A
B
Thank
you.
Let
us
pray
in
the
name
of
the
father,
the
son
and
the
holy
spirit,
lord
god.
We
thank
you
for
your
many
blessings.
You
bestow
upon
us
the
gift
of
life,
the
gift
of
our
faith.
We
thank
you
for
what
we
do
tonight
here
together.
We
thank
you
for
our
city
council
for
the
men
and
the
young
lady
who
serve
for
our
mayor
who
face
difficult
challenges
to
make
difficult
decisions.
B
B
B
C
A
A
A
E
Council
police
so
good
evening.
My
name
is
brenton
mokadis
project
manager,
with
abm
for
the
bundled
energy
solutions
project,
and
now
that
we're
nearing
completion
on
the
project.
I
wanted
to
give
an
update
to
council
just
to
let
everyone
know
where
we
stand
and
then
also
answer
any
questions
or
concerns
that
you
may
have
so
with
that
being
said,
right
now
we
are
98
complete
with
installation
on
the
project.
There
are
several
other
tasks
that
still
need
to
follow
that
that's
completion
of
punch
list
items,
deficiencies
and
then
measurement
verification,
commissionings
things
of
that
nature.
E
But
with
all
that
being
said,
I
kind
of
wanted
to
go
down
through
and
discuss
each
one
of
the
technical
categories
and
then
get
into
those
as
follows.
So
with
each
technical
category
on
technical
category,
number
one
are
with
the
boiler
upgrades.
Those
are
100
complete
as
of
right
now,
those
that
scope
of
work
took
place
here
in
the
city
center.
E
That
work
is
fully
online
operational
and
has
been
inspected
and
certified
by
the
state
of
ohio.
So
we're
good
to
go
there.
Technical
category
number
two
was
upgrade
to
the
cooling
towers,
which
is
also
here
for
city
center.
That
is
99
complete
and
consists
of
two
different
components
that
make
that
up,
one
of
which
is
the
barefoot.
E
Basically,
the
ozone
system
which
takes
care
of
the
water
that
serves
the
cooling
tower
itself
and
also
the
rare
speed
drive
which
serves
for
the
motor
as
well
that
speed
drive.
We
had
a
little
bit
of
a
delay
and
the
problem
we
had
to
delay
with
that
was
procurement
due
to
covid.
Now
we
do
have
that
item
in
stock
and
is
currently
being
installed
and
should
be
completed
by
the
end
of
this
week,
so
that
is
currently
on
task
and
should
be
completed
by
end
of
day
tomorrow.
E
E
All
data
throughout
the
city
that
comes
very
in
hand
when
it
comes
to
measurement
verification
and
making
sure
that
we're
meeting
that
energy
guarantee,
so
that
work
is
also
slated
to
be
completed
by
the
end
of
this
week
on
the
14th,
so
we're
good
to
go
as
well
as
building
automation
systems.
At
this
point
in
time,
technical
category
number
four
is
for
heating
ventilation
and
air
conditioning
upgrades.
This
is
99
complete
and
it
is
consisting
of
three
components,
one
of
which
is
at
the
fire
department.
E
We
install
brand
new
heaters
and
air
conditioners
all
those
are
online
and
operational.
The
other
one
consists
over
at
the
water
treatment
plant
and
that
is
the
same
thing:
brand
new
heaters
and
air
conditioning
units,
which
are
also
online
and
operational,
and
the
third
component
is
the
installation
of
water
source
heat
pumps
throughout
the
city
center.
Now
most
of
all,
the
water
source
heat
pumps
are
online
and
operational.
There's
two
more
units
that
need
to
be
installed.
E
So
those
that
particular
technical
category
was
installed
not
only
the
city
center,
the
fire
department,
but
then
also
at
the
water
treatment
plant
as
well.
It
was
not
done
at
the
wastewater
treatment
plant.
The
technical
category
number
six,
which
is
envelope
upgrades,
is
also
100
complete.
Now
that
work
was
done
at
all
four
buildings,
not
only
within
city
center
itself,
the
fire
department,
water
treatment
facility
and
wastewater
treatment
facility
as
well,
that
consists
of
your
door,
sweeps
your
weather,
weather
stripping.
E
One
that's
stationed
in
the
pump
house
and
another
that's
stationed
within
the
storage
warehouse
both
are
online
in
operation,
so
we
should
be
complete
with
installation
with
all
those
technical
categories
by
the
end
of
this
week
on
the
14th,
through
the
following
two
weeks
to
this
month.
We're
going
to
follow
up
on
what
I
was
speaking
about
before:
completion
of
punchlist
items,
deficiencies
and
also
commissioning
that's
any
problems
that
we
found
with
the
installation,
whether
it
be
on
a
quality
aspect
of
it,
something
that
they've
missed.
E
If
there's
a
lack
of
communication
between
said
community
or
said
installation
and
the
building
automation
system,
that's
what
that
work
is
going
to
consist
of,
and
that
will
take
place
for
the
following
two
weeks
in
january.
Beginning
of
february
is
where
we
start
to
bring
in
our
m
v
team.
Now,
that's
a
team
from
abm
and
what
they
do
is
they
come
in?
Not
only
to
make
sure
that
the
commissioning
that
was
done
was
on
point
in
that
all
those
communication,
checkpoints
that
our
subcontractor
said
is
complete.
E
We
verify
they're,
also
going
to
put
together
a
post
installation
report
and
that
post
installation
report
will
not
only
list
all
the
findings
that
we
found
with
our
commissioning
our
own
commissioning,
but
it
will
also
make
sure
that
we're
meeting
the
energy
guarantee
and
if
we're
not
meeting
that
energy
guarantee
figuring
out
where
that
problem
resides
in
fixing.
So
that's
a
report
that
will
be
delivered
to
the
city
of
ireland
following
that.
The
last
two
weeks
of
february
is
where
we
deliver
oil
and
manuals
which
basically
brings
you
through.
E
You
know
how
to
operate
the
the
systems,
things
of
that
nature,
the
maintenance
of
them
and
and
so
forth.
That
will
provide
training
to
anybody
that
needs
it
for
the
city
of
ironton,
all
the
maintenance
personnel,
anyone
else
that
wants
to
join
and
we
can
have
multiple
training
sessions,
if
need
be.
So
that's
really
where
we're
at
we're
looking
to
close
this
project
out
february
25th,
and
it's
on
schedule
to
the
original
schedule
that
we
presented
in
the
the
beginning
of
this
project.
C
Great
so
when
this,
when
this
whole
thing
was
first
presented
to
us,
we
were
in
a
significantly
different
energy
climate
than
we
are
currently
so
as
the
current
energy,
climate
and
and
the
price
of
energy
going
up.
Has
that
impacted
the
the
savings
that
we're
going
to
see
and,
and
if
so
are,
are
we
still
going
to
see
the
enough
savings
to
pay
for
the
price
of
it.
E
It's
a
great
question
and
that's
all
taken
into
consideration.
What
they
do
is
in
the
beginning
of
the
project.
When
we
perform
our
audits,
we
walk
with
subcontractors,
we
create
a
baseline.
So
we
look
at
your
energy
bills.
We
look
at
you,
know
past
and
current
temperatures
and
things
that
then
that
nature
excuse
me
and
it's
all
built
into
the
algorithm.
E
That's
correct
so
and
those
reports
will
be
generated
by
the
imb
team
and
delivered
to
the
city
of
ironton,
and
so
when
I
spoke
about
the
building
automation
system,
bringing
all
that
together
shredding
your
data,
we
also
will
be
monitoring
that
remotely.
So
if
we
see
an
issue,
can
we
say
hey,
you
know
we're
spending
way
too
much
energy
at
the
fire
department.
So
to
speak
and
let's
take
a
look
at
the
trend
data.
E
You
might
see
that
you
know
the
bedroom
has
been
kept
at
65
degrees
in
the
middle
of
summer
and
that's
really
causing
an
energy
impact.
We
can
find
things
like
that
and
be
able
to
correct
them,
but
to
answer
your
question
to
go
back
to
it,
we've
created
a
baseline,
which
not
only
looks
at
utility
rates
but
also
where
it
stands,
and
yes
that
that'll
all
be
taken
care
of
in
the
pir.
Okay.
F
All
right,
yep,
I
can
offer
a
thought
on
that
too.
If
you
don't
don't
mind,
I'm
tyler,
I'm
sure.
If
you
think
about
the
guarantee
is
really
on
the
amount
of
energy
you're
going
to
consume.
You
know
how
many
kilowatt
hours
or
how
much
gas
if
your
utility
costs
go
up.
Your
savings
actually
grows.
F
If
you
think
about
it
right,
because
the
amount
that
you
pay
per
unit
of
energy
has
actually
gone
up,
the
value
of
that
savings
goes
up
with
it.
Does
that
make
sense
the
amount
of
money
you
have
avoided
spending
is
actually
greater
than
where
your
utilities
go
up,
which
is
good
news,
because
utilities
are
at
a
historically
historical
level
right
now.
So
as
they
trend
up
over
the
next
15
20
years
of
that
guarantee,
your
savings
will
actually
grow
more
than
what
was
modeled,
which
is
only
positive.
F
So
you're
saying
I
don't
know
if
that
helps
answer
your
question.
So
you're
saying
we
hit
the
sweet
spot
yeah
and
in
many
ways
you
really
did
this.
This
has
been
sort
of
a
sweet
spot
utility
is
an
all-time
low
of
money
is
at
an
all-time
low.
When
you
think
about
borrowing
rates
and
things
like
that,
this
really
is
a
little
bit
of
a
sweet
spot.
I
think
give
yourselves
a
pat
on
the
back.
E
D
A
I'd
like
to
thank
you
guys
for
working
through
the
pandemic
and
the
speed
at
which
I
saw
things
done
because
it
seemed
like
every
time
I
come
into
the
city
building,
something
else
was
being
done
or
somewhere.
You
know.
So
I
was
really
impressed
with
with
the
speed
of
which
things
got
done.
We're
not,
and
sometimes
you're
used
to
seeing
things
drag
out,
drag
out,
drag
out,
sure
guys
got
in
and
making
improvements
quickly.
So
I'll.
E
Be
on
you
know
the
last
five
percent
of
any
project.
You
know
whether
it
be
construction
or
anything
is
the
hardest
to
bring
across
the
finish
line.
So
you
know
I'm
here
every
single
week
making
inspections
making
sure
we're
keeping
on
schedule
and
if
you
ever
need
me
for
anything,
any
concerns
come
up
whether
there's
problems
with
any
of
the
building
on
heating
ventilation,
air
conditioning
or
lighting,
please
let
me
know
and
I'll
make
sure
it's
handled
properly.
Thank
you
not
a
problem.
G
A
You
guys
next
up,
we
have
an
invited
guest,
mr
pemberton,
from
sanitation,
step
up
to
podium.
H
H
This
truck's
running
its
route,
bringing
the
truck
in
there's
guys
waiting
here
to
jump
on
they
go
out
and
they
do
their
route,
but
the
sweep
blade.
The
slide
panel
was
damaged.
You
know
when
we
get
up
against
the
dumpster,
and
this
temperature
is
clear,
full
and
you
don't
see
a
four
before
or
a
six
by
six
or
even
a
cross
tie,
or
it
could
have
a
small
car
and
we
wouldn't
know
it
if
it's
buried
and
it's
it.
H
It
busted
the
panel
and
the
sweep
blade
out
of
it
and
the
grand
ticket
on
that
thing
is
to
is
around
eight
thousand
three
hundred
sixty
eight
dollars.
H
But
I
just
presented
to
you
guys
just
to
keep
units
aware
the
fyi
here
and
hopefully
we
can
get
both
of
these
trucks
back
on
the
back
on
the
road.
I
Mike
had
called
me
and
talked
to
me
about
that
today
and
I
had
let
him
know
that
in
the
temporary
budget
that
there
is,
I
have
to
look
at
it.
We
just
closed
the
month
and
rolled
the
year
today.
I
don't
think
that
there's
anything
that's
been
encumbered
yet
in
his
garbage
equipment
replacement
fund.
He
should
have
enough
money
set
aside
in
there
to
have
both
repairs
completed.
H
We
get
the
run
around
with
this.
Also,
this
this
new
way
tr
packer
when
we
bought
it
was
it
was
a
good
packer,
but
some
some
reason.
Nobody
wants
to
pick
pick
up
and
handle
parts
for
they
passed
the
buck
on.
Well,
this
is
not
my
territory.
I
can't
tell
you
because
it's
not
my
territory
and
you
you,
you
deal
with
stuff
like
that
and
it's
it's
some
little
town
under
youngstown
ohio.
H
H
H
D
A
You've
got
the
the
truck,
but.
K
H
C
D
C
With
their
council
and
mayor
leaving
and
selling
off
equipment-
and
they
realized
at
the
last
snowstorm-
oh,
we
have
no
way
to
treat
our
streets
and
yeah.
The
bridge
going
into
huntington
was
a
mess,
and
so
what,
whatever
you
guys
have
done
today
to
help
them?
I
appreciate
it.
G
Be
coming
next
council
meeting
we've
had
our
meeting
with
epa
us
and
oepa.
G
We
received
that
grant
from
the
house
bill
168
money
for
the
design
on
bathum
lane
orchard
lift
station
upgrades,
so
we
will
probably
be
sending
for
anderson's
to
draft
us
an
ordinance
to
enter
that
contract
with
ibi.
I
think
the
cost
is
about
170
and
some
change.
170
000
the
grant
was
168
000
so
other
than
that
we're
working
on
getting
everything
applied
for
for
eda
grant
application
as
well.
J
All
right,
I
believe
we
were
doing
a
study
of
road
paving
study,
yeah.
G
Been
completed
well
right
now,
if
so
the
cost
on
some
of
our
paving
projects,
we
have
to
know
what
all
we're
spending
you
know
before
these.
After
the
grant,
application
comes
back
right
so
once
we
know
what
we
can
spend,
then
we'll
have
an
idea
of
what
we
can
pave.
But,
yes,
we've
been
working
on
the
grade
of
each
road.
I
don't
know
that
we're
going
to
be
able
to
say
we're
going
to
pave
all
of
5th
street
or
all
of
6th
street.
G
G
G
G
You
know,
so
we
really
need
to
address
which
streets
are
needing
it,
the
most,
which
ones
aren't
going
to
qualify
for,
grant
funding
or
matching
so
most
of
our
residential
streets
that
serve
no
business
or
purpose
or
those
are
the
ones
that
we'll
have
to
look
at
with
whatever's
left
from
all
the
other
paving
projects
that
we
already
have
going
on.
L
L
I
had
several
calls
this
past
week
when
they
go
out
to
out
here
to
the
we
used
called
welfare
department,
department,
human
services,
building
on.
L
G
G
G
Yeah
we
could
talk
to
him
again,
but
I
you
know,
I
know
they
have
to
access
that
something
I
got.
L
I
went
in
and
looked
this
up
on
the
internet
and
right
now
the
federal
rates
385
or
38.5
cents
per
gallon.
We
get
and
there's
a
says
here
that
senator
huffman
tip
said
he
is
there
there's
senate
bill
277,
which
will
lower
the
gas
tax
from
38
to
28.
we're
going
to
lose
10
cents
a
gallon?
L
D
C
Registered
yeah
residential.
C
At
least
put
it
out
in
in
the
newspaper
yeah.
D
C
G
Right,
yeah!
No
sorry,
I
okay,
that's
what
I
was
like
how
to
monitor
that,
especially
with
everything
that's
been
going
on.
You
know
we're
slammed
with
sending
out
letters
on
all
of
these
condemnation,
letters
to
try
and
get
them
into
the
application
for
this
department
of
development
project.
That's
going
on!
So
that's
what
most
of
our
focus
has
been
on.
A
K
G
And
we
haven't
been
able
to
hire
an
officer
to
do
that
either.
Yet
we
don't
want
to
speak
on
the
updates
we
have
with
the
police
department.
You
know
in
hiring
civil
service
situation
that
might
help
also,
so
we've
talked
about
identifying
that.
M
Pam
wagner
chief
of
police,
we
do
have
the
we
do
have
two
immediate
openings.
I
met
with
civil
service
last
night.
We
will
be
given
a
test
on
march.
The
1st.
M
The
problem
with
the
residential
homes,
as
we've
been
saying
for
many
years
and
the
police
department
has,
unless
we
get
a
call
there,
we
don't
know
they're
there.
No
one
tells
us
I
mean
it
just
is
what
it
is.
However,
I
have
made
my
officers
aware
of
the
staffing
situation
and
what
we're
expecting
on
this
officers
are
in
the
process
of
adding
any
complaints
we
get
at
those
group
home
to
what
we
call
our
nuisance
list.
M
I
go
through
those
regularly
about
every
30
to
60
days
if
we
get
multiple
complaints,
even
if
they're
on
private
residences.
As
you
know,
we've
passed
that
nuisance
ordinance
several
couple
years
ago.
Brigham
helped
me
with
some
sample
letters,
so
we
do
start
mailing
out
letters
with
that,
but
as
far
as
trying
to
reach
out
to
residential
facilities
like
I
said
they
don't
register
with
us,
we
don't
even
know
if
they're
there
until
we
get
calls
there
well.
D
A
A
M
L
M
L
M
It's
not
the
homes,
you
don't
think
I'll
get
with
moose.
Tomorrow,
get
a
clarification
on
that
or
monday.
I'm
sorry,
I'm
off
tomorrow,
but
I'll
get
with
moose
and
it's
a
holiday.
I'm
sorry,
tuesday
get
a
clarification
on
that
and
if
nothing
else
maybe
we
can
go
to
where
they
are
inspect
and
say:
hey
where's,
these
people
staying
exactly.
N
N
Yeah
chris,
I
heard
a
statement.
I
can
answer
that
in
order
for
them
to
get
the
medicaid
funding,
part
of
what
they
have
to
do
is
follow
a
certain
list
of
compliancies
and
those
are
making
sure
that
they've
got
exit
signs
and
handicapped
bathrooms
and
fire
extinguishers,
and
so
that's
how
they
themselves
are
mandated
by
the
federal
government.
You've
got
to
get
with
your
local
municipality.
K
The
problem
with
that
is
these:
the
places
that
we're
having
the
issues
are
not
registered
to
omas.
They
are
not
billing
medicaid
for
the
individuals
living
in
the
houses.
What
they're
doing
is
they're
transporting
individuals
from
the
houses
to
an
off-site
location
at
that
location.
This
bill
and
medicaid.
K
M
I
mean
it,
it's
a
try.
It's
I'm
going
to
say
probably
a
nationwide
issue,
because
it's
a
loophole.
You
know
and
like
most
things,
you
see
the
loophole,
somebody's
going
to
jump
through
it.
You
know
our
biggest
problem.
Is
we
just
again
we're
going
to
go
to
these
places
say
where
these
people
live?
Because
I
mean
if
we
had
a
fire
like
and
moose,
and
I
talked
about
this
several
years
ago.
M
A
Can
we
get
some
of
these
registration
forms
or
pamphlets
or
whatever
we
have
and
put
them
in
the
jeff
joseph
his
vehicle
police
cars
are
when
we
go
to
these
places,
say
hey.
I
don't
know
if
you
know
this,
but
here
here
here's.
