that

envy

talk
about
things
that
are
on
the
agenda
that
that
kind
of
copying
by
surprise

was
given
the

last
meeting.

There
was
a
little
bit
of
notice
that
something
was
going
to
happen
in
regards
to
the
sober
living
issue
that
you
all
can
deal
with.

that's
problematic,
given

really

public
has
had
no
notice

these
ordinances.

paper

knowledge.

the

and
this

meeting

happens
every
year,

that,

think
it
would
be
a
mistake

with

agree

with
the
definition

of
compassion
for
what's
happening

to
Huntington,
you

situations

waste
plan

included
recycling
out
of
the
88
counties,

districts,
so

number
of
districts
are
crossing
multiple
counties

provide
this.

what

asking

a
resolution
and
support
for
our
Solid
Waste
plan.

Solid
Waste
plan
is
235
pages
of
data
of
opportunities.
How
we
can
recycle
more
eventually
at
some
point,
landfills
will
be
full
and
we're
missing
an
opportunity
to
do
a
better
job
recycling
than
we
are
currently
a
few
things
that
have
happened.

highlights
of
it
are

drop-off
program
isn't
running
as
efficiently
as
it
could.
Some
of
the
bins
and
locations
are
not
being
utilized
to
their
fullest
potential.

the
ReUse
Corridor
and,

handing

opportunity
to
meet
with
some
of
the
folks
that
are
on
this
for
use
Corridor
and
it's
basically
members
of
the
can
the
central
Appalachian
Network,
our
local
group
is
anywhere
from
Pittsburgh
to
Columbus
down
in
Johnson,
City,
Tennessee
and
pretty
much
all
through
here.
Our
goal
is
to
find
these
recyclable
materials
and
program
within
our
own
group
of
people,
for
example.

I'll
use
mattresses,
for
example,
here
we've
probably
shipped
150
mattresses
up
to
Athens,
where
they
have
a
connection
where
they
send
it
off
to
a
recycling,
place
that
cleans
them
and
reuses
what
they
can
and
repurposes
whatever
they
can
out
of
it
less
material
going
in
the
landfill
and
we're
busy
working
within
that
reuse,
Corridor
to
find
more
opportunities.

Fine
Arts
our
process
for
handling
recyclables,
and
that's
basically,
what
this
whole
Solid
Waste
plan
requires
or
is
shooting
for
our
plan
Falls
for
a
charm
in
each
City
in
each
County,
one
say
over
and
one
in
Lawrence
and
a
charm
is
a
center
for
hard
to
recycled
materials.

Right
now,
the
city
is
hauling
all
kinds
of
wet
heavy
cardboard
out
to
the
landfill
and
you're
paying
for
that.
Why
do
you
paper,
mills
and
people
that
are
buying
cardboard?
Want
it
dry
because
of
the
way
cardboard
acts
like
a
sponge,
you
put
water
in
it.
It
doubles
or
triples
the
weight
and
no
time
you
guys
are
paying
for
that.

There's
opportunities
for
people
to
do
this?
We
just
don't
have
it
rum,
he
does
provide
Recycling
services
they're
the
only
game
in
town,
so
it's
unfortunate,
there's
no
competition,
but
at
least
you're
the
ones
providing
it
it's
expensive,
very,
very
expensive.
So
how
do
we
cut
these
costs?
How
do
we
become
more
efficient
for
the
city
when
they're
handling
garbage?
We
have
a
great
location
for
people
to
bring
materials
to
it
could
be
recycled
instead
of
throwing
it
into
the
landfill.

Basically
I'm
asking
for
support
of
the
plan.
The
highlights
are
there:
we
have
not
asked
for
a
rate
increase
in
five
years
in
2020,
it
was
up
for
a
two
dollar
increase
per
improved
parcel
that
never
moved
anywhere
we're
looking
at
ways
of
stretching
our
dollars
as
far
as
we
can
as
a
city
and
the
benefit.
If
you're
able
to
do
something
locally
here,
so
we
can
make
Ironton
garbage
system
much
more
efficient,
less
positive
as
well.
There
are
ways
we
can
work
together,
cut
diamonds
on
your
operating
costs.

Inflation
is
killing
it.
Like
everybody
everybody's,
under
pressure,
we're
going
to
ask
for
a
two
dollar
per
crew,
parcel
increase
in
2023.
It
doesn't
mean
we're
going
to
get
it
and
by
the
way
off
the
record.

really
appreciate
you
guys.
Fighting
for
the
Recreation
might
be
the
way
you
did
I
just
blows
my
mind
that
people
would
not
vote
for
the
first
time
but
anyway,
just
because
we
want
additional
money
doesn't
mean
that
we're
going
to
get
it's
going
to
have
to
go
up
for
above
every
time.

is

bins,
because

use

one
behind
the
Lawrence
County
ESC
for
my
cardboard
and
my
detergent
bottles
and
things
like
that
plastic
bottles,

think
a
lot
of
people
really
know

done
a
good
job
marketing,
where
these
things
are
at
the
only
the
only
reason,
I
knew
that
one
was
behind
there.

university

have

back

the
city's
building
you
have

you
want
to
consider
cold
rolls
and
if
you
want
to
consider
ESC
up
there,
so
what
our
goal
eventually
would
be
is
to
take
some
of
those
underperforming
areas
and
move
into
one
central
location
and
when
I
we
get
into
the
real
estate
side
of
things.

add
a
lot
of
credibility
to
what
we
want
to
do:

volume,

exposure
and
educating
people

hoping
to
do

think
the
city's
already
started
on
taking
branches
and
leaves
and
yard
waste
putting
in
a
container
once
we
have
enough
for
a
full
look.
We
have
established
a
relationship
inside
of
accounting
with
Dr
matuku
Who
has
already
got
his
license
for
a
Compost
Facility,
so,
instead
of
paying
to
haul
all
that
grass
and
leaves
even
though
leaves
don't,
weigh
anything
but
wet
grass
plays
a
lot
and
your
trucks
are
paying
for
that.

Exactly
and
that's
another
phase
of
this
as
Dr
methu
gets
his
facility
up
and
there's
a
grading
system
up
there,
you
go
up
to
level
one
two
three
and
four:
the
ability
to
get
rid
of
that
sludge
and
putting
into
the
Compost
Facility
and
again
reducing
some
of
the
cost
of
the
city
automatically
has.
So
how
do
we
look
at
this
thing
and
how
do
we
do
things
differently
to
reduce
your
operating
costs
and
provide
a
service
to
the
taxpayer?

city
has
probably
spent
a
whole
whole
bunch
of
money
this
year
on
the
cleanup
days,
if
we
provide
an
opportunity
for
people
to
get
rid
of
their
couches
and
on
daily
way,
instead
of
leaving
to
sit
in
the
alley
for
four
months
old,
whatever
I
think
that's
another
benefit
the
city
could
realize
is
not
having
to
pick
this
stuff
up.
People
don't
want
to
go
to
run,
to
spend
75
dollars
to
get
rid
of
them
couch
or
a
mattress
they'd
come
down
here
and
get
rid
of
it
for
the
next
to
nothing.

stuff

alleys
and
dumping
on
each
other's
property

making
it
easy

city
workers

many
benefits
to
this,
but
we
just
need

passed

towards

more
efficient
recycling
industry
