A
A
B
Do
have
the
final
orders.
We
received
a
few
clarifications
during
the
week
regarding
the
votes
for
the
particular
items.
Those
have
been
changed
on
the
order,
so
please
review
your
vote
as
they
come
around
to
you
just
to
make
certain
staff
got
them
from
the
video
but
I'm
fairly,
certain
they're
correct,
but
just
double
check
for
us
just
to
make
sure
Thank.
A
B
A
Look
forward,
we
move
directly
from
old
business
to
new
business.
I,
call
your
attention
to
application.
Twenty
nine
three:
zero,
zero.
Eight,
the
petitioners
Triple
A
sign
company
representing
sprint
food
store,
as
incorporated
they
are
requesting
a
variance
to
design
area
and
area
for
a
free-standing
stand
at
1610,
Richland,
Avenue
East,
the
city.
Has
this
been
properly
posted?
It
has
were
there
any
inquires
it
wish
to
share
with
the
board
no
increase.
Thank
you
presentation.
A
B
Chairman,
your
only
item
this
evening,
as
you
stated,
is
application
29,
300
8.
The
subject
property
is
1610
Richland,
Avenue
East.
This
property
is
essentially
just
east
of
the
old.
What
we
call
the
old
Aiken
downtown
grid
system,
as
Richland
Avenue
turned
from
a
divided
road,
with
a
Parkway
into
a
five
line
cross
section
as
you
exit
eight
into
the
east,
as
you
can
see
from
the
map,
provided
it's
a
bit
of
a
sawtooth
through
there
as
far
as
what's
in
the
city
and
what
is
out
these.
B
This
property
is
kind
of
the
easternmost
property
along
which
will
Avenue
East
in
the
city.
So
in
general
business
it
is
a
gas
station
and
convenience
store
what
the
applicant
desires
to
do.
Currently,
there
is
a
free-standing
sign
at
that
location
that,
as
far
as
staff
can
tell
meets
the
current
zoning
ordinance
for
a
free-standing
sign.
The
zoning
ordinance
in
the
reference
section
gives
an
area
maximum
of
75
square
feet
in
a
height
maximum
of
18
feet
for
our
a
four-lane
frontage
for
a
free-standing
sign
in
some
areas
we
require
that
they
be
monument
signs.
B
This
is
not
one
of
those
areas.
It
can
be
a
freestanding
pylon
sign.
The
applicant
is-
and
we
got
a
couple
pictures
here-
it's
the
the
Gregg's
gas
plus
site.
So
you
have
a
five
line
cross
section
about
45
mile
an
hour
speed
limit
through
there,
but
very
few
controlled
intersections.
You
are
transitioning
if
you're
say
heading
into
town
from
east
to
west
you're
transitioning
from
kind
of
more
of
a
highway
cross
section
to
the
Aiken
Parkway
cross
section
of
Richland
Avenue.
B
Section
they're
asking
for
a
variance
to
be
able
to
accommodate
both
the
branding
of
the
company,
which
is
sprint
foods
and
the
prices
for
the
the
various
fuels
that
they
have
planned
for
that
site
and
the
applicant
has
also
kind
of
night
provided
a
nice
exhibit
as
well
based
on
what
the
current
sign
is
there
and
what
if
they
were
to
comply
with
the
ordinance.
What
that
kind
of
scale
would
would
look
like
and
and
other
than
that
staff
would
be
glad
to
answer
any
additional
questions.
B
We've
included
the
state
code
as
reference
here.
It
did
not
appear
that
it
be
required
to
be
part
of
the
sign
it
just
has
to
be
displayed
in
some
conspicuous
location
on
site.
I.
Think
there's
a
number
of
options
to
do
that.
Some
do
it
we've
seen
it
done
as
part
of
the
canopy
display.
We've
seen
it
done
as
part
of
the
pylons
sign
display.
B
C
B
B
C
B
Our
research-
we
did
not
find
that,
but
I
would
also
defer
that
the
applicant
they
honestly
deal
more
with
with
meeting
the
state
requirements
for
this
signage.
Then
then
we
do
as
staff
we've
just
used
our
own
regulations,
so
we
don't
have
anything
in
our
code
and
the
city
code
about
that,
and
we
we
tried
to
dig
through
this,
the
state
code
on
that
and
didn't
find
that,
but
they
might
be
able
to
provide
better
information
that
staff
asked.
C
B
E
B
E
But
again
make
the
applicant
can
address
this
if
it
were
made.
If
that
Sprint
the
logo
was
made
a
little
smaller,
the
sign
being
the
posting
of
the
prices
and
so
forth
that
remains
the
same
Sprint
logo
beep
reduced.
Could
it
fall
within
the
without
significantly
making
it
so
small?
You
can
read
it
if
it's
down
to
18
I.
B
Would
probably
defer
yeah
that
that
specific
information
to
the
I
will
save
this?
With
regard
to
the
city
ordinance
in
our
section
regarding
sign
measurement
you,
if
you
were
to
have
just
a
linear
text
versus
the
circle,
the
circle
automatically
takes
up
more
area
by
the
way
our
our
Coda's
has
defined
measurement
of
a
sign.
So
if
it
were
just
a
strict
rectangle,
if
you,
if
you
just
have
linear
text,
we
would
draw
a
rectangle
around
the
text
alone.
F
B
F
B
Right,
we
have
had
a
few
cases,
I
believe
and
I'm.
Trying
and
I
don't
remember
specific
instances,
but
I
do
remember
the
scenario
where
there
were
legal,
non-conforming
signs
and
we
have
a
fairly
generous
legal
non-conforming
clause
and
our
organist
with
regarding
the
signs
you
have
to
change
over
80%
of
the
copy,
and
so
in
some
cases
the
sign
was
designed
in
such
a
way
that
they
could
take
advantage
of
that
and
not
have
to
bring
it
down
to
our
code.
B
So
there
probably
are
to
my
recollection,
some
out
there
that
do
not
that
have
gone
through
and
changed
and
upgraded,
like
the
sign
has
changed
from
one
fueling
company
to
another
or
something
along
those
lines.
But
the
sign
was
legal
non-conforming
and
they
were
able
to
work
within
our
legal
mod,
conforming
code,
Thank.
F
D
B
Is
not
sewn
differently,
so
it
is
general
business
as
well
without
doing
prior
research,
I'm,
not
exactly
sure
the
size
of
that
particular
sign,
but
it
is
possible
that
it
predates
the
code,
and
this
is
one
of
those
legal
Mountain,
conforming
situations,
there
are
a
number
of
them
around
town.
Thank
you.
A
G
G
As
you
see
the
little
Gregg's
guys
plus
sign
is
I
mean
you
can
barely
see
it
riding
down
the
street
and
then
it's
winter
right
now
so
in
the
summer,
I'm
sure
it's
worse
than
that.
When
the
when
the
foliage
comes
out,
the
landscaping
is
good,
I
mean
it
looks
good,
but
we
chose
this
particular
height
to
get
the
sprint
logo,
just
above
the
trees,
which
puts
it
right
at
the
top
of
where
the.
G
The
top
of
the
race,
yes
plus
in
the
30
inch
prices,
were
chosen
because
of
his
ability
for
four
people.
Greg
Greg
had
a
larger
digit
for
regular
gas
and
then
a
smaller
digit
for
diesel.
Sprint's
new
design
and
you'll
see
it
on
all
of
their
gas
stations.
We're
for
changing
out
of
good
many.
This
is
our
tenth
greg's
gas
plus.
G
They
prefer
that
all
the
digits
be
the
same
size
because
the
same
people
have
to
they
have
to
be
visible
to
the
same
people
it
having
a
truck
gas
canopy
Diesel's,
just
as
important
as
regular
and
then
to
save
the
citizens
10
cents,
a
gallon.
They
surely
want
to
post
the
supersaver
price,
so
this
is
their
new
design.
G
It
also
gives
enough
clearance
at
the
bottom
so
as
not
to
pose
any
kind
of
visibility
problem
as
you're
pulling
out
it's
this
sign
of
17
feet
back
from
the
right-of-way
anyway,
because
of
utilities
and
stuff
like
that.
So
they're,
you
know
that's
a
little
little
bit
of
a
hardship
to
that.
They
have
to
be
so
far
back
because
the
setback
is
nothing
I
mean
as
long
as
you're
out
the
right
of
way,
you're
good,
but
then
utilities
kind
of
hamper.
Half
of
that.
G
F
I
have
a
question
in
regards
to
the
alternate
options.
As
far
as
the
design
goes,
I
love
the
design.
It's
clean.
It's
modern
and
I
think
it'll
be
a
great
update
from
the
standpoint
of
for
lack
of
a
better
example,
a
Hilton
had
where
there's
limitations
on
size,
I,
don't
know
if
you're
in
that
market,
but
in
other
markets
where
there
is
a
ceiling
for
lack
of
a
better
word,
do
you
have
design
options?
Aside
from
you
know,
squatting
it
down
to
meet
what
you
would
proposed
for
the
exist
sign?
F
G
Probably
a
better
question
for
Jim,
you
know
in
proportion.
This
sign
is
in
proportion
with
all
the
others
and
they
want
to
be
as
consistent
as
they
can
be,
of
course,
and
you
saw
the
comparison
of
this
side
and
then
the
other
one
putting
a
circle
on
top.
It
makes
the
rest
of
it
so
small
and
then
75
squared
3,
the
little
circle.
You
know
PI
R
squared
it's
only
50
square
feet
the
pricing.
G
F
Understandably,
for
Brennan
continuity,
you
want
things
to
be
the
same,
which
I
appreciate
it's
just
a
matter
of
you
know
in
a
market
that
is
more
restrictive,
perhaps
than
our
18
feet
and
square
footage.
I
just
wondered
if
there
was
an
alternative
design
that
would
still
lend
itself
to
the
property.
G
G
Would
be
about
40
feet
off
the
right
away
because
they
put
them
back
in
the
woods.
It's
really
horrible
and
you
know
if
you
go
there
to
retire
and
I'm
66.
So
I
can
say
this
and
you're
old
and
it's
40
feet
off
the
road.
It
causes
a
lot
of
accidents.
You
know
and
you're
riding
down
to
78.
That's
six
lanes.
G
It's
really
not
not
good,
but
you
know
they
started
it
way
back
when
I
was
a
kid
at
church
camp,
so
you
know
and
they
had
the
opportunity
to
keep
it
that
way
so
and
there
they're
still
tough.
They
are
McDonald's
beige,
Pizza,
Hut,
Pizza
Hut
had
a
black
background.
They
made
us
change
it
to
dark
gray.
It
looks
black,
but.
G
Okay,
I,
don't
know
where
it
is,
but
it
you
know,
that's
a
good
example.
I'm
sure
there
are
alternatives,
but
but
for
visibility's
sake
and
safety.
You
know
that
is
a
safety
issue.
If
you
can't
read
the
sign,
you
know
until
you
get
right
up
on
it
or
it's
behind
trees
in
this
case
and
all
the
trees,
and
then
everybody
be
in
an
uproar
about
that.
But
it's
one
lot
from
being
out
of
the
city.
G
A
G
I
mean
you
can
keep
them
trimmed
there.
They're
crape,
myrtles,
but
I
know
what
they
do
in
the
summertime.
So
you
have
to
keep
them
trimmed,
but
but
they're
you
know
it.
You
have
to
have
some
visibility,
so
you
know
in
the
Greg's
gas
plus
signs
they
were
all
over
the
place.
We've
replaced
every
single
one.
This
is
our
tenth
one
and
we've
replaced
them.
We
could
not
utilize
them
and
make
them
look.
Anything
like
sprints
look.
A
Now
all
that
on
that
particular
road,
even
though
it's
five
lane,
but
the
lane,
the
only
visibility
in
inhibitor
to
me
is
that
one
tree,
that's
there
in
front
of
the
side
and
I,
don't
think
we
would
jeopardize.
If
you
cut
down
that
tree,
you
wouldn't
have
a
problem
because
in
two
other
locations
in
Aitkin
highway,
19
and
highway
18
you
have
a
monument
side
on
highway
421
and
highway
18.
You
have
less
than
a
27
foot
sign
there.
G
A
H
Latham
from
triple-a
science
company,
thank
you
regards
the
trees
will
Assad
they
prepare
to
be
a
little
Jim
Magnolia
or
something
of
that
sort
and
at
the
height
they
are
right.
Now
that
would
be
a
mature,
probably
mature
size
for
that
tree,
but
also
the
the
height
that
they
currently
are
would
be
about,
even
with
the
canopy
on
the
store
and
over
the
gas
pump.
H
So
if
we
could
get
this
sign
in
the
sprint
round,
logo
above
we're
at
the
current
level,
these
trees,
current
height,
those
trees
can
be,
you
know,
pruned
back
annually
and
keep
them
at
the
same
height.
That
our
sign
would
still
be
above
that
and
at
the
same
time,
that
was
still
allowed
for
the
landscape
plan
to
kind
of
heat,
keep
the
store.
You
know
hidden
uniformly
there.
So.
E
But
the
yes,
sir,
back
to
the
question
about
the
round
portion
that
says
print.
That's
this
part
right
here
understand
about
the
the
posting
of
the
gas
prices
and
so
forth.
I
use
that
station
a
lot
have
been,
but
is
there
any
alternative
to
the
round
ball
me
I
know.
That's
their
logo
and
I
understand
that
the
based
on
the
dimensions
given
in
here
that
the
wording
and
the
little.
G
E
H
New
brand
book,
that's
just
for
their
brand
recognition,
that's
their
new,
their
new
modern,
look
that
going
with
previously
they
had
up
more
of
a
square
sign
right
and
their
new.
Their
new
look
for
their
new
stores
is
going
to
the
round,
so
they
really
just
like
to
keep
it
uniform
throughout
their
stores.
So
you
know,
customers
would
would
see
that
round
logo
and
be
familiar
with
that
being
a
Sprint
store.
You
know
the
cleanliness
and
whatnot
that
they
the
standards
they
keep
their
stores
up
to.
H
Just
when
people
are
driving
up
and
down
the
road,
so
you
know
notice
the
round
sign,
that's
a
sprint,
keep
everything
uniformed
within
their
brands.
If
we
did
go
to
a
different
shape
sign
it
would,
you
know,
be
different
from
their
other
store
and
wouldn't
be
uniform
with
their
brands.
Are
there
other
sprint.
E
E
B
There's
also
one
near
citizens,
Park
on
East,
pine
log,
Road
and
those
those
were
all
yeah.
Those
were
all
yeah
development
of
their
previous
yeah,
like
he
was
saying
that
there
that
the
square
branding
or
the
rectangle
kind
of
branding,
where
the
Sprint's
that
it's
just
more
of
dad's
kind
of
a
square
even
forward.
G
E
E
H
Location
that
the
brand
new
store
at
Rutland
corner
I
believe
is
what
it's
referred
to.
Yes,
that
would
be
a
round
sign.
Some
of
the
other
ones
that
were
done
in
the
last
two
years
or
so
may
still
be.
The
squares,
but
they're
playing
going
forward
is
to
bring
everything
you
know
round
and
have
them
all
uniform,
so
go
from
the
square
to
the
round.
G
G
G
G
G
G
G
It
this
one
retrofitting
somebody
else's
store
is
a
whole
lot
different
than
retrofit
in
a
sprint
store
the
bottom
half
of
their
signs,
most
of
the
ones
that
we
modified.
We
can
just
cut
it
off,
cut
off
the
rectangle
and
put
the
circle
up
and
and
it's
to
no
detriment.
It's
the
same
square
footage
it
meets
the
same
wind
load
factors,
those
kinds
of
things
so
in
cases
that
we
do
a
Sprint
store,
is
different
than
redoing
a
store
that
is
another
brand
and
crazy
shapes
we've
dealt
with
some
crazy
shapes,
though.
G
H
Does
appear
to
have
a
cross
member
across
the
top
of
the
sign
and
more
than
likely
before
gross
past
plus?
Is
there
there's,
probably
a
square
cabinet
or
something
of
that
sort
across
the
top
but
I'm?
Looking
at
the
pictures
and
what
I've
noticed
gotten
by
the
store
up
to
guess?
That's
a
steel
cross
member
going
across
the
top.
J
H
Why
we're
here,
those
are
pretty
solid,
solid
poles
on
both
side
of
that,
typically
on
the
sides
of
that
sign.
You
wouldn't
require
poles
of
that
caliber
be
a
smaller
square
square
tubing,
where
those
are
very
large
18,
possibly
24,
inch
round
tubes
that
that
typically
goes
with
a
high-rise
sign.
You
know
much
higher
and
much
larger
than
that.
I
K
B
Is
the
request
would
be
involving
changing
the
existing
greg's
sign?
Only
it
would
only
deal
with
the
the
greg's
gas
plus
Sprint
store
property
yeah.
You
would
have
received
notice
as
an
adjacent
property
owner,
but
this
is
only
for
that
particular
sign
at
that
particular
convenience
store
gas
station
location
right.
B
M
My
question
is
on
this
map
and
she
asked
me
speak
for
which
a
lot
it's
a
sign,
I'm
gonna,
be
put
on,
because
this
one
you're
showing
here
was
bad.
Yes
plus
he's
never
offered
anybody
a
dime
for
the
use
of
the
property
period
and
next
person's
go
by
they're,
going
extend
that
sign
ten
more
feet
up
in
the
air
which
I
don't
like
sprint
anyway,
because
they
bait-and-switch
every
one
of
the
signs.
They
have
got
a
digital
thing
see
credit
price
cash
prize.
Well,
you
pull
in
there
and
it's
a
lot
of
traffic.
M
You
pull
in
there
and
you're
trying
to
get
any
get.
Gasp
just
happened
to
me
today,
the
one
that
you're
talking
about
on
Rutland
wrote
Rutland
road.
They
had
209
posted
when
you
go
inside.
If
you
don't
join
their
club
and
let
them
have
your
bank
account
which
I'm
not
going
to
you.
Don't
get
that
price
you
pay
to
nineteen,
so
that
should
fall
under
the
theme
of
false
advertisement.
In
my
opinion,
yeah,
you
know
that's
what
I
think
and
every
one
of
the
Sprint
stores
do
that
not
against
your
sign
company.
M
You
know
when
you
get
in
there,
then
they
say
you
got
your
credit
card,
your
bank
card
on
me
yeah.
Well,
we
need
to
put
you
in
and
then
you
can
go
back
out
and
we'll
punch
your
gas,
but
it's
coming
out
of
your
bank
right
now.
I
don't
need
somebody
take
my
money
right
in
for
gas.
I
have
cash
if
they.
J
J
J
M
I,
don't
want
to
see
my
sister
get
shafted,
because
I
had
several
times
made
mention
to
her
to
get
that
other
girl
who
was
challenged
or
to
make
a
parcel.
They
already
have
parcel
1
&
2,
but
they
never
have
put
it
in
either
one's
name
and
my
sister
gets
the
bill
every
year
for
the
taxes
for
two
extra
land.
She
pays
it
on
December
30.
She
doesn't
miss
it
every
year
and
have
to
wait
on
this
girl
for
maybe
two
years
to
pay
for
her
portion.
I.
A
A
M
M
B
M
E
A
A
M
That's
about
all
I
have
to
say
about
it
and
I
like
that.
She
would
like
to
know
where
this
new
sign
is
going
and
who
is
going
to
be
compensated
for
the
sign
being
there
because
I'm
dealing
with
a
company
out
of
Florida
about
a
cell
tower
on
my
property
out
on
601,
Beaver,
Dam
and
I
know
what
you
go
through
and
I'll
Lisa
milena
be
using
Consumer
Cellular
for
five
years
now,
but
I
can't
manage
my
house,
my
pony
my
house.
Thank.
B
That's
what
the
board's
discretion
yeah!
You
can
continue
an
item
if
you
wish
for
additional
information.
I
will
say
it's
the
first
time
this
has
brought
been
brought
to
staffs
attention
using
the
GIS
system
and
using
the
county
partial
data.
We
had
no
reason
to
believe
that
the
sign
is
not
on
the
subject
property
as
indicated,
but
that's
something
that,
if
the
board,
which
is
the
clarification
on
you,
can
absolutely
ask
for
continuous
or
asked
to
look
into
it.
Karen.
A
F
N
Evening,
Jim
Allen,
chief
marketing
officer
for
sprint
foods,
so
I'll
be
honest
with
you,
so
I've
just
joined
the
company
about
five
months
ago.
So
I
wasn't
here
at
the
time
of
the
transaction
when
Sprint
purchased,
Greg's
gas
plus
locations.
So
I
can't
answer
your
question.
You
know
directly
as
to
whether
or
not
from
here
there
was
a
new
survey.
You'll
complete
it
at
the
time
of
the
transaction
or
not
also
I.
N
N
No
I
totally
understand
what
I'm
trying
to
cut
you
off.
I
totally
understand.
You
know
what
you're
saying
and
that's
you
know
the
gentleman
has
brought
up
a
concern
that
you
know
our
sign
is
not
on
our
own
property,
so
I
mean
if
we
needed
to
you,
know,
get
a
continuance
to
go
in
and
you
know
provide
a
survey
that
shows
that
the
current
sign
is
on
our
property.
N
If
that's
what
we
need
to
do,
you
know
to
get
there,
you
know
our
approval,
then
you
know
we
would
certainly
go
through
and
do
that
I
mean
our
hope
was
to
get
this.
You
know
approve
this
evening,
I'm
not
sure
again
being
new
to
the
area.
If
you
can
potentially
approve
it
with
a
contingency
that
you
know
if
we
provide
documentation
to
the
board
or
to
the
city
that
that
sign
is
on
our
property,
that
you
know
we
don't
yes,
so
I
need
the
continuance
and
come
back
to
a
future
meeting.
N
I'm,
not
sure
if
that's
possible
here
in
South,
Carolina
I,
know
my
in
my
previous
employer.
When
I
did
this
in
New
York
State
we've
had
some
of
those
situations,
but
again
I'm,
not
I'm,
not
familiar.
You
know
with
this
process
here,
so
to
speak
so
right,
but
if
that
was
the
only
quote-unquote
concern
is
whether
or
not
the
sign
was
on
sprint's
property,
if
at
all
possible,
I
would
ask
that
we
have
a
you
know,
a
conditional
approval.
G
G
F
Mr.
Chairman
I
had
a
question
just
in
in
that
thought
process.
I
would
imagine
I,
ideally
with
the
layout
and
the
frontage.
In
an
ideal
situation.
It
would
be
right
in
the
middle
and
not
encroach
on
anybody's
property.
It
would
meet.
You
wouldn't
necessarily
be
asking
for
the
the
larger
sign,
because
the
visibility
would
be
easily
read.
F
You
know
roughly
seven
bushes
in
if
you
will
and
could
with
perhaps
the
city's
permission.
I
know
the
tree.
Ordinance
can
be
an
issue
and
then
it
might
address
all
of
the
issues.
So
is
that
feasible
with
Sprint's
parameters
as
far
as
corporate
and
branding
as
far
as
would
that
meet
their
criteria
if
it
was
at
ordinance
height
but
in
a
different
location,.
N
N
Keeping
it
within
the
standard
square
footage
allowed
mm-hmm
I'm
not
as
familiar
with
the
local.
You
know,
ordinances
yet,
but
I
believe
there's
an
issue
of
the
number
of
trees
or
the
landscape
required.
So
are
you
saying
that
we
would
then
have
to
ask
for
permission
to
remove
some
of
those
other
trees
so
that
we
had
the
visibility,
I'm.
F
I'm
speculating
that
there
are
some
ordinances
and,
judging
by
how
he's
not
in
his
head
that
there
are,
but
from
the
perfect
scenario,
situation
from
a
branding
standpoint.
If
the
sign
were
encroaching
on
the
neighbor's
parcel
and
it
had
to
be
moved,
that's
that
would
potentially
address
moving
it
in
a
sight
line.
That
would
not
then
require
a
higher
sign
to
accommodate
the
current
location.
The.
G
J
G
G
A
E
Mr.
chair
I
would
like
to
see
the
continuance
until
we
get
more
information
and
make
the
absolute
that
there's
no
question
that
this
sign
is
on
the
on
the
subject:
property
or
its.
If
it
is
not,
then
the
survey
would
show
that
it's
a
encroachment
on
the
property
and
something
would
have
to
be
done
about
it,
but
that
would
be
up
to
the
owner
to
make
that
determination.
So
I
would
like
to
see
if
the
continuous
sir.
I
A
Second,
then,
second
I
thought
it's
been
properly
moved
and
seconded
this
application
be
continued.
We
have
been
a
discussion
on
the
motion
here.
None
those
in
favor
demotion,
solar
arrays
at
the
right
hand,
as
unanimous
that
the
application
be
continued
with
that.
The
last
item
on
the
agenda
I
call
the
close
vote
for
the
close
of
this
meeting.
