solicitor

April

residents
throughout
the
city
and
talking
to
Building
Homes
building
houses
and
one
on
the
North
End
of
Ironton.
The
resident
was
very
unhappy
because
of
his
taxes,
and
he
said
it
was
a
just
a
neighbor.

that's
the
neighbor
that
he
felt
that
he
didn't
pay
as
much
attacks
that
he
should
have
faith
and
him
filming
his
home.
He
did,
but
the
conversation
kept
going
pursuing
here
but
I
made
him
aware.
I
said:

you
heard
of
the
a
property
tax
debate
who
came
up
and
he
says.

the
state
capital
in
April,

contacted
the
after
I

swimming

YMCA

called

City
solicitor's
office,

the
secretary
told
me
that
Mr
Anderson
wasn't
there

so
she
told
me
said
she

me

return
my
call.

he
did

returned
my
call
and
I
asked

who
it

didn't
know
anything
about

know

he

over
there
at
the
courthouse.

says

that
abatement.
We
don't
have
nothing
to
do
with
that.
That's
between
the
city
and
the
CEO
I
said:
okay,
he
said
that's
who
handles
it.
I
called
back
to
the
city
Finance
director
Mr
Elam,
and
he
says
he
that's
the
first.

problem
was,
but
anyway,
I
couldn't
get
any
information
on
it.
So
that's
what
I'm
here
to
see
me
about
there's
a
lot
of
new
housing
going
up
through
the
city
and
there's
a
quite
a
few
homes.
We've
been
constructed
and
I
just
wonder
who's
eligible
for
tax
abatement.

in
the
city,
it's
still
on
the
books
still
on
the
books
of
the
state
and
I,
just
wondering
you
know
who's

think
people
should
be,

should
put
it
in
the
in
the
paper
of
some
sort,
saying
who's
the
eligible
and
who's
not
eligible,
and
because
they
do
it
with
property
taxes
on
people's
delinquent
taxes

city

that's
how
oxygen
people
lose
their
property.

go

the
Ironton
City
Schools
to
address
the
school
board,
because
we
have
been
offering
some
taxify
to
new
businesses
as.

Tax
abatements
are
only
eligible
for
new
businesses
that
are
constructed
and
we,
the
city
of
Ironton,
don't
approve
or
or
have
any
involvement
in
the
process,
and
we
we
just
got
a
heads
up
that
they
were
being
done
because
the
city
schools
had
asked
us
questions
because
property
tax,
as
you
know,
mainly
affects
the
city
schools,
not
not
my
Revenue
here
on
Council
and
for
the
city
of
Ironton,
so
that
we
found
out
through
that
that
the
tax
abatement
officer
at
the
time
I
can't
say
whether
that's
still
the
case.

it
did
not
apply
to
the
property
home
owners.

her

had

grocery
carts

stores

them

they
are
using
it
to
because

don't
have

Obviously
they
sold

car

they
stole
looked
outside.

of

neighbors
tells
me
that
she
sees
them

grocery

theft
incident
and

progressed,

to

mayor's
credit

to

police
department,

systematically

reports
all
along.

couple
of
the
details
have
been
left

who
was
a
police
officer.
We
just
hired
we're
kind
enough
to
help
the
property
owner
myself,
carry
the
basketball
court
or

back

property
four
hours
later,
they're
stealing
again,

just

a

deteriorating
issue
that
has
been
going
on
for
at
least
six
months,

know
even

to
council
asking

ringleader

threats

his

gotten

the

with

victim,

man
had

if
the

come

turn
the
fecal
material
to
their

family

physical
threats

kind

they

no
business

son

tried

her

back
off

stuff
like

she

physically

stuff,

have
coming
up

May
21st.

repainting

crosswalks
at

intersection

Center

Street
in
downtown
Ironton.
That
is
a
Sunday.
We
chose
that
day
so
that
but
downtown
businesses
wouldn't
be
affected.
The
event
takes
place
from
one
to
three.

closing
the
streets
to
just
to
make
everyone
aware
that
Center
Street
from
second
to
third
or
sorry,
second
to
the
middle
like
by
Wendy's,
will
be
blocked
off
and
then
Park
Avenue
will
be
blocked
off

Street
will
be
blocked
off
between
Park
and
Center.
That
area
around
the
fountain
will
be
closed,
but
it's
a
day
of
art
that
we're
inviting
the
public

Sunday
May,

21st,
so
they'll
be
nice
and
bright
for
the
Memorial
Day
Parade.

is
interactive

We
invite
all
members
of
the
community
to
attend
and
artists
will

doing
outlines

the
crosswalks
and
then
the
students
or
youth
or
community
members
can
come
and
it's
kind
of
like
a
paint

number.

it's
going
to
be
a
really
fun
interactive
project
and
then
we
are
hosting
the
second
annual
summer
solstice
event
that
will
take
place
on
the
riverfront
on
June.
The
10th
we
have
the
day
will
start
with
a
Youth
Fishing
instruction,
and
then
it
will
lead
into
a
community
yoga
session.

The
talent
show
is
coming
back
this
year

we
have
a
pretty
amazing
lineup
of
musical
talent
for
the
day

Ironton
Behavioral
Health
Coalition,
including
amended,
reads:
Trump's
Point,
housing,
Lawrence,
County,
Recovery,
the
counseling
center
and
hope
Source
treatment
provided
a
document
to
council
members,
March
6,
requesting
continued
operation
of
our
facilities
in
order
to
continue
providing
crucial
services
to
individuals
with
substance
use
and
mental
health
disorders.
As
we've
indicated.
I
Unemployment,
homelessness
and
jail
overcrowding,
as
well
as
negatively
impacting
the
employment
Workforce
in
the
city
of
Ironton.
In
the
attached
document,
we
asserted
that
our
facilities
do
not
meet
the
definition
of
single
dwelling
unit
or
family,
as
described
in
ordinances,
number
2143
and
1250.05.
I
These
commercial
facilities,
which
are
licensed
and
certified
to
provide
supervision
and
monitoring
of
residence,
were
previously
accepted
as
personal
service
establishments
to
be
restricted
to
business
zones
and
should
continue
to
operate
as
such.
To
date.
We
have
not
received
any
type
of
response
regarding
this
document.
Therefore,
it
is
our
assumption
that
this
classification
is
acceptable
to
continue
our
established
operations
under
these
guidelines.
As
always,
we
would
like
to
commend
the
Ironton
city
council
and
the
Ironton
zoning
department
for
their
attention
to
this
matter.

Your
efforts
have
improved
the
conditions
for
individuals
struggling
with
Behavioral
Health
and
the
community
science,
and
by
establishing
standards
for
Behavioral
Health
entity
entities
and
requiring
that
such
entities
be
located
in
appropriately
zoned
areas.
I
know
that
there
were
several
houses
that
were
not
fully
sanctioned,
that
have
scooted
right
on
out
of
town,
which
is
good
for
our
clients
and
is
also
good
for
the
residents
of
Ironton,
because
nobody
wants

unsupervised.
People
living
next.
I
In
a
residential
setting
or
in
a
residential
Zone,
our
Coalition
will
continue
to
meet
monthly
and
would
be
happy
to
provide
guidance
and
or
problem
solving
to
the
council,
the
city
of
Ironton
and
its
residents
as
they
relate
to
Behavioral
Health
Services.
Our
agencies
believe
in
the
quality
of
care
and
are
committed
to
the
betterment
of
our
community.
We
hope
that
we
can
continue
to
work
together
to
ensure
that
the
recovery
Community
enhances
the
community
as
a
whole
and
for
your
time
and
consideration.
