A
E
Man
Taylor
started
at
723
South
Eighth
Street.
E
Situation
plus
is
that
we
have
neighbors,
there
could
be
squatters
and
they
are
collecting.
In
the
past,
they've
been
collecting
animals,
I
have
and
I've
been
a
decent
in
the
neighborhood
dumping
garbage
things
like
that
with
that
called
police
several
different
times,
but
on
today,
there's
of
course
there's
no
water
in
inside
their
household.
They
had
eight
dogs
that
come
to
my
attention.
Several
cats
I
just
left
them
over
to
property.
They
have
cats
again,
but
what
has
happened
was
I
called
the
police
because
they
told
me
on
the
last
incident.
E
If
we
call
the
police
twice,
then
they
would
come
up
and
get
two
tickets
and
then
they
would
call
animal
control
and
then
it
was
supposed
to
be
taken
care
of
and
called
the
police.
Today
it
didn't.
It
didn't
turn
out
that
way
called
Animal
Control.
They
said
we
were
supposed
to
call
the
police
in
that
round
and
round
and
round.
E
Nonetheless,
Mr
Perry
was
in
the
neighborhood
and
I
had
opportunity
to
speak
with
him
about
it,
and
we
were
told
that
we
couldn't
go
in
the
house,
even
though
the
person
that's
managing
the
property
he
he
had.
The
key
so
we
ended
up,
went
in
the
inside
property.
E
The
dogs
were
bought
out
by
the
person
that
had
the
key
man,
Was
Bitten,
Animal
Control
did
get
as
many
dogs
and
cats.
All
the
dogs
are
out.
There's
still
a
few
cats
I,
don't
know
if
they
went
and
got
more
cats,
but
I
did
see
these
people
out
in
the
middle
of
the
night,
with
flashlights
and
in
feral
cats
to
bring
in
the
house.
E
I,
don't
know
what
that's
about,
but
since
those
people
have
been
in
the
property,
the
lady
that
actually
owns
house
in
the
nursing
home
right
now,
she
says
she
doesn't
want
the
people
there,
but
she's
really
not
as
a
clear
mind.
I
want
to
say
that,
but
I
do
want
to
thank
Mr
Perry
and
those
who
participated
in
getting
the
dogs
out.
I
was
afraid
the
dogs
were
starving
today.
So
we
like
just
wanted
to
address
the
council
about
that.
Thank
you.
A
One
thing
is
I
would
like
to,
because
this
is
not
the
first
situation
to
wear.
It
has
been
Animal
Control
ipd
animal
control.
So
what
was
the
process
that
you
went
through?
Because
I
would
like
to
know
that,
from
my
own
personal
knowledge
of
the
steps
to
to
the
protocol
for
us
to
do
something
about
this?
Because
there's
about
two
or
three
different
times
that
I've
went
through
this
and
I
didn't
get
a
straight
answer,
you
know:
did
you
call
animal?
You
called
ipd
first
correct.
E
E
Now
because
I've
known
him
for
a
year-
and
it
won't
come
to
me
right
now-
I'm
just
a
little
anxious,
but
what
we
had
done,
because
the
dogs
were
coming
and
defecating
on
my
property
and
I'm
trying
to
grow
apart,
I
had
called
the
police
before,
okay
and
but
that
you
know
the
first
of
it
wasn't
calling
about
the
dogs,
the
first
we
were
calling
because
they
were
gathering
up
stuff
out
of
the
house
and
dumping
it.
In
my
neighbor's
yard.
Okay
and
Mrs
Fletcher
is
88
years
old.
E
Grocery
carts
I,
don't
know
how
many
of
them
they've
had,
but
I've
seen
five
or
six
different
of
those
and
they
are
taking
them
and
dumping
and
I
said
you
know
you
can't
do
that.
This
is
Fletcher's.
Son
and
daughter
happened
to
be
out
there
and
caught
them,
because
I
called
them
and
I.
Also
called
the
police
and
then
they
finally,
they
met
up
with
them,
and
the
guy
has
the
grocery
cart
full
of
more
things,
and
he
looked
straight
at
everybody
and
said:
I'm
not
doing
that
right.
E
Okay,
so
with
that
being
said,
today's
incident,
but
what
I
was
since
since
I
was
already
talking
to
the
police,
I've
started
explaining
what
was
going
on
in
Deborah.
Since
these
people
moved
into
the
house,
they
the
the
granddaughter,
moved
in
the
house,
wild
Connie,
who
owns
the
house
kind
of
carbon
while
she
was
still
at
the
house
and.
F
E
The
police
he
said
to
call
the
police,
and
then
he
told
us
me
and
the
man
that
has
the
key
to
the
house
right,
that
we
had
to
call
Animal
Control.
Okay,
so
then
I
looked
up
the
number
and
I
called
we
were
told
they
couldn't
do
anything
because
the
dogs,
weren't
out
of
the
house
and
I
was
trying
to
explain
that
dogs
have
been
barking
barking
for
several
days
and
there's
no
food
over
there,
because
sometimes
they
can
get
out
the
doggy
door
and
I
and
and
they're
coming.
E
You
know
around
eating
wherever
they
can
so
then
that's
when
so
the
officer
was
still
there
and
then
when
Mr
Perry
came
because
he
was
out
in
the
neighborhood
and
I
explained
to
him
what
was
going
on.
Then
he
called
it's
called
June
I.
Don't
remember.
G
G
Awesome
Adam
were
close
enough
that
they
could
get
there,
property
manager
or
whoever
the
guy
is
that's
maintaining
not
maintaining
the
facility
the
home
showed
up.
They
were
very,
very
careful
and
stepping
on
property
and
property.
The
manager
brought
the
animals
out
dogs
made
a
mad
scramble,
of
course.
G
This
is
directly
adjacent
to
Bank
of
property
there
next
to
the
next
three
part.
So
the
house
is
important
from
the
outside.
I
need
to
be
outside
of
the
house
is
a
horrible
there's,
some
rain,
the
backyards,
the
horrible
visit
right,
there's
a
it's
got
stuff
spilling
out
of
it
and
it
is
directly
behind.
G
A
G
E
H
A
Can
we
send
somebody,
would
that
be
code
enforcement?
Can
we
send.
G
I
I
Know
but
we've
had
some
good
news
come
up
while
we've
been
working
on
this
as
you've,
probably
seen
if
you're
paying
attention
to
where
we're
at
every
day
has
been
some
new
spots
pop
up
that
are
getting
done,
particularly
between
the
floodgates
and
the
Elm
Street
Second
Street
portion.
I
We
came
in
under
budget
on
the
project,
so
we've
been
pulling
from
the
phase
two
project
that
we
were
finalizing
and
adding
to
it,
and
then
we
also
got
some
extra
Paving
along
with
that
about
10
blocks
so
been
able
to
pull
some
off
of
there
and
then
also
kyova
came
through
and
added
six
additional
blocks
of
Paving
to
our
grant
funding
project,
so
total
16..
So
it's
non-stop
taken
from
one
project
added
to
the
other
and
seeing
where
we
land
we're
getting
more
and
more
as
we
go.
It's
never
done.
I
guess
well,.
A
That's
I've
got
a
question
for
you
I,
because
more
and
more
people
ask
me
about
it:
I
try
to
explain
to
them.
The
reason
for
the
phases
is
the
funding.
F
F
I
That's
the
last
of
the
city
funded
projects,
the
rest.
We
have
some
match
to
make
right,
but
that'll
clear
up
all
the
the
money
that
we
got
from
this
Bond
refinancing
and
all
those
things
that's.
F
F
I
This
is
pricing
wise,
but
trying
to
break
it
down.
You
know
a
standard
block
is
300
by
300.
F
I
I
Yeah,
that
was,
you
know
and
I
held
out
so
long,
because
I
was
like
what
are
we
gonna
need
if
we
can
have
a
grant
opportunity
where
we
match
you
know,
because
originally
we
were
on
the
hook
for
about
1.1
or
2
million
on
Third
Street
Paving
that
was
going
to
eat
up
almost
everything.
That's
you
know
way
more
than
what
this
face,
even
cost.
I
J
Thank
you
just
don't
know
the
when
you
prepared
money
for
street
signs
yes
and
entrance
signs.
Yes,
and
if
you
have
any
updates.
I
F
I
I
A
J
Project
I
know
we're
playing
for
the
storm
water
or
the
Toronto
electric
field.
I
think
there's
a
little
bit
of
money
left
to
say,
Highway
area
I,
just
don't
I,
just
wanna
stores
that
to
our
community
I
just
want
to
be
a
good
impression.
So
I
just
a
lot
of
time
points
it's
not
about
as
nice,
it's
just
exactly
how
about
on
others,
landscaping
or
yeah.
A
K
C
A
A
C
A
C
One
last
thing
mayor
I
saw
that
they've
started
on
the
riverfront
project.
They've
done
some
Paving
got
some
temporary
fencing
up.
Is
that
still
on
schedule
to
be
they're
standing.
I
A
A
I
F
C
So
these
fees
are
based
on
wage
and
are
they
also
involved
in
our
employees,
helping
like
with.
A
Cones
so
the
way
those
fees
are
structured
and
it's
currently
and
John
you
had
asked
me
the
same
thing.
Currently
there
is
some
there's
legislation
in
our
codified
ordinances.
Currently
right
now,
50
percent
goes
to
Street
25
to
water
25
to
City,
so
whatever
out
of
these
funds
is
collected
as
a
50
is
going
to
go
to
Street,
25
and
25.
A
C
I
They
always
do
the
escorts
they
they're
going
to
call
us
for
the
help.
A
C
A
F
H
F
I
I
H
A
A
A
J
I
I
think,
is
that
they
have
to
there's
a
certain
way
that
they
have
to
move
that
material.
So
you
they
have
to
have
the
year
of
the
rose
wine
oversized,
but
they
have
a
truck
that
drives
out
in
front
of
them.
That
has
a
high
prescription
hole
on
it.
So
if
there's
anything,
that's
way,
it's
supposed
to
make
sure
if
there's
clearance
between.
H
J
M
M
A
C
Mike
so
Craig
to
to
your
point
a
few
moments
ago,
were
you
suggesting
that
if
an
oversized
load
comes
through
and
we
have
to
do
height
adjustment
that
it
would
be
triggered
in
section
four
and
your
question
would
be
to
Mike?
Would
that
1500
cover
that?
Yes,.
H
A
All
right,
I
agree
with
everything
said
like
I
said:
I
just
wanted
to
get
it
out
there
to
have
a
hell
of
a
discussion
about
it,
and-
and
you
know
this
was
a
healthy
Excuse.
Excuse
me,
healthy
discussion.
I'll,
take
care
of
that
I'll
get
with
mayor
and
Mike
and
add
any
pertinent
information.
We
need
to
add
to
that.
So
it's
a
good
first
reading
thanks
anybody
else.
Thank
you
good.
All
right.
Moving
on
to
resolutions
Marta,
would
you
please
give
readings
resolution
2335.
J
A
A
Okay,
also,
we
missed
a
Craig
I'm
I'm,
getting
together
a
letter,
a
certified
letter
of
that
the
next.
A
All
right,
I
do
also
want
to
add
to
the
meeting
minutes
that
we
did
not
have
ordinance.
K
B
A
Fifteen
hundred
dollars
right
fifteen
hundred
dollars
and
we
did
discuss,
we
did
discuss
the
automatic
yeah
monitoring
system
on
that
also.
So
that's
a
good
I
agree.
You
know
I've
got
one
more.
If
we
don't
have
anything
else.
Ohio
ethics,
commission
for
elected
officials,
don't
forget
that
that
is
coming
up
fast,
one
other
thing:
I
kroger!
You
can
be
here
next
to
me.
A
Know
yeah,
okay,
I
just
want
to
give
everybody
a
heads
up.
The
first
May
meeting,
May
11th
I,
will
not
be
here.
I've
got
to
attend
a
banquet
Eddie
test
banquet
for
my
son.
That's
him.
