2143,
which
the
city
council
passed
the
last
meeting
last
thursday,
the
22nd
for
amending
section,
1250.05
b,
the
definition
of
family
in
the
zoning
code
of
the
city
of
ironton
and
there's
only
one
section
in
the
body
of
the
ordinance.
Can
you
hear

section
says
that
the
definition
of
family
under
section
1250.05
b,
of
the
codified
ordinances
of
the
city
of
ironton
be
amended
as
follows.

Family
means
one
or
more
persons
occupying
a
single
dwelling
unit.
Unless
all
members
are
related
by
blood
adoption
or
marriage,
no
such
family
shall
contain
over
three
persons.
This
was
done
in
reaction
to
a
lot
of
complaints
that
the
city,
council
and
the
mayor's
office
have
been
getting
regarding
these
pop-up
rehab
facilities,
social.

don't
know
what
they're
sober
living
facilities
that
that
have
people
in
and
out
all
the
time
that
may
or
may
not
reside
in
the
city
of
ironton,
but
take
up
residence
in
a
house
for
a
couple
weeks,

so
this

first
of
of
many
attempts
to
help
in
some
way
for
zoning
to
enforce
that
and
nate
took
up
the
charge
with
the
solicitors.

asked

if
he
would

to
explain
anything

the

what
I
wanted

go

today's
council
meeting,

it

was
a
preliminary
draft
schedule
for
the
duration
of

entire
project.

put
on
record
that
the
schedule
that
I
did
send
out
is
completely
a
preliminary
draft
schedule,
the
use,
the
information
from
the
procurement
of
equipment
and
material
along
with
the
installation
schedule
and
the
closed
out
and
measurement
verification
of
the
project
to
create
that
schedule.

met
with
the
subcontractors
yesterday
to
kick
off.
The
meeting
got
a
little
bit
more
information
about
how
long
it's
going
to
take
to
complete
installation.
Along
with
how
long
it's
going
to
take
to
cure
all
the
equipment,
kobut
kind
of
slowed
things
down
on
obtaining
a
lot
of
material
and
equipment.
So
we've
just
been
battling
with
that,
and
the
schedule
is
going
to
be
ever
changing
here
over
the
next
few
weeks,
but
I'm
going
to
put
together
a
solid
schedule
that
I'll
be
able
to
turn
over
to
the
entire
team.

city

there
needs

hot
work,
permit
pulled
a
combined
entry.
If
there's

lifts
taking
place
with
any
cranes
to
bring
on
any
equipment
onto
the
roof.

Another
thing
that
I
do
require
from
all
of
my
trades
weekly
toolbox
meetings
to
make
sure
that
they're,
following
a
weekly
process
of
going
through
training
on
all
of
their
staff,
to
make
sure
that
they're
in
compliance
and
up
to
date
with
any
safety
tools
and
devices
that
they're
using
throughout
the
facility
or
throughout
the
city
themselves.
And
then
I
also
require
a
daily
construction
quality
report.
That
shows
exactly
the
specifics
of
what
they've
done
on
a
day-to-day
basis.

I
will
come
in
on
a
weekly
basis
and
do
a
quality
inspection
report
to
make
sure
that
all
the
work
that
is
said
to
be
complete
is
followed
and
to
the
standards
to
where
it
should
be.

those
are
just

to
be
managing

weekly
basis.

I

lot

where
we
currently
stand
in
the
project.
Right
now,
it
looks
like,

lead
times,
on
equipment
on
lighting.
We
have
about
a
four
to
six
week
window
on
until
we
get
a
material
on
site
that
puts
us
at
starting
off
installation
of
lighting
at
the
end
of
august
on
our
mechanical
and
controls
lead
time
at
this
point
in
time,
we're
about
six
to
eight
weeks,
which
puts
us
starting
a
replacement
of
all
the
mechanical
and
controls
middle
of
september.

One
of
our
main
goals
is
to
focus
on
the
replacement
of
the
boilers,
first
and
foremost,
to
make
sure
that
we
have
heat
moving
into
the
winter
months,
and
then
we
will
quickly
move
on
to
the
replacement
of
all
the
water
source,
heat
pumps.
Moving
from
the
exterior
maintaining
the
envelope
of
the
building
to
the
interior
spaces,
we
will
have
multiple
workloads
that
we'll
be
in
installing
those
water
source
heat
pumps.
So
we
can
move
in
a
very
quick
and
efficient
manner.

downtown.

I
just
just
made
a
cramble
and
asked
me
to
give
an
update,
as
far
as
I
think,
there's
a
some
mutual
desire
between
the
city
and
some
business
owners
downtown.
As
far
as
what's
been
expressed
to
us,
I
think
a
couple
of
key
goals,
the
first
one
being
to
maximize
foot
traffic
in
the
downtown
area
by
enforcing
a
two-hour
limit
parking
in
one
way
or
another.

think
there's
been
maybe
some
issues
as
far
as
people
parking
downtown
and
maybe
in
front
of
some
businesses
and
creating
a
little
bit
of
a
barrier
for
people
to
kind
of
come
in
and
out
and
patron
some
of
those
businesses.
So
mayor
cranblad
asked
us
to
look
into
that
a
little
bit
further.
So.

We're
also
going
to
be
looking
at
revenue
offset
for
the
cost
of
the
parking
we're
going
to
be
able
to
model
that
as
far
as
some
different
options
are
concerned,
and
then,
if
this
is
something
that
the
city
would
like
to
do,
just
making
it
as
friendly
and
user-friendly
as
possible
for
the
end
user
for
the
users
of
the
of
the
parking.
So
there's
a.

Options
that
we've,
that
our
partners,
as
far
as
our
parking
partners
have
been
able
to
utilize
in
different
cities.
That
would
be
a
single
meter
if
you've
seen
just
the
single
meters,
you
can
pay
for
a
co
with
a
card
coins
a
little
bit
newer
than
just
the
coin
slots,
but
it
offers
a
little
bit
extra
flexibility.

There
there's
also
kiosks
available
that
can
we
can
play
strategically
around
the
desired
areas
and
allow
those
to
be
responsible
for
multiple
spots
and
then
there's
also
a
hybrid
section
where
we
can
allow
people
to
use
their
smartphones
and
keep
in
mind
that
not
everyone
may
have
a
smartphone
but
use
your
smartphone
to
just
pay
through
an
app,
and
it
would
just
be
a
nominal
fee
just
to
just
to
keep
the
flow
of
foot
traffic
moving.

mix
of
parking
meters
and
kiosks
and
then
kind
of
an
overlayment
of
that
mobile
app
to
make
things
as
user
friendly
as
possible
and
we're
going
to
kind
of
model

far

help
offset
the
cost
of
the
implementation
of
that
itself
and
share
just
kind
of
what
an
roi
would
be
or
what
just
a
rough
offset
would
be.
And
ultimately,
if
it's
something
that
the
city
like
to
move
forward
with
we'd
be
able
to
help
facilitate
that.

right
now
it's
just
kind
of
getting
that
information
to
the
city
and
seeing
if
it's
something
that's
going
to
be
feasible
from
a
couple.
Different
perspectives,
so
hope
to
be
getting
that
information
soon
to
mayor
cramblet

then
we'll
have
a
further
update
for
council.
But
just
want
to
let
everyone
know
it's
something.

We've
been
we've
been
looking
at
and
obviously
I
think
it's
been
something
that
the
business
owners
downtown
have
been
asking
for
and
trying
to
help
out
as
far
as
some
additional
foot
traffic
down
there
and
make
sure
that
you
know
as
your
downtown's
growing
and
getting
revitalized.

We
look
back
at
that
information,
as
well
as
looking
at
light
cities
that
have
used
different
parking
solutions
before
there
was
a
specific
area
of
streets
that
mayor
cranblad
had
outlined
for
us,
along
with
another
lot
that
was
potentially
being
able
to
use
and
just
looking
at
different
traffic
patterns.
As
far
as
you
know,
what
revenue
generation
might
be
able
to
be
generated
through
that?

How
often
the
spots
could
be
utilized
and
utilizing
our
individuals
in
our
parking
division
as
far
as
some
industry
standards
and
kind
of
make
sure
everything's
in
line
with
what
we're,
what
our
expectations
are
for
the
size
of
the
city?
That

with
the
population
density
that
there
is
downtown
and
using
a
lot
of
things
that
we
see
in
other
cities
to
make
sure
that
there's
a
viable
fit
for
the
different
options
that
we'll
be
sharing
with
the
city.

the

technology
that

order

do

cost
feasible
for
them

parking
spots

the
downtown
area.

to

if
there's
a
car
in
that
spot
or
not
now
to
dictate
that
hey,

the
car

was
there,
that's
been
there
for
two
hours
or
along
that
lines

know
what
license
plate.

there

there's

expired
meter
that
technology
won't
be
available,
but
it
will
be
able
to
have
someone
remotely
say:
hey.

exact
spot,
there's
someone
that's
parked
there
that
you
know
the
meters
up
and
they
can
go
directly
there
as
opposed
to
just
continuing
walking
up
and
down
the
streets.

could
be,
as
far

being
able
to
write
a
citation
without
knowing
exactly
or
having
exact
eyes
or,
if
we're
taking
a
picture
of
the
side
of
the
of
the
you
know,
if
you
were
to
get
that
letter
in
the
mail
from
speeding
on
the
interstate
or
whatever
it
is
you'd
get
a
picture
of
your
license
plate
as
far
as
tracking
that
information,
the
sensors,
wouldn't
be
able
to
do
that.

goal
you
know
the
small
financial
incentive
is
what's
going
to
achieve
that
level

they
went
out

continually

something
that
would
be

get

people

look

get
around
whatever
system's

that's
prevalent

anything

you'd
implement,
whether
it's
parking
or
anything
else,

we'll

able
to
address

90
percent
of
the
issue
and
I
think
we'll
always
have
maybe
some
outliers
that
say,
I'm
gonna
run
out
of
meter
every
two
hours.

think
that's

be
a
problem

what
we've
seen
as
far

systems

cincinnati,

lot
for
ball
games

as
I'm
sure
you
guys
do
and
they
have
that
easy
park.
Those
those
meters
are
easy
park.
You
can,
you
can
either
deposit
money
in
the
meters
or
you
can
use
your
phone
app
and
pay
and
when
I'm,
when
I'm
there
early
for
a
for
a
game,
that's
at
seven
and
I
pull
up
right
by
skyline
in
a
nice
parking
spot
and
I
want
to
stay
there.

You
have
to
actually
go
to
the
meter,
so
I
know
they
have
different
technology
available,
but
some
of
some
of
the
spots
in
the
city
I'm
able
to
just
renew
from
my
phone-
and
I
think,
if
you
hit
that
sweet
spot
here,
if
if
the,
if
the
problem
downtown
is,
is
people
that
work
downtown
that
don't
want
to
move
their
vehicles
to
the
appropriate
place
so
that
you
can
have
so
you
can
have
people,
so
you
can
have
people
come
and
buy
things.

gets
pretty
cost
prohibitive
to
park
every
day
if
they're,
if
they're
doing
eight
hours
a
day.
So.

You
know
two
or
three
days
a
week,
maybe
pull
out
every
now
and
then
the
biggest
issue
is.
Is
people
who
work
in
the
downtown
parking
in
front
of
their
business?
The
barber
shop
across
go
down
there
any
day,
there's
typically
one
parking
spot
there
and
it's
the
one
in
front
of
the
doors.
The
two
on
each
side
of
it
is
taken
up
now
that
hurts
their
business.

It's
I've
worked
close
for
about
13
years,
employees
parked
at
the
furthest
distance
away
and
walked
so
the
customer,
and
that's
if
you
want
to
see
the
downtown
grow
and
the
parking
is
a
big
deal
and
two
hours
is
plenty
of
time
for
anybody
to
go
in
one
store
and
go
to
the
next
and
so
forth,
and
and
we're
seeing
it
in
the
colleagues
and
in
central
and
the
hardware
and
iron
city.
It's
people
coming
from
all
over
night
trail.

You
know,
if
you
do
our
delivery
pattern
of
west
portsmouth
or
charleston,
they
can't
they
come
and
and
they
visit
all
those
stores.
Where's
a
good
place
to
eat,
go
over
to
moline
and
try
the
depot
it
is
happening.
You
may
not
see
it.
You
may
not
think
it
is,
but
people
are
coming
here
from
from
all
over
southern
ohio
eastern
kentucky,
painesville
pikeville.
We
have
people
up
here,
come
in
our
doors,
looking
the
furniture
and
they
spin
a
big
boy
at
the
arm
room.
So
it's
it's.
It
is
a
problem
in
the
downtown.

Then
all
this
is
a
money
money
maker
for
the
city,
a
regular
source,
let's
say-
and
it's
not
really
doing
what
we
want
to
do
and
that
is
have
parking
available
for
the
shops
downtown
for
the
city
building.
Here
I
mean
you're
looking,
sometimes
you
can't
get
a
parking
space
within
two
blocks
of
this
place.

Now,
I'm
using
this
thing,
it's
difficult.
You
can't
get
around
the
courthouse
because
all
four
workers
work
there
have
you
ever
been
over
at
four
o'clock
when
the
court
lets
out
you'll
get
ran
over
by
those
people,
and
that's
just
this
desert
parking
spaces
that
you
could
have.
But
you
know:
if
we're
going
to
promote
consciousness,
now
we're
going
to
have
to
make
some
decisions
on
it's
a
hard
stop,
and
how
do
we
do
that?

Meter,
you
know
that's
going
to
be
pretty
analog
piece
of
technology
where
it's
hey.
I
feed
the
meter
and
it
doesn't
know
what
cars
in
there.
It
doesn't
know
what
license
plates
in
there
and
someone
can
keep
feeding
it
and
you
have
a
problem
that
you
still
have
if
it's.

Particular
areas
where
there's
some
repeat.

and
there's
not
a
parking
meter.
The
only
way
you
can
pay
for
that
spot
is
through
you
know
a
phone
and
there's
a
way
to
still
do
that.
If
it's
not
through

smartphone,

can
have
them
call
a
number

pay
for

through

credit
card.
