time
I
was
here
so
I
was
asked
to
come
and
I'm
kevin
wood
with
ibi
group
and
we're
the
city
engineer
working
with
ironton
on
several
projects
here
for
coming
on
up
on
two
years.
I
guess
so.
I
just
wanted
to
kind
of
run
through
and
give
you
all
a
summary
of
some
of
the
things
that
we're
working
with
you
on
first
off
the
sewer
study
related
to
the
overall
sewer
project
in
the
city.

They
had
some
questions
based
on
that
their
technical
staff
and
they're
now
kind
of
further
delving
into
it
and
will
get
back
to
us
at
some
point
here
back
to
the
city,
and
it
will
the
next
step
of
that
would
be
through
working
with
james
kasley.
Your
environmental
attorney
to
basically
set
a
revised
schedule,
because
the
original
consent
decree
had
the
city
addressing
all
of
the
sea,
the
combined
sewer
overflows
by
2026.,
and
so
that
verbally
at
least,
the
epa
has
agreed
that
that
will
be
revised
and
extended.

That
project
entails,
starting
at
the
south
end
of
the
city
at
the
ice
creek
bridge,
the
northbound
lane
will
be
completely
ripped
out.
That's
where
the
water
line
has
constantly.
I'm
sure
you
guys
know
better
than
me.
There's.
I
think
90
some
patch
asphalt
patches
up
through
there
that
lane
will
be
removed
and
rebuilt.
The
water
line
under
it
will
be
replaced
all
the
way
up
to
lorraine.

I
had
a
call
with
them
yesterday
she
had
a
couple
basic
questions
on
the
plans,
but
they'll
be
issuing
their
permit
to
install
here
soon,
and
the
project
should
well
one
final
piece
to
that
project.
The
city
has
some
odot
grant
an
arc
grant
already
for
the
street
portion
of
that
project.

We
just
mayor
as
of
five
minutes
ago,
racial
our
funding
person
submitted
formally
the
eda
grant
request
on
that
project
economic
development
administration,
and
that
would
be
for
a
large
grant
that
would
cover
the
line
share
of
the
cost
of
that
project
so
construct
the
construct,
bidding
and
construction
schedule
will
is
pending.
What
we
hear
about
that
grant
right
now,.

There
will
be
likely
ramp
closures
during
that
time
during
that
construction
period,
so
kind
of
both
ends
of
the
city
are
going
to
be
undergoing.
Some
construction
strains
here
over
the
next
couple
of
years,
but
hopefully
it
will
be
worth
it
in
the
end
and
odot
the
the
roundabouts
as
you've,
seen
in
south
point
and
and
other
places
odot
will
lands,
will
just
plant
grass,
basically
in
the
center
of
the
roundabouts
and
the
city
can
come
in
afterwards.

One
of
the
components
of
the
sewer
study
that
we
were
asked
to
look
at
was
the
drainage
issues
up
along
us,
52
of
the
storm
water
runoff
across
52,
coming
into
the
city
and
contributing
to
the
the
storm
surcharge
issues
in
the
city.
One
of
our
recommendations
in
that
study
was
to
construct
a
storm
sewer
on
this
side
of
52
to
capture
some
of
the
culverts
coming
under
52
and
pipe
that
storm
water
under
park
avenue
over
and
dump
it
to
storms
creek.

But
the
city
would
have
to
pay
for
the
construction
of
that
piece
of
storm
sewer
and
that's
estimated
at
47
000,
and
that
the
the
complete
storm
sewer
up
in
that
area,
though,
is
estimated
at
one
and
a
half
million
dollars,
but
all
that
the
city
would
need
to
commit
to
here
over
the
next
year,
or
so
is
the
47
thousand
dollars.
So
that
odot
can
construct
have
their
contractor
construct
that
piece
under
the
roundabout,
which
we
and
city
staff
think
would
definitely
be
a
good
thing
to
do.

One
of
actually
the
first
project
that
I,
when
I
met
with
the
mayor
and
staff
about,
was
down
at
first
street
and
pine
street
and
the
city
was
successful
in
obtaining
a
an
arc
and
appalachian
regional
commission
grant
of
204
thousand
two
hundred
dollars
with
a
local
match
required
of
eighty
seven
thousand
five
hundred
and
thirty
two
dollars
and
that
project
design
is
nearing
completion.

Also,
the
at
the
water
treatment
plant,
the
filter
media
was
in
need
of
being
replaced.
That
project
was
bid
out
and
allard
construction
was
the
successful
bidder
at
217
000..
H

So
we've
been
talking
to
the
city
about
what
project
we
might
package
to
submit
to
that
program
and
that
discussion
is
ongoing,
we're
looking,
probably
at
the
sewer,
possibly
sewer
or
water,
or
some
some
aspect
of
a
project
to
submit
for
grant
funding
for
I've
been
talking
with
the
mayor
about
some
street
paving
and
there
is
a
deadline
at
the
end
of
next
month.
The
epa's
annual
water
project
nomination
forms
are
due,
so
we
are
working
with
the
city
to
package
a
project
to
submit
to
that
funding
and
that
program.

and
all
of
his
staff
and

on
all

these
projects.
We've
been
working
on
it's,
it's

haven't

able
to
get

The
feasibility
study
calls
because
work
conflicts,
but
I
had
several
questions,
which
is
a
good
thing.

that's

I
know
we
have
a
lot
of
good
projects
in
the
pipe,
so
the
north
fifth
street
bridge
we've
got
some
increases
in
that,
based
on
our
initial
projections
that
our
previous
engineer
completed.

those
as
far
as
what
we
need,
the
difference
where
we
need
to
make
up
yeah
and
I'm
also
have
a
concern.

would

to
get

opinion.

Yeah,
so
I
talked
this
week
to
our
design
engineer
on
that
project,
who's
working
regularly
with
odot
and
mark
in
the
city,
and
I
asked
him
that
question
okay.
Where
are
we
budget
wise?
As
far
as
how
much
more
money
is
the
city
anticipated
to
need
to
contribute
toward
the
project?
So
there
are
there's
a
whole
list
of
components
that
make
that
up
from
right
of
way
to
utilities,
to
the
water
line
that's
suspended
on
that
bridge.

So
he
ran
through
that
that
list
a
couple
of
those
costs:
they've
not
nailed
down
yet
they're,
still
working
with
odot
and
the
property
owners
and
and
all
on
and
aep
on,
but
his
one
one
thing
that
we
were
able
to
save
a
nice
chunk
of
money
on
is
the
existing
water
line
that
is
suspended
under
that
bridge
is
a
critical
water
line
to
the
city
and
needs
to
be
replaced
as
well.
The
original
plan
was
to
replace
that
bridge,
but
also
to
build
a
separate
bridge
to
support
the
water
line.

Odot
our
engineer
or
designer
told
me
that
odot
he
thinks
is
going
to
go
along
with
allowing
that
cost
for
the
temporary
water
line,
because
they're
trying
to
determine
whether
they
should
pay
for
two
water
lines,
basically
the
temporary
and
then
the
permanent,
but
he
thinks
that
they
will.
But
regardless
that's
saving
a
lot
of
money.

The
estimated
cost
to
the
city
from
here
through
construction
is
503,
486
dollars
and
again
there
of
that
list
of
costs
that
make
that
up.
There
are
some
unknowns.
Some
of
them.
He
had
a
range
and
said
you
know,
use
this
mid-range
level.
So
it's
somewhat
in
flux,
but
that
is
his
as
of
today,
his
closest
guess
on
what
that
cost
will
be.

on
schedule,
the
odot
has
a
very
strict
schedule
for
these
things,
their
due
date
for
the
stage
3
plans
is
february,
2nd,
which
is
next
week,
and
he
said,
that's
being
delayed
a
little
bit
by
aep,
but
he
doesn't
anticipate
that
it
will
be
delayed
enough
to
change
the
construction
schedule.
Okay,.

On
the
sewer
plant
feasibility
study
looks
like
we're
going
forward
with
overall
the
bathroom
lane
and
the
orchard
street.
So
in
that
cost
estimate
you
gave
1
million
43
000
for
bathroom
lane
and
1.9
million,
and
one
on
the
high
20
range
for
orchard
street
lift
station
are
those
still
that
was
of
october
21.
Is
that
still
on
par
for
those
construction
costs?
Yeah.

That
would
pick
up
all
the
surface
water
put
it
take
it
to
the
pump
station
and
then
pump
it
over
into
storms.
Creek
that
way,
you're
removing
all
the
storm
sewer
in
that
area
from
your
combined
sewer,
which
is
you
know,
is
something
you
need
to
do
based
on
your
consent
decree.
So
that's
one
project
and
in
the
same
area
the
orchard
street
sanitary
lift
station
needs
a
lot
of
upgrades.
It
needs
a
generator.
It
needs
new
electrical
and
scada.

The
line
this
sewer
line
is
not
sufficiently
sized
for
it.
So
we
felt
that
those
are
two
of
the
I
don't
want
to
say
low
hanging
fruit,
but
two
critical
projects
that
are
not
20
million
dollars
that
you
could
undertake
and
make
a
real
impact
in
that
area
we
submitted
through
working
with
the
city.

with
pump
stations,
I've
asked
you
a
couple
times
about
funding
for
with
fema
the
fema
brick
building
resilient
infrastructure
grant
yeah
information
on
that
that
money
could
be
used
for
pump
station
upgrades.

Yeah,
so
we
rachelle
our
funding
person
has
looked
into
it.
She
looked
into
it
when
you
first
asked,
and
we
looked
into
it
again
recently
that
it's
building
resilience
and
I'm
forgetting
the
accurate
what
the
acronym
stands
for
now:
infrastructure,
something
or
other.
So
in
order
to
apply
for
those
grants-
and
there
aren't
very
many
nationwide
that
are
awarded-
there
are
a
lot
of
factors
that
go
into
it.
It
looks
at
everything
from
climate
change
to
basically
helping
communities
eliminate
the
possibility
of
future
flooding
and
things.

When
you
look
at
the
components
of
what
you
need
to
develop
to
submit
for
that,
it
requires
a
pretty
large
investment
of
time
and
effort
in
studies
and
things
we
did
some
flow
monitoring
and
analysis
this
past
year,
the
city
did
there
is
a
ramped
up
development
of
that
sort
of
thing
required
on
a
long-term
basis
in
order
to
collect
all
the
data
and
do
the
analysis
that
they
require
you
collect
for
them.

have
asked
me
about
this
at
least
three
times
right.
We
will
put
a
brief
one-page
summary
together
to
kind
of
spell
out
to
you.
This
would
be
the
the
level
of
effort
that
the
city
would
need
to
invest
in
order
to
even
apply
for
that
funding.

mean,
because
it
would
there's
a
good
bit
of
cost
that
would
go
into
developing
just
the
application
process
yeah
and
not
actually
preparing
the
application,
but
in
doing
the
collection
of
data
that
they
require
that
you
have
in
order
to
qualify
to
apply
okay.

so
I'm
not
saying
that
it
wouldn't
be
one
that
you
would
want
to
pursue.
You've
got
a
lot
of
stormwater
needs,
but
we
would
need
to
really
work
with
you
just
to
make
sure
that
you
understand
the
investment
that
would
be
needed
so
that
you
guys
are
comfortable
with
that
and
and
we
you
know,
feel
that
it
would
be
a
worthwhile.

pleasing

even

feature
is
that
something

it

becomes-

be
more
expensive
than
if

just
did
it
after

fact

spur
come
off

their
