This
is
the
last
meeting
for
this
council,
as
it's
assembled
before
mr
perry
sits
with
us
at
the
next
meeting.
So
first.

for

last
two
years
I've
felt
like
it's
really
important
to
say
thank
you
to
people,
and
so
this
is
best
last
meeting
with
us
and
beth
has
been
on
city
council
for
12
years,
in
addition
to
being
a
police
officer
for
the
city
of
ironton,
and
so
I
feel
it's
really
important
to
say
thank
you
to
beth
for
your
service
to
the
citizens,
to
the
citizens
of
ironton
and
to
our
city.

In
addition
to
that,
our
last
election,
councilman
cleary
was
elected
again
and
since
I've
known
bob
since
I
was
a
teenager,
so
only
a
couple
years
now
shows
both
of
our
age
about
first
time
I
ever
met.
Yet
I
was
I
I
was
a
teenager
and
you
were
vice
mayor
sitting
right
here
in
this
chair,
so
it
all
kind
of
comes
full
circle
for
and
for
me
to
say
this
is
30
plus
years
for
you
in
public
service.

Nobody
does
that
to
get
rich
in
the
city
of
ironton,
and
they
do
it
because
they
have
a
heart
for
public
service,
and
so
I
I
felt
it
was
important
and
again
during
covid
we
saw
a
lot
of
people
pass
away
that,
after
their
passing,
people
had
a
lot
of
good
things
to
say
about
them,
and
I
felt
like
it
was
really
important
to
say
thank
you
and
we
appreciate
you
to
people,
while
they're
still
with
us
and
you've
devoted
30
plus
years
of
service
to
this
city.

has
faithfully
served
the
citizens
of
ironton
for
30
plus
years
as
an
elected
official.

majority

service

been
as
a
city
council
member,
in
addition
to
being
mayor,
presented

the
ironton
city,
council,
2021
and
all
these
people.

december

believe
they're
running
the

bringing

council
is
the
halfway
houses,
slash
rehabilitation,
centers
has
been
located
all
around
the
city.
I
mean
how
many?
How
many
do
we
need
within
a
two
block
radius
of
my
home?
There's
five
of
them.
I
mean
I'm
concerned
a
town
is
small.

You're,
not
your
concern
is,
is
well
hurt.
We
hear
it
every
single
time
that
we
get
together
from
different
parts
of
town
and
on
a
legislative
end.
So
the
council,
all
we
can
really
do
is-
is
set
law
right
and
the
two,
the
two
jobs
of
council
are
legislation,
appropriation,
law,
money
right
right,
so
we've
tried
to
tackle
it
from
a
law
standpoint
and
then
it
becomes
a
zoning
issue.

we've
also
tried
to
we've:
we've
done
some
things
with
zoning
we've,
we've
re
we've
reanalyzed
what
the
definition
of
family
is
in
in
the
family
zones.

zones,
the
residential
zones
we've
also
looked
at
large
areas
of
town
which
we
had
to
have
re-surveyed
so
that
we
can
have
accurate
maps
because
we
can't
spot
zone.
So
we
have
to
do
it
in
large
sections.

things
that
we've
done
is
gotten
together
and
said:
we've
identified
these
areas
as
really
residential
areas
that
we'd
like
to
see
stay
residential
and
avoid
exactly
what
you're.
Talking
about
your
frustration,
I
share
too,
because
our
process
is
so
slow
and
we
have
to
do
a
30-day
notice
to
the
public.

have
to
have
a
public
hearing.
It
has
to
go
through
three
separate
readings
of
counsel.
Not
the
rules
can't
be
suspended,
so
you're
talking
about
at
least
six
weeks,
maybe
longer
if
it's
one
of
those
months
where

council
meeting
is
actually
longer
than
longer
than
the
second
or
fourth
or
the
the
second
or
fourth
thursday
is
longer
than
the
previous
month.
So
you
might
be
seven
or
eight
weeks
so
we're
trying.
On
this
end,
I
promise
you
to
tackle
that,
but
the
other
thing
that.

ongoing
issues
that
we
have

a
day-to-day
operation

amount

people

live

a
house

five
unrelated
persons
down

three
unrelated
persons,

point

just
business-wise
drive

incentive

houses
open
because
of
the
amount
of
people
that
can
stay
in
underlying,
but
right
now
the
federal
government
for
a
tier
one
drug
addict.
They
pay
twenty
five
hundred
dollars
a
week
for
their
care
for
a
tier
two
to
step
down
from
that
they
pay
twenty
one
hundred
dollars.

are
a
lot
of
you

that's

federal
government,
not
the
local
government,
that
sets
those.

I
know
it
comes
down
to

the
old
mighty
dollar,
but

know
the
one
there's

unsupervised

see
them
coming
and

dollar

wish
that
we
were
in
a
situation
where

government
threw
more
money
at
prevention
rather
than
fixing

problem

already
there.

think
that
money
would
be
more
wisely
spent
to
prevent
this
type
of
issue
than
to
try
to
fix
it
once
it's
already
happened,
but
that's
just
me,
but
once
again

do
appreciate

complaints

a
little
bit
trying

figure
out
what
exactly

going

there

looks
like
it's
narcotics,
anonymous
meetings.

they
should
have
is
some
sort
of
like
sanctioning
body
above

file

complaint
to.
I
would
imagine
if
they're
not
following
like
the
ethics
of
that
organization,
then
I
would
imagine
that
whoever
granted
them

ability
to
have
these
meetings
would
would
take
that
right
away.
If
it's
causing
the
servants
of
the
neighborhood,
then
I
would.

leadership
in
that
organization
and
there's
numbers
that

find
if

you
just
search
narcotics,
anonymous

county

that's
as
far
as
I
can
see.
That's
what's
going
on
there,

they've
got
the
meetings
listed
and
they
say
it's
seven
o'clock
on
you
know
whichever
day
it
is,
but
that
would
be
a
suggestion
that
I
would
have

be
to
try

contact.

pretty
good
increase

drug
treatment
facilities
and
these
transitional
houses
to

point
where
it's
affected
quality
of
life,
not
just
for
me
or
my
people
or
my
family
or
whatever,
but
for
others.

be

or

going
to

or
these
guys

going

be

something

reasons
I
voted
for
most
of
you,
people

walk

four
treatment:
centers
just
to
even
get
to
the
riverbank
there's
a
new
counseling
center

street

the
courthouse
and
you
go
catty
corner
within

feet,
there's

more
door
to
door

then
oops
next
to
oops.

myself
is
another
drug.
We
have
all
within
600
feet
of
each
other,
and
you
know
these

everything

ods
to
fights?

people

neighborhood
smoking
flicking
cigarette
butts

people's

property
damage,
thefts,
just
try
going
to
speedway

any
evening
down

avenue

all
the
ones

saturated

mended

it's
dangerous,
it's
just
time
that
it
gets
addressed

my

too

other
companies

think

want

don't

to
ashland.
They
want
to
come
here
because
they
don't
know
anybody.

spoke
with
numerous
police
officers,
firefighters,
ems
personnel.
Regarding
these
facilities,
their
calls
for
service
have
dramatic,
increased
dramatically
