All
right
call
it
an
order.
The
regular
city
council,
meeting
July
13.
C
B
D
D
C
A
B
Next,
we
have
the
approval
of
minutes.
We
have
the
regular
council
meeting
of
June
22nd
and
the
finance
committee
meeting
of
June
22nd
any
edits
additions.
B
Seeing
none
does
the
stand
is
approved
next
up,
we
have
audience
participation
if
you
would
like
to
approach
the
podium
and
and
speak
to
council
you'll
have
five
minutes
to
address
your
concerns.
Thank
you.
E
All
righty,
hello,
all
I'm,
so
sorry
to
be
here
again.
However,
the
situation
at
my
house,
which,
unfortunately
is
right
across
from
929
North
Street,
is
no
better.
In
fact,
it
is
worse,
currently
there's
a
cage
match
going
on
or
cry
out
of
place
between
a
huge
pontoon
boat,
the
Ditch
Witch
Is
Back,
the
dump
trucks
are
still
there,
two
inoperable
trucks,
excavator
trailers
and
so
on.
E
E
I,
don't
know
anything
about
ordinances,
I'm,
a
genetic
genealogist,
however
I
thought
I'd
take
a
look
and
sure
enough.
These
are
the
ordinances
that
I
believe
have
been
ignored
and
have
been
totally
broken
by
929
North
3rd
Street
45216
is
the
Pontoon.
Now
the
Pontoon
is
Sally's.
Favorite
she's
watched
it
travel
around.
It's
huge.
It's
been
on
my
street
since
May
across
from
me
since
May
the
8th
of
June
18th.
Now
it's
on
Union
Street,
so
he
can
make
room
for
the
ditch
witch,
which
is
back.
It's
huge
and
orange.
It
came
back
today.
E
There's
various
trailers
at
various
times
of
on
the
Friday
after
I
was
here
last
time.
Excuse
me,
everyone.
The
officers
came
not
two
hours
after
the
officers
came,
Cecil,
Riggs
drove
in
so
drunk.
He
couldn't
stand
up,
which
is
not
unusual.
It's
common
I
happen
to
be
putting
my
garbage
cans
up,
at
which
time
he
assured
me
again
that
he
had
friends
among
the
officers
that
he
was
going
to
do
what
he
wanted
to
do
and
I
was
wasting
my
time
recently.
E
He
told
me
he
intended
he
had
a
buddy
in
city
government
and
he
intended
for
me
to
get
a
citation
for
a
little
brown
thing
on
my
corner.
I
think
it's
on
my
line,
but
let
me
tell
you
why
it's
on
the
corner
before
it
was
there.
Cecil
Riggs
puts
all
these
trailers
on
the
backs
of
these
trucks,
and
then
he
cuts
the
corner.
He
tore
out
my
lead
troughs
three
separate
times
and
just
about
got
my
heat
pump.
So
that's.
Why
that's
there?
E
So
if
I
get
a
citation
for
that
day
or
so
be
it
I
may
get
a
citation
from
ipd
or
parking
my
car
up
on
the
street.
The
reason
it's
there
is
because
Cecil
Riggs
often
drives
in
and
stops
well.
He
hits
his
Vehicles.
Then
he
stops
and
sits
at
the
wheel
with
the
lights
on
motor
running
till
either
the
gas
runs
out
or
morning
comes
I'll,
hear
this
big
flop
and
I.
Think
oh,
my
gosh
is
that
my
car.
E
So
that's
why
my
car
is
pulled
up
in
my
driveway
across
the
sidewalk,
which
Cecil
has
said
I'm
going
to
get
a
citation
for
and
may
I
tell
you
that
fine
alley
comes
in
right
here
on
that
Friday
Cecil
pulled
that
dump
truck
up
so
far
that
there's
no
room
for
me
to
park
my
car
correctly.
If
I
park,
my
car
correctly,
the
front
of
it
is
close
to
vine
alley.
People
coming
out
of
Vine
alley
cannot
make
that
turn
for
the
jump
truck
sitting
right
there.
E
They
can't
make
it
so
my
car's
at
risk
two
different
ways
all
right.
So
we've
got
trailers.
This
inoperable,
white,
long
bed
truck,
which
ipd
forced
Cecil
Riggs
to
tag
it
has
set
there
eight
months
it
does
not
run
and
if
someone
was
to
say
that
that
inoperable
white
truck
runs
prove
it
start
it
up
and
drive
it.
It
does
not.
It
has
set
there
for
eight
months
and
I
think
it
may
get
two
ordinances
I
think
it's
longer
than
22
feet
in
length
all
right.
E
E
A
E
E
E
And
these
trucks
have
put
garbage
and
trash
the
origin,
says
24
hours
on
public
or
private
property.
It
does
not
say
that
is
just
trust
has
been
an
opportunity
in
the
driveway
and
taxpayers.
Don't
pay
for
this?
The
ordinances
called
refined
citation
and
if
the
city
has
to
clean
it
up,
the
perpetrator
has
to
pay
taxpayers,
don't
pay
us
the
rest
of
it
is.
G
E
G
G
I
would
encourage
you
that
the
last
meeting
that
we
had
I
talked
about
three
different
people
that
had
approached
me
about
things
about
issues
in
town
and
I've
referred
them
to
the
website,
and
they
got
their
issues
taken
care
of
very
quickly.
By
doing
that,
and-
and
unfortunately
you
you
can
tell
me-
you
can
find
me
outside
of
here
and
tell
me
all
of
this
stuff.
I
can't
do
a
thing
about
it.
G
G
D
G
G
E
A
E
Yes,
I
would
like
to
say
that
ipd
has
been
very
prompt,
they've
done
what
they
can
do.
They
did
tow
one
of
those
dump
trucks
at
Cecil,
Rick's
drove
in
fell
out
of
and
left
blocking.
The
street
ipd
has
been
professional
polite
and
done
what
they
can,
but
these
ordinances
have
not
been
addressed
website
or
no
website.
E
H
And
my
name
is
good
evening:
my
name
is
M8
Tessie
and
Mr
Harvey
on
March
24th
I
put
in
Anonymous
report
online.
It
is
still
open
open
and
nothing
has
been
done
about.
Three
weeks
ago,
I
came
to
the
mayor's
office.
I
ran
into
Larry,
large
and
Mr
Ross
and
again
said.
Why
has
nothing
been
done?
They
said
they
would
look
into
it
still
nothing's
been
done.
We
have
a
house
at
1514,
Heron
Street,
that
is
a
rental
house,
and
you
all
currently
recently
put
out
some
guidelines
for
trash
and
I'm.
H
Sorry,
I
don't
have
a
copy
for
everybody,
but
this
is
how
they
put
their
trash
out
in
a
in
a
shopping
cart.
We
currently
have
a
rat
problem
down
on
Karen
Street,
and
this
is
a
great
concern.
The
lady
that
lives
in
this
house
told
me
she
has
a
rat
problem
and
it
might
be
because
she
puts
her
trash
in
a
shopping
cart.
H
They
also
have
what
I
believe
to
be
an
illegal
camper
that
they're
running
electric
to
through
an
extension
cord.
They
also
have
a
they
were
told
a
couple
years
ago
to
put
stuff
up.
They've
got
a
tent.
This
tent
is
now
shreds
with
weeds.
This
High
nothing's
been
done.
They
have
a
barking
dog,
they
have
all
kinds
of
crap
in
their
yard.
H
They
also
have
had
a
car
in
the
front
yard
and
I.
Don't
I
couldn't
find
an
ordinance,
but
they
don't
own
the
car.
They
say
they're
trying
to
sell
it.
They've
been
trying
to
sell
for
sale
sign,
they
don't
own
the
car.
It
is
a
yard
ornament
and
we
have
a
lady
across
the
street
trying
to
sell
her
home.
They
always
have
seven
and
eight
Vehicles
parked
there.
A
G
G
H
Of
the
field
that
Phil
rice
owns
people
on
bicycles
because
they
used
to
fix
bicycles,
come
through
there
and
buy
their
drugs.
The
last
home
they
lived
in
I
was
trying
to
get
the
address.
It
was
condemned,
it
was
tore
down,
they
are
hoarders,
CIO
went
to
put
in
stuff
in
the
attic
and
they
had
they
couldn't
do
it
because
they
have
so
much
stuff
which
number
one
is
a
fire
hazard.
A
window's
been
out
of
it
for
over
five
years,
and
it's
just
the
people
across
the
street.
H
This
lady
I,
don't
live
exactly
across
the
street
from
them.
I'm
here
to
represent
her
because
she's,
we
are
in
fear
of
retaliation.
We
know
he
is
retaliated
on
a
neighbor
and
so
we're
in
fear
of
retaliation
over
over
him
and
I
also
wanted
to
ask
the
what
the
status
is
of
the
field
becoming
a
well
the
sewers.
That's
my
concern.
We
have
a
rat
problem.
The
city
came
down.
They
picked
up
some
rats,
a
boy
that
lives
across
the
street
he's
been
there
three
years.
H
He
said
we
never
had
rats
before
my
dogs
killed.
Two
rats,
there's
rats.
We
have
rats,
and
now
you're
gonna
put
sewers
in
now,
I
mean
drain's
in
down
there,
so
it
that
is
a
big
concern
for
me.
Are
we
going
to
have
rats
falling
all
over
the
place?
There
there's
an
issue
there
and
I
also
would
like
to
know
what
the
status
is
of
the
field
becoming
station
or
house
that
Bill
Rice
homes
I
understand.
He
was
approached
about
putting
one
of
the
sewer
pumps
in
there.
H
I
I
I
H
G
I
think
Miss
Dusty
I
just
want
you
to
know
that
that
I,
like
I'm,
just
like
you
all
I,
live
here,
I
drink
the
same
water,
have
the
same
sewers
and
River
Rats
run
through
my
neighborhood
and
I
had
an
issue
myself
in
my
neighborhood
that
took
three
years
to
resolve
because
it
ended
up
in
the
cork
system
and
so
I
I
get
your
frustration
from
personal
experience
and
I
want
you
to
know
that
we're
not
insensitive
to
that,
and
one
of
the
reasons
why
we
created
the
website
to
report
a
concern
was
that
we
like
right
now.
G
And
took
notes
fine
and
I'm,
not
talking
about
just
saying
I'm
talking
about
my
many
years,
Rich
Katrina
Sam.
They
would
take
notes
and
between
here
and
tomorrow
morning,
that
might
get
lost.
They
might
get
something
done,
and
so
that's
our
way
to
kind
of
organize
those
things
and
I
I
hear
you
I
I
do
firmly
believe
that
that
is
a
good
system
to
keep
track
in
a
paper
trail
and
if
it's
in
there
now
at
least
he
has
something
to
go
back
and
look
for
so
well.
H
These
are
renters
and
they
pay
a
high.
He
gets
a
thousand
dollars
a
month,
so
he
won't
do
anything,
but
one
other
thing
I
would
like
to
mention
the
ordinance
and
I
know.
My
time
is
up
on
about
the
trash
cans
and
everything
I
actually
made
copies
and
took
it
down
there
and
put
in
every
one
of
my
mailboxes
on
our
end
of
the
street,
the
lady
that
has
the
wrap
problem
that
lives
at
this
address
called
the
city
water
department
and
asked
him.
If
that
was
really
true,
she
had
to
have
a
trash.
H
Can
they
said?
Oh
no,
that
they
didn't
know
anything
about
that.
So
maybe
you
need
to
have
your
employees
read
what
you're
putting
out
there
too
so
they're
familiar
in
case.
They
do
get
a
call
like
that
because
they
didn't
take
it
serious,
they
did
go,
buy
one
trash
can,
but
they
still
have
a
shopping,
cart
sitting
there
with
traction
open.
Thank
you
anything.
I
F
Mrsion,
thank
you
for
taking
a
moment
to
come
in
I
know
this.
Wasn't
easy.
You're
worried
about
retaliation
from
those
I
received
a
call
from
one
of
your
neighbors,
who
is
on
disability
of
all
things,
an
older
gentleman
who
was
the
subject
of
that
that
retaliation
and
that
type
of
harassment.
So
thank
you
for
taking
time.
B
That's
right
seeing
none
next
up,
we
have
communications
and
there
are
none.
Next
we
have
reports.
There
are
none
on
to
the
reading
of
ordinances.
Marta.
Can
you
give
second
reading
to
ordinance
2343.
G
Craig
just
discussion,
Mike
I
saw
you
sponsored.
That
was
that's
something
additionally,
they
needed
I.
Remember
we
did
our
aggregation.
Did
we
only
do
constellation
and
not
die
energy
at
the
time,
because
I
remember
when
the
guy
presented
they
discussed?
Is
this
something
additional
that
they
needed.
K
B
Are
you
there?
Okay,
Craig
has
a
question
about
this
ordinance
2347
resolution:
oh
yeah,.
I
A
I
K
J
B
G
That
any
and
all
corporations
but
add
in
there
after
corporations,
non-profits
or
limited
liability
companies
seeking
donations
from
the
city
of
American,
shall
provide
a
certificate
of
good
standing
from
their
higher
Secretary
of
State
prior
to
any
donations
being
made
from
the
city
of
Ironton,
with
the
exception
of
government
units.
A
E
B
So
you've
made
the
motion
in
Perry
seconds
roll
call.
C
B
Marty,
can
you
give
that
amended
resolution
2348
reading.
J
C
B
All
right
moving
on,
we
have
miscellaneous
mayor.
Do
you
have
anything
for
us.
I
I
believe
councilman
Haney.
They
were
left
off
this
evening
due
to
lacking
majority
super
majority,
to
put
them
into
effect,
but
one.
K
K
Resolution
amended
Haney
wanted
me
to
clarify
that.
I
F
I
I
G
So
the
reason
I
ask
is
because
it's
fresh
in
my
mind
and
in
case
people
are
watching
that
are
like
looks
Dora
I
thought.
That
was
a
cartoon
that
does
designated
outdoor
refreshment
area.
So
I
was
just
in
Peoria
Illinois
two
weeks
ago
and
they
were
having
an
event
downtown
that
had
that
had
outdoor
refreshment
area
with
beer
sales
and
they
had
tents
with
vendors
and
they
had
like
clothing
and
arts
and
crafts
and
people
making
like
cup
holders
and
candle,
candelabras
and
yeah.
A
G
G
Like
all
those
tents,
there
was
probably
a
thousand
people
on
the
riverbank
walking
through
these
tents
and
stuff,
and
we
went
in
they
have
a
planetarium
I
know
it
just
sounds
a
little
nerdy,
but
we
went
into
the
planetarium
and
looked
around
and
that
thing
I
think
was
going
on
from
like
eight
to
one.
We
came
out
of
the
planetarium
at
1
30
and
it
was
like
the
ghost
town.
All
the
tents
were
down.
Everything
was
it
reminded
me
of
Ironton
again,
because
there
was
nothing
nothing
going
on,
but
but
I,
but.
A
G
A
I
had
that
fresh
on
my
mind
and
was
thinking
you
know.
That's
that's
exactly
what
we
could
look
like
in
in
you
know,
July
and
August,
when
when
we
kick
that
off
so
it
it
was,
it
was
a.
It
was
a
pretty
cool
thing
to
see
and
to
kind
of
see
that
Vision
that
you
guys
have
with
the
designated
outdoor
refreshment
area,
so
yeah.
