my

it

we

not

I
understand
philip
mary

few
minutes.
I
did
get
word
from
marty,
gillum
and
doug
slaughter
that
they
would
not
be
able
to
attend,
and
then
I
spoke
with
stuart
mcbain
and
and
unless
stewart
joins
us
today.

I've,
given
him
an
absence
and
excused
absence
from
today's
meetings

and
also
those
through
uh
early
april,
he's
got
uh
some
specific
business
reasons
that
he
can't
attend.
So
we
should
be
uh
able

since
we
do
not
have
a

the

the

uh

Our
first
guest
is
dr
sandra
jordan,
the
chancellor
of
usc
aiken,
uh
thanks
to
sandra
for
joining
us
on
such
short
notice.
She
we
just
reached
out
to
her
late
last
week
and
she
agreed
to
spend
some
time
with
us,
giving
us
an
update
on
the
national
guard
dreamport,
as
well
as
the
advanced
manufacturing
collaborative
initiative
and
sandra
before
I
turn
this
over
to
you.

Funds
that
are
going
to
be
you
know,
hopefully
distributed
later
this
year,
uh
be
attributed
to
those
two
projects,
and
then
we're
also
going
to
be
speaking
with
city
city
council,
hopefully
within
the
next
two
weeks,
uh
trying
to
lay
out
our
strategic
planning
initiatives
and
with
that
some
requests
for
funding
and
some
of
those
funds
that
we're
going
to
request
will
also
be
tied
to
these
initiatives
as
well
with
that
as
an
introduction,
uh
I'm
going
to
turn
it
over
to
you
and
uh
we'll.
Let
you
go
through
your
presentation,
your
remarks
and
everyone.

Thank
you
so

keith

thank
you
so
much
for
your
support
um
of
these
two
projects.
We
believe
these
projects
could
have
a
pretty
significant
impact
on
our
community.
Can
you
see

Well,
I'm
going
to
start
with
the
advanced
manufacturing
collaborative
you've
been
hearing
about
this
for
six
years,
um
and
many
of
you
who
are
on
the
call
have
actually
been
instrumental
in
helping
make
sure
that
this
didn't
get
lost
in
the
shuffle
up
in
washington
dc.

So
the
advanced
manufacturing
collaborative
often
goes
by
the
name.
The
amc
and
what
it
is
in
effect
is
moving
many
of
the
research
agenda
items
from
the
savannah
river
national
laboratory
out
from
the
woods
and
out
from
behind
the
barbed
wire
onto
the
campus
in
a
brand
new
state-of-the-art
facility.

Additionally,
cyber
security,
as
you
can
imagine,
um
they're
very,
very
committed
to
cyber
security.
They
also
carry
as
part
of
their
mission
um
some
aspect
of
protecting
the
america
united
states
grid.
um
They
bring
that
expertise
out
from
behind
the
barbed
wire,
some
of
that
expertise
can
be
leveraged
by
business
and
industry,
banks,
hospitals
and
so
forth.
Added
manufacturing
is
another
area
of
expertise
for
them.
You
probably
know
this
as
3d
printing,
but
it
can
be
done
in
metal
and
in
plastics
as
well.

There.
There's
lots
of
con
conversation
about
this
in
the
manufacturing
sector.
They
talk
about
it
as
rapid
prototyping,
but
rapid,
prototyping
and
3d
printing
are
really
subsets
of
additive
manufacturing
process.
Intensification
is
part
of
what
they're
going
to
be
moving
out
of
the
current
location
and
into
the
amc.

This
of
course,
targets
dramatic
improvements
in
manufacturing,
processing
of
chemicals,
particularly
chemical
products,
by
rethinking
the
existing
operating
schemes
and
allowing
them
to
intensify,
intensify
um
the
manufacturing
while
reducing
the
cost
virtual
reality.
I'm
going
to
take
a
moment
on
that
one
separately
and
then
over
here
is
process,
something
that's
behind
everybody's
picture.

It
is
again
looking
at
ways
of
improving
processes
and
industrial
settings
computational
chemistry.
This
is
a
branch
of
chemistry
that
uses
computer
simulation.
It's
not
a
wet
lab.
It's
a
computer
lab
if
you
will
to
assist
in
solving
chemical
problems
and
then
over
here
is
the
new
one
that
we
requested
funding
for,
because
this
new
endeavor
is
not
currently
included
in
the
cost
of
the
building
and
the
setup
of
the
laboratories
at
the
in
the
amc
and
it's
bio
manufacturing.

It's
how
vaccines
are
created.
It's
where
amino
acids
get
added
to
food
products,
for
example
enzymes
that
go
into
food
products.
Protein
supplements
those
are
manufactured
instead
of
done
in
some
other
way
and
in
the
industrial
applications.
The
development
of
detergents
and
plastics
all
happens
today
in
bio
manufacturing.

They
also
have
an
educational
mission
and
they
are
very
committed
to
workforce
development,
so
it
also
gives
them
access
to
our

through
k,
students
who
come
in
through
the
ruth
patrick
science,
education
center.
Typically
on
a
typical
year,
50
000
students
or
more.
We
had
80
000
students
four
years
ago,
but
a
typical
year
is
more
like
50,
000
students
and
k-12
coming
through
that
facility
for
workshops.

This
virtual
reality,
um
sometimes
you
think
of
it
as
people
with
the
helmets
on
their
face
right
and
they're
doing
things
in
a
virtual
world,
but
it
is
where
industry
and
business
are
going
with
training
with
modeling
and
so
forth.
It's
done
through
virtual
reality.
Now
we
have
a
virtual
reality
program.
They
have
that
in
their
wheelhouse
of
expertise,
and
they
will
be
able
to
offer
that
up
as
a
way
of
helping
business
and
industry.

You
see
a
photograph
here
in
training
doctors
on
how
to
do
a
particular
kind
of
surgical
maneuver
through
virtual
reality,
so
they
could
offer
this
to
the
hospital
for
training
to
medical
schools
uh
and
so
on
and
so
forth.
The
drawings
that
you
see
here,
one
is
simply
have
somebody
in
a
virtual
reality.

Cockpit,
you
have
the
medical
procedure
taking
place
and
you
have
for
construction
purposes
and
design
purposes
ring
shear
studies
that
are
all
done
through
virtual
reality,
so
it
gives
you
a
chance
to
simulate
um
and
instead
of
just
using
pencil
and
paper,
it
uses
um
algorithms
and
complex
computer
programming
for
simulations
and
training
and
then
the
other
one
I
wanted
to
mention.
Specifically,
I
thought
pictures
would
you
know,
speak
a
thousand
words
was
the
applied
gaming.
This
too
is
a
modeling
program.

So
one
of
the
photographs
here
gives
you
an
industrial
um
interior
and
it's
it
looks
like
tonka
toys
or
something
of
what
you
call
those
things
legos,
but
this
is
what
the
game
would
look
like.
So
if
you
plop
down
a
different
route
for
moving
these
objects
through
the
ramps
and
so
forth,
where
people
are
making
changes
to
them,
how
does
it
impact
the
humans
on
the
line?
How
does
it
impact
storage
and
movement
on
the
floor?

All
of
that
can
be
gained
so
that
you
can
actually
have
situations
arise
where
your
forklift
has
to
move
through
here
to
move
something,
does
it
work
and
it's
so
much
cheaper
than
doing
the
actual
placement
of
these
multi-million
dollar
pieces
of
equipment
and
then
deciding
that
it's
in
the
wrong
place.
It
also
helps
with
um
other
issues.

You
just
see
some
of
our
students
here
using
a
robotic
figure
that
actually
you
can
use
to
train
nurses
on
doctors
on
and
you
can
program
them
to
die,
or
you
can
program
them
not
to
get
better
or
to
run
a
fever
or
whatever.
So
again,
this
gives
you
a
broad
range
of
opportunities
to
game
out
solutions
without
having
to
do
it
in
the
real
world
or
on
real
people
or
impact
real
spaces.

First,
so
again,
this
is
their
wheelhouse
and
I
think,
if
you
just
dream
a
moment,
you
can
figure
out
how
this
could
have
a
huge
impact
on
attracting
new
industry
and
businesses
into
our
area.
By
having
this
nearby,
where
they
can
walk
in
the
front
door,
you
don't
have
to
go
through
a
badging
process.

This
has
been
a
six
year
project
um
as
um
tom
hallman
knows,
I'm
not
the
most
patient
person
in
the
world,
so
this
has
really
helped
me
to
grow
as
an
individual
and
a
leader,
but
a
lot
of
people
have
been
involved
with
this
and
have
been
had
a
part
in
making
this
happen,
not
not
just
sandra
jordan.
Certainly
so,
where
are
we?
We
have
the
50
million
dollars.
That's
been
allocated
by
the
federal
government
for
the
construction
of
the
building.

We
have
a
land
lease
in
place
between
the
university
of
south
carolina
aiken,
signed
by
the
department
of
energy
and
the
aiken
county
commission.
We
have
announced
the
partnership
in
a
formal
manner.
We
have
a
placement
of
the
building
agreed
upon
where
it
will
be
located.
We've
done
all
the
land
analysis
that
had
to
be
conducted
in
order
for
the
federal
government
to
be
satisfied.

I
think
that
you
you've
already
started
with
the
assistance.
Many
of
you
wrote
letters.
Your
organization
has
written
letters
as
well
you're
pressing
for
the
extra
10
million,
which
is
important
to
them.
As
you
can
imagine,
bio
manufacturing
has
just
gone
crazy,
given
the
um
the
um
covid19
and
um
all
the
focus
on
the
development
of
vaccines
and
developing
them
rapidly
and
being
able
to
develop
them
rapidly.

Now
that
the
genome
has
been
studied,
the
other
piece
is
to
continue
to
talk
it
up
and
when
the
time
comes
even
before
it
begins,
we
need
to
be
talking
about
businesses
that
might
want
to
relocate
here
in
order
to
take
advantage
of
the
presence
of
a
national
lab.
That
is
not
a
high
security.
My
son
works
on
a
national
lab
out
in
new
mexico.
Same
thing
is
here:
you
got
to
go
through
a
badging
process.

You
have
to
clear,
have
the
clearance
of
security
um
in
order
to
get
out
there
and
to
even
do
anything,
it's
remote
and
so
forth.
This
is
going
to
place
all
of
the
benefit
of
the
national
lab
right
here
in
the
middle
of
our
town,
and
that
is
an
incredibly
powerful
thing.
So
the
next
thing
is
recruiting
business
and
industries.
Here,
we've
already
seen
that
work
uh
with
the
dream
court.

So
um
we've
been
working
on
this
for
about
four
years,
so
not
nearly
as
long
but
nonetheless,
it
feels
feels
like
these
things
move
very
slowly
but
again
we're
making
real
progress
and
it
has
a
funny
name.
So,
the
funny
name
here
you
can
help
us
a
lot
by
explaining
what
dreamport
means.
I
was
talking
to
some
legislators
about
funding
last
year
and
they
thought
we
were
putting
in
a
sleep
center
is
this
is
anything
but
a
sleep
center,
so
it
will
be
located
right
next
door
to
the
amc.

It
has
to
be
in
aitkin
county
and
at
any
rate,
so
we're
excited
about
that,
and
that,
of
course,
is
general
van
mccarty
signing
the
mou
with
me
there.
This
is
an
artist

what
it
could

Of
course
it
has
to
have
ache
and
brick,
but
um
this
is
a
facility
that
appeals
to
them.
I
will
tell
you
and
and
they've
looked
to
this
as
they've
talked
about
their
models,
but
let
me
go
on
and
show
you
what
this
can
do.

So
this
will
have
two
parts.
One
part
will
be
secluded
and
high
high
security,
and
it
will
be
the
home
of
the
125th
cyber
battalion,
we're
on
one
of
only
a
handful
of
state
states
in
america
that
have
their
own
national
guard.
Cyber
battalion
station
here,
they're
in
temporary
space
now,
um
but
they
want
to
build
the
supreme
port
in
order,
have
a
place
for
their
cyber
battalion
members
to
work
from.

They,
of
course,
are
committed
to
providing
cyber
security
for
the
state
for
the
nation
and
they
have
an
important
mission.
But
a
part
of
this
facility
will
also
be
open
to
the
public,
and
this
will
create
an
ecosystem
for
cyber
industry
work
and
for
them
to
partner.
So
this
is
a
wonderful
opportunity
for
them,
as
you
probably
can
guess,
the
biggest
money
coming
out
of
the
federal
government
to
support
cyber
terrorist
battle
is
for
the
military,
so
the
cyber
dream-
port
belonging
to
the
national
guard
means
that
they
have
the
latest
and
greatest
materials.

You
may
not
know
that
the
average
company
who
has
a
cyber
attack
and
malware
is
the
most
popular
now,
but
also
ransomware
cost
them
8.64
million
dollars
for
a
single
attack.
It's
a
huge
impact
on
the
revenues
of
a
company
or
an
industry.
Globally.
Cyber
attacks
are
costing
world
industries
5.2
trillion
dollars
a
year.

The
cost
of
protection
companies
are
investing
tons
of
money
to
try
to
protect
themselves
from
constant
cyber
attack.
I
think
the
department
of
defense
spends
8.5
billion
dollars
a
year,
just
in
guarding
their
cyber
components.
The
president's
budget
you
might
have
seen
15
billion
dollars
to
protect
the
white
house
and
the
west
wing,
as
well
as
um
jp
morgan
bank.
They
pay
600
million
dollars
a
year
for
cyber
security,
so
businesses
and
industry,
particularly
small
businesses.

They
can't
afford
that
so
they
have
here
a
place
where
they
can
go
for
workshops
for
training,
for
the
opportunity
to
learn
more
about
what
they
need
for
analysis.
We
have
a
new
cyber
program
here
as
well,
we'll
be
working
with
them.
Our
students
will
have
real
world
projects
again,
so
there's
a
benefit
both
on
the
educational
side,
but
for
business,
industry
and
small
town
uh
governments
and
so
forth.
So
the
nice
thing
is
once
again
no
red
tape.

So
the
dream
port,
like
the
amc,
then
has
a
non-secure
area
that
allows
individuals
and
any
kind
of
business
or
industry
to
come
in
and
learn.
They
will
hold
conferences,
they'll
have
workshops,
they'll,
work
on
one-on-one
solutions,
they'll
have
educational
partners
and
they'll
host
cyber
security
competitions.

Where
are
we
not
quite
as
far
along
as
we
are
with
the
amc?
But
this
is
again
only
a
four-year
project.
uh
Federal
permission
for
the
project
has
been
granted
from
the
dod.
The
federal
dollars,
15
million
dollars
have
been
approved.
They're
partnering
with
the
national
guard
partner
has
that's.
Us
has
been
approved.

The
project
is
scheduled
for
2024.
Of
course,
assuming
we
can
get
the
funding
one
more
time.
We
asked
for
funding
in
two
different
directions:
either
fund
it
through
the
plutonium
settlement
or
fund
it
through
appropriations,
we've
had
a
number
of
communities.
I
will
tell
you.
I
know
that
you're
taping
this,
so
I'm
not
going
to
name
names
who
have
tried
to
take
this
away
from
us
and
that's
why
the
mou
was
signed
with
general
mccarty
because
he
has
no
intention
of
putting
it
anywhere,
but
here
right
next
door
to
the
amc.

So
you
can
see
that
the
amc
helped
to
attract
the
dream
port.
Both
of
them
are
taking
advantage
of
the
university
here
and
what
kind
of
intellectual
capital
we
have
to
leverage
and
the
impact
on
education
and
the
workforce
for
gordon
business
and
industry.
The
medical
professions,
federal
and
state
entities
is
going
to
be
enormous.
I'm
happy
to
take
a

support

uh
We
will
need
to
as
we
move
along

follow
up

her
and
her
staff,
as
well
as
the
department
of
energy
as
the
new
contractor,
as
well
as
the
new
contractor
running
the
lab
and
the
state
there's
ways.

All

I
do

a
it's
a
fairly
brief
presentation,
um
so
I
hope
that
uh
our
other
commissioner
joins
us
fairly
soon,
but
uh
this
is
something
we've
been
talking
about
for
a
little
while
and
just
wanted
to
update
everybody
on
it.
um
I
think
we
looked
at
this,
our
our
last
uh
meeting
and
again
we're
going
to
concentrate
on
and
and
chris
I
did
this
just
for
you.

It's
just
over
two
acres
and
as
the
commission
knows,
we
we
did
enter
a
contract
to
purchase
this
site
to
facilitate
its
redevelopment
about
six
weeks
ago
we
had
expected
to
to
close.
Prior
to
this.
There
was
a
death
in
the
in
the
family
of
the
current
ownership,
uh
so
it
was
delayed
a
little
bit,
but
our
closing
is
anticipated
on
february
25th,
so
that
will
be
next
week.

We
have
entered
into
a
voluntary
cleanup
contract
with
the
department
of
health
and
environmental
control
here
in
south
carolina,
which
essentially
establishes
uh
that
that
we've
uh
got
a
good
idea
of
what
the
environmental
implications
are
for
this
property
and
that
we're
the
non-responsible
party.
um
The
state
uh
has
agreed
that
there's
been
a
good
deal
of
due
diligence
uh
in
pursuing
any
kind
of
uh
environmental
concerns
on
the
property,
uh
so
they
will
hold
us
uh
harmless
as
a
responsible
party
uh
for
things
that
uh
unknown
unknowns
uh
that
may
crop
up
later.

This
whole
eastern
portion
of
our
city
is
a
key
element
of
really
our
downtown
grid,
but
it
could
use
some
assistance
much
like
many
areas
in
our
community
and
looking
at
those
thoughts.
We
know
that,
with
the
jackson
petroleum
site
that
we're
going
to
purchase
we're
going
to
be
working
with
developers,
this
concept
shows
a
24-unit
multi-family,
affordable
housing
complex
with
a
significant
amount
served
that
site.

We've
also
had
some
engineering
done
to
make
sure
that
the
the
storm
water
would
be
taken
care
of
and
other
issues.
But
those
are
the
things
that
we
know
for
sure
is.
We
will
be
closing
on
the
property
and
then
we
will
begin
trying
to
get
proposals
from
very
various
developers
uh
have
a
little
beauty
contest.
If
you
will
for
people
who
are
well
capitalized
and
have
good
plans,
and
then
the
commission
will
really
get
involved
once
we
uh
do
own
this
property
with
trying
to
spearhead
its
continued
cleanup
and
then
redevelopment.

Now,
as
we
work
on
that
project,
we
have
engaged,
or
the
city
has
engaged
a
landscape,
architect
and
cranston
engineering
in
teamwork,
to
kind
of
do
a
basic
conceptual
plan
for
what
this
entire
block
between
richland
and
park
could
look
like.
There
is
some
existing
housing
in
the
area
that
is
dilapidated
and
we're
looking
at
that
over
on
this
side,
trying
to
envision
what
we
could
do.
This
plan
envisions
coming
in
with
a
rear
alley,
access
to
these
homes,
building
some
carports
and
doing
a
rehabilitation
of
some
of
the
housing
to
make
it
most
clear.

To
that
end,
uh
sabrina
craig
on
on
my
staff
and
I
have
been
working
on
an
application
to
the
department
of
housing
and
urban
development
through
our
community
development
block
grant
program
to
examine
whether
we
could
borrow
ahead.
Some
of
our
cdbg
allocation
to
do
essentially
streetscape
improvements
here
in
the
farmers
market
area
and
here
along
richland
avenue,
the
new
property
that
we'll
be
working
to
redevelop.

If
we
were
able
to
do
that,
the
city
has
about
a
million
dollars,
999
thousand
dollars
in
borrowhead
capacity.
That
would
then
be
paid
back
over
20
years
by
a
reduction
in
our
annual
entitlement
from
the
federal
government.
So
I
say
that
to
say
this
that
we
could
borrow
ahead
and
then
the
federal
government
would
basically
reduce
our
allocation
and
pay
the
loan
back.
So
there
would
be
no
direct
uh
aiken
south
carolina
taxpayer
expense
for
that.

If
it,
if
we
find
that
it's
possible
so
we're
in
the
process
of
trying
to
complete
that
application,
it
would
be
targeted
at
reducing
blight,
which
is
a
national
objective
of
the
community
development
block
grant
program.
We
had
a
conference
call
with
about
a
half
a
dozen
federal
officials.
Last
week
uh
we
reviewed
these
initial
concept.
Plans
discussed
the
uh
low
to
moderate
income
neighborhood
that
we're
targeting
here
and
there
was
for
a
call
with
federal
officials.

There
was
a
good
bit
of
enthusiasm,
so
we
think
we
may
be
able
to
step
in
that
direction
and
maybe
extend
our
investment
in
the
jackson,
petroleum
property,
to
really
lift
up
a
whole
area
of
the
city
that
we
want
to
see
start
the
ripple
effect
uh
neighborhood
neighborhood
by
neighborhood.
So
this
certainly
isn't
done,
but
things
are
moving
forward
and
at
the
very
least,
with
the
property
that
we
will
be
uh
taking
ownership
of
and
trying
to
work
with.

how
we're

control
of
the
farmers
market?
The
rest
of
this
is
just
working
with
some
conceptual
planters
to
see
what
might
be
possible.
So
basically,
I
was
separating
it
into
the
known
element
is
right
here
with
jackson,
petroleum
that
we
are.
We
are
committed
as
a
commission
to
move
forward
with
redeveloping
we're,
examining
the
possibilities
with
some
federal
funding
and
uh
private
interest
in
doing
streetscape
and
public
infrastructure
improvements.
That
would
then
support
investment
by
private
developers
in
these
single-family
homes
and
commercial
structures
in
partnership
with
us.

There's
already
been
a
good
deal
of
excitement.
I
spent
a
lot
of
time
talking
to
the
development
community
um
to
people
like
those
that
you
mentioned,
and
many
that
you
you
didn't.
um
This
is
something
that
I'm
trying
to
gauge
the
excitement
of
people
who
might
invest
in
the
future.
There
is
a
good
deal
of
excitement.
I
think
people
see
it
as
a
a
doable
project,
the
overall
budget
for
what
we're
looking
at.

The
cleanup,
as
far
as
and
it
depends

environmental
issues,
the
toxic
possibilities
are
cleaned
up
or
virtually
cleaned
up
now,

you
include
the
buildings

the
possibility

separate

think

I
ask.

That
is,
I
don't
have
a
definitive
answer
for
that.
It
could
be
um
six
months
to
a
year
before
we
have
all
that
we're
going
to
do
um
our
the
city's
uh
contractor.
That's
doing
all
the
environmentals
is
waiting
for
some
rain
to
stop,
so
they
can
drop
some
wells
and
do
some
monitoring
to
complete
that
picture
and
we'll
know
better,
uh
probably
around
the
april
time
frame
exactly
what
they
determine.

know
if
the
city
has
uh
existing
idea
or
plan
or
priority
or
purpose
for
a
certain
piece
of
land
or
a
certain
part
of
the
first
validate
and
affirm
that
with
with
the
city
itself
and
then
set
about

strategically
work

the
the
knife's
edge,
the
leading
the
hand
of
the
city.
So
to
speak,
um
to
try
to
accomplish
those
things
and,
for
instance,
there's
there's
use
by
right
issue:
land
all
over.

so
you
know
this
seems
timely,
because
that
to
me
is,
would
be
sort
of
the
part
of
the
process
on
this
land
that
that
we'd
acquire
it
and
then
we'd
go
through
the

effort
to
to
engage
or
develop
interest

private

developers

do
the
plan.
um
And
then,
if
they
don't
do
that,
we
may
sit
on
it
for
a
while.

not
a

may

a
an
imminent
need
to
go
right
into
trying
to
start
turning
dirt,

but
at
the
same
time
there
might
be
other
pieces
of
property.

might
be
other
areas.

been

lot

conversation

last
couple
of
weeks
about
union
street
um
and
there's
a
broader
plan
for
all
that
area,

so
you

we
know
what
those
plans
are

they
indeed

priorities

the

the
interest
of
the

entities

ours
um
engaged
in
a
variety
of
ways,
but
I
think
if
we,

we're,

we
all
sort
of
come
to
an
agreement
as
to
what
our
role
is
going
to
be

what
we
really

is
going
to
help
us
um
and
uh
and
yeah
that's
a
pretty
rambling
wide-open
open-ended
set

thoughts.

but
I
do
think
we've
got
some
some
work
to
do,
and
you
know
in
terms
of
finding
our
our
specific
uh
defining
our
strategy
in
our
specific
place
within
the
whole.

project
is
moving
us

where

part
of

an
opportunity,

clearly

adhere

strategic
plan

we've

worked

really
does
key
on

development
of
housing
and
identifying

properties

can
make
a
difference.
So
I
think
it's
kind
of
a
textbook
case
that
demonstrates
our
capabilities

not
think
that
we

just
give
all
of
our
attention
to
the
one
child
and
ignore
all
the
others.
