A
Of
tonight
wisdom
and
discernment,
father
as
we
go
about
the
business
of
our
city,
father,
thank
you
so
much
for
for
just
our
Precious
Precious
city
of
Ironton
other
and
help
us
to
remember
God
that
that
everyone
is
just
going
through
their
own
stuff
father
and
may
we
be
able
to
put
that
aside
and
just
make
decisions
that
are
best
for
our
city
God.
We
love
you
so
much
and
may
nothing
happen
today
that
doesn't
bring
you
glory
and
I
pray.
All
of
this
in
the
name
of
Jesus
and
amen,
amen.

Chairman
I
have
a
son
that
has
a
last
eighth
grade
basketball
game
tonight
that
I
have
to
get
to
so.
In
light
of
that,
I
would
like
to
make
a
motion
to
deviate
from
the
normal
agenda
and
start
with
Communications
in
our
legislations,
then
back
to
our
audience.
Participation
in
respect
for
our
invited
guests,
time
and
travel.
C
B
We
have
Communications
from
a
high
division
electric
control
in
regards
to
Army
Steakhouse.
Do
we
does
anybody
requested
hearing
three
questions
right
here
made
the
requesting
here?
I
have
a
question
by
Craig
the
request,
no
hearing.
Second,
second,
by
Mike
roll
call.
Please.
D
C
B
Hi
Council
will
not
request
hearing
on
that
display
request,
moving
on
reports
that
are
numb
moving
on
to
ordinances
Marta.
Would
you
please
give
ordinance
2301
for
free.

Amending
the
temporary
budget
for
the
city
of
Ironton
state
of
Ohio
for
the
fiscal
year
in
December,
31
2023,
and
declaring
an
emergency
second
reading,
amending
the
temporary
budget
for
the
city
of
Ironton
state
of
Ohio
for
the
fiscal
year,
ending
December,
31
2023
and
declaring
an
emergency
third
reading.
Jacob.
B
G
C
B
G
I'd
like
to
make
a
motion
to
adopt
orders,
2302.
Mike.
B
I'll
second
I
have
a
small
bit
of
discussion.
I'd
just
do
want
to
say
that
this
is
kind
of
time
sensitive,
but
it's
something
that
you
know
we'd
like
to
get
done
as
quickly
as
possible.
It's
something
that
Council
councilman
mayor
has
worked
on
since
spring
spring
last
year.
So
I
think
this
is
very
time
sensitive
and
like
to
see
some
some
dirt
moving
or
whatever
you
want
to
call
it
as
soon
as
possible.
B
B
I
B
D
H
B
Aye
resolution
2304
has
been
passed
now,
moving
back
into
audience
participation.
We
have
two
invited
guests
here
tonight
we
have
Mr,
Holt
and
I've
told
him.
This
has
been
a
couple
weeks
ago
if
he
wanted
to
come
up
and
speak
on
it
and
an
issue
that
he
contacted
myself
about.
Please
come
to
council
meeting
and
state
his
concerns.
We
also
have
Mr
Dingus
immediately
following
Mr
Holt.
J
Thank
you,
I
hope
me
being
here,
tells
you
the
importance
that
I
see
this
issue
for,
because
I
represent
Coal
Grove
and
we
have
I'm
sure
you
all
know,
there's
an
emergency.
We're
dealing
with
the
news.
Are
there
so
I'm
going
to
try
to
make
this
short
of
sweets
to
get
out
of
here?
Two
weeks
ago
there
was
a
murder
about
50
yards
from
my
back
from
my
backyard,
and
the
man
was
killed
in
a
facility
with
his
bare
hands.
J
J
J
Necco,
this
is
rehab
facilities
that
are
in
residential
zones
out
of
ordinance.
These
are
facilities
like
the
facility
when
the
murder
took
place,
and
two
weeks
ago
was
the
first
time
and
most
of
you
all
know,
I
mean
I've
spent
a
ton
of
time.
My
own
time,
with
a
lot
of
you
here
to
try
to
help
the
city
of
iron
draft.
The
legislation
I've
spent
a
lot
of
time
to
help
a
lot
of
you
guys
be
here
today.
J
J
If
you
guys
don't
want
to
enforce
this
and
I
think
it's
time
to
draw
a
line
of
sand
and
tell
city
of
irons
of
irons
and
residents,
and
people
like
me
that
are
invested
here.
I
mean
Ironton
is
a
part
of
my
identity.
I
just
assumed
I
was
going
to
live
and
die
here,
raise
a
family
here
if
you're
not,
and
we've
set
and
I'm
going
to
commit
a
council
for
thinking
this.
J
J
J
J
But
it
needs
to
be
in
an
appropriate
location
and
not
right
next
door
to
families
those
those
gentlemen
that
in
in
that
facility,
walk
around
my
block
every
day,
I
put
cameras
up
around
my
house,
I
mean
I
that
growing
up
in
this
town,
I
live
right
by
St
Joe.
That
was
a
nice
neighborhood
and
I.
Don't
know
one
face
that
walks
past
my
house
most
days.
There
are
two
sex
offenders
that
were
in
juvenile
sex
offenders
that
are
not
on
the
registered
sex
offender
roles.
A
J
J
J
That's
in
an
R1,
R2
and
R3,
and
also
I,
want
to
know
why
the
City
Finance
director
has
not
enforced
the
orc
and
has
not
been
forced
in
Iron
City
code
and
I
know
you
guys
have
spoken
about
it
and
enforce
the
income
tax
legislation,
and
if
you
won't
do
it,
you
need
to
fire
it.
He
works
for
you.
John
England
should
be
fired
if
he
will
not
do
this
job
and
you
need
to
fire
and
you
need
to
hire
a
new
City
Finance
director
that
will
do
that.
J
I'm,
tired
I
mean
I
care.
I
love
this
city,
it's
a
part
of
my
identity,
but
if
we're
not
going
to
do
this,
you
guys
need
to.
It
needs
to
be
said
that
we're
not
going
to
take
this
up
we're
going
to
dance
around
this
for
a
year
and
a
half,
and
this
city
has
a
we're
in
a
good
position.
Right
now,
financially,
you've
got
about
a
four
or
five
year
window.
J
In
my
opinion,
where,
before
the
sewer
plant
Bill
comes
due,
then
if
you
guys
plan
accordingly,
you
can
set
the
city
up,
but
with
an
already
dwindling
tax
base.
I,
don't
know
why
that
we
would
let
people
like
me
who
are
invested
in
the
outcomes
of
this
city,
that
actually
care
be
marginalized
for
out
of
town
exploitation
and
that's
the
problem.
The
city
passed
40
to
50
years
in
action
on
the
part
of
our
city
officials.
J
J
It's
not
right
and
I.
Don't
understand
why
we
aren't
standing
up
to
help
our
fellow
citizens
that
actually
care
who
want
to
live
and
die
here
and
raise
a
family
and
I
just
it
kind
of
dawned
on
me
that,
instead
of
picking
up
the
phone
and
trying
to
do
something
and
fix
it,
I'm
leaving
if
the
people
that
in
here
know
me
if
I
had
that
thought,
then
how
the
hell
are
you
going
to
keep
anybody
else
here?
J
So
I
think
that
every
non-union
point
tomorrow
that
has
the
ability
should
start
identifying
these
places
shut
them
down.
Necco
is
not
going
to
act
in
compliance.
I
use
Neco
because
I
think
that's
the
biggest
threat
to
this
city.
They
do
not
pay
taxes,
they
don't
withhold
taxes,
that's
against
the
Ohio
Revised
Code.
There's
criminal
penalties
for
that.
I've
identified
the
statutes.
J
Advice
code
71803
requires
that
these,
if
there
is
a
municipal
income
tax
imposed
that
the
employer
should
withhold
it,
section
B
requires
that
they
have
to
pay
it
to
their
remit.
Payment
to
the
Miss
municipal
municipality
718.99
has
the
penalties.
If
they
don't
I,
don't
know
why
we're
letting
this
happen
and
I
think
it's
time
that
we
stand
up
and
do
it
Mr
Holden.
B
The
the
current
legislation
with
the
moratorium,
current
legislation
with
new
zoning
we've
changed
zones
from
R1
we've
created
r1a
we've
created
a
central
business
district
we've
changed
definitions
of
family
in
the
in
codified
ordinances,
I
think
we've
been
very
proactive
when
it
comes
to
forward
thinking
and
and
listening
to
citizens
I,
you
know,
I
can
sit
here
and
say
myself
and
I
think
all
the
people
involved
that
you
know
I
think
that
all
the
legislation
that
we've
passed
within
the
last
three
four
five
years
throughout
three
or
four
years
is
Meaningful
I.
B
B
You
know
I
I,
really
appreciate
a
lot
of
the
work
that
everybody
up
here
has
put
into
some
legislation,
because
it's
you
know
it's
taken
we're
looking
at
14
months
currently
on
the
legislation
that
just
went
to
the
Planning
Commission
at
5
15
today,
so
I
mean
it's
just
been
over
over
a
year.
For
a
certain
legislation
that
we've
worked
on
I
know
there
was
a
few
of
us
and
they
can
probably
remember
us
too
working
on
the
the
vacant
property.
B
How
many
hours
did
we
meet
outside
of
Council
on
that
with
city
employees,
citizens
yeah
I
mean
there's
just
multiple
hours
in
a
lot
of
these
ordinances
that
we've
created
that
have
been
specifically
brought
up
by
citizens,
so
I
think
I,
don't
think
we're
being
proactive,
I,
don't
think
we're
or
I,
don't
think
we're
being
reactive,
I,
think
we're
being
proactive
and
I
think
you
know
I
think
we
have
ordinances
that
are
meaningful
and
not
just
something
that
we
throw
in
there
and
vote
on
and
and
and
push
it
aside.
What.
J
E
J
If
there's
city
employees
that
live
in
Ashland,
don't
have
to
worry
about,
this
I've
got
two
one-year-old
sons
and
that
guy
could
have
turned
left
and
get
in
my
backyard.
But
when
they're
six,
seven
years
old-
and
one
of
them
doesn't
understand
that
these
gentlemen
are
they're
not
from
here,
they
don't
know,
they
could
have
made
a
smart
comment
and.
J
E
A
J
B
Mr
Clark
I
will
say
this
Mr
Klein
created
legislation.
M
J
G
Bob,
it's
one
real,
quick
question
everything
you
said
understand
why
you're
saying,
but
you
said
that
you
don't
think
that
neck
is
paying
any
income
tax,
I.
J
J
B
B
M
What
that's
why
I
think
that
it's
important
for
the
business
permit
to
be?
You
know
when
it's
when
it's
filed
that
you
know
it's
cross-checked
is
that
is
that
is
that
business
operating
in
the
induced,
so
so
I
I
feel.
Like
again,
training
said:
we've
done
a
lot
to
to
try
to
go
the
right
direction
and
put
the
sitting
the
right
place
to
move
forward.
So
I
I
recognize
it
too
I.
M
F
I
know
you
got
to
go,
but
I
I
share
all
those
same
concerns
JT
along
with
Nate,
you
know
and
Chris
has
got
green
children,
but
I
mean
we
have
kids
here
in
the
city
as
well
and
you're
right,
like
my,
my
kids
constantly
go
up
to
OU,
Mart
or
Speedway
and
get
stuff
and
they
come
across
the
same
people
that
you're
talking
about
and
and
I
I
worry
about
that
and
then
we've
spent
over
a
year
trying
to
do
our
part,
but
but
you're
right
we're
only
as
good
as
our
carryout.
L
F
So
I
I
share
your
concern
and
I
share.
Your
frustration
and
I
didn't
want
to
be
silent,
while
you're
here,
because
I
Echo
that.
N
Today,
thanks
for
your
time
and
I
just
learned
today
that
supposedly
Neko
is
thumbing
their
nose
at
us,
challenging
us
saying
they
they've,
never
enforced
the
things,
and
so
we're
not
going
to
pay
any
fines
to
come
our
way,
that's
at
least
mildly
disturbing.
To
me,.
B
O
Far
more
answer,
questions
and
then
provide
information,
but
a
number
of
things
going
on
a
lot
of
work
we've
been
doing
is
in
the
area
of
the
environmental
cleanup,
try
to
get
side,
shredded
kids
and
it's
been
a
real,
apparently
the
progressive,
the
pop-off
properties
you
come
into
Ironton
down
at
that
is
now
we
did
a
complete
phase,
one
and
a
phase
two,
so
that
is
all
clean
and
ready
to
use
where
it's
ready
for
use.
We
have
the
on
the
city
property.
O
We're
currently
have
made
applications
and
is
moving
forward
to
do
the
riverfront
of
the
sewer
plant
property
I,
think
Baltimore,
so
that
it's
all
in
motion
for
that
we
are
pretty
near
having
the
old
golf
chemical
property.
It's
just
been
a
been
a
real
long
time,
because
the
radiation,
materials
and
so
on
have
created
a
real
issue
and
had
to
get
into
the
Department
of
Health
as
well
as
EPA,
and
we
finally,
through
through
a
EPA
grant
that
ladc
had
we
put
75
000
reported
and
that
the
state
has
come
in
paid
the
rest.
O
L
E
O
O
Usually,
it's
just
a
bacon
here,
just
to
make
a
pond
the
actual.
The
actual
golf
chemical
range
how
many
years
ago,
and
no
one
ever
cleaned
it
up
afterwards.
It
was
a
situation
it
couldn't
couldn't,
couldn't
find
an
official
owner
through
an
auction
and
picked
up
the
no
one
would
take
liability
for
it
and
it
was
in
a
corporation
that
had
no
assets.
So
so,
basically,
we
all
had
a
piece
of
land
that
was
in
here
and
we
believe
it
was
a
matter
of
months.
It
will
be
a
useful.
N
O
N
Klein
understand
yeah
Mr
Clinton
Ralph
mentioned
that
he
thought
that's
who
it
was.
Okay,.
O
That's
who
I've
referred
clients
to
looking
for
properties?
Okay,
so
so
that
and
and
two
I
think,
there's
a
lot
of
potential
on
the
other
side
Railway.
We
once
get
things
going.
That's
I've
always
thought
there
was
potential
there,
but
moving
on
through
I
think
the
you
know
getting
these
cleaned
up
is
extremely
important.
O
This
next
summer
it
will
be
a
nightmare
in
there
with
all
the
things
going
on.
I
tell
you.
The
success
brings
a
lot
of
a
lot
of
heartache
and
when
we,
when
we
talk
about
the
sewer
line
or
the
water
line,
that
you
've
been
successful
with
them
Ralph
the
mayor
has
put
together
on
the
third.
It
was
going
to
be
doing
the
Coal
Grove.
We
have
left
the
bid.
O
So
with
your
main
two
interest
is
the
Ironton
has
has
construction.
You
know
it's
going
to
be
a
be
a
be
a
tough
City
to
get
it
out
up
there,
so
I
I
think
we
have
to
just
assume
that's
going
to
be
up,
but
the
advantages
after
we
once
get
those
finished
up
at
the
South
points.
If
you
could
ever
spare
10
minutes
at
7,
30
8
9
in
the
morning
just
come
over
here
and
watch
the
cars
that
go
through
that
in
just
minutes.
O
It
is
unreal
how
quickly
people
learn
the
process
and
go
through
it.
So
I
I
think
it's
going
to
be
a
tremendous
issue.
You
won't
have
backup
traffic
we'll
have
a
better
route
getting
back
on
the
40.
You
know
on
the
two
Port
Orange
around
52
going
east.
It's
just
it'll
I
think
it'll
move
so
well
the
way
it
plants
so
that
that
should
be
very
helpful
when
it's
finished,
but
we
do
have
some
hassles
coming.
B
L
O
That
became
building
project
I
took
a
lot
of
plaque
until
it
was
finished,
then,
a
few
weeks
after
that
everybody
loved
it,
and
there
was
no
there's
been
no
action.
We
were
talking
about
we're
in
collisions
almost
weekly
up
there
getting
on
off
of
that
exit,
and
since
that
that's
been
and
I'm
not
seeing
some,
some
people
didn't
go
backwards
for
a
while
and
even
today
people
go
and
they
stop
at
a
thing,
rather
than
take
it
radically.
But
there's
no
accident
to
speak
on
so
it
is
really
working
well.
O
So
that
should
be
positive,
so
I
I,
don't
remember
the
the
office
two
other
items
and
then
I
may
call
around
the
views
have
been
helping
two
items
as
well,
but
we
are
looking
at
working
on
a
virtual
type
of
training
facility
in
Arizona.
We
believe
that
the
future
holds
for
this
region.
We
have
we've
had
a
terrible
population,
so
the
last
decade
we
have
large
County.
It
was
the
largest
loser
population
in
the
state
of
Ohio.
O
Population
decline,
of
course,
at
the
same
time,
when
your
population
goes
down
your
unemployment,
you
know,
for
unemployment
has
gone
down
considerable,
we're
down
to
three
point
s,
those
of
you
in
business.
You
have
a
terrible
time.
Finding
employees
we,
you
know
we
we're
almost
truly
employed
around
four
to
five
percent,
so
you
get
down
to
3.6.
I
mean
you've,
got
people
working
they'd,
rather
not
be
working.
O
O
We
changed
a
lot
of
our
processes,
so
in
our
whole
thing
for
the
unemployed
and
it
it,
it
did,
make
it
a
little
more
challenging
and
today
in
our
businesses,
it's
not
uncommon
for
someone
to
call
in
sick
and
say
Hey,
you
know
I'm
not
feeling
well
I'm
going
to
have
to
go,
take
a
cold
case,
it's
just
particularly
on
the
first
day
of
hunting
season.
You
know
it's
it.
O
You
know
it's
things
like
that:
that's
really
challenging
on
employers,
because
many
of
our
people,
you
know,
we've
got
this
new
engineer
profiles
and,
and
they
run
24-5,
and
when
you
want
to
start
the
plastic
moving,
you
can't
shut
it
off
where
amsti
has
to
be
24
7..
When
we
open
up
pure
cycle,
it's
got
to
be
2470s.
You
can't
you've
got
to
have
when
you
start
the
processes
they
have
to
keep
running,
but
it.
B
O
Think
one
I
do
think
that
we're
losing
a
lot
of
our
younger
people.
They
so
many
that
go
off
to
larger
cities
for
a
different
lifestyle,
something
that
you
need
to
concentrate
on
them
aren't
in
all
honesty,
as
far
as
having
more
more
Gathering
areas
and
different
kinds
of
things
that
young
people
will
stay
for
you
know,
I
I,
do
think.
That's
part
of
it
and
I
think
that
that.
O
We
really
just
it's
just
the
Aging
population.
If
you
look
at
the
cycle
and
how
many
how
many
people
are
in
Lawrence,
County
or
beyond
the
varying
of
age.
As
far
as
the
children
I
mean
we,
we
stand
in
the
next
five
to
six
years.
If
you
just
stop
and
think
about
how
many
people
that
are
out
in
the
workforce
today
are
above
55
or
60.,
you
know
when
the
retirement
comes
before
and-
and
you
have
to
be
honest
when
you
get
above
60
or
65.
O
It's
like
20,
like
one
of
my
neighbors
I,
told
you
we
needed
to
raise
the
under
the
retirement
at
age.
Up
to
seven,
he
said:
Bill
70
may
be
good
for
you,
he
said,
but
when
I
get
to
be
65,
I
I'm
worth
anything
to
someone
I
said:
I've
worked
hard,
all
my
life
in
manufacturing
in
lifting
and
said
my
bones,
my
joints,
my
structure
won't
be
worth
anything
at
55
or
60
they're
going
to
have
to
carry
me
and
you
can't
ask
a
company
to
carry
someone
to
70.
and
and
I.
E
O
H
O
Were
going
out
and
I
think
we
can
cure
errors
overnight
with
see,
that
is
the
thing
that
that
I
believe
if
Lawrence
County
would
really
focus
on
construction
building,
housing,
hands
and
push
me
all
the
time
to
get
some
condos
and
and
we
could
get
the
housing
stock
to
increase.
The
nice
thing
is
we're
sitting
in
a
population
of
you
know:
370
000
people
who
could
live
here
just
as
easy
as
we
live
in
Barboursville
or
or
Raceland
or
whatever.
O
If
we
had
the
lifestyle
and
the
house
in
Portland
so
do
think
housing
I
mean
I.
Look
at
these
these
these
hills
around
us
think
that
housing
is
an
important
thing.
So
I
to
me,
that's
one
of
the
elements.
The
other
one
is
looking
at
some
lifestyle
opportunities
and
I'm
hoping
this.
This
whole
idea
of
the
virtual
work
centers
we're
looking
one
bit
one
large
building
in
origin.
O
O
It's
like
Intel
of
the
Columbus
and
I've
shared
with
you
last
time.
People
saying
you
know,
what's
Intel
point
you
know,
is
it
going
to
be
a
suction
thing
from
the
rest
of
the
pile
and
I
think
not
I
mean
those
jobs
are
136
000
on
the
average
that
is
going
to
destroy
the
whole
manufacturing
market
in
Columbus
when
you
think
of
that
market,
you
know,
you
know
if
we
had
engineered
profiles,
come
down
from
Columbus
and
put
a
new
facility
in
and
they're
they're
going
they're
up
to
six
lines.
O
They
open
the
six
line
last
week
a
week
before
last
and
they're
moving
toward
12
lines
but
they're
the
kind
of
a
company
that
they
needed
to
expand
and
they
came
to
this
area
to
expand,
and
that
is
what
I
see
the
intels
in
the
large
cities.
They're
going
to
be.
Looking
outside
of
the
huge
area
for
expansion,
so
we
could
actually
benefit
from
those
kinds
of
things
and
in
like
an
Ironton,
you
really
don't
need
the
jobs
you
need.
You
need
compete
and
that's
where
I
mean
it's
nice
to
get
the
jobs
too.
O
But
if
you
had
the
people,
if
you
had
the
housing
here
and
you
get
the
people
I,
think
that
helps
to
enhance
a
quality
of
life
as
well.
Therefore,
without
the
income
tax,
but
you
know
in
Lawrence
County
we're
fortunate,
because
if
we
can
get
a
hundred
new
houses
filled,
there
will
be
people
from
across
the
river.
The
fastest
growth
part
of
Lawrence
County
10
years
ago
was
wrong.
O
Probably
75
of
the
people
that
moved
to
Rome
did
not
move
there
from
Huntington,
like
people
think
they
moved
there
from
other
parts
of
the
country
to
working
on
it
and-
and
that's
the
kind
of
you
know
those
working
people.
Usually
they
come
with
when
they
come
from
outside
the
area,
they
come
for
a
little
higher
paying
job
quite
frequently.
So
it
is
something
that
housing,
I,
think
is,
is
I've
seen
housing.
O
O
We
have
a
GPS
problem
at
home
and
one
day,
I
had
three
census
takers
come
to
my
house
looking
for
someone
else,
and
they
said
well,
can
I
put
down
that
they
were
across
the
street
but
gone
I
said
absolutely
not
you
need
to
find
them.
You
know
so.
I
do
think
that
that
there
was
a
lot
of
problems.
It
was
a
time
when
people
didn't
want
you
in
their
house.
They
didn't
want
to
open
a
door
to
a
stranger.
It
was
just
a
it
was.
O
O
B
Oh
yeah,
to
piggyback
off
the
Halloween
conversation
and
your
conversations
with
mayor:
do
we
have
any
prospects
of
any
condominium
type,
hey
properties
opening
soon?
Thank
you.
Thanks.
O
We
have
dependent
on
one
contractor
to
help
with
this
and
many
years
ago
we
took
the
Rundberg
building
and
it's
fully
into
a
Condominium
Association
I
mean
it
is.
It
is
ready
to
go
tomorrow
and
we
thought
we
had
that
moving
and
we
keep
keep
getting
accomplishments
moving.
But
at
this
point
there
there's
a
real
good
chance
that
something
will
come
together.
O
So
I
I'm,
a
believer
that
that
Orange
County
needs
Condominiums.
That's
the
one
element
that
and
townhouses
and
things
that
are
look-alikes
people.
Don't
the
condominium
law
is
when
you
do
condominium
and
put
it
into
a
condominium.
You
have
to
do
them
all.
You
can't
just
do
them
one
at
a
time,
but
there's
section
of
Law
and
condominium
lookalikes.
Where
that
you
can
have
a
some
type
of
web
Mr
attorney.
You
probably
know
the
terminology,
but
we
went
through
that
with
with
Kurt
Anderson.
O
He
said
that
because
you
can
build
another
type
of
Association
where
that
you
could
build
one
or
one
or
three
at
a
time
you
know
like
and
that's
what
we
want
to
do
on
the
river
bank.
They
want
to
be
Condominiums,
but
they
will
be
they'll
have
all
the
things
that
will
not
be
understood
because
you
can't
so
we're
pushing
on
those,
but
the
other
two
elements
that
are
looking
good,
really
looking
good
because
of
some
federal
money
is
the
parking
day
and
also
the
sports
Department.
I
Yeah,
the
the
parking
deck
I
think
we've
seen
or
whatever
we
did
receive
funding
through
the
state
of
Ohio
two
and
a
half
million
we
just
got
announced.
We
got
funded
in
the
federal
legislation
for
another
two
and
a
half
million.
So
that
being
said,
I
think
we
have
dollars
there.
I
Set
aside
for
us
to
go
ahead
and
start
building
that
final
design,
I
think
we're
looking
at
FY
26,
which
would
be
like
July
25,
would
be
quickly
would
anticipate
the
construction
of
that
market
act,
and
that
would
be
next
there
to
the
transit
center
and
things
of
the
apartment
code
there
that
we've
been
talking
about
that
relates
back
to
some
of
the
housing
issues.
I
know:
we've
approached
a
council.
How
do
we
address
residential
parking
and
I
know
they
have
some
of
these
discussions?
It's
always
a
challenge.
I
I
But
it
is
in
speaking
in
housing
and
suffering
I
don't
want
to
so
out
there
and
we'll
be
like
the
vital
Council
and
things
like
that.
Community
Action
has
taken
on
a
a
program
where
we
we
picked
up
a
vacant
house
that
we
tore
down
and
constructed
or
constructing
a
new
house.
We
picked
up
a
house
in
painful
closure
that
we
are
rehabbing.
I
We
have
another
house,
that's
going
on
working
to
try
to
do
infill,
rehab
and
some
other
conversions
of
things
and
should
be
able
to
take
it
to
the
market,
to
sell
to
the
public
of
things
and
kind
of
looking
at
that,
because
one
of
the
issues
we
have
in
the
city
I
mean
building
new
subdivisions
I.
Think
like
that's
very
difficult.
So
sometimes
you
kind
of
looks
in
and
so
we're
trying
to
investigate
on
that
and
hopefully
in
March
will
have
that
and
I.
I
Under
construction,
one
one
and
we
got
all
the
bank
foreclosure
and
it
was
close
to
demolition,
but
we
salvaged
it
and
another
larger
went
down
in
my
science
and
where
we're
trying
to
meet
because
I
like
to
hopefully
to
spread
the
R1
and
fix
the
street
area
down
to
the
Western
portion
of
the
town.
Where
I
guess
interesting.
O
I
There's
20
so
far,
and
then
we
have
another
10
more
than
that,
so
again,
kind
of
infill
and
use
some
of
these
lands,
but
we
wanted
we.
We
have
developed,
affordable
housing.
You
know
how
many
across
a
native
huge
as
far
as
the
demand,
but
one
other
way
that
we
can
create
additional
for
our
housing.
Is
that,
as
we
have
tenants
that
grow
to
be
able
to
find.
I
Hopefully
we
can
get
them
into
homes,
working
with
some
of
the
down
payment
assistance
programs,
things
like
that,
which
frees
up
that
affordable
rental
unit
for
somebody.
So
that's
our
strategies,
we're
looking
at
it
and
hopefully
we
can
share
a
little
bit
more
unlike
what
we
want
to
be
running
in
across
and
things
on
that.
I
But
again
we'll
let
you
know
that
Sports
Complex,
so
basically
our
Gateway
Travel
and
tourism
initiative
to
create
that
twofold,
to
create
a
travel
tourism
industry
to
bring
people
to
the
county
to
support
our
local
businesses,
but
then
also
that
serves
over
to
this
new
emerging,
the
new
New
Age
Workforce,
who
can
work
from
Ironton
as
well
as
Cleveland,
as
well
as
whatever
so
we're
trying
to
get
together
the
infrastructure,
the
amenities
and
things
that
will
support
that?
I
That's
why
housing
as
well
as
you
know,
Sports
and
Recreation
Complex,
as
well
as
Trails
as
far
as
Riverfront
facilities,
you
know
the
downtown.
You
know
the
businesses
they
all
have
to
kind
of
work
on
the
scene
to
provide
that
basic
infrastructure.
What
we
call
for
both
the
travel
tourism,
but
as
far
as
individuals
who
want
to
come
and
live
within
the
community
and
pay
taxes
in
the
community
and
so
on.
I
I
think
you
all
have
seen
the
governor's
half
a
billion
dollars,
Appalachian
Community
grant
program
that
he
put
together
for
Appalachian
communities.
You
know:
we've
been
busy
the
mayor's
been
a
big
part
of
the
steering
committee
of
things
as
well
as
Commissioners
and
planning
organizations
and
Villages,
and
so
on
and
I
think
you
know.
Lawrence,
County
and
I
are
to
have
put
themselves
in
a
pretty
good
place
to
go
with
that.
We
should
soon
be
getting
dollars
made
available
and
Services
made
Available
To
Us
by
the
state
of
Ohio
to
move
our
projects
along.
I
We
have
a
line
of
projects,
a
sports
complex,
the
riverfront
development,
some
of
the
trails,
the
some
of
the
downtown
things
that
we've
been
looking
at
here
in
line.
So
hopefully
we
will
move
those
along
now
we
don't
anticipate,
maybe
able
to
get
them
all
funded
there,
but
we
do
hope
that
we
do
good
considerable
funding
considerations
to
construct.
But
the
one
thing
that
we're
trying
to
take
is
the
opportunity
to
do
these
things
to
where
they
are
quote:
shovel
ready.
I
One
big
one,
because
we've
been
working
with
the
river
current
about
two
years
ago.
You
all
authorized
us
to
go
after
a
small,
River
or
boat
access.
I
can't
remember
exactly
that.
It
was
still
it
would
be
another
to
approve
ramp
and
the
other
facilities
on
the
riverfront.
We
didn't
get
found
about
that.
One
city
of
Portsmouth
did
that
during
that
peritone
that
this
is
a
biannual
year,
which
is
up
here.
So
hopefully
we
will
be
coming
back
with
a
site
will
request.
You
know
application
of
ODNR
what's
happening,
but
what
will
help
us
on?
I
C
All
right,
Mr
Klein,
sometime
back,
you
had
spoken
about
expanding
the
Splash
Park
area.
Has
there
been
any
movement
any
thoughts
on
that.
I
Wait:
that's
that's
one
of
the
activities
that
we
have
that.
Hopefully
we
can
get
this
design
and
things
like
that
during
this
year
and
that's
included
in
this
kind
of
package.
They
want
large
impactful
packages,
projects
that
they
can
come
back.
They
say
20
years
from
now
and
say:
hey
our
investment
made
this
huge
difference
in
the
economies
so.
O
I
I
B
P
B
It's
already
extended
and
it
I
might
just
left
I
want
to
say
June
23rd
was
that
right
it
was
December
23rd,
so
probably
June,
22nd
Maybe.
P
Yes,
okay,
so
talking
about
the
rehab
places
and
what
you
guys
are
doing
on
the
planning.
You
know
these
places
are
buying
apartment
buildings.
P
P
F
P
P
But
you
can
see
the
complaints
and
I've
got
one
up
in
my
neighborhood,
the
dodgens.
They
sold
the
old
Ralph
Malone
property
10
apartments
up
there
on
the
government
and
that
place
they're
waiting
for
the
moratorium
to
go
up
and
then
we're
going
to
have
30
people
in
in
one
cloth
or
in
one
location
and
like
JT,
was
saying
guys,
that's
tough
to
handle
and
you're
talking
to
somebody
who's
in
the
business.
So
I
know
all
about
rehab,
okay,
good,
bad
and
indifference,
and
I
got
out
of
it.
Okay,
I've
been
out
of
it.
P
You
know,
since
you
know
earlier
than
a
year,
but
they
need
the
help,
but
again
when
you're
taking
put
30
people
in
one
neighborhood
and
if
they
don't
have
supervision.
Okay,
if
you
don't
have
a
knife
monitor
all
of
you
guys
know
you've
had
you
guys
have
all
had
complaints,
they're,
a
Speedway
they're.
You
know
their
Peddlers
wherever
they're
at
you
know.
I've
got
three
houses,
one
block
from
me
behind
my
grandson.
P
B
M
B
M
M
M
A
large
part
of
the
part
of
the
city
so
that
that
would
be
exclusive
for
signals
as
well,
of
course.
So
that's
something
that
we
are
working
on.
I
I,
understand
that,
but
now
also
you're
playing
a
balancing
act
for
people
that
not
everybody
wants
or
has
the
means
to
live
in
that
so
now,
how
do
you
accommodate
that
type
of
a
style
of
living
that
you.
P
Know
well
in
the
rehab
business
folks,
I'm
sure
you
I,
hope
you're
a
little
knowledgeable
about
this.
They
don't
get
paid
for
you
living
in
that
house.
P
E
A
P
Absolutely
not
a
penny
for
that
house
to
be
up
there.
We
make
the
money
from
the
treatment
of
you
know.
Nate's
got
to
be
down
there
and
he
spends
26
hours
actually
down
there
in
treatment.
Well,
he
doesn't
pay
anything
for
the
place
he
lives
at
okay
and
they
buy
his
food
and
everything.
Sometimes
you
get
your
EBT
card.
P
Is
that
the
right
way,
but
again
the
houses,
don't
make
money,
but
that's
where
you
facilitate
everybody
going
from
there
and
traveling
down
the
street
to
your
rehab
place?
Okay,
so
unless
you've
got
an
inpatient
place
which
I
built
down
in
Brown
County,
that
was
a
residential
thing.
Treatment
Center
that
had
treatment
inside
and
you
live
there,
okay,
but
that's
not
what
these
are
doing
here.
These
are
all
you
know:
residential
houses
and
neighborhoods
with
supposedly
three,
which
you
know
you
guys
are
not
naive.
P
You
know
there's
more
than
three
people
in
some
of
these
places:
okay,
I,
don't
care
what
they
tell
you.
I
can
tell
you
what's
going
on
up
in
my
neighborhood,
okay,
but
again,
I'm
concerned
about
the
future,
because
there's
ten
apartments
and
I
see
30
people.
They
need
help,
don't
get
me
wrong.
I,
don't
I'm.
E
P
H
I'm
just
wondering
too,
with
the
legislation
that
was
given
faithful
recommendation
by
the
Planning
Commission
2265,
when
she,
when
she
pumped
right
that
remove
section
f
with
an
R3,
so
I'm
just
wondering
the
information
there,
the
place
that
you
were
saying:
Baker's,
Metro,
Department,
yeah,
those
that's
a
b.
P
This
between
the
railroad
and
Center
Street
right
across
the
street,
from
the
assisted
living
now
I've,
been
there
for
70
meters
should.
H
Should
22.65
pass,
then
it
only
adds
it
takes
away
that
definition
that
section
F
in
126202
and
then
only
adds
it
to
B2.
So
would
that
be
if
it
is
a
business?
What.
H
P
Can't
classify
those
Droid
addicts,
okay,
I,
don't
think
well,
but
I'm,
just
saying
and
if
you
live
there
you
know
Jim
wiper
lives
right
next
door.
Okay-
and
you
know
that
was
a
nice
place
for
years
from
Dr
Baker
and
then
Mike
phantom
for
a
long
time.
But
if
you
put
42
people
in
that
facility
which
would
be
allowed
nothing
against
them,
if
that's
what's
allowed
them,
those
people
are
going
to
do
it
I
understand
that,
but
you
dropped
42
people
in
that
neighborhood
and
whether
they're
supervision
or
not.
L
M
What's
in
our
current
conflict
audience
as
far
as
hospitals
for
hearing
care
provided
that
buildings,
which
are
used
for
the
treatment
of
contagious
disease
that
I
care
about
electives
drug
addicts,
the
people
of
mine,
they're
saying
shall
be
at
least
100
150
a
lot
residence
history.
C
M
Of
course,
it's
just
a
living
facility
according
to
our
solicitor.
This
definition
does
apply
to
that,
because
that's
what
that's,
what
we've
asked
so,
but
this
right
here
would
change
it
because
right
now,
currently
the
only
place
to
do
that
is
able
for
operation
because
of
the
resident
of
our
three
District
or
three,
not
business,
not
Hospital,
not
anywhere.
So
what
this
does
is
take
it
out
of
residential
reserves
and.
C
P
M
Buildings,
so
there
is
no
treatment,
no
there's
no
treatment
for
contagious
disease.
There's.
P
B
M
M
P
E
M
P
B
M
I've
owned
them
all
I've
owned
them.
I
know
that.
D
P
P
Is
housing
they're
all
housing?
There
is
no
housing
in
town
here
at
those
facilities
to
the
best
of
my
knowledge,
I
guess
there
could
be
one,
they
don't
get
the
treatment
in
any
of
these
houses
that
are
in
your
neighborhood,
that's
not
where
they
get
to
treatment,
guys
they
come
down
to
Center
Street
or
they
come
down
to
2nd
Street
where
they
come
to
Third
Street
across
from
Joe
Isaac
place.
They
don't
get
the
treatment
in
the
house,
that's
in
Green
Valley,
but.
E
C
M
I'm
gonna
give
my
credit.
He
had
foresight,
I,
don't
know
how
many
years
ago
to
say
well,
I
think
we
should
have
single
family
housing
in
this
neighborhood,
so
they
went
together,
got
a
petition
from
the
neighbors
and
said
we
want
a
single
family
which
is
kind
of
the
vibe
that
I'm
getting
from
a
lot
of
residents
right.
So
that's
why
that's
why
we
went
with
the
r1a
to.
P
Those
stuff
well
like
I,
said
it's:
it's
just
something
that
and
you
both
can
I'm
sure
you
guys
have
gotten
complaints.
I
mean
I've
heard
from
you
guys.
People
are
complaining
about
the
houses
and
it's
because
there's
a
lot
of
times,
the
people
are
running
loose.
Some
businesses
who
ran
those
did
not
let
people
run
loose
folks,
folks,
well,
I
can
speak
so.
M
One
of
the
things
we're
debating
is
about
having
some
legislation
required
certification
so
that
there
is
supervision,
all
men
or
some
sort
of
oversight.
E
P
M
P
P
No
that
one
facility
over
there
would
be
ten
thousand
there's
fees
for
other
housing
that
you've
got
two
rehab
houses
or
two
houses,
someplace
else,
there's
a
fee
for
that
plus
there's
oversight.
There
they've
hired
people
to
go
in
and
find
out
where
all
your
people
are
from.
You
know
blah
blah
blah.
B
P
This
pass
December,
it
wouldn't
affect
January
1..
You
ought
to
get
a
chance
to
look
at
it,
but
for
each
business
you
know
like
the
CAO
was
just
using
it.
That
would
be
ten
thousand
dollars
for
their
billion
on
Fifth
and
large
okay
Bethesda
over
here
on
Railroad
Street,
all
right
amended
reads:
even
the
Phoenix
Center
everybody,
ten
thousand
dollar
annual
fee
for
the
business
and
then
there's
fees
for
the
housing
and
stuff
and
supervision.
So.
B
P
B
P
P
P
I
mean
I
can
find
somebody
who's
got
it,
but
it
support
from
city
council
where
they
just
they
put
the
hammer
down
and
they
had
the
moratorium.
If
a
doctor
wanted
to
come
into
Portugal
right
now,
no
medical,
no
treatment,
no
nothing's
allowed
in
the
city
of
Portugal.
Now
you
can
go
to
them
and
say
I'm
a.
E
P
B
B
B
Members
well
and
then,
if
you
don't
care
to
get
it
just
quickly,
then
you
and
Jacob
get
together
and
get
on
a
strategic
planning
meeting,
let's
let's
kind
of
work,
something
about
it
where
we.
B
Mean
I
know
for
a
while.
That's
why
earlier
Mr
Holt
I
said
I'm
tired
of
listening
to
the
Dress
counseling,
you
know
I
mean
I
I've
heard
about
it.
That's
right!
You.
P
It's
tough
but
again
you're
going
to
continually
hear
of
complaints
because
they're
overrunning
in
town,
not
just
in
Acton
they're
running
everywhere,
guys
I
mean
they're
in
the
county.
B
Q
How
are
you
good,
how
are
you
good,
Christina
burns
with
Ministry
I
just
will
be
very
quick.
I
just
wanted
to
follow
up
on
where
we
were
on
like
I,
don't
know
if
it's
the
same
strategic
planning
committee
or
some
type
of
an
Advisory
Board,
where
the
area
agencies
would
be
able
to
come
together
to
have
some
discussions
and
tie
up
any
kind
of
loose
ends
with
for
legislation.
Yeah.
H
B
H
B
Yeah,
like
an
Advisory
Board,
we
there
were
two
separate
instances.
There
were
two
separate
discussions.
There
was
one
for
an
Advisory
board
that
it
that
had
on
the
board-
everybody
plus
council,
member
plus
citizen
representation,
plus
representation
from
each
I-
think
that's
what
you're
talking
about
I
was
under
the
impression
that
that
was
going
to
be
okay
committee,
that
yeah.
B
Once
that
got
us
that
got
you
know,
finalized
or
whatever
Mr
Hook
was
one
of
the
chair
and
a
committee
for
yeah.
E
E
N
B
K
Ordinances
but
I
did
with
everything
that's
been
discussed
on
the
record
tonight.
There's
some
things:
I
want
to
and
I
would
be
quick
as
I
can
no
you're
good
and
a
lot
of
the
things
that
were
put
on
the
record
are
not
necessarily
factual,
I'm,
not
talking
about
from
your
end,
but
as
we
all
can
acknowledge
facts
that
business,
if
I
own
an
ice
cream
shop
on
Third
and
Vernon
and
I
was
only
allowed
to
have
five
people
work
and
I've
had
it
there
for
20
years,
and
that
was
okay.
K
Allowed
to
have
X
amount
of
employees
there
I'm
still
allowed
to
go
based
off
of
what
what
I
originally
established.
My
business
I
am
grandfathered
non-conforming
use
in
the
current
subsequent
ordinances
that
have
followed
from
law
established.
That
being
said,
what
was
said
tonight,
the
particular
place
that
has
been
around.
K
It
is
being
enforced
with
what
we
can't
do.
We
can't
go
back
and
change
that
and
we
move
out
of
my
ice
cream
shops
as
I
was
allowed
to
do
it
already,
but
we
can
prevent
that
moving
forward.
Right
and
that's.
My
point
here
is
like
you
can't
change,
what's
happened
in
the
past
week
proactive
and
we
cannot
take
things
from
the
past
change.
K
But
that's
what
that's
the
argument.
It
sounded
a
lot
better
coming
from
their
argument,
but
that's
just
not
the
case
can't
do
that.
I
can't
do
that.
If
I
can
tell
me
I
can't
but
I
know
I
can't
and
I
just
want.
You
know
whenever
it's
coming
from
you
all,
especially
it
sounds
like
you're,
either
say.
E
N
N
K
K
K
You
guys
have
given
us
the
resources
and
staff
to
do
that
and
you've.
Given
us,
the
you
know,
walls
with
some
people
to
do
what
we
can
but
make
sure
that
public
and
everyone
understands
we're
all
on
the
same
page.
You
guys
are
doing
it
on
your
end.
We're
doing
this.
Many
things
existed
prior
to
Now
does
not
mean.
B
K
K
P
M
K
It
was
permitted
prior
to
or
subsequent
zoning,
so,
like
our
one,
perfect
example
is
what
we
were
talking
about:
your
neighborhood,
Mac
and
them
getting
established
as
R1
wasn't
R1
prior
to
the
band
that
group
home
that
was
set
about
tonight
was
there,
so
it
was
allowed
to
be
there
and
yeah
you
would
now
20
years
goes
by.
You
would
have
to
assume.
Well,
it's
been
our
one
for
35
years.
I,
don't
think
it's
I,
don't
think
it's.
So
it's
not
allowed
there
anymore,
but
it
is
because
was
allowed
there
prior
to
I.
Don't.
M
K
B
I
think
what
they've
kind
of
point
out,
what
I
think
the
argument
was
was
the
place
has
never
been.
It
was
never
been
vacated,
never
enforced.
It
was
never
enforced,
I,
don't
think
it's
ever
been
enforced,
so
there
I,
think
and
Mr
Holt
are
saying
that
it's
if
we
would
enforce
it,
it
could
be
a
violation
that.
K
K
E
K
O
N
N
Charter,
okay,
so
the
charter
in
1977.,
7,
I'm,
sorry,
zoning
in
1977
and
it
bit
explicitly
said
X,
let's
just
say,
bye,
whatever
the
that's
written
in
that
and
if
casual
Unwritten
rule
of
thumb
is
yeah.
Iron,
two
doesn't
really
enforce
that
I'm
going
to
bring
this
business
in
and
I'm
gonna
plop
20
people
in
because
they're
not
forcing
it.
Then
it's
not
I,
don't
know
anything.
I
just
need
some
clarity,
I
guess
it's
not
that
Ironton
said
you
can
have
20
people
there
any
have
an
enforced
person.
That's
good!
N
K
K
What
was
that
they
said?
I
know
that
we
talked
about
drug
addicts
being
in
there.
H
N
B
1977.,
it
wouldn't
matter-
it's
been
there
prior
to
think
about
this.
When
they
did
this,
they
they
had
to
define
the
definition
of
the
family
to
go
along
with
this.
Now
that
it's
been
changed
to
three
purpose
of
our
residential
R2
district
is
encouraged,
establishment
and
preservation
of
medium
high
density,
residential
neighborhoods,
characterized
by
one
two,
three
four
and
four
family
buildings
for
owner
and
or
rental
occupancy
non-residential
uses
fermented
in
this
District
shall
provide
auxiliary
services
and
or
shall
contribute
to
the
stability
and
long-term
stability
of
the
area
for
residential
purposes.
B
Erected
altered
or
enlarged,
which
is
arranged
intended
or
designed
for
other
than
one
of
the
following
uses,
operated
uses
as
regulated
in
R1
single-family
District,
except
as
