A
Notice
out
to
the
public,
for
this
meeting
was
given
as
a
it
was
published
as
a
legal
notice
on
December
13
2017
in
the
Aiken
standard
notice.
Also,
two
contiguous
property
owners
was
mayor
on
or
before
December
15
2017
notice
of
this
meeting
was
set
by
December
29th
2017
for
posting
on
the
city
web
page,
and
it
was
sent
to
the
city
clerk
for
posting
on
the
Finance
and
Administration
Building
notice
board
and
the
municipal
building
notice
for
what
24
hours
before
this
meeting
agenda
sheets
were
mail
or
email
to
interested
parties.
A
A
C
A
D
We
do
have
the
final
works
of
the
meeting.
These
were
gotten
gotten
around
a
little
bit
late.
We
were
trying
to
figure
out
whether
this
is
my
first
time,
I
guess,
with
the
with
the
two
meetings
in
January,
trying
figure
out
whether
this
would
count
as
they
for
the
regular
meeting.
So
we
have
them
available
again.
It
was
fairly
short
notice
to
you.
If
you
had
not
a
chance
to
review,
we
will
have
to
have
mr.
Patna
to
come
in
to
sign
because
he
was
a
member
boating
at
the
time.
A
Since
this
is
the
first
meeting
of
the
year,
the
board
you
have
the
opportunity
to
elect
your
leadership
for
the
coming
year,
have
the
election
of
officers.
You
receive
the
information
in
your
packet.
We
will
start
with
the
election
of
the
chair,
so
the
floor
is
now
open
for
the
nominee
nomination
for
the
chair
of
the
board.
C
A
A
F
C
A
A
A
D
So
we
as
staff
we're
trying
to
figure
this
out.
We
had
a
bit
of
a
log
jam,
but
the
way
the
schedule
lines
up
next
year
with
the
the
New
Year
holiday
and
so
trying
to
between
the
DRB
and
the
Design
Review
Board
and
your
board.
We
try
to
figure
out
a
way
to
fit
that
December
meeting
in
as
close
to
the
date
as
possible,
and
that,
in
this
case,
we
would
like
to
present
may
be
doing
that
a
week
earlier
than
the
fourth
Tuesday
doing
it,
the
third
Tuesday.
D
A
You
may
I
may
let
the
board
know
that
you
and
I
did
have
a
phone
conversation
regarding
this,
and
it
was
my
suggestion
that
we
eliminated
the
first
meeting
in
January
2019
and
just
have
one
meeting
in
lieu
of
a
earlier
meeting
in
December.
But
it's
up
for
discussion.
The
board
made
I'll
consider
adopting
this
schedule.
Our
recommending
a
second
scheduled
substitute
scheduled
to
the
planning
director.
A
F
Well,
mr.
chair
I,
personally,
don't
have
a
problem
with
the
regular
meeting
dates
as
outlined
2018,
with
again
not
being
able
to
project
the
type
of
items
were
going
to
be
hearing
during
the
year.
I
would
think
if,
if
no
one
objected
holds
meeting
in
December
just
so
that
the
work
log,
the
backlog
doesn't
further,
you
know
in
any
way,
but
I'm
amenable
to
personally
I
mean
it
won't
be
anything
but
December
18th
might
prevent
anything
from
being
stacked
up
and
having
a
January
meeting
really
loaded
up,
because
we
did
have
a
meeting
in
December.
A
A
A
A
Now
call
your
attention
to
application:
18,
9,
2,
0,
0
1.
It's
a
request
for
a
special
exception
to
allow
a
telecommunications
and
tenor
on
a
new
utility
pole
and
that
it's
located
at
the
properties
on
South,
come
on
South,
Carolina,
Department
of
Transportation
right
away,
and
it's
located
at
the
northwest
corner
of
South
Aiken
Lane
and
South
Aiken
Boulevard.
A
D
In
this
case,
we
have
Kimberly
Adams,
representing
crown
castle
in
G,
East
LLC
desiring
to
put
a
approx,
and
we
have
a
memo
to
you
which
we
will
label
exhibit
F
to
clarify
the
height.
The
height
would
be
approximately
37
feet,
6
inches
the
35
feet
referenced
in
the
memo
was
the
height
of
the
pole
without
the
additional
installation.
So
that's
the
difference
between
those
two
numbers:
it
generally
at
the
northwest
corner
of
South
Aiken
Lane
and
South
Aiken
boulevards
again.
D
D
This
would
be
using
a
new
pole,
and
so
it
kind
of
comes
down
to
the
broad
definition
the
city
has
of
a
telecommunications
facility,
because
it
it's
essentially
any
new
installation
of
a
telecommunications
device,
Falls
more
in
line
with
our
process
for
a
tower.
So
this
is
again
probably
not
a
installation
that
was
foreseen
at
the
time.
D
This
was
written
that
the
technology
would
get
to
this
scale
to
be
able
to
reach
smaller
areas
and
so
recognizing
that
the
most
appropriate
place
list
of
the
zoning
ordinance
for
that
because
it
is
within,
although
it
is
within
sed
ot
right
away,
is
also
within
the
Aiken
corporate
limits
and
the
zone
district.
And
so
that's
why
it
comes
before
us
special
exception.
And
so,
if.
A
F
F
Should
the
planning
staff
address
this
as
something
that
can
be
determined
by
staff
or
put
into
categories
where
we
wouldn't
have
to
here
every
one
of
these
it
would
that
would
come
before
us,
because
that's
what
appears
that
it
would
every
one
of
these
types
of
towers
would
have
to
come
to
us.
Is
that
right,
correct.
D
So
the
staff
response
to
that
would
be
that
at
the
time
I
think
we
had
two
franchisees
and
I
think
when
the
previous
application
came
through
I
think
we
still
only
have
two
franchisees
with
with
city
franchise
agreements
to
which
these
would
apply.
So
we
didn't
necessarily
know
the
frequency
that
we
might
start
receiving
these
requests
at
that
time.
But
if
it
does
look
like
something
that
would
be
regularly
something
that
would
be
acceptable
under
certain
parameters,
then
staff
can
definitely
look
into
amending
ordinances
to
come
more
in
line
with
the
current
technology.
H
H
Hopefully,
you've
seen
the
pictures.
I
have
more
if
you
like
them,
but
it's
pretty
pretty
simple:
wouldn't
utility
pole
with
the
antenna
on
top
and
a
small
radio
approximately
about
10
to
12
feet
up
the
pole.
So
it's
outside
of
there
we
go
outside
of
the
any
kind
of
traffic
or
or
kind
of
human
began
to
reach
it
I'm
glad
to
answer
any
other
questions,
but
as
mr.
H
H
Or
backhaul
technology
is
basically
what
you
see
going
out.
You
have
your
antenna
there
and
you
have
your
radio.
What
you
don't
see
going
on
would
be
the
fiber
underground
that
then,
is
back
hauling
that
antenna
to
a
traditional
tower
site,
so
that
is
where
the
carrier
signal
would
take
over
there.
Thank.
I
H
H
H
F
Sure,
okay,
just
direct
the
direct,
the
concern
for
safety,
doing
construction
and
knowing
it
takes
today
and
putting
up
power,
poles
and
the
light.
But
while
I
was
there
today,
I
didn't
notice
a
child
walking
along
the
sidewalk
I'm,
not
sure.
Maybe
she
was
it
looked
like
she
was
going
to
South
Aiken
high
school,
all
I
say
is
I
just
caution
that,
if
you're
doing
normal
business
hours,
hopefully
school
will
be
in
session,
and
you
won't
see
over
a
little
foot
traffic
in
that
area.
H
H
Yes,
definitely
I
mean
we,
we
definitely
we
have.
Our
professional
crew
should
definitely
probably
if
we
need
to
close
the
sidewalk.
Well,
obviously,
let
the
city
debt
know
that
I,
don't
I,
think
actually
probably
constructionwise.
The
the
route
you
have
is
south
to
Aiken
boulevards,
probably
the
south
they
can
delay
inside
would
be
probably
a
better
route
to
go
about
it.
Maybe.
F
H
E
F
F
A
D
C
A
A
If
I
may
continue
the
dialogue
that
I
should
have
at
the
opening
at
the
opening
that
any
person
that
wishes
to
address
the
board,
we
asked
it
to.
Please
occupy
the
podium
in
front
of
the
board.
Please
state
your
name
and
address
in
a
person
that
wish
to
receive
copies
of
today's
recent
presentations
to
the
board.
You
may
sign
up
on
the
sign-up
sheets,
just
beyond
the
double
doors
or
you
may
call
the
planning
department.
Thank
you.
I
now
call
your
attention
to
application
18
nine
to
zero
zero.
A
D
You
have
you
have
three
comments
that
you
received
within
your
packet
that
was
delivered
to
you.
You
also
have
a
memo
from
staff.
Today's
date
with
free
additional
comments
received,
which
you
received
at
the
beginning
of
the
bought
the
staff,
a
label
that
has
exhibit
death.
You
received
two
additional.
D
D
This
request
is
coming
before
you
as
a
special
exception.
The
application
from
poured
out
ministries
is
to
allow
institutional
uses
which
include
faith-based
activities,
community
community
service
activities,
life
skills,
training
and
boarding
of
college
students
at
a
property
at
1,000
whisky.
Road
property
is
a
single
family
residence
with
accessory
residents
to
the
rear
and
is
zoned
rs.15.
The
area
in
the
general
vicinity
is
all
zone
rs.15
and
all
sides.
D
It's
a
bit
of
a
unique
application
in
that,
because
of
the
numerous
kind
of
components
to
the
activity,
it
was
difficult
to
define
whether
it
would
strictly
be
a
group
living
activity,
whether
it
would
be
an
institutional
use
or
perhaps
even
a
community
service
use.
The
applicant
has
requested
to
be
considered
as
an
institutional
use
which
would
allow
the
special
exception
process.
So
within
the
city
of
the
end,
zoning
ordinance
in
the
residential
single-family
districts
group
living
is
not
permitted
as
a
primary
use.
D
D
Within
that
process.
You
would
also
be
able
to
side
whether
that
was
a
bit
whether
the
group
living
would
be
acceptable
as
a
secondary
use,
which
would
be
probably
the
only
possible
way
that
it
would
be.
It
could
not
be
the
primary
we
decided
as
the
primary
use
on
the
site.
It
would
have
to
be
an
accessory
use
for
our
zoning
table.
D
So
again,
the
threshold
would
be
is
whether
whether
the
board
would
be
comfortable
with
the
use
being
considered
institutional
as
a
primary
use.
Whether
then,
a
group
living
component
would
be
acceptable
as
a
accessory
use
to
that,
and
then,
if
both
of
those
are
satisfied,
then
whether
the
the
app
the
proposed
use
would
meet
the
eleven
special
exception
criteria.
A
D
Mr.
chair
one
helpful
piece
of
the
agenda
pack
and
exhibit
a
page
five.
We
list
some
of
the
some
of
the
definitions.
Out
of
our
definition,
section
of
the
zoning
ordinance
a
group
home
a
type
one
group
home
is
defined
as
a
home,
serving
nine
or
fewer,
mentally
or
physically
handicapped
persons,
provided
at
the
home,
provides
care
on
a
24-hour
basis
and
is
approved
or
licensed
by
state
your
Department
for
that
purpose.
So
it's
a
it's.
D
It
aligns
of
the
state
definition
of
a
group
home
essentially
in
our
code,
a
type
2
or
type
3
group
home
I'm,
not
sure
these
might
have
been
separate
uses
at
one
point
that
that
was
combined
somewhere,
because
we
don't
have
a
differentiation
between
a
type,
2
or
type
3
group
home
in
our
code,
but
essentially
says
that
any
group
living
that
doesn't
meet
the
definition
of
a
type
1
group
home
would
fall
into
the
type
2
or
type
3
category
as
a
primary.
Although
they
thank.
D
Mr.
chair,
just
one
additional
comment:
I
would
point
out
on
the
staff
comm
the
staff
memo.
This
is
a
bit
nuanced,
but
the
staff
under
exception
item
nine,
which
is
the
historical
significance
of
the
property
staff,
responded
that
it
is
not
within
the
aiken
historic
overlay
nor
located
on
the
bombe
taken.
Historic
Register,
which
is
accurate.
However,
it
is
within
a
district,
is
a
national,
a
district
on
the
National
Registry
called
the
historic
Aiken
winter
colony,
historic
district.
One.
A
D
There
there
has
I,
don't
believe
it
has
been
a
business
like
since
established
thus
far,
the
applicant
could
probably
answer
this
question
better
than
I,
but
at
the
time
of
filing
they
had
filed
for
a
non
nonprofit
status
and
that
was
pending
so
I
believe
they
could
address
whether
they
had
received
at
at
this
time.
Thank
you.
D
Can't
speak
to
the
specific
building,
all
the
specific
building
code
additions
that
would
be
necessary.
There
would
be
some
for
my
discussions
with
the
building
inspections.
Division
likely
would
be
some
more
interior
supplier
suppression
necessary,
but
not
necessarily
exterior.
They
would
need
some
additional
information
from
the
applicant
on
specifics
of
that.
If
this
were
approved
to
to
accommodate
that.
D
A
M
A
M
The
first
thing
that
we
spoke
with
mr.
bland,
the
best
way
that
he
said
to
start
would
be
to
talk
about
why
we
would
like
to
be
considered
a
religious
institution
versus
going
under
the
zoning
category
of
group
living
and
pretty
much.
The
idea
of
report-out
ministries
is
Christian
community.
Our
primary
goal
is
not
to
rent
rooms
to
college
students.
That
is
part
of
the
ministry.
M
It
is
a
program
we
would
have
students
coming
to
live
on
a
house
with
our
family,
so
our
family,
which
is
us
plus
our
two
daughters,
would
be
permanently
living
there.
That
would
be
our
permanent
home.
We
plan
to
live
there,
hopefully
for
a
very
long
time.
I'm
doing
this
ministry
and
these
students
that
would
be
coming
in
would
be
going
on
a
yearly
basis,
which
is
consistent
with
the
USDA
housing
requirements
that
they
have.
M
They
asked
them
to
sign
for
at
least
a
year
if
they
have
to
cancel
it's
different
and
they
have
a
lot
of
different
policies
for
that.
But
we
would
have
them
come
live
for
a
year.
They
would
be
they're
renting
a
room
and
the
reason
we
are
wanting
them
to
pay
rent
for
this
room,
and
not
just
have
students
come
in
and
out
as
they
please
is
a
lot
of
it
is
to
teach
them
budgeting
responsibilities.
What
it
is
like
when
you
go
out
of
college,
so
they'll
have
the
opportunity
to
understand.
M
This
is
what
rent
looks
like
this
is
what
utility
bills
look
like
that
type
of
thing
most
students
they
don't
have
that,
and
especially
if
they
live
on
campus,
which
is
a
wonderful
thing
they
still
most
of
the
time,
have
their
parents
doing
that
type
of
thing.
We
also
know
that
for
USC
Aiken,
and
especially
for
a
contect
most
of
it
is
a
commuter
campus
statistics.
I
looked
up,
you
have
70%
that
are
living
off-campus.
M
You
have
20%
that
are
on
so
a
lot
of
our
students
in
Aiken
are
off-campus,
and
we
want
to
provide
an
opportunity
for
them
to
live
in
a
Christian
community
in
this
house,
where
they
are
able
to
gain
some
independence
where
they
are
able
to
learn
cooking.
The
two
life
skills
that
were
mentioned
are
cooking
and
budgeting.
We're
not
teaching
them
specific
things
for
rehabilitation
or
treatment
for
any
kind
of
things
that
they
have
been
categorized
in.
M
These
are
just
students
that
we're
basically
trying
to
teach
how
to
go
out
in
a
community
and
be
wonderful
citizens
and
adults
as
they
graduate
college.
Most
of
it
would
be
we're
going
to
be
doing
Bible
studies,
accountability,
partners,
a
lot
of
it
can
be
classified
as
discipleship
for
these
students
and,
along
with
that,
we
would
be
having.
We
have
spoken
to
the
BCAM
I'm
director
for
USC
Aiken,
and
we
have
told
her.
A
C
M
Is
a
religious
nonprofit?
We
were
formed.
If
you
look
it
up
on
the
Secretary
of
State
website,
you
can
find
us
as
we
are
incorporated
on
August
4th
of
this
year.
That
was
no
longer
well
last
year.
That
is
when
we
filed,
and
we
are
also
that
have
our
tax
ID
number
if
we'd
be
happy
to
read
it
to
you.
We
do
have
that,
so
we
are
officially
registered
for
things
like
that.
It
is
a
ministry
that
we
personally
started.
M
We
have
had
people
ask
us
if
we
want
to
be
connected
or
affiliated
specifically
with
a
church
and
through
that,
and
we
are
both
members
at
Mill,
Brook
Baptist.
We
love
our
church,
but
we
did
not
want
to
limit
it
to
one
church,
because
there
are
college
ministries
that
go
to
many
different
churches
and
we
wanted
to
bring
all
of
those
together,
hopefully
through
this
ministry,
so
they
are
getting
to
know
one
another.
There
is
community
between
that
age
group
and
hopefully
between
churches.
Because
of
this
now.
M
Youth
groups
we
currently
have,
since
we
moved
a
taken
over
five
years
ago.
New
six
years
we
have
been
working
with
the
Millbrook
youth
group,
and
we
have
had
two
students
who
have
lived
in
our
home
over
the
last
two
years.
They
are
both
people
that
we
have
met
through.
The
youth
group
have
gotten
to
know,
and
that
is
how
they
ended
up
living
at
our
house
and
doing
this
ministry.
M
We
do
want
to
be
able
to
go
to
each
youth
group
from
all
churches
and
say
if
your
student
is
currently
going
to
be
staying
in
Aitkin
and
it's
going
to
be
going
to
college.
We
would
love
to
offer
them
this
opportunity
for
Christian
living
I'm
a
community
in
Aiken.
If
they
are
going
to
be
choosing
to
live
at
home
or
looking
for
an
apartment,
we
would
love
them
to
have
that
opportunity.
M
We'd
also
love
to
talk
to
BCAM,
Campus
Outreach,
all
of
the
Christian
organizations
that
are
at
USC
Aiken
and
make
sure
that
they
know
when
people
are
calling
them
to
get
information
about
joining
their
ministry
on
campus,
that
they
would
be
able
to
also
tell
them
hey.
If
you
were
looking
for
housing,
this
is
an
opportunity
that
we
have.
We
work
with
this
ministry
and
that
type
of
thing,
I'm.
N
And
for
choosing
the
students
there
would
be
as
we
get
in
contact
with
them
or
they
reach
out
to
us
there
is.
We
haven't
fully
developed
it.
Yet
there
will
be
a
survey.
They
fill
out
an
interview
process
for
a
selection
for
me
because,
as
large
data,
our
family
will
be
living
in
this
house
as
well,
so
our
concern
will
be
who
we
choose
living
in
with
us
as
well.
Well,.
M
M
Depends
on
the
applicants
for
the
year.
We
do
know
that
no
male
or
female
would
be
sharing
a
restroom
that
our
bathroom
that
would
not
be
occurring
in
the
house.
They
all
the
rooms
except
for
two
of
them-
will
hopefully
be
having
their
own
private
bath.
The
accessory
building
would
definitely
be
same
gender.
There
would
be
no
way
that
there
would
be
have
two
different
genders
living
in
the
two
rooms
in
the
accessory
building.
E
M
Ma'am,
it
would
be
rules
specifically
for
the
students
per
specific
things
for
when
rent
is
due
and
that
type
of
thing
for
what
their
expectations
are
as
far
as
keeping
their
room,
clean
or
assisting
with
common
areas,
and
things
like
that,
they
are
gonna,
be
asked
to
help
cook
as
part
of
the
program,
so
they
learn
and
meal
planning
and
budgeting
and
shopping
for
food,
and
things
like
that,
so
hopefully
they're
not
cooking
macaroni
and
cheese.
When
they're
adults,
some.
E
M
Ma'am
not
at
all
we
said,
even
if
they
are
legal
drinking
age,
we
don't
feel
that
it's
appropriate
for
us
to
have
them
be
able
to
do
that
in
the
house.
So
and
if
they
did
come
home
inebriated
in
any
type
of
way,
there
would
be
a
consequence
and
then,
if
it
happened
a
second
time
they
would
be
kicked
out
of
the
program
because
that's
not
consistent
biblically
with
our
standards
so
and.
N
Along
with
the
the
survey
beforehand,
the
the
questionnaire
kind
of
we
would
get
when
they,
if
we
select
them
and
they
agree
to
it,
we
would
basically
have
all
this
not
listed
out
in
the
contract
for
them
to
sign.
We
don't
know
all
the
details
of
that,
yet
that
would
still
come,
but
a
lot
of
what
Laura
is
speaking
to
would
be
in
some
sort
of
written
kind
of
agreement,
contract
between
us
and
the
students.
I
guess.
A
M
M
We
would
like
them
to
be
able
to
have
people
come
over
and
hopefully
that
we
could
introduce
them
to
Bible
study
or
discussions
that
are
biblically
related
and
that
type
of
thing
now
they
would
have
very
specific
rules
on
how
long
they
would
be
able
to
stay.
We
are
gonna,
have
quiet
hours
on
the
property,
and
specifically,
we
know
there
was
a
lot
of
question
about
parking
for
the
property.
We
will
say
right
now
there
will
be
no
parking
on
the
street.
We
will
not
allow
that.
M
We
understand
that
we
in
our
neighborhood
when
there's
a
lot
of
cars
on
the
street.
It
makes
it
difficult
and
we
have
children
we
understand
there
are.
We
did
go
and
/
our
realtor
talking
to
the
owners
realtor.
We
were
able
to
go
and
count
parking
spaces
on
the
property.
Yesterday-
and
there
are
13
currently
available,
that
does
not
include
spaces
that
are
on
just
parking
on
the
driveway,
but
actual
parking
spaces.
M
A
M
They're
there
for
studying
or
hanging
out
with
our
students
being
a
Christian,
we
definitely
feel
like.
There
is
evangelism.
Now
they
will
be
asked
to
have
the
same
rules
that
we
have
for
the
house.
There
is
no
violence,
there
is
no
foul
language,
there
is
no
sexual
relations
or
anything
like
that.
That
will
be
happening.
They
will
not
be
allowed
to
go
upstairs
to
the
bedroom
area.
They
will
remain
in
the
common
areas
of
this
house.
M
M
We
want
to
do
quiet
hours
for
our
students
from
7
to
10,
7
a.m.
oh
sorry,
10
p.m.
to
7
a.m.
and
then
for
visitors.
We
still
need
to
talk
with
our
board,
but
for
our
house
when
we
have
had
our
students
living
there,
we
ask
that
their
visitors
be
gone
by
11
p.m.
or
12
p.m.
on
special
occasions,
and
they
do
have
to
clear
that
with
us
to
make
sure
now.
Obviously,
no
overnight
guests.
K
M
Are
currently
when
we've
looked
at
the
floor
plan,
there
is
one
room
up
on
the
second
floor
that
currently
has
two
built-in
desks
that
could
be
converted
to
a
bedroom.
That
is
the
only
room
that
we
want
to
convert.
Nothing
downstairs
would
change,
but
that
is
consistent
with
the
floor
plan,
because
those
are
all
bedrooms
there.
We
want
to
have
six
students.
The
only
way
that
we
would
get
to
eight
students
would
be
if
they
applied
for
financial
reasons
to
have
a
roommate
in
their
room.
M
That
is
just
to
help
some
of
the
students
that
mainly
the
reason
they
may
still
be
living
at
home
is
they
were
not
able
to
afford
to
go
off
to
college
or
even
a
faviell
to
keep
an
apartment
in
Aitkin,
and
so
that
is
the
only
way
we
would
have.
Eight
students
would
be
if
two
of
those
students
maximum
were
to
ask
for
financial
is.
M
M
M
Most
likely
there
would
be
at
least
we
will
live
there.
We
are
planning
on.
If
we
are
able
to
get
the
house,
we
will
have
security
cameras,
obviously
not
in
bedrooms,
but
we
do
want
to
put
them
in
hallways
in
common
areas
just
so.
There
is
no
question
on
the
activities
that
are
going
on
in
the
house.
I
Yes,
this
is
nasiha
I'm
hearing
a
very
you
know,
admirable
idea
here,
I'm
struggling
with
what
you're
trying
to
pull
off
and
where
you're
trying
to
pull
it
off.
What
you've
mentioned.
You've
had
a
couple
borders
before
I
made
you.
What's
your
experience
with
trying
to
manage
this
enterprise
that
you're
going
in
other
than
your
faith
and
goodwill,
and
your
want
to
witness
I
mean
this
is
this-
is
quite
an
enterprise
you're
trying
to
embark
upon
in
an
otherwise
residential
neighborhood
I'm
sure
the
residents
would
probably
be
comforted
with
a
level
of
expertise.
M
I
can
speak
to
the
fact
I
when
I
graduated
from
college
I
am
a
teacher
that
I
do
have
that
experience
I've
taught
for
one
year
and
then
I
went
back
to
graduate
school
at
the
Citadel.
I
also
worked
in
a
nursing
facility
for
a
year
while
doing
that
with
people.
That
is
what
I
do
I
have.
This
is
my
third
year
teaching
at
Aiken
preschool
granted.
M
That
is
a
different
dynamic
of
aged
students,
but
I
do
manage
a
classroom,
I
teach
music
at
First
Baptist
and
also
we
have
been
working
with
college
or
you
age.
At
least
for
15
years
I've
been
leading
Bible
studies,
I've
been
working
with
youth
groups.
We
have
been
on
mission
trips
before
we
have
organized
events.
M
G
I
That's
why
I
asked
the
question
you
got
quite
a
bit
of
coming
and
going
with
any
number
of
people,
some
of
whom
we're
paying
you
rent
and
that
you've
vetted
in
the
cheap,
but
it's
it's
I
guess
where
I'm
struggling
is
I,
hear
a
lot
of
want
to
of
this
I.
Just
don't
hear
a
lot
of
structure
on
how
this
is
gonna
come
off.
You
know
when
it
when
asked
about
I
mean
your
participation
rate.
Is
it
how's
that
tied
in
to
your
rental
scheme?
M
Depending
on
the
the
infraction
there
is
a
warning
now
I,
there
are
some
things
that
won't
obviously
not
be
tolerated.
Sexual
relations
on
the
property,
absolutely
not
they're
gone
immediately,
any
type
of
physical
violence
or
some
there
are
certain
things
that
that
is.
There
is
no
morning
for
that
I--dude
stay
in
and
we
are
still
compiling
this
and
making
sure
we
go
over
with
our
board
what
this
looks
like,
but
if
there
is
an
infraction
they
are
able
to
have
a
learning
and
then,
if
it
happens
again,
okay,
we
would
love
to.
M
A
M
E
M
Would
hope
that
the
camera
we
do
want
other
adults
to
be
volunteering
at
the
house.
All
the
time,
but
I
would
say
is
if
you
have
women
just
to
give
an
example.
We
are
neighbors
across
the
street
that
just
recently
moved
had
nine
children.
They
had
teenagers
all
the
way
down
to
six-year-olds.
They
did
not
have
an
adult
there,
the
entire
time,
but
hopefully
through
the
vetting
process.
We
are
trying
to
also
instill
trust
in
these
students.
We
are
expecting
them
to
behave
a
certain
way.
If
they
do
not,
there
are
consequences.
M
So
for
the
times
that
we
are
out,
we
would
hope
that
the
security
cameras
that
would
be
able
to
show
their
behavior
when
we
can
look
at
it,
we
can
watch.
We
would
be
able
to
trust
them.
These
are
legal
age
students
that
can
vote
that
can
go
to
war
that
can
do
also.
We
would
like
to
be
able
to
trust
them
if
they
are
participating
in
this
ministry.
F
F
This
is
this
is
something
that's
that
I'm
having
a
problem
with
in,
in
the
light
of
six
to
eight
college-age
students
in
managing
that
plus
their
guests,
plus
the
fact
that
fronts
whiskey
Road-
and
this
is
an
entranceway
to
that
community-
there
are
three
basic,
three
or
four
entrances.
This
is
one
of
the
more
popular
entrances
to
that
area.
My
concern
is
the
the
aspect
of
traffic
safety,
whiskey,
road
being
a
major
arterial.
F
B
F
Why
six
to
eight
and
why
not
more
or
why
not
a
location
that
could
be
more
suited
for
something
like
this,
where
you
want
to
live
plus
you
want
to
have
increase
your
family
size.
If
you
will
and
that's
what
you're
doing
is
increasing
your
family
size
to
six
eight,
it
could
be
more
at
times
what
about
other
locations
that
would
be
closer
to
the
source
of
the
students,
ie,
a
context
or
usca,
as
opposed
to
across
town,
so
to
speak
in
an
established,
single-family
neighborhood.
What
tell
me
tell
my
local,
but
why?
F
M
Have
been
searching
real
estate
in
Aiken
for
close
to
a
year
and
a
half,
there
are
very
few
houses
under
a
million
dollars
that
have
this
number
of
bedrooms
and
bathrooms
that
is
suited
to
this
type
of
living,
some
of
them
if
it
goes
way
up
in
the
price
range
they
have
them,
but
the
bathrooms
are
not
compatible
to
having
private
baths
for
almost
all
of
the
residents
main
reason.
That
is
why
we
chose
this
house
and
because
it
has
been
vacant
for
three
years
and
it
is
visible
on
whiskey
Road
to
the
public.
M
One
thing
that
I
know
is
part
of
it
is
we
want
to
shed
a
great
light
on
this
age
group
of
students
and
how
fantastic
they
are
and
how
they
can
be
wonderful
members
of
the
community,
but
that
is
the
main
reason
that
we
did
choose
that
house,
and
that
is
why
the
size
is
what
it
is
is
because
that
is
what
is
conducive
for
that
house.
Another
six
to
eight
is
really
so
that
is
the
maximum
amount
of
students
living
there
that
we
felt
we
could
handle.
M
That
is
why
there
isn't
ten,
because
that
would
make
rent
cheaper
for
them,
which
would
benefit
the
students,
but
we
didn't
feel
that
we
would
be
able
to
handle
any
more
than
eight
personally,
and
you
can
ask
some
of
the
people
that
work
with
us
in
the
youth
group
for
things
whether
or
not
they
believe
that
we
can
handle
the
6-day
I've
am
Not.
Sure
Ryan
does
feels
that
we
can,
but
that
is
why
that
specific
property.
As
far
as
the
traffic
we
do
know
that
they
do
have.
M
The
driveway
does
exit
by
itself
on
the
whiskey
Road,
and
there
are
back
ways
to
get
to
that
house.
That
is
not
on
whiskey
Road
and
we
realized
that
with
Joran
is
the
main
thoroughfare,
and
we
do
understand
that
completely
and
we
would
be
bringing
in
possibly
I
think
maximum
of
the
people
living.
There
would
be
ten
cars
that
would
be
there
driving
in
and
out
that's
sufficiently
good
answer.
N
Honey
I,
don't
just
want
another
reason,
kind
of
what
we
liked
the
house
so
much,
and
what
Laura
loot
is
because
of
its
location,
where
it
isn't
because
of
the
neighborhood.
We
want
it
to
one
of
the
goals
with
this
ministry
with
the
project
was
to
have
the
students
then
integrate
into
the
community,
so
we
can
have
them.
I
M
They
were
all
driving
and
came
over
there.
Yes,
we
do
want
to
say
just
again:
there
would
be
no
party
on
the
street,
they
were
the
carpooling.
We
will
not
allow
them.
We
know
that
is
very
important
to
the
residents
just
reading
over
the
letters
they
don't
want.
Park
illustrate
they
don't
want
it
to
look
like
a
parking
lot,
and
nor
do
we.
If
this
is
our
permanent
house,
we
don't
want
it
to
look
like
a
parking
lot.
M
We
do
want
the
students
to
be
able
to
drive
if
they
live
there,
but
with
their
friends
coming
over.
We
would
ask
them
that
they
parked
in
the
proposed
parking
spots
that
are
already
on
the
property
already
created
and
then,
if
they're
run
out
of
parking
spaces,
you
need
to
carpool
or
you
go
park
at
a
public
area
and
have
your
friend
that
lives
there
Drive
you
back.
So
we
don't
have
that
problem.
M
M
Are
gonna
be
allowed
to
do
a
meal
plan?
If,
obviously,
if
they
are
living
at
the
house,
they
will
be
purchasing
food,
they
can
purchase
food
by
themselves
or
we
will
give
them
the
option
of
having
a
meal
plan.
They
are
for
the
program.
We
do
want
to
do
two
family-style
dinners
per
week
and
they
will
be
required
to
attend
one
of
them.
We
understand
schedules
are
difficult.
M
Most
of
these
students
that
we
have
worked
with
they
do
not
know
how
to
cook,
and
if
they
do,
their
repertoire
of
recipes
is
very
limited,
and
so
we
want
to
also
teach
them
nutrition
and
that
type
of
thing
I'm,
a
health
and
exercise.
Science,
major
and
I
have
a
master's
in
that
same
field
as
well,
and
that
is
something
very
near
and
dear
to
my
heart
that
they
are
learning
how
to
do
that.
So
when
they
do
have
a
family,
they
will
have
a
healthy
family.
That
is
a
good
thing.
M
The
budgeting
is
so
that
they're
not
going
out
of
college
with
mountains
of
debt
that
they
don't
know
what
to
do
with
like.
If
they
were
able
to
get
a
credit
card,
we
want
to
be
able
to
tell
them.
Please
do
not
accrue
mountains
of
debt
on
your
credit
card.
A
lot
of
the
principles
that
we
are
going
to
want
to
teach
them
are
Dave
Ramsey
principles
like
his
financial
piece
or
things
like
that.
A
M
Sir,
our
main
purpose,
as
we
stated,
is
Christian
community.
That
is
not
just
people
going
in
and
out
that
is,
and
from
our
experience
with
students
living
with
us
I've
also
led
a
group
of
girls
that
are
in
college
age
for
a
year
now
they
are
in
my
home,
currently
every
Sunday
night
for
at
least
two
hours,
and
we
are
having
Bible
study.
We
are
doing
discipleship,
they
are
also
having
we
call
it
one-on-ones
and
it's
an
accountability
meeting
once
a
week
to
talk
about
life
to
have
them
study
the
Bible
with
me
to
pray.
M
To
do
that
type
of
thing.
We
want
BCM
if
they
are
going
to
be
having
Bible
studies
to
be
able
to
use
one
of
the
common
areas
to
host
Bible
studies,
so
they
have
a
place
that
they
don't
have
to
pay,
for.
It
is
possibly
central
location
since
a
lot
of
the
students
do
not
live
on
campus,
that
that
might
be
a
little
bit
easier
for
them
all
to
get
to.
Instead
of
driving
all
the
way
back
to
campus.
M
We
want
to
be
able
to
sit
and
have
coffee
with
them
and
talk
about
what
they
read
over
Scripture
and
their
morning,
quiet
time
for
us
what
we
have
found
leading
students
in
the
youth
group
or
through
Bible
studies,
that
relationship
where
you
are
fully
able
to
show
them.
What
doing
life
in
Christ
looks
like
is
24/7.
It
is
not
two
hours
you
can
teach
and
you
have
a
wonderful
opportunity
in
two
hours
but
living
and
having
them.
Watch
us
and
watch
other
adults
that
come
in
to
lead
Bible
studies
and
mentor.
P
K
M
Out
of
the
city,
there
are
not
that
many
houses
available
that
are
currently
of
this
size
that,
as
we
stated,
are
under
a
million
dollars,
at
least,
and
since
we
will
be
raising
funds
and
we
are
going
to
have
students
paying
rent,
we
do
want
that
to
be
feasible
for
them
to
be
able
to
participate.
This
house
is
special
and
we
understand
most
of
these
sized
houses.
There
are
a
lot
of
them
that
are
intermingled
in
all
sorts
of
residential
districts,
all
throughout
Aiken.
M
There
are
all
sorts
of
different
sized
houses
that
go
everywhere,
but
this
particular
house
we
do
love
it
because
it
is
closer
than
any
of
the
other
houses
that
we
have
been
able
to
look
at
that
have
the
same
layout
and
that's
everything
to
the
college
and
closer
to
the
college.
They
do
not
exist
for
this
number
of
bedrooms,
the
bathrooms,
the
amount
of
common
space,
the
price
range
and
even
the
property
size
I
think
the
most
I've
seen
is
probably
six
bedrooms
over
there
and
so
that
house
also,
it
is
a
beautiful
house.
M
It
is
something
that
we
know
and
when
I
Drive
by
I,
look
at
it
and
I
think
what
wonderful
thing
could
go
in
there
and,
yes,
we
are
hoping
to
create
basically
a
large
family
that
will
be
in
there
and
it
will
be
our
family,
we're
just
going
to
add
some
college
students
to
it
that
we
want
to
mentor.
But
it
is
something
that
we
want
to
show
the
community
that
this
ministry
is
something
we
want
for
them,
not
something
that
is
gonna,
be
detrimental
to
the
neighborhood
or
anything
like
that.
Q
We're
opposed
to
this
because
we
do
not
believe
it's
compatible
with
our
neighbourhood
and
is
not
consistent
with
the
character
and
the
purpose
of
the
zone.
I
would
add
good
intentions
or
something
that
we
all
need
more
of,
but
times
change.
People
change
organizations,
change,
economics,
change.
What
works
next
year
might
not
work
the
year
after
and
we're
talking
about
a
major
change
in
the
zoning
in
our
neighbourhood,
so
we're
looking
at
it
through
a
different
capsule,
a
different
eye.
Q
Therefore,
this
is
clearly
not
a
single-family
dwelling
providing
boarding
services
to
until
a
few
minutes
ago,
an
undisclosed
amount
of
students
with
no
guarantees
that
that
couldn't
be
changed
by
others
at
a
later
date.
To
my
understanding,
there
appears
to
be
no
established
religious
organization,
University
or
College,
supporting,
overseeing
or
even
endorsing
this
proposal,
and
therefore
we
must
question
whether
there
is
need
for
such
a
facility
in
our
neighborhood
and
whether
the
port
out
ministries
can
provide
the
operational
controls
necessary
to
protect
the
peace
and
security
of
our
neighborhood.
Q
Q
If
you
look
at
our
neighborhood
there's
no
parking,
obviously
on
whiskey,
Road,
there's
no
parking
between
whiskey,
road
and
Whitehall
on
Barnard.
As
you
go
down,
Barnard
there's
no
curbs,
there's
no
organized
parking,
so
we
see
any
overflow
whether
its
residents
or
its
visitors
or
its
participants
in
their
institutional
purposes
would
fall
on
Whitehall.
Q
Whitehall
is
a
one
block
long
street
at
this
time.
Up
until
this
week
was
filled
on
both
sides
with
leaves
in
the
spring
there's
a
couple
of
more
weeks
that
are
filled
with
bushes
and
leaves
it
is
not
a
place
for
overflow
parking
and
we
don't
see
any
other
place
in
our
neighborhood,
where
those
cars
could
eventually
go.
Q
E
R
I'm
Brenda,
boss
and
I
live
with
my
husband
at
92
white
whole
place.
You
know,
I
agree
with
everything
my
husband
said:
I'm
the
lady
that
wrote
one
of
the
letters
that
you
have
in
your
brochure.
That
was,
you
know,
had
many
concerns,
so
you
know
whether
they
were
incorporated
initially
couldn't
find
you
know
anything
on
them.
R
R
Until
15
years
ago,
I
worked
in
corporations
in
Atlanta.
I
was
the
manager
of
purchasing
for
Marta.
The
mass
transit
system
worked
for
the
Southern
Company
when
I
first
got
out
of
college.
I
have
an
undergraduate
degree
in
accounting
and
a
master's
in
accounting,
so
I
know
how
hard
it
is
to
control
people.
I've
had
as
many
as
40
people
working
for
me.
So
I
think
what
my
husband
and
I
are
trying
to
say
is.
R
We
feel
like
they
have
not
had
a
lot
of
experience,
doing
what
they
are
proposing
to
do
and
that
this
would
be
a
detriment
to
our
neighborhood
because
of
the
parking
and
people
coming
in
and
out.
If
they're
going
to
let
people
stay
until
12
o'clock
at
night.
My
husband
goes
to
bed
at
10
o'clock
because
he
has
to
get
up
and
work.
If
we
have
cars
parked
outside
of
our
bedroom,
the
Lots,
they
are
very
small
and
he
doesn't
sleep
very
sound.
R
When
someone
comes
out
to
get
in
their
car
at
12
o'clock
and
start
their
car
or
three
or
four
people
come
out,
it's
gonna
wake
him
up.
Well,
if
he
got
gets
woken
up,
he
can't
go
back
to
sleep,
so
that's
going
to
be
a
detriment
to
his
job
and
we
need
money
to
live.
So
those
are
the
things
that
we
are
basically
concerned
with.
R
S
Mr.
chairman
I'm
Clark
McCants
I
reside
at
9:43
Calhoun
place,
which
is
in
right
down
the
road
from
dr.
Fisher's
house.
Most
people
know
me
I'm
the
one
that
puts
the
Santa
Claus
on
top
of
my
roof
every
year,
taking
it
down,
make
sure
I'm
complying
with
rules
applicable
here,
I'm,
a
practicing
attorney
and
I'm
a
raise
at
the
risk
of
being
too
legal
I'm
a
raise
a
legal
procedural
issue.
I've
read
the
zoning
ordinance
in
Ryan.
I've
talked
a
little
bit
about
it.
S
S
She
as
the
property
owner
under
our
zoning
ordinance
is
the
applicant.
She
is
the
one
with
the
vested
interest
in
this
real
estate.
That
is
a
home
like
all
the
other
homes
in
this
neighborhood.
She
should
be
here
asking
you
for
a
special
exception
for
her
real
property.
Now
I
realize
and
appreciate,
because
we
do
someone
will
work
with
with
annexations
and
West
to
the
city
that
a
prospective
purchaser
of
property
in
which
which
these
folks
are
I'm,
not
mess
them
understand
very
nice
people,
but
not
being
up
there.
S
Unlike
other
entities,
you
won't
buy
a
piece
of
property
and,
together
with
me,
moon
or
ask
for
Senate
haiku
exception
in
the
future.
Give
an
example,
I'm
representative
EOT
we're
just
wrapping
up
issues
with
the
water
strike.
Houseboaters
endow
the
prospective
purchaser
of
that
property
in
advance,
asked
that
that
real
estate
be
annexed
into
the
city
of
Aitkin,
which
was
granted
in
the
company.
The
contract
for
the
purchase
of
that
property
was
contingent
upon
that
and
I'd
like
to
say,
fortunately,
that
went
through
special
exceptions
under
zoning
laws
are
different.
S
These
nice
people
have
come
before
you
today
and
I
have
not
looked
at
their
contract
with
dr.
Fitch
I've
read
the
letter.
It
appears
to
me
that
they
are
hoping
that
you
will
grant
this
exception
and
that
they
will
be
allowed
to
buy
this
property
and
put
it
to
use.
But
all
I'm,
pointing
in
here
tonight
from
the
legal
standpoint
I'm
not
sure.
S
You
just
presented
their
case
so
to
speak.
It's
a
proper
party
to
do
that
at
this
point,
even
with
all
due
respect,
dr.
Fitch,
she
is
here
tonight,
I,
don't
know
that
I
would
ask
that
she
presented
her
case
to
you,
mr.
coward,
and
convinced
you
that
her
property
should
be
changed
from
what
has
been
described
as
a
home.
I
think
I
speak
for
all
of
these
folks
here
tonight,
who
I
think
are
our
neighbors?
S
What
I
like
to
call
Midtown,
which
I
think
is
one
of
the
most
wonderful
areas
of
this
town-
it's
growing,
it's
thriving,
it's
full
of
well-established
neighbors
and,
most
importantly,
new
people
with
children
and
I
hope,
like
anything
that
and
I.
Don't
believe
this
that
the
intention
of
the
folks
who
came
here
tonight
would
to
bring
to
our
community
anybody
who
would
ever
intend
to
do
any
harm,
but
in
this
day
and
age
predicting
what
may
happen.
10
minutes
from
now
is
a
dangerous
business
and
I
know
when
I
speak
for
everybody.
S
S
Everett
Johnson,
with
those
wonderful
little
boys
in
the
Carol's
next
door
to
me
would
be
very
concerned
if
they
did
not
know
the
identity
in
the
the
makeup
of
folks,
literally
a
pebbles
throw
away
from
them.
So
long
part
of
me
says
this
matter:
it
need
proper
before
you
great
people
who
I
know
volunteer
to
do
this
work,
and
thank
you
for
it.
If
you
get
past
of
that
respectfully,
this
is
not
an
appropriate
request
and
I
would
ask
this
board
respectfully
deny
thank
you
for
your
attention.

While
many
of

in

don't
want
to

anything
67

as
old
as
historic,
with
careful

it
will

religious
institution.
T
A
decision
to
deny
the
exception
will
protect
the
property
values
of
the
surrounding
neighborhood
by
keeping
an
incompatible
use
a
college
dormitory
out
of
the
area.
A
decision
to
deny
the
request
will
prevent
a
domino
effect
of
inappropriate
use
along
the
most
treasured
and
historic
section
of
whiskey
Road,
the
historic
Aiken
foundation
requests
a
denial
of
the
exception
for
the
preservation
and
protection
a
very
special
place.
Thank
you.
P
Am
Burton
Tiffany
and
my
wife,
Annamarie
and
I
have
lived
at
9:33
Whitehall
place.
We
have
owned
that
home
for
this
coming
July
50
years
and
we're
really
loved
that
neighborhood.
It's
nice
to
see
a
couple
living
next
to
us
now
with
with
a
child,
and
it's
I
love
to
see
the
kids
around.
It's
just
really
great
to
see
that
because
there
was
a
long
time
when
there
weren't
any
children
in
the
name
in
the
close
neighborhood.
P
But
the
thing
is
that
my
wife
and
I
are
opposed
to
this,
because
we
are
very
concerned
about
the
quality
of
students
or
whatever
that
would
be
in
the
residents
I'm
concerned,
because
if
you
open
it
up
to
rental,
can
you
discriminate
against
who
puts
the
money
up
and
and
if
it's,
if
it's
somebody
that
they
don't
desire
to
have
and
the
ACLU
or
the
NAACP
or
whatever
jumps
into
it
and
says,
wait
a
minute?
You
can't
discriminate
against
them
and
I'm
good.
We're
really
concerned
about
that.
P
We're
also
concerned
that
how
they're
going
to
monitor
the
students
or
whoever
the
residents
with
alcohol
and
because
are
they
going
to
check
on
their
bedrooms
and
if
they
do
isn't
that
an
invasion
of
privacy?
So
it's
a
it's
a
major
problem
of
control.
We
also
understand
that
they
both
have
jobs
and
they'll
they'll,
be
away
from
it
and
there'll
be
times
when
the
renters
will
not
be
monitored,
and
that
really
concerns
us
too.
So
this
this
just
really
bothers
us
for
the
residents
there.
P
If,
if
it
really
got
out
of
control,
then
our
house
that
home
value
would
really
go
down
and
the
whole
Pitt
neighborhood
could
go
down
so
we're
concerned
about
that.
We're
concerned
about
how
is
it
going
to
be
financed
for
the
renovations
may
take
a
million
dollars
to
get
the
place
really
back
to
where
it
can
be
used
properly?
If
you
understand,
there's
roofing
problems,
there's
plumbing
problems.
Where
is
that
all
going
to
happen?
P
And
then
the
thing
is
that
if,
if
the
thing
folds
financially
and
the
exception
has
been
granted,
then
what
happens
and
that's
the
question
for
you
on
the
board
because
we're
concerned
that
it
once
that
exception
is
granted,
will
it
carry
over
if
the
the
present
desire
is
is
granted
so
we're
concerned
about
that?
So
it
just
doesn't
fit
it's.
They
got
wonderful
intentions,
but
it
just
doesn't
fit
for
our
residency.
So
we
we
hope
that
you
will
oppose
this
exception.
Any.
J
Any
my
name
is
Virgil
Saul's.
Thank
you
for
your
Wow's
come
here
tonight.
I
reside
at
907,
Magnolia,
Street,
southeast
and
there
for
30
years.
You
know
looked
into
the
neighborhood
when
it
was
nice.
Calm
area
represents
one
of
the
good
neighborhoods
of
all-american
city.
My
wife
and
I
opposed
granting
this
special
exception.
For
several
reasons.
The
first
one
is
that
in
their
application
point
report
out
ministries,
state
said
they
are
want
to
be
considered
a
religious
organization.
J
However,
we
can
find
no
documentation
that
poured
out
ministries
is
a
religious
organization
or
associated
with
any
religious
organization.
I've
heard
the
information
provided
tonight
by
miss
Massey,
but
again
there's
nothing
that
I
can
find
written
or
documented
poured
out
ministries
in
the
application
states
that
we
are
focusing
on
Christian
ministry,
and
we
heard
tonight
miss
Massey
talked
about
how
they
were
doing
that,
but
in
their
application
and
in
their
promotional
paperwork,
all
they
talk
about
is
a
weekly
Bible
study.
J
Nothing
else
is
there,
but
even
if
out
poured
out,
ministries
is
considered
a
religious
organization
it
does
not
meet.
The
use
does
not
meet
the
institution's
guidelines
under
Section
three
to
four
F.
That
section
nothing
on
under
that
section
makes
reference
to
or
implies
long
term
residency
group
living
specifically
group
living
is
prohibited
under
that
section.
J
Primarily,
institutions
are
granted
that
for
meeting
areas,
one
referent
there's
one
no
reference
to
long
term
residents.
Their
application
long
poured
out
ministry's
application,
even
states
that
the
closest
thing
use
would
be
a
group
home
type
to
something
specifically
prohibited
under
Section
32
4f,
even
if
you
can
get
passport
out
ministry
being
a
religious
organization.
J
But
if
you
can
get
to
the
point
that
meets
institutions,
you
know
it
still
lacks
meeting
all
11
criteria
for
a
special
exemption.
I
can
go
through
those,
but
I.
Think
mr.
Paul
grant
wrote
a
very
good
letter,
taking
exception
to
six
of
the
special
exception
criteria
and
I
think
you'll
find
that
there.
So
in
summary,.
J
Under
institutional
categories,
all
eleven
specific
criteria
for
a
special
exemption
are
not
met.
It
will
have
an
adverse
impact
upon
the
neighborhood.
The
quality
of
life
will
go
down,
the
property
values
will
go
down
and,
as
stated
by
some
of
the
others,
we
question
whether
poured
out
ministry
is
capable
of
maintaining
the
facilities
within
the
parameters
they
talk
about.
So
we
requested
the
special
exemption
not
be
approved.
J
L
Mr.
chairman
and
members
of
the
board,
I'm
Wilkins
Byrd
434
berry
Road.
First,
let
me
thank
the
board
for
its
long
history
of
looking
after
the
public
good
of
Aiken
and
trying
to
balance
that
with
individual
hopes.
And
my
first
comment
is
just
a
question:
what
is
this
fine
board
done
to
deserve
to
lawyers?
Bothering
you
tonight,
I'll
try
to
be
brief,
which
is
not
usually
one
of
my
talents,
but
in
in
any
event,
I
just
want
to
point
to
the
beautifully
prepared
memorandum
to
the
board.
L
Let
me
let
me
point
first
to
the
issue:
is
this
an
institutional
use
and,
as
as
the
memorandum
states
very
clearly,
the
characteristics
of
an
institutional
use
uses
that
primarily
provide
meeting
areas
for
religious
activities,
treatment
of
terminally
ill
or
those
with
psychiatric
alcohol
or
drug
problems
and
transient
housing
related
to
social
service
problems?
I
want
to
focus
or
ask
you
to
focus
really
on
uses
that
primarily
provide
meeting
areas
for
religious
activities.
L
Now
the
the
applicants
have
been
very
candid
and
and
articulate
in
stating
their
goals,
which
I
think
we'd
also
your
admirable
goals
to
use
their
words
from
from
the
document.
In
the
brief,
our
mission
is
to
provide
student
housing.
Will
the
focus
on
ministering
to
those
students
and
providing
life
skills,
training?
L
Think
that's
consistent
with
what
what
they
said
here
now
and
I
submit
to
the
board
that
question
number
one
is:
do
you
find
that
to
be
consonant
with
the
specifics
of
the
zoning
ordinance,
the
comprehensive
plan
as
to
the
characteristics
of
an
institution
I
submit
that
the
answer
is
no
think
think
of
the
truth
of
the
situation
in
akin.
If
a
residence
that
provided
religious
instruction
and
life
skills
training
were
an
institution,
probably
three-quarters
of
the
residences
in
Aiken
would
fall
into
that
category.
I
mean
these
are
characteristics
of
individual
homes.
L
They're
they're,
not
institutions,
I,
submit
now
I'm,
not
the
only
person
by
a
long
shot
who
participated
in
the
drafting
of
the
Comprehensive
Plan
they're.
A
batch
of
people
before
me
and
behind
me
in
the
room,
who
did
so
I'm,
not
the
final
authority,
but
my
fundamental
position
is
this-
is
not
an
institutional
use
within
the
meaning
of
the
of
the
zoning
ordinance
number
two,
even
if
it
were
an
institutional
use,
and
this
is
echoing
things
that
the
board
itself
is
comment
upon,
and
other
neighbors
have
have
also
noted.
L
L
Residential
single-family
districts
provide
for
low-density
residential
neighborhoods
by
prohibiting
multi-family
residential
commercial,
industrial
and
any
other
incompatible
use
of
land
and,
again
I
submit
to
the
board
that
that
clearly
does
not
fit
what
we
have
before
us.
Many
of
the
neighbors
have
have
cited
individual
aspects
of
the
proposed
use
that
illustrate
the
incompatible
character
of
what
is
proposed.
L
U
U
I
live
on
108,
small
Ridge,
Street,
Aiken,
South,
Carolina,
9,
803
I'll,
be
honest.
I
was
not
expecting
to
speak
this
evening,
but
I
felt
led
to
so
here.
I
am
I
was
one
of
the
two
students
that
Laura
mentioned
that
lived
with
her
I
am
speaking
for
Laura.
Of
course,
I
lived
with
her
from
January
2016.
U
The
reason
that
I
wanted
to
come
stay
there
for
the
most
part
is
because
I
wanted
to
be
in
an
environment
where
I
could
openly
talk
about
God
and
I
could
openly
express
how
I
am
as
a
student
to
her
and
someone
that
I
could
just
talk
to
and
be
a
mentor
to
me,
because
I
really
did
not
have
that.
Well
at
my
and
Laura
opened
herself
up
to
me,
we
can
the
Bible
study
with
myself
and
two
other
students.
U
We
began
the
one-on-ones
and
she
helped
me
so
much
I
learned
lots
of
recipes
that
I
never
knew
existed.
I
learned
so
much
from
her
and
I
have
watched
her
pray
and
I
have
watched
her
fight
through
this
for
over
a
year
and
I
know
that
it
is
set
on
her
heart
and
I
know
that
she
would
get
there
some
of
the
rules
that
she
instated
I
was
of
course
had
to
tell
her
any
time
that
I
was
leaving
I
had
to
tell
her.
Whenever
there
was
a
guest
coming
over.
U
She
had
rules
of
how
long
that
they
could
stay.
We
of
course,
had
to
be
quiet
after
8:00
p.m.
because
she
has
two
small
children
and
they
go
to
bed.
We
cannot
be
loud
because
we
wake
them
up,
so
there
was
never
any
worries
about
there
being
a
sound
issue
past
pretty
much
past
eight
o'clock,
every
night
I
was
responsible
for
keeping
my
room
clean.
U
The
bathroom
clean
anything
else
that
she
needed
help
with
I
am
currently
a
student
at
USC
Aiken,
a
sophomore
and
I
am
in
the
nursing
program
there
I
know
for
me
personally.
If
she
was
to
get
this
house,
I
would
not
want
there
to
be
an
environment
where
there
was
drinking
I,
do
not
drink
I,
do
not
do
drugs
and
I
never
will
oh
and
I
think
it's
really
important
for
the
community
to
realize
that
not
all
college
students
are
bad.
U
I
actually
would
love
to
work
in
a
nursing
home
working
with
older
members
of
our
community
and
in
the
emergency
rooms,
with
people
from
all
different
backgrounds,
and
I
really
think
that
this
would
be
an
opportunity
for
us
to
learn
to
do
this
because
I
think
so
many
people
have
the
wrong
idea
of
what
Millennials
are
that
you
know
we
want
to
do
everything.
Our
way
we
want
to
do.
You
know,
make
everything
new,
but
you
know
I
want
a
quiet
place
to
study.
U
I
G
I
Beyond
that,
there's
11
additional
criteria,
so
I
just
wanted
to
thank
you
for
the
testimony,
but
putting
it
I
guess
we
want
to
do
or
I
wanted
to
say
that
your
your
landlord,
if
you're
still
living
there
or
not,
it's
not
the
idea,
that's
being
questioned.
It's
is
the
appropriateness
for
where
they're
trying
to.
U
U
I
believe
I
was
moreso
speaking
for
the
maybe
some
of
you
and
some
people
that
came
up
and
spoke
before
of
their
personal
concerns,
not
necessarily
from
the
legal
aspect
for
from
the
aspect
of
the
students
and
the
destruction
they
may
cause
or
concerns
raised.
So
I
would
like
to
just
wanted
to
clarify
that
appreciate.
V
Yes,
my
name
is
Michael
J
Costigan
I
live
at
225,
Knox
Avenue
corner
of
Knox
and
Calhoun
I'm
relatively
new
to
the
neighborhood.
I've
only
lived
there
35
years
so
I
see
some
of
the
other
people
in
the
audience.
Here
are
my
neighbors
I
just
want
to
say
that
I'm
opposed
to
it.
I
won't
go
into
all
the
details.
I
just
know
when
the
city
worked
up
the
comprehensive
plan
and
worked
on
it
for
so
many
years
and
finally
got
to
the
point
where
it
said.
V
This
is
what
we
would
like
to
do
with
various
parts
of
the
town,
our
neighborhood.
All
of
this
neighborhood
here
going
all
the
way
back
to
Knox
road
was
all
designated
as
residential
I
think
it
needs
to
remain
residential
and
I.
Think
I
can
save
this
board
a
lot
of
time.
By
simply
asking
this
question.
How
many
people
in
here
oppose
us
raise
your
hand.
V
W
They
are
the
least
likely
to
have
domestic
disturbances
loud
kids,
loud
guests,
that,
like
Cheyenne,
said
when
they
do
have
called
students
at
their
house,
they're
in
bed
or
quiet
by
8
o'clock.
They
have
little
kids
and
I
have
little
kids
as
well.
So
it
is
important
to
have
a
quiet,
neighborhood,
so
I
do
understand
the
anxiety
when
it
when
you
hear
eight
college
students
are
gonna,
be
moving
in
next
door.
But
these
are
not
what
you
picture:
sorority
fraternity,
college
students.
These
are
kids
that
are
serious
about
life
and
contributing
to
our
community.
W
X
My
name
is
Susanna
ringer
I
live
at
9:30
for
Whitehall
place
and
I.
Think
the
legal
points
have
been
well
argued
here
tonight,
but
I
did
want
to
talk
touch
on
some
of
the
the
value
impact
on
home
value
and
quality
of
life
in
the
neighborhood,
and,
as
you
can
see,
this
is
going
to
be
a
business
just
smack
dab
in
the
middle
of
a
residential
neighborhood
and
one
that
I
very
much
love
to
live
in.
X
It's
one
where
you
can
walk
down
any
Street
in
the
neighborhood,
and
there
are
homes
that
are
well
kept
up.
There's
home
improvements
going
on
all
through
the
neighborhood
I
feel
like
the
residents
here
are
very
invested
in
this
community
very
invested
in
making
this
neighborhood
the
best
that
it
can
be.
People
have
put
a
lot
of
I
mean
it
is
my
biggest
financial
investment
of
this
house
and
I
have
made
improvements
to
it.
I
think
that
have
contributed
to
the
value
in
the
neighborhood
and
I.
X
Think
our
concern
is
that
this
business,
going
on
in
our
neighborhood
will
impact
our
quality
of
life
and
our
home
values.
I.
Think
the
Historical
Society
touch
on
the
fact
that
other
homes,
the
neighborhood
and
in
in
town,
10,
Downing,
Street,
Rose
Hill,
have
gone
from
single-family
to
other
uses
and
have
never
gone
back,
and
so
the
precedent
for
this
would
set
that
this
is
now
going
to
be
a
business
if
it
fails
if
they
move
on.
X
If
they
decide
to
do
something
else,
it
sets
a
precedent
for
other
businesses
to
move
into
this
neighborhood
and
I
think
we're
all
very
concerned
about
how
it
will
impact
our
lives,
the
value
of
our
homes
and
our
quality
of
life.
And
so
we
just
ask
you
to
consider
that
when
deciding
whether
or
not
in
your
decision
today,.
O
Hello,
I'm,
Amanda,
bridge
and
I
live
at
733,
Bruce,
Wood,
Street,
Northwest,
again,
South
Carolina
to
9801
and
I'm
a
church
member
I
go
to
Melbourne
Bob
his
church
with
the
Massey's,
and
also
a
really
good
friend
with
them.
I
think
I've
heard
all
the
concerns
of
everybody
tonight
the
parking
situation.
We
can
have
parking
situations
with
just
single
residents
homes.
You
know
if
you
have
family
members
over
that
are
saying
there
might
be
a
parking
situation,
holidays
parties
you're
always
going
to
have
that
type
of
issue.
O
Okay,
I
think
that
we've
also
lost
this
site,
but
this
is
the
government
gonna
be
their
home.
This
is
gonna,
be
their
home.
You
guys
Ryan
and
Laura
are
gonna,
be
living
there,
but
their
two
small
children.
This
is
gonna,
be
their
home.
They're
gonna
treat
this
place
just
as
great
as
all
these
other
residents
out
here
are
trading
their
homes
they're,
not
wanting
to
change
the
historical
side
of
it.
They
love
the
history
of
Aiken.
They're
gonna
do
everything
they
can
do
in
their
power
to
keep
it
a
home.
O
They
want
to
make
it
a
home
for
these
college
students
that
might
not
have
a
home
I.
Just
think
that
we've
lost
that
sight,
that
these
people
are
going
to
be
living
there.
They're
not
gonna,
be
coming
and
going
and
saying.
Oh,
this
is
a
business.
You
know
I'm
only
going
to
work
here,
nine
to
five
they're
gonna,
be
there
24
hours
a
day,
all
night
okay.
O
Y
Good
evening
my
name
is
Lauren
macmillan,
my
husband
and
my
ten
year
old
son
and
I
live
at
947
Whitehall
place
directly
adjacent
to
the
property.
My
kitchen
actually
looks
out
on
what
is
going
would
be
their
parking
lot.
I
have
a
lot
of
concerns
regarding
the
appropriateness
of
the
property
being
used
in
such
a
manner.
The
existing
zoning,
obviously
the
clientele
being
all
the
way
across
town
I
have
no
doubts
that
they
personally
would
be
great.
Neighbors
I
mean
I've
met
them.
They
seemed
like
wonderful
people.
I
have
nothing
against
them.
Y
I
think
that
if
it's
in
their
heart
they
will
eventually
find
the
right
property
right
now.
I,
don't
think
this
is
the
right
property
I
think
that
they
are
trying
to
make
it
something
that
it
is
not,
and
there
would
be
other
properties,
I
think
maybe
it's
just
rushed
and
if
they
would
have
patience,
the
I
think
God
will
will
give
them
a
home.
That
is,
it
will
be
what
they
need.
My
biggest
concern
is
for
the
safety
of
my
family,
my
10
year
old
son.
Y
His
friends
are
constantly
in
the
yard,
on
the
side,
road
playing
football
basketball,
you
name
it
baseball
and
the
increase
in
traffic
being
college
aged
students
who
are
inexperienced
drivers
flying
up
and
down
Barnard
specifically,
would
be
a
very
big
problem.
For
me,
there
are
already
lots
of
track,
there's
already
lots
of
traffic
there,
but
this
would
just
make
it
so
much
worse
directly
across
from
my
house
and
I'm,
a
mother
of
one
child
and
I
am
super
busy
and
I.
Y
Don't
know
how
somebody
who
is
well,
she
would
basically
be
a
single
mom
living
at
home.
You
know
during
the
day
having
two
children
and
then
having
to
look
after
that.
Many
adults
that-
or
you
know,
young
adults-
I,
don't
know
how
that
would
be
possible
so
that
those
are
my
biggest
concerns,
of
course,
the
the
fear
that
the
home
would
never
return
to
a
single-family
home.
That's
always
a
big
concern
of
mine,
so
I
don't
agree
with
the
zoning
variance.
So
this
any.
Z
My
experience
for
the
last
27
years
has
been
mostly
contractual
oversight
and
I
take
the
the
zoning
right
now
as
single-family
homes
as
kind
of
a
contract
between
the
owner
and
the
city,
and
if
we
do
something
that
is
not
within
the
contract,
the
city
therefore
has
the
right
and
the
power
to
go.
Do
something
if
you
change
what
I
heard
tonight
sounds
really
nice,
but
I
kept
hearing
it
over
and
over
again,
there's
nothing
in
writing.
You
know
it's
promises
its
words
and
my
experience.
Doing.
Z
Oversight
of
a
contractor
is
if
it's
not
in
writing.
If
it's
not
specifically
in
writing,
then
they
can
do
anything.
They
want
and
there's
not
anything
specific
against
that
family.
It's
they
get
hit
by
a
bus
tomorrow,
I
hate
to
say
that,
but
it's
possible
and
then
someone
else
will
come
in
and
who
knows
once
you
change
that
zoning
to
something
else
that
allows
more
people
more
things
to
happen
in
there.
Z
They
can
do
anything
they
want,
no
matter
what
they
want
to
do
right
now
and
for
that
reason
I'm
opposed
if
they
had
a
contract
with
the
city.
This
said
specifically
all
the
things
that
they
just
said
tonight
and
said
this
is
the
way
we're
going
to
do
it
specifically
and
then
I
do
think
about,
but
otherwise
they
can
do
anything
they
want,
because
it's
not
in
writing.
Thank
you.
Any.
R
I'm
ready
boss
again
at
92,
Whitehall
place.
I
agree
with
the
gentleman's
comments.
I
know
these
people
have
good
intentions.
I
know
they
are
telling
you
that
they
are
going
to
live
there
and
it
is
going
to
be
their
home.
Like
the
gentleman
said
once
the
decision
is
made,
they
signed
the
contract.
The
property
is
theirs,
they
don't
have
to
live.
There.
I
have
dealt
with
this
I'm
from
a
small
County
in
Georgia
of
about
18,000
people.
There
were
a
group
of
people
that
moved
in
from
New
York.
They
call
themselves
the
new
ovens.
R
They
bought
50
acres
of
land.
My
cousin
lived
next
door
to
them.
He
wound
up
having
to
sell
his
land.
The
sheriff
there
tried
everything
in
his
power
for
years
to
catch
these
people,
because
they
were
doing
everything
everything
they
had
armed
men
at
the
front
of
the
property.
This
went
on
for
years
and
years
and
years
they.
Finally,
finally
caught
this
organization.
R
There
were
several
families
living
there
and
a
communing,
but
it
took
them
years.
They
went
through
all
kinds
of
legal
procedures,
they
thought
and
thought
and
thought
the
only
way
they
caught
these
people
is
that
two
of
the
little
girls
were
in
public
school
and
they
told
their
teachers
they
had
new
Abhiyan
rut
was
raping
them.
R
They
put
this
man
in
prison,
closed
that
organization
down
and
ran
them
out
of
town,
but
I
am
saying
to
you
one
more
time
once
these
people
get
what
they
want,
they
don't
have
to
live
on
that
property.
They
don't
have
to
manage
the
property.
It
will
be
so
hard
for
you
as
a
city
to
touch
these
people.
It
is
so
hard
once
somebody
gets
in.
It
is
so
hard
and
sometimes
it
takes
years,
and
that
was
an
extremely
sad
situation.
What
happened
to
the
little
girls,
what
happened
to
my
cousin?
R
He
had
to
sell
his
property
because
he
was
afraid
to
live
next
door.
These
people-
and
he
couldn't
do
anything
to
him-
that
the
sheriff
the
police
couldn't
do
anything
with
them.
They
tried
legally
legally
legally
legally.
They
finally
come
if
you
want
to.
If
you
want
to
check
on
that
to
substantiate
me,
it
happened
to
in
Putnam,
County
Georgia,
Eatonton
Georgia.
The
name
of
the
group
was
the
new
ovens.
A
N
Thank
you.
The
only
thing
I
would
like
to
touch
on
if
I
could
ask
mr.
bland
is
just
with
the
exemption.
You
know,
I
know,
there's
a
lot
of
concerns
about,
let's
say
worst
case
something
happens
and
we
this
falls
through.
We
get
the
property,
we
try
it
something
foster,
maybe
financially
or
whatever,
and
we
have
to
to
leave.
You
know
for
financial
reasons.
You
can
explain
it
better
than
I
can
about
how
the
exemption
works.
Does
it
dissolve
after
a
certain
point,
errs
that
go
with
us?
N
D
You
just
answered
yeah
mr.
chair,
so
this
is
I'm
deciding
six
point,
two
point:
eight,
so
yeah
18,
I
special
exception.
Approval
is
specific
to
the
site
identified
as
part
of
the
approval
process
and
all
conditions
and
approval
shall
run
with
the
land
unless
otherwise
stated
and
the
approval
otherwise.
G
N
A
C
Special
exception
criteria
and
for
section
do
with
the
character
and
purpose
of
it
it's
supposed
to
prohibit
multi-family,
residential,
commercial
or
any
other
compatible
use
of
the
land.
It's
number
three
on
that.
It
is
all
the
adjacent
properties
are
zoned
rs.15
and
they
are
developed
as
single-family
residence.
It
doesn't
meet
criteria
number
four,
because
those
are
all
single
family
residents.
C
C
K
K
Bible
studies
and
life
skills,
as
I
stated
as
one
thing,
but
the
appropriateness
to
a
residential
neighborhood
or
any
residential
neighborhood
in
the
city,
I'd
like
to
add
I
think
if
this
were
to
be
granted,
it
would
set
a
dangerous
precedent
for
similar
uses,
I
I
can't
get
over.
The
fact
that
this
is
to
me
is
a
type
three
group
living
situation
that
it
seems
to
be
a
dormitory
more
than
anything
else,
but
anyway.
Thank
you.
F
Mr.
chair
I'll
agree
with
the
with
the
application
not
meeting
the
criteria
that
are
it's
outlined
that
mr.
Turner
outlined
and
others
have
outlined
and
and
too
I,
don't
feel
that
I
feel
that
we
must
stay
within
the
spirit
of
the
zoning
ordinance
based
on
the
primary
use
of
this
property.
It's
been
that
way
for
a
very
long
time,
and
hopefully
it
will
continue
to
be
that
way.
I
think
the
the
mission
of
the
Massey's
is
commendable,
certainly
appreciate
that,
but
this
and
I
wish
you
the
very
best,
but
I.
F
Don't
think
this
is
the
place
to
accomplish
this.
We
want
you
to
get
accomplished.
We
certainly
hope
and
pray
if
you
will,
but
not
at
this
location
and
again
in
complying
with
the
spirit,
but
I
want
to
point
out
to
mr.
chair
correct
me
if
I'm
wrong
and
mr.
bland,
these
eleven
criteria
for
special
exception
is
set
by
state
law.
We
didn't
come
up
with
these
questions.
These
were
this
is
state
statutes
of
relegated,
I
mean
dictated
to
us
and
you
must
meet
all
11
criteria.
F
B
I
Yeah
I
think
the
fellow
board
members
has
pretty
much
highlighted
the
difficulties
with
the
special
criteria.
I'm,
not
really
sure
we
even
got
to
the
special
criteria.
To
be
honest
with
you,
its
primary
and
accessory
use,
hurdle
I,
don't
think
it
it.
It
met
in
terms
of
it
being
an
institutional
use.
I
I
One
question
I
do
have
and
I
think
it
was
a
good
one
that
was
brought
up
originally
in
looking
at.
This
really
was
treating
this
as
a
you
know,
trying
to
grant
special
exemption
to
sell
a
piece
of
property
to
me,
dr.
Fitch,
in
order
to
facilitate
a
sale,
was
trying
to
get
the
zoning
changed,
and
that
was
going
to
be
a
problem
for
me.
