
then
to
work
with
the
URA
HR
department
to
go
through
a
complete
hiring
process.
B
B
B
I'd,
sorry,
one
less
item
because
I
know
Reverend
Burgess
was
has
been
designated
by
the
board
as
the
personnel
point
of
contact.
So
if
there
he
did
request
that,
if
there
are,
is
feedback
or
questions
on
these
as
they
are
in
draft
to
direct
them
to
him,
so
that
you
can
have
that
discussion.
But
he's
obviously
not
here
today.
A
A
B
B
It
is
the
same
as
what
was
presented
in
December,
we're
working
actively
with
the
finance
department
and
the
law
department
to
understand
what
the
next
steps
are,
because
each
property
is
in
slightly
different
state,
legally,
physically,
financially
so
getting
costs
associated
with
those
properties,
understanding.
If
council
resolutions
already
exist
and
what
changes
may
need
to
happen
and
what
agreements
need
to
be
put
in
place
so,
though
they
are
moving,
there
hasn't
been
any
inventory
added
to
that
wish
list
to
that
initial
target
list.
B
But
we
are
taking
actively
taking
those
next
administrative
steps
simultaneously
will
be
hopefully
meeting
with
various
community
groups
at
their
request
to
understand
if
they
have
priorities
as
well,
that
they
would
like
us
to
explore
through
our
vetting
process
to
them
be
proposed
to
the
board
to
see
if
they
would
be
part
of
the
pipeline
or
not
as
well
or
could
be
part
of
the
pipeline.
I.
D
Know
going
back
at
the
same
time
to
some
of
the
prayers
heavy
you
do
have
seek
amendment
to
MCT
else.
Your
SLOS
I
mean
part
of
this
is
trying
to
expedite
the
whole
process
of
acquiring
these
properties
and
not
you
know,
and
then
you
know
the
process
of
whether
we
acquire
them
and
hold
them,
or
do
we
acquire
knowing
that
you
know
we're
pretty
sure
we're
gonna
turn
it
over
or
otherwise
we're
holding
properties
in
maintaining.
B
D
F
The
state
costs
that
apply
to
the
sheriff's
sale
process
is
quite
expensive.
More
than
we
have
been
dealing
with
through
the
treasurer
sale.
It
can
be
up
to
six
thousand
dollars
to
move
a
property,
a
vacant
property
through
sheriff
sale.
So
it's
the
timing
as
you're
speaking
about
as
well
as
the
costs
go.
B
F
C
D
F
D
F
Under
your
priorities,
as
you
did
point
out,
there
is
some
additional
legal
beagles
coming
on
for
just
that.
D
B
In
your
packet,
you
have
one
sort
of
a
one-page
overview
at
the
top.
It
says:
Pittsburgh
property
reserve
reform.
We
started
to
discuss
this
in
December.
It's
been
an
ongoing
discussion
that
this
board
looked
earlier
last
year
to
engage
a
consultant
to
help
us
review
some
of
the
existing
land,
recycling
policies
and
processes
and
including
the
property
reserve.
However,
now
that
the
capacity
has
shifted
more
quote
in-house,
we
have
the
ability
to
lead
a
process
to
help
review.
B
C
Mr.
chair,
if
you
don't
mind
so,
where
has
two
representatives
from
city
of
Pittsburgh
I?
Want
that
to
say:
Pittsburgh,
City
Council,
not
city
of
Pittsburgh,
because
all
these
other
groups
I'll
work
for
the
city
of
Pittsburgh,
on
some
in
some
fashion
or
with
the
city
of
Pittsburgh
I,
want
somebody
very
specific
to
be
from
city
council.
Add.
A
F
C
B
On
the
for
all
of
the
representatives,
the
next
one
of
the
next
steps
is
for
myself
to
create
sort
of
a
template,
roles
and
responsibilities
of
committee
members,
so
that
the
entities
that
have
representation
can
think
through
who
those
individuals
are
who
has
the
right
perspective
or
skillset
or
personality
or
time
you
know
to
give
to
this
committee.
So
that
would
be
so
so
this
is
not
proposing
how
those
representatives
are
specifically
determined
for
each
entity.
They
should
have
that
ability.
You
know
to
do
that
themselves.
B
At
the
same
time,
I
think
it's
acknowledged
that
when
the
property
reserve
and
related
programs
and
systems
were
put
into
place
20
years
ago,
there
may
be
constraints.
There
may
be
new
actors
in
the
in
the
field:
community
development,
for-profit,
smaller
developers,
nonprofit
developers-
you
know
that.
May
the
land
bank
guidelines,
for
example,
provide
the
opportunity
to
operate
under
special
status
with
certain
types
of
developers,
not
necessarily
just
CDC's,
and
not
necessarily
just
those
that
can
use
the
property
reserved
at
current,
so
to
provide
that
additional
perspective
and
landscape
to
understand.
B
A
To
that
so
if
we
were
working
backwards,
and
so
what
is
the
purpose
of
diversifying
this
committee
in
this
way,
so
the
way
this
is
written
to
your
point,
this
could
very
well
just
be
the
land
bank.
You
know,
so
we
have
two
from
City
Council.
We
have
Urban
Redevelopment
Authority.
We
don't
have
anyone
from
the
vacant
property
working
group,
but
otherwise
we
could
just
be
that
and
so
like.
What
is
the
purpose
of
diversifying
it?
What
are
we
trying
to
achieve
by
having
these
specific
breakdowns.
C
I
think
this
is
exactly
the
same
old
same
old,
we're
not
getting
any
different
results.
It's
the
same
thing
we've
always
done
control.
What
really
happens,
we're
not
really
hearing
for
the
people.
We're
gonna
tell
the
people
with
we
know
best
and
we're
gonna
do
what
we
think
is
right
and
you
don't
know
what's
best
for
your
neighborhood,
so
I'm
not
gonna,
be
supportive
of
it.
E
Looking
at
the
Housing
Opportunity
Fund
the
way
that
its
Advisory
Board
is
structured,
do
we
know
what
process
they
went
through
to
determine
what
those
roles
should
be?
Can
we
look
at
that
to
determine
if
it
is
less
incestuous,
as
you
put
it,
with
the
way
that
is
structured,
I
mean
there
are
still
a
lot
of
quasi
governmental
folks
that
sit
on
that,
but
I
think
there
there
is
some
indigenous
community
voice
at
the
table.
So
maybe
we
could
look
at
that
as
an
example.
I.
B
F
That
was
just
to
say
that,
as
we
are
in
the
new
year
pushing
ahead,
there
is
going
to
be
more
legal
support
to
you.
I
have
been
kind
of
general
counsel,
as
the
land
bank
has
been
coming
through
its
formation
period
and
we're
really
moving
into
operations
and
I've
been
handling,
essentially
the
legal
aspects
of
the
immediate
priorities.
In
that
memo
we've
been
referring
to
and
as
I
just
was
saying.
F
F
We
are
working
to
engage
Goering
writer
and
Dame
as
counsel
funds
are
secured
there,
as
well
as
what
we
were
just
speaking
about
before,
which
is
the
state
law
that
governs
the
sheriff's
sale
procedures
and
the
need
to
look
at
Allegheny
County's
procedures
under
that
state
law
and
make
them
more
like
Philadelphia's
for
those
time
and
cost
efficiencies
that
we
will
absolutely
need.
Our
Senator
Fontana
and
board
rep.
For
so
just
to
know,
there
will
be
more
legal
support
and
expertise
and
technical
expertise
in
these
particular.
B
F
B
B
C
I,
don't
want
is
for
us
to
continue
to
do
the
same
thing
over
and
over
again
that
we've
done
for
years.
I
mean
I,
really
want
this
to
be
effective,
to
be
a
community-based
process
and
that
we're
really
getting
some
things
done
for
the
community
with
us
all
together,
not
just
the
same
old
same
old
that
we've
always
had
that's
all
sort.
B
C
F
C
E
C
F
Have
a
May
1
deadline
for
a
state
forum,
but
it's
not
too
early
to
do
it
even
now
for
the
state
Ethics
forum,
and
then
we
have
our
Pittsburg
lam
Bank
ethics
forum.
I
have
hard
copies
here.
If
you
want
to
just
get
a
jump
on
getting
your
28
teen
done.
Shall
I
pass
them
out
to
you,
so
you
have
them
no.
E
The
nominations
committee
has
been
hard
at
work,
trying
to
find
our
new
land
bank
board
member
I'm,
the
community
representative,
that
would
come
from
districts,
8,
5,
7
or
8,
and
we've
made
significant
progress
over
the
last
couple
of
months.
We
have
three
nominations
that
we
would
like
to
present
to
the
board
I
believe
next
month
we're
doing
some
conditional
on
preliminary
vetting
before
we
present
the
names
for
your
consideration,
and
so
hopefully
we'll
have
that
seat
filled
very
soon.
I
know
it's
listed
as
a
significant
work
item.
E
B
It's
it's
the
Board's
choice.
If
we
wanted
I
think
the
request
was
that
the
committee
make
one
recommendation
from
the
pool
of
nominees
and,
if
you'd
like
them
to
come
and
start
at
whatever,
meaning
that
they
are
nominated
at
that
could
be
next
month
or
it
could
be
nominate
them
in
February.
I
have
them
start
in
March
I!
Think
it's
up
to
the
well.
B
E
C
A
B
B
There
wasn't
significant
financial
activity
in
December,
but
again
the
books
haven't
been
fully
closed,
provided
you
just
2019
budget,
as
adopted
by
the
board,
so
you'll
start
to
see
yet
against
the
twenty
nine,
your
expenses
and
line
items
against
the
2019
budget,
as
opposed
to
the
2018,
your
balance
sheet,
APA
R
and
projected
expenses
for
January,
as
well
as
your
expenditures.
It
says
your
due
date:
it's
actually
2018
expenditures
for
the
full
year's
worth
and
there
are
just
two
items
or
a
couple.
B
Things
I
want
to
point
out
on
the
revenue
side,
and
this
is
sort
of
tied
to
the
fundraising.
We
did
have
an
update
in
December
that
there
is
250,000
dollars
in
outstanding
receivables.
We
are
actively
working
through
making
sure
that
all
the
agreements
are
in
place
and
I,
don't
to
say
knock
on
wood,
we'll
have
them
by
February.
We
were
hoping
to
have
them
by
January
but
of
course
the,
but
the
holidays
were
closing
in
on
getting
both
those
transfers.
B
One
is
from
the
ura
and
one
is
actually
from
the
city
itself,
so
those
are
outstanding.
At
the
same
time,
for
fundraising,
we
don't
have
any
other
new
requests
or
commitments
that
are
made
so
if
to
meet
the
2019
budget,
of
course
the
expenses
are
tied
to
the
revenue.
If
the
revenue
doesn't
come
through,
then
we
can't
incur
those
like
those
programmatic
and
property
related
expenses.
B
B
A
A
Do
share
it
again
and
hopefully,
we'll
we'll
be
able
to
follow
up
once
we
get
a
couple
of
quotes
to
see
what
makes
the
most
sense
moving
forward
for
that
legislative
update.
Do
you
have
anything
for
us
senator,
so
we
had
talked
about
the
possibility,
since
we
have
at
least
three
new
state
reps
that
work
on
some
part
of
Pittsburgh
and
one
council
person
who
has
not
been
part
of
the
land
bank,
conversations
to
sort
of
have
sort
of
a
legislative
update,
we're
going
to
introduce
here's
what
land
banks
are
here's?
C
D
A
D
That's
a
great
idea:
let's
just
we
don't
go
back
to
Tuesday
coming
up
and
that's
gonna
be
an
inauguration.
So
there's
nothing.
Nothing's
gonna
happen
that
week
and
then
the
first
two
weeks
of
February
are
basically
gonna
be
about
the
proposal
budget
proposal
for
2019.
The
governor
will
give
his
remarks.
I.
Think
it's
the
fifth,
maybe
something
like
that:
different
Tuesday
or
Monday
in
February
and
then
we'll
go
from
there.
Then
then
budget
hearings
start
so
legislation
itself
will
be
proposed,
but
nothing
will
be
really
until
we
get
past
into
March.
D
A
great
time
to
do
that,
and
it's
a
great
time
to
you,
know
get
legislation
ready
to
propose
I
actually
submit
if
need
be
so,
but
there's
not
going
to
be
much,
there
are
eyes
in
the
Senate.
We
have
five
new
folks
and
I.
Think
there's
a
bunch
more
in
the
house.
So
committees
are
changing,
I'm,
not
sure
what
I
think
I'll
still
be
on
the
housing,
but
I
that
won't
be
the
chair.
I
think
someone
new
has
it
because
they
move
people
around,
but
I'm,
not
sure
who
in
the
house
but
it'd
be
nice.
D
You
know
some
Allegheny
County
folks
are
on
those
committees,
but
I'll
check
I
want
to
get
back
on
Tuesday.
Who
else
is
on
besides
for
myself,
we'll
keep
monitoring
stuff,
though,
being
that
I'm
on
the
laying
back
I'll?
Have
my
staff
continue
to
monitor?
What's
going
on
and
try
to
keep
it
very
informed.
