update
on
some
of
the
projects
we're
involved
with
at
the
city
in
the
city,
so
you've
seen
this
before.
Some
of
these
are
repeat
projects
on
here.
The
Fifth
Street
bridge
is
ongoing.
As
you
all
know,
the
ODOT
shut
it
down.
So
we've
been
working
with
them
to
expedite
the
project.
They
brought
a
consultant
into
obtain
the
right-of-way
to
do
a
temporary
temporary
road
to
52..
Their
plan
right
now
is
to
put
that
out
to
bid
in
December,
so
they've
moved
it
up
because
of
the
closure.

So
we'll
see
how
that
goes
with
the
right-of-way
Acquisitions,
but
as
of
now
that's
their
schedule.
The
Third
Street
water
line
and
Street
reconstruction
project,
I'm
sure
you're.
All
aware
that
the
city
finally
got
word
of
receiving
the
2.1
million
dollar
Grant
from
the
economic
development
Administration,
we
have
a
kickoff
call
the
city
and
county,
and
we
will
be
on
a
call
with
Eda
next
Wednesday
to
kick
that
off.
So.

That
call
the
city
has
received
the
grant
agreement.
The
mayor
has
signed
and
returned
it,
so
that
is
all
done.
We
will
my
first
question
on.
The
call
is
going
to
be:
when
can
they
put
the
project
out
to
bid
and
they've
blocked
out
a
two
and
a
half
hour?
Call
so
I'm
not
sure
what
all
they're
going
to
go
over,
but
that's
one
big
takeaway.
There
may
be
additional
steps
that
need
to
be
done.

We'll
we'll
learn
next
Wednesday
the
local
match
on
that
project,
as
you
can
see,
340
000,
and
we
believe
today
that
that
could
be
taken
in
the
form
of
a
low
interest
loan
for
the
water
line
portion
of
the
project.
But
that's
one
of
the
things
we're
working
to
finalize
so
that
you
wouldn't
necessarily
have
to
take
it
out
of
City
funds.
If
you
so
chose
there
was
a
250
000,
Arc
Grant
in
that
project,
initially
Eda
since
they're
Federal,
and
that
was
Federal.
They
didn't
like
that
being
in
there.
So
we
pulled
it
out.

So
the
city
has
that
250,
000
and
Ralph
Klein
and
his
group
are
working
with
ovrdc
and
ODOT
to
see
if
the
city
can
use
that
to
just
continue
the
mill
and
fill
project
further
north
on
third
they're,
pretty
certain
that
they
will
and
we're
providing
some
information
to
them
in
that
regard.
But
that
would
just
extend
the
project
two
or
three
or
so
blocks
further.

So
that's
pending
the
State
Route
93
roundabouts
are
still
on
track
to
final
plans,
have
been
submitted,
they're
still
on
track
to
start
construction
next
spring
and
go
for
a
year,
so
that'll
be
a
fun
construction
project
for
everyone,
I'm
sure,
but
it'll
be
well
worthwhile.
Hopefully,
Pine
and
First
Street
finally
got
a
start
date
from
the
contractor
Shelley
company.
They
tell
me
they're
coming
in
the
week
of
October
10th
so
about
a
month
from
now
to
Begin
work
on
that
project
and
they
think
they'll
they
can
get
that
done
in.

We
recently,
if
you
were,
if
you
all
recall,
due
to
a
lot
of
efforts
on
the
city
and
County's
behalf,
everything
from
Center
Street
South
was
income
qualified
and
as
eligible
now
to
apply
for
the
cdbg
grants.
So
the
first
application
that
we
did
was
for
various
sewer
project,
sewer,
Improvement
projects
at
pump
stations
and
manholes,
and
things
in
that
southern
portion
of
the
city,
and
you
can
see
there
it's
about
a
1.1
million
dollar
project.

We
that
will
officially
be
submitted
in
November,
and
then
we
think
by
the
end
of
the
year,
we
should
know
whether
that
will
be
funded
or
not.
Is
what
they're
telling
us
bathroom
and
Orchard
projects
the
bathroom
storm
sewer
and
the
sewer
lines,
and
then
the
sand?
The
orchard
sanitary
lift
station
of
horse
main
project,
the
design
is
still
ongoing,
should
be
wrapped
up
here
in
the
next
couple
of
months.

The
truck
lift
project
at
the
new
I
forget
the
name
of
the
building
with
the
city.
Well,
I
am
the
wall.
Building
I've
worked
with
Mike
Pemberton
and
his
guys
to
solicit
bids
for
three
truck
lifts
in
that
building.
That's
estimated
a
little
over
116
thousand
dollars
in
that
bids
are
actually
to
be
opened
in
the
mayor's
office
at
10
AM.
Next
Monday
I
will
not
be
here.
For
that.

And
then
number
eight
kind
of
ties
in
with
number
six
in
in
talking
with
the
mayor
and
staff
about
the
upcoming
October
7th
deadline
for
Grant
request
from
the
Ohio
Public
Works
commission,
we've
kind
of
landed
on
Thomas
Street,
which,
if
you
know
that
area
Thomas
and
Charlotte
and
Karen,
are
in
pretty
bad
shape
because
they're
in
kind
of
a
low-lying
area.
There's
no
storms
over
there.
So
we're
submitting
an
opwc
request
to
rebuild
Thomas
and
put
storm
sewer
in
it.

That
could
sufficiently
pick
up
Thomas
Karen
Charlotte
that
whole
area
and
it
would
drain
into
the
new
bathroom
storm
Pump
Station.
So
it
pretty
much
quadruples
the
size
of
that
pump
station.
But
that's
the
only
place
to
take
drainage
two
in
that
area,
because
it's
kind
of
in
a
hole
so
that
application
will
go
in
next
month.
I
will
have
to
Terry
and
the
mayor
a
resolution
that
Council
will
need
to
pass
in
order
to
authorize
the
mayor
to
sign
that
application
and
submit
it.

Depending
on
how
those
bids
come
in,
we
will
evaluate
you,
know
we're
hoping
they're
under
the
estimate
and
have
been
talking
to
the
mayor
about
you
know
what
may
be
phase
two
of
that
might
be,
and
this
the
maps
that
I
handed
out
to
you
are
four
pages
of
four
areas
of
town
and
you'll,
see
on
there.
Various
highlighted
sections
of
streets
that
are
included
in
that
project
and
those
were
selected
based
upon
kyova,
had
a
PCR
study
done
a
pavement
condition.

hopefully
you
know
we
would,
if,
depending
on
how
the
bids
go,
we'll
be
able
to
prepare,
prepare
a
bid
package
for
a
phase
two
Paving
project
that
could
be
bid
yet
this
year
as
well
and
then
come
next
spring.
Both
of
them
hopefully
could
be
lined
up
for
construction
and
then
the
next
page,
a
third
Paving
project,
the
mayor
worked
with
Saleem
at
kyova
and
was
able
to
secure
a
commitment
of
Grant
funds
for
some
Street
Paving.

South
Fifth
as
well,
between
Ellison
and
Hepler
and
then
Maple
from
9th
to
11..
Those
were
four
areas
that
qualify
for
that
funding
that
are
were
pieced
together
before
this
funding
and
they
have
given.
The
Saleem
gave
approval
to
pay
100
percent
of
the
cost
to
get
the
technical
specifications
and
bid
documents
together
and
handle
the
construction
Administration
part
of
that,
and
he
told
the
mayor
and
I
that
they
will
fund
at
least
80
percent
of
the
construction
costs,
possibly
up
to
a
hundred
percent.

And
that
would
most
likely
not
be
able
we're
working
on
putting
the
bid
documents
and
specifications
together
now,
since
it's
kyova
funding,
they
will.
They
are
requiring
that
all
of
the
rants
along
these
logs
that
are
included
in
this
project,
be
made
Ada
accessible,
so
that
component
will
be
included
in
this
project
as
well.

This
project
will
be
ready
to
also
go
to
construction
bid
in
time
to
have
construction
take
place
next
spring
too.
So
you'll
have
the
city
funded
Paving
project
and
the
kyova
funded
Paving
project
and
possibly
a
phase
two
City
funded
project
that
could
all
be
completed
or
started
next
spring
and
then
item

on
here,
just
a
placeholder,
the
sport
ongoing
Sports,
Park
project,
we're
continuing
to
help
or
assist
Ralph
and
others
at
the
county
as
needed,
with
information
toward
applying
for
funds
and
other
information
on
that
project.

Number
12
that
relates
to
your
sewer,
consent,
decree
and,
as
you
know,
I've
discussed
that
linked
here
in
the
in
previous
meetings,
where
we
are
with
that
right
now
is
without
going
into
deep
free
detail
a
couple
of
months
ago
there
was
a
call
with
Ohio
and
US
EPA
and
the
city
and
their
environmental
attorney,
and
we've
presented
the
study.

Last
November
we've
answered
various
questions
and
supplied
additional
information
to
EPA,
so
they
are
now
reviewing
all
of
that
and
determining
if
they,
which
they
have
indicated
to
date,
that
they
like
the
path
the
city
is
on.
But
we
we're
just
waiting
to
hear
back
from
them.
They
did
throw
a
little
bit
of
a
monkey
wrench
in
the
11th
Hour.
They
have
a
third
party
consultant
Consulting
engineer
that
they
will
bring
in
on
all
of
these
cases,
even
though
they
have
a
dozen
attorneys
and
a
dozen
Engineers.

As
part
of
this,
they
bring
a
third
party
consultant
in
and
we
have
been
working
with
one
all
of
last
year
and
at
the
11th
Hour,
the
EPA
U.S
EPA
notified
as
his
contract
expired.
So
they
brought
a
new
one
on
so
now
we're
kind
of
starting
over
and
answering
questions,
and
that
will
set
us
back
a
little
bit.

But
we're
waiting
to
hear
as
to
how
you
know
they
feel
about
the
approach
that
the
city
is
taking
and
the
what
we
have
discussed
to
date
with
EPA
is
pursuing
funding
for
potentially
a
new
or
a
major
overhaul
of
your
wastewater
treatment
plant
and
then
over
time.
Continuing
to
address
the
combined
sewers
and
issues
you
have
in
your
collection
system,
rather
than
just
simply
spending
tens
of
millions
of
dollars.
Right
now
to
do
a
complete
sewer
separation
focus
it
on
a
plan
which,
if
you've
been
to
the
plant,
you
know
it's
in.
H
It
needs
a
lot
of
work,
so
we're
waiting
to
see
how
they
respond
to
that
with
the
federal
infrastructure.
Bill
the
passed
earlier
this
year,
I
guess
that
funding
is
starting
to
trickle
through
you
may
have
heard
or
read
into
the
states.
Now
the
end
of
August,
we
submitted
the
annual
sewer
nominations
to
EPA
for
the
city
and
we
included,
with
all
of
the
other
sewer
collection
system
projects
a
bath
of
an
orchard,
a
new
treatment
plant
as
well
just
to
have
it
on
that
list.

We're
hearing
this
year
that
some
of
that
new
money
will
start
flowing
in
with
this
new
round
of
funding
that
they
announced
probably
around
the
end
of
the
year.
So
we
wanted
to
get
these
placeholders
all
in
the
queue
so
that
we
are
prepared.
If
and
when
that
funding
comes
Readiness
to
proceed
is
always
a
big
factor
when
they
determine
who
gets
grants,
which
basically
means
you
have
your
plans
done.
Your
EPA
permits
will
obviously
we're
not
there
on
a
plant.
H
We
are
getting
close
on
the
bathroom
and
Orchard,
so
I've
been
talking
with
Nate
and
the
city
staff
and
the
mayor
about
what
we
might
do
to
to
start
to
position
the
city
in
the
meantime,
with
preliminary
design,
I
guess
you
could
say,
or
at
least
the
preliminary
detailed
planning
for
either
a
potential
new
plant
on
that
site
adjacent
to
where
the
plant
is
now
or
of
rehab,
and
so
I'm
going
to
be
packaging
together
in
the
next
weekish,
a
proposal
to
the
city
for
some
of
the
initial
things
that
could
be
done
now
and
will
not
be
potentially
not
used
down
the
road,
soil,
borings
and
some
research
on
that
site.

As
far
as
Property
Owners
what's
been
there
before,
you
know
we
need
to
know
for
the
if
we
do
go
to
development,
so
any
detailed
design.
What
is
under
the
ground
there
and
for
foundation
design,
and
all
of
that
and
some
of
the
investigative
work
on
the
site
so
that
at
least
we've
done
our
due
diligence
in
the
coming
months,
so
that
if
and
when
you
get
to
the
point
of
having
funding
to
begin
actual
design,
we've
kind
of
checked
the
box
and
done
all
of
that
work.

So
I'm
going
to
be
cobbling
together
here
at
the
proposal
that
may
be
I
may
have
to
you
for
your
next
meeting.
I
will
not
be
in
town
for
your
next
meeting,
but
so
that
we
can
at
least
tell
the
EPA
tell
the
administrators
who
are
helping
determine
who
is
getting
going
to
get
this
funding
that
you
have
started
work,
and
hopefully
that
would
help
your
Readiness
to
proceed.
You're
not
close
to
having
detailed
plans
done,
but
you
have
started
the
process
you
put
some
skin
in
the
game.

there
have
been
good
discussions
in
the
county
and
the
City
of
you
know
what
kind
of
projects
depending
on
what
they
release.
You
know
that
the
region
May
apply
for.

This
I've
had
friends
to

me

tell
them
all
these
Paving
areas
looking
down
your
Maps.
Is
that
curb
to
curb

developing

work

be.
It
was
decided
that
it
would
just
be
in
the
traveling

driving
lanes,
because
they
wanted
to
spend.

take
the
money
as
far
as
they

really

worst
area

most
of
these
is
is
in
the
center
driving
Lanes
just.

that's
obviously
what
gets
the
wear
and
tear
and
unless
there
is
standing
water
in
the
gutter
line
that
freezes

and
causes
problems.
But
then
you'll
see
that
in
a
lot
of
communities
it
may
not
look
as
clean
and
nice
and
new,
but
it'll
sure,
allow
you
to
stretch
your
dollars.

the
portion
of
that
was
not
curved.
No
there's
no
curbing
included
in
the
project.
It's
just
Milling
an
inch
and
a
half
putting
the
tech
coat
and

inch

half

We

a
line
item
in
the
cost
estimate.
We're
telling
the
contractors
to
assume
that
five
percent
of
the
surface
area
that
they
paid
would
need
some
repairs,
because
you
know
there
may
be
a
pothole
or
something
in
some
of
these
areas.

their

to
kind

determine

now

a
larger
project

spread

Mike

crews

going

have
to

contractor

would
like
to
have
patched
repaired.

tied

bathroom
Lane
Orchard,
Street,
Thomas,
Charlotte

Karen
Street
project.

we
looking
at
something
maybe
five
six
years
down
the
road?

we're
designing
the
bathroom
storm,
Pump,
Station
and
collection
system
there
and
then,
as
I
said
with
opwc,
and
the
deadline
for
that
we've
added
in
the
Thomas
Street
project,
which
we
completely
rip,

street
herbs
and
everything
out
rebuild
it
with
storm
sewer
that
storm
sewer
would
have
to
tie
into
the
bath
Pump
Station
sure.
So,
if
you're
going
to
do,
if,
let's
say
you
find
out
next
March
or
when
April
you're
going
to
get
the
otwc
grant,
we
could
move
forward.

If
you
choose
to
start
designing
that,
but
before
it's
constructed,
batham
has
to
be
constructed.
So
there
are
two
separate
projects
but
they're
tied
together
sure
so
going
forward
here,
as
we
complete
design
on
bathroom
present
that
to
you
and
the
costs
and
all
we'll
have
to
you
know
decide:
do
you
put
some
money
in
and
borrow
some
money
to
move
forward
with
that
and
then
we'll
find
out
in
six
months
again
about
the
opwc
they
fit
together.

the
opwc
grant
is
awarded
that
is
issued
in
July
of
next
year
now,
you'd
have
to
determine
how
you're
going
to
pay
the
remaining
800
and
some
thousand,
but
if
that
gets
funded,
you
can
proceed
with
that
project.

again
we
would
also
concurrently
have
to
proceed
with
bathrooms.
So
you
have
something
to
tie
into
so
you
know
I
would
say
bathroom's
going
to
be
designed
here
this
year.

Street
would
have
to
be
designed.
You
know,
which
is
a
few
months
so
say
next
year.
If
the
funding
was
aligned-
and
you
wanted
to
borrow
some
money
here
and
put
some
money
in
there-
you
know
this
it
could.
They
could
probably
both
go
to
construction
a
year
from
now,
but
it's
all
going
to
depend
on
obviously
the
funding
and
how
much
you
guys
determine
the
city
determines
that
they
want
to
put
in
and
sure.

certification

funds

with
the
bathroom
land.

think

increased

of
that

them
to
draw

match

90,

then
they

to
use
it
elsewhere.

confirm
with

all
of
that
toward
the
Water
Project,

they
going
to
require
that

portion

your
local
match
goes
to
the
street
