of
the
request
is
to
allow
a
new
freestanding
sign
in
order
to
replace
the
existing
monument
sign
to
better
identify
the
site
and
provide
messages
to
students,
parents
and
the
public
information
provided
by
the
applicant
about
the
site,
plan
dimensions
and
look
of
the
sign
as
well
as
the
submitted
site.
Excuse

Permit
application
is
contained
in
exhibit
a
of
your
agenda
packet.

indicated
by

submitted
sign,
permit
application
and
rendering
the
applicant
desires
to
replace
the
existing
monument
sign
on
the
site
with
a
114
inch
tall,
37.88
square
foot
sign,
including
a
reader
board
totaling.
Approximately
62
percent
of
the
total
area
of
the
sign,
thus
requiring
the
three
variances
there
to
the
variance
to
the
three
sections.

kershaw
street
is
not
considered
a
main
arterial,
the
sign
cannot
contain
a
reader
board
by
right.
Only
this
residential
districts
fronting
main
arterials
are
permitted
breeder
boards
by
right,
according
to
the
zoning
ordinance,

previously
stated,
this
limits
the
ability
of
the
school
to
communicate
messages
to
faculty
students,
parents
and
the
public.

subject
property
is
developed
as
a
middle
school
and
zone
residential
multi-family,
low
density.
However,
the
structures
construction
predates
the
zoning
district
classification
and
exists
as
legal
non-conforming
as
depicted
in
the
zoning
map
attached.
As
exhibit
c,
there
are
a
variety
of
zoning
districts
in
the
vicinity
of
the
subject
property,
including
downtown
business,
residential
multi-family,
low
density
and
residential
multi-family
high
density,
the
high
density
there
is
concentrated
primarily
on
the
west
side,
rml
residential
multi-family,
low
density,
kind
of
to
the
northwest
and
south
east.

zoning
requirements
were
not
in
place
when
the
school
was
built.
As
a
result,
the
site's
development
and
use
predate
the
current
zoning
district
designation
and
restrictions.

current

limits
the
size
and
sign
typology

surrounding
residential
districts.

the

and
the

itself,
because
it's
not

roadway,
wouldn't
technically
be
permitted.

consider

it's
not

lot

messaging
that
goes
on,
because,

you
have
like
three
grades,
for
example
over
there-
and
they
got
four
classrooms
in
each
one,
you
might
have
each
classroom
want

something
up
there,
and
so
that
makes
it
a
lot
to
go
on
a
board
such
as
this,
whereas
a
manual
board,
you
can't
do
any
of
that.

other
thing
without
going
out
and
changing
it
all
day
here.

most
traffic
count
in
the
area
are
very

the
main
purpose
of
this
sign
is
to
communicate

student
body,
the
public
that
lives

there

think
it's
important
to
know
that.
I
think
that
one
of
the
things
they're
trying
to
do
because
the
technology
offers
today
and
be
honest
in
my
personal
opinion,
probably
what's
going
on
in
this
world
today.

them

way
to
communicate
quickly,
and
I
think
that's
why
all
the
other
places
we've
applied
for
every
location
has
accepted
this
and
and
welcomed
it
in
neighborhoods
and
everything
north

is
right
in
the
middle
of
a
neighborhood
we
put
one,
so
they
we
put
them
in
belvedere.
We
put
them
over
30
signs
the
sign
itself.

sign
will
either
be
a
16
or
or
10
millimeter,
and
that
makes
it
when
you
go
when
you
like
go
through
the
driveway,
if
you're
too
close,
they
they're
hard
to
read,
so
you
have
to
have
a
lower
millimeter
in
order
to
read
it.

and
because
of
the
the
you
know,
one
led
doesn't
form
one
letter
by
itself.
It
takes
several
leds
in
this
row
to
make
these
letters
to
form
and
the
nice
part
about
this
thing.
Is
they
have
a
laptop
that

hooked

the
sign?

change
the
messaging
right

don't
have
to
worry
about
a
manual
board
being
lettered
being
stolen,
not
having
the
right
letters
to
put
up
there.
People
changing

type

The
other
thing
that's
a
misconception
about
the
led
sign
is:
is
that
actually
a
sign
burns,
its
brightest
during
the
daylight
because
of
the
sun
coming
down
on
it?
This
type
thing
giving
a
good
example,
there's
a
sign
that
one
of
the
parks
when
you
go
buy
it
and
the
sun's
on
in
the
morning.

can't
read
it
and
but
the
sun's
on
the
other
side,
you
can
read
that
sign
and
that's
one
of
the
reasons
that
we
require
that
you
have
to
have
a
photocell
in
these
signs
that
reads
the
light
intensity,
so
it
can
change
with

with
the
lighting.
The
sign
at
night
will
probably
burn
less
than
20
percent
of
its
power.

that's
why
even
down
like
smith
hall
places
like
that,
there's
no
need
to
turn
them
off.
They
actually
get
dimmer.
You
can't
read
them,
there's
some
that
we
had
not
put
up,
but
that
did
not
have
those
in
them
and
they're
so
bright.

can't
even
read
them.
Okay,
that's
just
glare!
You
see
color,
that's
about
it
too,
but
the
signs
that
have
these
photo
cells
in
them
they're
remarkable
they
not
only
make
them
a
better
sign
for
readability.

our
request
and
we're
hoping
that
you
know
I
think
you'll
find
that
you
won't
get
any
complaints
from
it.
We
train
people
on
the
code.
We
make
them
aware
of
the
city
codes,
you
can't
scroll,
you
can't

movies
this
type
thing
on
there
and
one
of
the
ways
we're
able
to
help
control.
That
is,
our
sign
comes
with
a
laptop
and
we
have
the
software
in
there
and
we
can
program
those
codes
in
there.

I
read
through
the
staff
report,
you
indicated
that
the
vendor
has
one
size
and
one
size
don't
fit
all
that's
right
and
we
want
to
be
conscious

neighborhoods

intensity
in
the
daytime,
as
well
as
at
night.

in
about

seconds
versus
that
of

manual
sign,

people
think
they're
distracted.

you
can
adjust
the
font
size
when
you're
on
different
messages
that
you
want
to
get
across
too.

guess
what
I'm

is

find
this

history

folks
coming
in
here
and
requesting
this
that
typically
they
are

to
run
with
the
owners
of

land
rather

a

fixture

land
itself.

for
example,
if
they
were
ever
to
sell
the
property,

it

run
with
the
land,

so

neglect

too

we
just
couldn't

new
plumbing

neighbors

relatives

question
why

don't

rent
out

rooms
because
there's
quite

hiatus

they're
occupied
by
any
friends
or
relatives.

we
had
that
in
mind
toward
the
end
of
our
project.

did
finish
off
the
two
upper
rooms.

something
like
this.

we
put
together
the
paperwork
to
justify
our
request
and,

I
understand
it,
when
leanne
filed
it

spoke
with
someone,
I
think
we

first
person
ever

request
the
special
exception
for
for
this
type
of
thing.

we
found
people

have
stayed

us

people

stayed

of
them
have
