D
Hello,
Amanda
Cleary,
1722,
North,
2nd
Street,
Huntington
Ohio
I'm
here
this
evening
to
share
with
Council
a
recap
of
surgeon,
Center's
projects
from
2022
and
our
plans
for
the
2023
year
in
2022.
Third
and
Center
invested
20
the
27
000
back
into
our
community
in
the
form
of
paid
artists
and
public
art.
We
did
11
public
art
installations
in
the
city
of
Ironton,
those
included
projects
at
Moulton's
field,
The,
Underpass,
the
riverfront
and
the
Little
League
fields,
and
those
could
not
have
been
made
possible
without
the
generosity
of
the
artists
that
participated.
D
The
student
artists
and
our
community
volunteers,
we
hosted
the
summer
solstice
art
and
Music
Festival
on
the
riverfront
and
also
the
second
annual
Ironton
River
Run
5K.
The
crosswalks
were
repainted
at
the
intersections
of
Center
and
Third
Street
and
Third
and
Center
purchased
six
new
industrial
trash
cans
that
were
installed
on
the
riverfront.
D
Our
plans
for
2023
include
celebrating
developmental
disabilities
awareness
month
by
adding
an
inclusive
mural
to
the
riverfront.
What's
going
to
be
unique
about
this
mural?
Is
it's
also
going
to
have
a
QR
code
that
links
to
the
DD
website
so
in
involving
our
community
and
educating
our
community
and
what
services
they're,
providing
through
the
open
door
school
and
also
linking
to
a
map
of
our
parks
in
Ironton,
which
leads
us
to
our
second
project?
Apart
for
all
addressing
the
lack
of
accessible
playground,
equipment
in
our
city?
D
In
addition
to
those
projects,
we
are
working
on
a
program
called
Inspire,
so
addressing
the
lack
of
Arts
education
availability
in
our
community,
we're
putting
together
a
program
that
will
offer
Arts
education.
The
initial
phase
will
be
in
the
fall
of
2023
and
will
include
grades
K
through
five
and
take
place
after
school
at
Ironton
Elementary.
The
program
will
then
grow
in
2024
to
Encompass
grades,
K
through
12,
and
will
be
ran
as
a
community-based
program
that
you
would
sign
your
youth
up
for
similar
to
Little
League.
D
We
have
applied
for
several
grants
to
help
fund
this
project.
We
are
also
working
on
a
program
called
The,
River
Cities
art
experience
to
highlight
the
riverfront
murals.
We
will
be
installing
QR
codes
on
those
murals
that
will
link
to
a
website
that
teach
you
the
history
of
teach
the
user,
the
history
of
the
mural,
but
in
addition
to
that,
it
takes
them
to
a
geographical
location
in
our
city
and
also
highlights
the
work.
D
We
will
be
hosting
the
summer
solstice
art
and
music
festival
again
this
year,
which
includes
a
talent,
show
a
community
yoga
session
and
an
artist
and
Artisan
Market
that
will
be
on
June
the
10th.
We
will
be
facilitating
our
crosswalk
project
again
this
year.
That
will
take
place
the
weekend
before
Memorial
Day
so
that
those
are
freshly
painted
for
the
parade.
D
We
also
have
two
Community
cleanups
planned
and
our
third
annual
Ironton
River
Run
5K
that
will
take
place.
September,
23rd
I
think
so.
I
have
a
packet
to
share
I'm.
Sorry
I
didn't
bring
enough
for
everyone,
so
that
has
all
of
the
information
on
our
programs
and
projects
for
this
year
and
I.
Thank
you
all
for
your
time.
D
A
Forget
about
our
helping
us
out
with
our
Memorial
Day
Weekend
pickleball
tournament
too
yeah.
D
F
There
are
other
children
are
not
being
accommodated,
and
it's
from
eight
months
and
10th
Street
area
they
have.
My
understanding
is
that
the
playground,
that's
there,
is
run
by
Pit,
College
and
housing.
Only
thing
that
I've
seen
them
do
is
paint
the
street.
So
I'm
not
saying
how
that
was
beneficial
in
a
lot
of
people
have
said.
Thank
you,
but
and
I
know
like
a
lot
of
young
people
to
do
about
children.
F
We
would
just
like
to
just
put
it
out
there
that
these
people
are
interested
in
something
for
the
community
and
it's
basically
since
you
have
that
new
housing
over
there.
That
would
also
be
great
to
help
one
of
the
ladies
who's
just
had
children
had
asked
me
to
imagine
that
it
would
be
great
to
have
somewhere
where
they
could
walk
their
children
in
strollers,
where
the
ground
would
be
smooth
and
also
for
bicycling
and
skating
for
the
children.
F
In
that
area,
and
even
with
that
being
said,
the
other
thing
that
I
wanted
to
discuss
is
right.
Outside
the
playground,
property
has
been
dismantled,
cleared
all
at
all,
I
know
it's
been
over
a
year
since
that's
been
the
grass
that's
been
cut,
and
so
in
the
area
we
have
investigation
of
residents
and
it's
just
not
nice.
It's
possums
got
over
there
the
other
day,
because
marijuana
water
parks
are
still
broken.
F
F
Some
of
them
are
flying
traps,
but
I
just
think
if
we
could
get
those
some
of
the
weeds
cleared
off
and
I
know
when
they
dug
out
the
property.
You
know
when
they
dug
up
the
ground
to
build
that
housing
over
there.
You
know
you
just
start
a
little
nice
nests,
and
so
they
needed
somewhere
to
go.
So
they
came
to
visit
us,
but
you
know
something
really
does
have
to
be
done
about
that
and
I
know
we're
a
small
town
and
I
used
to
live.
F
I'm,
gonna,
say
this
and
then
I'm
okay
sit
down
I
used
to
live
in
a
little
tiny
place
called
Palatka
Florida,
it's
the
same
size
as
Ironton
its
own
degree
burner
I
used
to
volunteer
at
the
Wetland
Center
there,
and
they
did
a
lot
of
great
things
as
far
as
their
river
bank
and
stuff
like
that.
They
only
have
one
place
in
that
town
where
you
can
actually
make
any
money,
and
it's
run
by
the.
F
The
scotch
Paper,
Mill
and
diets
have
inverted,
they
haven't
involved
in
maybe
doing
something
and
I'm
rattling
I'm.
Sorry,
but
I,
just
I've
had
so
much
on
my
mind
since
I've
been
back
here
because
I
saw
with
the
area
that
I
was
in
black
is
like
30
minutes
south
of
of
well
West
of
Saint,
Saint,
Augustine
south
of
Jacksonville
and
with
it
being
like
I,
said
the
same
size
as
Ironton
and
still
very
poor,
but
they're
doing
a
lot
of
things
down
there.
F
B
A
So
much
and
just
be
a
couple
other
things
I
want
to
mention
real,
quick
and
Mr.
Perry
has
a
question
or
a
comment
for
you.
Now.
If
this
is
ever
a
problem,
there
is
a
there.
We
have
a
place
on
our
website
for
instances
like
this
to
where
you
know
you
can
submit
a
complaint
about
basically
anything
it's
down
on
the
bottom.
A
It's
right
on
the
bottom
of
the
front
page
of
the
city's
website,
and
you
can,
you
can
submit
it
anonymously,
submit
your
email
address
all
that
stuff
and
then
they'll
keep
you
updated,
but
that's
probably
the
quickest
way.
I
know
I,
appreciate
you
coming
to
council
and
addressing
this.
That
is
the
quickest
way
because
you
said
it's
been
over
a
year
so,
like
sometimes
you
know,
like
you
know,
everybody's
like
I,
can't
I,
try
to
say
them.
A
I
try
to
get
around
to
them,
but
I,
don't
yeah
I,
don't
go
up
and
down
every
single
block
of
Ironton
I
I
doubt
the
mayor
doesn't
either,
but
if
you
submit
that
it
can
probably
be
handled
a
little
bit
more
timely.
So
don't
forget
about
that
website
and
please
share
that
with
your
neighbors.
Also
one
thing
I
do
have
about
the
park
I.
That
was
one
thing
that
I
asked
about
a
bit
back:
I,
don't
even
know
that
I
was
even
I.
A
Don't
think
I
was
on
Council,
but
I
know
that
the
city
was
not
in
charge
of
that
Park,
but
I
I
would
like
personally
I
would
like
to
see
some
improvements
of
that
part.
Also,
you
know
back
just
I'm
dating
myself,
20
25
years
ago,
basketball
tournaments
going
on
and
the
same
equipment
that
was
there
yeah
I
mean
you
know,
that's
basically
the
same
as
it
has
been.
You
know
so
I,
don't
necessarily
know
what
the
city
can
do,
but
I
I
would
like
to
know
what
the
Metropolitan
Housing.
G
F
Because
we
did
not
live
in
housing,
he
told
us.
We
were
not
allowed
to
play
on
that.
Oh
my!
So
anyway,
so
that's
you
know.
Basically
what
can
you
do,
but
there
used
to
be
a
a
city
park
to
just
down
the
road
a
little
piece,
but
it's
still
on
the
same
block,
and
it
was
before
you
got
to
where
New
Jerusalem
is
where
New
Jerusalem
churches.
F
Now
there
used
to
be
a
small
part
there,
which
of
course
my
parents
would
have
let
us
go
anyway,
but
I
had
talked
to
I'm,
just
anxious
Beverly
paid,
and
she
told
me
when
she
was
a
cat
that
they
went
to
that
Park
and
then
also
up
there
by
the
school,
where
the
swimming
pool
used.
A
A
B
I
G
E
I
I
I
asked
when
I
first
started
coming
down
here:
I
asked
if
I
could
get
reports
of
EMS
and
police
to
the,
how
often
they
go
to
recovery
houses
and
how
many
reports
are
and
I
believe
I
was
hoping
that
I
could
get
that
you
guys
had
that.
So
do.
I
H
I
wasn't
said
like
right:
that's
fine,
I,
I,
think
I
think
it
was
something
because
of
our
chronic
nuisance.
Property
ordinance.
I
think
it
was
something
that
Pam
was
informally
keeping
and
now
with
him
being
retired
I.
Don't
I,
don't
know
what
the
status
of
that
is,
but
we
probably
don't
have
I,
don't
I,
don't
know
Mike.
I
H
I
H
I
I
We've
got
a
whole
page
for
each
and
I
think
the
most
recently
it's
been
updated
was
2021,
I
would
love
and
I
would
appreciate
it
if
you
could
put
agendas
on
there,
so
people
could
have
access
so
that
we
would
know
what's
going
on
I
believe
you
know
the
digital
even
today,
because
I
came
out
today
that
the
Fishers
so
I
had
it
for
today,
but
the
public,
the
Tribune's,
not
government,
and
then
the
meeting
units
are
the
same.
So
if
you
guys
get
a
comment
that
I'd
appreciate
it,
that's.
A
K
Can
speak
to
that
because
we
had
Brad
set
up
yeah
Brad
bear
set
up
our
website
in
a
period
of
time.
I
was
doing
it,
but
life
got
busy.
I
don't
have
the
code.
Okay,.
I
Yeah
so
in
my
mind
either
take
it
off
and
quit
giving
the
adherence
that
you
want
to
show
up
to
you.
The
gym
is
going
to
be
or
what
the
meeting
was
for
just
take
it
off
and
act
like,
and
then
you
can
say:
well,
we
don't
provide
that
or
have
something
amazing.
It's
not
a
big
deal.
That's
all
thanks!
Thank
you.
H
E
L
Christina
Burns
everything
I
just
wanted
to.
Let
you
know
that
at
the
request
of
the
council,
Compass
Point
housing,
Lawrence,
County,
Recovery,
mandatory
services
and
the
Counseling
Center
did
get
together
to
discuss
the
current
moratorium
on
congregate
care
facilities,
as
well
as
the
proposed
language
for
arranging
exemption
status
for
existing
concrete
repair
housing.
L
More
than
five
per
glow
of
the
guidelines
that
we
had
come
up
to
and
I
do
have
some
copies
for
you
guys
word
that
entities
would
possess
and
maintain
an
active
occupancy
permit
issued
by
the
state
of
Ohio
or
local
building
authority
to
be
located
in
a
recognized
commercial
or
industrial.
G
L
To
possess
and
maintain
a
valid
national
state
or
locally
recognize
license
or
certification
for
all
Associated
sites,
and
if
you'll
recall,
that
was
one
of
the
big
issues
is
because
the
way
that
reimbursement
in
Ohio
works,
if
I'm
doing
an
intensive
outpatient
or
a
partial
hospitalization,
which
is
a
Sam
addiction,
Society,
2.1
and
2.5.
That's
not
linked
to
housing
at
all.
So
if
I'm
omposed
certified
only
to
provide
those
Services,
I
can
set
up
a
house
anywhere
and
say:
oh,
this
is
my
silver
housing.
L
So
we
did
want
to
specify
that
that
was
for
the
associated
sites
as
well
as
the
overall
organization
and
then
to
maintain
the
accurate
information
in
Ironton
congregate
care
registry,
which
all
the
four
of
the
of
those
in
attendance
are
are
compliant
with
that
we
do
have
concerns
regarding
the
lack
of
participation
in
congregate
care
registry
by
facilities
serving
other
populations,
as
the
current
registry
appears
to
be
limited.
Only
to
Providers
of
substance
use
disorder
treatments.
L
We
are
requesting
that
the
most
moratorium
on
Code
Enforcement
be
put
into
effects
for
entities
with
current
certificate
occupancy
greater
than
five,
and
so
such
an
agreement
of
exemption
can
be
fully
considered
to
avoid
widespread
homelessness,
unemployment
and
overcrowding
of
the
local
Jail.
We
are
set
to
meet
again
February
24th
at
Lawrence,
County
Recovery
I'm
told
that's
on
the
ultramine
building,
which
probably
means
more
to
you
guys
than
it
does
to
me,
because
I
just
MapQuest
stuff.
L
G
L
So,
thank
you
guys
very
much
for
your
time.
I
know
you
all
have
been
working
really
hard
on
this
and
we
do
appreciate
your
support.
A
Very
good
all
right.
Moving
along,
we
hear
our
own
Communications.
We
have
one
from
the
high
division,
liquid
control.
M
A
Have
a
motion
to
not
request
or
request
no
hearing
from
Craig
and
save
my
jacket
profile.
Please.
A
No
hearing
on
that
reports
there
are
none
moving
along
to
ordinances.
Marta.
Would
you
please
give
the
coordinates,
2305
First,
Street.
O
A
A
little
bit
of
discussion,
this
is
an
extremely
kind
of
sensitive,
correct
right.
The
special
amount
of
this
we
have
a
motion
by
about
to
suspendable
a
second
by
Jacob,
the
orders
20
2305
real
call.
Please.
N
A
N
Amending
the
temporary
budget
for
the
city
of
Ironton
state
of
Ohio
for
the
fiscal
year,
ending
December
31
2023
and
declaring
an
emergency
second
reading,
amending
the
temporary
budget
for
the
city
of
Ironton
state
of
Ohio
for
the
fiscal
year
in
the
December
31
2023,
and
declaring
an
emergency
third
reading.
Wow.
O
E
I
and
I
want
to
mention
this
is
about
the
roundabouts
that
will
be
be
constructed
very
soon,
and
it
was,
as
Bob
said,
it
was
time
sensitive
and
just
wanted
our
audience
to
know
that
we
had
to
get
this
done
this
evening.
A
N
A
22-76
dies
to
lack
of
second
one
thing:
I
do
want
to
mention
with
that
ordinance
is
that
we
asked
I,
think
we
asked
the
businessmen
to
one
of
that
sign
for
some
sort
of
visual
representation
I.
What
I
got
was
Maps
like
aerial
views,
so
it
didn't
really.
It
didn't
give
me
what
I
needed
to
see
in
order
to
see
how
it
would
affect
the
downtown
scenery.
I,
don't
know
how
anybody
else
felt
about
that.
A
So
all
right
moving
along
the
resolutions
that
are
not
miscellaneous
I
I
have
something
from
Miss
Lynch
real,
quick,
rec
league
playoffs
start
Saturday
morning
bright
and
early
I
think
first
games
at
nine,
maybe
eight
it's
double
elimination
tournament.
It's
going
to
last.
All
week,
it's
been
a
great
year.
True
Cleve
had
Isaac
Sherman
run
the
league
Force
this
year.
It
went
really
well
had
a
lot
of
participants
really.
A
Finally,
this
year
and
also
I
want
to
mention
that
we
wrapped
up
the
K2
League
that
went
well
also
had
it
had
about
50
participants
in
that
kids,
kids
really
enjoyed
it
and
they
they
were
sad
to
see
the
the
end
of
the
K2
league.
So
I
told
him
I
said
well
I'd
like
to
get
something
in
the
summer,
but
it's
so
hard
to
get
a
dag
on
a
gym.
That's
why
Community
Rec
Center
for
those
types.
J
Of
stuff
Chris
mine
is,
you
can
set
a
five
minute
timer
if
you'd
like
to
keep
me
on
track,
but
yeah
whatever
you
want
to
do.
Mine
is
full
Democratic
category
of
miscellaneous,
but
it's
also.
J
As
the
as
the
chair
of
the
commercial
and
Industrial
committee,
I've
spent
considerable
amount
of
time
in
the
past
12
months
about
nine
months.
Doing
what
I
can't
try
to
bring
interest
new
business
to
Ironton
a
little
bit
of
success,
a
whole
bunch
of
pushback
from
from
businesses
and
there's
still
some
promising
leads.
J
But
the
few
that
have
that
have
bowed
out
have
bowed
out
for
two
very
specific
reasons:
lack
of
economic
infrastructure,
lack
of
readily
available
commercial
property
couple
of
months,
especially
I've,
really
been
scrambling
to
try
to
set
appointments
with
with
people
that
are
interested
in
bringing
or
at
least
have
expressed,
an
initial
interest
in
bringing
the
issues.
J
Not
really
do
much
with
them,
and
it's
it's
it's
it's
discouraging
just
to
give
you
an
idea.
I
was
working
diligently
with
a
trim
parts
subcontractor
for
Toyota,
one
of
the
the
top
stimulations
for
being
a
subcontractor
for
any
Automotive
manufacturer.
Since
you
got
to
be
within
50
miles
of
said,
manufacturing
facility,
Well,
Wayne,
County,
West
Virginia
has
a
toilet
plant,
we're
right
in
that
wheelhouse
and
these
guys,
because
they
wanted
to
know
personally
about
our
economic
infrastructure.
J
I
thought
I
had
a
pretty
good
idea
what
I
meant
and
what
they
meant
by
it
and
I
was
I
was
pretty
close.
We
don't
have
a
port
authority
to
speak
of.
We
don't
have
a
chamber
of
commerce
to
speak
of
the
in
Ironton
per
se
and.
J
These
places
want
to
know
that
that
ironman's
got
some
skin
in
the
game.
They
want
to
know
that
when
it
comes
to
acquiring
commercial
properties
that
the
community
has
their
back,
you
know
there's
going
to
be
tax
abatement
questions
and
all
things
all
kinds
of
things
that
are
way
above
about
paying
your
age.
You
know,
but
for
them
to
bow
out
pretty
quickly,
was
discouraging
a
75
to
100
jobs.
J
It's
not
a
bunch,
but
it's
still
75
to
100
good
pain,
toyota-ish
jobs,
and
so
Ironton
is
out
of
the
out
of
the
equation
of
that
one
of
the
one
of
the
things
that
brought
to
my
attention
right
before
I
came
on.
The
council
is
that
Ironton
has
a
cic
community
Improvement
to
corporations
and,
in
my
mind,
I
feel
that
the
cic
could
work
in
Zoom
of
not
having
a
Port
Authority.
J
There
are
a
ton
of
advantages
to
having
these
kind
of
things
that
are
that
are
resources
for
us
and
available
for
us
to
use,
and
we
just
don't
have
it
so.
You
know
I
know
all
discussions
to
to
try
to
get
to
at
a
later
date,
but
not
much
later.
You
know
gone
years
and
decades.
You
know
I've
been
back
here
for
a
few
years,
I've
kept
my
finger
on
pulsive
things,
Ironton
for
a
very
long
time
and
I've
just
seen.
J
Specific
names
or
specific
entities
or
anything
you
know
that
that
I
feel
are
chiefly
causing
these
things.
To
result,
but
I
will
say,
I
will
say
I
know,
I
invited
myself
to
that
dinner.
I
will
say
that
the
notable
exception
to
these
commercial
property
owners
as
Mr
Bounty
we've
had
several
conversations
over
the
past
handful
of
weeks,
maybe
even
close
to
a
couple
of
months.
But
the
thing
that
I
would
like
to
applaud
import
directly
specifically
is
his
commercial
properties.
He
puts
to
work
for
higher.
J
He
invests
in
Ironton
with
you
know,
multiple
businesses,
multiple
properties
that
that
are
generating
revenue
for
his
family,
for
his
business
and
ultimately
for
iron,
so
I
I
would
like
to
see
Ironton,
somehow
figure
out
a
way.
You
know
a
conversation
with
brigging
back
was
figuring
out.
What
we
need
to
do
to
require
some
of
this,
this
property
by
eminent
domain
and
was
given
a
quick
lesson
that
that's
a
pretty
lengthy
process.
J
It's
requires
lawsuits
and
all
kinds
of
different
things,
but
it
was
brought
to
my
attention
by
a
notable
here
in
town
that
the
more
effective
and
a
quicker
way
of
getting
some
of
these
things
taken
care
of
to
have
Mr
Ross
and
anybody
that
would
be
working
with
Mr
Ross
address
these
properties.
J
Two
citations
have
property
and
sit
on
it
and
it's
going
to
become
a
health
issue
or
it's
going
to
fall
in
on
itself.
Well,
then,
you've
got
to
be
prepared
to
to
pay
the
the
keys
that
go
along
with
that.
So
I
that
was
about
as
much
of
a
nutshells
I
could
put
all
that
in
I
took
some
notes
as
I
Was
preparing
it
for
this
conversation,
but
you
know
I'll
wrap
up
by
saying.
At
the
end
of
the
day,
environment
is
going
to
thrive.
J
B
M
M
Alfred,
can
we
do
it
prior
to
our
next
meeting?
Yes,.
A
So
let's
go
ahead
and
call
that
cic
organizational
meeting
for
five
o'clock
on
that's
February,
9th
correct
the
next
meeting.
Next.
M
Yeah,
so
there
you
go
mayor,
do
you
have
any
updates
on
dumpster
today
for
this
most
recent
quarter
from
that
from
those.
B
A
G
A
Make
a
motion
we
have
executive
sessions
regarding
pending
litigation
and
one
for
employment,
Joe,
Ross,
Rebecca,
Hitchcock,
mayor
Finance,
director
solicitor.
Council
is.
A
A
A
Thank
you
guys
for
coming
tonight.
I
appreciate
you
we're
now
entering
the
executive
session.
