Description
Citizen's Review Board
November 12, 2020
2 PM
A
C
Okay,
good
afternoon,
everyone-
this
is
the
city
of
aitkin
citizens.
Review
board
meeting
originally
was
to
be
at
6
00
p.m,
but
due
to
the
city
of
aitkin
city
council
needing
the
public
portion
of
the
conference
room
and
the
I.t
folks,
we
were
not
going
to
be
able
to
have
a
meeting
this
evening
and
we
made
some
inquiries
to
see
if,
in
fact,
we
could
hold
the
meeting
at
two
which
which
we
are,
we
have
a
quorum
which
represents
a
sufficient
amount
to
proceed
and
again,
I
think,
we're
missing.
C
If
there's
a
few
people
that
I
didn't
hear
from,
I
assume
they've
got
mary
katherine's
email,
but
again
we
have
enough
people
to
to
proceed.
Do
we
have
any
minutes?
I
don't
know
that
we
have
any
minutes
provided.
Do
we
have
minutes?
Everybody
have
minutes
from
last
meeting
any
yes
any
discussion
about
that.
If
not,
there
should
be
a
motion
to
approve
those
minutes.
C
C
C
No
any
board
member
announcements,
okay
under
moderator
announcements;
no,
we,
I
have
of
course
hand
delivered
to
the
mayor.
Here's
james
coming
in
now.
C
We
had
just
started
a
little
bit
on
the
agenda.
We
haven't
gotten
the
cases
or
anything.
I
was
mentioning
that
the
gentleman
who
we
had,
who
was
from
our
hispanic
latino
community
that
was
recommended
to
mike
bechner
by
saint
mary's,
apparently
is
well
known
around
the
area
I
had
hand
delivered.
Now
it's
got
to
be
a
month
ago,
his
bio
to
the
mayor.
C
I
left
it
and
I
know
the
mayor
got
it
and
I
have
sent
the
mayor
an
email
and
asked
if
he
had
a
chance
to
speak
with
this
gentleman.
He
has
his
cell
phone
so
forth.
I
sent
him
a
text
about
a
week
ago,
no
response,
so
I
think
what
I
might
do
is.
I
may
go
to
the
city
manager
and
go
that
direction,
because
I
I
trust
the
mayor
may
be
overwhelmed
with
a
lot
of
a
lot
of
stuff
going
on
right
now
and
he
just
hasn't
dealt
with.
So
that's
the
answer.
C
We
don't
have
any
any
any
reply,
I'm
I'm
still
on
monterey's
report.
We
are
coming
up
to
the
end
of
the
year.
I'd
like
to
get
some
of
you
who
might
want
to
volunteer
to
be
a
nominating
committee,
you
may
recall
we'll
present
a
proposed
slate
according
to
bylaws
in
january,
and
then
we
actually
vote
at
a
february
meeting
and
as
soon
as
the
vote's
completed,
if
there's
any
change
of
officers
and
so
forth,
those
officers
take
over
that
particular
meeting.
So
the
weeks
are
going
by
here.
C
B
C
A
C
Been
drafted
so
we'll
have
jody,
annie
and
mike.
C
D
A
C
Okay,
so
you
folks
will
be
our
nominating
committee
and
we
can.
However,
you
want
to
proceed.
You
can
send
out
see
if
anybody's
what
their
interest
is
or
not
and
and
see
if
they're
one,
you
know
any
changes.
What
we've
interpreted
this
bylaws.
C
It
was
something
that
was
made
known
to
me
by
clark
and
a
few
others
that,
even
though
the
bylaws
provide
a
one-year
term
for
the
officers,
it
doesn't
it's
not
clear.
I
guess
violence,
don't
say,
there's
a
limit,
and
so,
as
you
may
know,
this
I've
finished
up
they'll
finish
up
two
years
and-
and
I
think
carmen's
got
at
least
that
or
more
so
we'll
see
what
we
want.
Maybe
it's
time
for
some
new
folks
in
those
positions
so
we'll
we'll
get
into
it
a
little
bit.
Maybe
our
next
meeting.
A
Mr
chair,
we
can't
we
can't
even
get
the
mayor
or
anybody
to
to
appoint
new
members.
So
how
are
we
gonna?
How
are
we.
C
Yeah
yeah,
I
I
know
that's
true
and
and
and
by
the
way,
the
nominee
committee
you
might
want
to
recognize.
I
I've
been
talking
about
it.
The
bylaws
provide
for
a
three-year
term
right
and,
unfortunately,
they're
not
really
got
staggered
the
way
things
get
started.
So
we've
we've
interpreted
those
folks,
jody
you're,
one
of
them
who
came
on
at
the
beginning
of
this
process.
C
We've
just
said:
we'll
call
it
january
1
of
17..
So
you
are
you
and
all
the
others
that
came
on
or
have
are
finishing
up
your
three-year
term
and
from
what
I
gather,
everybody
who
is
doing
so
wishes
to
continue
with
another
three-year
term,
which
is
what
the
bylaws
provide
for.
So
we'll
we'll
just
show
that
my
mike
came
on,
like
you
came
in
in
17.
C
B
I
was
before
you
so
september.
C
C
I
I
signed
on
and
I
kind
of
followed
as
grant
weissman
was
leaving.
I
I
have.
Some
paperwork
looks
like
I
came
in
april
of
18.,
so
actually
my
so
your
three
years
is
will
be
coming
up
and
well
it
did
this
year.
I
guess
yeah
and
mine
will
be
april
of
this
coming
year.
Okay,
any
committee
reports
anything
else
and
how
about
old
business
anybody
have
any
matters
they
wanted
to
talk
about
under
old
business,
nothing
new
business,
as
I
mentioned
earlier,
we're
waiting
james.
C
I
know
if
you
picked
up,
I
said
we're
trying
to
get
the
mayor
to
get
back
to
us
on
this
proposed
member.
Yes,
I
heard
you
when
you
said
that
yeah
and
I
don't
know
that
we
have.
I
you
know
if
we
still
think
we
we're
not
represented
adequately
by
the
city
of
aitkin
in
terms
of
diversity
and
so
forth.
You
know
we're
all
open
to
any
anybody
bringing
that
topic
up
and
if
they
have
somebody
in
mind
that
would
balance
it
out.
C
We've
talked
a
little
bit
about
adding
a
couple
of
younger
members
which
might
give
a
little
different
view
on
things.
The
other-
and
we
could
do
the
problem,
we're
gonna
run
into
all.
This
is
people
work,
and
you
know
six
o'clock
hopefully
works
for
most
people,
but
so
we
can
continue
to
think
about
that
all
right.
I
think
at
this
point
I'm
going
to
ask
for
a
motion.
We
have
two
matters
that
you
each
should
have
received
two
two
complaints
that
have
been
processed
by
aiken
public
safety.
C
They
should
be
discussed
and
reviewed
in
executive
session.
They'll
have
police,
have
a
motion
that
we
move
into
executive
session
to
review
those
two
matters.
A
C
All
in
favor
all
right,
okay,
we
would
ask
that
at
this
point
the
public
will
not
see
us
in
executive
session.
However,
we
will
indicate
when
we
come
out
if
we
are
going
to
vote
on
anything.
C
Okay,
all
right
we're
back
in
the
now
streaming
live
okay
to
the
members
of
the
public.
The
citizens
review
board
just
had
will
be
known
as
executive
session,
where
we
discuss
particular
cases.
Neither
of
the
cases
that
we
discussed
the
citizens
filed
any
appeal
to
our
board.
We
are
simply
reviewing
the
the
reports,
as
they
were
prepared
by
aiken
department
of
public
safety
and
with
regards
to
crb
20
2017
jls.
Is
there
a
motion
to
agree
with
that
finding
by
the
public
safety.
C
Reflected
we
agreed
with
that
findings,
the
next
and
final
case
that
we
did
review
crb,
2020-18,
mj
and
I'll
have
a
motion,
if
I
may,
that
will
approve
the
conclusions
reached
by
public
safety
on
this
complaint.
C
Okay,
so
we
again
agreed
with
the
determination
made
by
a
department
of
public
safety.
There
were
no
again
complaints
by
the
citizens
to
our
board
from
that.
Is
there
any
other
business
to
come
before
the
meeting
before
we
seek
an
adjournment
all
right
again,
just
as
a
reminder?
Well,
we
everybody
we,
I
don't
have.
Do
you
have
a
calendar
in
front
of
you,
mary
catherine,
for
the
second
thursday
of
december?
A
C
Me
december
10
december
10th,
okay,
right
now,
absent
snowstorm
or
another
mask
ordinance
issue.
Whatever
our
next
meeting
will
be
thursday
december
10
at
6,
00
p.m
and.
B
C
Think
what
we'll
do
is
I
may
seek
if
we
have
no
complaints,
we'll
get
a
sense
from
the
members
whether
you
want
to
have
that
meeting
or
not
some
members
that
think
it's
good
to
always
have
the
meeting
in
case
there's
a
member
of
the
public
that
wanted
to
come
before
us
everybody's
busy
and
so
we'll
we'll
wait
and
see
what
happens
right
now.
C
Of
course,
we
have
nothing
and
and
we'll
see
what
what
proceeds
from
that,
the
nominating
committee
you
can
get
whenever
you
want
to
get
started
in
the
weeks
of
perhaps
after
thanksgiving
all
right
with
that
I'll
call
the
meeting
to
be
adjourned.
Everybody
have
a
happy
thanksgiving
and
and
stay
well,
and
one
of
these
days,
we'll
actually
all
meet
together
in
a
in
a
single
conference
room.
