couple

thursday

was
the
last
approved
meeting
of

last

time
we'll
be
approving
the
official
calendar
for
the
next
year
and
we
will
also
be
electing
officers
the
kind
of
quirk
I
guess,
as
we
worked
through
this
year's
schedule,
is
how
you
want
to
handle
december
meeting
we're
proposing
no
december
meeting.

typical

variance

setbacks.
With
regard
to
sections
four
two
one
and
three
four
two
of
the
zoning
ordinance
subject:
property
is
at
921
calhoun
place,
which
is
about
a
half
acre
parcel
on
the
west
side
of
calhoun
place
approximately
halfway
between
knox
and
bernard
avenues.

The
applicant
is
desiring
to
add
on
to
what
I
would
call
the
right,
rear
or
northwest
corner
of
the
house
of
the
main
residence
and
square
essentially
squares
off
two
existing
walls
there,
but
due
to
a
kind
of
minor
pie,
shape
of
the
lot.
It's
not
it's
not
too
severe,
but
it's
enough
that
it
causes
some
problems
in
doing
so
and
that
it
results
in
a
seven
and
a
half
foot
corner
from
the
adjacent
property
line
pursuant
to
section
421
of
sodium
orange,
which
is
the
table
of
residential
design
standards.

city
zoning
ordinance
requires
a
10
foot
setback
in
that
location,
currently
you'll
notice
on
the
plat
that
it
references
a
seven
and
a
half
foot
setback
on
the
actual
flat.

can't
tell
where
that
come
from
it
could
have
just
been
from
how
just
the
history
of
that
planet
and
when
setbacks
had
changed
over
time.

wishes
to
construct
a
garage
and
are
asking
to
do
so
within
approximately
eight
feet
of
that
property
line.
The
side
yard
setback
for
accessory
buildings
pursuant
to
section
342
d
of
the
zoning
ordinance
is

feet
and,
with
that
said,
staff
would
be
glad
to
answer
any
questions
you
would
have
of
of
staff.

to
be
hugging
that

better

setup
as

have

determination

the
planning
directors

The
partial
is
about
a
7.3
acre
parcel
that
has
over
57
000
square
feet
of
of
inline
retail,
as
we
would
call
it.
This
does
not
include
the
corner
parcel,
which
is
a
separate
parcel
down
here,
which
includes
the
the
doctor's
office
and
physical
therapy
center.
That
was,
that
is
not
part
of
the
the
subject
property.

The
subject
property
currently
has
a
a
large
legal
non-conforming
sign
pylon
sign.
If
you
will
along
pine
log
road,
we
have
been
working
with
the
property
owners
for
probably
over
a
year
now
in
different
ways
to
try
to
figure
out
how
to
kind
of
make
the
shopping
center
to
try
to
increase
the
viability
of
the
shopping
center
economically,
while
still
staying
within
our
zoning
ordinance
and
landscape
regulations.

It
is
unique
in
some
ways
in
that
it
has
a
retention
basin,
essentially
right
out
in
the
front
of
it,
and,
along
with
that,
comes
a
number
of
landscaping.
Regulations
for
the
city
not
only
for
the
landscaping
for
street
trees,
but
also
for
the
as
a
screening
around
the
the
basin
itself
and
I'll
get
to
that
in
a
second.
So
the
first
thing
we
did
is
met
out
on
site
with
the
the
owners
this
is
from
about
four
years
ago.

me
go
back
essentially
right
in
front
of
the
pylon
sign
coming
from
the
east.
You
have
a
large
particularly
large
tree
in
that
location.
That's
a
grand
or
significant
tree,
so
the
magic
of
of
powerpoint.
Here
you
can
kind
of
see
between
the
two,
the
we
tried
our
best
to
allow
them
to
limb
up
and
thin,
with
in
consultation
with
the
city
horticulturist
the
trees
on
site
to
try
to
improve
visibility
into
the
site.

The
same
time
they
go
back
here.
There
was
very
dense
hedge
to
the
point
that
it
was.
It
was
even
intruding
on
the
pedestrian
pathways
through
there,
so
those
hedges
still
exist.
This
is
this:
is
a
winter
a
winter
shot.
So
it's
not
super
thick,
but
they
do
still
exist
along
here
and
there
will
be
due
to
the
way
they
had
to
be
trimmed.
They
will
be
filling
out
over
time
again,
but
hopefully
not
to
the
extent
that
they
were
previously.

But,
as
you
can
see,
the
the
sign
is
arguably
along
it
along
pine
log
road,
very
visible
from
one
direction,
but
very
hidden
from.
I
guess.
The
other
direction
staff
tried
to
improve
visibility,
to
be
able
to
see
into
the
site
to
see
it.
Maybe
the
building
signage,
rather
than
the
pylon
sign
as
a
trade-off,
but
the
applicant
has
said
that
their
tenants
want
to
be
able
to
have
a
sign.
They
can
be
seen
from
both
directions.
Along
pine
log
road,
the
property
is
zone
planned
commercial.

It
was
developed
in
the
early
90s,
along
with
most
of
the
stretch.
Most
of
the
stretch
of
road
was
developed
in
the
late
80s
early
90s,
not
long
after
pine
log
road
was
widened
in
this
area.
It
used
to
be
much
it'd,
be
a
two-lane
stretch
and
about
the
time
the
bypass
came
in
this.
I
think
this
was
the
next
after
hitchcock
parkway
kind
of
came
in.

This
was
kind
of
the
next
widening
that
needed
to
happen
due
to
traffic
demands
and
and
and
commercial
followed,
the
zoning
ordinance,
because
this
is
a
plane,
commercial.
It
points
to
the
next
closest
zone
district
as
far
as
with
regard
to
signage,
so
we
have
a
a
allowance
for
a
shopping
center
sign
that
can
be
no
greater
than
12
feet
tall
and
a
max
is
out
at
120
square
feet,
but
the
variance
requested
here
is
4.4.7
b,
which
would
allow
that
section
says
that
you
can
have
one
sign.

ground
mounted
freestanding
sign
on
each
arterial.
The
there
is
a
side,
but
both
both
streets
are
so.
You
have
to
have
5
000
cars
a
day
to
be
considered
an
arterial
silver
bluff.
Road
in
this
case
has
10

pinewood
road
has
over
21
000
cars
a
day,
so
it's
a
very
busy
intersection
and
so
both
of
those
easily
meet
our
requirements.

So,
instead
of
doing
that
to
try
to
improve
visibility,
what
is
being
requested
is
two.
Instead
of
one
two
sided
sign,
which
is
what
you
have
now
and
what
you
would
commonly
have
was
being
requested,
are
two
single-sided
signs
at
point,
essentially
east
and
west,
respectively,
depending
on
which
way
traffic
is
coming
to
be
located
on
the
islands
on
either
side
of
the
existing
storm
water
facility.

would
typically
allow
one
sign
and
each
side
could
be
up

120
square
feet
if
you
maxed
out
the
number
of
businesses
for
a
shopping
center.
So
in
this
case
it
would
it
would
be,
they
have
enough
tenants

this.

out
the
size,
so
it'd
be
up
to
12
feet
in
height
and
120
squeeze
square
feet
in
sign
area.
We
would
allow
that
on
both
sides,
so
this
would
be
dividing
that
out
into
two
separate
signs
that
wouldn't
have
essentially
a
backside
signed
copy
to
each
cabinet.

be

we
have
a
described
triangle

the
code
that
has
to
be
set
back.

along
one

of
traffic
and
another
line
of
traffic

it

that
diagonal.
We
would
verify
that
it
could
fit
within
all
that,
but
in
either
case
yes,

be
within
this
island
on
this
side
and
this
island
on
the
other
side,

it'd
likely
be
set
back.

ensures

based

whether
you're
along

arterial,

collector

a
local
street

different
measurements,
but
it
is
so
essentially
more
traffic.

more
it
has

set
back

out
a
signifi.

be
able
to
see
both
ways.
So
that's
yeah.
That's

a
requirement
based
on
again
traffic
levels.

we
we
basically
the

most
simple
way
to
put
it
is
we
try
to
push
the
the
tree
trimming
and
tree
preservation
requirements
of
our
zoning
ordinance
as
far
as
we
could
legally
within
the
constraints
of
that,
without
having
to
remove
a
fair
number
of
trees?
Actually,
that
would
that
would
be
the
next
step.
It
kind
of
came
down
to
their
preference.
To
to
be
able
to
see
is
to
to
start,
I
guess,
removing
grander
significant
trees
or
to
find
better
ways
to
have
signage
on
the
subject.

I
guess
my
question.
One
of
the
examples
that
came
to
mind
was
the
mall
property
at
2441,
whiskey
road,
because
there
was
a
significant
amount
of
removal
and
my
understanding
was.
It
was
based
on
the
fact
that
you
couldn't
see
them
all
it
was
you
know,
understandably,
you
could
drive
right
past
it,
so
there
was
some
fairly
significant
within
the
city
limits
and
I
think
it
shocked
a
lot
of
people
because
we
love
our
trees.

These
monuments
tend
to
make
some
sense,
so
I'm
just
wondering
why
the
different
approach
to
to
sort
of
similar,
obviously
smaller
scale
in
the
subject
case,
but
they
weren't
allowed
to
go
ahead
and
really
get
aggressive.
The
way
they
did
at
the
mall.
So
that's
kind
of
the
first
part
of
my
question
and
then
my
second
part
of
the
question
was
what
because
cmi
seems
to
be
sharing
with
that
pylon
sign
and
it's
understood
through
the
application
that
the
applicant
is
going
to
replace
that
that
that
single-sided
poly
is
going.

So
I'll
speak
to
the
mall
situation
first,
so
the
mall
trees
were
not
removed
for
specifically
for
the
purpose
of
a
view.
There
was
also
at
the
time
we
had
preliminary
plans
to
start
constructing
the
ring
park
around
there,
which
included
sidewalks
and
amenities
out
to
the
street.
So
there
was
a
new
landscape
plan
filed
for
that.
Those
were
also
they
weren't
quite
to
the
level
of
being
grand
or
significant
trees.
They
were,
some
of
them
were
crepe
myrtles
and
things
like
that.
That
did
not
classify
diameter
wise
as
as
as
those
kind
of
trees.

So
some
of
the
removal
was
done
along
with
the
new
concept
plan
for
the
mall
and
the
ring
park,
which
council
entered
into
an
agreement
to
provide
at
that
location
when
the
construction
is
done.
So
it's
not
exactly
the
same.
In
that
sense,
the
with
regard
to
the
trying
to
say
oh,
the
the
cmi,
so
they
could
put
up
two
signs
at
their
location
right
now,
whether
you
were
the
board
were
to
deny
or
approve
this
variance
either
way.

we
would
not
let
them
have
off-site
signage,
so
right
now,
they've
kind
of
been
allowed
to
be
maintained
on
that
large
pylon
because
it
is
a
shared
entrance.
But
that's
essentially
it's
a
private.
That
would
be
a
private
matter
between,
I
guess,
the
two
property
owners
and
I
I'm
not
sure
the
full
story
about
how
they,
how.

It's
big
lots
because
we're
courting
big
locks,
hard
and
strong,
but
you
know
one
of
their
key
objections
to
the
site.
Just
like
bilo's
objection
and
decision
to
not
renew
the
lease
was
the
lack
of
visibility.
They
felt
like
the
traffic
had
a
hard
time
seeing
their
store,
especially
with
the
increased
competition
from
kroger
walmart
around
the
street.

They've
complained
about
it
for
years
I
actually
came
on
board
three
years
ago.
I
believe
it's
the
exact
same
time.
Ryan
came
on
board
with
the
city
and
the
property
was
held
in
a
family
trust,
elderly
gentleman,
kind
of
ran
the
property,
all
the
properties,
and
this
was
one
that
just
kind
of
got
out
of
hand.
So
when
I
one
of
the
first
things
I
did
when
came
on
board
was
to
come
down
and
meet
with
ryan
to
meet
with
the
city.

all
this
here
you
know
we
hired
a
landscape
architect
to
come
in
because
we
had
growth
like
this,
even
in
the
islands
inside
the
shopping
center,
and
it
was
a
safety
hazard
because
you
couldn't
see
people
or
smaller
people
or
people
riding
in
their
little
scooters
and
stuff.
So
we
took
all
that
out.
We
lined
everything
up.
We
actually
took
everything
out
around
this
contention
area
and
replaced
it
with
a
shrub
type
that
would
only
grow
as
high
as
the.

we
plan
to
put
the
other

that

coming
to
that
intersection

make
sure
that
this

any
control
over
the
maintenance
of
these
trees,
just
like,

you
flip
back
to
the
other

the
trees

that
property

the
right
is.
When
I
was
there
a
couple
days
ago,
you
had
a
bunch
of
construction
workers
who
were
at
the
chinese
restaurant.
They
all
had
there's
about
three
250

350
trucks,
parked
see
where
you
see
where
that
one
treat
one
car
is
by
the
tree.
He
had
three
in
a
row
going
towards
the
restaurant
there
you,
I
don't
care,
what
kind
of
sign
you
had
there.
You
were
you
you
could
not
see.

can't,
and
you
know
that's
that's
only
going
to
be
once
or
twice
a
day
if
you
get
that
type
of
vehicle
and
that
type
of
traffic,
that's
that's
got
that
parking
lot
loaded.
That
just
was
a
unique
scenario

you
had
a
bunch
of
three
or
four
super
duty
trucks.

parked
right
right
by
the
tree
and
going
over
that
whole
corner
was
blocked.

you

sidewalk
