first

received
august
2021,
financial
statements,
and
the
second
thing
is:
according

legislation

passed,
there
are
two
five-year
plan
updates
april
and
october.
I
was
a
little
early
on
this
one
because
I
wouldn't
have
had
september
numbers
prepared
for
an
october
five-year
plan,
so
you
do
have
a
copy
of
the
five-year
plan.

we've
not
had
much
in

spoken
to
several
citizens
around
town
and
one
particular
issue
is
from
mr,
mrs
charles
eldridge.
At
1022
vine
street
they've
had
a
continual
issue.
They
asked
it.

Dear
city
of
ironton,
we
live
at
the
corner
of
11th
and
vine
during
heavy
rains.
We
do
have
a
flooded
basement.
Our
basement
is
half
finished
and
half
earthen.
We
have
two
sump
pumps,
one
on
each
side.
We
were
told
years
ago
from
the
city
of
ironton
workers
that
the
drain
was
changed
on
the
hill
from
the
highway
and
routed
down
vine
street.
We
get
water
coming
down
vine
street
hill
into
our
basement
and
comes
in
with
such
force
into
the
side
that
it
floods
our
basement.

We
have
an
extra
sump
pump.
We
have
two
extra
sump
pumps
on
hand
and
have
purchased
a
generator
in
case.
Electric
goes
off,
we've
had
this
problem
for
years
and
have
tried
to
get
it
taken
care
of,
but
it
seems
to
be
getting
worse.
This
is
not
surface
water
because
the
water
is
coming
from
deep
in
the
ground
into
the
basement.
We
appreciate
any
help
that
you
can
give
us.
I
just
promised
these
folks
that
I
would
read
it.

The
second
was
the
the
church
on
depot
square
tridestone
baptist
church.
I
understand
that
there's
been
a
fervor
of
concern
and
worry
over
the
eventual
outcome
of
what
may
or
may
not
happen
with
the
church
and
the
parsonage.
I
was
at
a
town
hall
type
event.
Last
night
it
was
discovered
or
I
guess
it
was
proven-
that
they
had
paid
some
sort
of
a
fee
to
extend
the
process,
possibly
a
stay
against
any
further
actions.
They
have
until
december
3rd
to
pay
the
second
fee
or
to
pay
this
year's
fee.

The
church
is
an
essential
part
of
the
black
community.
It's
one
of
the
four
original
black
churches
that
were
built
in
ironton
back
in
this
one
was
1856.

Their
concern
is
that
it
hasn't
become
an
issue
with
either
the
city
or
the
cao
or
the
investors.
I
guess
there
would
have
been
investors
or
the
county
or
whoever
it
is
until
this
recent
housing
project
that's
being
built
in
an
adjacent
property.
So
at
the
meeting
it
was
suggested
by
a
construction
professional
that
they
obtained
a
building
permit,
which
would,
I
guess,
give
them
some
period
of
time
to
get
their
ducks
in
a
row.

I
was
fortunate
to
fortunate
enough
to
be
at
an
event
in
huntington
earlier
in
the
week
and
there
was
an
anonymous
donation.
I
don't
know
how
much
was
made,
but
they
should
be
able
to
at
least
get
things
put
on
hold
while
they
can
get
an
appraisal
done
and
some
different
things.
But
again
they
asked
if
I
attended
a
meeting
to
bring
it
to
the
council's
attention
and
to
ask
what
the
two
things
that.

Could
have
very
easily
been
squashed
right
then,
because
in
this
past
year
one
of
the
major
complaints
we've
had
from
our
citizens
has
been
there's
this
eyesore
on
our
block,
that
that
doesn't
that's
in
disrepair
that
has
rats
and
weeds
and
blah
blah
blah
sure,
and
not
all
not
only
not
only
did
we
hear
those
things,
but
the
the
one
thing
that
we
could
do
as
a
legislative
body,
because
we
we
can't
do
anything
day-to-day.

one
thing
we
could
do
as
legislative
body
was
pass,
a
nuisance
property
ordinance,
and
we
did
that
in
the
last
year
and
the
nuisance
and
the
nuisance
property
ordinance
was.
The
thought
amongst
this
body
was
that
those
people
still
receive.
If,
if
that
person
is
ready
to
catch
on
fire,
it
still
gets.

them
go

identified

107

them
across
the
city
that
have
been
sent
the
same
letter

exact
thing.
It
could
be
for
a
number
of
reasons.
We
always
check
it
with
our
utility
department
to
see
if
they
have
services.

think,
kind
of
the
resolution
that
they
came
to
over
it
again.

understanding
was
that
it's
the
same
parcel
and
all
the
same
utilities
like
you
mentioned
water
same
parcel,
but
it

wanted
you
to
have
some
background
noise.

mean
I
can't
speak
to
the
timing
yeah
and
I
can't
speak
to
the
project
that's
going
on
around
it

all

feedback

we

properties

this
property's
sitting
here
vacant
and
the
police
show
up
all
the
time
and
run
people
out
of
it
and
nobody's
paying
for
that
right.

think,
there's
some
city
workers
that
actually
sit
and
watch
to
make
sure
that
the
people
aren't
when
they
get
out
of
jail,
that
they're
not
going
back
in
to
habitat
the
place.

that's
great.

suggestion
that
I
had
to
them
was
with
the
building
being
150
years
old,
that
they
applied
to
become
historic
site,
and
you
know
all
the
projections
that
that
would
probably
provide
as
well.

think,
there's

direct
lineage
to

campbell
and
the
underground
railroad,
and
I
mean
there
should
be
a
ton
of
opportunity
or
resources
that
they
have
to
to
to
get
this
thing
addressed.

and

avenue.

looking
at

trying
to
strengthen
the
application,
get
as
many
points
as
we
possibly
can.
There
was
some
discussion
I
wanted
to
have
with
you
guys
about
this,
and
it
wouldn't
need
to
necessarily
be

finance,

it
kind

does
need
to
be
in
the
sense
that
it's
just
for
the
application.
This
time
you
know
once
we
actually
do
submit
for
the
funding.

is
an
opportunity
for
zero
interest
loan
to
be
paired
with
this.

local
funds,

percent
match

money
that

interest

using
as

money
as
we

on
