and

the

second
annual
southern
City
Film
Festival.

film
location

united
states

and

Aiken

poised

the
edge
to
have
a
lot
of
film
industry
participants

local

year
we
brought
in
1500
people.
We
showed
40
films
this
year.
72
films
are
going
to
be
shown
over
three
full
days.
We've
been
working
with
the
welcome
center
on
I-20
so
that
they'll
have
information
about
this
working
with
the
South
Carolina
theatre
conference
that
brings
in
about
a
thousand
students.

shuttle
buses
from
the
USC,
a
campus
downtown.

hoping

a
good

inexpensive
family
fun,

dollar
film
tickets
and

pleased

the
Center
for
african-american
history,
art
and
culture

requests
tonight

budget
amendment
ordinance
based
on
several
unique
opportunities
to
promote
economic
activity
and
tourism.

year,

funding
from

hospitality
tax,
the
FY
2017
18
hospitality
tax
request,
the
following
$100,000
for
entryway
enhancements
$100,000
for
Parkway
improvements,
$60,000
for
three
local
museums
and
the
additional
request
that
was
just
discussed
in
terms
of
the
entryway
enhancements.

Entryway
signage
will
also
include
new
lettering
and
graphics
at
the
airport
to
properly
reflect
the
name,
change
from
Aiken
Municipal
Airport
to
the
Aiken
Regional
Airport.
At
the
present
time,
staff
is
in
the
process
of
obtaining
bids
for
the
work
and
will
amend
the
project
scope
if
required,
to
stay
within
the
budget
requested.
We
are
also
requesting
up
to
an
amount
not
to
exceed
$100,000
for
parkway
improvements
that
have
been
multiple
meetings
with
many
stakeholders
to
improve.

Parkway
connectivity
encourage
a
more
active
use
of
our
Parkway
system,
our
most
unique,
a
quakin
feature
while
maintaining
their
charm.
In
essence,
we
have
already
received
a
$25,000
donation
to
improve
lighting
put
in
walkways
in
a
gathering
area
for
the
take
parkway,
which
is
located
at
the
200
block
of
Park
Ave
South
West
between
Lawrence
and
Newbury.
This
money
would
help
us
complete
the
work
and
improve
other
Park
ways.

For
the
three
facilities,
in
addition,
the
the
the
amendment
that
was
offered
for
the
fourth
museum
as
well,
we
proposed
this
to
be
an
annual
payment
to
these
entities
directly
for
the
next
five
years,
budgeted
and
reviewed
by
the
council
each
year.
In
order
to
receive
these
funds,
the
three
museums
would
be
required.

Other
South
Carolina
municipalities
use
their
hospitality
tax
in
similar
fashions
and
we
have
included
in
the
agenda
item
mr.
mayor
the
comparative
list
of
columbia,
Spartanburg,
Charleston,
Anderson
and
Greenville.
These
municipalities
apportion
some
of
their
annual
Hospital
hospitality,
tax
proceeds
to
local
museums
and
other
similar
facilities
in
future
fiscal
years.
These
requests
would
only
be
considered
during
the
budget
preparation
process.
The
city
attorney
and
staff
will
be
prepared
to
answer
any
questions
that
you
may
have
on
this
item.

this
ordinance
on

reading
at

September
25th
2017

city
council

reflects

highly

been

with

would

some

stormwater
system
revenue
bonds
to
be
designated

2017
in
the
principle

exceeding

and
other
matters

thereto.

aspect

infrastructure
projects

our
downtown
infrastructure
improvements

for
a
series
of
revenue
bonds
to

paid

our

bonds
are
for
an
amount

to
exceed
two
point
five
million
dollars

allow
us
to
pay
for
the
costs
of
engineering,
design
and
construction
of
certain
improvements
to
our
stormwater
infrastructure,
primarily
in
the
downtown
area,
as
well
as
administrative
cost
upon
legal
counsel
in
financial
management.

envisioning
utilizing

property
for
an
entryway
into
that
Center,
we
want
to
leave
that
option
for
the

structure,

site
has
no
use
for
city
use

receipt
of

individual
offers
that
we
received.
There
are
entities,
folks
that
live
in
the
city
that
we're
interested
in
buying
the
house
for

variety
of
purposes.

derived
for

sale

deposited

capital
project
sales
tax
to
account,
which

funding
source
for
the
initial
purchase
and
once
again
we're
talking
about
subdividing
the
parcel
and
