From YouTube: Board of Zoning Appeals Sept 25, 2018
Description
The City of Aiken Board of Zoning Appeals is meeting Tuesday, Sept 25, 2018, at 5:30PM in Council Chambers located at 214 Park Ave SW. Here is the agenda https://edoc.cityofaikensc.gov/weblink/DocView.aspx?dbid=0&id=426058&page=1&cr=1
A
All
about
September
5th.
2018
notice
of
this
meeting
was
also
sent
to
the
city
clerk
and
for
posting
on
the
finance
administration,
building
notice
board
and
the
municipal
building
notice
forward
at
least
24
hours
before
this
meeting
agenda
sheets
were
mail
or
email
to
interested
parties.
As
a
reminder,
it
is
unlawful
for
any
person
given
testimony
to
this
board
knowingly
providing
false
information.
A
That's
according
to
section
22
9
of
the
aiken
municipal
code,
each
infraction
of
the
separate
offense,
with
a
penalty
of
up
to
30
days
in
jail
and
are
a
fine
of
1,000
$92.50
are
to
the
board.
We
do
not
have
at
this
meeting
minutes
of
the
of
the
September,
the
August
meeting
of
the
August
28th
meeting.
Nor
do
we
have
the
final
orders
from
the
August
28th
meeting
our
last
a
City
to
read
into
the
records
the
reason
why
we
do
not
have
those
available.
Mr.
B
Chairman
is
your
aware:
the
planning
department
means
three
different
boards
or
staffs
three
different
boards,
the
Board
of
Zoning
Appeals
design,
review
or
planning
commission
due
to
the
amount
on
some
of
those
agendas.
We've
ran
a
little
closer
in
timeframe
to
finishing
the
orders
and
minutes
associated
with
the
last
meeting.
Instead
of
rushing
those
around
and
getting
those
to
the
board,
we
wanted
some
additional
time
to
review
those
make
sure
the
orders
were
consistent
with
the
minutes.
So
we
will
have
those
to
you
at
the
next
meeting.
Thank.
A
A
That's
a
petition
from
the
city
of
Aitkin
park
and
recreation,
tourism
department,
the
requesting
a
variance
for
the
height
and
the
area
of
a
free-standing
sign-
and
this
is
property-
that's
located
in
an
rs.15
sole
at
1700,
whiskey,
Road
to
the
city.
As
it's
been
properly
posted.
It
has
any
inquires
that
you
wish
to
share
with
the
board
no
increase.
Thank
you
presentation.
A
B
The
application,
as
you
stated,
is
at
1700
whiskey,
Road.
This
is
the
Odell
weeks,
community
center
and
Virginia
acres
park,
the
sign
along
whiskey
road
that
would
previously
existed
again.
This
is
oh
sorry.
This
is
owned.
Rs.15,
it's
been
traditionally,
most
city
parks
have
been
residentially
zone,
I
believe
actually
right
now.
Currently
all
city
parks
are
residentially
zoned,
and
so,
along
those
lines,
this
park
is
as
well.
Even
though
it's
somewhat
in
the
middle
of
a
commercial
stretch
of
whiskey,
Road
the
signs
of
previous
existed,
there
were
two
signs
on
the
whiskey
fries.
B
Typically,
the
city
would
only
allow
one.
So
these
are
legal,
non-conforming
signs,
as
is
or
as
was
due
to
the
size
of
the
sign
and
the
fact
that
there
were
two
signs
there.
You
see
on
your
screen.
There
was
one
that
had
identified
ho2
a
week's
activity,
center
and
kind
of
a
general
recreation
parks
with
a
message
board.
A
manual
message
board
on
that
sign.
B
B
Electronic
reader
boards
would
be
permitted
by
Wright
for
an
institutional
use
such
as
a
park
or
a
community
center
for
our
code,
so
that
that
is
not
in
question.
It's
the
size
of
the
sign
that
would
require
the
variance
and
so
within
the
residential
district.
Typically,
monument
signs
are
limited,
24
square
feet
8
feet
in
height
at
a
maximum,
and
so
this
is
that
they're
requesting
a
46
square
foot
sign
just
for
comparison.
It's
it's
roughly
similar
to
the
size
of
the
larger
of
the
two
signs
that
previously
existed.
On-Site
I
have.
A
B
B
A
B
Say
minded
mine
did
not
receive
money
either.
So,
however,
in
within
the
staff
report
itself,
we
we
included
verbatim
the
responses
given
to
each
of
the
individual
questions,
so
those
are
if
you
did
not
include
that.
Second,
if
you
don't
have
that
second
page
in
your
packet,
it
is
covered
by
the
staff
report.
What
the
response
was
and
yeah
our
apologies.
We
didn't
realize
that
there
were
some
that
did
not
include
that.
Thank.
C
B
Is
the
sign
or
roughly,
the
dimensions
of
the
sign,
I
believe
individuals
from
Park
Federation
tourism
could
answer
that
more
specifically,
that
I
could
but
I
think
this
is
a
general
characterization
of
the
size
and
type
of
sign.
I.
Don't
think
that
at
the
time
that
they
submitted
this,
they
had
inspected
out
specifically
or
gone
out
to
to
procure
a
a
sign
provider
at
that
time.
Yet,
okay.
D
The
question
the
only
thing
that
I'm
not
seeing
in
the
specifications
is
this
new
sign
placement.
Will
it
will
it
go
exactly
where
the
previous
manual
lettered
sign
is
going
to
go
as
far
as
I
line
with
traffic
would
be
my
question
as
far
as
placement?
Obviously,
both
are
not
going
to
be
there.
So
will
it
be
set
back
so.
B
Yeah
again,
the
folks
I
think
from
our
collaboration,
Jeremy's,
probably
address
that
better
than
I
could
just
mind
your
saying
it
would
go
in
the
generally
the
same
location
as
those
signs
were.
There
was
kind
of
a
landscaped
bed
there
that
made
that
that
kind
of
covered
the
base
of
the
signs,
and
it
would
be
generally
located
in
that
that
same
I
guess,
landscape
Island
it
would
we
call
it
that
preferably.
B
Front
yeah
and
it's
set
back
from
whiskey
Road
a
bit.
It's
a
bit
yeah,
it's
a
wood
potentially,
and
we
would
have
to
review
that
too,
as
staff
to
ensure
that
it
would
block
line
of
sight.
There
is
a
sight
distance
triangle
requirement
in
our
code
that
hasn't
set
back
when
you
need
to
have
a
certain
amount
of
sight
distance
for
a
vehicle.

46

it's

G
A
A
I
call
your
attention
to
application
1993
0:03,
a
special
variants
of
quest
representing
the
South
Carolina
Department
of
Education
for
a
above
ground
storage
tank,
and
this
will
be
located
in
a
planned
industrial
zone.
At
449.
Rutland
drive
to
the
city
has
been
properly
posted.
There's
any
inquiries
that
you
wish
to
share
with
the
board.
No
sir
presentation
place.
B
This
is
where
the
the
school
district
stores
a
large
number
of
the
buses,
and
they
are
converting
a
fair
number
of
them
in
the
20
or
25
buses
to
to
propane
and
would
like
to
be
able
to
have
storage
of
that
on
site
for
fueling.
So
they
were
requesting
a
variance
to
its
section,
4
3
5,
the
zoning
or
set
limits
the
size
of
above-ground
storage
tanks.
B
They
are
requesting
two
thousand
gallons
of
storage
and
they've
left
that
there
they
were
still
examining
that
at
the
time
the
application
was
submitted
as
to
me
whether
that
would
be
to
1,000
gallon
or
a
2000
gallon
tank
that
they
would
be
requesting
the
the
tanks
themselves
have
standards
set
forth
by
the
State
Fire
Marshal,
who
does
the
permitting
on
those
and
they've.
There
have
been
other
school
installations,
a
similar
in
nature
that
have
been
have
been
permitted
by
the
fire
marshals.
They
are
there
going
along
the
lines
of
those
same
regulations.
B
The
specific
location
they're
asking
for
is
the
what
I
would
call
the
the
the
bus
parking
on
the
south
side
closest
a
DuPont,
Drive
and
kind
of
on
the
east
end
of
that
parking
lot,
I
believe
kind
of
the
closest
building
at
that
point,
I
think
it
was
the
old
cafeteria
building
that
was
there
and
it's
being
torn
down
as
part
of
the
remodel.
So
only
a
portion
of
that
wing
that
exists
closest
to
closest
to
the
proposed
location
would
remain
after
the
Aiken
high
school
renovation
is
done
as
well.
A
B
H
B
That's
a
they've
given
they
given
one
example
to
us.
We
didn't
conduct
extensive
research
as
to
what
other
schools
would
have
them.
We
looked
mostly
at
the
actual
requirements
and
they
gave
an
example
of
another
location
where
they
were
permitted.
Similarly,
so
I
don't
have
the
number
they
may
be
able
to
answer
that
the
applicant
might
be
able
to
answer
that
more
more
clearly
and
I
could.
B
Specifically
because
this
is
where
they
had
planned
to
keep
the
moat
the
majority
of
those
new
vehicles
so
to
cut
down,
they
were
looking
at
alternate
sites
away
from
from
here
that
this,
the
school
district
had
access
to.
But
as
far
as
the
specific
position
on
this
site.
Yes,
no
I
was
not
given
a
specific
explanation
as
to
why
that
might
be
a
better
location
and
other
locations
on
site.
C
One
other
question,
maybe,
but
maybe
it
may
be
directed
to
spec.
Excuse
me,
the
staff,
but
based
on
this
sketch
of
tanks
facing
and
distances
from
buildings
and
minimum
distances
from
buildings
and
so
forth,
and
has
your
staff
verified
that
the
distances
are
met
to
comply
with,
say
this?
This
sketch
here
or.
B
A
A
I
A
I
It
would
depend
on
the
depth
of
my
believe.
Those
are
eight
footballers
with
four-foot
in
the
ground
in
a
hole,
that's
bored
out
and
filled
with
cement.
I,
don't
know
the
exact
rating
of
how
fast
the
vehicle
couldn't
go
through
it,
but
it
would
be
pretty
significant
speed
to
get
through
the
bollards.
G
I
G
I
I
I
J
A
question
for
the
captain,
the
concern
I
have
is
not
so
much
you
know,
impact
or
getting
through
the
barriers,
it's
more
of
a
leaking
scenario,
where
again,
I'm
no
expert.
That's
what
I'm
going
to
tap
into
your
expertise,
that
the
gas
would
settle,
correct
and
could
drip
and
spread
correct
and
then
be
an
incendiary.
I
J
J
J
J
J
J
J
H
H
C
I
I
I
D
D
Is
there
something
that
can
be
put
in
place?
Is
this
going
to
be
monitored
or
they're
going
to
be
cameras
I
not
to
sort
of
be
negative
in
the
sense
that
proximity
to
the
school
board?
Kids,
jumping
offense
fiddling
with
things
that
that
that's
one
of
the
things
I
was
concerned
about
in
reading
the
proposal,
because
it's
not
normal
to
store
fuel
so
close
to
a
school
in
this
sense?
Excuse.
I
I
In
the
right
mixture,
I
mean
in
any
chemical
that
it's
flammable,
of
course,
can
be
ignited
in
the
right
mixture.
But
if
you
have
a,
if
you
have
a
large
leak,
it's
gonna
be
too
much.
It's
gonna
be
too
risk
I
like
old
gas
carburetor.
It
can
be
too
lean
to
ignite
or
too
rich
to
ignite.
So
it's
got
to
be
in
the
right
proportions
to
have
an
ignition
problem
or
to
be
concerned
about
an
ignition
source.
I
G
A
K
A
K
Just
answer
the
questions
that
I've
heard
right
now
we're
in
the
process
of
doing
for
new
instructors,
the
state
of
South
Carolina
has
purchased
approximately
120
propane
buses.
Our
first
inner
structure
was
installed.
I
won't
believe
last
summer
down
at
Somerville
right
next
to
a
school
where
one
of
the
parking
locations
are.
We
looked
at
a
canned
high
because
they
have
53
buses
located
there.
The
bus
shop
is
approximately
four
miles
from
the
from
the
high
school
so
to
travel
back
and
forth.
To
be
eight
miles.
K
Round-Trip
twice
to
every
other
day
was
actually
looked
at
to
putting
in
structure
in
out
at
the
interstate,
but
it'd
be
a
round
trip
of
about
I.
Once
a
was
18
miles,
no
10
twenty-eight
miles
a
day,
round-trip
or
every
other
day,
which
we
put
a
large
number
of
miles,
and
the
large
number
of
hours
for
the
drivers
and
drivers
paid
to
do
that.
So
we're
trading
out
the
15
buses
of
the
20
buses
I
have
to
have
right
now
and
putting
20
propane
buses
over
there.
K
Primary
underground
storage
tank
is,
is
at
the
Aiken
school
bus
shop
right
now,
and
it's
located
out
on
Columbia
Highway
north
four
miles
from
them
from
the
high
school
I
went
down
and
looked
at
America
gas
is
our
state
vendor
for
our
propane.
Mr.
David
Dangerfield
has
came
up
with
electrician.
He
we
looked
at
putting
aside
in
where
we
proposed
society
is
because
we
have
two
pumping
stations.
It's
going
to
be
a
one
thousand,
two
thousand
gallon
one
tank.
K
K
Be
right
here,
a
filling
station
be
right
here
with
two
pumps
that
would
allow
a
bus
to
come
in
and
in
this
direction
direction
and
fill
up
all
the
other
locations
on
this
map.
But
the
perfection
is,
it
didn't,
have
room
for
the
bus
to
overhang
about
40
feet
to
do
the
company
we'd
actually
looked
at
putting
on
grass
down
here,
but
you
can
only
fill
one
of
us
at
times
so
actually
worth
worth
of
location.
K
K
A
G
K
Man
with
it
with
the
mileage
that
we
would
put
on
a
buses
traveling
back
and
forth
to
the
to
the
bus,
lock
or
out
to
the
location
that
the
district
has
out
by
the
interstate
would
be
astronomical
for
four
miles.
I've
been
assured
by
David
Dangerfield
in
his
menace'.
This
is
has
about
every
precaution
you
could
take
with
safety
valves
shut
offs,
it's
gonna
have
power
ran
out
to
it,
so
power
would
be
shut
off
every
day.
Nobody
can
can
vandalize
and
get
anything
out.
K
G
K
K
D
K
Drivers
will
be
taught
how
to
feel
the
buses,
and
they
will
feel
the
buses
at
their
convenience
and
with
their
schedules
coming
in
every
day,
is.
K
D
K
A
K
J
Yessir
in
the
primary
storage
of
that
diesel
is
out
on
us
one
yessir
you
see
for
miles
or
whatever
it
is
okay
and
there's
no
way
to
plot
that
scenario
with
the
propane.
In
other
words,
there's
not
a
mobile
ability
to
store
and
then
truck
your
propane
in
and
fill
that
do
it
say
basically
the
same
way
you're
doing
it.
I.
K
Don't
think
there
is
with
what
we're
doing
in
the
buses
with
with
their
schedules
throughout
the
day,
you
have
a
truck
there
from
the
time
because
it
would
have
to
be
contracted
out
to
a
vendor
to
do
that.
America
gas
right
now,
based
off
of
our
analysis.
He'll
come
up
to
Aiken
high
school
every
other
day
to
fill
the
propane
tank.
K
J
K
Talking
probably
every
other
day
to
start
off
with
until
we
can
see
exactly
there
dermology
how
many
gallons
they
use
every
day,
the
tanks
on
the
buses
have
a
underground
tank.
You
can
put
about
80%
of
propane
in
that
they
get
about
eight
miles
to
the
gallon,
so
we're
looking
at
I,
won't,
say
and-
and
maybe
I
was
wrong
about
350
gallons
or
350
miles
for
one
tank
of
gas,
some
of
the
buses,
some
of
some
of
the
buses
trouble
out
that
longer
distance.
K
K
Not
the
entire
fleet,
we're
looking
at
areas
with
inside
does
the
state
of
South
Carolina
to
put
storages
to
put
inner
structure
so
that
as
propane
buses,
travel
the
interstates
and
go
from
Augusta
to
Greenville,
to
Rock
Hill
to
Charleston
that
they
have
a
place
that
the
state
has
department
education,
that
we
can
fill
those
buses
as
it's
rifle
through.
Okay,.
K
K
Again,
we
just
said
this
is
the
first
time
or,
or
last
year
was
the
first
purchase
of
buses
we
purchased.
The
first
round
was
twenty
nine
down
at
Somerville.
That's
where
the
first
instructor
was
we're,
putting
thirteen
up
at
roots
and
one
up
in
Columbia
here,
there's
twenty,
don't
know
exact
number
down
in
Horry
County
and
end
up
in
Greenville
right
now,
we're
also
looking
at
the
next
go-around,
the
putting
about
the
propane
up
in
Rock
Hill,
just
before
the
North
Carolina
border
of
the
formula
schools
other.
J
K
C
K
Somerville
is,
like
I,
said
it's
down
ride
to
school
work.
These
rasili
is
at
Richmond,
one
is
it's
at
their
main
bus
hub,
which
is
right
next
to
the
bus
shop.
They
have
I
want
to
say
88
buses
up
in
Greenville,
it's
parked
at
the
Taylor
bus
shop,
which
at
Taylors
parking
lot
right
next
to
the
bus,
stop
they
have
I
want
to
say
140
buses
up
there
and
my
understanding
I
may
be
wrong,
but
the
understanding
in
Horry
County
it
will
be
as
a
bus
hub
which
is
next
to
a
school.
H
K
The
present
location,
the
only
thing
we
have
to
do-
is
there's
a
electricity
as
Rennie
right
now.
It's
a
paid
parking
lot,
so
buses
enter
and
exit
right
there
as
we
speak,
the
inner
structure
is
just
digging
holes
to
put
in
the
pillars
and
then
the
it's
an
underground
storage
thing,
so
it
sits
there
I,
don't
know
how
it's
tied
to
the
ground,
but
but
traffic
already
comes
in
and
out
of
there
out
where
the
baseball
field,
my
understanding,
I,
can't
answer.
You
probably
have
to
put
some
type
of
pavement
in
there.
K
D
D
K
Profanes,
more
friendly,
20s
I,
once
ate
last
numbers
was
26
to
30
percent.
Cheaper
than
running
a
diesel,
diesel
were
paying
right
now,
I
think
last
cost
was
two
dollars
and
47
cents.
A
gallon
propane
is
a
dollar
31
more.
We
paid.
I
just
heard
in
the
meeting.
We
had
the
other
day
that
we
get
a
50
percent
or
50
cent
refund
back
on
every
gallon
of
propane
that
we
buy
too.
So,
if
that's
true
50
from
80
cents,
a
gallon
won't
Burbank.
D
It's
cheaper,
it's
more
economical
and
just
my
hesitation
is
storing
it
on
the
property
that
makes
me
nervous
so
close
to
you
know
a
school
but
I
understand
the
drive,
no
pun
intended
as
far
as
the
the
savings
so
I'm
just
curious,
if
it's
understandably
not
shipping
it
in
on
top
of
that,
but
your
money
is
already
being
saved
just
with
the
switch
to
the
actual
type
of
fuel
correct.
Well,.
K
An
overall
operation
of
the
bus,
the
cost
of
the
buses
I
mean
the
savings
that
we
get
20
to
26
to
30
percent,
plus
in
the
cost
of
fuel
and
again
I,
don't
know
what
it
would
cost
to
have.
Somebody
come
in
and
fuel
every
day
that
would
probably
astronomical.
It
would
be
a
contract
vendor
that
would
have
to
come
down
versus
our
drivers
that
there
were
this
door.
The
district
drivers
to
do
that,
but.
K
D
A
L
L
L
So
it
only
provides
some
flexibility
to
the
bus
shot
in
that
regard.
So,
instead
of
saying
well,
let's
find
out
what
buses
we
think
have
enough
gas
to
do
this
particular
field
trip.
We're
able
to
have
our
trained
certified
folks
go
to
the
tank,
fill
it
up
and
ensure
that
not
only
do
we
run
that
field
trip,
but
we
have
enough
gas
also
for
that
bus
to
get
back
on
campus
and
run
its
elementary
middle
and
high
school
routes
as
well.
L
So
those
are
the
things
that
I
think
that
are
functional,
that
many
people
may
not
understand
it's
a
future.
We
have
a
ton
of
field
trips
as
we're
trying
to
increase
the
number
of
field
trips,
also
the
cost
of
the
the
propane
versus
the
diesel.
But
my
what
I
envision
is
having
that
cost.
We
have
to
sometimes
transfer
that
cost
to
students
in
the
cost
of
the
field
trip
to
do
the
feeling.
L
So
for
me,
at
this
point,
we're
trying
to
now
not
move
that
cost
to
students,
because
every
child
can't
afford
that,
and
our
philosophy
is
that
every
child
should
deserve
access
or
the
opportunity
to
meet
to
participate.
So
we've
put
in
Funston
to
offset
that.
So
those
are
some
things
to
consider
as
well
the
flexibility,
but
also
the
cost
that
now
we
don't
have
to
incur
as
a
school
district,
but
also
don't
have
to
push
on
to
any
students
in
the
cost
of
that
particular
field
trip.
We
eat
the
mileage.
Now
it's
just
that
simple.
L
We
as
a
district
said
we're
not
charged
so
I
have
to
often
find
funds
to
say
you
know
we're
gonna
make
sure
that
this
doesn't
impede
a
student
from
going
on
the
field
trip.
Nobody
wants
to
get
I
have
two
children
and
I
wanted
to
go
on
the
field
trip
and
when
I
get
the
cost
of
field
trip,
sometimes
you're
like
wow,
you
know,
I,
think
it
good
outing
for
me
and
my
wife
to
go
there.
So
those
are
things
to
consider
as
well.
Just
one
put
that
out.
L
There
also
don't
know
if
it
was
mentioned.
The
tank
where
it
currently
sits
is
in
proper
distance,
but
the
building
that's
actually
closest
to
it,
won't
be
there
anymore.
It's
gonna
be
demolished
and
we're
gonna
fence
in
I
heard
that
mentioned
earlier.
The
entire
campus
is
actual
plan
at
the
end.
To
fence,
in
that
entire
campus,
we
already
have
approval
for
phase
1,
fencing
and
I.
Have
those
plans
as
well
there's
been
approved
by
OSF
and
our
architects
as
well,
so
we're
gonna
put
some
additional
safety
parameters
there.
L
Safety
is
our
top
priority
if
we
didn't
vet
and
I
asked
a
whole
bunch
of
questions
first
and
foremost,
because
that
does
ring
an
alarming
bell
when
you
hear
that,
but
after
doing
research
and
talking
to
a
number
of
individuals,
I
wouldn't
be
standing
here
as
a
school
official
who's
charged
with
making
sure
everybody's
safe
every
day
and
speaking
on
behalf
of
this
change.
If
safety
was
a
concern
of
ours,.
E
L
Heard
about
cameras,
we
would
have
an
extensive
camera
system
that
we're
putting
in
we
starting
a
phase
one
to
put
the
camera
there.
You
know,
that's
not
that's,
not
an
unreasonable
request
and
not
anything
that
we
can't
do
in
this
phase,
as
we
continue
to
do
that.
So
in
that
regard,
that's
hopefully
answer
that
as
well.
L
L
The
reality
is,
we've
had
circumstances
you
guys
have
seen
in
the
news
where
some
older
buses
have
caught
on
fire.
So
you
know
we're
talking
about
a
stabilized
tank
that
has
built-in
safety
parameters
or
continue
to
transport
some
students
on
buses
that
are
older,
that
we
know
potentially
everyday
can't
catch
on
fire.
We've
had
some
here
in
Aiken,
County,
sad
to
say
not
very
many.
It
was
a
while
back,
but
to
know
we
have
safer
buses
who
we
know.
L
G
M
M
L
Propane
cuz
here
the
does
provide
us
the
flexibility
efficiency
across
the
board.
It
also
gives
us
some
new
buses
that
they're
all
would
be
new,
so
I'm.
Your
question
and
I
asked
this
gentleman
to
come
up
to
kind
of
give
some
stats
on
with
the
additional
20
buses,
the
oldest
bus
we
were
having
that
lot
versus
where
we
are
now
would
be.
What.
M
L
M
K
C
Your
fleet
expands,
though,
let's
assume
it's
going
to
expand
to
more
than
20
buses
and
your
current.
If
this
is
approved,
this
current
fueling
station
has
you
said
one
tank
to
22,000
gallon
tank.
Do
you
envision
having
an
additional
storage
need
to
handle
the
extra
buses
that
are
the
rest
of
the
bus
fleet
when
it's
replaced
with
propane
buses
or
well?
This
2000
gallon
tank
be
sufficient.
It.
G
K
L
If
I
can
add
one
thing
and
mr.
Hoffman
doesn't
know
this,
it's
gonna
be
my
request.
We
were
given
and
thankfully
some
new
diesel
buses
just
last
year-
don't
know
the
exact
number,
but
I
would
love
to
be
able
to
take
and
ask
those
diesel
buses
to
be
to
go
to
another
shop
to
replace
the
98.
So
this
helps
us
at
one
area
have
updated
buses,
but
it
contingently
have
two
areas.
L
Instead
of
doesn't
need
me
to
have
new
diesel
buses
go
back
that
we
got
last
year
and
not
be
able
to
utilize
those
and
get
rid
of
older
buses
in
and
have
all
diesel
new
in
one
area.
So
it
has
a
ripple
effect
and
to
help
that
a
variety
of
students
so
I.
Just
thank
you
all
for
your
consideration
and
I'm
glad.
E
A
C
G
A
C
Excuse
me:
the
safety
features
that
are
there
now
and
I'm
I'm
sure
that
the
State
Fire
Marshal
has
has
scrutinized
this
system
up
one
side
down
the
other
that
where
it's
located
and
the
efforts
that
they're
making
to
make
sure
it's
safe,
secure
watched
24/7
that
it's
it's
the
right
thing
to
do,
especially
from
buses
standpoint.
The
economy
of
running
buses
on
propane
and
the
safety
features
are
incorporated
in
buses
nowadays,
with
propane
I
would
think
would
exceed
that
of
buses
that
maybe
are
using
gasoline
or
even
diesel.
But
I.
A
Agree
entirely
what
the
Calvinist
said,
but
I
would
like
to
see
added
to
the
the
motion
that
we
incorporate
a
conceived,
a
I
understand
about
the
farm
or
State
Fire
Marshall,
but
I.
Also
love
to
have
our
local
authorities
have
the
rep
responsibilities
as
well,
since
they
you
are
integral
in
this
operation.
C
E
A
Call
your
attention
to
application
nineteen
nine
to
zero
zero.
Two.
We
have
a
special
exception
request
to
permit
a
self
storage
facility,
a
self-service
storage
facility
on
property,
that's
zone
general
business
and
that
property
is
located
at
187,
fabien
drive
to
the
city,
that's
been
properly
posted,
it
has.
A
B
Received
one
inquiry
from
a
neighboring
property
owner
that
did
not
wish
to
be
specifically
acknowledged,
but
was
concerned
about
the
statement
that
the
property
would
would
drain
and
use
for
stormwater
management.
The
pond
directly
adjacent
to
the
site,
and
just
for
clarification,
is
that
the
any
stormwater
plans
related
to
that
site
have
not
been
reviewed.
Yet
if
a
special
exception
is
permitted,
the
use
being
permitted,
it
would
go
through
the
normal
site
plan
review
process
in
which
stormwater
management,
all
utilities
site
planning
the
buffers
the
landscaping
all
that
would
be
reviewed
specifically.
B
B
So
the
current
yeah,
the
site,
my
understanding
and
speaking
with
the
city
engineers,
if
the
site
currently
drains
off
to
that
pond,
but
as
currently
mostly
impervious
surface,
so
the
the
concern
would
be
any
additional
runoff
from
adding
pervious
surface
it
sorry
impervious
surface
rather
than
pervious.
Surface
impervious
surface
is
what
would
specifically
be
looked
at
as
far
as
whether
that
would
be
able
to
be
sent
toward
that
pond
or
not
and
I
think
we're
getting.
B
Presentation
we're
switching
modes
to
a
special
exception
that
probably
missing
and
not
explaining
the
differences
all
the
time
again.
A
special
exception
is
something
is
different,
they're
variants
and
it
has
different
criteria
and
it's
generally
seen
as
something
potentially
allowed
in
a
zone
district.
If
the
criteria
established
and
the
zoning
or
ins
are
met-
and
in
this
case
that
the
subject
parks
was
187,
bobbing
her
baby
and
drive
while
as
a
fitting
drive
access,
the
primary
front
edge
is
Pawnee
Street,
the
site
is
currently
mostly
vacant.
It
is.
B
While
it
does
provide
some
additional
relief
to
Dougherty
Road,
eventually
in
in
fabien
Drive
pine
log
Road,
most
buildings
currently
constructed
in
the
area,
all
other
adjacent
Lots
are
developed
but
essentially
turn
their
back
on
this
particular
site.
So
it's
kind
of
unique
in
that
sense
is
that's
kind
of
the
single
undeveloped
lot.
That's
not
the
pond
into
the
Sunday
endzone
general
business.
At
this
point.
So
with
that
step
would
be
glad
to
answer
any
questions
that
the
board
may
have
that.
B
Building
is
on
the
property
correct
so
that
there
is
a
don't,
explain
it's
kind
of
a
residential
looking
building,
but
it's
there
you
kind
of
see
it
in
the
picture
there,
but
not
grows
good,
some
of
it,
but
the
best
I
could
I
could
tell
us
that
it's
used
for
it
was
listed
as
at
least
on
the
county
records.
A
storage
may
be
the
it
could
provide
more
information
on
what
is
actually
in
there.
You.
B
And
so
the
picture
here
you
see
so
I
write
a
couple
videos
just
for
context
in
the
packet,
the
first,
the
first
picture
here
you
can
kind
of
see
this
is
looking
north
on
Pawnee
Street
toward
Fabian
Drive
that
you
see
on
the
left
is
kind
of
the
back
of
the
the
structures
of
the
the
retail
center
and
then
from
the
retail
center
parking
lot.
This
is
kind
of
looking
down
on
the
site
across
the
street
from
essentially
it
kind
of
the
delivery
and
loading
area
in
the
back
of
those
buildings.
H
B
Did
go
out
and
retype
it
at
one
point
we
did
go
out
and
retake
it
did
that
previously
and
when
we
checked
we
checked
the
sites
periodically
and
we
did
we
tape
it
at
at
some
point
we
do
have.
We
ran
out
of
the
great
signs
had
to
order
new
gray
signs
and
so
we're
working
through
some
some
taping
issues
with
that.
So
we're
being
we've
been
trying
to
monitor
them,
so
yeah
we'll
try
to
keep
paying
attention
to.
B
C
C
C
C
B
C
B
The
applicant
product
could
probably
verify
that
it's
kind
of
mostly
just
submitted
as
a
conceptual
plan
at
this
point.
I
guess
I
would
treat
that
as
but
it
would
be
subject
to
a
review.
We
would
typically
typically,
we
would
allow
access
from
one
street
at
whether
Public
Safety
would
want
to
keep
another
entrance
really
the
fire
prevention
things
like
that.
Sometimes
they
allow
those
as
like
a
crash
gate
type
entrance
rather
than
a
full
access.

in

I'm,
representing
KH
Oh
development
I'm
here
tonight,
with
Christian
wall,
who
is
the
developer
and
hopefully,
between
the
two
of
us,
we
can
answer
any
questions
that
you
have
I
would
like
to
embellish
just
for
a
second
on
the
nice
report
that
brought
that
Ryan
and
his
group
did
just
may
be
to
explain
a
little
bit
more
about
our
site
plan.
The
area
and
a
few
of
the
questions
that
came
up
I
think
you're,
probably
all
familiar
with
the
area.
N
So
if
you
would
just
indulge
me
for
a
second
know,
the
tension
pond
that
serves
the
shopping
center
over
here
in
a
large
area
around
here
and
this.
This
property
does
drain
currently
into
that
pond.
Obviously
we'll
go
through
the
stormwater
review
process
and
accommodate
all
the
requirements
related
to
that.
This
is
a
high-pressure
gas
easement
on
the
site
that
runs
through
much
of
that
side
of
Aiken
goes
through
the
shopping
center
near
the
corner
of
the
rest,
Panda
Express
area
over
on
the
corner,
I
think
there's
two
high-pressure
gas
lines
here.
N
This
is
the
site
really
is
on
Pawnee
Street
in
this
is
Pawnee.
All
of
our
access
would
be
off.
Pawnee,
there's
a
little
finger
that
goes
down
here
over
to
Fabian
that,
for
some
reason
somebody
decided
they
needed
a
Fabian
address.
So
I
don't
know
whether
that
was
well
done
wide
on
this
building.
At
one
time
it
was
his
office
Marty
Gilliam
with
Gillum
and
associates
or
Billy
Gilliam.
His
dad
bought
the
property.
They
used
it
as
storage.
They
laid
down
a
lot
of
materials
for
their
projects.
N
Inside
this
fence
and
I'll
say
there
was
a
lot
of
junk
in
here
at
one
time
that
building
is
cleaned
out.
It
will
be
demolished,
it's
a
residential
style
style
building
in
pretty
bad
shape.
It
will
be
demolished
to
accommodate
the
building
itself
and
the
drive
out
here
this
is
an
access
easement
that
goes
through
the
engineering
office
parking
lot
over
here.
That
easement
in
this
as
part
of
this
project,
will
be
traded
for
an
easement
that
they
have
to
accommodate
some
overlap
parking
there
so
that
access
easement
will
go
away.
N
N
A
G
N
Don't
think
so,
I
can't
speak
for
the
owner,
but
I
don't
think
they
will
work
at
night
and
I'm.
I
will
probably
ask
him
to
come
up
because
he's
actually
spoken
to
the
to
daycare
owners
next
door.
Typical
construction
process
is
to
obviously
minimize
sound.
Does
anything
that
would
disturb
your
neighbor.
This
is
not
really
a
an
operation,
a
construction
operation
that
would
require
big
cranes
or
extremely
large
equipment.
The
site
is
basically
grated
already
so
I.
Don't
think
that
there
would
be
a
lot
of
unusual
disturbance
of
the
neighbors.
N
The
both
of
these
daycare
centers
have
the
a
tree
buffer
in
the
back.
We
will
leave
buffer
and
there
are
playground
areas.
The
buildings
aren't
pressed
up
against
the
back
property
line,
so
there
is
some
space
there,
Christian
may
or
may
not
want
to
address.
I
know
he's
spoken
to
the
to
the
to
the
daycare
owners
and
operators,
and
they
didn't
have
any
objection.
The
only
thing
that
they
requested
was
when
our
kids
throw
balls
across
the
fence.
How
about
the
wrong
back,
and
there
are
a
lot
of
balls
on
the
side.
What.
N
O
Sir
christian
wall
404
a
bright
way,
Evans
Georgia.
Thank
you
on
site
manager.
I
spoke
to
one
of
the
owners
of
the
daycare
on
the
left
and
the
other
one.
The
owner
wasn't
there,
but
the
manager
was
there
very.
You
know
they
were
just
good
to
do
with
said
they
appreciate
us
being
there
there's
already.
M
O
Between
us
so
I,
don't
think
construction
is
going
to
be
a
problem
that
that
type
of
construction
is
a
slab
metal
buildings
that
you
put
up
with
screw
guns.
There's.
No,
it's
very
simple,
so
I
don't
think
it
would
be
much
impact
at
all
and,
like
I
said,
I
tried
to
go
ahead
and
establish
a
relationship.
They
were
very
nice
to
me
and
seemed
like
it
was
going
to
be
easy.
C
C
It
just
appeared
to
be
I,
didn't
get
out,
walk
it
or
anything
like
that,
high
grass
and
so
forth,
but
I'm
hearing
that
all
stormwater,
since
this
is
going
to
be
a
paved
site
now
with
your
buildings,
on
it,
a
lot
of
runoff
from
the
buildings
and
so
forth.
But
all
that
stormwater
will
go
to
the
pond.
It
won't
drain
off
on
to
the
daycare
center
lot
or
lots
or
the
street
or
anything
like
that.
You'll
capture
it
and
put
it
in
I.
O
C
N
Was
there
was
actually
a
storm
drain
that
ran
through
this
site
here,
so
there
may
be
some
depression
related
to
that.
That
was
rerouted
when
the
Pawnee
Neilson
connector
was
done.
So
it's
on
the
perimeter
now
keep
in
mind
too
that
all
of
this
area
back
here
will
remain
grasped
because
we've
got
this
gas
line
to
deal
with
and
we
can't
pave
on
top
of
that.
So
the
hard
surfaces
are
the
buildings
here
and
the
paved
strips
between
those
and
we've
done
these
funny
jogs
in
it.
E
N
O
Quick
clarification,
it
may
not
be
relevant,
but
all
this
whole
place
will
be
climate
control,
we're
not
doing
the
old,
conventional
role
outdoors.
You
won't
even
see
that
it's
just
corridors
I'm
controlled
cameras
very
trying
to
keep
it
kind
of
upscale
as
we've
surveyed
all
the
different
storage
sites
in
town
everybody's
100%
occupied
not-
and
you
can't
even
find
one
or
I
couldn't
at
the
top.
