alternative
ways
of
meeting

passed

resolution

limits

distancing

those
sorts
of
requirements
for
our
council
chambers
at
this
time,
in
line
with
the
governor's
orders.

they

the

at

board
felt

variance
that
would
be
required

possible

that
as

Those
are
all
circumstances
that
I
think
are
pertinent
to
the
board
into
this
consideration.
So
that's
why
staff
is
supportive
of
continuing
at
this
time,
because,
essentially,
the
facts
of
the
case
may
be
changing.

what
was
installed

their
Street

These
are
private
street
light
fixtures

banners

your

hopefully
showing
on
your

now
well
they're
what
we
would
typically
call
a
pole
banner
pole.
Banners
are
not
a
term
that
you'll
find
in
the
city
sign
code
and
in
Chapter
sorry
about
that
chapter,
4,
the
sign
code.

figured

thing

we
have
is
something
that
is
defiant.
It's
not
defined,
but
it's
the
term
commercial
banner.
Any
business
is
allowed
to
have
a
commercial
banner.
This
is
pursuant
to
section
in
four
point
four
point:
eight
point:

they
can
have
up
to
60
square
foot
banner
per
street
frontage
mounted,
and
this
is
how
it
puts
it
only
on
the
building,
canopy
or
fence
attached
to
the
main
building
and
the
banners
may
not
be
attached
to
a
free-standing
sign
between
a
free-standing
sign
and
a
canopy
or
between
a
canopy
in
a
building.

So
we
felt
that
if
they
these
because
of
the
material
and
the
general
type
would
probably
best
fit,
we
made
the
interpretation
that
these
would
be
commercial
banners
and
the
the
appellant's
is
appealing

that
you
may
wonder
the
character
banners
how
those
exist.
Those
are
a
separate
section
of
the
code
in
which,
within
public
right-of-way,
the
City
Council
has
the
ability
to
approve
of
those.

So
some
time
ago
they
approved
of
the
character
banners
and
even
more
recently,
they
were
petitioned
to
change
out
some
of
those
character,
banners
to
display
veterans,
photos
and
there's
a
group
going
around
and
kind
of
promoting
that
effort
and
you'll.
So
you'll
see
some
of
those
that
have
switched
out
to
to
kind
of
giving
honor
to
veterans,
and
so
those
are,
though,
that
also
is
what
applies
to
the
street
masts
that
you
see
downtown
when
people
advertise
like
the
adda
events
or
things
like
that
council.
Those
go
through
a
council
approval
process.

be
the
hundred

sign,

a

within
the
correspondence

are
still
two
avenues
available.

find
this
an
interesting
sort,
because
this,

it's
good
to
determine

this
is
a

envisioned
by
what
the
commercial
banner
section
of
the
code
meant.

Essentially,
are
we
trying
to
prevent
these
on
private
property
by
the
sign
code,
or
is
this
something
kind
of
left
out
by
the
sign
code
that
those
are

kind
of?
What's
the
options,
maybe
for
consideration?

think.
Typically,
if
this
board
were
to
say
we
would
allow
for
three
months.
That
would
be
more
of
a
variance,
for
instance,
than
a
than
an
appeal
that
this
was.
This
goes
down
more
to
the
interpretation
of
what
these
are.

So,
staff
understanding
that
if
you
were
to
uphold
the
appeal,
you
could
keep
them
up
indefinitely.
Okay,
because
you're
basically
saying
that
they
are
not
a
commercial
banner
now,
a
few
would
have
applied
for
a
variance
and
asked
for
a
variance
for
a
short
period
of
time.
That's
questionable
whether
that's
allowed
as
well.
It's
it's
either
subject
to
the
ordinance
or
it
isn't
the
there's
really.

No
such
thing
as
a
temporary
variance
in
most
cases
for
for
things
like
this
covered
by
the
code,
we
need
to
decide
whether
to
either
covered
by
the
code
or
not,
and
then,
if
we
need
to
change
the
code
to
address
these.
If
this
is
not
addressed
under
the
commercial
banner
section
by
the
opinion
of
this
board,
then
that's
also
something
we
probably
need
to
look
at.

sorts

appeal

being
heard
also,
we
would
give
if
the
board
were
to
uphold
staffs
decision,
give
some
reasonable
amount
of
time
to
have
them
taken.

your
decision

giving
him
a
little
bit
more
time
and
then
be
done
with
it
and
then
a
second
point
of
my
question.
If
we
upheld
your
opinion,
gave
him
update
and
wish
to
get
them
down
and
then
appeal
to
or
not
appeal,
but
sent
a
note
over
the
Planning,
Commission
or
Council
or
whoever
it
would
be
to
say,
address
this
issue
of
pole,
banners
in
the
ordinance
or
further
clarify
what
we
mean
by
pole.

would
be
staffs
interpretation
that
if
you
were
to
decide
that,
if
you
were
to
uphold
the
appeal,
you're,
essentially
saying
that
this
isn't
something
that's
currently
covered
by
the
code.
This
this
concept
of
a
pole
banner
and
therefore
it
may
be
something
worth
looking
at
by
the
Planning
Commission,
because
it's
kind
of
essentially
asking
you
you'd
be
asking
them
to
decide
whether
this
sort
of
thing
is
appropriate
and
then
whether
it
should
be
regulated
in
some
way.

name
is
Cody
Anderson
and
I'm
honored
to
be
the
owner
and
director
of
George
Turner
home
in
downtown
Aiken.
We
have
a
rich
history
established
by
the
George
family
in
1920
over
100
years
ago.
We've
strived
to
be
good
stewards
of
our
business,
but
not
only
that,
but
our
profession
as
well.
We
were
the
fourth
licensed
funeral
home
in
the
state
of
South
Carolina.

Many
families
have
used
our
services
and
many
folks
have
come
through
our
doors
and
trained
as
apprentices
and
gone
on
to
serve
in
the
funeral
procession.
Profession,
I
promise
I'm
not
here
to
make
this
complicated.
It
was
my
understanding
that
we
had
to
go
through
this
process
first
and
then
do
a
variance
I'm
a
little
confused
on
all
of
that,
because
I.

But
as
part
of
clarification
as
well,
we
intended
for
these
signs
to
be
temporary
and
our
goal
was
to
have
them
for
six
months.
So
in
that
letter
our
intention,
because
we
were
getting
bounced
back
to
this
next
day,
was
for
that
grace
period
for
three
months
to
start,
then,
if
this
was
approved
or
denied,
we
put
a
lot
of
thought
into
the
style
and
colors
to
match
the
streetscape
and
balance
in
the
in
which
the
city
does
it
intersections
and
so
forth.

We
have
a
beautiful
front
lawn,
but
if
we
put
it
on
our
foot
once
banner
from
our
building,
no
one
walking
down
the
street
or
driving
down
Park
Avenue
would
be
able
to
see
it,
and
so
that's
part
of
you
know
what
we
would
like
some
variance
in
the
situation
just
to
allow
us
to
keep
these
up
for
a
little
bit
longer.
These
signs
were
not
cheap
and
we've
gotten
a
lot,
but
let
me
say
we
prior
to
code
19.
We
got
a
lot
of
comments
for
people
coming
and
attending
services
that
they
thought.

know
that
these
were
beautiful
signs
and
you
know
they
represent
our
100th
anniversary
very
well,
of
course,
post
Cove
in
nineteen
we're
not
having
public
services
at
this
time.
But
again
you
know
people
walking
down
the
street
and
driving
by
see
them.
So
we
have
had
some
comments
and
we
just
think
there
are
wonderful
representation
of
our
time
here
in
Aiken
over
a
hundred
years,
and
we
just
thank
you
for
this
consideration
and
again
my
goal
is
not
to
complicate
this.
We
just
like
to
keep
our
signs
up
for
just
a
little
bit
longer.

relied
on
our
marketing
company
that
we
utilize
to
do
the
research,
and
you
know
they
made
the
presentation
and
recommendations
and
part
of
that
was
supposed
to
be
to
follow
the
city
code
and
unfortunately,

that
process.
They
did
not
follow
those
recommendations
from
me.
So
my
assumption
was
everything
was
in
line
with
the
city's
requirements,
because.

our
goal

but
they
have
to
have
them
up
for

months
and
then
take
them
down,
because
there
are
pretty
much
just
an
announcement.

know
that
2020
marked
our
hundredth
anniversary,
so
we
don't
have

intention

stay

the
rest
of
the
year
or
to
replace
them
with
any
other
banner,
so
it
was
just
simply
to
mark.

twenty
to
twenty,

our
100th
anniversary.

initial
conversations,
I
did
mention
to
them.
You
know
about
going
through
the
process,
what
I
wanted
and
the
design
and
so
forth,
and
it
was
mentioned
that
we
needed
to
follow
how
the
city
does
it.

so
it
all
balances.
Now
the
character
banners
are
done
and
so
forth,
and
in
that
conversation
I
indicated
I
wanted
to
make
sure
that
the
protocol
with
the
city
was
followed
and
unfortunately
that
wasn't.
I
I

have
given
that
some
thought
once
I
received
this
information
from
the
city,
but
again
we
sit
so
far
back
on
Park
Avenue,
because
this
was
originally
a
winter
colony
home
and
we
have
such
a
large
front
lawn
these
existing
signs,
you
really
couldn't
see
them
and
again
we'd
only
be
able
to
fix
one.
It
would
kind
of
look
awkward.
You
know
if
we
affixed
it
to
the
front
of
our
building
in
any
manner.
Again,
it's
very
important
to
me
the
things
balanced
and
look
appropriate.

That's
why
we
put
two
of
these
out
front
as
they
are.
You
could
not
see
this
on
Newbury
Street,
because
that's
the
side
that
our
Chapel
is
on
and
we
have
a
portico
on
that
side
and
then
there's
heavy
landscaping
that
kind
of
blocks
the
building
in
the
street.
So
you
could
not
see
them
if
they
were
on
our
building
on
the
Newbery
side
and
again
you
you
wouldn't
be
able
to
see
them.

If
you
were
driving
down
Park,
Avenue
or
walking
down,
you
wouldn't
be
able
to
read
what
was
on
the
banners,
because
we
sit
so
far
back.
Our
building
is
built
in
the
late
1800s,
so
I
would
not
to
try
to
fix
anything
permanently
or
you
know
drill
anything
in
because
it
is
a
wooden
structure.
We
do
have
some
metal
out
front
with
our
portico,
but
again
it
would
be
kind
of
awkward
to
have
it
on
our
building
or
displayed
in
that
manner.
As
the
code
states.

Having
said
that,
however,
there
there
are
many
many
ways
to
to
affixed
and
not
you
know,
without
altering
or
hurting
your
structure,
your
to
your
property,
something
that
would
be
a
little
bit
larger
that
you
could
see
from
street
front.
So
that's
noise,
you
might
ask
if
you
had
considered
those
options
in
light
of
mr.
Bland's
letter
to
you
indicating
your
sign.

for

to
adhere
to
things
that
keep

historical

they're

their
sky,
we
could
do
something
that
would
not
bother
it.

don't
know
what
that
is,
but
I'm
glad
to
see
that
that

up

historical
aspects

hang

banner

not

identified
as

sign,

think,
there's
any
nebulous
interpretation
as
to
and
I
think
we'd
be
heading
down
a
slippery
slope.

the
interpretation
is

think
it

rightfully
interpreted

the

love

find
a
way

repurpose
them

ways

frame
banners

of

need

design
review
board

attractiveness

probably
creating
more

issues
than
we
need.

do
agree
that
affirming
the
planing
directors
decision
is

correct,
but
it's
just
an
unfortunate
situation
because

add
a
nice
element

like
them,

believe.

interpretation

in
place
probably
prevented
many

public

look.

would
like
to
affirm
the
decision
of
the
planning
director,
but
I
would
also
like
to
extend
you
a
sign
to
stay
up
until
at
least
you'll
at
first

remember

do

during
all
we've
had
these
emergency
orders

town

we
have
allowed

bit

people
know
who

kind
of
fair
and
even-handed,

we've
done

those

place,

probably

continue

situations
like
this

tarry.

Register

Evergreen
cottage

district

against
