Description
Citizen's Review Board
October 8, 2020
2 PM
01:00 Meeting Starts
11:52 Goes into Executive Session
38:27 Exits Executive Session
B
D
C
B
B
B
Okay,
I'm
not
going
to
touch
anything
until
after
this
meeting
all
right
good
afternoon,
everybody
to
the
citizens
review
board
we're
participating
virtually
today
and
at
an
afternoon
meeting
normally
we
would
be
meeting
at
6,
but
the
polling
of
members
majority
were
were
okay
with
the
time
that
we
started
today.
B
So
with
that
roll
call,
I
think
we're
simply
missing
katina
carmen
and
jeffrey.
Am
I
correct,
correct,
yeah?
Okay,
we.
E
B
Have
minutes
that
were
circulated?
Did
everybody
have
a
chance
to
look
the
minutes
over.
D
B
Anybody
have
any
need
for
any
corrections
on
those,
if
not
I'll,
entertain
a
motion
to
approve
the
minutes
for
those
months
of
may
and
september.
A
F
B
C
Catholic
wednesday
and
then
a
corrected
to
reflect
the
correct
date,
tuesday,.
B
Need
for
any
changes
to
the
agenda
communications
to
the
board,
I
have
received
nothing.
Anybody
have
any
any
contact
for
the
mayor
city
manager,
public
safety
director
that
they
want
to
make
us
aware
of.
B
Yeah
yeah
I'll
get
into
that.
Yes,
I
did.
D
I
also
wanted
to
ask
I
noticed
in
the
minutes
in
the
may
minutes
it
talked
about
the
fact
that
we
had
received
a
memo
from
the
mayor
about
changing
the
format
of
the
board
and
we
subsequently
met
with
the
mayor,
and
that
was
changed
and
I
didn't
see
any
mention
of
that
in
the
next
minute.
So
I
don't
know
that
we
actually
talked
about
that
in
a
meeting,
but
I
think
at
some
point
that
should
be
on
record
that
that
was
that's
no
longer
the
case
that
we.
B
Yeah
we
do
have
a
I
have
a
written.
I
thought
everybody
received
that
I
can
certainly
send
that
again.
We
received
a
very
short
two
three
paragraph
letter
memo
from
the
mayor,
based
on
the
meeting.
We
had
just
rescinding
the
earlier
submission
which
he
had
you
know
they
had
the
proposed
changes
to
our
bylaws
and
all
of
that
that's
all.
We
have.
D
B
C
B
Okay,
fine,
okay,
any
announcements
from
board
members.
B
I
know
there's
going
to
be
a
motion
made.
I
don't
know
that
new
business-
yes,
that's,
probably
new
business.
Isn't
it
okay
and
report
for
me
I
can.
I
can
indicate
to
you
that,
with
great
assistance
from
mike
beckner,
we
have
a
candidate
who
would
like
to
be
part
of
the.
He
represents
the
hispanic
community
in
the
sense
that
he's
an
hispanic
gentleman
that
is
well
respected
in
that
community
and
through
assistance
actually
with
saint
mary's.
B
B
I
brought
it
to
the
city
said:
leave
it
with
the
city
manager's
office,
so
I
did
do
that
with
the
cell
phone
and
so
forth.
So
I
haven't
heard
anything
else
as
of
this
time.
So
mike,
do
you
regularly
speak
with
mr
la
guzman.
A
The
last
communication
I
had
was
last
week
when
I
told
him
that
we
were
sending
his
bio
forward
to
the
mayor
and
with
his
contact
information,
and
that
I
hoped
the
mayor
would
be
back
in
touch
with
him
soon,
but
I
also
told
him
that
it
took
a
while,
before
the
mayor
contacted
me
when
I
was
invited
to
join
the
board.
So
I
I
I
didn't,
have
a
timeline
for
him,
but
I
told
him
it
might
be
later,
rather
than
sooner.
Just
to
be
aware
of.
That
is
all.
B
Well,
I'll
make
a
point
this
afternoon
tomorrow,
I'll
reach
out
to
the
mayor.
I
mean
best
for
me
to
get
him,
is
I
usually
call
his
cell
phone
or
send
a
text
and
see
if
he's
had
chance
to
proceed
with
that,
so
it
was
funny
he
said,
go
into
the
you
know.
The
offices
have
all
been
consolidated
for
now
on
park
avenue
and
he
said
please
bring
it
to
the
city,
manager's
office
and
I'll
get
it.
Well.
B
I
go
to
the
city
manager's
office,
there's
nobody
there
I
mean
there's
there's
some
person
who's,
a
citizen
writing
something
out,
but
there's
no
secretary,
receptionist,
no
city
manager
and
I
said:
is
there
a
holiday
of
some
sort
when
they
leave
the
doors
unlocked?
And
then
somebody
came
in
and
took
everything
from
me
and
said
they
would
see
the
mayor
get
it.
So
I
I
didn't
even
personally
hand
it
to
the
city
manager,
but
so
anyway,
I'll
I'll,
follow
up
and
see
that
he
got
it.
A
B
A
I
guess
we
have
a.
B
Committee,
if
you
will
that
will
we
can
introduce
this
new
member
to
then
get
acquainted
with
our
procedures
and
all
the
paperwork,
the
bylaws
and
so
forth.
So
that's
all
I
have
under
my
moderator's
report.
Any
committee
reports
anybody
nothing:
okay,
old
business,
any
old
business.
I
guess
the
comment
that
jody
made
should
be
perhaps
old
business
that
we
need
to
make
sure
that
memo
of
the
mayor
is
there's
a
reflection
in
the
minutes
that
we
all
receive
that
after
our
face-to-face
meeting
with
the
mayor,
we
have
some
documentation.
B
Okay,
moving
on
new
business
annie,
I
think
you
had
some
interest
to
make
a
motion
today.
E
Yes,
mr
chairman,
I
would
like
to
make
a
motion.
I
would
like
to
move
that
the
citizens
re
review
board
meet
via
zoom
for
the
rest
of
2020
at
6
00
pm,
with
the
exception.
If
the
complaintant
wishes
to
meet
with
us
in
person,
okay,.
D
D
B
B
All
right,
nice
have
it
so
going
forward
or
november
and
december.
If
we
have
meetings,
will
will
continue
to
be
virtual,
except
that
if
we
do
have
an
individual
who
has
filed
a
appeal
and
wishes
to
publicly
address
us,
then
we
would
we
would
consider
meeting
in
person
one
of
the
things
I
I'm
thinking
about.
We
have
one
case
right
now
in
the
hopper.
If
you
will
it's
being
worked
on,
it's
it.
B
My
sense
is,
there
might
be
something
to
it,
because
it's
taken
quite
a
while
for
public
safety
to
complete
it,
and
so
we
will
have
likely
one
case
if
we
get
to
december,
and
we
have
absolutely
no
cases,
then
I'll
pull
everybody
and
see
whether
you
want
to
have
a
meeting
or
not.
B
D
Right
any
other
date
for
our
november
meeting,
I'm.
C
B
So
right
now
our
meetings
would
be
the
12th
and
the
10th.
Okay,
all
right
any
other
new
business.
Then
I
I'll.
B
We
can
move
from
our
open
public
here
to
a
executive
session.
Have
a
motion
to
that
effect.
B
A
second
second
well
in
favor
all
right
all
right
all
right.
We
will
now
be
moving
to
executive
session
to
review
a
matter
of
a
complaint
that
we
have
been
asked
to
to
look
over,
and
I
guess
gary.
B
Let
us
know
when
we
are
in
executive
session
and
I'm
going
to
ask
for
one
moment
if
mary
catherine
could
be
in
the
executive
session
just
for
a
brief
minute
or
so,
because
she's
had
some
direct
dialogue
with
the
complaint
that
I
think
might
be
very
relevant,
and
then
she
could
step
out
for
the
remainder
of
our
discussion.
A
A
A
B
All
right
we're
back
we're
back
after
being
an
executive
session,
the
within
executive
session,
a
matter
was
thoroughly
reviewed
by
the
board,
the
matter
being:
crb
2020
friends,
16,
prince
prince
ts.
B
G
B
All
right
unanimous
and
we
will
so
communicate
the
results
of
this
to
the
complaint,
all
right.
That
concludes
the
case
that
we
have
jeff
you.
You
came
a
little
late,
but
what
we
annie
had
a
motion
which
was
approved
and
and
passed
for
our
november
12th
and
december
10
meetings.
They
will
be
at
6
pm
and
they'll
be
virtual
unless
we
have
a
complainant
who
has
filed
some
additional
information
and
wishes
to
physically
present
themselves
before
the
board.
B
Okay
and
we'll
we'll
we'll
get
back
to
you
all
with
that
get
out
of
the
way
here.
A
second
and
you
know
put
that
in
an
email,
okay,
anything
else
that
we
have
to
do
here
before
adjourning.
B
Complaints,
not
not
no,
we,
we
did
several
quite
a
few
at
our
last
meeting.
G
B
But
no,
this
was
the
only
one
and
we
actually
already
had
reviewed
this,
but
we
didn't
have
a
complete.
We
reviewed
this
on
september
10
and
I
think,
a
couple
days
later
we
got
this
written
request
from
the
complaint
for
us
to
take
a
look
at
the
cams
and
this
person
was
concerned
with
with
cams
and
so
forth.
So
no
there
was
no
other
cases
all
right,
all
right
anything
else
to
come
before
the
board.
I.
F
Asked
this
question
yeah
and
mayor
catherine
was
talking
about
this
earlier.
I
understand
that
that
particular
complaint
has
requested
access
to
the
body.
Cam
footage
and
that's
under
review
by
the
city
attorney.
Is
that
correct.
C
I
shared
the
guidance
given,
which
was
that
an
active,
so
so
body
cam
footage
is
not
is
exempt
from
freedom
of
information
act.
It
was
so
the
city
is
under
no
obligation
to
provide
body,
worn
camera
footage,
dash,
cam,
different
story,
but
body
worn
camera
footage
is
exempt
under
foia,
so
the
complainant
would
have
to
have
an
active
file
in
the
court
and
then
a
subpoena
subpoena.
The
the
footage.
F
C
I
can
I
can
share
with
you
the
the
email
that
I
provided
her.
I
don't
want
to
miss
quote
I
I
got
guidance.
F
I'm
being
I'll
run
into
gary
at
some
point:
whoever
who
who
who's?
Is
it
gary,
who
the
other
nice
young,
lady.
C
Yes,
gary
well,
I
actually
spoke
with
gary
and
lee
staggs,
the
the
city,
solicitor
and
gary
as
city
attorney.
C
I
don't
want
to
misrepresent
what
this,
what
the
guidance
that
they
gave.
If
you'll
give
me
two
seconds,
I
can
pull
the
email
and.
C
Wasn't
I
don't,
I
did
not
understand
there
to
be
a
a
timeline
or
a
statute
of
you
know.
After
after
so
long
it
becomes
public
domain
or
loses
its
exemption.
That
was
not
my
understanding.
D
So,
are
you
saying
that
her
her
request
to
see
the
cam
and
all
the
footage
has
been
refused
because
of
not
at
all.
C
B
C
D
B
You
could
send
to
jeffrey
and
clark
if
you
wish
the
email
that
you
got
from
the
city
attorney's
office.
C
A
G
Again,
I
just
want
to
say
that
I
don't
know
that
we
need
to
put
in
any
kind
of
writing
to
our
offices
and
I'm
glad
I
am
not
and
have
never
been
an
officer,
because
if
somebody
talked
to
me
like
that,
I
I'm
sure
I
wouldn't
be
an
officer
the
next
day.
Thank
you.
B
All
right
in
terms
of
communication,
since
we
we
got
this
letter,
didn't
really
provide
us
with
any
additional
information.
I
think
we
should
communicate.
Do
you
want
me
mary?
I'm
just
wondering
how
we
want
to
do
this.
First
of
all,
does
this
lady
now
have
a
mailing
address
mary
catherine.
C
I
confirmed
at
our
last
email
exchange
that
well,
I
asked
her
to.
Let
me
know
if
her
mailing
address
had
changed.
She
did
not
indicate
that
it
had
so
I'm
assuming
that
that
is
still
current.
B
All
right
I
could,
if
I
I
can
simply
hey
best
I'll,
just
do
a
simple
letter
and
I
can
send
it
out
to
everybody
by
email
and
draft.
So
you
can
see
if
you
want
to
say
anything
different.
It's
going
to
be
fairly
simple,
but
let
the
person
know
that
we
did
thoroughly
review
everything
and
mary
catherine
could
send
it
out
under
under
our
city
of
akin
letterhead.
A
B
And
you
can
either
put
my
name
or
you
could
put
your
name
as
whatever
your
relationship
is
with
the
city
and
and
the
board
and
that'll
that'll
be
it.
A
G
B
Thank
you.
Everybody
stay
well
and
we'll
continue.
When
I
get
word
back
from
the
mayor
on
that
new
member
I'll
make
sure
everybody
knows
what
the
status
of
all
that
is.
Thank.
