A
All
right,
good
evening,
everybody,
this
is
the
september
9th
meeting
of
the
aiken
citizens
review
board
in
terms
of
I'm
going
to
jump
around
a
little
bit.
The
roll
call,
I
believe
everybody
is
attending
tonight,
alex
laguzimon
is
not
able
to
join
us,
and
I
believe
katina
broadwater
will
perhaps
join
us
in
a
little
while,
but
we
certainly
have
a
quorum
to
proceed.
Everybody
by
the
way
receive
a
copy
of
the
agenda
as
well
as
the
minutes
from
our
june
meeting.
I
hope.
B
A
All
right,
thank
you,
carl,
for
getting
all
that
stuff
together
and
setting
this
up
tonight
and
before
I
get
into
it.
There's
there
was
an
agenda.
Does
anybody
want
to
make
a
change
in
the
agenda?
Anything
that
we
are
missing?
I
think
comes
to
mind.
Okay
and
the
agenda
has
been
accepted.
A
A
Hopefully
everybody
had
a
chance
to
look
those
over
and
again
we
were
in
the
virtual
meeting
back
in
june,
I
was
hoping
we
weren't
gonna
be
virtual
in
september
and
for
the
foreseeable
future
I
have
a
feeling.
This
is
the
way
we're
going
to
have
to
proceed
until
things
change.
The
minutes
of
june
10th
may
have
a
motion
if
everybody's
reviewed
those
a
motion
to
approve
those.
B
I
just
have
one
question
about
the
minutes.
Yes,
I
wasn't
able
to
print
them
out,
so
I'm
doing
this
from
memory
at
the
bottom,
where
we,
where
katina,
put
in
what
the
action
that
was
taking
an
executive
session
on
the
different
items
she
had
it
listed
as
appeal
of
crb
blah,
blah
blah
and
appeal
of
an
appeal.
I
I
don't
think
that's
right.
I
think
it
was
just
a
review
of
wasn't
it.
I
mean.
A
A
B
A
D
C
D
A
Okay,
again,
no
changes
to
the
agenda,
no,
nothing.
Regarding
the
minutes.
The
other
reports
I
have
is
following
the
bylaws.
A
I
did
send
you
off
a
email
in
august
announcing
that
this
would
basically
for
lack
of
a
better
word
where
this
is
like
a
first
reading
of
our
revised
bylaws
tonight
and
if,
unless
there's
changes
or
what
have
you
we'll
be
officially
voting
those
in
in
october
at
the
october
meeting
the
main
change
that
I
can
we
went
through
this,
we
spent
a
lot
of
time
on
this.
As
you
all
know,
the
main
change
was
dealing
with
the
term
of
office,
and
I
and.
B
A
And
forth
on
this-
and
I
think
even
carmen
had
at
a
good
point
that
we
should
leave
it
pretty
much
as
most
boards
do,
where
an
individual
initially
serves
three
years
and
if
willing
and
accepted
by
the
board
and
so
forth,
that
person
can
serve
an
additional
three
years,
and
so
that's
the
bylaws
will
not
now
state
that
and
it
does
read
though,
until
they
see
so
you
serve.
A
If
you
and
most
everybody
is
now
in
that
second,
three
years
at
the
end
of
that
six
year
period,
that's
the
end
of
your
term,
but
that's.
A
Get
the
board,
but
you
would
remain
in
place
until
such
time
as
a
successor
is
named
and
approved.
So
I
think
some
of
you
commented
some
of
these
boards.
A
People
have
been
on
for
years,
even
though
their
their
terms
are
run
out,
so
that
was
the
the
main
language
and-
and
I
I
think
we
all
talked
about
2016-
I
wasn't
a
member
at
that
point-
was
such
a
difficult
year
to
get
organized
and-
and
I
thought
it
wasn't
fair
to
any
of
you
that
came
on
then
to
consider
that
was
year-
one
because
I'm
not
sure
exactly
what
point
you
came
on.
So
we
kind
of
thought
you
know.
January
of
2017
would
be
the
start
for.
A
And
if
we
use
that
that
would
mean
that,
at
the
end
of
2022,
your
six
years
would
be
up
and
again
that's
a
ways
off
yet
on
that
topic
by
the
way
I'm
going
to
suggest
as
we
get
into
2022
we're
rolling
along
the
best
people
for
the
mayor
to
consider
are
people
that
you
know,
and
you
feel
would
be
a
good
addition
to
this
board.
James
told
me
one
time
he
knows
a
lot
of
people,
but
he
wouldn't
want
them
on
the
board,
amen
amen.
A
So
I
you
know
we'll
deal
with
that
next
year.
But
to
me
you
all
know,
somebody
you
think
would
would
be
a
good
person
to
to
take
on
that
role.
So
any
other
discussion
at
the
moment
regarding
the
bylaws
is.
B
I
just
have:
I
just
had
a
couple
of
notes.
Yes
on
section
four,
where
it
talks
about
completion
of
an
orientation
program
by
new
members.
It
is
very
specific
that
that
it
has
to
be
done
within
30
days
following
the
appointment
of
a
member
and
that
that
person
cannot
vote
until
they've
done
that.
B
We
need
to
do
the
thing
I
mean
it's,
it's
always
an
issue
with
that
program.
B
I'm
all
in
favor
of
having
an
orientation
program
of
some
kind,
but
I
don't
think
we
have
to
say
it
has
to
be
within
30
days
of
appointment
and
right.
I
think
it
could
be
any
time
in
the
first
six
months
to
a
year
honestly.
B
A
A
So
the
30
days
well
such
member
new
members
complete
a
an
orientation
program,
leave
it
at
that.
I
take
out
the
30
days
and
the
no
restrictions
on
them
voting
right.
C
I
mean
just
a
very
kind
of
a
clear
example
is
that
you
know
we
have
people
that
were
on
here
when
the
board
started,
and
then
we
have
had
new
people
come
on
and
there
was
a
clarification
period
because
we
didn't
have
training,
and
so
there
was
a
whole
clarification
period
about
like
when
do
we
get
claimed
like?
When
do
we
get
complaints
and
what
do
we
do
with
them?
And
what
does
it?
What
matters,
and
so
I
feel
like
that-
needs
to
happen
beforehand
and
no
need
to
let
the
problem.
C
B
Like
I
totally
agree
with
that,
I
think
what
what
needs
to
happen
is
that
a
new
person
has
to
sit
down
with
somebody
like
john
or
carl,
or
I
I
guess
what
I'm
saying
is.
I
don't
think
it
has
to
be
that
big,
formal
thing
that
we
all
went
through
that
took
all
day
and
had
speakers,
and
that
kind
of
thing
we're
never
going
to
be
able
to
do
that
within
30
days
of
somebody
for
each
individual
person
who
gets
added
to
the
board.
B
I
just
don't
think
that's
going
to
happen,
but
I
think
you
don't
agree
with.
I
agree
with
you
that
an
orientation
of
some
kind
has
to
be
done
so
that
people
know
what
they're
doing,
and
I
mean
I'm
sorry
that
alex
is
not
on
this
call,
because
I
would.
I
would
like
to
ask
him
how
he
felt
about
that
when
he
first
came
on,
I'm
not
sure
that
he
had
any
kind
of
orientation
before
he
says.
E
E
I
spoke
to
him
at
length
and
I
shared
with
him
the
video,
the
training
video,
because
I
I
didn't
participate
in
the
original
orientation
day.
I
saw
the
video
and
unfortunately,
it's
not
as
as
good
as
I
would
like
for
it
to
have
been,
but
I.
D
Yes,
I
I
just
have
a
question:
who
is
responsible
for
getting
the
video
out?
Is
that
something
I'm
responsible
for,
or
is
that
something
the
board
does.
A
Little
of
each,
I
think,
but
I
I
think
we're
all
in
favor
this
video
is
far
too
long
and-
and
I
think
a
prospective
new
member
would
be
best
to
sit
with
two
or
three
of
us
that
have
been
on
the
board
for
some
time
and
acquaint
them
with
our
bylaws
and
talk
about
the
process
and
procedures
and
and
so
forth.
A
C
D
D
I
do
have
another
question
just
before
you
vote
on
it,
if
it
would
be
easier
for
you,
I'm
willing
to
sit
together
with
if
you
want
to
have
a
subcommittee
that
to
update
the
video
shorten
it.
You
know
abbreviate
whatever
we
want
and
have
what
you
want
in
it,
that
way
the
person
at
their
leisure-
and
it
still
contains
the
content
that
you
want
it
to
have
or
feel
it
should
have.
E
Okay,
mike
yeah,
I
think
I
think
carl's
probably
put
his
finger
on
it.
I
I
wish
we
could
require
everyone
to
participate
in
the
citizens
academy,
but
I
know
that
that's
a
tremendous
amount
of
time
that
you
have
to
dedicate
towards
that.
I
also
wish
that
we
would
have
maybe
semi-annual
alongs
with
with
pso's
too
become
a
little
bit
more
involved
in
that,
but
again
that's
for
a
separate
discussion
so.
B
Well,
there
is
a
section
in
the
bylaws
about
doing
a
ride
along
and
and
and
the
other
thing
is
that
my
next
point
was
going
to
be
the
the
article
article,
eight
committees
section,
one
standing
committees,
they're
supposed
to
be
an
orientation
standing
committee.
C
A
Okay,
at
any
rate,
the
point
was
what
was
such
a
membership
complete
orientation
program-
we're
not
just
just
you
know,
putting
in
what
that
is,
and
that
may
change
from
year
to
year,
but
there'll
be
some
program
between
meeting
with
board
members
of
modified
video
things
of
that
sort.
I
think
right
now,
as
far
as
the
academy
mike
and
that
right,
along
with
covet,
I
think
I
just
read
north
augusta,
their
citizens
academy
has
been
canceled
well.
E
A
It's
very
enlightening
to
to
kind
of
ride
along
and
see
what
the
officers
deal
with
on
a
day-to-day
basis,
but-
and
I
think
the
sense
is
that
we
do
we're
going
to
have
some
orientation
program
going
forward
and
once
that
member
completes
that
orientation
program
are
we
okay
with,
then
the
member
may
participate
by
voting
on
matters
that
come
before
the
board?
B
A
Okay,
so
we'll
make
those
changes.
Maybe
carl
I'll
send
you
some
language
that
you
could
you
have
the
the?
I
guess
the
software,
if
you
will
on
that?
B
B
Through
this
whole
thing,
and
I
mean
I
know
that
I've
been
on
the
public
liaison
committee.
I
assume
I'm
still
on
it,
but
honestly
never
called
upon
to
do
much
except
occasional
meeting
with
the
mayor
or
whatever.
But
I
think
the
orientation
committee
is
particularly
important
on
that.
Well,
the
bylaws
too,
but
we're
doing
the
bylaws
and
and
the
committee
on
publicly
they're
really
all
good
worthy
committees,
and
I
think
we
should
make
sure
they're
staffed
and
working.
A
Yeah
there
was
assignments
that
were
made,
but
you're
right
and
you
know
other
than
alex.
I
don't
think
we've
had
anybody
new
come
on
for
some
time
so.
F
E
A
Okay,
all
right
so
that'll
be
the
the
changes
will
get
made
carl
I'll
I'll
reach
out
to
you
and
talk
to
you
the
next
few
days.
Maybe
we
could
do
that
and
everybody
can
get
some
revised
language
so
that
we
could
vote
on
this
in
our
october
meeting
and
of
course,
these
things
can
always
be
changed
as
times
change,
but
I
think
we
all
agreed.
There
was
some
language
throughout
these
that
needed
updating
and
it
sounds
like
we've
at
least
got
that
for
now.
A
Okay,
let's
see
where
we're
at
here.
A
Okay,
that's
basically
in
the
bylaws
is
really
kind
of
out
of
my
section
reporting
from
the
chair.
It's
just
difficult
times
here
we
all
like
to
get
together
physically,
but
I
just
didn't
feel
that
was
appropriate.
Many
of
us
I
speak
myself,
were
anxiously
waiting
for
the
fda
and
all
that
give
us
the
go-ahead
for
that
booster
shot.
A
Our
immunities
are
about
out
and
we're
being
extremely
careful,
and
I
assume
what
many
of
you
are
as
well.
So
that's
all
I
have
is
there
any
old
business
that
we
need
to
talk
about
nothing?
Okay,
new
business
we've
talked
about,
of
course,
the
bylaws
anything
else
that
anybody
has
and
bylaws
we
or
I'm
jumping
right
down
there
all
right
now
we
do
have
a
number
of
matters.
Four
of
them.
I
believe
that
we're
going
to
talk
about
shortly
in
executive
session.
A
I
can
tell
you
there's
at
least
four
or
more
that
have
had
not
been
completed.
The
workups
are
not
done
by
the
aiken
department.
Public
safety,
we'll
likely
have
those
done
when
we
we
meet
again.
So
at
this
point
I'll
entertain
a
motion
that
we
move
into
executive
session
to
review
these
complaints.
C
F
Yeah
john
one
other
thing
as
ann
is
saying
one
of,
of
course
this
is
just
james
garland.
One
of
my
pet
peeves
is
the
so
many
of
us
are
so
moved
so
move
what
we
ought
to
state
what
we
are
moving
and
then,
instead
of
you,
ask
for
emotion,
so
move
some
move.
What
I
I
think
we
ought
to
state
emotions
to
do
this,
I'm
sure
my
lawyer,
friends
will
have
something
to
say
about
that
when
you
in
court,
do
you
just
take
some
move
as
a
motion?
Thank
you.
A
All
right,
at
any
rate,
I'll
repeat
my
comments,
we're
out
of
our
executive
session.
No
action
was
taken
on
any
matter.
No
votes
were
taken
during
the
executive
session.
We
are
now
in
the
public
session.
There
were
four
matters
that
we
did
review
in
executive
session.
I
think
we've
all
had
a
chance
to
review
those
talk
about
the
contents
of
those
complaints
and
I
I'll
just
go
one
by
one
here.
I
think
we
have.
A
Our
vote
usually
would
be
to
agree
with
the
determination
made
by
a
department,
public
safety
on
crb
2021.
Six
initials
f
is
in
frank,
t's
and
thomas.
Is
there
a
motion
on
that.
A
All
right,
all
right
I'll
move
that
we
we
to
agree
on
that
one
for
a
second.
Second,
all
in
favor
all
right
all.
D
A
All
right,
thank
you.
The
next
matter
was
crb
2021-7,
initial
c's
and
cats
c,
as
in
cat,
is
there
a
motion
on
that.
A
All
in
favor,
okay,
the
last
matter
we
reviewed,
was
crb,
2021-8,
initials,
esses
and
sam
peace
and
peter
and
may
I
have
a
motion
that
on
that
matter,
please.
A
All
in
favor
aye,
okay,
that
can
well
that's
three
of
them
all
right.
We
got
one
more
crb
2021-9.
There
is
no
initial,
since
this
was
an
anonymous
complaint.
E
A
Okay,
so
all
four
matters
for
the
record
were
reviewed
by
the
board
and
we
sustained
or
agreed
with
the
determination
that
was
made
by
aiken
department
of
public
safety.
All
right
is
there
any
other
matters
for
the
good
welfare.
A
This
evening
I
will
get
back
with
carl
and
probably
send
him
some
slight
language
changes,
carl
on
that
matter.
We
talked
about
with
the
bylaws
the
language
about
orientation,
and
I
think
that
was
pretty
much.
What
we
all
talked
about
tonight
mike
can.
G
You
yes
mike
mike,
can
you
send,
can
you
and
I
know
everybody
else
may
have
it
I
couldn't
find
man?
Can
you
send
me
the
members
of
the
three
committees
that
were
listening
to.
C
E
A
Who
was
put
on
that
those
various
committees
and
we'll,
as
they
say,
we'll,
hopefully
be
able
to
vote
these?
The
final
bylaws
for
now
with
those
changes
at
our
next
meeting,
which,
more
than
likely,
unless
there's
a
change,
we'll
probably
be
back
in
this
same
format
next
month.
The
way
way
things
are
progressing
here
at
the
moment
in
southeastern.
A
A
G
G
A
Annie,
I
I
do
agree
with
you
and,
as
I
said,
I
know
my
wife
and
I
we're
waiting
for
our
that
booster
shot
when
we
could
be
eligible-
and
you
know,
there's
some
talk.
It
may
be
around
the
end
of
this
month,
but
we'll
wait.
E
A
You
didn't
have
to
suggest
there
was
any
compromising
issues,
immune
suppressing
issues
or
anything
like
that.
E
No,
I'm
I'm
a
cancer
survivor,
but
that
wasn't
and
it
never
came
up
no
and
I
was
anticipated.
I
was
kept
sort
of
waiting
to
see
if
there'd
be
some
pushback,
but
not
at
all.
So.
E
F
Okay,
let
me
let
me
ask
a
question,
not
a
question:
the
naacp's
state
conference.
We
had
a
meeting
last
night
and
some
of
the
people
from
around
the
state
were
saying
some
of
the.
A
Haven't
heard
that
I
I
believe
if
you
have
some
insurance
they'll
they'll,
take
your
insurance
card
and
so
forth,
but
if
you
you
don't
have
insurance
and
so
forth,
there's
no
cost
federal
government
should
be
paying
the
for.
For
all
of
this,
exactly.
E
A
All
right
so
somebody's
being
charged,
they
need
to
yeah
look
into
that.
I
hope
that
somebody's
not
being
taken
advantage
of,
but
no
there
should
be
no
costs
again.
They
if
they
have
insurance
they'll
process
that,
but
even
so
you,
you
shouldn't,
get
a
statement
later
from
your
insurance
company
that
part
of
this
was
paid
for,
because
the
federal
government
is
paying
for
it.
I
think
sometimes
they
may
be
getting
paid
by
the
federal
government
and
your
insurance,
but.
E
E
F
I
I'm
being
led,
or
maybe
misled
by
anne's
husband,
to
go
to
a
football
game
this
weekend
and
I
called
to
see
if
I
could
get
a
booster
shot
and-
and
I
was
told
it's
going
to
be
later
in
the
month
before
I
could
get
a
booster
shot.
D
E
They
don't
have,
you
know
an
appointment
available
but,
like
I
said,
I
went
online
and
just
as
I
did
the
first
two
times
and
got
an
appointment
right
away.
D
E
D
The
I
think,
five
services
out
in
modern
day-
I
don't
think-
has
went
out
yet.
F
E
A
E
And
I
also
I
also
asked
about
the
timing
to
get
the
flu
shot
thinking
I
just
going
and
get
my
flu
shot
at
the
same
time
and
they
said
well,
they
they,
they
said
just
wait
a
couple
of
weeks
just
to
be.
You
know
out
of
an
abundance
of
caution,
I
think,
but
yeah.
I
encourage
everyone
to
get
there
as
what
we're
calling
the
fouchy
algae
go
ahead
and
get
that
and.
B
E
Do
you
all
remember
when
dr
fauci
was
asked
to
throw
out
the
first
pitch,
I
think
at
the
nationals
opening
game
in
baseball
and
he
he
hooked
it
about
halfway
down
the
first
base
line.
I
mean
he
never
gets
close
to
and
the
catcher
catcher
came
out
and
talk
about
doing
a
quick
pickup
line.
He
said:
well,
that's
dr
fauci,
for
you
he's
wanting
to
make
sure
that
nobody
catches
anything.
A
Well,
james,
good!
Luck!
If
you
go
to
a
ball
game,
I
know
right
now.
If
somebody
wanted
me
to
go
to
william
bryce
stadium
for
that
gamecock
game
this
weekend
I
I'd
be
leery.
I
don't
know
how
many
people
there
are
not
vaccinated
and
some
people
could
still
transmit
that,
even
if
they
were
it's.
A
All
right,
I
guess
at
this
point
no
further
business
I'll,
entertain
a
motion
to
adjourn.
Thank
you,
susan.
