update
from

on
the
downtown
sewer
project
and
I'll
recognize
our
city
manager.

being

this

I'm

the

Would

I
want
to
continue
with
what
we've
been
doing
in
the
past.
Give
you
an
update
on
our
progress,
talk
a
little
bit
about
the
benefits
that
you've
gotten
for
the
money.
That's
been
invested,
talk
about
the
upcoming
work,
there's
not
much
of
it
left
and
give
you
a
projection
to
finish.

Okay
yeah
this
project,
if
your
recall
is
focused
along
the
oldest
portion
of
the
system,
it's
almost
exclusively
clay
pipe
about
1/2
of
the
inventory
of
sewers
in
the
city
of
Aitkin
or
clay,
pipe,
many
of
which
are
about
a
hundred
eighty
to
a
hundred
years
old.

They
go
ahead
and
click
through
to
the
I
guess.
I've
got
some,
so
this
project
was
started
as
the
prioritized
Sand
River
Basin
system.

The
engineering
department
prioritized
this
using
available
asset
information
around
the
sewers
that
you
have
their
age,
their
materials
of
construction
and
from
there
and
prioritize
the
the
oldest
most
high-risk
pieces.
You
can
see
from
the
map
that
this
ended
up
being
primarily
sewers
in
the
downtown
in
Northside
area,
some
areas
a
little
bit
to
the
west
and
south
of
town
and
then
all
of
the
trunk
lines
and
interceptors
that
run
down
and
through
Hitchcock
the
ones
on
the
far
western
side
of
the
city.

One
more
quick,
please
it's
important
that
or
it's
worthwhile
noting
that
we've
not
almost
completed
those
44
miles,
but
we've
increased
our
scope
by
10
percent
we've,
really
almost
forty
nine
miles
without
any
increase
in
scope.
The
fact
that
we
were
able
to
do
that
next
slide.
Please,
all
the
technologies
are
almost
all
the
technologies
that
we
used.
Our
compasses
we've
been
on
strike
now
for
over
two
years
and
I
think
other
than
seeing
our
trucks
around.

There
hasn't
been
much
of
a
disruption
and
I
hope
that
I
hope
that
you'll
agree
that
that's
appreciated
for
the
amount
of
rehabilitation
that
we're
done
next
slide,
please
well
job
to
date.
There
are.
There
are
thirteen
hundred
segments
when
we
start
this
job.
There
were
to
be
nine
hundred
segments
were
up
to
1300
men
holy
men,
whole
segments
of
those
215
had
manholes
that
could
not
be
found
were
buried.
We
since
found
those
in
the
course
of
doing
our
work.

We
found
40
places
where
the
pipe
had
already
collapsed,
that
we've
dug
up
and
replaced,
and
in
the
course
of
doing
all
this,
of
course,
we
fixed
much
about
the
city
mapping
that
has
been
found
to
be
incorrect.
It's
very
typical.
It's
not
an
unusual
situation
specifically
around
things
like
where
the
pipe
actually
goes,
where
the
manholes
are,
and
then
almost
all
the
planks
had
issues
with
diameters
or
materials
of
construction.
All
these
improvements
to
your
graphical
information
system
will
greatly
improve
your
asset
management
planning
capabilities
in
the
future.

Next
slide,
we're
almost
done
I
know
I,
know
everybody's
anxious
to
to
rap
to
something
it
has
gone
on
longer
than
we
thought,
because,
quite
frankly,
we
found
the
situation
to
be
much
worse
than
we
thought
it
would
be.
We
are
98%
complete
with
the
assessment
we
have
less
than
20
pipes
that
haven't
been
inspected
so
far,
95%
of
the
grounding
work
has
been
completed
so
we're
in
very
good
shape.
We've
sealed
almost
800
connections
from
the
house
of
the
sewer.

You
can
see
the
number
of
joints
that
have
been
test
and
seal
and
with
regard
to
the
pipes
themselves
being
fractured.
It's
an
income,
it's
an
uncountable,
thousands
of
fractures
that
have
been
sealed,
Chuck
substantial
completion
for
this
work
should
be
done
in
July
or
August
in
terms
of
the
mainline
joints.
These
are
the
sewers
that
are
in
the
streets.
They
come
in
a
variety
of
diameters,
much
greater
inventory
of
6-inch
pipes.
We
realize
we
were
going
to
have.
G
You
can
see
the
failure
rates
that
we're
seeing
on
a
joint
bite
on
a
pipe
size
by
plate
size
basis.
Next
click,
please
we're
seeing.
The
average
of
this
is
65
percent
failure,
which
is
almost
perfectly
on
plan
for
where
we
thought
we
are
going
to
be
next
click.
The
the
downside
is
is
that,
because
there
are
so
many
fractures
in
the
pipe
it's
thinking
about,
it
has
taken
about
twice
as
look
growl,
so
an
increased
cost
on
the
ground
next
slide
yeah.
So
all
of
this
is
to
really
stabilize
the
system.

Low
pressure
and
element
technique
that
we're
using
what
we
found
was
that
many
of
the
clay
pipes
where
they've
been
holed
into
the
male
end
and
the
female
end
it
actually
fractured
out
typically
in
the
past,
that
would
have
required
the
line
being
completely
lined
or
replaced,
but
we
did
develop
some
new
tools
and
techniques
all
told
would
you
hit
one
more
click?
Please
we've
saved
just
over
two
and
a
half
million
dollars
in
costs
for
the
difference
between
what
we've
done
versus
what
we
would
have
had
to
have
done.

If
those
lines
and
if
we
hadn't
developed
these
techniques-
and
they
had
to
use
the
next
least
cost
effective
least
costly
technique,
Jordan
police
point
repair,
we've
also
done
the
tap
connections,
go
ahead
and
click
through
all
the
pieces
of
this
we're
seeing
a
high
percentage
of
failures
twice
as
high
as
we
expect
it.
We
are
very
effectively
sealing
these,
where
we
find
them
a
couple
more
clicks,
please.

It
is
important
to
note
that
the
6-inch
pipe
inventory
that
we
have
found
has
four
inch
tab
connections
coming
into
it,
and
we
can
typically
do
four
inch
connections,
but
not
through
a
six
inch
plate.
So
there
is
a
fairly
significant
inventory
on
the
six
inch
pipe
where
those
lateral
tap
connections
aren't
being
addressed.

The
full
length
of
the
lateral
is
being
addressed
for
some
of
the
properties
that
we're
seeing,
but
the
majority
of
the
full
public
side,
lateral
rehabilitation
which
is
basically
from
the
middle
of
the
street
or
the
green
way
to
the
front
of
the
property
line,
is
scheduled
for
some
subsequent
phase.
It's
a
lower
consequence
of
failure
line
item
and
therefore
it's
been
pushed
out
in
the
asset
management
planning
cycle.
G
G
No
over
all
of
the
work
that
we've
done,
seven
percent
of
the
pipe
that
we've
looked
at
I
would
consider
a
pristine
or
near
knew,
most
of
that
most
of
that
go
back
one
side.
Most
of
that
is
the
plate.
That's
in
Hitchcock
woods.
Most
of
that
pipe
is
cement
lying
duck
iron.
That
type
of
pipe
typically
doesn't
fare
well,
but
so
far,
it's
looking
remarkably
in
robust
shape.
We've
also
found
some
places,
not
very
many,
where
the
lines
had
already
collapsed
and
had
been
replaced.

Those
new
plates
are
also
in
good
shape,
so
three
miles
of
the
49
miles
that
we've
looked
at
as
required.
No
work.
We
found
about
5%
of
the
system
two
and
a
half
miles.
It's
so
badly
fractured
and
broken
that
the
grouting
technique
that
we
use
simply
won't
work,
but
we
have
another
technique,
called
cure
and
place
lining
that
does
it's
two
to
three
times
the
price
of
grouting,
but
it's
still
about
a
third,
the
cost
of
digging
up
and
replacing
the
pipes.
G
We've
broken
those
pipes
as
two
point
six
miles
into
two
different
cohorts:
the
ones
that
are
at
less
than
five
years
and
the
ones
that
have
greater
than
five
years.
Well,
there
are
10
years
all
the
pipes
that
have
less
than
ten
years
of
remaining
life
to
them
have
been
lined
under
this
contract.
We
did
significantly
more
work
than
was
originally
anticipated,
but
we
had
money
in
the
budget
for
doing
that,
their
remaining
pipes
and
it's
about
a
mile
mile
and
a
half
of
plate.

The
bad
news
is
is
that
we
found
11%
of
the
pipe
that
can't
be
rehabilitated.
It
has
to
be
replaced
that
it
needs
to
be
replaced
either
by
digging
it
up
or
using
a
plate
bursting
technique,
which
is
a
semi
trenchless
technique,
both
of
those
cost
about
the
same
they're
about
four
times
as
much
money
as
lining
about
eight
times
as
much
money
as
grounding
and
they're
almost
exclusively
in
the
old,
very
old
six
inch
clay
pipes
that
are
primarily
the
north
side
and
then
down
in
the
in
the
northern
end
of
horse
country.

Those
pipes
were
also
broken
into
different
cohorts:
zero
to
two
years,
two
to
four
years,
four
years
to
ten
years
and
almost
done
actually
finishing
with
the
characterization
of
that
and
be
able
to
bring
forward
recommendations
for
long
term
capital
and
short
term
capital
plans
around
that
inventory
of
plate.
Fortunately,
those
are
all
small
pipes.
They
typically
only
handle
anywhere
from
four
to
twenty
houses.
They're
not
the
consequence
of
failure.
These
is
much
lower
than
some
of
the
other
pipes
that
we've
seen.
So
that's
the
one
silver
lining
to
this
one
bit
of
bad
news.

The
nature
of
the
plate
been
taken
is
that
in
either
fractured
and
broke
badly,
or
it
actually
held
up
remarkably
well
and
there's
a
there's,
a
group
of
plate,
that's
about
two
and
a
half
miles
of
plate
and
it's
primarily
in
the
core
of
the
downtown
area:
Lawrence
Newbury,
Park
Richland,
maybe
a
block
and
a
half
off
of
that,
as
well
as
some
of
the
older
areas
in
north
side
in
horse
country
and
those
bikes
are
in
really
good
shape.
They're,
just
crooked
they're
not
laid
very
well
and
standard
tools
won't
fit
through
them.
G
So
we
did
what
we
always
do.
We
think
of.
How
can
we?
How
can
we
fix
this
rather
than
digging
it
up
and
we're
actually
through
the
Alpha
and
the
beta
testing
on
this
and
are
now
got
a
full
procedure
locked
in
that
we
call
a
soft
Packer
technique?
It's
a
grouting
technique.
It's
a
third,
the
cost
of
replacement,
the
pipes
that
were
able
to
get
this
five
percent
of
the
system.
It's
good.
It's
gonna
be
a
cost
differential
of
about
a
million
and
a
half
dollars
for
Aiken.
G
Well,
under
our
current
contract,
we
will
not
have
money
to
do
all
of
those,
but
we
should
get
between
a
third
and
half
of
those
pipes
done.
We
are
focused
on
getting
the
ones
that
are
at
greatest
risk
to
business
and
community,
which
means
we're
doing
all
the
ones
around
downtown.
First,
those
will.
Those
will
all
be
done
before
the
end
of
this
contract,
which
means
before
August
next
slide.

What
we,
what
we
found
is
that
about
40
of
them
have
framing
covers
that
are
really
bad
and
they
need
to
be
taken
off
and
can
reset
these
fall
into
two
groups,
ones
that
have
been
completely
knocked
off
or
almost
completely
knocked
off,
and
others
are
in
areas
that,
like
on
York
Street
as
an
example,
you
ever
drive
up
York
Street.
You
feel
your
tire
going
bulk
when
you
hit
those
manholes,
it's
because
they're
sunk
and
they
weren't
raised
up
with
the
pavement.
Those
also
often
have
storm
covers
on
them,
rather
than
sanitary
covers.

In
terms
of
prognosis,
the
work
is
we've
reported
before
is
taking
longer
because
of
the
defects.
Locating
issues
things
like
that,
but
we
are
almost
done,
will
be
done
in
August
with
this
work
in
hits
substantial
completion
at
that
point
in
time,
we've
added
significant
additional
work:
we've
added
the
4
to
5
miles
of
additional
pipe
and
again
that's
all
high-risk
pipe.
That
was
at
it.
We've
added
the
soft
Packer
technique,
we've
done
the
frames
and
covers
which
were
not
in
the
original
scope,
and
we've
managed
to
do
all
of
this.

While
staying
underneath
of
the
budget
that
we
have
field
observations
reveal
that
many
of
the
pipes
right
next
to
the
plates
that
were
prioritized
for
this
contract
aren't
as
bad
or
worse
shape.
If
you,
you
know
you're
in
the
pipe,
and
you
happen
to
look
down
at
the
one
that
you're
not
going
down,
and
you
see
that
that
one's
actually
worse,
those
are
currently
slated
to
be
done
in
phase
two.

Next
steps
the
remaining
work.
We
have
smoke
testing
two
summers
ago.
We
did
about
half
of
the
49
miles
of
plate
or
smoke
test
that
we
need
to
complete
that
work.
That's
slated
to
take
place
in
July
all
the
final
GIS
Corrections
are
being
fed
to
to
the
engineering
department,
four
locations.
The
final
aspects
of
that
four
materials
of
construction
in
diameter
will
go
in
in
the
fall,
we're
completing
our
engineering
assessment
to
determine
of
the
pipes
that
we've
looked
at,
how
much
life,
if
we
add
it
to
them.

Someplace,
we've
added
fifteen
years
other
pipes,
we've
added
35
years,
quantifying
that
on
a
plate
by
flight
basis
to
establish
when
should
they
be
looked
at
next
pipes
that
are
in
the
worst
shape
we're
going
to
go
back
to
the
doctor
sooner.
Obviously,
that
next
round
will
be
sometime
in
the
2030s.
Many
of
these
pipes,
though
we
won't
need
to
look
at
for
20
or
30
years
from
all.

Depends
on
the
pipe
right
so,
just
like
everybody
on
this
meeting
needs
to
go
to
a
doctor
in
a
different
different
rate
of
going
to
the
doctor.
Your
pipes
are
the
same
way.
They
don't
think
of
me
as
the
primary
care
physician.
My
job
is
to
look
at
each
one
of
those
pipes
and
figure
out
when
they
need
to
come
back
in
to
another
visit,
and
each
one
will
be
different
depending
on
how
effective
how
bad
it
was
to
start
with
and
how
effective
the
techniques
we've
done.

So
our
plan
is
for
the
1300
individual
pipes
to
assign,
when
need
to
go
to
the
doctor
next,
when
they
need
to
get
looked
at
next.
Most
of
them
won't
need
to
be
looked
at
for
at
least
15
years.
Many
of
them
have
20
years
plus
there
are.
There
are
some
pipes
that
we
we
made
significant
improvements
on,
but
we
need
to
keep
our
eye
on
those
and
those
will
probably
go
through
in
every
10
year
cycle.

It's
not
that
that
needs
to
be
part
of
the
long-term
capital
planning.
Well,
let
me
state
that
differently.
Some
of
those
pipes.
We
we
stabilized
and
they've,
got
10

we

from

through
some
revenue,
borrowing
against
our
future
revenue
sewer
revenues
for
that
project

using
utilizing,
1%
capital
project
sales
tax
funds
to
improve
and
upgrade
our
system.

year,
legacy
of
system
depreciating
our
system,
which
allows
our
system
to
be
repaired

cost,

up

inflation

to

to
raise
water
rates.

do

still
are
in
the
bottom
quarter
of

sewer
districts
in

Carolina,

and
we're
still
in

order

increase,
which
is

county,

regional
Sewer
Authority

called
the
Aiken
County
Public
Service
Authority.

built

plant

confluence
of

Creek
in
the
Savannah
and

1978-79

last

multi-million
dollar
renovation
of
that
facility
and
as

of
the
users

facility

having
to
help
pay
for
that
upgrade
and
what
the
county
does.

they
borrowed
through

state

the
needed
upgrades

regional
Sewer
Authority.

costs
are
going
up,

We
absorbed
that
rate
increase,
but
councils
historically
have
asked
us
to.

on,

still
have
the
needs
to

the
pipes

stations

affluent

sewer
Authority,
and
this
would
increase
the
average
residential
user,

we
classify

someone
who
uses
800
cubic
feet
of
sewer
a
month,
their
bill
would
go
up
approximately
one
dollar,
if
you,
if
you're
a
sewer
rate
at
average
sewer
rate,
is
800
cubic
feet.
If
you
use
less
up

than
that
again,
this
is
this
rate.

Previous
council
commissioned
a
rate
study
to
look
at
our
rates
and
found
that
they
have
not
kept
up
with
the
cost
of
maintaining
a
system
such
as
ours,

well
as
with
inflation
and
so
forth,

we
recommended

percent

increase
based
on
the
Wilden,
which
was
our
rate
consultant
that
averages
about
forty
eight
cents
per
month.

the

water

customer

irrigation
system
at
your
home
and
are
judicious

pulling
them
out
of
other
funds

given
the

capacity

forward

preparing
for

construction

always
about
cutting
the
budget
but
pulling
in

funds

three
types

district

corporate
limits
here.
Our
municipal
corporate
limits
are
what
we
call

city
limits.

resident
inside
the
corporate
limits
is
represented
by
the
mayor
and
one
of
the
six
council
members
in
front
of
me.

have

water
district

those
water
and
sewer
limits,
which
runs
essentially
north

south,

interstate
20,
down
to
two
Lake,
the
church
Road
east
to
west,

Robert,

Bell

to

fire
district,
a
suburban,
what
we
call
a
suburban
fire
district,

are
those
individuals

everyone
inside
the
city
limits
is

our
fire
district.

is

we're
talking
about

County
Council
will
have
it

fees

not
in

city
limits
that
will
increase

collection
rate

person

around

the
same

this
particular

method
for

city
customers
and
our
assistant
city
manager
has
been

by

adopting
a
budget
proposed

the
city
manager,

estimates

proposed
revenues
and
expenditures
by
the
city
of
Aitkin
for
the
fiscal
year,
beginning
July,
1,
2020
and
ending
June
30th
2021,
and
declaring
that
it
shall
constitute
the
budget
of
the
city
of
Aitkin
and
before
I,
entertain
a
motion.

if
you're
in
Council
I'm
submitting
to
you
the
annual
budget
for
the
city
of
Akins
fiscal
year,
2020
2021,
which
is
the
cumulative
work
of
our
staff
and
I,
want
to
acknowledge
the
hard
work
that
our
staff
and
the
finance
department
did
to
contribute
to
this
effort.
As
we
begin
our
preparations
in
December,
the
outlook
was
different
than
it
is
today.
Since
the
Cova
19
women
arrived
in
March,
we've
made
a
number
of
alterations
to
the
budget.

However,
the
following
fundamentals
remain
number
one:
the
general
a
millage
increase,
our
millage
rate
is
62
Mills,
as
it
has
been
since
fiscal
year.
2012-13,
the
city
of
Aitkin
has
not
increased
its
millage
rate
since
fiscal
year,
1989
90.
To
give
you
perspective,
our
general
fund,
largely
funded
by
property.

Tax
revenues
was
ten
point:
four:
nine
million
dollars
in
fiscal
year,
1989
90
and
we
project
our
revenue
for
fiscal
year
21
to
be
twenty
nine
point:
five:
five
million
and
prudent
choices
made
by
city
councils
over
the
last
thirty
one
week
enviable
for
growth,
while
maintaining
its
pulse
as
a
place
to
water.
The
valuable
mill
for
fiscal
year
2021
is
estimated
to
be
one
hundred
seventy
eight
thousand
three
hundred
and
eighty
dollars,
which
is
approximately
two
point:
five
percent
higher
than
fiscal
year.
Twenty
1920
our
enterprise
fund
rates
for
solid
waste.

Although
the
fiscal
impacts
of
the
Cova
nineteen
pandemic
remain
uncertain,
the
ongoing
effort
by
our
departments
to
work
efficiently
and
utilize,
automated
and
digital
tools
has
been
most
useful
in
the
city's
response
to
it.
I'm
especially
proud
of
our
staff
in
public
safety,
engineering
and
utilities,
finance
and
information
technology
that
have
continued
to
provide
support
for
our
citizens
and
the
rest
of
our
staff.

Revitalization,
existing
small
business
very
clear,
is
a
backbone
of
our
community,
we're
addressing
a
council
goal
by
pursuing
sewer
expansion
north
of
the
intersection
of
the
u.s.
one
in
interstate
20,
which
will
variable
development
and
additional
revenues.
In
keeping
with
our
council
approve
rate
study,
we
are
recommending
a
three
percent
water
rate
increase
which
will
keep
up
the
costs
with
costs
of
operating
and
quality
utility
and
provide
a
funding
base
for
a
new
water
plant,
and
this
increase
will
add
forty
eight
cents
to
an
average
residential
customers
monthly
build.
We
are
recommending
a
sewer
3%.

This
is
related
to
the
Aiken
County
Public
Service
Authority,
a
regional
sewer
processing
plant,
of
which
we
are
a
member,
passing
a
missional
180
thousand
dollar
charge
as
part
of
service
which
is
used
to
pay
off
upgrades
made
it
the
40-year
old
facility,
as
well
as
paying
for
ongoing
debt
accrued
for
our
sewer,
grouting
and
repair
projects
managed
by
our
Kjus,
which
we
heard
from
from
mr.
Shelton
at
the
beginning
of
our
regular
meeting
historically
council
has
asked
us
to
pass
these
costs
on
to
our
users
and
not
afford
these
costs.

This
increase
will
add
a
dollar
to
the
average
residential
customers
monthly
bill.
Our
general
fund
is
seeing
some
anticipated
revenue
declines
due
to
kovin
19,
primarily
in
business,
license
reductions.
We
have
kept
personal
property
tax
revenue
flat
as
we
believe
the
next
budget
year
residents
will
be
reticent
to
replace
older
vehicles
here,
not
replace,
however,
I
believe
several
fundamental
elements
of
our
general
fund
will
stay
stable.
The
collection
of
property
taxes
will
stay
consistent
if
not
crop
slightly
rise,
borne
out
for
several
reasons.

First,
in
a
review
of
property
tax
collections
here
in
the
Great
Recession,
those
collections
rose
slightly
each
year.
The
current
recession,
as
we
know
it
now,
is
not
caused
by
problems
in
our
financial
system,
and
this
should
give
us
some
optimism
line
item
9.6
percent
of
our
general
fund
revenue.
Second,
is
the
folks
in
the
franchise
fees
from
our
own.
In
these
announced
one
point:
four:
seven
million,
which
is
four
point:
nine
sent
of
our
general
fund
revenue.
This
amount
we
received
is
based
on
what
utility
providers
bill
account
holders
not
what
they
collect.

are
continuing
to
replace
capital
equipment
when
needed
and
where
depreciation
money
is
available.
Other
items
in
our
budget
include
new
equipment,
including
fire,
alarm,
Walker's,
nine,
new
patrol
vehicles,
new
Glock
pistols
for
all
public
safety
officers,
rehabilitation
of
several
fountains
in
our
historic
town,
continued
rehabilitation
of
our
infrastructure
system
and
targeted
expansion
of
store
areas
north
of
I-20
and
potentially
near
the
East
pine
log,
Road,
us

corridor
and
money
allocated
for
economic
development
of
a
million
one
hundred
and
eighty
thousand.

have
two
primary
discretionary
funds
that
have
been
hard
hit
by
Koba
19
and
we
expect
that
to
continue
our
accommodations
tax
and
H
Tech
will
move,
have
been
adjusted.
Twenty
percent
I
said
25,
but
it
is
20
percent
and
I
do
want
to
add
the
caveat.
We
are
going
to
cut
our
accommodation
next
close
to
fifty
percent
from
last
year's
revenue.
Due
to
this
pain,
the
uncertainty
around
it
we're
operating
under
several
assumptions.

the
Cova
19
pandemic
will
continue
to
have
effects
and
a
resurgence
of
cases
during
the
fiscal
year
we
will,
we
are
operating
under
the
assumption.
There
will
be
no
fall
masters
tournament
again.
We
don't
want

expect

be
a
nice
problem
to
have
if
it
brings
in
more
money.
We
did
not
take
that
into
our
revenue.
Calculus
dining
habits
are
going
to
be
altered
by
less
seating
capacity
in
dorset
restaurants
and
reticence
to
congregate
in
groups.
Citizens
travel
habits
will
be
curtailed
and
