As
a
matter
of
fact,
when
I
was
interviewed
for
this
job,
our
infrastructure
was
highlighted
as
a
major
area
of
weakness
and
neglected,
a
major
area
that
needed
immediate
attention
and
then
last
fall
during
the
race
for
mayor
infrastructure
was
listed
as
one
of
the
important
issues
that
needed
to
be
addressed.
With
the
election
of
our
new
mayor
and
the
drafting
of
a
new
city
council
strategic
plan,
you
identified
the
need
to
address
infrastructure
as
one
of
our
collective
highest
priorities
in
the
area
of
roads.

We
most
recently
had
a
presentation
by
mr.
Rick
tool,
professional
engineer
who
was
present
this
evening,
who
presented
to
us
a
comprehensive
pavement
management
system
for
our
consideration
with
more
than
80,000
systems
of
government
in
this
country.
Putting
together
a
roads
program
is
neither
a
unique
or
a
complicated
issue.
The
pavement
management
system
envisioned
represents
national
standards
and
best
practices
for
municipal
roads
program
around
the
country.
We
are
prepared
once
again
for
the
third
time
to
both
discuss
the
need
for
and/or
the
components
of
our
comprehensive
road
programs.

We
know
that
roads
are
assets
that
need
to
be
taken
care
of
to
be
maintained.
We
know
that
the
cost
of
deferred
maintenance
fire
exceeds
the
cost
of
preventive
maintenance,
and
we
know
that
our
neglect
will
place
future
residents
in
financial
jeopardy
if
we
don't
begin
to
take
care
of
our
infrastructure
system.

Over
the
past
year,
we
looked
at
a
variety
of
funding
options
which
started
with
the
possibility
of
budget
cuts
which
are
included
in
this
budget
proposal.
That
is
before
you.
We
cut
personnel
and
expenses
in
a
wide
variety
of
departments,
but,
as
all
of
you
know,
we
were
also
challenged
with
new
and
unforeseen
increases.

Vehicles
need
to
be
replaced
that
we've
set
aside
sufficient
money
to
fund
those
annual
needs.
We
were
also
asked
by
more
than
a
few,
for
example,
why
we
don't
use
the
hospitality
tax
for
roads,
since
it
is
a
tax
that
has
been
passed
in
used
by
residents.
Our
roads
are
used
by
residents
and
visitors
alike.
Why
not
use
the
hospitality
tax
that
is
paid
for
by
both
our
residents
and
our
visitors?

Quite
frankly,
many
have
asked
a
simple
question:
why
haven't
we
implemented
a
Rhodes
program
years
ago
and
why
haven't
we
implemented
a
comprehensive
infrastructure
program
years
ago
in
Aiken?
The
truth
is
I,
don't
know,
I,
don't
know
what
the
answer
to
that
question
is,
but
that
does
not
excuse
us
from
acting
now.

We've
talked
about
the
issue
these
issues
for
a
year.
The
sentiment
has
been
that
we
should
take
up
this
issue
at
budget
time.
I
hope
that
all
of
you
will
agree
that
it
is
time
to
implement
a
rhodes
program
in
the
city
of
aiken,
while
the
cost
of
implementation
is
significant
costs
to
defer
yet
again
is
even
more
mr.
mayor.
The
can
has
been
kicked
long
enough.

Thank

for
mr.
mayor
and
council
for
giving
me
this
opportunity
to
speak
with
you.
I
am
concerned
about
the
aggressive
nature
of
the
tax
increases
that
you
are
proposing.
I,
don't
certainly
don't
object
to
them,
but
what
I
am
and
objecting
to
is
the
fact
that
there
are
a
number
of
groups
of
people
within
the
city
that
are
slipping
through
the
cracks
and
are
not
carrying
their
fair
share
of
the
tax
burden.

The
second
group
are
a
number
of
people
that
live
in
South
Carolina,
live
in
the
state
and
city,
but
fail
to
register
their
vehicles
here
they
do
so
because
there
was
a
relatively
high
tax
on
the
vehicles
and
they
know
they
can
avoid
the
tax
by
not
registering
their
vehicles
and
they
simply
get
away
with
it.
I
saw
this
begin
to
develop
when
I
worked
at
the
center
of
sight
in
nineteen
89,
it
was
a
change
in
contract.

A
lot
of
new
people
came
to
town,
some
of
them
quite
brazen,
and
they
did
not
register
to
the
vehicles.
The
problem
has
only
gotten
worse
since
then:
I
rode
through
two
apartment
complexes
last
week
and
counted
188
cars
that
were
registered
in
South
Carolina.
In
addition
to
that,
I
counted
27
vehicles
that
were
registered
out
of
state
that's
more
than
fourteen
percent.
That's
a
significant
number
and
I
do
not
believe
that
all
those
are
visitors.

They
are
people
who
know
exactly
what
they're
doing
and
they're
avoiding
the
tax
by
avoiding
that
being
in
the
basement.
You
may
say
that
that's
not
in
your
belly
workers
out
of
your
preview,
but
I,
don't
think
that's
the
case,
because
in
fact
it
affects
the
tax
base
and
secondly,
as
I
understand
it.

My
point
is
that
you
really
taken
the
easy
route
so
far
and
that
you
are
taxing
the
people
that
are
willing
to
pay
and
I.
Don't
have
any
problem
with
the
road
tax.
I.
Don't
have
any
problem
with
increasing
the
benefits
of
this
in
the
city
and
improving
the
infrastructure
and
I.
Don't
think
many
people
do
it's
just
that
we
will
see
a
fairness,
and
we
know
that
there
are
a
number
of
people
that
are
avoiding
the
tax
base
and
you
all
have
the
power
to
change
that
you
can
do
it.

Consequently,
what
I
am
suggesting
to
put
some
pressure
on
you
is
that
you
not
implement
any
new
taxes
until
you
really
bite
the
bullet
and
go
after
these
freeloaders
and
that's
exactly
what
they
are
they're
freeloaders
they're
benefiting
from
the
city
and
not
willing
to
pay
the
taxes.
That
would
be
a
great
service
to
people
in
the
city
into
the
county
into
the
state

manager
on

tax.

know
I've
done
budgets
for
40
years,
I
had
a
vector
down
in
Nairobi,
Kenya
I
had
a
guy
from
MIT,
he
came
in
and
he
could
always
identify

problem,
but
he
could
never
solve
the
problem.
He
was
a
master
even
till
he
had
stacks
of
problems,
but
he
could
always
identify.
A
conservative
budget
is
one
that
you
take
the
money
that
you've
got
and
then
you
match
it
to
in
a
conservative
matter.

tax,

an
added
on
tax

think
it's
appropriate,

you'll
have
something
else

all
these
little
white
pickups
running

didn't
somebody
get

some
of
these
potholes?

vehicle
maintenance
that
the
maintenance
fee
is
for
the
rip

existing
city
roads,
ok,
simply
to
fund
the
maintenance
program
for
the
roads
that
we
now
have
the
franchise
fee.
The
proposal
for
the
franchise
fee
is
to
construct
new
roads.
For
example,
there
are
several
proposals
to
significantly
alleviate
the
traffic
on
whiskey
road
and
so,
but
you
asked
the
question:
is
it
only
for
roads?
The
program
design
is
for
roads
and
infrastructure,
which
might
mean
sidewalks
bike
paths
or
anything
else.

for
putting
you
guys
forward
to
a
particularly

progressive
plan
to
fix

roads,

go

of

fair
roads,

main
roads

I
pay

fee

want

sure

I'm
getting
the
most
bang
for
our
buck
sort
of,

if
there
is
a
condition
that
arises
where
everyone
agrees
that
a
not
City
maintained,
Road
needs
to
be
maintained,
the
state
isn't
doing
a
well
job
with
it
could
be
theoretically
used
for
those
conditions
or
as
a
state,
strictly
dissipate
at
well.

are
on
fixed
incomes
and
young
families
that
are
just
starting
out
having
to
have
two
vehicles,
both
working
both
need
a
vehicle
and
having
to
pay
the
fee
for
each
vehicle
and
already
struggling,
and
then
the
other
type
was
the
families
that
have
two
vehicles
for
the
husband
and
wife
and
then
to
have
a
teenager
there
in
a
home
that
they
are
trying
to
teach
responsibility
and
having
to
get
an
additional
vehicle
and
pay
that
fee
on
that
as
well.
I'm,
not
against
the
fee.

know
that
we
have
to
be
proactive.
I
was
just
concerned
that
might
be
a
little
bit
too
much
or
the
number
of
vehicles
that
a
family
has
for
those
who
have
three
big
vehicles
that
could
present
a
hardship
but
I
know.
We
are
tired
of
all
tired
of
traveling.
On
crumbling
roads
and
just
the
thought
of
them
getting
any
worse
concerns
all
of
us.

there's
so
many
factors
that
go
into
that.
If
you're,

your
primary
residence.
However,
there
is
a
program
that
the
county
does
go
through.
Neighborhoods
goes
through
apartment
complexes
to
identify
these
areas
that
the
gentleman
address
earlier
and
we
we
do
enforce
this
law
on
a
regular
basis.
When
we
come
in
contact
with
people
may
be
accidents
or
maybe
a
different,
maybe
traffic
citation
or
something
to
that
effect.

that
is

there
with
those
exemptions
tracks
verbatim
the
language
in
the
county
they
and
just
to
keep
it
consistent
with
people
who
are
already
paying
it
in
the
county
I
wanted
to
make
sure
that
the
same
exemption
is
applied
in
the
city
that
apply
in
the
county.
That's
why
it's
trapped
in
that
way.
This.

Exemptions
apply
to
antique
cars
that
are
exempt
from
the
payment
of
the
road
maintenance
fee.
It
also
goes
into
detail
about
a
wartime
disabled
veteran
who
may
be
entitled
to
compensation
for
the
loss
of
legs
and
arms.
That
sort
of
thing
it
goes
into
more
detail
than
that,
but
those
are
really
the
two
exemptions
that
apply
to
the
faith.

would
say
finally
that
we
ought
to
make
an
effort,
not
not
any
time
soon,
because
the
county
has
its
own
budget
issues,
but
we
ought
to
make
an
effort
to
recognize
that
they're
taking
a
lot
of
money
from
City
residents
and
it's
not
coming
back.
It's
staying
in
the
county
for
maintenance
of
County
roads,
there's
only
two
miles
of
county
roads
in
the
city
limits.
Fairness
would
dictate
that
that
they
provide
some
of
that
money,
which
is
about
almost
half
a
million
dollars
to
the
city.

as
you
all
know,
and
his
public
who
knows,
I
voted
against
this,
and
the
franchise
fee
increase
on
first
reading
and
impaired
to
vote
against
both
on
second
reading,
although
I
think
there's
some
credit
that
should
be
given
on
to
our
city
manager
and
mayor
and
others,
for
taking
the
bull
by
the
horns
on
something
that
is
an
absolute
responsibility
that
the
city
has.
This
is
not
an
optional
thing:
it's
an
obligation.

If
we
don't,
if
we
didn't
know
that
before
we
certainly
had
that
front
and
center
during
the
discussions
about
the
gym
lakes
extension
roads
problems,
this
is
not
something
that
we
can
sweep
under
the
rug
or
avoid.
I
don't
happen
to
agree
with
the
method
of
funding.
I
think
this
is
a
maybe
a
more
regressive
tax
than
I'm
comfortable
with
I.

You
know
it
just
seems
to
hit
them
hardest,
so,
while
I
will
jealously
defend
the
priorities
that
this
council
has
placed
on
these
tags
on
these
fee
increases
and
I
think
has
taken
courage
from
all
counseling
from
the
city
manager
to
initiate
it.
I
don't
agree
with
the
particular
funding
methods,
so
I
still
plan
to
vote
against
it,
but
I
do
say
that
that
taking
responsibility
for
what
we
are
responsible
for
is
the
right
thing
to
do.

I
struggle
with
this
and
several
folks
on
in
the
publican
and
my
colleagues
on
council
know
that
I
struggle
with
this
proposed
increase
both
with
the
franchise
fee,
and
this
point
all
fee
I've
received
calls
from
individuals
that

opposed
to
it
and
in
my
asking
for
options
whatever
option
I
present
it.
It
was
rejected
whether
it
was
decreasing
yet
to
$15
ten
dollars.
They
wanted
no
fee
and
I've
SAT
here
longer
than
anyone
here
on
so

part
of
the
process
of
kicking
the
can
down
the
road.

you
I'm
up
for
re-election
next
year
and
as
a
person
that's
up
for
re-election.

the
things
that
I'm
pushed
to

say
I'm
not
going
to
support
this,
because
the
voters
will
not
support
me

go
along
with
with
this
this
increase,
but
that
would
not
be
the
right
thing
to
do.

many
have
done
over
the
years
kicking
the
can

road
I've
talked
with
folks
who,
who
have
told
me
their
cars,
have
gotten
out
of
line.

to
assume
the
cost

busted

on

bad
road
and
your
car
needing
realignment

at
the

involved

will
support
this.

fee

Mr.
mayor,
as
you
know,
through
numerous
discussions
that
we've
had
in
public
workshops
over
the
past
few
months,
the
second
part
of
our
budget
proposals
include
a
request
for
funding
for
what
we
call
the
transportation
in
Public
Safety,
Improvement
Program,
it's
very
clear
and
talking
about
some
of
our
community
needs
that
there
are
opportunities
out
there
with
no
funding
for
the
construction
of
new
roads,
for
example,
to
alleviate
traffic
congestion
in
terms
of
the
issues
that
I
that
we've
all
heard
about
over
the
last
year,
litter
being
one
road
maintenance
and
infrastructure
being
another
traffic.

Congestion
is
an
issue
that
we
continue
to
to
hear
about
in
Aiken
and
very
specifically,
as
surrounding
the
whiskey
road
corridor.
We've
also
had
many
requests
from
citizens
to
consider
putting
in
sidewalks
to
ensure
the
safety
of
our
youngsters
walking
in
the
neighborhood.
There's
been
a
put
big
push
in
terms
of
where
we're
headed
into
it
towards
the
future.

For
for
bike
paths
and
walking
trails,
there's
been
the
very
strong
interest
in
continuing
our
program
of
underground
utilities
and
the
truth
is,
while
all
of
those
are
fine
and
needed,
there's
no
funding
source
to
tackle
any
of
them.
The
truth
is
out
of
all
of
those
things
that
I
mentioned.
That's
what
that's
only
the
transportation
part
of
the
program,
the
others,
the
public
safety
part
of
the
program
and
sidewalk
certainly
would
be
included
in
that.
D
But
we
also
know,
although
we
don't
know
what
the
answer
is
yet
that
we're
going
to
be
facing
a
major
request
for
funding
to
deal
with
a
antiquated
and,
quite
frankly,
embarrassing
facility
that
we
call
our
Department
of
Public
Safety
headquarters
doesn't
be
code,
doesn't
meet
requirements,
isn't
meeting
the
department's
needs
today
to
remind
10
or
15
years
into
the
future,
and
so
we
know
that
there's
going
to
be
requests
for
funding
to
to
undertake
a
major,
rehab
and
or
the
building
of
a
new
facility.
Whatever
this
council
decides
is
in
this
citizens
best
interest.

So
this
transportation
and
public
safety
program
was
designed
to
address
those.
Now
we
have
been
slow
to
respond
to
requests
for
issues
such
as
sidewalks
bike
paths,
undergrounding
utilities
and
the
like.
The
one
that
truthfully
is
of
greatest
concern
is
the
lack
of
funding
to
significantly
alleviate
some
of
our
traffic
congestion
problems
in
the
city
and
the
problem
with.
That
is
that
if
we
wait
too
long,
the
options
that
now
exist
to
acquire
land
to
work
with
property
owners
to
to
get
some
some
roads
built
will
be
foreclosed.
D
We
know
that
as
the
econ,
the
economy
and
the
in
the
marketplace
return
to
each
and
every
year
that
they'll
be
greater
and
greater
pressure
to
develop
land
remaining
land,
but
now
is
available
for
the
possibility
of
road
construction.
So
the
truth
is
is
that
if
we
don't
act
on
a
funding
source
to
construct
several
major
roads,
the
possibility
will
probably
be
foreclosed,
and
we
know
that
not
by
just
looking
into
our
crystal
ball.

We
know
that
by
talking
to
the
landowners
property
owners
that
are
willing
to
work
with
us,
but
are
at
a
point
with
the
return
of
our
economy,
that
there's
people
knocking
on
their
doors
and
decisions
will
be
made.
If
the
city
doesn't
act,
my
point
to
you
is
that
I
don't
think
as
a
city,
we
want
to
be
in
a
position
where,
for
the
next
30
years,
people
remind
us
on
a
weekly
basis.
You
know
if
we
had
just
worked
with
certain
property
owners,
we
could
have
dealt
with
the
issue
of
traffic
congestion.

That
we
could
be
looking
at
a
an
impact
of
a
reduction
of
up
to
thirty
percent
of
the
traffic
on
whiskey
road,
and
some
of
you
may
think
that
whiskey
road
needs
to
be
attended
to
in
some
of
you
may
not.
The
fact
is
with
the
growth
that
continues
along
that
corridor.
There
is
reason
to
believe
that,
if
you
don't
think
a
whiskey
road
has
a
problem,
wait
five
or
ten
years
and
ask
yourself
whether
there's
a
problem,
and
the
truth
is
that
there
are
a
lot
of
other
communities
that
we
could
have
pointed
to.

Some
of
the
information
is
still
protected
in
executive
session
because
we're
dealing
with
negotiations
with
landowners,
but
that's
the
purpose
of
the
transportation
and
public
safety
improvement
program
to
try
to
be
more
responsive
to
our
citizens
that
are
asking
for
sidewalks
and
bike
paths
and
underground
utilities,
and
asking
us
to
do
something
about
some
of
our
major
corridors
where
traffic
congestion
in
safety,
quite
frankly,
is
becoming
an
important.
We
have
here,
as
I
mentioned,
a
mr.

I'm

my

Is
you
live
in
the
county,
but
between
my
father
and
myself
and
other
family
members,
we
own
quite
a
few
pieces
of
parcels
inside
the
city
and
issue
that
him
and
I
also
know
Nathan
counseling
group
together,
and
you
know,
I'm
going
to
hit
on
a
few
different
points
here,
but
the
first
one
is
that
there
was
a
talk
about.

You
know
somebody
might
say:
well
it's
only
two
percent,
that's
it
it's
not
much,
but
for
our
building
that
we're
located
and
that
would
have
put
laid
out
to
four
thousand
six
hundred
dollars
a
year
extra
that
we're
going
to
be
paying
in
and
we're
not
getting
any
more
money
for
many
other
sources,
we're
stuck
with
what
we
have.
So
it
really
kind
of
titans
things
in
for
us
and
makes
us
work.
It
out
now
and
we
hope
we
can
keep
on
working.
You
know
if
the
fees
keep
them
going
up.

they've
got
now
this
additional
two
percent
on
top
of
that,
and
it
just
keeps
adding
up,
and
you
have
to
sit
back
at
some
point
and
say
it
doesn't
make
sense
to
put
my
business
in
the
city
or
does
it
make
sense
to
put
it
in
the
county?
It's
something
that
you
know
I.
Think
as
we
keep
on
adding
these
fees
and
taxes
that
we
need
to
really
kind
of
consider
the
question
I've
got
for
you
is
the
Capital
Improvement
funds,
the
one
percent
for
that?

council

abundantly
clear
to

introduced
the

commitment
to
fund
our
significant
infrastructure
assets

complete
major
capital
projects
on
time
that
have
been
lined
neglected.

both

dedicated

There
are
numerous
major
accomplishments
that
we
have
all
witnessed
over
the
past
year,
including
being
recognized
by
the
government,
finance
Officers
Association
once

receiving
the
award
for
excellence

financial
reporting.

implement
our
water
meter
change
out
program.

have
fairly
radically
changed
financial
operations
and
the
use
of
credit
cards
with
the
elimination
of
over
100
cards.
As
you
know,
through
the
leadership
of
mr.
griten,
we

implemented
a
purchased
and
implemented
a
software
program
that
is
assisting
us
in
evaluating
our
infrastructure.
In
the
city
we
received
a
FEMA
grant
for
the
historic
railroad
soil
stabilization
project.
We
successfully
negotiated
a
cell
tower
lease
bringing
in
over
twenty-four
thousand
dollars
a
year.
The
downtown
alley
renovations
are
being
completed
as
we
speak,
the
right
patch
stables
project
phase,
one
was
completed.

acquired
the
site
for
the
hour
north
side
recreation
park
and
have
begun
the
planning
and
design
process
for
that
project.
In
accordance
with
the
vote
of
our
citizens,
we've
acquired
a
five
acre
site
adjacent
ins
to
use
this
park
for
our
community
center.
We
have
been
awarded
a
bid
to
extend
the
citizens
park,
walking
trail
all
projects
that
come
from
our
capital
project
sales
tax,
all
of
which
were
approved
by
our
citizens
and
our
taxpayers.

We've
entered
into
discussions,
as
you
know,
with
the
new
owners
of
the
Aiken
mall,
and
hope
that
that
project
will
bear
fruit.
Over
the
coming
year,
we
competed
in
were
awarded
membership
into
the
main
streets
program
to
further
improve
our
wonderful
downtown
area.
We
have
retained
a
planning
entity
to
assist
our
Planning
Commission
and
they're
legislatively
required
rewriting
of
our
comprehensive
plan.

council,
through
your
leadership,
created
a
citizen's
review
board
to
review
complaints
that
are
filed
with
our
Department
of
Public
Safety
operational
audits
are
underway,
evaluating
the
Department
of
Public
Safety
and
public
services.
We
were
awarded
a
two-million-dollar
from
the
Federal
Aviation
Administration
to
expand
the
terminal
apron
at
our
Airport.
We've
installed
sanitary
and
storm
water
lines
on
BD
lane
and
Oak
Grove
Road,
allowing
for
commercial
development
we've
upgraded
storm
sewer
infrastructure
on
Olga
hit
Lane
Fabian
drive
in
millbrook,
allowing
for
several
new
businesses
to
develop.

that
section,
as
I
mentioned,
we
have
fairly
radically
changed
the
format
of
our
budget
and
I
would
just
like

say
to
our
citizens.
Not
only
is
the
budget
and
has
the
budget
is
and
has
been
on
the
website

citizen
review.
For
months
we
will
be
putting
on
a
section
that
allows
for
our
citizens
to
offer
a
commentary
about
what
is
lacking
or
what
they
would
like
to
see
in
next
year's
budget.

initiatives,
through
the
leadership
of
individual
members
of
this
council,
include
in
next
year's
budget
a
comprehensive
review
of
our
pension
plan.
Obviously
we
all
know
that
that
pension
costs
are
significant

item
costs

budget

believe
we
need
to
comprehensively
review
our
city's
pension
system
to
not
only
take
a
fresh
look
at
at
it,
but
also
to
compare
it
to
other
cities
and
towns
across
the
country
and
entities
in
the
private
sector
as
well.

continue
our
ongoing
program
to
conduct
operational
audits
under
the
philosophy
that
not
none
of
our
departments
are
perfect.
All
are
able
to
continuously
improve
and
I'm
honored

say
that
that
is
the
philosophy

every
one

senior
managers
next

we'll
be
looking
at
finance
in
our
human
resource
functions
as
well.

waste

whether

our

ongoing.

need
of
immediate
attention
and
that's
our
headquarters

public
safety.

know
that
we
need
to
make
a
decision
in
that
regard.

committed
to
all

complete
capital
project
sales
tax
projects
that
have
been
languishing
too
long,
starting
with
the
eustace
park
community
center,
with
a
goal
of
getting
that
done
in
the
next
fiscal
year

council

in
those
issues
we
want
to
complete
the
evaluation
and
ask
the
council
to
make
an
ultimate
decision
on
the
issue
of
City
Hall.

consolidation

hall

department

the

projected
work
in
all
of
our
major
areas.

a

efficiency

our

Aiken

implementation

recommendations

contract

DHEC
does
not
require
the
prospective
purchaser,
in
this
case
of
the
city,
to
chase
that
off-site
issue
that
resides
with
the
responsible
party
who,

pointed
out,
would

school

just
confined
to
what
you
do
when
we
first

initial
conversations
with
DHEC
about
approaching

state
brownfields,

excited

type
of
redevelopment
that
they
like
to
see.
The
sort
of
you

return
to
a
green
fields,
use
as
it
were,

we

them
what

to
do,
and
they've
actually
seen

plans
and
they've
seen

results
as
part
of
the
application
process.

did
our
phase
one

survey.
That
was
the
initial
thing
we
did
for
the
due
diligence
and
we
followed
up
with
our
initial
testing,

was
some
soil
and
groundwater
and
groundwater

radar.

then
the
additional
testing
is
what
DHEC
requires
for
participation
and
I
program.

you
suddenly
find
yourself
obligated
to
do
a
phase
till
you
do
that
and
if
you
are
asked
by

commented
that
it
meant
that

was
something
to
be
afraid
of

learned
from
that
document
that
y'all
sent
was
that
this

order

participate
in
the
voluntary
cleanup
program

level

testing
beyond

regular
phase
two
protocol
was
a
voluntary
thing.

DHEC
as

result
of
any
particular
findings

any
particular
existence
of
anything
in
the
ground.
But

known
what
the
site
had
been
used
for
and
participated
as
voluntary
cleaning
program,
it

step
beyond
phase
two,
not
a
mandated
step
beyond
phase
two.

of
the
issues
that
DHEC
was
having
years
ago
before
the
brownfields
laws
really
came
into
effect
was
when
you
did
that
phase
two
and
it
didn't
fit
into
any.
You
know
box
at
DIA,
candy
regulatory
program.
They
weren't
sure
what
to
do
with
it,
so
it
just
kind
of
hung
out
there
and
if
you
did
some
kind
of
cleanup,
you
may
do
it
to
your
own
satisfaction,
but
nobody
was
ever
buying
off
on
it.

for
example,
groundwater.
We
know,
we've
studied
groundwater,
there's
very
minimal
impact
in
the
areas
that
we've
studied.
We
probably
don't
have
to
do
anything
to
groundwater
because
it's
40
feet
out
there.
So
as
long
as
we
don't
put
it
in
a
well
and
put
in
some
kind
of
sprinkler
that
we
all
go
and
drink
from
you
know,
there's
there's
not
really
anything
to
do.

risk
is
already
there
are
already
minimized.

liability

filled
out

cleanup
contract
application

liability
is
for

current
owner
and
everybody
who
owned
it
prior
to
them,
so
your
your
liability,
you're
protected
from
all
those
past
uses.

the
city
in
50
years
goes
out
there
and
puts
in
a
gas
station
or
it
becomes
another
maintenance
shop
than
you
would,
you
would
be
liable
for
anything
that
you
did
to
the
property.
But
anything
from
this
point
backwards

what
you
get
the
liability
protection
from
and
that
those
went
into
effect
when
you
fill
out
the
application-
and
they
said
yes,
you
are
a
non
responsible
